This program plan is one of three research alternatives being considered by the Bureau, each based on a different level of anticipated funding. This report documents the low funding level program plan.

[The purpose of this report is to present results of tests on the effectiveness of a spray of water mist, commonly called compressed-air water blast or water blast, in reducing the concentration of dust present in the air shortly after blasting and during mucking of the blasted material. Many observations have been male on the effectiveness of such ,sprays, but published quantitative information on comparative dust concentrations with and without their use, obtained by dust-sampling methods in use in this country, is rare if not absent. Tests conducted. in South Africa about 19164/ and more recently in England5/,6/ have shown that such sprays reduce the dust concentration to very low values within a fen minutes after blasting.]

This report summarizes the results of laboratory investigations conducted by the Federal Bureau of Mines to obtain hydrometallurgical information on the dissolution of mercury sulfides from ores, flotation concentrates, and pure mercuric sulfides. Statistical methods were used to design the experiments and evaluate the resulting data. Studies demonstrated that cinnabar is readily soluble in sodium sulfide, partly soluble in potassium sulfide, and essentially insoluble in ammonium sulfide. Additions of sodium hydroxide or potassium hydroxide to sodium sulfide solutions increased mercury extraction slightly; when either was added to potassium sulfide or ammonium sulfide solutions, mercury extraction was equal to that of sodium sulfide. Tests at the Albany Metallurgy Research Center showed that sodium sulfide would completely dissolve chemically pure mercuric sulfide, more than 95 percent of the cinnabar in 5-percent mercury flotation concentrates, and 60 to 90 percent of the cinnabar in low-grade ores. The double-leach tests showed that potassium sulfide would dissolve over 90 percent of the arsenic in mercury-arsenic products and 1 to 10 percent of the mercury; then sodium sulfide-hydroxide solutions would dissolve 80 to 90 percent of the remaining mercury and 5 to 10 percent of the arsenic.

A ventilated helical boost pump was developed that can handle varying flow rates and/or solids concentrations while operating at a single rotational speed and without computer assisted feedback controls. The boost pump developed and briefly tested during this program was designed to accomodate flows suitable for a 3-in. diameter pipeline. The boost pump's ventilated design provides the automatic pressure regulation needed to meet the system's requirements for supporting transient pipeline flow.

Bureau of Mines research on the hydrogenation of coal has been concerned with developing processes that could be used to supplement the Nation's petroleum and natural gas resources. Motor fuel was produced in a subsidized coal hydrogenation industry in Europe prior to 1945, but the process used is still not economical and other methods of producing liquid and gaseous fuels from coal are being investigated. As an aid to the planning of coal hydrogenation research, a literature survey was made of processes or methods of hydrogenating coal that differ from the subsidized or conventional process. This report contains a bibliography of unconventional methods of hydrogenating coal and a brief discussion of the economics of the conventional method. A general discussion of unconventional methods is included, and the advantages and disadvantages are pointed out where possible. The survey supplements a previous Bureau of Mines survey3 and a comprehensive review published in 1930.4

Carbonizing properties of the principal coal beds of Perry County, Ky., are described in this Bureau of Mines report. Seven samples, representing the Hindman, Flag, Haddix, and Fire Clay beds, were carbonized by the Bureau of Mines-American Gas Association (BM-AGA) method, and yields of products and physical properties of cokes were determined. Carbonizing properties of blends of Flag and Fire Clay coals, with 20 and 30 percent Pocahontas No. 3 low-volatile coal from McDowell County, W. Va., also were determined. Expanding properties of the Flag and Fire Clay coals and their blends were determined in the Bureau of Mines sole-heated oven. The Perry County coals tested are high-volatile A bituminous in rank and, with the exception of the Hindman-bed sample, which contained excessive sulfur, were chemically suitable for metallurgical use. The three coals tested in the sole-heated oven contracted less than normal for Appalachian coals of similar rank, Blending the Fire Clay and Flag coals with 20 or 30 percent low-volatile coal increased coke strength appreciably but increased the expansion beyond normal limits for industrial blends.

This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. As the information submitted contributes largely to the promotion of safety in the industry, special effort has been made to ma e these questionnaires as complete as possible.

Interim performance specifications are presented for carbon monoxide, methane, and air velocity transducers used in the Bureau of Mines intrinsically safe mine monitoring system. These specifications give quantitative values or qualitative descriptions of the transducers, including environmental parameters and monitoring system measurement and maintenance requirements as recommended by the Bureau of Mines. Commercially available transducer modules and prototype modules are listed together with selected characteristics.

This is a progress report summarizing more than 5 years of a long-range Bureau of Mines research program. The purpose of this program has been to investigate the fire and explosion properties of Green River oil shale in the Bureau's Experimental Mine, in laboratories, and in the field. The lean limits of explosibility of oil shale dust, by small-and large-scale tests, are reported as a function of grade, ignition source, and particle size. A limited number of laboratory tests on the autoignition of oil shale dust layers and the spontaneous combustion tendencies of oil shale are described. Moderate-scale rubble fire tests were conducted to determine flame spread rates as a function of ventilation flow. With the aid of a system to continuously monitor methane emissions in a deep oil shale mine, the characteristics of the methane flow are reported as a function of ventilation and blasting procedures, and are compared with gas yields from core samples. Tentative predictions as to the emission of the methane to be expected in deep oil shale mines, far from the outcrop, are offered. Brief reference is made to a parallel investigation into the fire and explosion hazards of oil shale mining and processing by a Bureau contractor; detailed results of the latter investigation are to be found in the contractor's reports.

