"The underground coal mining industry in the United States has recently seen the occurrences of several high profile, multi-fatality events. The explosions that occurred at the Sago Mine in 2006, the Darby Mine in 2006, and the Upper Big Branch Mine in 2010 have caused a ripple in an otherwise steadily improving safety record. These events transpired in the midst of an unprecedented level of government regulations and modern safety technologies. The recent increase in fatal events in conjunction with a minimal decline of both fatal and non-fatal injuries over the past decade may signify that current safety practices have reached a level of diminishing returns. Risk management, a safety approach that has been successfully applied in various industries including mining across the world, may provide a means to surpass the safety plateau in the U.S. RISKGATE is an Australian risk management program for mines that shows great potential for application in the U.S. However, fundamental differences between the coal mining industries in Australia and in the U.S. prevent direct implementation. This paper discusses aspects of the RISKGATE body of knowledge that require some adaptation before this program may be applied to the U.S. mining industry. In order to combat this stagnation in performance, a modification to the manner in which the mining industry approaches worker safety may be warranted. The implementation of a risk management based approach presents a potential method for not only surmounting the current safety plateau but also for achieving the long desired objective of zero harm. RISKGATE a risk management body of knowledge designed for the Australian mining industry that shows great potential for application in the U.S. This paper discusses aspects of the RISKGATE body of knowledge that require adaptation before implementation in the U.S. mining industry. These adaptations are based on differences in operating practices and governmental regulations. This discussion will focus on the three major U.S. risk areas of explosion prevention, ground control, and moving equipment."

The Hladysz Rock Tester was developed at the South Dakota School of Mines as a portable rock strength tester. The hand held device is placed against a rock surface and struck by a hammer. The impacted force causes a steel ball in the device nose piece to indent the rock and simultaneously indent a standard steel bar also contained in the nose piece. By comparing the two indented diameters the compressive strength of the rock can be calculated using laboratory determined correlation coefficients.

The Eagle Mountain Mine of the Kaiser Steel Corporation is located in the California portion of the Colorado Desert at a distance of about 60 miles east of Indio, California. At the present time, this mine is producing at the rate of 5,000,000 tons of concentrate per year. A total of 1,000,000 tons of ore per year is presently being sold on the Japanese market while the remainder is consumed by the Kaiser Steel Company blast furnaces at Fontana, California. A new Pellet Plant and Concentrator is presently under, construction with completion scheduled for May or June 1965. This plant will have a rated capacity of 2,200,000 tons of pellets per year and essentially all of this production will be sold to Japanese steel companies.

Improving upon the past understanding of the interaction between installed rock bolts, the immediate roof and sidewalls is vital for the implementation of sound support system design, as this has a direct impact on rock-related safety. This is the primary goal in rock-bolt-related research. The earliest research in this field concentrated on limited laboratory and in situ measurements accompanied by theoretical analyses, based on the Kirsch equations. This represented the initial insight into understanding relative ground movements and their impact on primary support. However, these studies were far from complete. More recently, major technological advances in computing power within the mining industry has changed the scope from theoretical analysis to computer simulation. Even with these advancements our understanding of rock bolts in situ and in the laboratory has not progressed, particularly concerning bending and shear. To measure the behavior of rock bolts, the widely accepted practice is to populate the bolts with an array of strain gauges. Historically, resistive foil strain gauges or long displacement sensors have been used. Additionally, all instrumented rock bolts have used only two diametrically opposed slots. Rock bolts instrumented with these methods have significant shortcomings, one of which is the inability to capture shear and bending. The shearing and bending of rock bolts are particularly common in tabular soft rock mining, such as coal mining. This paper discusses the use of three slotted rock bolts, cut diametrically 120º apart, and two new optical fiber technologies populated along the entire rock-bolt length.

In late 1965 General Mills announced the availability of a new liquid ion exchange reagent, LIX®-64, for the recovery of copper from various solutions, such as dump leach liquors. Acceptance of this material by the copper industry has been gratifying. A number of pilot plants have been operated, and at this writing there are four commercial plants either in operation or under construction. The properties and operating characteristics of this reagent have been described in previous papers.1,2 LIX-64 is quite effective and selective for copper extractions although partially limited in pH ranges, losing extraction efficiency as the acidity of the feed solution increases to below pH 1.0. Also, the LIX-64 content in the kerosine carrier was limited to about 10 volume percent (except for special cases) because of rapidly decreasing phase disengagement rates above this content. This in turn led to large plant capital costs, as the organic flow rates had to be in- creased (rather than LIX-64 content) to extract the copper from high content liquors. This was true in all circuits where the feed copper content ran above 2.0 g/l copper. A reagent was needed which would extract copper from more acidic liquors (or higher copper content liquors) and which exhibited improved phase disengagement characteristics with reagent contents up to 30 volume percent. General Mills is pleased to announce the availability in commercial quantities of a new and improved reagent, L+-64~. This reagent broadens the pH range in which copper can be extracted, and exhibits superior phase disengagement characteristics. The improvement in the reagent has been noted in laboratory circuits, as well as pilot plant runs and commercial operations.

