The identification of the major subsidence areas in the Eastern Kentucky Coal Field has been made to distinguish the subsidence phenomena on the basis of geographical location. Further, this identification process is based upon selected critical geological, topographical, and mining features in the coal fields. The proposed identification of the regions is derived from a comparison of the subsidence potential in a particular area. The most likely severe subsidence areas are compared to those with the probable low subsidence severity. The combination of certain geological and mining parameters involved allows for the derivation of a classification of the subsidence potential.

INTRODUCTION The Transbay-Caltrain Downtown Extension (DTX) Project involves the construction of an approximately 1.5-mile rail line that will extend Caltrain commuter service and the future California High Speed Rail system into downtown San Francisco. The underground rail extension will be constructed by mined tunnel and cut-and-cover methods. Tunneling challenges include difficult ground conditions, low rock cover, the presence of historic buildings along the alignment, and the large tunnel span, ranging from approximately 50 to 65 feet. Three mined tunnel construction methods were evaluated: the Stacked Drift Method, the New Austrian Tunneling Method/Sequential Excavation Method (NATM/SEM), and Tunnel Boring Machines (TBM). This paper describes the challenges presented within the mined tunnel section, and summarizes the evaluation of tunneling methods that led to the selection of NATM/SEM. PROJECT OVERVIEW The existing Transbay Terminal opened in downtown San Francisco in 1939. This facility is antiquated, and does not meet current building seismic safety standards or the transportation needs of the Bay Area. For these reasons, San Francisco voters approved Proposition H in 1999, which proposed to construct a new or rebuilt regional transit center at the site of the existing terminal and extend Caltrain commuter rail ser-vice to the new transit center. The new transit center is the hub of the Transbay Transit Center (TTC) Program, which will greatly enhance regional transit service by providing connectivity for six Bay Area transit providers at one facility. "The International Tunnelling and Underground Space Association (ITA) is a nonprofit organization that represents all aspects of the tunneling and underground space industry worldwide. Next year, the ITA will be holding its annual World Tunnel Congress (WTC) in San Francisco, CA, April 22-28, 2016. The ITA’s mission is to be the leading international organization advancing the entire industry and promoting the use of tunnels and underground space through knowledge-sharing and application of technology. This article updates a series of articles about the ITA prepared in 2007 by Harvey Parker, former president of the ITA, in anticipation of the next WTC in San Francisco.ITA accomplishes its goals through a range of activities that includes organizing conferences, workshops and meetings, working group and committee studies, training, experiments and other activities. ITA is also involved in the publication of proceedings, reports, and guideline documents as well as facilitating interaction among its membership and with sister organizations and decision makers. ITA currently includes 73 member nations and several hundred affiliate members, including 15 prime sponsors and 63 supporters. Ceveland-Cliffs uses a specialized software package in mine planning at the Empire Mine, an iron ore mine it manages on Michigan’s Marquette Iron Range. The application puts together years of mining experience that began in the early 1960s on the eastern end of the Marquette Range. The Empire Mine is in its 38th year of production. It uses the software to model a complex and highly variable low-grade magnetite ore body, capturing the economics of mining and processing to the final product. With special attention given to geostatistical methods, the software is used for all geologic modeling, ore reserve estimation, ore control, pit design and short- and long-range planning.

Although rates of pneumoconiosis in coal miners have declined substantially in the United States since the passage of the Federal Coal Mine Health and Safety Act of 1969, new cases continue to occur, including cases of rapidly progressive disease. In contrast, Australia?s underground coal mining industry has reported few new cases of pneumoconiosis for over twenty years. Mortality from Coal Workers? Pneumoconiosis in official health statistics and the prevalence of pneumoconiosis among miners screened in x-ray surveillance programs are also lower in Australia. To understand this disparity, the National Institute for Occupational Safety and Health was requested by both industry and labor stakeholders to examine this issue, with the ultimate aim of reducing the rate of pneumoconiosis among United States coal miners. A number of factors, including coal dust exposure, silica exposure, and coal rank were examined as potential contributors to the above observed differences. Comparison of coal rank data from each country did not show any significant differences. Air sample data from the coal mining industries in both countries show that coal dust levels in Australian mines are somewhat higher than those reported in similar U.S. mines; however, quartz exposure for Australian miners is lower than for many U.S. miners. Assuming that quartz is contributing to the greater number of cases of advanced pneumoconiosis in the U.S., more effective dust control measures, as well an independent exposure standard for respirable quartz in coal mining, need to be implemented to prevent this potentially disabling condition.

