A study of Western cities reveals the fact that a city where people make their homes for permanent residence is always a city with, well-shaded avenues, with parks and playgrounds; in other words, a beautiful city. On the other hand, the average city that lacks these qualifications is usually a city of transient population. Many of our Western cities must be classified as such. Their inhabitants live in such a city only to the time that they will be able financially to retire from business and go to one of the other types of cities to live; or until opportunity offers itself for a position or a job in such a city. I believe that our Western coal camps could benefit by this truth. If conditions can be created in the camps that will encourage the workers to settle permanently or for a long time at least in the town, it would greatly aid in stabilizing employment. By the term "workers" I do not mean the pick and shovel men alone, but everybody from the superintendent or the manager down; for the educated part of the population suffers probably greater from a desire for better surroundings than the less educated part. Modern City Planning tries to show the way for more attractive towns; for more practical towns also, and at less expense. The grid-iron system of street planning is slowly being replaced by one that fits the contours of the site. Instead of streets that are cut through the hills and built over the valleys to get practical grades, it tries to show how these streets can be made to fit the ground and produce better traffic lines; greatly more attractive streets; better building sites and lots, and all of this at less expense. A well-planned town of this character should have as its nucleus, a central square around which the main stores and business houses are grouped. The main building of this group should be the church, the community meeting place, city hall or such other buildings of a public or semi-public character, that are imposing enough to add interest to the square. From this central square, streets should be built to radiate out in all directions, more or less like a spider-web. The main lines of these streets should be reserved for traffic purposes and they should be wide, for the town may grow into a city, and they should be direct, connecting the town center with outlying points at the shortest and easiest possible line. Between these radiating streets should be residential streets of narrower width and arranged in such a way that fast through traffic cannot pass over them and make them unsafe and unsanitary for family life. Following up the comparison with the spider-web, the town should have circular streets, encircling the whole town with rings at various distances out, along which circular lines parks should be located. In the West, where the need for shade is so great, the town should surround itself with a belt of forest trees. Such a forest belt would break the winds and shelter the town, and also make the whole town a cozier, nicer place to build a home in. A forest belt of this kind does not necessarily mean a great layout of money. Trees can be planted small and at little cost and a carefully studied irrigation system will make the maintenance cost small. If the town has any places of natural beauty they should be carefully preserved and made accessible. Natural parks of this type will often take the place of the artificial parks of large cities, and at no expense to the community. The 67th Regular Meeting of the Rocky Mountain Coal Mining Institute convened in the C'est Bon Hotel, Park City, Utah, and was in session at 10:00 a.m. The meeting was called to order by Past President John A. Reeves, Vice President, Mid-Continent Coal & Coke Company, Carbondale, Colorado. Mr. Reeves introduced President Max A. Robb and read a brief biography as follows: A Westerner by birth, he has chosen to pursue his mining career with United States Fuel Company, a subsidiary of United States Smelting, Refining and Mining Company. United States Fuel Company is the largest underground producer of commercial and utility coal in the Intermountain West. Max attended Utah schools and has kept his education current through correspondence courses in mining technology and business education, and through attendance at various university-sponsored development seminars.

MINUTES OF MEETING, AUGUST 27, 1923. Meeting called to order at 10:00 a. m, by the President, George B. Pryde. In the opening remarks Mr. Pryde commented on the Kemmerer disaster, making the work of the Institute particularly important, the desirability of using a more up-to-date emblem for the Institute, the formation of local chapters. The minutes of previous meeting were presented by the Secretary in connection with our publication. Announcements were made regarding the program. Under reports of officers, no reports were made. No reports of standing committees. Report of Special Safety Committee was postponed for a full session, August 28th. There was no further business. We have listened to many papers describing mechanical loaders, and systems of mining planned to increase their efficiency. We have become familiar with the various types and in a general way, their capacities and limitations. Messrs. F. E. Cash and E. H. Johnson in Bulletin 17 of the Carnegie Institute of Technology, subject Coal Mining Investigations, have a very complete review of the loading situation then. Mr. A. W. Dickinson, in a recent paper before this Institute, gave a later illustrated review of mechanical loaders. On page 28 of Cash & Johnson's paper is a list of loading machines to which might be added to bring the list down to date, the following: Under Digging and Loading Machines The Goodman Power Shovel Under Scraper Loaders The Goodman 436-G-3 125 H. P. three drum Scraper loader The Goodman 35 H. P. Entry loader and the Two Drum 125 H. P. Hoist built by Vulcan of Denver for scrapers Under Shaking Trough Conveyors The Eickhoff Conveyor The Link-Belt Conveyor The McCarty Duck-bill which is really a digging and loading element built to attach to the end of and operated by a reciprocating conveyor. The outstanding feature in this line of work in the past few years is the fact that a few very successful operations have been worked out on a large scale; the officers and staff in charge of this work have gone into details very thoroughly and altered and improved, in many cases, their mine equipment and mining methods, and by the exercise of persistent energy and intelligent effort, in the face of frequent difficulties and discouragements, they have attained results that are far ahead of the average loader operation. The coal mining industry owes much to these men for the pioneering and development of mechanical loading; their investigations in transport, shooting, shearing, snubbing, cleaning, and production costs, the results of which they have given freely and frequently to the public, are of great value. Foremost among the pioneers in this work are the Union Pacific Coal properties, the Quealy properties, the Sheridan Wyoming Coal Company and in the Central West, the Union Colliery Company of Illinois. On the other hand, in the great majority of installations, one loader, or possibly two or three loaders have been started in a given operation and through failure to make the proper effort to improve their transportation and work out the systems to utilize their loading machines, the loaders have not shown appreciable savings and in many cases, the installation has failed. It has been frequently stated in many meetings where loading has been discussed, that the idea of mechanical loading must first be sold not only to the operating staff but to the entire personnel of any company where installations are made. The problems involved in the successful application of this equipment are such that it requires enthusiastic and wholehearted teamwork on the part of everyone connected with the work and when difficulties arise, they must be ready to exercise initiative and try new ways oftentimes of overcoming impediments. The closest attention now is given to the question of economics how much will a loader reduce the cost of coal in any particular situation? Without fear of successful contradiction, I believe that experience up to date has unquestionably shown that where the shovel type of loader can be properly used, it produces in wide work, the cheapest coal of any loading device yet brought onto the market. Naturally there is a considerable difference between the results from different makes of shovels.

