An independent technical audit by a consultant is part of the accountability process of publicly owned or publicly quoted companies when raising finance through share issues or loans or the sale of equity, and of banks or development funds when granting loans. Africa is undergoing a renaissance in investment in its mining industry. It is forecast that capital investment, in major mining projects in Africa, will be over US$ 4.4 billion, in the next few years. Most, if not all, of the capital to be raised will require an independent technical audit. The aim of this paper is to assist the management of mining companies seeking finance in appreciating the role of such technical audits. The reasons for such audits, especially to attract international investment, are listed. The role of the audit is explained in assessing the underlying robustness of the company as ?a going concern? and the viability of any ?expansion plans?. Its use is emphasised in establishing the underlying value of the company based on the mine life as supported by the mineral reserves. The independent consultant role is stressed as a representative of the parties in a finance deal who cannot, in practice, carry out their own detailed and specialized technical due diligence. The various components of a typical audit are examined with examples of critical matters which may require resolution. The definitions, which are used commonly in audits, in respect of competence and reserves and resources, as stated by various regulatory bodies, are compared.

We believe that our audit provides a reasonable basis for our opinion. Audit opinion In our opinion, the financial statements fairly present, in all material respects, the financial position of the Institute at 30 June, 2000, and the results of its operations and cash flows for the year then ended in accordance with South African Statements of Generally Accepted Accounting Practice.

What is not measured cannot be managed. This is true of most things, including a furnace lining. This paper describes a Lining Management System used for this purpose. It provides the operations staff with a management tool to predict long term lining life and acts as a process optimisation tool. It alarms and records upset furnace conditions. Outputs from the system are described as presented through a specially developed software package and interface. It includes vertical and horizontal furnace sections showing estimated isotherms through the lining as well as the furnace bath. It also shows calculated heat flux values, estimated lining wear and the freeze layer profile. A novel three-dimensional display is described which provides the operator with a big picture view of the furnace crucible profile under real time operating conditions. The powerful trending facility for analysing both measured and calculated values is discussed. The required instrumentation hardware as well as the installation thereof is described, with special reference to an electrically insulating thermocouple socket design. Finally feedback is provided on the first year?s performance of the system installed on an open ferrochrome furnace at Assmang Chrome, Machadodorp, South Africa.

The expert system component of Knowledge Base System supports the analysis and interpretation phases of ventilation design with an algorithmic program used for the solution of alternate design. The paper describes the ?ES-VENT? knowledge based system developed at Central Mining Research Institute, Dhanbad, India for an on-line diagnosing of the ventilation problems using the ?IITMRULE? expert system development tool. In the ?IITMRULE? expert system tool, it has been decided to use a backward chaining reasoning process to reach the goal state i.e. the final conclusion. ES-VENT system is made of three modules: On-line Data, Diagnostics and KBS. Each module is being a collection of several programs. The paper mainly deals with the parameters affecting the ventilation of underground mines such as air-velocity, air pressure, temperature, dust, and humidity and gas contents. The graphical presentation of these parameters on the computer and the interactive part of the developed program is expected to help a ventilation officer to determine the changes in a ventilation circuit necessary to bring the mine ventilation to the desired value. Once such changes are physically effected, the display will indicate if the changes have brought the desired effect or not on ventilation. The experience of Mufulira concentrator, of the Zambia Consolidated Copper Mines Limited, with underground mine drainage water, which is used in milling operations is discussed. It is shown that the underground mine water has a deleterious effect on flotation performance. The adverse effect of the underground water was successfully negated by adding lime into the primary ball mills and increasing the pH of the slurry, from a ?natural? pH of 8 to the flotation pH of 10.5. Traditionally, the pH modifier, quicklime, had been added downstream of the milling. Changing the lime addition point further reduced lime consumption by 50%,?a key issue as lime accounted for over 60% of the Mufulira flotation reagent costs. The nature of the effect of the underground water at Mufulira, particularly the sensitivity of the flotation to the pH at which the milling was conducted, characterized galvanic interaction. A large-scale plant situation is presented in which the desired electro-chemical response in the flotation was achieved, by a deliberate manipulation of the milling environment. The experience provides practical testimony of a more fundamental role for the milling process, other than the mere physical preparation, i.e. size reduction and liberation, of mineral particles prior to flotation.

