To reduce operator exposure to drilling noise from roof bolting machines. Background Noise-induced hearing loss (NIHL) is a prevalent occupational illness in the United States. Studies indicate that 70%?90% of miners have NIHL significant enough to be classified as a hearing disability. Mine Safety and Health Administration studies indicated that roof bolting machine operators are among those overexposed to noise. Field studies support the premise that, on average, drilling is the loudest noise source to which a roof bolting machine operator is typically exposed and contributes greatly to the operator?s noise exposure. The National Institute for Occupational Safety and Health (NIOSH) has further determined that the drill steel and chuck radiate a significant amount of noise during drilling. To address this noise hazard, NIOSH developed a collapsible drill steel enclosure (CDSE) to encapsulate the drill steel during the drilling portion of the roof bolting machine duty cycle. In addition, NIOSH is collaborating with J. H. Fletcher & Co. in the continued development of a CDSE.

Coal-clay waste slurries were dewatered in laboratory-and small-scale continuous tests by the Bureau of Mines using polyethylene oxide (PEO) as a flocculant. Dewatering from a nominal 7-wt-pct solids to over 50-wt-pct solids was accomplished using 0.5 lb of PEO per ton of feed in small-scale continuous tests. Parameters such as pH, initial solids content, and PEO concentrations were investigated. Water recovered from dewatering was reused as dilutant for PEO solutions.

The U.S. Bureau of Mines investigated the operational characteristics of spliced portable power cables. This research had a dual purpose: (1) to determine the thermal and mechanical performance of repaired trailing cables and compare them with undamaged cables and (2) to gauge the impact of long-term, localized heating on the insulating and jacketing materials contained in cable splice kits accepted or approved by the Mine Safety and Health Administration. The ranges of splice joint resistance and tensile breaking strength were determined from laboratory measurements. The choice of crimping tools affected the strength of the splice under tension. Thermal profiles of energized spliced cables were constructed, which showed that spliced conductor joints operated 5 to 20°C hotter than the intact cable at rated currents. Accelerated life tests of thermally aged samples of splice kit insulation and jacket materials confirmed a deficiency in the thermal rating of the insulating tape. The recommendations in this report may be utilized to revise splice kit design, splice kit approval criteria, and trailing cable loading guidelines. Characterizing the thermal operating limits of spliced trailing cables may help to minimize the associated risks from explosions, fires, personnel burns, and shock.

Carbon monoxide (CO) sensors are used in mine fire early-warning systems. Experiments were conducted by the U.S. Bureau of Mines with six diffusion-type CO sensors to determine their response to a reference CO concentration under both static and dynamic flow conditions. Static experiments were conducted with 0.5 L/min flow of 16 ppm CO in N2 through 8-and 12-L chambers. Dynamic flow experiments were conducted in two environmental chambers: One had directional flow capability of 1 m/s, and the second provided moderately nondirectional flow as high as 1.8 m/s. Reference CO concentrations of 13.5 to 19 ppm in air were used for the dynamic experiments. The results of the static experiments demonstrated that the sensors consistently underestimated the reference gas concentration. The dynamic experiment results showed the sensors provided reasonable agreement with the reference gas concentration when directional flow effects were not considered. Directional flow effects were evaluated for two sensors. One of the sensors showed a strong dependence upon the relative orientation of the diffusion tube with respect to flow direction. The second sensor did not show a dependence upon flow direction. The sensors' directional flow effect is significant for their proper in-mine utilization.

