INTRODUCTION The Sacramento Regional County Sanitation District (SRCSD) serves unincorporated areas of Sacramento County, parts of the cities of Sacramento and Folsom, and the cities of Citrus Heights, West Sacramento, Rancho Cordova, and Elk Grove. SRCSD maintains 145 kilometers (km) (90 miles) of interceptors that convey a combined total of 0.6 million meters3 per day (160 million gallons per day) or more of waste-water, with additional miles of sewer interceptors that are scheduled to be built by 2020. Wastewater is conveyed to the Sacramento Regional Wastewater Treatment Plant in the southwestern portion of the County, also managed and operated by SRCSD, in interceptors with diameters as large as 3.0 m (120 inches.) As part of its overall expansion program, SRCSD has constructed a number of major interceptors over the last few years with tunneling methods due to concerns associated with either the impacts of open cut construction in an urban environment (traffic, safety, noise, environmental concerns) or the need to achieve a crossing of a stream, river, or transportation corridor. This paper focuses on a specific issue that affected construction of the Upper Northwest Interceptor (UNWI) Sections 3&4 project, located at the northern limit of the SRCSD service boundary and within the limits of the City of Sacramento. This project involved the construction of 3.2 km (2 miles) of 2.1-meter (84-inch) and 2.4 km (1.5 miles) of 1.7-meter (66-inch) diameter reinforced concrete pipe (RCP) using MTBM, EPBM, and 3.3-meter (130-inch) two-pass TBM methods. The owner elected to install the RCP using tunneling for a number of reasons including a desire to avoid traffic impacts in a dense urban corridor, to minimize disturbance to the neighborhood, and to avoid potential dewatering-induced settlement issues along the western one-third of the project. For the western portion of the alignment the 2.1-meter (84-inch) reinforced concrete interceptor pipe was to be installed using a 2.7-meter (105-inch) earth pressure balance machine (EPBM). No external dewatering of shafts or tunnels was permitted for reasons of concern about settlement, discussed previously. At the intersection of Elkhorn Boulevard and Natomas Boulevard (at the extreme northwest corner of the project) the 2.7-meter (105-inch) EPBM tunneled past a recently constructed 11-million liter (3-million gallon) water storage reservoir, passing within 3 meters (10 feet) of the tank?s shallow foundation while tunneling through clean sands with a shallow groundwater table. The paper will discuss the implemented solution to mitigate additional settlement risk that was developed as a joint collaboration between the owner, CM, designer, and contractor.

Discrete (digital) signal processing techniques are proving to be very valuable tools for miners using the block cave method. Waveform analysis of different measured signals associated with active mining provides valuable information on production dynamics and safe operation of the mine. For example, correlation of the 3D surface displacement velocity waveform and the production output waveform reveals a remarkably predictable time-varying physical process. Studying the geometrical and temporal relationship between these two signals opens a broad window through which new management techniques become apparent. In this paper we discuss the signal processing techniques used to study these relationships, as well as the related implications for mining. This research was carried out in association with the Chevron Mining underground molybdenum mine in Questa, New Mexico. Some of these new techniques will be integrated into the decision management process at the mine and will provide insight on ore production, draw control, and safe reclamation. The science of signal processing involves the analysis and interpretation of physical processes that vary with time. Two general categories of signals1 are recognized. A continuous signal is a waveform of varying amplitude that is continuous in time (such as a sine wave). A discrete signal is a sequence of quantized values. The independent time variable and amplitude are sampled periodically such that we only know the value and shape of the waveform at the sampling frequency. Displacements measured by a Global Positioning System (GPS) receiver are an example of this. Discrete signals may be studied in the time, frequency, autocorrelation, or wavelet domains. In this paper the amount of ore extracted from the mine and the measured surface displacements are analyzed in the time domain.

