"A recent amendment to Section 36(11)(e) of the Income Tax Act, 53 of 1968 (Tax Act) now extends the allowable deduction of ‘capital expenditure’ incurred by mining companies pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA). In terms of the Taxation Laws Amendment Bill 2016 (TLAB 2016), the allowable deduction has been extended to include expenditure incurred on infrastructure in terms of Social and Labour Plan (SLP) requirements as per the MPRDA. Interestingly, what necessitated the amendment was the need to recognize SLP requirements and to circumvent administrative difficulties for mining companies and the South African Revenue Services (SARS) in differentiating the use of developmental infrastructure by employees or the community. The successful implementation of such a deduction hinges on a sound SLP system. However, given the challenges within the current SLP system, this amendment could be considered somewhat premature. IntroductionSection 36(11) of the Income Tax Act 58 of 1962 (Tax Act) enabled mining companies to deduct certain capital expenditure in lieu of its other sections. In particular, it made provision for mining companies to deduct capital expenditure incurred pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA), but excluding capital expenditure incurred in respect of infrastructure or environmental rehabilitation. As such, mining companies could only deduct such capital expenditure that related directly to their employees and not to the wider community (Clegg, 2018).In terms of the Taxation Laws Amendment Bill 2016 (TLAB, 2016) (South Africa, 2016a), the recent amendment to Section 36 extends the relief provided under section 36(11)(e) to include capital expenditure incurred on infrastructure in terms of the Social and Labour Plan (SLP) requirements of the MPRDA. In other words, the capital expenditure incurred by the mining company for the benefit of the people living in mining communities. To qualify for such a deduction, the infrastructure erected or developed by the mining company should reflect what was agreed between the mining company and the Department of Mineral Resources (DMR) as per the SLP requirements of the MPRDA (TLAB 2016)."

The current global economic climate has adversely affected the resources industry in general. For the gold mining industry, even though the gold price has been stable as compared to other resources, there is still a need to cut costs even further in order to be profitable and sustainable. Of all the costs that are associated with mining, comminution of ore accounts for the majority. Comminution costs constitute mainly electricity, grinding balls and liners. Of these three components, grinding balls form the major portion of the consumable costs, and can be as high as 40%?45% of the total. As a result, proper grinding ball selection is a key consideration towards reducing mining costs. This paper discusses quality control procedures that can be conducted in order to select the best grinding balls for a particular application. Insurers are hesitant to provide coverage for Open cast Pit side wall collapse, and even the consequent damage to plant and equipment in the pit as well as the resulting interference with the mining operations. After a general introduction to relevant principles of insurance, this paper addresses some of the major reasons for that reluctance based upon the authors? extensive claims experience, examines what limited coverage can still be obtained and looks to the future possibilities. Confidentiality of sources and examples referred to in this presentation is a natural imperative so that a bibliography is not provided but reference is made to relevant sample insurance policy wordings.

Mineral royalties are one of the oldest forms of mining taxation, and were initially introduced to extract economic rents from mining. Over time, the royalty regime has become more complex as it was identified as an important policy instrument that can achieve more multi-faceted outcomes. Such a multi-tiered approach in the use of the royalty instrument is also the case with South Africa. With South Africa’s new mineral royalty regime now in place for ten years, it is perhaps time to assess its impact and effectiveness. To carry out this assessment, an econometric evaluative study was undertaken using four major commodities in South Africa, namely gold, platinum, iron ore, and coal. The study explored five different policy options for government to consider and tested them to determine the most favourable one that will realize the regime’s policy objectives. After the assessment, two major options stood out. Hence, this paper seeks to highlight which of the two options is the most favourable for consideration by policymakers. Based on that study, we find that the current structure is effective, but also recommend that the factors in the formula for refined minerals be ‘modified’ to reduce the capped profitability ratio from the current 60% to 30% and the maximum royalty rate for refined minerals from 5% to 3%. The minimum rate of 0.5% during times of depressed mineral prices and no or low profitability will not be affected.

