Scrutiny of the whole explosives industry has increased as a result of the terrorist attacks on the World Trade Centre and the Pentagon on 11 September 2001 and the bombings in Indonesia, including the Bali bombings last year. This has been highlighted in specific press releases from governing bodies, like the Department of Mineral and Petroleum Resources û Western Australia, on the necessity of being in compliance with regulations for storage of explosives. As a result, audits by inspectors to assess compliance are to be expected. In a proactive move, DynoConsult has assisted several customers through benchmarking current practices, in order to identify any areas of non-compliance to the statutory requirements for explosive storage and security. This paper discusses the outcomes of supplier discussions and customer audits and highlights the implications for the industry.

The relatively new field of geo-metallurgy promises to improve the predictability of mill feed quality and enhance processing outcomes. However, it is subject to the same limitations as the prediction of grade using geostatistics and has additional limitations due to the spatial distribution of the variations being measured and the sample sizes required. Schedules based on geo-metallurgical models will, in turn, be subject to variations arising from geological control and practical mining constraints.This paper discusses the key drivers of variations in mill feed quality and quantity from a mining perspective. It concludes that geo-metallurgical modelling addresses only one aspect of the problem. A case study is provided to illustrate poor predictability of metallurgical performance even with very detailed geological data.

Process plants are characterised by variability of performance over a wide range of time-scales; reflected in fluctuations in metal recovery, concentrate grade, plant throughput and reagent costs. In turn, these fluctuations impact financial metrics such as operating costs and revenue. The primary cause of plant variability is variation in the physical, lithological and mineralogical characteristics of the ore fed to the plant. The variability of the ore is driven by the intrinsic heterogeneity of the geology and mineralogy of the orebody, the mining method and mine production plan, the capacity to stockpile and blend, as well as the plant flow sheet and the level of plant automation. Whilst the impact of ore variability on process plants is universally recognised, it is rarely quantified in financial terms. Consequently, opportunities to reduce its impact are often overlooked due to the lack of a basis for a quantifiable cost-benefit analysis to justify improvement initiatives. This paper will present case studies using production data from the Renison tin concentrator and a zinc concentrator. These case studies demonstrate that as the standard deviation of plant head grade increases (as a proxy for ore variability), plant metal recovery subsequently reduces. The metal recovery is then converted into plant revenue losses, to quantify the economic impact of ore variability. The Renison case study demonstrated that whilst a very rare occurrence, revenue losses were as high as 34 per cent (relative to the baseline) when standard deviation was at its highest. The zinc concentrator case study demonstrated that revenue losses were as high as 6 per cent (relative to the baseline) when standard deviation was at its highest. Options are available for reducing and managing ore variability in the process plant. These options include changing mining practices so that the ore is fed to the plant with less variability, more advanced process plant control systems and the use of predictive geometallurgical models.

MOIL Limited is operating 7 underground and 3 opencast mines in central India and producing annually more than 1.2 million tonnes of various grades of manganese ore. The underground mines are operating at shallow - 90 m at Munsar mine to moderate - 353 m at Balaghat mine below the surface with horizontal cut and fill (HCF) or its variant method of stoping with post filling by hydraulic sand stowing. The Munsar mine is being worked underground since 1903. The opencast mining is presently stopped. The ore body below the opencast quarry is geological continuity of the area excavated in past by opencast method of mining. The underground mining is done through the adit in three levels i.e. 270’L, 220’L, 170’L and by incline in western part of the property at 70’L. The horizontal drift development has been developed in the manganese ore body with sill drive of 5 m above the sill pillar in lower level at 70’L and barrier pillar of 5 m thickness is left for protection of upper level at 170’L. Valuable mineral has been locked in sill pillar and therefore rock mechanics investigations have been carried out. On the basis of study now the drift development has been carried out in footwall rock at 70’L, (-) 30’L and below levels and it has improved the mineable manganese ore by about 20%. In this modified HCF stope design, an alternative fill material in place of sand, which has been developed in house by use of overburden (OB) material after treatment, has been used for hydraulic stowing. The experimental trials find out that the alternative fill material of OB is more compact and forming a non expansion floor for the men and machines in the stope. This will certainly help in the introduction of mobile underground mining equipment for drilling in the stopes and mechanical mucking, transportation and loading of the ROM. The paper presents rock mechanics investigations and future use of alternative fill material of OB for better safety and productivity at Munsar Mine of MOIL. Underground metalliferous mining methods often result in the formation of vertical openings to facilitate the extraction of orebodies. These development and production techniques can result in the creation of vertical open voids, which include stopes, orepasses, ventilation raises and other excavations. There are risks associated with the use of mobile plant in the vicinity of these voids, especially during backfilling and when bunds are constructed at the edge of a stope or void. These voids can present unacceptable risks if not adequately managed.