The lack of visibility near earthmoving equipment resulted in six fatalities in U.S. surface mining operations during 2003. These accidents were the result of either a piece of equipment striking another vehicle or worker, or the equipment traveling over the edge of an embankment. Figure 1 is an example of a recent accident that resulted in serious injuries to one worker and fatal injuries to two others when a van parked in front of a haul truck. Two fatalities occurred in separate incidents when front-end loaders struck workers. Another two workers were killed when their equipment backed over the edge of a highwall or dump point [1]. There is clearly a need to provide better information to equipment operators regarding their surroundings. [ ] Researchers at the National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory, are working to reduce these accidents by developing systems that sense obstacles and changes in terrain near the equipment and provide this information to the operator. Many off-the-shelf proximity warning systems that were developed for automobiles, light trucks, and recreational vehicles were evaluated on off-highway dump trucks [2]. Many limitations were found with existing systems, including frequent false alarms, limited detection range, a lack of specific information on an obstacle (e.g., location, identity), difficulties in finding suitable mounting locations, and an inability to withstand the environment. These limitations have necessitated the development of new systems designed specifically for large, off-highway, earthmoving equipment. New off-the-shelf systems available for mining equipment include radar and tag-based detection systems. Prototype systems now being developed include a proximity warning system based on the Global Positioning System (GPS) and a computer-assisted stereovision system. Development of these new systems was accomplished by working with manufacturers to modify existing systems to meet the needs of surface mining and through cooperative research with organizations to develop completely new solutions. A typical proximity warning system consists of a sensor or antenna mounted on the equipment that detects the presence of obstacles and an alarm interface in the cab of the equipment. Some systems, as described in more detail below, also require that other vehicles and personnel on the ground be outfitted with electronic tags that transmit an “I’m here” signal back to the system (e.g., radio signal detection systems or GPS). Many types of proximity warning systems are on the market, but they are not all discussed in this paper. APPROACH In past work, engineers at NIOSH evaluated several off-the-shelf proximity warning technologies in order to verify their effectiveness on off-highway dump trucks [2]. Dump trucks were chosen because of the number and severity of accidents involving this type of equipment and because extensive blind areas around these trucks are typical. "Electron spin resonance (ESRJ spectrum of the hydroxyl (· OH) radical spin adduct with .the spin trap 5,5-dimethyl-1-pyrrolintt-N-oxide has been obtained in suspensions of freshly ground quartz particles. The concentration of the spin adduct (and hence of the • OH radicals) increases with the amount of grinding. The dust's potential for the generation of the· OH radicals is maximum when fresh (i.e., immediately after grinding) and decreases to 50% in about a day on storage in air. Studies involving metal chelates .indicate that the • OH radical formation involves mainly the silica surface and H20 rather than the Fenton reaction. The results suggest that hydroxyl radical reaction(s) could be important in the lipid peroxidation and fibrogenicity by quartz dust, particularly .in acute silicosis. INTRODUCTIONIn this paper we report on our electron spin resonance (ESR) detection of the formation of hydroxyl (·OH) radicals in aqueous suspensions of freshly crushed quartz particles. This work was undertaken with a view to find possible clues to the role of free radicals in the pathogenesis of quartz-induced fibrogenicity, commonly known as silicosis. We noted that while silicosis is one of the major health hazards in coal and mineral industries, the mechanism by which the quartz particles exert their toxic action on cells and the process(es) by which these actions progress to fibrogenesis are still poorly ·understood (Reiser and Last, 1979; Singh and .Rahman, 1987). It is generally thought, nevertheless, that the action of quartz particles on the biological membranes is the starting point of the silicotic process (Parazzi et - al., 1968). A possible clue to the mechanism of the membrane damage by quartz particles, in terms of the role of oxygenated free radicals, is suggested by the following observations. A suspension of quartz particles in contact with alveolar macrophages has been reported (Gabor et al., 1975; Koike et al., 1982) to initiate an enhancement of lipid peroxidation, defined broadly as the oxidative deterioration of polyunsaturated components of lipids. Hydroxyl (· OH) radicals are known to be capable of peroxidation by abstracting hydrogen atoms from cell-membrane lipids (Halliwell and Gutteridge, 1985) and of initiating lipid peroxidation in lysosomal membranes. (Fong et al., 1973). Arong other lines, it is known that exposure of cell membranes, fatty acids, and unsaturated food oils to ionizing radiation, which generates· OH radicals, causes rapid peroxidation (Halliwell and Gutteridge, 1985). Thus • OH radicals (and also other oxygenated species such as Oi, 10 2, and H20 2) might be expected to play a role in the toxicity of quartz. Earlier studies of the aqueous chemistry of quartz suspensions have reported detection of H2O 2 (Kalbanev et al., 1980), implicating the formation of ·OH radicals as transient species. However, we are not aware of any report of the detection of • OH radicals in quartz reactions, and thus the present study was undertaken. Since it-is known that, because of their high reactivity (hence short lifetime) in aqueous media, the • OH radicals cannot be detected via ESR directly (Finkelstein et al., 1980; Buettner, 1982) we have used .ESR combined with the spin-trap methodology (Finkelstein et al., 1980) for studying the· OH formation. The results show that· OH radicals are indeed formed in aqueous suspensions of freshly ground quartz; thus pointing to ·a possible new clue to the cytotoxicity of freshly formed quartz particles and thereby to silica fibrogenicity."

