The authors outline the development and application of blasting methods put into use 11 years ago at the Berkeley Open-Pit Mine, Butte, Montana. The blast design uses a very short delay (5 milliseconds) between detonation of explosives charges, a feature challenged several times in principle despite its success for Anaconda. Concern is expressed over the categorical rejection of very short delay blasting which can make the difference between success and failure of major mining operations. There is ample evidence to show that the method can be used successfully and not violate the concerns of the public.

cyanide control in effluents is becoming a critical environmental issue for the gold extraction industry. Silver impregnated carbon removes free cyanide effectively to the ppb level from solution in high throughput columns. By re-calcining the cyanide saturated carbon, the impregnated silver is restored to activity and the cyanide destroyed outside the effluent stream. Many gold mills already have an activation kiln on site, which could make retrofit relatively easy.

Interwest Mining Company has been collecting geologic data within the last decade in preparation for underground mining of extensive coal reserves in its Bridger Coal property in southwestern Wyoming. During a preliminary data collection program in 2000, Interwest Mining completed geologic investigations, including surface mapping, drilling, aerial photography, rock testing, and limited groundwater investigations. Core from 12 exploration boreholes in the area of interest was tested to determine the mechanical properties of the coal seam and the immediate roof and floor for evaluation of the feasibility of underground mining. Geologic investigations identified the presence of one 7-to-17-ft-thick coal seam throughout the reserve under 1400 ft of cover. During a geotechnical feasibility study in 2002, the authors reviewed available data while completing comparative analyses identifying critical deficiencies in these data. The study projected moderate-to-difficult mining conditions, considering the weak nature of near-seam strata and depth of cover, and thus recommended limiting the longwall reserves to an overburden depth of less than 900 ft. These shallow remaining reserves were located at depths within regional mining experience to justify longwall mining methods. Based on a critical examination of available data, Bridger proceeded with more detailed data collection to improve understanding of the depositional and structural setting of the reserve, hydrogeologic conditions, overburden strength, and premining stress conditions. Additional data was collected during 2003 and 2004 field programs. Since 2003, Bridger has had the opportunity to observe ground behavior in a series of up to 1200-1600-ft- long rectangular openings created during highwall mining. These narrow unsupported openings remained stable in the short term in large areas but the overburden subsided locally in the long-term depending on geologic and panel layout designs. These localized subsidence events allowed an examination of in-situ coal strength based on back analyses of stress. The unextracted highwall areas near Ramp 17 provided an ideal location to access the underground reserves using a 6-entry set of mains. The existing north-south oriented longwall layout for the Bridger Coal was selected by Bridger to maximize resource recovery from the D41 reserves while considering operational and geotechnical constraints. At 45-degrees deviation from preexisting joints and mild horizontal stress field, this orientation was considered beneficial for overall stability while using both sets of joints for facilitating the caving process. The present layout utilizes pillars on 80- to 90- by 200-ft centers, 17-ft entry spans and 750-ft wide longwall panels (Figure 1). Gate pillars are on wide spacings and are intended to act as abutment-abutment pillars to limit strata deformation over the gateroads during longwall mining.

The Fence Lake Project is located in the Salt Lake coal field, an extension of the San Juan Basin. Geologic formations exposed in the Project area range in age from late Cretaceous to Quaternary. Coal is encountered in the Moreno Hill Formation (upper Cretaceous). Salt River Project (SRP) followed the basic textbook approach for the exploration, regional appraisal, detailed reconnaissance, detailed surface appraisal and three dimensional sampling (physical exploration). SRP is exploring this property as a potential fuel source for the Coronado Generating Station. Therefore, for the physical exploration stage, the quality sampling program was designed from a utility company viewpoint to determine possible impacts to the Station. Exploration drilling was completed in spring, 1982; September, 1982, and summer, 1984. Engineering, environmental, and land acquisition studies were added in the Summer, 1984 Program to more closely evaluate the potential Fence Lake Project coal supply option for the Coronado Generating Station. Studies, including drilling, are ongoing-at this time.

Spalding DeDecker Associates, Inc. (SDA) designed a tunnel project that fulfilled the Sustainability Objectives of Social Equity, Environment, and Economics. The project translated the principles of Sustainable Development into actions that lessened the impacts of construction on environment, lives of residents, businesses, traffic, and other social systems (i.e., shopping, recreational, and educational). The project involved the construction of a 16,108 feet of 84 inch diameter sanitary sewer interceptor by tunneling 40 feet beneath the ground surface through difficult geological and hydrogeological settings. An effective public information and stakeholders relationship program was developed to achieve the stated objectives of sustainability.