Input-output analysis is a major branch of quantitative economics, and is used to analyse the flow of goods and services between production sectors in a national economy. Its purpose is to determine the relative value-adding capacity of each sector. The model has also, in recent years, found increasing use in assessing the environmental and ecological impact of development projects. It has, however, never been applied to individual production facilities, such as large mines, which themselves have complex economic structures, through which there is a flow of goods and services. Conventional cost and accounting systems, as used on mines, treat production sectors as separate cost centres, and do not determine the inter-relationships between them. This can lead to incorrect conclusions on the relative value of sectors and their impact on the total economic performance of the facility. This paper explains the basic principles of input-output analysis, and presents an example of its application to a simplistic model of a mine, which is used in the absence of any real data. The paper concludes that, by forcing definition of the value adding function of each sector, input output analysis will facilitate control of inputs, or costs. This will result in optimal application of resources and exploitation of ore reserves. The authors realise the model needs to be tested on an operating mine, and hope this paper will result in an opportunity to do so. Remediation of the environmental (and social) disturbances caused by opencast brown coal mining in the past in north-west Bohemia isa priority for state environmental policy. In order to provide a concept for full restoration of land following disturbance by opencast mining, a special interdisciplinary project supported by a grant from the Czech Ministry of Environment was started in 2000. The initial stage of the project was intended to summarize and evaluate the findings and the works carried out in connection with various reclamation activities in the afflicted area over a period of more than 50 years. The main aims of the three-year project are to make use of the best available landscape environmental management knowledge in order to harmonize the ecological, aesthetic, productive and social functions of new valuable landscape, including the recovery of historical continuity and an understanding of ?landscape memory?. The basic landscape functions were assessed on two different scale levels. On a large scale, the relevant attributes were investigated over the whole area of the Sokolov brown coal basin (220 km2). The data and experience acquired were used to define large-scale guiding principles for the rehabilitation of a post-mining landscape. On a small scale, the basic characteristics and functions of the landscape were analysed in the Litov-Chlum model area (2 km2). The information derived from this analysis was used to formulate a small-scale approach for the rehabilitation of the model area and also to define general methodological principles. The Mining Division of Iscor, an integrated minerals and metals company, has recently completed a feasibility study for the establishment of a new heavy minerals mine and smelter in the Richards Bay area of KwaZulu-Natal, South Africa. The mine will produce a heavy mineral concentrate containing ilmenite, zircon, rutile and leucoxene which will be beneficiated at a central processing complex close to Empangeni. The ilmenite will be smelted to produce high-grade titania slag and pig iron for export. The ancient dune containing the mineral deposit is located some distance inland of the coastal dunes, and the sands contain a high proportion of extremely fine material which must be extracted ahead of the gravity separation process. Of the 56 million tonnes to be mined annually over the ten-year life of the mine approximately 23,4%?a total of 13,1 million tonnes of minus 45 micron residue fines?will have to be disposed of in a containment facility. The origin of the fine material is from the weathering of amphibole minerals. The remaining coarse sands will be returned to the mined area to re-create the original dune configuration. A number of options for the disposal of the residue fines have been examined and specialised laboratory tests undertaken to determine the deposition behaviour of the fines. The final solution involved the use of a ?sub-aerial? technique for deposition of fine material in a disposal facility. The resulting arrangement will adequately meet technical and environmental criteria. Upon closure after 10 years of operation, the surface of the disposal facility will be returned to sugar cane cultivation The paper refers to the various options considered and describes the problems associated with competent disposal of the residue fines and the development details of the final disposal facility.

Mr K.R. Beard was born on 19th December, 1958. He attended Marist Brothers College, Observatory, and Marist Brothers College, Linmeyer. He was awarded a bursary by SEIFSA (Steel and Engineering Industries Federation of South Africa) and gained the degree of B.Sc. Eng. metallurgy at the University of the Witwatersrand in 1982. He is a member of the Engineers' Society of South Africa. Mr G.A. Brown was born on 27th June, 1934, and matriculated at St John's College. He obtained the degrees of RSc. Eng. (Met.) at the University of the Witwatersrand in 1957, and M. Met. at Sheffield University in 1959. He is a member of the Institution of Mining and Metallurgy (UK) and the Society of Mining Engineers (USA). Or LA. Cramer was born in the USA and, having received a B.Sc. degree in metallurgical engineering from the Colorado School of Mines, he emigrated to South Africa in 1971. He enrolled as a graduate student at the University of Natal and successfully completed both an M.Sc. and a Ph.D. degree in chemical engineering.