The gangue in some magnetite ore bodies contains feldspar; the alkali content of the feldspar reduces the usefulness of these iron ores. One method of decreasing the feldspar content in magnetite concentrate is froth flotation. The amine flotation of feldspar from magnetite concentrate was investigated using zeta potential measurements, Hallimond tube flotation tests and laboratory-scale flotation tests. The zeta potential of various feldspars (microcline, albite, anorthite, oliqoclase and anorthoclase) were determined as a function of pH; the point of zero charge ranged from pH 1.4 to 2.5. Hallimond tube flotation tests using two amine reagents were conducted on the feldspars. Hallimond tube flotation tests using six amine flotation reagents were performed on the cobber tails (quartz, albite and microcline) from a magnetite concentrating plant; in all cases, over 85 percent flotation recovery was obtained at pH 8 and 10-5 to 10-4 [M] collector addition. Laboratory-scale (667 grams) flotation tests were performed on the magnetite concentrate in an attempt to float the feldspar which had reported to the concentrate. The effects of three different collectors, two levels of collector concentration, three pH levels, starch and HF acid were investigated.

Steady increases in longwall production have required operators to apply greater quantities of ventilating air in an effort to control and dilute respirable dust. Significant increases in shearer speeds necessitate that longwall supports also be advanced at a faster rate. Both of these factors may contribute to overall respirable dust levels on the longwall face because as supports are lowered and advanced, broken material falling from the top of the canopy is entrained directly into the air stream. To address this issue, the Pittsburgh Research Laboratory collected respirable dust samples from four longwall faces to characterize shield-generated dust. This paper investigates the influence of air velocity and shield advance rates on respirable dust levels. Also discussed are engineering controls currently used to reduce shield dust and alternative controls being investigated by the National Institute for Occupational Safety and Health (NIOSH).

In the environmentally conscious social atmosphere today, reclamation in surface mines has become a main issue to the public and the regulatory committees. In response to this increased attention, many regulatory committees have begun to enact more stringent regulations on surface mining operations. Operations across all spectrums of the industry have seen changes. Recently and most visibly the mountain top removal mines have seen several new regulations focusing on environmental protection. Specifically regulatory committees have emphasized a focus on the methods of reclamation and recovery of layers suitable for vegetation. These layers are the most visible once the operation has concluded. Also, these layers have the most human interaction (farming, hunting, and house development). Often times the new regulations enacted are shifting from a performance base to a standards base. The key differentiator being a performance base dictates the final result while a standards base dictates the method to achieve the result. The very nature of many regulations (especially those that are standards based) not only challenges the physical limitations of the equipment used today, they come with a financial impact. For the purpose of this paper, the model will be a surface coal operation, utilizing draglines as primary overburden movers. The coal seam is ten feet thick, the overburden ninety five feet thick, the pits are 150 feet wide, and the dragline is a Bucyrus Erie 1570.

The Devil?s Slide portion of Highway 1 between Pacifica and Montara is often closed due to the instability of the adjacent slopes. Following many years of public input and careful evaluation of alternatives, Devil?s Slide will be by-passed via two inland tunnels, providing a safe, dependable highway between Pacifica and Montara. For the twin tunnels, each 9m diameter tube will accommodate only one traffic lane. Each tunnel tube will accommodate a 3.6 meter roadway, 0.6 meter and 2.4 meter inside and outside shoulders respectively, and 1.2 meter walkways on each side. Cross passages will connect the bores at about 120 meter intervals and jet fans will provide tunnel ventilation. The twin tunnels are approximately 1,250 meter long and 9 meter wide. Excavation will progress from south to north using tunneling techniques that rely on inherent rock strength for support known as the New Austrian Tunneling Method (NATM). Both tunnels will be excavated at the same time, one tunnel face approximately 40 meters ahead of the other. Staggering the tunnels reduces the likelihood of damage from blasting in alternate tunnels. The work schedule is 24 hours a day, 7 days a week resulting in a 24-month timetable to break through to the north portal.

Limestone-based material shows great promise for removal of arsenic from water. In laboratory tests, it has removed more than 95% or arsenic and more than 99% of cadmium and lead. In addition, the waste material appears to be suitable for recycling or disposal in an ordinary landfill. However, the efficiency of limestone for arsenic removal could be improved. Recent research has shown that iron treatment of limestone can enhance its arsenic-removal efficiency greatly, increasing its attractiveness as an alternative to other methods.