Another record year vas experienced by the mining industry as the value of nonfuel minerals production soared to $23.5 billion-up 15% from the previous year. Based on preliminary estimates by the Bureau of Mines, US mine output was the basis for about $225 billion worth of minerals-derived materials. Metal mining accounted for $8.5 billion, or 36%, of the total. Of the 22 metals produced in the US, 11 showed quantity increases, while 16 had value increases. Business Week's survey of 1200 companies (Mar. 17, 1980, pg. 81) revealed that 21 metals and mining companies had sales increases of 30% with earnings up 104%. Higher prices and increased demand for metals were primary factors behind the improved performance. The steel sector reported a 30% decrease in earnings for the year, but the slump was primarily the result of a $383-million loss for US Steel coupled with a 17% decrease in earnings at Inland Steel. Other firms did well in 1979, with earnings up 279% at Interlake and 269% at Kaiser Steel. Major obstacles facing the steel industry included substantial tonnages of dumped and subsidized imports, environmental expenditures, runaway inflation, and price controls. Turning to nonmetallic production, of the 49 commodities reported by the US Bureau of Mines, 29 had higher outputs and 39 had increased values. While production statistics may seem encouraging, government regulations continued to stifle industry efforts to develop needed new capacity. A case in point may be publication of the Environmental Protection Agency's simplified procedure to streamline five permit programs by consolidating them into one. The five included: hazardous waste management, national pollution discharge elimination, dredge and fill, underground injection control, and prevention of significant deterioration. The new procedure, published by EPA in the Federal Register, took 149 pages. AMC's J.A. Overton, Jr., noted that (MCJ, Nov. 1979, p. 39) to visually depict the complexity of the proposed regulations, Sell Oil Co. developed a flow chart mapping a path through one section. The chart required 10 days to map and two weeks for two draftsmen, using computerized drafting techniques, to plot the results. Overton said, "Perhaps the greatest service EPA has performed in preparing its proposal is to demonstrate again that federal regulations have become a complexity compounded by confu¬sion that culminates in a conundrum." While regulatory agencies promulgate new regulations, the lack of a cohesive government minerals policy remained a matter of significant importance to mine management. A non-fuel minerals study to provide input to the Administration for a national minerals policy program was a dismal shock, according to Rep. Jim D. Santini (D-NV). He said the first phase of the program, which was to identify industry problems, failed to come to grips with the hard decisions necessary regarding these problems, their impact, and their interrelationship. Santini said the report failed to acknowledge government's role in the process and absolved the government of any adverse influence on the domestic minerals industry. In response to the phase one report, eight senior mining executives testified before Santini's House Subcommittee on Mines and Mining concerning mineral supply, access to foreign sources, environmental protection, conservation and recycling, national security, and capital formation. By year's end, Rep. Santini promised to prepare a hard-hitting committee report on problems affecting the non-fuel minerals industry to provide a better base for subsequent policy recommendations (MCJ, Jan. 1980, p. 34). On the technological front, interest again centered on mechanization, automation, and scaleup to improve and expand production. Computer use increased for calculation of ore reserves, mine planning, operations research, and mineral processing.

