"Dump design is critical to effective mine planning in large scale open pit mines. Capital and haulage costs are considerable from early stages and through the life-of-mine as these dumps gradually become immense structures. Delivered mining rates, as well as certain spatial and physical constraints, provide a set of parameters of mathematical and economic relationship that creates opportunities for modeling and thus facilitates the measuring and optimization of ultimate dump design by using programming and empirical techniques while achieving economic objectives. This paper presents a methodology to optimize the ultimate dump design by minimizing its total dumping costs. The methodology consists of the formulation of a generalized model based on the relationship of the main dump parameters, followed by the use of linear programming to find the solution that minimizes the haulage total cost, and finally through a series of iterations, modifies the preliminary solution by projecting it to the topography and creating the ultimate dump design. A case study applied to a waste dump exemplifies this methodology. INTRODUCTION Open pit mine operations move large amounts of material on a daily basis from the shovel faces to the appropriate destination points. Hustrulid et al. identified three major destination places where the material receives downstream treatment after its delivery: mill processing, leaching dumps, and waste rock dumps [1]. The corresponding destination is given by a cut-off grade criteria, ore type, and the possibility of obtaining the maximum metal recovery. Dump leaching technologies have developed substantially since 1975 [2], and have enabled mining facilities to beneficiate low grade sulfide and oxide ores. As a consequence, the number of active dumps have increased since then and the entire mine configuration, which is limited in itself, has changed. The proper location, design, and construction of a mine dump must serve the safety, environmental and economic goals of the long-range mine plans. Therefore, an optimized use of the available surface area in the mine is highly desired."

Wet kata cooling power (WKCP) as measured by a kata thermometer is a well-known heat stress index used in the mining industry. Although, over the years, several researchers proposed different heat indices and indicated limitations of the kata thermometer, WKCP is used in the South African gold mining industry due to its simplicity and rapidity of assessment. This paper presents a comparative analysis of the newly developed empirical expression for the WKCP and some of the more commonly used empirical models. For this purpose, WKCP measurements are obtained based on experiments conducted in a low-speed wind tunnel. Based on a regression technique, the analysis presented aims to assess the disagreement between the empirical model predictions and actual measurements. The correlation is also presented between WKCP and the well-established thermoregulation models using parameters from the low-speed wind tunnel experiments, including dry-bulb temperature (Td), wet-bulb temperature (Tw), barometric pressure (P), and wind speed (v). It is found that the proposed empirical model for the WKCP represents the bioclimatic interaction quite well under the specific parameters that defines the harsh thermal environment and air condition, such as metabolic activity, clothing of the person, and the velocity of the ventilating air in which the person is working. The statistical analyses performed show that the empirical model proposed for the WKCP produces satisfactory estimates of the thermal stress experienced under lower air velocities, light clothing, and higher metabolic activity rates.

This report describes Koppelman's work to develop the K-Fuel® Series C Process used to dry and stabilize Powder River Basin coal. It also contains summaries of the results of bench-scale and pilot plant tests conducted to prove the Series C Process. The process is being used by the KFx-Thermo Ecotek partnership for a 500,000 ton per year commercial plant that has been constructed near Gillette, Wyoming. The plant is presently undergoing shakedown.

This paper will deal with some of the considerations which, were involved in the design and construction of the uranium mills in the Elliot Lake area . These plants, eleven in number, range from 1500 to 6500 tons per day milling capacity. Most references are with respect to the seven plants in the Rio Tinto Group which have a combined milling capacity in excess of 20,000 tons per day. In dealing with such abroad subject as mill design, one has the choice, of covering a few specific problems in great detail, or else attempting to cover many subjects superficially and briefly. In preparing this presentation, an attempt has been made to compromise on these extremes, and to select some interesting illustrations which are of general interest in the field of mill design, and of value to persons concerned with mill design broadly, beyond the field of uranium mills.

