This paper is intended as a review from a planner's viewpoint, of the relationship between town and country planning, a primarily government activity, and the minerals industry, which, with the exception of coal, is a largely private enterprise activity. The paper first considers the nature of the system of planning in New Zealand, and the objectives sought by planners in relation to minerals are discussed. The reasons why these objectives are not generally being achieved are investigated. A final section deals with the gap between objectives and achievement, and suggests a number of ways in which this gap may be narrowed.

The design of excavations in rock must, implicitly or explicitly take into consideration the influence of small- and large-scale geological structures. For most sites the complexity of a fractured rock mass is best captured using a 3D fracture system model based on field data. A discrete fracture network (DFN) approach involves stochastic modelling of the ‘smaller scale’, nondeterministic structures. For slope stability or tunnelling projects DFN modelling provides a valuable geotechnical tool for characterisation of a rock mass and identification of likely failure mechanisms.This paper presents a suite of the DFN modelling undertaken for the design of a large open pit in Australia. The proposed pit is to encounter a 160?m thick, high strength, sheared shale unit, which overlies a crystalline basement. DFN modelling was undertaken separately for both the shale and basement units. While the model inputs and development for each unit are briefly presented, the focus of this paper is on the various applications of the DFN modelling.A key advantage of the DFN approach for design studies is its probabilistic application to structural analyses and results. Multiple realisations of the same model were generated for both the shale and basement units, with the stability analysis carried out on each iteration. The generation of a large number of DFN models and analyses allow assessment of wedge volume, factor of safety and proportion of unstable slope for a range of conditions. The DFN modelling at the case study site was also utilised for a number of other purposes. For example, investigation of likely fault lengths in the shale unit and combined rock mass and defect failure. The development of this tool has been influential in improving our understanding of fracture networks for excavation design.CITATION:Weir, F M and Fowler, M, 2014. The Barrytown ilmenite pilot plant was commissioned in two stages using Westport Titanium Project heavy mineral concentrate. The wet concentrator was commissioned on the 17 December 1989 and produced magnetic concentrate from this date.   The Drymill was commissioned on the 27 January 1990 and produced product grade ilmenite successfully from the onset.   The commissioning period was exceptionally short by normal standards and few problems were encountered. This paper concludes with general observations of operations of the pilot plant.

Traditional kinematic and statistical analyses of geological structure for geotechnical engineering applications, while considered industry standard practice, have some limitations and unrealistic assumptions. An improved approach involves a discrete fracture network (DFN), a numerical model that explicitly represents how defects may be spatially distributed through the rock mass. The DFN technique utilises the structural data in stochastic analyses to give a range of possible models used for visualisation and stability analyses.The early development of the DFN approach was largely associated with modelling fractured hydrocarbon reservoirs and nuclear waste isolation programs. With recent improvements to computational power it has become recognised internationally as a valuable tool for modelling some geomechanical problems encountered when designing excavations in fractured rock masses. For tunnelling or slope stability projects DFN modelling provides visualisation of a rock mass and identification of likely failure mechanisms.This paper presents a suite of DFN modelling undertaken for the design of a tunnel within the Ashfield Shale unit of the Sydney Basin, Australia. The necessary input parameters and derivation of these, along with the importance of both an accurate engineering geology model and validation of the synthetic fracture network are demonstrated. Multiple realisations of the DFN were analysed to provide an indication of the number and volume of unstable blocks for the proposed tunnel geometry, enhancing support design. The central Taupo Volcanic Zone is a region of intense Quaternary silicic volcanism accompanying rapid crustal extension. Modem central TVZ is the most frequently active and productive silicic volcanic system on Earth, erupting rhyolite at c.0.28 m3 s-1. The rhyolites show no major compositional changes with time, but the total extent of magma chamber zonation has changed with the advent of rifting and crustal extension at c.0.7 Ma. At least 34 caldera-forming ignimbrite eruptions have formed a complex sequence of relatively short-lived, nested and/or overlapping volcanic centres in central TVZ. Taupo contrasts with other large silicic magmatic systems in the exceptionally high frequency, but small size, of caldera forming eruptions. This contrast reflects the thin, rifted nature of the TVZ crust that precludes the development of long term magmatic cycles at Taupo. Within central TVZ, non-rhyolitic compositions have been erupted apparently irregularly in time and space; in particular there is no evidence for a geographic separation of basalts from andesites. TVZ is a rifted arc, but its segmented nature, high thermal flux and voluminous rhyolitic volcanism make it unique on Earth.

