Alliancing is a contractual relationship in which organisations with an interest in a project are brought together in an atmosphere of co-operation to produce superior results to benefit all of the participants. Fundamental to the concept is the management of the risks associated with the project. The traditional risk management strategy adopted by clients has been to transfer this risk to others in the belief that this will result in the lowest overall project cost. It is assumed that competition in the market place will allow these risks to be transferred without paying a premium. However, this approach often results in the development of an adversarial climate, a high level of litigation, time and cost overruns and an overall poor project outcome. Under an alliancing arrangement the parties (client, designer and contractor) are aligned through shared interests in the projectÆs success by linking profitability to performance. Under such an arrangement, an atmosphere is created whereby the participants are motivated to focus on cost-savings, pursue best value and to innovate. Successful alliancing can result in highly motivated project teams and realisation of extraordinary productivity and cost-savings flowing from increased efficiencies. The situations in which alliancing can be successful are discussed with particular reference to the Wandoo Alliance which successfully completed the $375 million Wandoo B offshore oil platform in record time and with considerable savings to the project budget.

Detailed studies of mineral paragenesis, isotope and trace-element geochemistry, and physical mineralogy at Mount Morgan are compatible with deductions by Geopeko Ltd geologists concerning field relationships in the mine area. Considered together, field and laboratory data suggest that the Mount Morgan deposit originated from a shallow, intrusive, acid volcanic dome similar to those which produced the Kuroko-type deposits in Japan. At Mount Morgan, however, interaction with sea water was much less, the sulphides were concentrated rather than forming a group of deposits, and only the throat of a breccia vent is pre- served, so that only the lowermost parts of Kuroko-type deposits can be compared with the Mount Morgan mine. A final difference lies in the presence at Mount Morgan of a quartz diorite adjacent to the ore. Mineralogical data are compatible with post-ore intrusion, possibly up an earlier volcanic fissure.

Natural leaching of minerals has been recorded for some two millenia but surprisingly only in recent years has enough been known of the process for any serious design to be made. Copper has been recovered from natural mine waters since about the 17th century but again little progress was made in de- sign procedures until recently. Natural or dump leaching was started as a recovery process late in the 19th century and in the years up to the classic study of Taylor and Whelan in 1943 a series of impirical optimis- ations made it a valuable process for treating low grade or waste material. The biological nature of Sulphide leaching was proven by Colmer and Hinkle in 1947 and since then a large mass of data has accumulated on the microbiology, biochemistry, and response of ores to this form of attack. In spite of this knowledge and the vast amount of pract- ical experience available there are few recorded attempts to present methods of calculation or design procedures that can be used for setting up a leaching process. A framework is given here on which such procedures can be based and indications given of the inherent advantages and limitations of the process,

IN carrying out experiments to determine the amount of metal taken away by fume or fine dust the apparatus used requires to be strong and compact, as it is generaIIy necessary to work on a staging fixed at considerable distance above the ground and against a smoke stack or flue. It is essential that the test be carried out at a part of the stack welI away from any bends, to prevent eddies. The method described below has been used for estimating the dust losses from Dwight & Lloyd sintering machines, antimony drossing furnaces, pot sintering trials, etc., and has been founc! satisfaetory. It is welI to bear in mind that the longer the period over which dust coIIection is extended, the more valuable the result is likely to be. The rateof aspiration of the gases through the apparatus is kept as regular as possible by changing the filter thimbles frequently, and the rate of flow should correspond closely with the rate of flow of the gases up the stack.The apparatus required for carrying out a test is as folIows :-{a) Thermometers : two are required, one for taking the temperature of the gas in the stack and one for giving the temperature of the gas in the aspirating drum. Information from bores in the LatTobe Valley has been accumulating for over fifty years, and the manual extraction of details has become a limiting factor in their use.Punched card equipment, installed by the State Electricity Commission for accounting purposes, was known to be available for reasonable periods, and it was suggested that this could help in the extraction of data from the voluminous records.Investigation showed that they could be substantially duplicated on cards, with consequent gains on many operations; the cards being regarded as an auxiliary to the existing records.BRIEF DESCRIPTION OF RECORDSAs a bore is drilled a continuous record of the strata is kept, together with notes on the presence of water or any unusual features which the driller may observe.When coal is struck, samples of each ten feet are usually sent for analysis.The location and surface level of each bore is fixed by surveyors, and details of dates and methods of drilling are also kept.Bores are allocated numbers, prefixed by the name of the parish within which they are drilled. Numbers are allocated in conjunction with the Department of Mines, to avoid duplication.Records of strata and analyses are kept in folders, with 100 bore numbers per folder.Standard plans are drawn, showing the locations, bore numbers and surface levels. For each bore they also show the depth and thickness of coal struck, and the total depth drilled.Cross sections are then drawn, connecting the various coal seams, which have been identified by the geologist.