Minerales Monclova S.A. de C.V. (MIMOSA) has applied different methane gas drainage technologies, according to the top industry requirements in order to keep the methane gas at the lowest possible concentration in our operations, both in the development sections and longwall sections. Our staff has used the horizontal rotary technique. In 2004 MIMOSA bought a re-built drill machine and signed a contract with Resource Enterprises Inc. (REI), which included a training program in Horizontal Directional Drilling using the reflex system. The training system was developed for a period of three months in Mine VII, with very good performance by the MIMOSA staff. After the training the equipment was moved to Esmeralda Mine, where we had already drilled holes at the development section, 2,500 ft. It was the longest distance that could be reached with our original equipment, obviously; the directional drilling program is another challenge for us and our staff, but we are very confident that our result will be better every time. We will be evaluating each borehole and expect to improve our results in each progressive borehole, until we can drill up to the capacity of the equipment. We are in the process of buying another drill with an electronic monitoring device (DD DMecca) in the following months.

In Japanese tunneling history, it has commonly been accepted that the long-round driving is difficult due to the complicated geological condition. Therefore, the maximum past record has been less than 3 m per round. A new record of advance was established in the 99 m2 headrace tunnel of Imaichi Water Power Station Project with an advance of 239.5 m in a month by drilling 3.9 m deep blast holes. The geology of the headrace tunnel composed of pyroxine andesite (ie. 960-1770 kg/cm2, VP3.1-4.3 km/s) which had several clay seams and open cracks and was moderately weathered. Automatic shotcrete machine was used for shotcreting. Rock support was specified according to the N.A.T.M. with each different rock type. The contractor achieved a remarkable tunneling advance not earlier experienced in Japan.

Editor's note: The subject of mining on the moon can generate a wide range of strongly held opinion, from those leaning toward the view that, ultimately, such activity is the destiny of mankind to those who believe that all suggestions for moon mining to date are unrealistic, wildly expensive and in the hands of people who 'know nothing.' MINING ENGINEERING herewith publishes some of the basic pros and cons on the subject of moon mining by writers who are among those holding strong views on the subject, with the hope that some of our readers may be interested in joining this debate. Every mineralogist and most mineral industry people were keenly interested in the examinations of the first moon rocks brought back by US astronauts in 1969. Suffice to say that the examinations revealed nothing exotic in the mineral makeup of the very limited rock samples. The rocks were generally of igneous type, dark-colored and contained some common, Earth-type minerals. There was, in Earth terms, above average TiO2 content, but they contained nothing of commercial significance by Earth standards. Therefore, interest in moon minerals rapidly faded. Years later, on Sunday, May 4, 1986, living in Reno, NV, this author was shocked to read a local newspaper article by the Dean of the Mackay School of Mines, University of Nevada, Reno, headlined, "Moon Mining Not Far Off." "Hydrothermal systems are a major component of the processes that shape the composition and structure of the ocean crust, providing a major pathway for the exchange of heat and elements between the Earth’s crust and oceans, and a locus for prolific biological activity on the seafloor and underlying crust. On the other hand, the structure and composition of hydrothermal systems are the result of complex interactions between heat sources, fluids, wall rocks, tectonic controls and even biological processes.Ultraslow spreading ridges, including the Southwest Indian Ridge and the Gakkel Ridge, are most remarkable end member in plate-boundary structures (Dick et al., 2003), featured with extensive tectonic amagmatic spreading and frequent exposure of peridotite and gabbro. With intensive surveys during the last decades, it was suggested that ultraslow ridges are several times more effective than faster-spreading ridges in sustaining hydrothermal activity. This increased longevity can be attributed to deep mining of heat and even exothermic serpentinisation (Baker et al., 2004).Distinct from faster spreading ridges, one characteristics of hydrothermal mineralization on seafloor in ultraslow spreading ridges, including the active Dragon Flag hydrothermal field at 49.6 degree on the Southwest Indian Ridge, is the abundant and pervasive distribution of lower temperature minerals (such as Fe-silica or silica, Mn (Fe) oxides, sepiolite, pyrite, marcasite, etc.) in the hydrothermal fields. Structures formed by lower temperature activity in active and dead hydrothermal fields can also be identified. High temperature minerals such as chalcopyrite are rare or very limited in hydrothermal chimneys at ultraslow spreading ridges. The distribution of diverse low temperature hydrothermal activity is consistence with the deep heating mechanisms and hydrothermal circulations in the complex framework of ultraslow spreading tectonics. On the other hand, deeper and more extensive mineralization at certain locations along the ultraslow spreading ridges can be reasonably presumed."