Finsch Mine is a Kimberlite diamond mine located at Lime Acres in the Northern Cape of South Africa. The mine was founded in 1961 and started surface-mining in 1964. Underground production commenced in 1990 using a Modified Blast Hole Open Stoping method for the mining of Blocks 1,2 and 3. Block 4 is currently being mined as a Block Cave. The process of identifying and optimizing a mining method to mine the Block 5 ore body started in 1991 and in 2006 Inclined Caving was identified as being a technically feasible method. This report aims to document the process employed in developing this method by the Block 5 Pre-Feasibility Team as well as discussing the technical challenges encountered during this process.

The cause of reduced workability and increased ageing of a blast furnace taphole clay was examined. The investigated taphole clay contained 60 mass% alumina, with phenol-formaldehyde resole resin and liquid pitch serving as the binder system. The workability and Marshall extrusion pressure of the as-manufactured clay samples were evaluated to assess the extent of ageing of the clay. The wettability of all the raw materials was investigated to confirm compatibility between the dry raw materials and both the resin and liquid pitch, while the dry raw materials were analysed using XRF, XRD, and SEM-EDS. The characterisation of the resin and liquid pitch, as well as an analysis of their interaction, was performed using viscosity measurements, Fouriertransform infrared spectroscopy (FTIR), thermogravimetric analysis (TGA), and differential scanning calorimetry (DSC). The analyses confirmed a chemical interaction between the resole resin and liquid pitch, where the chemical structure of the resole resin changed when mixed with pitch, preventing the typical curing behaviour of the resin. Upon ageing of the resin-pitch mixtures, the resin underwent premature cross-linking, causing the curing process to initiate at lower temperatures, i.e., earlier onset of curing. This premature cross-linking was likely due to secondary amines present in the liquid pitch, which acted as a catalyst for the curing process of the resin. This reduction in curing temperature after ageing was confirmed by an increase in binder viscosity, which was identified as the primary cause of reduced workability, accelerated ageing, and increased Marshall extrusion pressure of the taphole clay.

Since the early 1970s research has been ongoing to develop a cost-effective way of continuously mining the narrow reef, hard rock, typical of South African gold and platinum mines. In the late1980s it was shown that impact ripping was a practical solution for the deep gold mines. In March2001 Lonmin and Sandvik agreed to co-operate in an endeavour to design and manufacture a prototype narrow reef mining machine with the ultimate aim of producing such a machine on a commercial basis that would enable Lonmin to create a safer and more productive environment within its mines and for Sandvik to enhance its leading position as a supplier of a new generation hard rock cutting machine. This paper describes the developed technology, the current progress of the delivery of the required objectives and the optimum mining layout for the roll-out of the mining method.

Occupational noise-induced hearing loss (ONIHL) is associated with various risk factors in South African mines. We investigated the association between standard threshold shifts (STSs) and exposure to noise and platinum mine dust (PMD), using demographic data, five years of annual audiometry screening results, and noise and dust exposure data. Miners’ age, sex, percentage hearing loss (PLH), and dust and noise exposure data were gathered, and a linear mixed effects regression model used to predict STS. Average occupational exposure levels to noise and dust were calculated from recorded measurements. A total of 12 692 records were analysed. Most miners were male (89.6%) and more than 50% were younger than 41 years. More than 70% were exposed to > 85 dBA noise and 58% were exposed to 1.5–2.99 mg/m3 PMD. Changes in hearing levels ranged from 8.3 dBHL at baseline (2014/2015) to 10 dBHL in 2016 (STS), with no changes thereafter. The model showed that the estimated effect on STS for males was 27% and 21% higher than for females, for the left and right ear, respectively The estimated effect of age, PLH, noise exposure and years of exposure on STS was < 10% for each variable. There was no statistically significant association between PMD and STS. The combined effects of age, sex, years of exposure to noise, and noise exposure levels, and strength of associations can be used to predict STS for this group of miners. Our findings may be used to measure the efficacy of the mine’s hearing conservation programme.

