This study was done to evaluate the costs of various dumping operations at waste and spoil piles. It has been theorized that accidents associated with dumping operations might be reduced by short-dumping rather than edge-dumping, but many operators have been reluctant to use short-dumping because they believe it is not as cost effective as edge-dumping. To evaluate this perception, researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health reviewed the costs of various dumping methods at waste and spoil piles. The study found that overall cost differences between the two methods were not significant in most cases. However, while overall cost differences between the two methods appear small, capital costs could be more significant when short-dumping if numerous dump sites are used concurrently. The choice of which method to use should be based on considerations of the safety of dozer and truck operators.

The utilization of large diameter drilled holes for mine shafts seems to have had its beginning in Europe about 1850 (28) where the mining industries of Germany and The Netherlands first used drilled shafts. Recent shafts in softer formations of diameters as large as 25 feet and as deep as 1, 700 feet have been drilled in both The Netherlands and Germany. The first shaft drillers utilized cable tool or churn drilling techniques which limit both hole diameters and drilling speeds. Though some churn drilling of shafts is still performed, rotary drilling has been the dominant technique for many years.

Introduction This Instructor’s Copy contains most of the information needed to use the Wearing Hearing Protection Properly 3-D training reel. It offers practical suggestions on how to use the reel as a training aid, performance objectives for deciding if the training is appropriate for your needs, and discussion notes that provide additional information to the user. The 3-D reel was designed as a self-teaching aid that drillers and others who work at a drill site can use wherever the opportunity for such training presents itself. The latter could be a company preshift requirement or a tailgate session where workers would have an opportunity to view and discuss the reel. It could also be an individual looking at the reel in a pickup truck prior to beginning work at a drill site. The 3-D training reel is versatile in that it can be used for a small group of persons or for a single worker. For any of these situations, information is transferred to the individual by viewing each of the seven colorful, in-depth 3-D scenes and relating the words that appear in each scene to what is depicted in the visual. This bulletin is a revision of Bulletin 63 and is published by the Bureau of Mines in order that purchasers of coal for Government, State, municipal, or private use may be informed regarding advances or refinements in sampling coal deliveries and preparing specifications for the purchase of coal. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form, but the same in principle, has been gradually adopted by other departments until, at present, of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publioations a listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples representing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the specification method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly representative of the commercial product delivered in wagons, railroad cars, or ships. Therefore the method of taking and preparing samples for shipment to the laboratory has been given fully as much care as the making of the analyses and tests, and a general plan of collecting samples fairly representative of the delivered coal has been evolved through various modifications and improvements based on experience and increased knowledge of the physical and chemical characteristics of the various coals that are purchased by the Government. The method that is in general use by the Government is described in the following pages. In connection with studies of the coal deposits of the country, of the best methods of preventing waste in mining, and of increasing efficiency in the utilization of coal belonging to or for the use of the Government, geologists and engineers of the United States Geological Survey and of the Bureau of Mines have visited more than 2,500 coal mines scattered through all of the coal-producing States and Territories. From each mine 2 to 8 or more samples were taken, the number depending upon the size of the mine and its output. The analyses and descriptions of the samples collected up to the end of the fiscal year 1913 are published in Bureau of Mines bulletins 22 a and 85,b and those of samples collected in the fiscal years 1914 and 1915 are presented in a bulletin that will soon be published by the bureau. A study of the analyses of these samples and of the samples taken from cars shipped from a number of the same mines shows that the mine samples are as a rule of higher grade than the average commercial shipments, particularly with respect to containing a lower percentage of ash and having a correspondingly higher heating value. This difference is due to the fact that the Government inspector, proceeding on the basis of what can be done by a good miner, usually removes more of the partings of bone, slate, and other extraneous matter from his mine samples than the average miner does in ordinary practice, the aim of the miner being to get the maximum number of tons past the tipple inspection, as his earnings are based on his output. The average miner, therefore, does not always take as much care as he might in rejecting the impurities. This report describes work performed and results obtained for the technical and economic feasibility study of oil production by mining methods. The characteristics of oil fields which would make them amenable to mining techniques were identified. An inventory of known U.S. oil fields that offer this potential was collated. This was further divided into fields having potential for underground and surface mining systems development. Several candidate fields that fit particular underground and surface mining system types were then selected. Conceptual mining systems were designed for the selected fields. Five underground and four surface methods were chosen. Costs of oil production were estimated for these selections. The impact of oil mining an the environment was also considered.