There are several methods (empirical, statistical, and machine learning tools) to calculate blast-induced ground vibration. Still, due to complications in the blasting procedure, under varying blasting loads and strata conditions, it is not easy to predict and simulate blast vibration precisely. Therefore, a study was conducted to simulate the field blast data in Ansys software using explicit dynamics. For this study, monitoring of ground vibration for 20 single hole blasts was carried out. The density of emulsion explosives was in the range of 0.9 to 1.15 g/cc. In the laboratory, rock properties were determined from the rock sample collected from the mine site before blasting. The in-hole velocity of detonation (VoD) and the density of the emulsion explosive were also determined. These parameters were used for numerical analysis to know the ground vibrations at specified points. The results of ground vibration predicted by the model are validated using field data.

The conventional rare earth element (REE) industry has historically sought to develop ore deposits where geologic processes have produced mineralized zones with commercially attractive REE concentrations. These deposits are extremely uncommon, particularly in the USA. Given the criticality of these materials and the need for sustainable domestic supply, the current research seeks to leverage other autogenous processes that lead to concentrated REE resources. One such process is the generation of acid mine drainage (AMD). AMD is very common in many coal mining districts and results from the exposure and oxidation of pyrite during mining. During the generation and migration of AMD, liberated sulfuric acid mobilizes several metal ions including REEs. Treatment of AMD is required under U.S.C §1251, the Clean Water Act, and often consists of neutralization, oxidation, and metal hydroxide precipitation. To investigate the deportment of REEs during this process, a field sampling campaign was undertaken, whereby the concentration of REEs in AMD and AMD precipitates was measured directly. In the nine sites evaluated in this study, the REE concentrations of the precipitates varied from 29 to 1286 ppm with an average of 517 ppm among the sampled sites. The individual elements were enriched compared with the associated bulk Northern Appalachian (NAPP) coal material by factors ranging from 3 to 15. Furthermore, the distribution of REEs in all precipitate samples favored the heavy REEs (HREEs) when compared with traditional REE ores. This research represents the first part of multi-part research endeavor to characterize, classify, and determine the practicality of refining REEs from AMD and its by-products.

Multiple seam mining is prevalent in Southern Appalachia because economically mineable coal seams are numerous and frequently occur in close vertical proximity. West Virginia, Kentucky, and Virginia have 117, 55, and 40 mineable coal seams respectively. It is extremely rare to have an underground mine that has not been undermined, overmined, or has mining adjacent to it. In many cases the multiple seam mining is concurrent with extraction sequenced in superjacent seams. Because underground mining is focused on recovering the most valuable reserves, mining is rarely practiced from the top seam down, which is the practice most conducive to stability. The combination of room-and-pillar mining methods that include development only, small block, partial retreat, full retreat, and longwall mining produce a wide range of mining geometries and complexity in underlying and overlying seams. In the future, the number of multiple seam operations will increase as reserves are depleted and future mines are, by default, located closer to abandoned mine workings. The improved coal market has transformed many formerally uneconomically mineable seams into attractive reserves. The approaches and methodologies used for multiple seam stability analysis are dictated by the site conditions, including overburden/interburden thickness and lithology, mining geometry, and the mining methods in both the active and abandoned mines. Multiple seam stability analysis using analytical and numerical methods is illustrated by two case histories that reflect close proximity room-and-pillar mining and mining in bump prone situations.

Rosebud Mining Co. (RMC) is based in Kittanning, PA. As of October 2013, it operated 24 active underground mines in Pennsylvania and Ohio. RMC?s Tracy Lynne Mine is located approximately 5 km (3 miles) east of Apollo, PA, (approximately 48 km or 30 miles northeast of Pittsburgh, PA) and mines the Lower Kittanning coal seam. The coal seam averages approximately 1.1 m (45 in.) thick and is of steam coal market quality. The mine is a single unit operation. Coal is mined using a continuous mining machine and is transported from the face to the conveyor belt using a continuous haulage system. Typical ventilation in the mine consists of an exhausting fan that draws air through isolated intake, belt and return air courses (Fig. 1).