INTRODUCTION In the USA regulatory agencies have adopted standards which limit the allowable concentration of ore dust in underground uranium mines. The American Conference of Governmental Industrial Hygienists has recommended a threshold limit value for silica which has been incorporated by reference in federal regulations (30 CFR 57, 1980). The Nuclear Regulatory Commission (NRC) imposes a limit for unprocessed uranium ore dust for reducing the exposure to radioactive materials from inhalation (10 CFR 20, 1980). We have been unable to trace the origin of the NRC standard. Recently the ICRP has published recommendations concerning limits for intakes of radionuclides by workers (ICRP, 1979). We have used the ICRP methodology to compute the dose equivalent commitment to lung and bone from inhalation of insoluble ore dust particles. These values were used to derive air concentrations which would provide an acceptable risk for induction of cancer from occupational exposure. Results indicate that the new ICRP recommendations are more restrictive than the present NRC standard for radioactivity. The maximum allowable dust load in a uranium mine will depend on both the concentration of silica (% Si02) and the amount of radioactivity (% U308). We have combined these standards assuming complete independence of biological hazard to establish boundary conditions for which either silica or radioactivity is the dominating factor. Based on these results we present suggestions for analysis of ore dust to insure compliance with regulatory agencies. SILICA STANDARDS Silicosis, fibrotic lung disease produced by crystalline silica, was one of the earliest forms of occupational disease to be recognized. The pulmonary lesions caused by silica, silicotic nodules, consist of concentrically arranged bundles of collagen fibers. Fusion of these nodules results in progressive massive fibrosis causing alveolar changes which decrease ventillation and blood flow in the lungs. The current Threshold Limit Value (TLV) for mineral dusts is based on the concentration of free silica. The standard is expressed in three forms: (1) Particle count standard: TLV (mppcf) = 300/(% Si02 + 10) (mppcf = million particles per cubic foot) (2) Respirable dust mass standard: TLV (mg/m3 ) = 10/(% respirable Si02 + 2) (3) Total dust standard: TLV (mg/m3 ) = 30/(% Si02 + 3) The most commonly used form is the respirable mass standard. These curent values for silica are based primarily on epidemilogical studies of Vermont granite workers and other occupationally exposed workers. In the Vermont study no cases of silicosis were seen in individuals employed after dust control measures were initiated and whose subsequent exposure averaged less than 5 mppcf. The free silica concentration in the airborne dust to which these workers were exposed averaged 25%. A concentration of 10 mppcf of granite dust is considered equivalent to 0.1 mg/m3 quartz. The current respirable mass standard allows a maximum silica concentration of 0.1 mg/m3. NIOSH (1974) has recommended a reduction in the current TLV for respirable silica to 0.05 mg/m3 Si02. As with radiation standards, the TLV for mineral dusts is an upper limit for time weighted average exposure. It is recommended that dust concentrations be maintained as far below the TLV as current practices permit. RADIATION STANDARDS The present concentration limit for airborne natural uranium in ore dust prior to chemical separation is 75 µg of uranium per m3 of air ( 10 CFR 20, 1980) . This corresponds to 1.85 Bq/m3 (50 pCi/m3 ) of natural uranium, U-238, U-235 and U-234 and is equivalent to 3.7 Bq/m3 (100 pCi/m3 ) of gross alpha activity with radioactive equilibrium between the long-lived alpha progeny through Ra-226. The origin or basis for this standard is not known, but it presumably includes both chemical toxicity and risk from somatic radiation injury. Recently the International Commission on Radiological Protection (ICRP, 1977) has published recommendations concerning the objectives and criteria for limiting radiation exposures. This was followed b y a revision of the limits for intake of radionuclides by workers (ICRP, 1979; ICRP, 1980). The previous compilation of limits for internal emitters was published by ICRP Committee II in 1959 (ICRP, 1959). The capacity calculation of complex transportation systems involving variable activity times such as encountered in the mining industry are often worked out by means of simulation, which reconstructs waiting times and cycle times. The queuing theory, which mathematically calculates waiting times, has been used mainly to describe the, phenomena. This is due partly to the difficulties encountered in modelling complex systems and partly to the difficulty of reconciling the required time distribution laws with the real phenomena by means of the queuing theory. It is, however, obvious that formulas for capacity calculations would be preferable to simulation procedures because of their higher calculation speed, shorter and more flexible programs and shorter programming work. The calculation procedure presented in this paper is composed of some rather simple models, which are based on the queuing theory, and on some probabilistic and some deterministic considerations. The models are supported by observations, and to some extent by simulations. It has been attempted to find all the components of the cycle time and to include them in a comprehensive model. It is the intention to demonstrate that even quite complex mine transportation systems can be treated by means of the queuing theory with the advantages mentionned above and, without sacrificing the precision of the estimates. The speed of calculation of a wide range of parameter combinations is such that the procedure can be used extensively by a project engineer in the search for optimal modifications of the entire transportation system.