Recent theoretical, experimental, and field studies conducted by the Bureau of Mines suggest that rock failures may be predicted and, in some instances, controlled. Theoretical studies that were later corroborated by laboratory and field studies predict that a seismic anomaly will precede rock bursts and/or roof falls in mines. The seismic anomaly is predicted to consist of an increase in the number of seismic events occurring in the immediate vicinity where the failure 1s nucleated. This increase will then be followed by a dramatic decrease of seismicity in a broad region that surrounds the location of the impending failure. The dimensions of this region allow a preliminary estimate of the time to failure (measured from the time the seismicity increase began) as well as an estimate of the energy that will be released at the instant of failure. Field observations indicating that this predicted behavior does precede rock bursts and a roof fall are presented in this report. Implications of results to the problem of failure control in mines that experience massive rock failures are discussed.

Protection against fire is a greater problem at a coal mine, than at an ordinary industrial plant. Generally mines are located in isolated districts and do not have the protection of city fire departments; consequently fire fighting aquipment must be installed by the mining company. Fire protection around a mine is just as essential as it is in the city.. and undoubtedly is more important if the fire should be underground where many lives would be endangered and all means of escape cut off. A surface fire can generally be attacked from any angle, but an underground fire can be attacked only as conditions will permit.. U. S. Bureau of Mines engineers have investigated many serious mine fires that undoubtedly could have been extinguished in incipiency if a fire extinguisher or fire hose and water had been readily available. In past years very little attention was given..to fire fighting equipment and organization around mines, but in recent years three gen a derde hange of opinion among many of those engaged in mining, and nearly all up-to-date mining companies now have some kind of fire protection about their mine Probably the first company in Illinois to install regular fire fighting equipment and effect a fire fighting organization at its mines, was the Madison Coal Corporation, which operates several mines in Illinois. The main office of this company is in Chicago and the general field office is at Glen Carbon, Ill.

The investigation of major and minor coal-mine disasters has been a routine function of the Bureau of Mines since its inception in 1910, and the facts obtained during such investigations have been used as a basis for determining the precautions that the managements and employees of many mines are observing to forestall similar occurrences. The Bureau has conducted research on roof-control and other mine problems, but a comprehensive study of other fatal accidents was not attempted until February 10, 1950, when the policy of investigating all coal-mine fatalities in the United States was approved by Bureau of Mines Director James Boyd. The investigations are being conducted by Federal coal mine inspectors functioning under the provisions of the Coal Mine Inspection and Investigation Act of May, 1941, Public Law 49; and reports covering the investigations are distributed to management, the State mine-inspection agency, and representatives of the mine workers' organization have jurisdiction at the mine.

Since the promulgation of the MINER Act and the follow-up changes to the regulations governing mine seal construction and maintenance, mine operators must be acutely aware of the atmosphere in sealed mine areas and prepared to deploy control technologies when the conditions are warranted. On Site Gas Systems1 in Newington, Connecticut was awarded a contract by the National Institute for Occupational Safety and Health (NIOSH) to construct a novel in-mine nitrogen (N2) generation plant using pressure swing adsorption (PSA) technology. PSA technology utilizes carbon molecular sieve material and pressure to adsorb oxygen (O2) molecules while allowing N2 molecules to pass through the sieve material. The prototype PSA unit was tested at the NIOSH Safety Research Coal Mine (SRCM) where a 62,000 ft3 area of the mine was rendered inert during a series of two tests. The resultant data were then used to construct a CFD simulation of both injection tests. In addition, O2 depletion and gas leakage rates were quantified in the model and were compared to actual values. Once the model was calibrated, the sealed mine area was doubled and simulations were made with various injection rates and injection site locations to determine the impact on the time needed to render this area inert. This paper presents an overview of the PSA plant, the details of the gas injection tests and CFD modeling work.