The first step in the quarrying of granite, following removal of any overburden material, involves the freeing of large blocks from the formation. For many years the use of explosives was the accepted method of obtaining these blocks. Even today there are operations where this is considered to be the most economical method even though it does result in a high percentage of damaged stone. In more recent times the preferred procedure at most quarries has been to produce a continuous vertical cut or slot completely around the block to be separated. Originally, this was done by drilling a series of closely spaced holes around the block and breaking the web between the holes with a chisel-like tool known as a broaching bar. The machine used in this mechanical method of producing the relief slot is known as the channel bar. The modern day approach to the production of continuous channels was introduced to the industry around 1955 by the Linde Division of Union Carbide Corporation. The method employs a small rocket - jet burner producing a high temperature, high velocity exhaust flame which when directed against the granite causes it to disintegrate. This method, which has come to be known as "Jet Channeling", is now used by practically every major granite producer in the United States and Canada.

Antamina is a large open-pit copper and zinc mine located within the Central Andes of Northern Peru at an altitude of 4300 masl. The facilities are situated within the headwaters of several watersheds, within the Amazon basin. Nearby villages rely heavily on springs and streams for drinking and irrigation water. The principle source of baseflow during the dry season is from Cretaceous karstic limestone aquifers. Antamina will produce nearly 1.4 billion tonnes of waste rock over its mine life. Finding suitable sites for storing large volumes of waste rock is often a challenging task – especially in karstic, alpine terrain. Detailed hydrogeological investigations are essential for delineating the karstic hydrogeologic watersheds associated with the proposed waste facilities, which are often very different than topographic (hydrologic) watersheds. Contamination vulnerability mapping at Antamina consisted of geological and karst mapping, geophysical surveys, geochemical testing, dye-tracer studies, drilling and aquifer testing. Detailed mapping followed by dye-tracer studies proved to be the most cost-effective methods for characterizing the karst aquifer systems. The results were used to optimize waste rock management at the site to minimize potential impacts on groundwater resources.

The long and arduous process of bringing aggregate produced in Mexico to the Gulf Coast of the United States really began in the 1970s when the first exploratory trips were taken by Vulcan's geologists. It was not until the middle of the 1980s that all of the elements of the project seemed favorable and the largest capital investment in Vulcan's history was given the green light. The history of the project will be covered along with a discussion of the role that market forecasting played in the process. Is this the first of many or a once in a lifetime project? In July 1987, Vulcan and its joint venture partner broke ground in Mexico for a world-class limestone quarry and crushed stone production facility. This project is the largest ever undertaken by Vulcan's Construction Materials Group, with a total cost of over 200 million dollars -a cost shared equally by Vulcan and its joint venture partner, Ingenieros Civiles Associados, or ICA, a diversified Mexican company which is also the largest construction firm in Latin America.

The development of gold heap leach projects in the Cripple Creek, Colorado, mining district has required utilization of heap leach pad sites other than relatively level natural ground. This paper describes the construction of a heap leach pad adequate to accommodate 907,000 tonnes (1,000,000 st) of ore over the surface of a tailings pond constructed during previous milling activities at the site. Based on the design parameters and the observed behavior to date, it has been found feasible to construct a major heap leach pile on the surface of a conventional tailings pond.

The sedimentation and dewatering characteristics of flocculated slurries are determined by the size and density of the flocs. Studies of the formation and growth of flocs reveal that floc size is limited by breakage of the agglomerates due to shear in the suspension. Floc density measurements indicate that there is an inverse relationship between size and density. This relationship appears to be determined primarily by the nature of the solid particles, especially the size distribution, but it appears that agitation of the suspension can lead to some densification of the flocs, in addition to breakage. It follows that both size and density can be controlled to a significant extent by regulating the physical conditions (agitation, method of flocculant addition etc.) during flocculation. The use of physical floc conditioning to control the sedimentation and dewatering (filtration) behavior of flocculated, fine-particle suspensions is evaluated in terms of its effects on floc size end density.

A ventilation analytical system adapting nodal pressure method using skyline modified Choleski's decomposition scheme for network-flow analysis and a new practical system to estimate various thermal air conditions has been developed. The quasi-linear equations for solving steady-state network airflow have been described using the connective function in general forms. The skyline modified decomposition scheme has an advantage on rapid convergence and the sake of computer memory space com- pared with other schemes. The key part of the analysis for climatic conditions through network airways is how to estimate the temperature of the airway rock-surface with partly or full wet condition. A practical and simple solution without any iterative calculations for its estimation has been proposed. This new solution is applicable to practical ranges of airflow temperature, humidity, rock thermal properties and wetness. The present analytical sys- tem have been successfully applied to a ventilation simulator named "M1VENA"developed by authors.