I. CONCEPT MARTA's Peachtree Center Station is being mined out of hard rock, directly beneath Atlanta's central business district, with minimal surface disruption during construction. Its cost is competitive with that of a conventional cut-and-cover alternative owing to its design concept, which utilizes the rock as a primary structural and architectural material. II. PLANNING The station was originally planned for cut-and-cover construction. However, Peachtree Street is unusually narrow for a main business street (generally 78 feet (24 m) between building lines) and cut-and-cover construction would therefore be very disruptive to surface traffic and severely restrict access to adjacent buildings, including Peachtree Center, Atlanta's showcase business/commercial complex. "A field study of the coal preparation plant fleet in the eastern United States was undertaken to determine if quantify of rare earth elements (REEs) present in the product streams are large enough to justify further concentration. Representative composite samples were taken from the clean product, coarse refuse, and fine refuse streams from 20 coal preparation plants. Each stream was then separated into various size and density classes and analyzed for ash and REE contents. The large database showed that coarse refuse contained the largest amount of REEs, although the ratio of heavy to light REEs was greater for the clean coal products. The concentration of REEs was also compared to that typically seen in the earth’s crust. This enrichment ratio ranged from approximately 1.5 to more than 4.0 as the ash content varied. The database also showed that a linear correlation existed between La and Ce for many REEs of interest, although there were several notable exceptions for some of the high-value REEs. INTRODUCTION Worldwide energy demand is expected to grow by as much as 37% by 2040 according to the International Energy Agency (2014). This growth, coupled with a decrease of the reliance on coal to generate energy, means that it is more important than ever for countries to secure the materials necessary to meet its energy projections. For the United States, the U.S. Energy Information Administration (EIA) predicts that total domestic electricity use will increase roughly 25%, from 3,836x109 kWh in 2013 to 4,797x109 kWh in 2040 (EIA, 2015). In the EIA’s reference case, coal’s contribution to electricity generation drops from 39% in 2013 to 34% in 2040. On the other hand, renewables share of electricity generation grows from 13% to 18% for the reference case. Compared to its current state, renewable energy electricity production is predicted to grow as little as 50% to as much as 121% over this time period, depending on the economic case being examined. This growth will largely be seen in the wind and solar sectors (EIA, 2015). The focus on viable renewable energy resources will be crucial to the future of fueling American growth. Many of the renewable energy technologies, such as wind turbines and photovoltaic films, rely on materials and supply chains outside of the United States. The lack of a reliable and low-cost domestic supply could pose a threat to the growth of the renewable energy markets in the United States. This potential vulnerability recently led the United States Department of Energy (DOE) to create a Critical Materials Strategy Report. In this report, 15 elements were identified as critical for the continued growth of the renewable energy market. Eight of these elements were rare earth elements (REEs). Five REEs (dysprosium, neodymium, terbium, yttrium and europium) were identified as highly critical and vulnerable to shortages (Bauer et al., 2012)."

"In his 1989 book, The New Realities, Peter F. Drucker, Clark Professor of Social Science at Claremont Graduate School, Claremont, CA, stated: “Information is data endowed with relevance and purpose. Converting data into information thus requires knowledge. And knowledge, by definition, is specialized” (p. 209).The discipline of mineral valuation is knowledge-based and requires a mineral valuer to collect, analyze and interpret data that are material to a mineral-valuation assignment. In so doing, the valuer turns the data into information (data come first, followed by information as determined by the mineral valuer) for use by the client (from whom the valuer obtained the mineral-valuation assignment) and other intended users. The valuer uses his or her experience and education (each valuer’s knowledge base) supported by a foundation built upon competency, materiality and transparency, the three pillars of mineral valuation (minerals valuation, mineral-property valuation).The International Mineral Valuation Standards Template (IMVAL Template), third edition dated May 2018, defines mineral valuation as: “The estimation of the value of a mineral property in money or monetary equivalent. The word ‘valuation’ can be used to refer to the estimated value (the valuation conclusion) or to refer to the preparation of the estimated value (the act of valuing)” (p. 14).Furthermore, the IMVAL Template clearly separates valuation from evaluation: “The template deals with valuation, which is distinct from evaluation. The distinction inherent in these defined terms is that valuation addresses the estimation of value of a mineral property, whereas evaluation addresses the broader assessment of a mineral property for an investment decision (p. 2).”This is an important difference because the minerals industry commonly makes investment decisions using feasibility studies to evaluate a proposed mineral development and production project. The purpose of such investment-decision analysis is distinctly different from valuation of a mineral property, no matter where that property lies upon the mineral explorationdevelopment- production-reclamation timeline (Fig. 1). Valuation involves terms such as market value, just compensation, fair value, etc., whereas investment-decision analysis is concerned with the economic viability of a given proposed project. Although feasibility analysis and market valuation can both use discounted cash flow (DCF) analysis as a tool, the formulation of the DCFs and their interpretation are different."