The technological and economic pattern of the U. S. mining industry has undergone a rapid and continuing change since World War II. To provide realistic up-to-date cost data and to disseminate knowledge of technical developments, the Federal Bureau of Mines, with the cooperation of individual mining companies, is presenting a series of mining methods and costs reports similar to those it issued before 1939. Shaft sinking has always played an important part in mine development and [ration] and is an appropriate subject for this series of reports. Shafts [are] especially important in areas such as the Coeur d'Alene district of Idaho, where every major mine is served by one or more shafts and shaft sinking is in progress at one mine or and her almost continuously.

Stress analysis programs such as MULSIM/NL, LAMODEL, MinSim 2000, and EXAMINETAB are used in the mining industry to analyze stresses and displacements in coal mines, platinum mines, gold reefs, and tabular-type deposits. These relatively simple numerical models can efficiently simulate yielding and failure of a rock mass near a mine opening and subsequent stress transfer. The main input parameters for these models are a family of nonlinear stress-strain curves for the in-seam material. For many applications of these models, such as in coal mining, extensive field measurements and observations exist from which to estimate these stress-strain curves and calibrate the numerical models; however, such measurements are lacking for other types of mines. A three-step method is presented to determine nonlinear stress-strain curves for boundary-element (BE) programs used in many mining applications. The method requires a suite of laboratory-scale strength tests at various confining pressures. Note that this analysis uses laboratory-measured strength and modulus properties of alluvium. The dependency of the mechanical properties of alluvium on scale has not been established, although more tests are being planned. However, it is believed that the relative comparisons performed are valuable regardless of scale effects. First, the FLAC2D computer program is used to model the laboratory tests and determine cohesion (c) and friction angle () for a Mohr-Coulomb material model. Second, another FLAC2D model uses the c and values to calculate vertical stress and strain around a single opening in the rock mass. This model calculates the stress-strain path of points at various distances from the opening boundary. Finally, based on these stress-strain paths, the stress-strain curves needed for a BE analysis are derived. This three-step method was demonstrated in a large, flat-lying underground test facility in very weak rock. The BE analyses agreed well with observations of failure at the test facility and provided a basis for evaluating the behavior of alternative layouts.

In early June 1986, an underground fire of unknown origin erupted in one of several entries of a coal mine located in southwestern Colorado. For a time, mine personnel aggressively fought the fire. However, control of the fire was later lost. To prevent further damage and reduce the possibility of an explosion, all portals and shafts to the mine were sealed. The mine operator requested the U.S. Bureau of Mines' assistance in obtaining and analyzing mine fire gases taken from sampling ports placed through the mine seals, as well as down boreholes drilled after the fire. This report recounts activities within the first 2 years of the mine being sealed. It includes a description of gases analyzed and mine atmosphere status equations generated from the analyzed gases. The gases were analyzed by chromatography and included standard atmospheric gases as well as higher hydrocarbons that are found in postfire atmospheres. Nine equations were used to evaluate what was occurring within the sealed mine. Following a description of the rationale behind each equation, the 2-year trend is briefly analyzed.

Geology and oil-yield data are presented for a 58-square-mile area encompassing the U.S. Department of the Interior oil-shale leasing program tracts in the western Washakie Basin, Sweetwater County, Wyo. Lithology and oil yields of samples from three Bureau of Mines coreholes are evaluated and correlated with Kinney Rim surface sections measured and sampled by the U.S. Geological Survey. Minable sections of oil shale averaging up to 25 gallons of oil per ton crop out on Kinney Rim in the Laney Member of the Green River Formation. Thick oil-shale sections in the Laney Member that average 15 gallons per ton represent 155 million barrels of oil in place per square mile. In the lower part of the Green River Formation the Tipton Shale Member contains a 20-to 40-foot section averaging 15 gallons per ton. Beds of high-volatile C bituminous coal up to 6 feet thick are present in intertongued parts of the lower Green River Formation and upper Wasatch Formation.