A comprehensive understanding of the rocks associated with coal seams, and also of the coal itself, is essential in assessing the likely behaviour of the materials before, during and after the mining process. The nature of the rock materials involved in coal mining can give rise to risks from adverse geomechanical properties, create problems in coal quality control and produce difficulties with environmental impacts, all of which may affect the profitability, impact and safety of the operation. Examples of issues associated with rock composition include slaking and degradation leading to roof, floor, pit wall or spoil pile instability, ignition of methane in mine atmospheres by frictional processes, liberation of quartz-rich dusts into ventilation systems, production of coal with unfavourable preparation or marketing characteristics, and escape of suspended solids or potentially toxic leachates from spoil piles and other types of emplacements. Methods for evaluating rock composition include microscopic examination, chemical analysis and X-ray diffraction, with the latter being especially useful for fine-grained rocks or for clay-bearing materials. Other techniques, such as geomechanical testing and down-hole geophysical logging, are also useful, but give less direct information about the actual composition of the materials involved. Indeed, understanding of rock composition, through microscope or quantitative X-ray diffraction studies, provides a basis for checking information from other sources, explaining different aspects of rock behaviour, and an essential link in relating geophysical or geotechnical data to broader-based geological models as part of the risk assessment process.

Clyde Materials Handling (CMH) and WorleyParsons have developed a concept for a flash furnace feed system using the specialist pneumatic conveying equipment expertise of CMH and the flash furnace process experience of WorleyParsons. CMH has developed a proprietary volumetric feeder (called a Rotofeed), which is extremely accurate and overcomes many of the problems inherent with loss-in-weight screw feeders and drag chain conveyors, previously regarded as state-of-the-art. Initial indications are that the Clyde-WorleyParsons feed system could deliver the following benefits to flash furnace operation: accurate pulseless delivery of feed material to the head of the burner leading to improved combustion performance and process stability; highly accurate split to the individual quadrants of a conventional burner tube, or provision of a smooth hollow curtain to a burner without guide vanes; decreased pressure pulsation in the furnace due to improved combustion control and performance; and decreased temperature fluctuations in the furnace due to improved combustion characteristics and hence reductions in refractory thermal stress and wear.

In the first half of this century a mining industry was developed in Indonesia under Dutch colonial rule. World War II and the subsequent struggle for independence resulted in the destruction of most of the infras- tructure and much of the data. After independence, restrictions on for- eign investment and internal turmoil prevented re-establishment of a viable mining industry until the formation of the present Government after 1965 and the enactment of sound laws in 1967 to encourage foreign investment. Rebirth of the mining industry was followed initially by slow growth, but in the 1980's, spurred by the worldwide interest in gold, Indonesia has become the focus of an intense exploration boom for gold and other precious metals. 103 Contracts of Work for gold have been awarded since 1985 with Australian companies being the most predominant. Since 1985 three new gold operations have been commissioned and another two are nearing completion. Several more are undergoing feasi- bility studies. There is reason to predict that Indonesian gold produc- tion will grow to place the country in the ranks of significant producers during the 1990's.

THERE is available a considerable amount of literature concerning the practice, and, to a smaller extent, the theory of ventilation as it applies to coal mines. Publications considering the subject of ventilation of metal mines from a practical viewpoint are much less numerous, whilst the treatment of the theoretical aspect of the question (except in so far as is common to coal mining) appears to have been almost neglected. This may be due to one of two causes (a) That in many metal mines (especially those which have not attained a great depth), on account of the greater number of connections with the surface, as compared with coal mines, natural ventilation has sufficed.(b) That in metal mines where the foregoing is not the case the solution of the ventilation problem from theoretical considerations has been regarded as involving so many complications that any attempt at the determination of a set of concrete ventilation figures applying to and throughout the mine would be futile. Whilst it is freely admitted that the difficulties inherent in the application of theory to the ventilation of metal mines are numerous, it must also be admitted that few attempts have been made to overcome them. The ultimate aim, of course, would be the collection of sufficient data to enable the probable behaviour of the air-currents throughout the whole of the workings of any mine to be accurately predicted under any particular set of circumstances. A computer programming language known as GPSS is described and possible applications for the mining engineer are presented. The language is continually being upgraded with improved versions appearing about every three years. The tremendous power of the language is considered by comparing it with standard engineering programming languages, such as Fortran or Basic. Sample problems that can be solved using the language are indicated. The advantages and disadvantages of the languages are also discussed.