Skorpion Zinc operates a solvent extraction/electrowinning zinc plant producing over 150 000 t/a of special high grade (SHG) zinc (>99.995% Zn). In the current flow sheet copper and cadmium are cemented from the neutral leach solution using zinc powder, to prevent galvanic corrosion of plant equipment and build-up of copper in plant solutions. This process is effective but unfortunately consumes expensive zinc dust and produces a low value copper product. The EMEW® (Electrometals electrowinning) technology of Electrometals Technologies Ltd. uses a rapid flow of electrolyte through a cylindrical cell to deposit copper or other metals from dilute solution (less than 1 g/L) [1]. The copper can be deposited as powder or may be harvested as a tubular cathode product. The advantage of the use of EMEW® technology at Skorpion Zinc will be to eliminate the use of expensive zinc dust and to produce a high value copper product for sale. Following extensive bench test work, a piloting campaign was carried out at Skorpion Zinc. The tests demonstrated the ability of the EMEW® cell to effectively remove copper from solution through direct electrowinning at lower operating cost than cementation. Mine accidents/injuries are complex and generally characterized by several factors, from technical to social characteristics. In this paper, a sociotechnical model for work injury in mines was developed and tested through structural equation modelling with application to case study mines in India. In total 14 variables were considered in this study. Most of the variables are not directly quantifiable. Instruments were developed to quantify them through a questionnaire survey. Underground mineworkers were randomly selected for the survey. Responses of 300 participants were used for the analysis. The analysis was conducted in three parts. Firstly, high-low plots were constructed to explore the variations in responses to the questionnaires by the accident involved (AG) and non-involved (NAG) workers. Secondly, a t-test was conducted to see whether the responses were significantly different for the two groups or not. The chi-square results showed significant differences of responses among the two groups. Finally, how these difference scan cause accidents/injuries in mines was hypothesized and evaluated using structural equation modelling. The measurement model of the Linear Structural Relations (LISREL) program was used to identify the latent constructs of the sociotechnical model. The structural model of LISREL was used to estimate the interrelationships among the constructs. The case study results showed that there is a sequential interaction among the sociotechnical factors leading to accidents/injuries in mines. Work hazards induce more job stress in the workers while social support mitigates the same. Job stress and safety environment predict the workers? job involvement. A worker who is more job-involved exhibits better safety performance, which in turn reduces work injury. The safety environment is shown to have a direct mitigating effect on work-related injury. The findings of this study clearly revealed that job stress and safety environment are the two key factors influencing work-related injuries in mines that need to be addressed properly through effective safety programmes.

Paper written on project work carried out in partial fulfilment of M.Sc.(Chemical Engineering) degree Chromite and talc are two major gangue minerals in platinum bearing UG2 ore processed from the Bushveld Complex in South Africa. During flotation, talc is effectively depressed by the addition of depressants. Chromite, on the other hand, is considered to be hydrophilic, its recovery is believed to follow water recovery and therefore recovered by entrainment only. In certain cases it has been shown that chromite can be activated by the reagent suite and hence is made amenable to true flotation. The aim of the work was to investigate the effect of the addition of copper sulphate as an activator and the effect of the depressant type and dosage on the recovery of chromite. The results of these experiments showed that copper sulphate, at higher dosages, activated the chromite. Low dosages of copper sulphate resulted in no chromite activation. This was observed at low depressant dosages of both IMP4 (guar gum) and KU5 (carboxymethyl cellulose (CMC)). When the depressant dosages were increased, at higher copper sulphate dosages, it was observed that the activated chromite was depressed by IMP4, but that the activation was still significant with the use of KU5. The activation of the chromite is attributed to the form of the copper species present in the solution and on the mineral surfaces at pH = 9 enhancing collector adsorption and thereby increasing hydrophobicity. These species were not measured directly and it is recommended that this should be further investigated using surface mineral techniques. Keywords: flotation; depressants; chromite; copper sulphate

This study examined the group differences in accident susceptibility among underground coal mine workers accounting for their personal and workplace characteristics. A logistic regression model was used for this purpose. Data were collected from five underground coal mines for a period of four years. The case study results revealed that different age and experience groups of workers bear no significant differences in their accident susceptibility; however, the workplace location and occupation groups show significant differences in their risk of injuries. It is inferred based on the logistic model results that among the three occupation groups, the face workers are more susceptible towards accidents/injuries compared to the haulage and other workers. In any manufacturing organization internal logistics plays a vital role in improving and maintaining the productivity. In Ferro Alloys manufacturing organization where there is huge input of raw material in terms of ore, reductants and variety of fluxes amounting to about four times of the mass of alloy produced need to be handled from yard to furnaces , internal logistics requires utmost attention. Any deviation or mismatch between stock and requirement will affect furnace operation. Though the activities are being outsourced by most of the organization, these require close monitoring. This communication presents an optimization model which can work as a ready reference for the manager to decide upon the material quantity and the furnace to be fed with an objective of minimizing the cost of handling and zero production loss.