The Bureau of Mines has developed prototype instruments promising to improve the ability to warn of imminent roof falls. An unusually good opportunity to test these comparatively under natural caving conditions was afforded by the forecasted caving in August 1977 of a mined-out region of the White Pine Mine. The latter's rock strata closely resemble those in many coal mines. The anticipated cave was of the competent-roof/weak-pillar type. It occurred as, and when, predicted. Automated convergence and bed separation gages agreed well with the standard manual convergence gage measurements. A micro seismic gage was found to be insensitive to the fall and may require different test conditions for effectiveness. A roof resistivity unit was tested under a separate Bureau of Mines contract. (No. H02720J7). An unplanned addition showed interesting potential.

This report presents the results of tests conducted by the U.S. Bureau of Mines to determine the transport characteristics of highly concentrated paste backfill mixes made from dewatered total mine tailings. The slurry concentrations of the mixes were all above 78 pct by weight with slumps ranging from 6.4 to 16.5 cm (2.5 to 6.5 in). Laboratory material property tests and full-scale pumping tests were conducted using pipe diameters of 102, 128, and 154 mm (4, 5, and 6 in) and a positive-displacement pump. The results indicated that the tested backfill mixes can be successfully transported as a stiff paste and identified the influence of and the interaction among the various mix and system variables.

Criteria applicable to noise in coal cleaning plants are presented, and the generally applicable noise control principles and approaches are discussed. The operating characteristics and equipment of coal cleaning plants are described. Considerations entering in the selection and design of noise control means are delineated, and specific means for equipment noise reduction are described. The limited utility of acoustically absorptive materials in plant spaces is indicated, administrative means for reducing worker noise exposure are pointed out, and ear-protective devices are described briefly. The reduction of plant noise reaching nearby communities is discussed. Programs leading to quieter machines an coal cleaning plants are suggested.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation, and utilization of coal . The mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British Committee . Engineers from other allied countries cooperated in some of the investigations . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , deputy solid fuels administrator . The personnel of the mission consisted of H. F. Yancey , in charge , J. W. Buch , Thomas Fraser , L. L. Newman , and L. D. Schmidt , of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology ; H. J. Rose , vice president and director of research , Bituminous Coal Research, Inc .; and F. H. Reed , chief chemist , Illinois Geological Survey . Over 50 reports were written by the members of the Solid Fuels Mission . These and microfilms of supporting data obtained in the course of the investigations are on file at the Bureau of Mines , Washington , D. C. where they are available for public examination . The Office of the Publication Board in the Department of Commerce is prepared to furnish photolith copies , photostats , or microfilm reproductions of all declassified reports . A Bibliography of Scientific and Industrial Reports is issued weekly by the Department of Commerce , Office of the Publication Board , and is sold by the Superintendent of Documents , Government Printing Office , Washington 25 , D. The estimated recoverable reserves in the area in the vicinity of Eska 2 mine are, 699,300 tons in the Chapin and Emery bas of the Maitland group. Those recoverable reserves are in the area between the Eska fault zone and Jonesville fault and extend down dip from the outcrops. No reserves were developed by the Eska 2 entry or by drill hole 14-16 in the Eska fault zone. The small quantity of reserves in the vicinity of the Eska 2 mine is insufficient to justify development of a now, modern .nine in this area. The estimated recoverable reserves in the area east of aka Creek are 974,500 tons in the Eska, Shaw, and Martin beds of the Eska group. Most of those reserves occur in the south limb of the syncline. It will be necessary to practice subjacent mining methods to recover these reserves in the Eska group. The Eska bed developed by the diamond drilling in this area comprises coal end few thin partings. The Shaw and Martin beds comprise two bunches of coal separated by partings, and the product from full-bed mining will require thorough preparation.

Over 60 simple; were prepared and forwarded to Dr, S. Z. Toma, TPO, PMSRC as a result of this project. Included among these samples were various low temperature forms of silica. Samples of quartz, cristobalite, and tridymite with iron, manganese, and titanium impurities present were prepared. In addition, a long series of samples both wet ground and dry ground for times from 1/2 to 8 hours were prepared. Numerous miscellaneous samples were submitted which included kaolinite, calcite, muscovite, illite, montmorillonite, Ba3(P04)2, and YPO4 among others, in response to special requests from the TPO. The silica rich portion of selected binary (CA 203-Si02, In 203-Si02, Li20-Si02) Na20-Si02, PbO-Si02, SnO2-Si02, Sn02-Si02 BaGa204-SiO2 and SrGa204-Si02) and ternary systems (Na20-Ga203-Si02 and Li20-Ga203-Si02) was investigated to determine the effects of solid solubility on the stabilization of the high temperature forms of tridymite. In addition to the determination of the extent of these crystalline solubilities, observations were made. on the mechanism of the transformation of silicic acid to tridymite and the rate of the reaction in the presence of foreign ions,