“Let’s get discipline and quality into easy to understand evaluations!” Project Managers and MetPlant Operators accept poor quality evaluations because they are generally unaware of what they should expect.The 2010 draft AusIMM ‘Guidelines for Techno-Economic Evaluations’ were collated by a subcommittee of practitioners and are regarded as best practice.They apply directly to projects and metallurgical plant evaluations, including those with a heavy technical basis. They can be applied to technical problem solving where there are no monetary computations. Project Managers and MetPlant Operators should demand that economic models and evaluations follow the six principles. They should become working tools which are easy to understand, fit for purpose, consistent, rigorous, record sources of input data, have key graphs and are rapid to audit.

Desulfurisation of steel during ladle refining is governed by both thermodynamics and kinetics. For effective desulfurisation, thermodynamically, a low partial pressure of oxygen at the steel-slag interface and highly basic slag which possess a large sulfide capacity are desired. Kinetically, the mass transfer coefficient of sulfur in the liquid steel and in the slag determines the rate of desulfurisation. A fast desulfurisation rate is achieved by maintaining sufficiently strong argon stirring of the melt. In the present work, sulfur mass balance for steel and slag was performed after the desulfurisation treatment for several industrial heats. The decrease in the sulfur quantity of the liquid steel was more than the increase in the sulfur quantity of the slag. The discrepancy in the sulfur mass balance suggests that the sulfur could be transferred to: (a) the gas (via slag) phase; or to (b) the refractory (crucible) phase. The preliminary investigation of the refractory samples taken at slag-refractory and steel-refractory interface showed no interaction of sulfur with the refractory. Therefore, the possibility of sulfur transfer to the gas phase was verified by carrying out melting experiments of sulfur containing slag in an argon/air atmosphere. Sulfur containing slag was initially melted in an MgO-C crucible under an argon atmosphere followed by creating the air atmosphere just above the melt. Careful sampling and analysis from the cold spots of the crucible, much above the melt surface, revealed formation of a fibrous structure. Scanning electron microscopy energy dispersive X-ray spectroscopy (SEM-EDS) analysis of these fibrous deposits confirmed the presence of oxides and sulfides. Oxidation of sulfur containing slag under air atmosphere was also performed using a thermogravimetric analysis (TGA) set-up. It showed a constant sulfur loss in the range of 1300– 1500°C. Thermodynamic calculations carried out using FactSage™ ver 8.3 for these experimental conditions are in good agreement with the observed results.

My early experience with the coal industry was in the latter half of the 1970s, where attention to only ones own æaccidentsÆ and concentration on behaviour controls were impeding the introduction of effective engineering controls such as ROPS, FOPS, roof support and residual current devices. Lack of the broad picture of personal damage and of relevant veridical (true saying) knowledge and data had to be overcome to achieve progress in reducing fatalities. Thirty years on, it is again necessary to take stock. How good is our knowledge, our data, our information on which we make decisions. Despite Australian all industry 1992-93 data showing 80.5 per cent of costs came from occurrences which permanently altered peopleÆs lives, New South Wales is still the only state reporting permanent disabilities. In 1991 - 1992, the rate of permanent disability per 1000 wage and salary earners was two. In 2000 - 2001, it was over four û more than doubled. Also strongly motivating is the huge cost. Industry carried 25 per cent of the $34.3 billion costs for 2000 - 2001, up ten per cent of 82.8 billion if the costs of pain, suffering and early death are included.