The United States has not begun commercial operations to tap its largest poten-tial sources of oil supply - oil shale and coal. The reason is that domestic petrol-eum has been plentiful in the past and liquid products probably could be produced from it at the lowest cost. In view of the ever-increasing need for petroleum in the United States, the critical international situation threatening foreign supplies, the growing demands for steel, and the heavy costs to industry of constantly discovering and developing new oil fields, it is believed that the prompt development of a synthetic fuel industry based on oil shale and coal is not only requisite to safeguard our oil supply but is an economically sound course for the foreseeable future. To neglect its development is to close our eyes and minds to our own resources at a time when they are needed critically. It also is apparent now that neither the Government nor industry would be taking any considerable economic risk in starting the initial plants, especially as measured against their potential value in meeting critical oil and chemical demands and in building a new industry in the West.

This publication contains four papers presented at a seminar on mine subsidence control held in Pittsburgh, PA, on September 19, 1985. The seminar was designed to keep the mineral industry informed of new technology developed by the Bureau of Mines that permits reliable and accurate prediction of mine subsidence. The papers describe actual field studies undertaken by the Bureau to monitor surface subsidence over longwall panels. Topics discussed include the efects of subsidence on water table levels, the development of subsidence pre calculation methodology suitable for use with the specific lithological conditions of the Pittsburgh coalbed, an engineering comparison of technologies used in surveying for longwall mine subsidence, and a comparison of the process of subsidence over two different longwall panels.

Three-dimensional velocity tomograms were generated to image the stress redistribution around an underground coal longwall panel to produce a better understanding of the mechanisms that lead to ground failure, especially rockbursts. Mining-induced microseismic events provided passive sources for the three-dimensional velocity tomography. Surface-mounted geophones monitored microseismic activity for 18 days. Eighteen tomograms were generated and high-velocity regions correlated with high abutment stresses predicted by numerical modeling. Additionally, the high-velocity regions were observed to redistribute as the longwall face retreated, indicating that velocity tomography may be an appropriate technology for monitoring stress redistribution in underground mines.

Searles Lake, CA, contains the largest known domestic tungsten resource. The brines in this near-dry lake bed, located in the Mojave Desert 130 mi northeast of Los Angeles, contain an estimated 135 MMlb of tungsten. However, the low concentration of tungsten (0.080 g/L W03) in the supersaturated brine makes selective tungsten extraction very difficult. Although many brine chemicals are extracted from the lake, tungsten recovery was an elusive goal prior to Bureau of Mines development of an ion-exchange technique. This publication describes the Bureau process. The following subjects are ad-dressed: ? The Searles Lake tungsten resource. ? General problems associated with tungsten recovery. ? Bureau research objectives. ? Synthesis of ion-exchange resins. ? Development of a two-stage ion-exchange tungsten extraction and concentration procedure. ? Product recovery and purification. ? This circular deals primarily with the various methods of longwall mining used in some mines in certain districts of the Middle Western States. In some instances underground methods were considered comprehensively, and in others only the actual methods of mining and face advance were noted. Results obtained by the mines in output per man were compared only on the basis of an operating day, since idle time and number of men employed would not, be comparable due to the great difference between mines in different districts. Man-hours per ton per operating day are noted in a general way. Material and power costs are not included. ACKNOWLEDGMENT The information used in preparing this paper was obtained through the courtesy and cooperation of the presidents and other officials of the comparnies operating the mines described. The approval of the executive of each property was obtained for publishing this manuscript, and the accuracy was checked.

This report details work performed and results obtained in a study of the water management aspects of oil shale mining and retorting in the Piceance Creek Basin. Three specific sites were investigated, and optimal water management systems for both conventional and in-situ extraction processes were generated. Water-related legal and environmental constraints on development were identified and the water management schemes were developed in compliance with these regulations. Limitations on shale oil production implied by limited water supplies were evaluated. Potential Basin-wide effects of development were evaluated using a computer model, and mitigation strategies were developed. Recommendations for additional investigation and analyses were presented.