With the advent of mechanical loading the need of definite information has become more apparent. The co-ordination of all the individual units of operation has become very necessary From these two essential features in running a mechanized coal mine has come the demand for the "time study." The time study is nothing more or less than the recording of each operation together with the time of clay or the total time expended during a period of work. Using the latter, it is impossible to have information showing just when each piece of work was clone and to what extent they overlap. The studies used here are of the former type, being based on the recording of the operation together with the time of day so that the details of performance of the machine or crew may be followed from starting to quitting time by' referring to the graph upon which the study is taken.

Saturday, June 28 A pre-convention activity kicking off the 93rd RMCMI meeting was a Saturday evening June 28 reception for all Mine Rescue participants, their convention registered spouses, professional evaluators and RMCMI Board of Directors. This was at Buddy's Run in the Sheraton Steamboat Resort, Colorado. An estimated 100 persons enjoyed the buffet: fresh vegetable erudite with ranch dressing, fresh fruit and cheese displays and silver dollar rolls filled with ham or turkey. Blue golf shirts and red caps and convention packets were distributed to each Mine Rescue team member. Evaluators received red shirts and blue caps during the reception. Meeters and greeters from the Reception Committee wore red RMCMI arm bands and were stationed at strategic hotel spots, answered attendee's questions and gave directions to the registration area. Convention packets were first distributed Saturday afternoon by Julie Cummings and Lorraine McDonald. Sunday, June 29 A 7:30 a.m. shotgun scramble kicked off the golf tourney at the Sheraton course for 145 golfers. Yes, 145! as Lois Egan, President Tom's wife, completed a five-some with Tom and their three sons. A continental breakfast preceded the tourney. Another 65 golfers began play at 1:00 p.m. making this a record number of 210 golfers! Julie Cummings and Loren Linville sold $2,620 worth of $10 mulligans to the golfers with proceeds to the scholarship program. [ ] Both golf tourneys were co-chaired by Dave Mallak and Gordon Merriam who distributed prizes at 4:30 p.m. Monday. Prizes were donated by Amax Coal Sales West, Inc.; Austin Powder Co.; BHP Minerals-Navajo Mine; Bucyrus International, Inc.; Commercial Testing & Engineering Co.; Empire Machinery Co.; Ingersoll Rand; The Jeannot Group, Komatsu Mining Systems; Long-Airdox Co.; Marston Environmental Inc.; MEGA Corp.; The P&M Coal Mining Co.; Scandura, Inc. and TerraMatrix. [ ] RMCMI registration was an all day venture headed by chair Julie Cummings and assisted by Pat Johnson. [ ] Nearly 40 persons met for a Chef Demonstration and wine tasting at the Sheraton at 11:00 a.m. Executive Chef Jacques Wilson prepared broiled achiote shrimp with cantaloupe, grilled duck stuffed blue corn pancakes with herb grained bread and fresh fruit meringues. Wilson shared his recipes with the group and appropriate wines were served with each course, all sampled by the attendees. The chef arranged an impromptu showing of the main kitchen following the demo. [ ]

From time to time the question of shearing or vertical cutting of rooms and entries especially as an adjunct to the usual horizontal cuts, has cropped up in the literature of coal mining and in the discussions of mining men. Exact and definite data based an thorough tests have usually been lacking however and the present article is written to supply as far as possible this deficiency. The tests given below were made over a period of 90 days in the summer of 1921 and the object was to investigate the general .economics, if any, that might result from the introduction of vertical cutting as a standard practice into the Clear Creek mines. The machine used was the Oldroyd Universal coal cutter and comparative tests were made against the Goodman Straight- face machine and the 35 B Jeffrey Shortwall. The tests however should be held to apply only to the various methods of cutting and not as a study in the relative merits of the various machines. The first series of tests were made in the 2nd East district of No. 3 mine, where only entries were being driven at the time, the tests therefore cover only entry work. The presumption was that the entry width would be 12 feet but the oxerrun in some cases was marked enough to make the work comparable to rooms. The first test made was to determine the time necessary to shear as well as cut the places, and the results were reduced to the time necessary to cut a ton of coal. The time for shearing in the table includes the time necessary to revolve the cutter bar to the vertical position.