Higher commodity prices and environmental considerations will make selective narrow-vein mining more attractive in future. Unfortunately, hand-held airleg (jackleg) mining is a mature technology that has safety and productivity limitations. Despite decades of attempted innovation, no obvious successor to airleg mining has emerged. A review of some of the possible technologies is followed by a speculative description of the mine of the future, intended to stimulate thinking and discussion during the conference.

The perception of the mining industry in the Australian community has changed considerably over the last four decades. This has been partly brought about by changing values and expectations of the Australian community as well as by global factors. The legal environment for the Australian mining industry has undergone significant changes. Among them, the High Court's Mabo decision which confirmed native title rights as part of the common law and environmental legal developments are dealt with particularly. It is suggested that the Australian legal environment is not necessarily the prime cause for Australian mining companies taking their investment off shore. This is a summary on how native title impacts on land tenements and some of the major issues that emerged since the `Mabo decision' and the Native Title Act 1993 are discussed. Environmental legal developments have resulted in liability facing directors and senior management in compliance matters .and in operating mining and other businesses because of changes in community expectations. In the next decade it is suggested there will be many drivers for more changes in the legal environment. Some of these are touched on including the changing roles of the Commonwealth and State Governments, the High Court as -law-makers and the changing relationships with indigenous people in Australia and in overseas countries. The changing legal environment for mining demands a national approach in many areas on the proposition that resource based industries are part of a national industry. The uniform law approach among the States has been taking place but this needs to further. An appropriate task force should be forward to review the entire legal structure and regulations affecting mining on a national rather than a State basis . The mining industry will need to work with expectations of a changing community which have powerful, but sometimes contradictory, interest groups.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Base metal sulfides at the Currawong volcanic-hosted massive sulfide deposit in the Lachlan fold belt of Victoria, south-east Australia, were formed in the late Silurian, but D2 deformation of the deposit in the Devonian Bindian orogeny was responsible for structural repetition that created the resource. The primary sulfide lenses were stacked by reverse-sense shear zones within a volcano-sedimentary sequence dominated by dacitic intrusions and turbidites. Shear zones were localised along lithological contacts, including the margins of the sulfide lenses. The competent dacitic intrusions did not fold during D2; folding was restricted to the packages of metasedimentary rocks. Overturning occurs within, but not between, the metasedimentary packages. The overall geometry of the deposit is that of a duplex, but the detailed shape does not conform to idealised duplex types, probably because of post-D2 deformation. A significant complicating factor for understanding the deposit, and for resource evaluation, is the dramatic variation in deposit geometry along strike, which may also be due to post-D2 deformation. The present day configuration of the deposit results from constructive thrust repetition of what may have been a single ore lens and destructive along-strike disruption controlled by rheology.CITATION:Blenkinsop, T G, Macklin, D and Hammond, R, 2015. The working of alluvial deposits has from all times been a popular form of mining, not only from the simplieity of its operations, but also, in its more primitive stages, from the possibility of carrying it on without large capital, without skilled lahour, expensive plant, long terms of preparatory work, or, in fact, any other requisite than a shovel, a dish, and a stout pair of arms. It is possibly one of the oldest industries, and probably, also, it has been one of the most profitable.In tbe Australian States the happy days of rid alluvial deposits, when gold was to be hltd for the shovelling, are now almost over. The lust for gold has caused almost every corner of the world to be ransacked, and the more easily earned wealth to he exhausted: for the most part there remain now those deposits only which are too poor to be profitably worked by means of the implements and methods of old times. But, though the deposits have become poorer, the keen inventiveness of man has devised means whereby such large quantIties can be treated at a cost so low that he can still make a profit out of them. In this article, out of the many means devised, three only will be referred to-viz., hydraulic sluicing, bucket dredging, and hydraulic dredging. All mining may be divided into three principal operations-1st, the breaking down and conveying of the ground to where it is to be treated for the recovery of the metallic values, 2nd, the treatment of the material for the recovery of those values; and, 3rd) the removal of the worthless material or tailings. In all mining the object is to effect these three processes for the least expenditure of money commensurate with the highest degree of efficiency.