"This paper reflects on the author’s experiences in undertaking mining studies and reviewing mining projects and technical reports, particularly over the past five years, and the impact of recent changes in reporting standards and listing requirements pertaining to mining-related evaluation and valuation exercises. It also discusses contemporary changes in the expectations of the investment community and the implications for the role of the technical specialist in providing advice to such stakeholders.Not for the first time in history, the resources industry has experienced a significant downturn after a period of strong, sustained growth in line with the traditional view of the cyclical nature of commodity markets. The resource industry is currently faced with capital austerity in the wake of projects ‘failing’ (not delivering to expectations). In response, the industry has experienced changes in investment behaviour (slowing of investment) and an increasing regulatory burden as stakeholders seek a greater understanding of mining project risks.This paper discusses this response and uses case studies to highlight the key learnings (perhaps re-learnt) by the industry. It also discusses the challenges faced by technical specialists in communicating the results of technical and valuation studies to the investment community.As investors seek to take advantage of the current stage in the investment cycle, the key challenge of the technical specialist is to effectively communicate the uncertainty in technical assumptions, risks and opportunities that drive project value.CITATION:Fairfield, P J, 2016. Many operating hard-rock sulfide mines are predicted to require perpetual post-closure management to prevent environmental degradation. Causes include evaporative concentration of metals and other solutes in pit lakes, and acid rock drainage from sulfide waste-rock, tailings, and pit benches. Dilemmas posed by the prospect of perpetual management include: uncertainty in predictive models typically prevents reliable bounding on forecasts for the timing or magnitude of environmental impacts; comprehensive closure designs that can meet environmental standards may not be economically possible, particularly when applied retroactively to mines permitted under less stringent closure requirements; the publication of site-specific environmental analyses in peer-reviewed journals are discouraged in the current regulatory environment, hindering scientific advancement; and the durability of financial and government institutions cannot be assured for the long-time horizons over which mine impacts are predicted to occur. Re-evaluating mine closure in a framework of sustainable development (as proposed by the Mining Mineral Sustainable Development forum), can resolve, in part, these dilemmas. Key sustainability goals include: assurance of the social and economic well-being of the local community; assurance of the long-term environmental integrity of the region; and establishment of institutions capable of addressing (and learning from) long-term environmental management. Under a sustainability framework, impractical plans for immediate attainment of perpetually-stable closure may be replaced with a fund for long-term management of environmental impacts (eg through contaminant migration controls and exposure barriers), and a set-aside long-term growth reserve intended to eventually fund more complete closure. Fund expenditures would follow Adaptive Managementùa template for environmental-management institutions in which knowledge accumulated and uncertainty acknowledged explicitly. Under adaptive management, trusts would be flexible entities, supporting an evolving program of monitoring, predictive model refinement, and treatment. Periodic value of information analyses would target data collection efforts, refining the balance between predictable cost and uncertainty. This framework could overcome present-day financial shortcomings, enhance the field of environmental science, and meet the needs of future generations through the propagation of capita.

The mining industry is facing economic pressures to treat more challenging and lower grade ore types, as well as pressure relating to environmental impact and social license to operate. Preconcentration through bulk ore sorting has the potential to benefit all these areas by enabling mining operations to divert material of low economic value prior to processing, thereby achieving higher feed grades and recovery, while reducing the processing plant and tailings dam footprint and capital required throughout the life of mine. The effectiveness of bulk ore sorting depends on the heterogeneity of material at the measurement location, as well as the accuracy and precision of the measurement. An understanding of ore heterogeneity can be assessed using drill core data, which provides metre by metre elemental assays. This paper reviews such data and assesses the grade distributions over different scales, which suggests that sufficient heterogeneity exists at mining scales to allow the potential for bulk ore sorting. Prompt Gamma Neutron Activation Analysis (PGNAA) technology has proven to be a successful measurement technique within many industries, including mining. PGNAA was first developed in the early 1980’s for the measurement of the elemental composition of bulk materials on a conveyor belt. Today, Pulsed Fast Thermal Neutron Activation (PFTNA) technology is also applied in elemental analysis of bulk materials and has some advantages for bulk ore sorting. In order to enable effective bulk ore sorting, however, a PGNAA/PFTNA analyser must be designed to provide a representative bulk ore analysis with the necessary accuracy and precision. Examples are presented to provide an understanding of the factors affecting PGNAA/PFTNA performance in relation to effective bulk ore sorting.