Among the methods of mineral processing, gravity concentration methods are, probably, those which have lower costs, higher capacities and lower operational complexity. In order to be really effective, these methods require a feed size distribution in which the particles are liberated. Further, there must be a significant difference (usually higher than 1-1.5) among the real densities of the particles. However, in most cases, the traditional gravity concentrators (jigs, shaking tables, spirals and dense medium hydrocyclones) lose efficiency (sharpness of cut and recovery) when the mean diameter of particles are lower than 0.05mm and the difference among densities are smaller than 1. Most gravity concentrators developed in the last 20 years are based on the use of centrifugal forces that create large "apparent gravitational gradient" seeking to overcome the limitations of particles size distribution. This paper presents the experience of the CVRD Research Center in evaluation and development of new process based on using this new generation of gravity concentrators.

The Cal-Sag Relief Sewer is a 2.6 m (8 ft 6 in.) diameter 9.1 km (5.7 mile) rock tunnel bored in dolomite for the Metropolitan Sanitary District of Greater Chicago. Included in the project are 18 shafts varying in depth free 70 m (230 ft) to 41 m (135 ft). This paper discusses how Healy/Vanessa reduced costs by eliminating conventional hand excavation by hoisting muck from a high production Robbins TBM (Tunnel Boring Machine) through small diameter drilled shafts and using a trailing rail-utility backup system.

Mining operations that involve caving of the overlying strata are designed so that caving occurs in a controlled manner by progressive overburden failure. However, there are many cases where the overlying strata bridge over the caved area for longer periods than anticipated and desired. As the caved area expands with the advance of the mining panel, excessive amounts of energy accumulate in the roof strata which will be rapidly released when the overburden eventually fails.

The growing availability of information and data analysis capabilities of recent years provides new opportunities for improving the performance of mining operations. By using real-time measurements and artificial intelligence, it is possible to respond faster to changing conditions, while accurate and timely information permits rapid evaluation of changes and fast business improvement decisions. This article presents a blueprint for alignment of systems, organizational design, and management practices to leverage these developments in performance-driven operations management in mining and mineral processing. The first component of the blueprint is a performance framework with a system of key performance indicators for production control that can be used across organizational levels. This system places improvement at the core of management activities, giving greater importance to improvement skills at lower organizational levels, so companies can leverage available information for improving operational control. Secondly, the blueprint defines an organizational structure that strengthens performance improvement with technological and change management capabilities. Finally, the blueprint proposes alignment of management practices, covering the optimization of short-interval controls, the application of an improvement project portfolio management system that determines the ownership of improvement projects, and the coordination of controls across the organization. This combination of systems, organizational design, and management alignment supports rapid decision-making at the right organizational level. Introduction of the presented blueprint for operations management enables mines to leverage the developments in information and analysis capabilities to improve the performance of operations.

Indian tribes own a substantial portion of the West's minerals. More importantly, Indian reservations contain coal, oil and gas, uranium, and oil shale reserves in unusually large and unencumbered blocks. Many tribes are now prepared to intensify development of their large reserves knowing that they can offer energy partners the unique opportunity to develop major energy facilities free of overlapping local, state, and federal permitting authorities. The tribes, therefore, can offer mineral developers both substantial reserves and an unusual degree of freedom from a multiplicity of government regulation. In the past, Indians and energy companies enjoyed only partial success as business partners. Indian tribes lacked the resources and know-how to act as equal partners with large oil and gas and mining operators. The tribes relied on the Bureau of Indian Affairs (BIA) to initiate and execute reservation energy projects, and as a result the tribes never developed adequate tribal structures and the expertise to responsibly manage their energy resources. At the same time industry made little effort to understand and learn the laws, customs, and institutions existing on Indian reservations. To the contrary, industry found it easier to bypass the tribes and deal with BIA officials. But the situation has changed. In 1975 the tribes organized an effective coalition, the Council of Energy Resources Tribes (CERT), which recently acquired substantial federal assistance to bring the tribes a level of technical and business expertise that begins to equal that of industry. Because the tribes have changed the rules of the game, industry must now change and learn to work directly with tribal governments. A working knowledge of Indian law, practices, customs, and policies must be acquired by energy companies before beginning negotiations with tribal governments for development of reservation energy resources.