The Rock Mass Rating (RMR) system is an internationally recognized classification system that can be used for preliminary ground control design. The RMR system assigns quantifiable values to predefined classified parameters of a rock mass. Assigning a single value rather than a range to each parameter is a source of uncertainty, however, assigning a single value can be useful for further studies related to RMR ratings. Fuzzy systems are being used in an increasing number of application areas where linguistic rules are used to describe the system. In past decades, fuzzy systems have been successfully used in geotechnical and mining engineering problems to cope with uncertain data as well as with vagueness. In such scenarios, linguistic rules and rating-based classification of rock masses have always been questionable. The objective of this study is to apply fuzzy set theory to the RMR classification system. The fuzzy system proposed in this study is specified for weak and very weak rock masses (RMR<50) based on data collected from Nevada gold mines where 68% of RMR data is in the ?poor? and ?very poor? classes. In this approach, a Mamdani fuzzy algorithm has been constructed to evaluate basic RMR89 rating for the ?wet condition.? Comparison between basic RMR89 and fuzzy RMR shows the fuzzy RMR system is valid to predict RMR from the discrete rating of each input parameter.

Utilizing a silica-based chemical formulation that entails chemisorption and micro-encapsulation of heavy metals in a permanent silica matrix, encapsulated particles settle quickly and are effectively isolated from the surrounding environment, producing a stable sludge that is characteristically non-hazardous. In a number of independently-verified pilot and full-scale applications (including the Bunker Hill Mine, Leviathan Mine, Wheal Jane Mine, and Meldon Quarry), SME has been proven highly effective. Building on earlier work, an analysis relevant to international (Australasian) minerals trade is developed which accounts for both the impetus of globalization and national reaction or protection. At the firm level, integrated multinationals are contrasted with trade service providers. At the industry level tariff and, particularly, such barriers as quotas, standards, labor and environmental issues are explored. Specific areas examined include: location of both inventories and processing, sources of finance and currency risk, shipping availability and terms as related to processing level, residuals management or environmental controls, and “fair” labor standards. Intraregional rather than global trade is currently most likely.

Australia’s mineral valuation code continues to evolve, while mineral valuation standards are also being written for Canada and Southern Africa. The author is leading a task force for writing the extractive industries addition to the International Valuation Standards. Meanwhile, the International Accounting Standards Board is continuing the development of an extractive industries addition to its International Financial Reporting Standards, with an emphasis on valuation reporting. This paper analyzes the need, content and ownership for a U.S. minerals appraisal standard in the context of both these developing international standards and also existing U.S. regulations and appraisal standards. The author provides many questions for research and debate.

Over the past decade, a substantial effort has been made to improve the air quality inside enclosed cabs of both underground and surface mobile mining equipment to reduce respirable dust exposures to the equipment operators. As part of this effort, the National Institute for Occupational Safety and Health, (NIOSH) completed a comprehensive laboratory study which determined the significant factors for cab filtration and pressurization systems. From this information, a major underground mining equipment manufacturer designed a filtration and pressurization system which was incorporated into the enclosed cabs of its equipment. A long-term evaluation was performed on the effectiveness of this filtration and pressurization system to improve the air quality in the enclosed cabs of two different pieces of equipment, being a face drill and a roof-bolter machine, at an underground limestone mine. This long-term evaluation demonstrated a significant reduction in dust levels comparing outside to inside cab respirable dust concentrations. During this evaluation, a modification to remove one of the filters on the roof-bolter machine simplified the design without sacrificing the system?s efficiency. Testing using particle count instruments performed during non-production time periods on both pieces of equipment indicated Protection Factors greater than 100 when comparing respirable-sized dust particles inside the enclosed cab relative to outside.