Water is a defining feature of the Pilbara. Its management was and remains vital for the pastoral industry which European settlers established when they first came to the Pilbara, and for the mining industry which now dominates economic activity in the Pilbara. Water availability in the Pilbara is, however, problematic. Severe droughts and major floods can occur at close intervals. In response to this uncertainty, the Department of Water undertook a Prefeasibility Study to determine, at a high level, the water requirements and opportunities in the Pilbara region. This paper reports on the outcomes of this study and the water integration opportunities in the region, identifying the sources of water supply and offers possible options for managing this water sustainably for the present and future demand. A range of supply opportunities is reviewed including: dewatering from mining operations, surface water, and desalination. All opportunities were subject to order of magnitude costing, including capital, whole of life and retail unit pricing with preferred options receiving further interrogation through triple bottom line (TBL) analysis to prioritise solutions. Options were also subject to intangible quantification (IQ) including benefits from the reduction of carbon emissions to ensure that the preferred option is based on factors other than just the least cost. Demand analysis was undertaken to identify current and future requirements and were assessed through review and integration of regional and sub regional master plans and consultation with mining, agriculture, industry and the community. The paper concludes that the viability of a Pilbara integrated water supply scheme depends on the development of a financial mechanism involving both government and industry participation models. The agreed scheme formed the basis of a submission to Infrastructure Australia for funding assistance.

The use of econometric models to assess the effects of a Government's policy on an industry is gaining momentum. This is particularly so for the Mineral Industry and it is important that mineral industry management understands the techniques involved in developing econometric models. Models are usually constructed outside the industry by either government departments or their consultants and used by the policy makers to investigate artificially the implementation and ramifications of new policies. This paper discusses the application of econometric models in Governmental policy determination, highlights the use of various models in Australia and gives an overview of the techniques involved using Australian examples.

The Argyle Diamond Mine is the first significant diamond producer in Australia. The project has been developed with new concepts in circuit design, process control technology, organisational development and training. After its first year of operation, the Argyle Heavy Medium Separation Plant has proven extremely efficient in recovering diamonds. Apart from cyclone wear, no major problems have been encountered. Ferrosilicon consumption is well below the design level which is a reflection of the sound design of the medium circuit. An Audit Plant continuously monitors the Heavy Medium Separation Plant tailings for diamond loss.

Many hydrometallurgical processes produce large amounts of acid waste. This is illustrated by the copper S/X-E/W process which produces a bleed from the electrolysis tank house in the form of a concentrated sulphuric acid stream. Currently, the bleed stream is necessary to remove impurities such as iron that decreases the efficiency of the electrowinning process. However, this comes at a high financial cost owing to large quantities of make-up sulphuric acid required. A process has thus been developed with Zeneca Specialties (UK), ICI Australia and Gunpowder Copper Co at the University of Melbourne for the recovery of sulphuric acid from copper tank house bleed liquor. The recovery process uses the method of solvent extraction. Solvent extraction has the advantage of being a well-established technology in the mining industry and will reduce the environmental impact of the S/X-E/W process, as all additional chemicals can be completely recycled. The energy consumption for producing metal from ore is strongly linked to the chemical stability of mineral being processed, availability and richness of the ore, and process route. Energy efficiencies are particularly linked to the process route. The energy efficiency of high temperature operations vary considerably but energy efficiencies greater than 70 per cent are achieved for large-scale metal production. Low temperature processing through grinding, leaching and subsequent electrowinning use large amounts of energy. In particular, grinding and electrowinning suffer from low overall energy efficiencies. The physical chemistry of a new proposed low temperature route, reactive ball milling, is unclear but preliminary evaluations indicate that it is likely to suffer from high energy consumption. In conclusion, low temperature processing routes for metals generally consume more energy that comparable high temperature processing routes.

From a detailed combustion testing program and earlier experience with Leigh Creek coal, the Electricity Trust of South Australia (ETSA) gained a wide insight into the use of low rank coal fired boiler plant. This work is fundamental for the selection of boiler design parameters and other details which in turn determine the correct coal deposit selection for future power station development. In addition it gives boiler designers a good indication of the measures required to give reliable plant operation. Extrapolation from experience with existing plant, the designers main source of information, was not considered appropriate because of the lack of experience with similar coals. Brown coal beneficiation is also being assessed by ETSA in an attempt to improve the coal quality by the pretreatment of the raw coal prior to combustion in future coal.fired boilers. ETSA is also involved in the development of circulating fluid bed and gasification processes to determine whether these alternative processes are a more viable method of utilising the South Australian coals than pulverised fuel firing.