Soft ground tunneling poses major challenges to the underground industry. Most of soft ground tunnels are in highly urbanized areas, often include limited cover, and include a strong trend of increasing diameters. Therefore, soft ground tunneling works can sometimes cause inevitable ground movements and settlements that may lead to damages to adjacent buildings, roads, structures or utilities; many of these being “lifeline” infrastructure assets. Tunneling operations, Tunnel Boring Machine (TBM) advance rates, and face pressure control can significantly increase or decrease such risks, depending on how well the TBM and operational parameters are applied to the ground conditions. Additionally, the risks of impacting existing infrastructure are heightened in many parts of North America because of cobbles and boulders. To date there is no standardized guideline that determines appropriate tunneling rates nor operator’s guidelines, to ensure safe tunnelling in soft ground. The paper analyzes tunneling records from completed soft ground tunnels to determine a relation between ground conditions, tunnel cover, TBM cutters maintenance and TBM advance rates. The records are discussed to draw several mitigation measures to be adopted during tunnelling, to reduce risks of settlements, over excavation or sinkholes.

A computer code for ecological risk assessment (ERA), AQUARISK, has been developed and applied to evaluate the likelihood of biotic detriment due to exposure to acid rock drainage (ARD) from the Burkunga mine site in Australia Stream water quality monitoring data were used for the assessment and were compared with a) national water quality guidelines, b) literature derived ecotoxicology data and c) biological monitoring data. With bioavailability calculations, the code predicted that, for metals exceeding the guidelines, 44% of macroinvertebrate species above the mine and 100% below the mine would be adversely affected by the metals in the stream. This compares reasonably and conservatively with biological monitoring that showed observed reductions of 41% and 85% of species respectively at each site. Using literature data for macroinvertebrates to predict impact produced similar estimates to using data for all taxa. Use of speciation modeling also lessened the degree of reduction in the median water metal concentrations required to achieve acceptable impact (measured either by exceedence of criteria or by species likely to be affected) by a factor of 75%. This result implies significant economic and management benefits in relation to remedial engineering or water treatment options for sites.

The design of a monitoring system depends upon the designer's perception of how the environmental factors merge with his perception of the ground-water flow system. The validity and representativeness of measurements made during a monitoring program depend upon the validicy of the designer's perceptions and concepts. The Robinson project is based on the porphyry copper and gold deposits in the Robinson Mining District, near Ely in Eastern Nevada. The district was mined from the late nineteenth century to 1978 by Kennecott Copper Corporation and its predecessors. Operations ceased when falling copper prices in the late 1970's made their outdated mill and smelter complex at McGill uneconomical. In October 1991, Magma Copper Company (Magma) acquired the many claims that cover the known porphyry copper deposits in the district These occupy a disturbed area about nine miles long and three miles wide between the towns of Ely and Ruth. Magma proposes to build a copper / gold mine and concentrator and expand the existing gold leaching facilities. Several pits, previously mined by Kennecott Copper Corporation, will be enlarged; the use of larger, more modem equipment will result in higher productivity and lower operating costs in general. ICF Kaiser Engineers, of Oakland, California, were awarded the con-tract for detailed design of the process facilities, which was essentially complete by the end of 1993. The project at present is awaiting completion of the environmental permitting process; state air and water permits are in hand, and the Bureau of Land Management's (BLM) current schedule indicates that the final obstacles to construction will be cleared by early fall of this year.

Promising placer gold exploration sites offshore Lunenburg County are drowned pre- and post-glacial river channels and auriferous glacial tills. Gold values up to 5.67 9/m3 have been encountered in the vicinity of the Ovens Peninsula offshore Lunenburg County. Moderate gold values associated with notable amounts of heavy minerals were reported from various other exploration sites in this area. This paper highlights the major geological and gemorphological features for placer gold depositions in southern Nova Scotia. The past to present gold exploration activities nearshore and offshore Lunenburg County are summarized and potential areas for placer gold identified.