In April 2013, Rio Tinto Kennecott Copper’s (RTKC) Bingham Canyon mine experienced what is arguably the world’s largest ever in-pit slope failure. The failure initiated along a major, continuous, low-strength bedding fault, named the Manefay bed, and comprised approximately 145Mtonnes of rock and waste dump material. Initial East wall slope deformations were detected some months prior to catastrophic slope collapse by RTKC’s slope monitoring systems. However, the failure mechanism was different to that which had historically been experienced in the prior more-than-100 years of open pit mining. Failure occurred as two separate events, the initial one likely consisting of a frictional failure of rock materials along the Manefay bed itself, before a second phase of failure occurred, which included a large mass of old rail dump material. The combination of these events led to a much larger failure run-out than had been anticipated by the RTKC team which led to loss of, and damage to, mining equipment and infrastructure as well as significant interruption to mining activities. Due to the diligent monitoring of the slopes no safety impacts were experienced at the mine, and as such the details and learnings from this failure can readily be shared with the broader mining and geotechnical industries to avoid similar recurrences elsewhere. Multiple indicator kriging (MIK) has been used in the minerals industry for some decades. As one of the non-linear estimation methodologies, MIK has advantages related to resolving multiple or mixed populations, high variability data and strongly skewed distributions. Applying the MIK methodology requires a lot more effort when compared to other non-linear methodologies, for example localised uniform conditioning. This is due not only to the variogram modelling for multiple indicators, but the validation is also very important because the panel model is fundamental for follow-up work, including the generation of recoverable resources at the local or SMU scale. Apart from this, only a few reported case studies of MIK have documented post-processing of the estimated modelled distribution, representing the probability distribution at point scale at un-sampled locations. The MIK post processing should include the change of support from the point scale to the panel scale, and then the extraction of quantile values from the panel conditional cumulative distribution function (CCDF) for localisation of grades into the SMUs within each panel, based on a ranking estimate marking the SMUs from high to low. In this paper, we present a case study on a gold deposit with the MIK method with full-post processing implemented for recoverable resources. The MIK point estimate was carried out with an indirect lognormal change of support from point to panel scale, and localisation was done with a custom script. The localised uniform conditioning (LUC) method was also applied for comparison purposes. The comparison shows that MIK has advantages compared to LUC when comes to capturing the high-grades, especially when mixed or varying anisotropy is present within the mineralisation.

The Hunter Valley Coal Preparation Plant and associated materials handling facilities commenced operation in mid 1982. The new plant and coal handling system were designed to integrate with existing mining and preparation plant operations, but also to be flexible to future mining and marketing developments. The system includes: raw coal stockpiles, a 900 tph dense medium/water washing cyclone preparation plant, clean coal stockpiles, a 7.8 km overland conveyor, large finished product stockpiles and a high capacity train loading plant.The plant's development is described with reference to the original planning objectives. Features aimed at providing operational flexibility and performance are emphasised, including the use of; automated stackers and reclaimers, modular plant, distributed PLC control, a single flight overland conveyor, a network of automatic samplers and blending options to assist quality control.Details are also provided of an innovative technique for control of reclaimer rail track forces, stacker and reclaimer anti-collision systems and the use of DC injection braking.

In 1969, Queensland Mines Limited obtained two large Prospecting Authorities in Arnhem Land, Northern Territory, Australia. The Nabarlek uranium deposit containing some 12 000 t of U308 was discovered on one of these in June 1970. Mining and stockpiling of this deposit were completed in 1979 and processing to yellowcake, which commenced in June 1980, is expected to occupy an 8-10 year period. The continuation of exploration, essential for the company to become a longer- term producer, was inhibited in 1972 by a Federal Government "freeze" on exploration in Aboriginal Reserves in the Northern Territory. Subsequently, the procedure for explorers to gain access to exploration areas in Aboriginal land was radically changed by the proclamation of the Aboriginal Land Rights (Northern Territory) Act 1976. As a result of this Act and the associated administrative policies adopted by Governments, Queensland Mines Limited has not yet regained access to the exploration areas it formally held in the early 1970's.

Regulators have an important role to play in fostering and enabling reliable, effective, environmental management. Given this, it is perhaps surprising that there has been relatively little debate on exactly how regulators can enhance their own approaches, in order to promote improved outcomes overall. The authors argue that applying research on High Reliability Organisations, as well as the University of Pennsylvania’s Penn Program Framework for Regulatory Excellence, to regulators has the potential to facilitate positive environmental results across the mine life cycle.

Seven papers included in Session 8 of the Third International Mine Water Congress under the heading "Achievements in Mine Water Management & Research" have been reviewed. Only one paper, a case study by Masters on biological treatment of inorganically polluted effluent, has any connection with research in the sense of seeking new, generally applicable knowledge which would advance the frontiers of mine water management. The remainder deal with various aspects of the management of mine water ranging from investigation of the geology of a specific aquifer system through operating dewatering systems to the management of specific effluent disposal problems.

The thick coal seams of the South Maitland field are the only ones in New South Wales which have been worked extensively to heights beyond 3.8 m (nominal "thin" seam height). Under shallow cover only minor difficulties were experienced in developing first workings but later the widespread occurrence of incidents of spontaneous combustion and the growth of "creeps" extending over large areas gave the field its own peculiar problems. As the mines have driven under deeper cover extreme difficulties in forming development roadways have been experi- enced. Various methods have been adopted in an attempt to overcome the problems of the field.