Nowadays the development of automatic on-line sampling systems has enabled large amounts of data to be available to plant managers. These data are inevitably prone to random and sometimes systematic errors. Data reconciliation methods are used to deal with random errors. In these methods, the measured data are adjusted in accordance to their error, so that the mass conservation law is satisfied at the same time. Measured data may also contain systematic errors, using these data in mass balancing software will result in inaccurate or even irrational results. In this paper three methods for detecting systematic errors (global test, node constraint test and maximum power constraint test) were presented. A step by step method to locate the systematic errors was demonstrated. Then, the new version of Movazen©, a mass balancing software, was introduced and used to locate systematic errors in the measurements taken from the Sarcheshmeh pilot plant copper flotation circuit. "Falls of ground pose costly hazards to personnel and equipment and thus measures should be taken to prevent them. This study endeavours to improve the support systems used in geotechnically poor ground at a Zimbabwean platinum mine by analysing the status quo and recommending an effective support system. Various techniques were used to determine the quality of ground conditions, predict the rock mass behaviour, and to identify the appropriate rockbolt type. An analysis of the current ground control methods and their limitations was also undertaken.The results showed that the current support system and mining practices in poor ground need to be modified to improve safety and productivity. Stoping overbreak is influenced by poor ground conditions and the explosives currently used. The use of emulsion is recommended to replace ANFO. Redesigning of pillars is also recommended in poor ground conditions. An evaluation of the current roofbolt system indicated an opportunity for improvement. With new insight on the performance of the shorter length roofbolts currently in use, a new support system was recommended taking into consideration cost-benefit analysis. Barring down using pinch bars in poor ground was seen as a risky and time-consuming exercise, hence the use of mechanical scalers is recommended to achieve zero harm and to meet production targets. Smoothwall blasting is recommended in poor ground to minimize excavation damage. Other recommendations include the use of hydrological surveys to determine groundwater levels and implement corrective measures. Both empirical and numerical modelling approaches need to be utilized in determining the optimum support. IntroductionThe presence of geological discontinuities such as faults and joints weakens the rock mass. Adequate support is critical in achieving zero harm in underground mines. This paper reviews the current support systems used in poor ground conditions at a Zimbabwean platinum mine. The area of research is located on the Great Dyke of Zimbabwe. The mine exploits platinum group elements (PGEs) and base metals. It is shallow, having a maximum depth of less than 300 m. The Great Dyke is the second largest reserve of PGEs, following the South African Bushveld Complex (Oberthur et al., 2012). It is a linear layered intrusion that extends for about 550 km with a maximum width of 11 km (Prendergast, 1989). The generalized section of the Great Dyke is almost like a trumpet, comprising layers that dip towards the centre. The reef exploited at the mine, the Mineralised Sulphide Zone (MSZ), is located in the pyroxenite layer, which is hosted in the ultramafic sequence. The MSZ is a uniform layer about 2– 3.5 m thick, dipping at around 10–14° from surface outcrop towards the axis of the basin, and located between bronzite and websterite horizons. The visible disseminated sulphide mineralization shows a typical and consistent vertical distribution of platinum group metal (PGM) and base metal values. The research was undertaken to review the current support systems used in geotechnically poor ground conditions in a bid to improve both safety and productivity."