Proper employment of numerical stress analysis design tools is based on the demonstrated ability of a model to capture key elements of the geologic site model and accurately simulate how these elements interact with a mine design. While these tools have progressed markedly, they are, at heart, a gross simplification of the abundant complexity of a natural setting and its response to mining. A generic deep longwall site model was developed that includes aspects of the geology of deep coal mines in the Wasatch Plateau and Book Cliffs coal fields of Utah. The site model contains a set of common features and observations of how these features typically respond to mining. This site model was the basis for evaluating use of empirical, boundary element and volume element stress analysis tools to analyze the distribution of stress around a deep longwall panel. More specifically, this evaluation examined shifting of stress to panel abutments and gob, distribution of stress in the abutment, and deformation and failure of bridging strata. Measurements of abutment stress changes at two sites in the Wasatch Plateau region were used to illustrate model calibration. Overall, these comparisons highlight the considerable differences between methods. Volume element tools can incorporate considerable detail and have fewer underlying assumptions, but this detail carries a considerable computational cost. Boundary element tools are much more efficient. But this efficiency also comes at a cost of added assumptions. These assumptions were challenged by the presence of a strong sandstone unit in the overburden, leading to boundary element results that depart significantly from volume element results. Empirical rules are the simplest, but are even more burdened by assumptions, many of which are implicit in underlying cases. Insight into the nature and impacts of underlying assumptions in each method is essential to proper use of results in mine design. Researchers from the National Institute for Occupational Safety and Health’s Office of Mine Safety and Health Research conducted an assessment of the effects that ground control mesh might have on rock and float coal dust distribution in a coal mine. The increased use of mesh to control roof and rib spall introduces additional elevated surfaces on which rock or coal dust can collect. It is possible to increase the potential for dust explosion propagation if any float coal dust is not adequately inerted. In addition, the mesh may interfere with the collection of representative dust samples when using the pan-and-brush sampling method developed by the U.S. Bureau of Mines and used by the Mine Safety and Health Administration for band sampling. This study estimates the additional coal or rock dust that could accumulate on mesh and develops a means to collect representative dust samples from meshed entries.

This paper examines the potential for controlling longwall-induced subsidence by pneumatically backstowing the void created by mining with waste rock, and having the process scheduled as a unit operation of the mining activity. Based on a review of background literature, interviews with representatives of various mining companies, public-interest groups, and state and federal regulatory agencies, a hypothetical case-study evaluation of pneumatic stowing in a southwestern Pennsylvania mine site was conducted. The study indicated that current stowing technology cannot keep pace with the production potential of U.S. longwall systems. Further, at the case-study mine site, concomitant stowing would reduce subsidence by only 50% of that incurred during full longwall caving, the longwall coal production rate would decrease from 4000 tons per shift in the non-stowing case to 1500 tons in the stowing case, and a preliminary cost analysis reveals that pneumatic stowing would add $5.25 to $10.50 to the operating cost of producing a ton of coal at the case-study site.

"The U.S. Geological Survey and Natural Resources Canada conducted a study on the net import reliance of each North American country, and the impact of North American trade on the net import reliance of 12 nonfuel mineral commodities that are associated with advanced technology products: cadmium, cobalt, gallium, germanium, graphite, indium, lithium, nickel, rare earth elements, selenium, silver and tellurium. The combined results for North America, using 2014 data, showed greatly reduced net import reliance for nearly all of the commodities evaluated, which is largely the result of pooling the resources of production and recovery in Canada and Mexico of materials that are consumed in the United States. This study highlights the mitigation of potential supply risk for critical materials that results from trade within the North American trade bloc. IntroductionMultiple metrics and definitions exist for what constitutes a critical material, but there is broad acknowledgment that a mineral commodity may be considered critical if, among other factors, its production is geographically concentrated, if it has few or no substitutes, or if the country of origin is politically unstable. Numerous governmental and independent researchers have proposed methods of investigating criticality, with differing priorities such as economic resilience or strategic military supplies (European Commission, 2014; Graedel et al., 2015; U.S. National Science and Technology Council Subcommittee on Critical and Strategic Mineral Supply Chains, 2016). While criticality really depends on who is asking the question, and despite the differing priorities, there are several commodities that are commonly found to be of concern. In particular, some critical or potentially critical materials are used increasingly in advanced technologies, or they have complicated supply chains because they are coproduced or are produced in controlled markets.Commodities for which imports are required to satisfy domestic demand are those for which the importing country is net import reliant.