An experiment was conducted by the U.S. Bureau of Mines and the Canada Centre for Mineral and Energy Technology (CANMET) to measure the emanation rate of radon from cemented unclassified mill tailings in two dewatered stopes of a uranium mine at Elliot Lake, Ontario, Canada. The radon was monitored upstream and downstream and in both stopes to determine the concentration in the stopes and the amount exhausted from both stopes. The emanation rate was determined to be 0.55 pCi/cm2 sec-1 from the mill tailings, which is approximately 1,000 times higher than the average flux in the mine before backfilling.

Tunnel-driving is recognized as a hazardous occupation; adequate support of roof and sides for preventing accidents from falling material is usually one of the most important safety problems. Where extraordinary conditions of sand and water are found, this problem becomes even more difficult. Tunneling at the Tioga No.2 mine was stopped when a 22-foot bed of water-saturated, fine gray sand was encountered. The tunnel, designed to house an ore-conveyor belt, was being driven from both ends. Driving was extremely difficult at both the upper and lower faces when the sand horizon was reached. A distance of 178 feet remained between the faces. Heavy pressures deformed the steel-supporting rings at the upper face, and there was an inrush of mud and sand at the lower face.

To develop a business case that promotes adoption of noise controls by reducing barriers to industry acceptance and enhancing drivers that foster their implementation. Background Over 75% of the U.S. mining workforce is exposed to hazardous noise, putting them at risk of noise-induced hearing loss (NIHL). Consequently, coal miners suffer high rates of hearing impairment that increase to 70%-90% by retirement age. To address the noise problem for coal miners, researchers from the National Institute for Occupational Safety and Health (NIOSH) first determined that the continuous mining machine (CMM) ranked first among machines associated with reported coal noise overexposures. Further studies found that most CMM noise is generated by three component systems on the machine: dust collection, cutting, and conveying. Of these systems, the on-board chain conveyor was found to be a dominant noise source. Noise generated by the conveying system was addressed through the development of a urethane-coated flight bar chain. The coated chain, shown in Figure 1, has demonstrated an 8-hour time-weighted average (TWA) reduction of operator exposure by 3 dB(A). It has since been accepted by the Mine Safety and Health Administration (MSHA) as a "technologically achievable" noise control for CMM operators who are exposed to noise that exceeds the MSHA permissible exposure level. Having demonstrated the noise reduction performance of the coated chain, NIOSH has assembled information into a business case that can be used by operations considering adopting the chain at their worksite.

The functional safety of programmable electronic (PE) mining systems is an international issue and concern. From 1995 to 2001, 11 PE-related mining incidents in the U.S. were reported by the Mine Safety and Health Administration (MSHA); 71 PE-related mining incidents were reported in Australia. MSHA does not have regulations for formal evaluations of the functional safety of PE mining systems. Hence, the National Institute for Occupational Safety and Health (NIOSH), in partnership with MSHA and the industry, generated the NIOSH safety framework for functional safety of PE mining systems. An overview of the NIOSH framework is given; the key framework elements, the safety life cycle and safety integrity levels are detailed. The safety framework approach has impacted the national and Australian mining industries by enabling the industries to advance from an ad-hoc approach to a formalized and systematic functional safety process. In retrospect, valuable lessons were learned for addressing functional safety and for changing industry perspectives and practices. These lessons continue to benefit mining and are applicable to other industries as well.

"SummaryAs part of an effort.to understand the mechanics of fine fragment formation in coal, which is important in studies of respirable dust due to mining, fracture toughness measurements and the strain energy density (SEO) theory were applied to calculate the crush zone size under a cutting tool in coal. This · zone is the major source of fine fragments in the 1 to 10 µm size range. The model used in these calculations is a boundary element program containing a failure criterion based on the SEO theory. The boundary element program calculates linear elastic stresses at numerous points in the coal material ahead of a cutting bit. These stresses arc then input to a subroutine called critical ftaw length and orientation (CFLO) which uses the SED theory to determine the CFLO for a small crack at the boundary element stress computation point. The extent of crushing is based on earlier postulates about . the role of inherent flaws in a fragmentation process. To form 1 to 10 µm fragments requires firstly a local stress strong enough to activate flaws with a characteristic length less than 1 to 10 µm and secondly, a flaw density sufficient to provide an average spacing between flaws also on the order of 1 to 10 µm. The locus of active lO µm ftaws represents the maximum possible extent of fine fragmentation in the 10 µm or less size range assuming that a sufficient inherent flaw density exists. The approach offers a first order approximation to the extent of crushing under a tool tip. The size and shape of the crush zone volume is affected by the attack angle and geometry of the tool.IntroductionFine fragment generation in the 1 to 10 µm size range under the action of a generic coal cutting tool may be explained on the basis of fracture mechanics which suggests two major sources of fine fragments: first in a crush zone near the tool tip and second by shear fracturing. along major macrocrack surfaces (Zipf and Bieniawski, 1988a). In this paper, fracture toughness measurements and the strain energy density theory are used to calculate the crush zone size. This zone represents the major source of fine fragments in the 1 to 10 µm size range and understanding the mechanical factors controlling its size represents a first step toward using fracture mechanics to characterize the ·tendency of various coals to produce undesirable fine fragments."