A site characterization strategy formulated for the probabilistic design of underground structures is presented, which takes into account the variability of rock properties and the stochastic nature of the rock failure process. It entails determining probability distributions of rock properties by utilizing the theory of extremes and Monte Carlo simulation. Laboratory and field test data are analyzed and presented to illustrate the methodology. The results indicate that the distributive characteristics of rock mass properties can be estimated using empirical relationships currently available. This results of analyses can be incorporated into the design of underground structures, and then, the relative uncertainties of the failure probability of the structures can be assessed.

Mining is an industry of experimentation throughout human history. Recently, societies are giving a clear message about mining because many projects are being rejected around the world. These refusals are a generational reaction to the activity of mining. In practice, it generates the perception that mining is using the same methodology without attending to the gradual initiation of conflicts. This is in spite of the best engineering and technology of the time that are put in place at the presentation of those mining projects. Some of these rejected projects are geographically distant from each other, but the communities? rejection occurred during many cases under similar characteristics. This concern shows that the current model of mining projects needs to be replaced with a new one: A new Design, one within which the socio-environmental values of this millennium are inherent. This paper describes Mining Project 101 to help the industry to set the highest and cleanest standards for mining. It also presents its aspects to sustainability and nature, which provides the principles and procedures for designing, planning, and operating mining projects with sensitivity to nature. It offers methods of diagnostic, remediation, and extraction while at the same time preventing and preserving a physical, chemical, and biological equilibrium of nature. This emerging process will be a step up from having a mining industry unaccountable to the socio-environmental conflicts it perpetrates and will abandon the ?cosmetic? repair on the caducity of traditional models in today?s practice. The estimated value of natural gemstones produced from U.S. deposits during 2004 was $12.9 million. This was a 3-percent increase from that of 2003. U.S. gemstone production included agates, amber, beryl, coral, garnet, jade, jasper, opal, pearl, quartz, sapphire, shell, topaz, tourmaline, turquoise and other gem materials. More than 60 varieties of gemstones have been produced commercially from U.S. mines. But commercial mining of gemstones has never been extensively undertaken in the United States. Most of the deposits have been relatively small compared with other mining operations. In the United States, much of the current gemstone mining is conducted by collectors, gem clubs and hobbyists rather than business organizations.

Multiple Criteria Decision Making (MCDM) is one of the most considerable branches of Operation Research. MCDM refers to making decisions in the presence of multiple, usually conflicting, criteria. The problems in MCDM are classified into two categories: Multiple Attribute Decision Making (MADM) and Multiple Objective Decision Making (MODM). However, very often the terms MADM and MCDM are used to mean the same class of models and mostly confused in practice. Usually, MADM is used when the model cannot state in mathematical equations and otherwise MODM is used (Hwang and Yoon, 1980). Decision-making (DM) is extremely important stage in Mining Engineering like other engineering branches. Every mining engineer makes several decisions in daily mining applications. Most of the decisions made by mining engineers are completely instinctive according to their past experiences and there is not any DM method applied in DM process. Analytic Hierarchy Process (AHP) is one of the well-known techniques solving the decision problems. The AHP is very simple, and understandable method especially non-numerical data considered in DM process. Equipment selection is one of the prominent problems of mining engineering. Mining engineers have to make difficult decisions when equipment selection stage. As the decisions in the equipment selection have radically influenced the economic life of any mining scenario, these are considered as complex MADM problem. So, the decision maker can evaluate the subjective criteria in the problem of equipment selection. The decision maker wants to maximize more than one objective criterion for equipment selection stage. Among the number of alternatives, the most suitable equipment must be selected according to objectives and alternatives. MADM applications can help the decision maker to reach the optimal solution for the equipment selection. In the mining industry, MADM methods can be applied for the equipment selection because it is a process that includes subjective and objective criteria affecting the selection of equipment among the alternatives.