"This work focuses on the extraction of rare earth metals (REE) from aqueous solutions using stimuli-responsive polymers. Various parameters affecting the adsorption capacity of the polymer, including pH, polymer concentration and REE concentration were studied. The interfacial behavior of REE in aqueous phase before and after polymer addition and the mechanism of the formation of metal-polymer complexes and their properties were investigated using UV/VIS spectroscopy. Results obtained would help to test the feasibility of employing stimuli responsive polymers in pre-concentration of rare earth elements associated with other elements in mineral aqueous streams prior to solvent extraction. The pre-concentration step would reduce the amount of organic solvents used for extraction and striping compared to conventional extraction processes. INTRODUCTION Rare earth elements (REEs) have become the foundation for several technologies and have been used extensively in many industries such as modern electronics, green energy, health care and transportation and defense [1-4]. As these industry sectors are growing, the global consumption of REEs is going to increase dramatically. The current global REEs demand is estimated to be 105,000 tons of rare earth oxides per annum with an expected annual growth of 5.6% [5-6]. Rare earth elements are produced from different sources (primary and secondary). China is considered as the largest producer of REE in the world, providing about 90% of the world’s mine production while the United States is second with 4% of the mine production [7]. High global demand for rare earth materials results in shortage of such materials in the near future. It should be considered that the term ‘‘rare’’ earth is not an accurate term, since they are abundant in some extent in the Earth’s crust, but are typically finely dispersed. Thus, nowadays looking for more efficient and cheaper methods for extraction, separation and purification of low concentrated REE ores and exploring secondary sources are essential. Rare earth materials are found in raw condition and require treatment that involves several processes, which can consume money and time. Recent improvements in extraction and recycling technology have made the extraction of rare earth elements from rare earth sources more feasible in terms of cost and time [8-10]. Physical and pyrometallurgical methods require high-energy and thus high costs. Moreover, due to environmental problems, environmental protection systems are required, and they are not as adaptable as chemical processes [11, 12]."

This presentation is about a small company, Industrial Mineral Products, that was formed in 1972 with one product and one customer and by a series of value-added changes avoided disaster and increased sales many times over. The principal of the company stopped by my office in Seattle looking for industrial mineral opportunities in the Northwest. We got together and went through all the minerals in Ladoo's "Industrial Minerals" from Abrasives to Zircon to see if we could find something available on the vast holdings of the Burlington Northern. At that time one of our lessees was operating a silica sand mine near Ravensdale, Washington and indicated that he might be interested in selling out. This sounded interesting to my client and within two weeks the transaction was completed.

One responsibility of a manager is to improve his human organization. Some executives believe a manager should be measured and compensated accordingly on the basis of his ability to improve the quality of his human organization. Officials in the coal mining industry have had a tough road to travel in this regard due to fluctuating coal production demands, contractual obligations, and improved mining equipment and methods. The time may have finally arrived when we are able to recruit, select, and develop men from the labor market to fill vacancies, This is particularly true of our maintenance organizations. Because of the importance of this responsible function and the types of skills required, we must develop an extensive improvement pro- gram. Anyone in the industry who fails to undertake a manpower audit and who accepts a philosophy which will not permit collective planning, organizing and con- trolling the improvement of the human element throughout his maintenance organization may certainly cause deterioration within his company.