The Bureau of Mines investigated the absorption of radium and thorium from waste uranium leach liquor by clays and other materials. This work was conducted in support of the Bureau's goal of minimizing the environmental conflicts, impacts, and occupational hazards associated with mining and milling operations. Tailing and soil samples from New Mexico were evaluated for their potential to absorb radium and thorium from tailing liquors. Absorption ranged from 0 to 97 pct for radium and 0 to 60 pct for thorium. Some samples that readily absorbed radium were contacted with various salt solutions that could be present in tailing solutions to determine whether desorption would be a potential problem. The desorption of radium ranged from 0 to 75 pct. An alpha spectrometric method was used to determine the radium and thorium concentrations in the solutions and solids.

Bureau of Mines research has not included analyses of mining dredge safety since 1948. Because of the increasing use of dredges, 63 fatal accidents and several hundred nonfatal injury accidents involving dredges were examined. Also, 31 working dredges and 3 dredge manufacturers were visited to acquire qualitative information. Drowning accidents represented 59 pct of the fatalities and are delineated in detail. Also, countermeasures against other hazards are discussed.

The U.S. Bureau of Mines investigated the use of unsupported liquid emulsion membranes (LEM's) for the extraction of copper from relatively dilute aqueous solutions (=0.3 and 2.5 g/L Cu), The performance characteristics of the three main unit operations of an LEM circuit (emulsion generation, metal extraction, and emulsion breaking) were assessed in laboratory-scale batch tests. In single-stage extraction tests using 2.5-g/L Cu feed solution, emulsion membranes extracted up to 94 pct of the copper from solutions without pH adjustment and 99.7 pct when the pH was maintained at about 2.5. Simulated two-stage crosscurrent and countercurrent circuits extracted all but 3 and 4 ppm of the original copper content, respectively. Extraction data from solutions containing mixtures of metals indicated a strong preference for Cu2+ extraction when oxime-type extractants were used in the LEM; however, some coextraction of Fe 3+ and Zn2+ was experienced. An electrostatic coalescer was used to break the copper-loaded emulsions for separation of the component phases. Up to 96 pct of the contained stripping solution (internal solution) containing the extracted copper was separated from the organic phase of the emulsion membrane. The recovered organic phase was recycled without apparent problems.

The Bureau of Mines is endeavoring to ascertain how mineral fuels in which the Government has a direct interest, by ownership or use, can be utilized with highest efficiency. For this reason the bureau has been, and is, carrying on investigations to ascertain the condi- tions of furnace construction and management that are necessary to insure the smokeless combustion of the different coals that are found in public lands or are purchased for Government ships and power plants. Another reason for the bureau undertaking these investigations is the need of better furnace management and a more careful selec- tion of fuel at many Government plants. There are Federal build- ings in hundreds of cities. The coals available at many of these cities differ greatly in quality, and the furnaces in some of the Fed- eral buildings were not designed for efficient utilization of the cheap- est available coal. Hence, some of the boiler plants smoke badly unless fed with low-volatile coal and have caused repeated com- plaints not only from neighboring property owners who have suffered damage, but from persons endeavoring to create a civic pride in clear air. In the course of its fuel investigations the bureau has noted the conditions governing fuel consumption in different cities and has studied the attempts made by these cities to abate smoke through the passage of ordinances imposing penalties on smoky stacks. Some results of that study are presented in this report. The most im- portant conclusion reached is that smoke abatement by ordinance can not hope to succeed unless supported by public sentiment and that a smoke ordinance should look to future prevention rather than to immediate prohibition. In other words, strict control of furnace construction offers much greater hope for smoke abatement than desultory imposition of severe penalties on the escape of "dense" or "black" smoke.