The production of precipitated silica in the United States is about 145,000 tons of SiO2 and its prices vary significantly (from $ 1 to $ 4.5 per kg) depending on the area of its application. One of the most important parameters is its specific surface characterising dispersion (particle size and shape, presence or absence of pores), at a certain value of which the material acquires new properties and quality. At present, a technology has been developed for processing slag from phosphorus production to produce precipitated silica (‘white soot’) with a high specific surface and the possibility of extracting valuable components such as rare-earth metals (REMs) into a product enriched with them has been shown. However, the content of impurities in the deposited silicon dioxide, such as aluminum and iron, is above acceptable limits and may affect the quality of the final products. Therefore, along with the structure and specific surface, a very important characteristic of ‘white soot’ is the chemical purity of the material. In turn, calcium oxide occupies a significant share in the concentrate of rare-earth metals, which affects the content of ΣREMs oxides, which does not exceed 17.3 %. The low content of a valuable component may affect the feasibility of further processing. For the most complete utilisation of phosphorus slag, the authors propose a method for their acid processing, which allows for minimising the conversion of impurities to finely divided silica and collective concentrate, which will improve the quality of these products. Eccentric High Pressure Centrifugal Comminution (eHPCC) is a novel comminution device that provides a single step to achieve a desired target grind size. The mechanisms within the unit mirror particle breakage that is akin to high-pressure-grinding rolls (HPGR) and high-intensity-attrition with air classification. eHPCC receives lump and can produce a product P80 such that the progeny are at or less than natural grain size of the feed. The unit operates in either closed or open-circuit. The grinding zone is dry and free of steel grinding media. This paper presents evidence of eHPCC-2 capable of selective and preferential mineral liberation. A recent test campaign on a blend of underground quartzgold- vein ore was completed. The feed to eHPCC-2 trial was SAG mill trommel oversize (low-grade pebble rejects). eHPCC-2 operated open-circuit with air-fluidisation in the rotating-grinding-chamber, classifying particles based on terminal velocity of the air-swept product particles, displaying size and mineral composition classification taking place at the same time. There is an opportunity for future industrial research targeting eHPCC as an advanced integrated comminution and classification technology. FINANCE The annual accounts, which follow this report, indicate that income again exceeded expenditure by a margin of R21 410 (last year R28 524). This year&apos;s income of R71 184 showed a further increase compared with last year&apos;s figure of R55 025. Costs, however, also in¬creased, and it is calculated that, excluding non-recurrent costs, the cost of running the Institute in¬creased by R6 654 from R25 501 to R33 155 for the current year. The main increases were involved in secretarial fees, stationery and print¬ing, and in publication of the Journal. All indications are that costs will continue to rise, and we have been advised that the A.S. & T.S. will be increasing their secretarial fees by 25 per cent in the year ahead to meet their rising costs. This year&apos;s surplus was derived entirely from the revenue from sales of publications (R13 644) and a surplus from the 1974 Winter School (RIO 654). There can be no certainty that revenue from these sources can be repeated each year. Our funds are in a satisfactory position because of these worth¬while activities, but the administrat¬ion of the Institute should not de¬pend on them. Council will accord¬ingly have to give consideration in the year ahead to an upward adjust¬ment of subscriptions to meet rising costs.

In this present research, a polymer poly (acrylamide-allyl thiourea) (PAM-ATU) with an average molecular weight 1.66 × 104 g/mol was used as a depressant in the flotation separation of molybdenite from chalcopyrite and galena. The micro-flotation experimental results showed that PAM-ATU exhibited a strong influence on the flotation performances of chalcopyrite and galena, but had little effect on that of molybdenite within a pH range of 9.0~11.0 at a dosage of lower than 6.0 mg/L. The flotation results of bulk flotation tests illustrated that PAM-ATU showed a stronger depression power than sodium thioglycollate (TGA) and sodium sulfide. The comparison results demonstrated that PAM-ATU and TGA had an advantage in reducing galena and chalcopyrite impurities in the molybdenum concentrate, respectively. With the combination of PAM-ATU and TGA, a good flotation separation result was achieved through one roughing operation where the recovery of molybdenum in the froth product was over 75.0%, while the recovery of copper and lead were less than 22.0% and 15.0%, individually. It was also found that a molybdenum concentrate with Mo grade of 46.32%, Cu grade of 0.16%, Pb grade of 0.06%, was obtained by a closed circuit flotation flowsheet of one roughing-three scavenging-five cleaning with a Mo recovery of 77.67%. Manganese ores are the major source of manganese for the production of manganese ferroalloys. There is a gap in the knowledge of the decrepitation behaviour of manganese ores, which presents a problem in the operation of smelters. Decrepitation, which is the breakage of the ore particles upon heating, is an important quality parameter for these ores. The purpose of this investigation was to determine the extent to which South African manganese ores decrepitate during preheating in a rotary kiln. The effects of temperature, rotational speed, and particle size decrepitation were investigated. Manganese ores were heated in a laboratory-scale rotary kiln at temperatures of 600, 800, and 1000°C, and rotational speeds of 3, 6, and 12 r/min. The size ranges were +6-20, +20-40, and +40-75 mm and the residence time was constant at 30 minutes. The decrepitation index (DI) is quantified as the ratio of the mass of <6 mm particles after pre-heating to the total mass of the sample. It was found that the DIs for all ores used were proportional to the temperature and the rotational speed and inversely proportional to the particle size range with temperature being the most important parameter. Ore A was the most susceptible to decrepitation followed by ore C and ore B; this was mainly to the decomposition of kutnohorite, the content of which was the highest in ore A and the lowest in ore B.