Mining project development, permitting, environmental regulatory and compliance issues in Uzbekistan and the CIS are every bit as complex as those in the western world. The vast array of environmental permitting, monitoring and reporting regulations for mine project development and operation in the CIS are based on existing Soviet environmental regulations and policies which have remained in place after these countries gained independence from the former Soviet Union. The approach to mine project permitting in the CIS differs from the western world. Similar pre- feasibility, baseline data collection, and environmental monitoring requirements allow the project proponent to coordinate preparation and submission of documentation to support project permitting for Uzbek regulatory requirements with environmental requirements imposed by financial institutions and western environmental compliance structures. Implementation of generally accepted western environmental best management controls and monitoring into mine design, construction, and operation will not, however, ensure automatic compliance with Uzbek environmental regulations. Uzbek environmental compliance requirements that differ from western requirements include: 1) development and maintenance of an environmental database constructed specifically to address annual, biannual and quarterly statistical reporting requirements for emissions of "environmental pollutants" from the facility into air, surface water, ground water and soil; 2) preparation and submittal of specific permits for water utilization, hazardous waste storage and disposal, landfill construction and operation, and stack emissions inventories; and 3) procurement of approvals from the Uzbekistan State Committee for Nature Protection (generally analogous to the US Environmental Protection Agency). This paper outlines and summarizes the regulatory requirements for mine site permitting and the procedures for environmental monitoring and reporting during mining operation in Uzbekistan and the CIS.

The last two decades have witnessed the resurgence in popularity of a century old tool for shaping laws and public policy – the ballot initiative. In recent years, anti-mining special interests have used the initiative process to secure voter approval of measures to ban modern surface mining for gold and silver. In November 1998, voters in Montana approved such a measure1 – the effects of which have been devastating to the mining industry in that state. In November 1999, anti-mining groups sought to place a nearly identical provision on the general election ballot in Colorado. They did not succeed, but the battle over mining’s future continues in the most important forum of all – the court of public opinion. The Colorado measure failed, in large part, because its proponents failed to convey a positive environmental theme. The mining industry also exercised early-on the rights available under state law for administrative and judicial review of the initiative, instead of relying upon the limited relief that would have been available had it waited until after the secretary of state approved the measure for the November election ballot. This article will summarize the ballot initiative process in Colorado and the proceedings that took place over Initiative No. 215.

Pressure relief borehole is one of the most effective methods to treat coal burst in deep-buried coal seams. However, due to the large amount of randomly distributed fractures in the coal body and the varying stress environments in underground coal mines, there is no practical method to assess relief boreholes by far, which brings problems for borehole design and construction. This study focuses on the assessment of relief boreholes in a single driving entry wherein the impact of mining panels on relief boreholes is eliminated. A practical method, focusing on field monitoring of borehole deformation with a new device, is developed to evaluate the single driving entry’s relief boreholes. This method is applied to a Chinese coal mine. The application results showed that the convergence process of the boreholes showed a three-phase characteristic. Phase one involves the fastest deformation, reaching up to 8% in the first 3 to 4 days. Phase two lasts longer and converges more, reaching up to 30% in 4 months. Phase three stays balanced until the excavating face moves. The three-phase characteristic indicates that a large diameter of the borehole ensures relief efficiency because the borehole provides adequate space for deformation throughout its life span. In addition, it is verified that long boreholes and slow footage improve relief efficiency by providing adequate time for the boreholes to work. The application proposes that boreholes in the test coal mine need to be drilled larger and longer for optimization.

"Recent regulations, as well as a general aversion to central dust collectors within the Powder River Basin Coal user’s community, have created a need for an alternate method for eliminating airborne dust. This paper addresses the capital expenditure as well as the cost of ownership of an integrated point source air cleaning system in comparison to a central collection system. This assessment was conducted by comparing the cost to purchase and operate a central dust collection system and integrated air cleaner system on a typical multiple transfer point application. The central dust collector consists of a negative pressure blower, a series of filter bags, a collection hopper, a screw conveyor to place collected material back into the material stream, and a series of ducts to pull air and dust from individual pickup points. The point specific integrated air cleaners consists of a negative pressure blower to pull dust and air from an application point through a bag-less filter media located at the application point. The agglomerated material is then redeposited into the material stream at point of use without the need for ducting or a central material hopper. The assessment yielded a 54% reduction in capital expenditure and a 26% reduction in operating costs for the same application when using individual dust filters as opposed to a central system. In addition to the lowered cost, there are reductions in risk associated with the elimination of ductwork and the central containment enclosure for collected explosive dust. By the conclusion of this paper, the reader will have a better understanding of the quantifiable differences between a central dust collection system and a set integrated air cleaner systems. BACKGROUND Spillage has always been a problem in the bulk solids handling industry. As long as there have been conveyors, there has been spillage. Spillage is material that falls off a conveyor belt and creates a hazard in the environment around a conveyor belt."