Maintenance and inventory are usually the last items considered in mine development. They need to be addressed properly and early. The micro-computer brings sophistication within the reach of even the smallest mines. Maintenance and inventory programs, if properly installed, will reduce costs 15 to 25% and allow management time to address the mining and metallurgical problems at start up. Shops and warehouses are rarely designed properly. Large engineering firms spend 5 to 20 times more than is necessary for first class facilities. There is an optimum design, size, and layout. Take the time necessary to assure you get the right people, programs, and facilities in that order. Maintenance, inventory, and inventory control must be addressed early if a small mine is to have a chance at optimizing costs during the first two years of operation. This is hard work and is usually put on the back burner until the mine is in some degree of trouble. Hiring an experienced maintenance superintendent is important but it is not the complete solution. Maintenance systems, design of facilities, and use of computers are not skills that maintenance people usually have. In addition, the work of ordering spare parts and working with erection people is a full time job and any maintenance people on site during construction are quickly recruited. The end result is that few mines start up with an adequate Maintenance or Inventory System in place. The months, and in some cases years, that the mine attempts to operate without a system are both painful and expensive. Designs of successful integrated maintenance and inventory programs are virtually 100% supported with some outside assistance. Our system is the approach that we are most familiar with and this paper will isolate how Rushton International would go about setting up systems and designing support facilities. Micro-computers are the only way for a small mine to go. ~ini-computers cost more originally and operating costs are many times higher than even the most sophisticated micro system. Micro- computer software is developed further and recent advances in hardware makes medium priced units equal to most mini's in RAW COMPUTER POWER. Mines in general, and especially small mines, have no need for main frame power. MAINTENANCE A good maintenance program has: 1. Equipment Master List a. Equipment Detail Reports 2. The development of economical and effective treatment processes for solid and aqueous waste is a critical issue facing the mining industry today. Cyanide, nitrates and acid rock drainage are environmentally sensitive effluents that require treatment or containment for acceptable disposal. In situ biotreatment processes are an emerging technology (Thayer) for cyanide oxidation, denitrification, sulfide mineral alteration and metal re- mineralization. Biological cyanide oxidation is competitive with chemical treatment processes (peroxide, alkaline chlorination) for process solutions, spent ore and tailings detoxification. Microbial denitrification treats mine waste contaminated with nitrates from blasting, processing or nitrification of the host rock. Bio-alteration of sulfide minerals and metal re-mineralization may present the most cost-effective and environmentally acceptable method of dealing with sulfide tailings and leachate solutions. Field test programs for cyanide bio-degradation and denitrification of spent ore and process solutions were designed and run at two mines. Although the treatment bacteria and the application processes are similar, each waste presented site-specific problems for adapting the biotreatment processes. Some of the site problems include climate, ore geochemistxy, field bacteria production, waste microbiology and application engineering. This paper compares treatment design and results for cyanide oxidation and denitrification in heap detox treatments.

The block cave mining method poses unique ventilation challenges compared to other underground metal mining methods. This research study focuses on assessing the airflow behavior in regulated airflow distribution systems by developing a 1:100 scaled block cave experimental model and a numerical model. This study also investigated gas flow behavior under various airflow conditions. Based on our findings, we observed that reduction in particle size and porosity of caved materials, decrease in cave footprint, and closure of undercut drifts would increase cave airflow resistance. The increased airflow is found to be beneficial for gas dilution regardless of its source locations, while the regulated airflow distribution system might deteriorate the gas dilution situation when the source is located in the extraction drifts.

As an advanced method of rock engineering construction safety monitoring, microseismic monitoring technology can monitor the micro-fracture of rock masses within an effective range, and then perform forecast analysis of rockburst, cracking, falling blocks and other disasters. Although the application of microseismic monitoring technology has become more mature, how to improve its application efficiency remains to be further studied. At present, artificial intelligence has been extensively developed, and the use of intelligent algorithms to improve the efficiency of rockburst forecast can provide a valuable reference for the safe construction of underground engineering. To this end, this paper proposes a microseismic multi-parameter rockburst early warning model based on dynamic Bayesian networks. First, the sensitivity of microseismic source parameters to rockburst forecast is analyzed based on microseismic monitoring data and actual rockburst information of a hydropower station. Second, the main seismic source parameters and their data are selected and imported into a dynamic Bayesian network for learning to obtain the rockburst forecast model. The model is confirmed in its self-validation and K times cross-validation, and the receiver operating characteristic curve of the model is also analyzed, it is found that the area under the curve is close to 1, indicating that the model has good accuracy. Finally, the analysis of the influence strength of the parent and child nodes in the model reveals that the moment magnitude and source scale are the most sensitive parameters, which can be used as an important reference for rockburst forecast.