Large-scale variability in process plants and process control can be identified and controlled through disaggregating the overall variability in a process stream. Conventional statistics and Statistical Process Control (SPC) fail to address the concept of stream heterogeneity, therefore fail to identify and distinguish between the various sources of variability in a process stream. A modified set of 445 data from a process plant is used as an example to explain the benefits of variography in process control. Large-scale variability, usually in the form of product composition cycles and chemical cyclic variations may be manifest throughout a sampling system or a process plant, but this type of variability is most easily discernable in one-dimensional process streams. The Moving Average is a powerful tool for identifying large and small scale variability and cyclical behaviour in process streams, while the variogram is a custom built tool that allows the components of variability to be identified and resolved. The positions in the variogram at which the different variance can be read and the nomenclature of these types of variability is described. The transfer of variances converted to standard deviations to the Control Charts, allows an operator to appreciate the appropriateness of Upper and Lower control and specification limits. The overall contribution of the various sources of variability is represented in a pie diagram.

SYNOPSIS Two pilot plants operating on different types of carbon were used to generate steady-state adsorption data in the treatment of gold-plant solutions of high and low tenor. A pilot plant comprising three 4 m long columns and using 3 mm extruded activated carbon was used to treat pregnant solutions with a gold concentration of 5 to 8 g/t at pH 10 to 11,5. Column influent was pumped at a super¬ficial flow velocity of 0,5 m/min while the carbon was moved daily so as to effect gold loadings on the carbon of 5 to 10 k /t. With a carbon-bed depth of 12 m, an adsorption efficiency of 99,9 per cent was obtained in a bed depth of 9 m, which was subsequently reduced to 8 m when the depth of the carbon bed was reduced to 8 m. This improvement in efficiency was attributed to the reduced residence time of the carbon from 12 to 8 days. A corresponding decrease in adsorbed silica indicated that some silica fouling of the carbon had occurred. A second pilot plant, comprising a single column 6 m in length and using coconut-shell carbon of 1,0 to 2,4 mm, treated a solution with a gold concentration of 0,7 g/t at pH 8,0. Feed solution was pumped at a superficial flow velocity of 1,0 m/min while carbon was moved every 8 hours to give gold loadings of more than 5 kg/t. An adsorp¬tion efficiency of 99,5 per cent was indicated at steady state. Intermittent washing of the column with dilute hydrochloric acid was shown to have a beneficial effect on the gold adsorption and to reduce the pressure drop across the column. Intermittent washing with dilute sulphuric acid indicated that there had been some passivation of the car¬bon during the treatment of a solution with a gold concentration of only 0,2 g/t. Compared with other adsorption systems, the countercurrent moving bed appears to offer significant advantages in terms of metallurgical efficiency and capital investment. The inability normally associated with moving-bed systems to treat solutions containing suspended solids may be overcome to a degree by the use of relatively coarse extrud¬ed carbon.