This study mainly focused on mining sustainability and its impact on the environment of Pakistan. For measuring the level and environmental mining sustainability nature to Environmental Impact Assessment (EIA) of the world’s second largest salt mine “Khewra,” Folchi and Phillips environmental sustainability mathematics (PESM) models are applied. The results indicated that Khewra was deemed to be potentially sustainable for the environment and quality of salt. The results suggest the delicate balance of maintaining sustainability successfully, regarding the mining process in Pakistan which has been affecting the local environment and community so badly. "Longwall mining has a significant influence on gas wells located within longwall chain pillars. Subsurface subsidence and abutment pressure induced by longwall mining can cause excessive stresses and deformations in gas well casings. If the gas well casings are compromised or ruptured, natural gas could migrate into the mine workings, potentially causing a fire or explosion. By the current safety regulations, the gas wells in the chain pillars have to be either plugged or protected by adequate coal pillars. The current regulations for the gas well pillar design are based on the 1957 Pennsylvania gas well pillar study. The study provided guidelines for gas well pillars by considering their support area and overburden depth as well as the location of the gas wells within the pillars. As the guidelines were developed for room-and-pillar mining under shallow cover, they are no longer applicable to modern longwall mining, particularly under deep cover. Gas well casing failures have occurred even though the chain pillars for the gas wells met the requirements by the 1957 study.This study presents seven cases of conventional gas wells penetrating through longwall chain pillars in the Pittsburgh coal seam. The study indicates that overburden depth and pillar size are not the only determining factors for gas well stability. The other important factors also include subsurface ground movement, overburden geology, and weak floor, as well as the construction of gas wells. Numerical modeling was used to model abutment pressure, subsurface deformations, and the response of gas well casings. The study demonstrated that numerical models are able to predict with reasonable accuracy the subsurface deformations in the overburden above, within, and below the chain pillars, and the potential location and modes of gas well failures, therefore providing a more quantifiable approach to assess the stability of the gas wells in longwall chain pillars.INTRODUCTIONIn the eastern United States, abundant gas wells have been drilled through coal seams that are being actively mined by longwall mining. The existence of gas wells in the U.S. coal fields, whether active or abandoned, have caused many issues for longwall mining. First of all, any gas well in the mining area has to be located by all possible means. Secondly, the gas wells within longwall panels have to be plugged, as cutting through gas wells will allow natural gas to flow into the active longwall mines. On the other hand, the gas wells within longwall chain pillars or barrier pillars can be left in place if the wells are protected by properly designed pillars."

This paper outlines the results of a study of opinions of practicing engineers concerning the value of environmental engineering courses in a mining engineering curriculum. One hundred engineers with significant experience in mining-related engineering work were carefully chosen. Of the sixty-seven responses received, about half were from mining engineers and half from environmental engineers. The results of the survey are outlined in detail. The number and type of courses recommended by the respondents are summarized as well as the specific topics recommended for inclusion in a mining engineering curriculum. The survey form also asked for the stages in the mine life when environmental experts were needed and the percentage of environmental engineering performed by outside experts for many mining-related environmental tasks. The results of this line of questions are provided. Finally, the paper offers a comparison of the results for environmental engineers and mining engineers and analyzes the differences.

Dredging and Flooding was completed on the Falconbridge Limited "New Tailings Area" in the period from 1996 through 1998, as part of their site closure measures. Part of the decision making process and closure planning was water quality prediction, including oxidation and diffusion modelling. The purpose of this modeling was to define the potential water quality that would result during and after dredging. A significant body of research on the geochemistry and oxidation kinetics of this site had been compiled. The results of the modeling provide practical insight on the potential water quality that may be expected. Water quality in the pond has steadily improved since flooding was completed with the exception of short term peaks during spring runoff. Aquatic vegetation is appearing through natural recovery and transplanting of local species, and colonies of minnows are now observed in the ponds.