"Challenges have emerged as subway systems age and as new tunnels are bored in congested corridors or in high-risk environments. To help public transportation agencies address tunneling challenges, the American Public Transportation Association has convened numerous independent industry peer reviews composed of top experts in their fields to come together and provide recommendations and solutions. This paper provides case histories of peer reviews that include topics such as boring through toxic soils, boring underneath existing tunnels, retrofit of tunnel ventilation systems, and mitigation of water intrusion. Peer reviews are applicable to all tunnel projects worldwide. The paper will highlight the conditions of these challenges, peer review recommendations, steps taken to reach agreement, and the successes that resulted, which led to major changes, new legislation and reduction of risk. INTRODUCTION Public transit agencies face many challenges in maintaining and expanding safe transit operations, especially as systems age, ridership expands, and budgets remain flat. The development of new industry standards and federal safety regulations places further demands on transit systems, with compliance often taxing in-house resources. Studies of the state-of-good-repair across US public transit systems indicate a current backlog of $84 billion in maintenance projects, which will require an investment of $18.2 billion per year to eliminate the backlog by 2030[1]. Systems not in a state-of-good-repair may not operate efficiently, may not be available to meet the growing ridership demands, and may not meet required safety goals or reduction of risk. Innovation is another clear need transit agencies have for improving system performance and lowering operating costs.To meet these challenges, transit agencies often turn to industry peer reviews for guidance and recommendations as part of their overall strategy to maintain and grow the safe operation of their systems. As a service to its members, the American Public Transportation System (APTA) has developed an industry peer review program designed to give agencies opportunities to learn from each other and help them address challenges in operations, engineering design, and construction of their systems. Over the past 20 years, APTA has performed hundreds of peer reviews covering all aspects of transit system operations from fare collection to agency organization, project delivery methods to safety culture, and engineering design including tunneling and tunnel fire ventilation. As rail transit systems expand to meet increased ridership, it is often necessary to bore new tunnels for alignments in congested areas where surface rights-of-way are lacking. Such proposed alignments can pose significant challenges for transit agencies, as they contend with various tunneling problems."

Introduction The need to develop accurate predictive hydraulic fracturing simulators arises from the consideration of vertical containment for the fracture. Fracture height growth from a pay zone into adjacent layers has been shown (see Cleary [I]) to depend on three sets of parameters for the different strata: - elastic properties, - closure stress variations, and, -fracturing fluid leak off, and poro-elastic stresses. Qualitative analysis of the effects of these parameters has been reported in the literature. The first effects were described by Van Eekelen, using simple elasticity considerations [2]. The effect of stress variations was described numerically by Simonson and a1. [3] and experimentally by Thiercelin [4]. Effects of back stresses induced by fluid invasion on fracture propagation were considered by Cleary [5]. In order to couple these effects, a numerical code al- lowing the simulation of three dimensional growth of a hydraulically induced fracture has been developed with the ability of representing the effects of heterogeneities on fracture lateral and vertical extension. The model is based on a new variational formulation of the boundary integral representation of three-dimensional elasticity. The fluid flow and elasticity equations are solved using a moving mesh representation which offers enough flexibility to enable the simulation of any closure stress distribution. Simpler models representing fracture height growth (P3DH models) have been developed [6] [7] that approximate the fracture by a series of one dimensional segments, and the limitation of such approaches is examined in this paper. 1 Description of the model 1.1 Fracture Geometry Hydraulic fracturing simulations involve the coupling of solutions to elastic deformations, fluid flow in the fracture, and fluid leak off into the formation. Since the use of direct solution techniques (i,e,,3D finite elements) is prohibitive, the method used in this study is baaed on a boundary integral representation of the 3D elasticity equations. 1.2 3D Models The classical representation of the problem of a fracture in an infinite medium by boundary integrals is [8]: [ ] where u is the unknown displacement field, r n is the traction operator, I? is the fracture surface, and K is the Kelvin tensor of fundamental solutions to the elasticity operator. Drainage and erosion control often become problems at mine reclamation projects. An example of this was an abandoned surface uranium mine on the south Texas plains. Engineers with the Texas Railroad Commission solved these and other problems with a three-dimensional geomatrix erosion-control matting at the 69-hm2 (170-acre) site, about 70 km (45 miles) southeast of San Antonio. Enkamat, manufactured by Akzo Nobel Geosynthetics, was installed to reinforce the grass waterways that handle runoff from the reclaimed mine. Reclamation was completed in the spring of 1992. Bill Walker is regional manager for Erosion Control Systems. He worked with the contractor to identify an erosion control product that complied with the project's design and installation parameters. "Use of erosion control matting enabled us to reduce erosion control costs," said Mark Rhodes, with the Texas Railroad Commission. "Also, the erosion control material was more aesthetically compatible with the reclaimed landscape." The commission's design called for a terrace ditch to be constructed midway up the reclaimed spoil slope to catch and collect water. Commission engineers selected spoil slopes, ranging from 5% to 8%, to build reinforced grassed waterways to drain the collected water from the terrace ditches. This was done instead of dropping the water at steeper slope location in rip rap- or concrete-lined channels. Enkamat's three-dimensional geomatrix of heavy nylon monofilaments is 95% open space that aids root growth. Its root-reinforcement system resists the hydraulic lift-and-shear forces created by high-volume discharges of water. In addition, fine eddy turbulences are prevented from isolating and uprooting individual roots and clumps of vegetation. Enkamat is flexible and lightweight. This makes it easy to install. And, because grass grows into it over time, it "disappears" after installation. Between 12,540 and 14,200 m2 (15,000 and 17,000 sq yds) were installed in the waterway using 150-mm (6-in.) staples to fasten the matting, said contractor Dale Blackstock. "It was easy to use; no problem at all to put down." Blackstock selected Enkamat from a list of eight different channel lining materials described as acceptable in the commission's design specifications. The design specifications were based on the results of channel-lining performance tests conducted by the Texas Department of Transportation. Rhodes said that the commission's Abandoned Mine Land Reclamation program had installed Enkamat on other abandoned uranium mines and on an abandoned surface lignite mine near Austin. "Pretty much all of our installations of Enkamat have worked out well," he said. "There have been no failures. The reinforced grass waterways have performed as designed."