Present-day interest in the rare-earth elements and their compounds, for both metallurgical and ceramic uses, makes it highly desirable to accumulate basic thermodynamic data that can be applied to theoretical considerations of the processing of these substances. Such data still are seriously lacking. This Bureau of Mines paper reports the results of high-temperature heat content measurements of the sesquioxides of four rare-earth elements--europium, gadolinium, neodymium, and samarium--and of the closely related element, yttrium. The U.S. Bureau of Mines, in cooperation with the Mine Safety and Health Administration (MSHA) and the mining industry, has identified and demonstrated the effectiveness of several improved face ventilation techniques for longwall mining systems. These include the following: identifying improved techniques for measuring face ventilation parameters on longwall sections, installing curtains at the intake end of the longwall face to maximize usage of the primary airflow, identifying optimum face airflow rates for maximizing dilution effects, and coursing the primary face intake from tailgate to headgate to minimize outby airflow contamination. Application of these techniques throughout the mining industry should reduce the health hazard associated with excessive exposure to respirable coal mine dust.

Domestic production of greensand (glauconite) increased 15 percent in quantity and 13 percent in value compared with that of 1964. Since only two firms were in operation, statistics on production and sales for the year are not reported in order to avoid disclosure of individual company confidental data. The average annual production for the 5-year period 1961-65 was 4,306 tons valued at $200,200. The material was marketed for use as a soil conditioner and a water softener. An article of mineralogical interest was published concerning the New Zealand glauconites.2

Surface mining of coal involves removing soil and rock that overlay coal beds in order to expose the coal. Compared to underground coal mining, surface mining generally costs less, is safer for miners, and usually results in more complete recovery of the coal. However, it also results in much more extensive, though temporary, disturbance of the land surface, which can cause serious environmental problems unless the mined land is carefully reclaimed. The earliest commercial U.S. coal production was in the anthracite region of Pennsylvania. Beginning in 1807, mining became important enough for the federal government to begin keeping statistics on annual production. During those early years of coal mining, reclamation of mine sites and Support facilities was not required by law; however, in the 1930's, as surface mining became more widespread, the idea of mandatory environmental protection and reclamation started to grow. In 1939 West Virginia enacted the first law to regulate the coal mining industry. Similar laws were enacted by Indiana in 1941, Illinois in 1943, and Pennsylvania in 1945. During that period, coal production accelerated greatly and the surface mining of coal became much more prevalent. During World War 11, the demand for coal took priority over environmental concerns, with little consideration for reclaiming the land after mining. Mining pits were not backfilled. Dangerous highwalls were left exposed. Trees and other vegetation were buried by waste material that was simply dumped down the slopes below mines. Topsoil was buried or allowed to wash away. Landslides formed on unstable hillsides. Slopes eroded rapidly because of the lack of vegetation. Polluted water collected in mine pits. Streams became clogged with sediment. Streams and rivers were frequently polluted by acid mine drainage. This vivid image of surface coal mining remains indelible in the minds of most Americans, who remain unfamiliar with modem surface coal mining methods and the changes brought about by the Surface Mining Control and Reclamation Act. After 1945, more coal-producing states instituted regulatory pro- grams. Many required permits for mining. Some included inspections. A few made operators post performance bonds to guarantee reclamation when mining was completed. However, due to the variations in those individual programs, it cost less to produce coal in states with less stringent reclamation requirements, giving operators in those states an economic advantage, generally at the expense of environmental quality. With the 1970's came a surge in the demand for coal resulting from the nation's need for increasing electric power generation and the uncertain supply and increased cost of imported petroleum-based fuels. The resulting increased coal production prompted a series of state laws, primarily in the West, aimed at controlling the environ- mental effects of surface mining. During the late 1960's and early 1970's, North Dakota, Wyoming, Colorado, and Montana passed laws to regulate mining and reclamation. The continuing lack of uniformity among the state surface mining programs and the increase in unreclaimed land and associated pollution of water and other resources caused a growing demand for nationwide regulation of surface coal mining, both to remove the economic inequities and to is sure an acceptable standard of reclamation. After many years of debate, Congress passed the Surface Mining Control and Reclamation Act (SMCRA), which was signed into law August 3, 1977. The Act established a coordinated effort between the states and the federal government to prevent the abuses that had characterized surface coal mining in the past. The law also applied to surface disturbances created by underground coal mining.