A Life Cycle Assessment (LCA) of stainless steel production, including that of the nickel, ferronickel, ferrochromium and iron feedstocks was carried out using inventory data derived from the literature. The environmental impact categories considered in the study were Global Warming Potential (GWP), Acidification Potential (AP) and total (or full cycle) energy consumption. The effects of different sources of electricity (black coal, natural gas and hydroelectricity) were also examined in the study. The results of the LCA showed that when ferronickel is used as the nickel source, the total energy consumption for stainless steel production is approximately 50% higher than when nickel metal is used as the nickel source (75 MJ/kg cf. 49 MJ/kg). This result comes about largely because the Fe units in ferronickel have a much higher energy intensity than do the Fe units in pig iron, and the greater the use of the former at the expense of the latter, the greater is the total energy consumption. The results also showed that the production of ferronickel made by far the largest contribution (59%) to the total energy consumption for stainless steel production when this feedstock is used as the nickel source, but when nickel metal is used as the nickel source the contributions of the various stages are more evenly distributed. It was also observed that the electricity consumption of the electric furnaces used in the production of ferronickel, ferrochromium and stainless steel contributed approximately 50% to the total energy consumed in stainless steel production. Given the relatively low efficiencies associated with electrical power generation, significant reductions in the total energy of stainless steel production could be anticipated if more direct use of thermal energy was made in the ferronickel, ferrochromium and/or stainless steel smelting stages, for example by utilising bath smelting processes.

Plant survey data has shown that gold recovery through a specific copper concentrator was significantly lower than copper recovery. Size-by-size analysis revealed that this was due to poor recovery of+75 µm and ?23 µm gold containing particles. In order to further investigate the nature of the gold losses, experiments were conducted at laboratory scale. Gold deportment studies on the laboratory flotation products revealed that coarse gold (+75 µm) reporting to the rougher tailing was predominantly associated with non-sulphide gangue. Further grinding of the plant rougher tailing improved recovery of gold and copper, while not affecting iron recovery, due to improved liberation of gold from non-sulphide gangue in coarse size fractions. EDTA extraction to remove surface contaminants showed a similar improvement for fine, liberated gold flotation.

This paper will highlight the system components of a successful underground mining automation project recently launched at DeBeers Finsch Mine. It will also show that integration of short-term mine planning with other upstream and downstream mining processes in the extraction of kimberlite ore from a block cave is not just critical to the future sustainability of this underground mining operation but also for profitability and cost-effectiveness. This paper will discuss the information data flow required from the mine-planning process through to production for underground block cave mining. The benefits associated with this type of integrated mine planning and automation system will be highlighted.

In open pit mine planning and design, push back mine sequencing is widely used for long-term production planning. In push back design, a series of nested pits is generated and then considered as possible push backs with regard to the minimum push back width requirements. These nested pits are produced by parameterizing on one economic parameter like commodity price, mining or processing cost, stripping ratio, etc. The most important characterization of these push backs is that the innermost push back has the highest value per ton, the second innermost push back has the second highest value per ton, and so on. These nested pits are generated based on the best estimates of grade within a representation of the orebody in a three-dimensional matrix form. Therefore, the inherent uncertainty associated with reserve estimation (for our discussion, grade uncertainty) is not taken into account when push backs are designed. These methods do not attempt to establish which part of the deposit is likely to be worth most. This paper introduces a new algorithm that incorporates ore grade uncertainty during the pushback design process. The suggested strategy tries to seek to schedule risky blocks later in the extraction sequence. Keywords: open pit mine, push back, ore grade uncertainty.

Mining, as a major employer and one of the major industries in South Africa, has been the focus of the government?s Black Economic Empowerment initiative with the introduction of the Minerals and Petroleum Resources Development Act and the Broad?Based Socio?Economic Empowerment Charter for the South African Mining Industry. The historical background to South Africa?s transformation and the role of the mining industry are pivotal to an appreciation of certain aspects of the Minerals and Petroleum Resources Development Act and the Broad?Based Socio?Economic Empowerment Charter for the South African Mining Industry. The issues around Black Economic Empowerment and the enabling of a smooth transition to the South African mining industry of the future are explored in this paper.