Title IV of the 1977 Surface Mining Control and Reclamation Act (SMCRA) provides for an abandoned mine reclamation fund. This fund, taken from fees collected from operating coal mines, provides capital for the reclamation process. The Act directs the Office of Surface Mining (OSM) to collect the fees based on coal production. Monies from the abandoned mine lands (AML) fund are distributed through two programs. The first provides OSM with capital to use in emergency situations resulting from abandoned mine sites and reclaiming high priority sites in states without established AML programs. The second distributes the money through a state's AML program in the form of grants. To provide for a flexible and customized selection procedure for AML projects, a management information system (MIS) that combines scientific selection procedures is being developed. This system employs objective and subjective methods developed in systems research in recent years. The MIS component is an essential part of any selection process involving large numbers of potential projects. It must contain all the necessary project parameters that can be applied to the selection of projects whether or not they are to be used in the immediate selection criteria. In addition, variable selection criteria will allow ‘what if’ types of inquiries for comparison of differing selections and benefits.

The Blair Athol Coal Mine (BAC) is a large open cut operation in the Bowen Basin of Queensland, Australia. Current mine capacity is about 11 million tonnes per annum (Mtpa) of export coal. On-line analysis at BAC consists of two Coalscan 9500s installed directly on the output of the crusher plant and immediately before the product stockpiles, while a third Coalscan 9500 is installed on the transfer conveyor feeding the train loading bin. The two product Coals cans have a dual purpose. The first is to provide real time coal quality data directly back to the mining operations. The second is that of modeling the product stockpile with accurate on-line information. This modeling enables both production and coal quality personnel to accurately examine the coal quality of each stockpile with a degree of resolution which previously had never been achieved.

The increasing social interest for the environmental issues, forces the authorities to enact more rigorous regulations. The mining industry is one of the sectors that concentrate vigorous remonstrance. It is an absolutely justified reaction, as a result of the numerous contaminated and polluted sites that have been inherited by previous operations and they remain unremedied. The lack of a consolidated global legislation, transfers the burden of decisions to the national level. This paper consists of two parts. At the first part, it discusses the critical role of the state to form an effective environmental policy, feasible for the context of the national economy. Afterwards it analyses two of the main points, which must be considered by the regulator for the excavation activity, the abandoned sites and the duration of the mining investment. The aims are to defuse, in the short-term, the public pressure, protecting the economic growth and, at the same time, to form a basic structure for the development of the corporate social responsibility. The second part presents an alternative financial instrument for the Greek regulatory framework, conformed to the characteristics of the Greek Economy, and analyses the expected benefits both for the business and the social welfare.

Greenhouse gas (GHG) emissions from primary mineral and metal production account for ~10% of global GHG emissions. One of the main sources of GHG emissions in mining operations is fuel consumption by haul trucks. Given their size and carrying capacity, the fuel consumption of haul trucks can approach 250 liters per hour. An average of 30% of the idle time of the trucks is spent while waiting in the queue. Inefficient truck dispatch planning can waste resources, cause dilution and elevate GHG emissions. In this research, a machine learning based truck dispatch approach was developed to dynamically route the haul trucks based on the loaded material, the road traffic, the estimated wait time, and the maintenance needs of the trucks. The GHG reduction potential of this smart fleet management approach was estimated by calculating and comparing the related carbon emissions versus scenarios using traditional fleet allocation approaches. Results suggest that this dynamic fleet allocation approach can significantly reduce GHG emissions at mineral production sites by optimizing waiting times and the overall distance travelled while achieving the same production levels.