Slope stability analysis plays an integral role in the design of various mining applications including waste dumps, heap leach piles, solution ponds, and tailings dams. Generally, limit equilibrium analysis using one of the several prevalent approaches is considered adequate. The density, saturation, and shear strength parameters of the materials forming the slope affect the failure mode and the calculated factor of safety (FS) against sliding. These parameters are generally based on laboratory tests. Field practices and construction procedures are often not completely simulated in the laboratory for various reasons (e.g. equipment limits, time and budget restraints, etc.). This paper presents a holistic assessment of slope stability analysis as practiced in mining applications, using example data from multiple heap leach projects. A sensitivity analysis is presented for variations in material properties, data interpretation, and computation methods. For each step in the design process, the possible variations in parameter values were identified and then used to perform traditional and probabilistic stability analyses. This simple, cradle-to-grave-type approach is used to evaluate the reliability of an example design, and the combined impact of multiple uncertainties on the factor of safety. Example Study The issue of addressing uncertainty in geotechnical design has been discussed in depth by numerous authors (Duncan 2000; Christian 2004; Whitman 1984; Christian et al. 1993). One may ignore the uncertainties involved in a design, take a conservative approach, rely on observational methods (Peck 1969), or attempt to quantify the uncertainty. Geotechnical projects in general, may include a combination of these methods. For important structures, such as heap leach pads, it is critical that sources of uncertainty in the stability analysis be acknowledged early on and considered in the overall design approach. As with any project, economics and other physical constraints, such as space limitation, often do not always allow for an overly-conservative, robust design. In an effort to quantify uncertainty and provide a sense of level of confidence in the safety and reliability of a design, probabilistic methods have been developed and implemented in many slope stability software packages. Reliability methods are often used in the design of open pit mine slopes, but not as commonly in designing heap leach pads and waste dumps. As an example, the stability analysis of a copper heap leach project is presented here to evaluate the effects of multiple sources of uncertainty and differing methods of data interpretation. Some of the parametric values, or the variation therein, are assumed on the basis of actual data from multiple heap leach projects, included in the paper as well. A generic representation of the example case study is shown in Figure 1. As depicted in the cross-section, the ultimate height of the design is 114 m (measured from the crest to the toe). The overall slope of the heap leach pad is 1.88 horizontal to 1 vertical (1.88H:1V), or 28°. The slope benches are considered in the overall slope. The example leach pad is founded on alluvial, colluvial and residual soils overlying weathered limestone. The ore to be placed on the pad is characterized as poorly graded gravel (GP) with average fines content (percent passing #200 sieve) of 4%. The liner subgrade is low permeability (fine) soil. The cover or the drainage material, placed directly above the geomembrane (between the liner and the ore), is crushed ore in this case. The phreatic surface was assumed to be 1 m above the base liner, which is what the collection system over the liner is typically designed for. [ ] In heap leach pads, typically, Linear Low Density Polyethylene (LLDPE) or High Density Polyethylene (HDPE) is used as the base liner. The decision is based on the elongation, strength and other requirements of the application as well as economic considerations. In this example study, the base liner was 80-mil single-side textured LLDPE. FIELD INVETIGATION AND SAMPLING When selecting appropriate values for the input parameters of the stability analysis, the level of uncertainty in the data and the assumptions that are made must be clearly identified and considered in the design. This concept has been emphasized through an extensive number of publications regarding geotechnical uncertainty and reliability (Christian et al. 1994; Duncan 2000; Christian 2004). The primary source of uncertainties involved in slope stability analysis for mining applications is inadequate geotechnical investigation, often lacking in a thorough assessment of in-situ material characterization and sampling disturbances. To emphasize this point, some background information is presented here. The tradeoff between the costs of a thorough site investigation versus the risks of design uncertainty has long been a challenging management decision in geotechnical projects. For mine sites, significant investment is typically made in exploration and estimating mineral resources and the geology of a mine site is often more thoroughly documented than other types of geotechnical projects. Nevertheless, the engineering properties of the soil and rocks relevant to slope stability receive less emphasis. Baecher and Christian (2003) observed that the areas of geotechnical concern, such as slopes and waste disposal facilities, are usually associated with mine costs rather than revenue, and therefore, significantly less money is devoted to their site characterization and laboratory testing. Oxidation of coal can best be described as a process of deterioration, since most of the uses of coal, such as for fuel and by-product chemical and coke production, are adversely affected by coal oxidation, and the inclusion of oxidized coal in most coal products detracts from their value. There are probably many mechanisms of coal oxidation, and the ways oxygen molecules combine as complexes with coal macromolecules to form new substances have been dealt with and speculated upon by many workers1)* but are not dealt with in the present work. This study deals with tests and methods of detecting oxidized coal, with particular emphasis on the microscopically discernible changes that accompany the chemical and physical changes that affect the technological properties of coal during oxidation.

The Equity Silver mine has been a severe producer of Acid Rock Drainage (ARD) since 1982. The mine was closed in 1994 and a compacted clay cover installed, but ARD continues to be produced. Three permanent employees manage the collection and treatment system at the site. The site still poses a significant environmental risk to the environment and downstream users and requires a high level of diligence. Various stakeholders' perspectives of the risk posed by Equity, and what constitutes acceptable risk, will be examined in this paper from a company operation staff, corporate environmental manager and downstream environmentalist perspective.