Following the Coalbrook Colliery disaster in 1960, Salamon and Munro (1967) established the well known empirical coal pillar strength formula in South Africa. This formula has prevented further violent multiple pillar failures. In 1996, a back analysis of the collapsed and uncollapsed cases in Australia led to the development of the Australian empirical coal pillar strength formulae. The original collapsed and uncollapsed coal pillar database of Salamon and Munro (1967) was updated in 2006. This study introduced various strength formulae for different coalfields and seams in South Africa through back analyses of collapsed and uncollapsed cases. Today, the resultant pillar strength formulae from these previous studies and the behaviour of coal pillars are mostly well understood and applied with confidence. However, it was assumed in the previous studies that the behaviour of pillars is not time dependent; therefore, the formulae established do not provide an associated time to failure of coal pillars. This paper attempts to evaluate the so called 'Geometrical Limits' concept to provide the Australian coal mining industry with a tool to assess the long-term behaviour of bord and pillar workings where the pillars are prone to failure due to spalling of ribs. In order to achieve this outcome, the principles of the safety factor concept and the probability of failure calculated using the coal pillar strength formulae have also been evaluated and practical design examples are presented in this paper.

Successful development of coal seam gas (CSG) resources in low-rank coalfields such as the Powder River Basin has raised interest in CSG from low rank coal in New Zealand. Kenham Holdings Limited holds 12 Petroleum Exploration Permits (PEP) covering some of New ZealandÆs low-rank coal and lignite resources and has engaged CRL Energy Limited to assist in the systematic evaluation of the CSG potential of the permits. To date, exploration results from seven New Zealand coalfields reflect differences in coal type, rank, depositional environment and depth of burial between coalfields. Several of the explored coalfields are considered prospective for CSG. One of the most advanced Kenham exploration programmes is in the Hawkdun Coalfield, Central Otago.   The Hawkdun Coalfield contains a single, thick lignite seam with properties that are similar to the Powder River Basin. Preliminary results indicate the Hawkdun Coalfield is prospective for CSG with the potential to contain between 25 and 60 PJ of gas; enough to supply a 30MW power station for ten to 25 years. Further drilling is planned to investigate the economic viability of the Hawkdun Coalfield. The in situ permeability of the lignite, the amount and availability of free gas, gas saturation at depth and market opportunities will determine its economic viability. If initial pumping and production results in the planned exploration programme are promising, the Hawkdun Coalfield will be further developed with additional production drillholes to form a trial production pod.

Pilot-Plant Testing of Ammoniacal-Cyanidation for Gold Recovery from Copper Gold-Bearing Ore The results of pilot-plant tested ammoniacal-cyanidation of gold recovery from copper gold-bearing ore are presented in this paper. This ore is from a deposit of Russian Federation with gold and copper grade 9.5 g/t and 0.4 per cent, respectively. Copper is largely present as malachite and azurite. The presence of chalcopyrite and bornite is also observed. In order to recover gold, gravity is recommended. Two options of ammoniacal-cyanidation using leaching of gravity tails, CIP and filtration, were tested. It was found that ammoniacal-cyanidation using filtration of leaching tailings and recycled solutions is the most optimal option. The proposed flow sheet provides for 89.7 per cent gold recovery from gravity tailings at the consumption of NaCN 0.9 kg/t and (NH4)2CO3 7.5 - 9 kg/t. Compared to conventional cyanidation, this technology decreases the consumption of sodium cyanide from 4 up to 0.9 kg/t at the same gold recovery. It can be recommended for the treatment of copper gold-bearing ores with the similar composition.

A clear understanding of the intensity of coal and rock burst is the basis for future research on burst mechanism and control. There has been a wide variety in the description of coal and rock burst damage at different countries using multi-methods, which makes the common understanding even more challenging. Therefore, this paper presents a broad review on the quantifications of intensity of coal and rock burst and seismic risk around the world, considering critical factors including seismic energy, magnitude, peak particle velocity and ejection velocity. It is found that the seismic energy of coal and rock burst can widely range from 0.002 MJ to 60000 MJ, with equivalent Richter magnitude from -1 to 4. The daily seismic energies can be used for seismic risk potential assessment, with energy levels from 0.1 KJ to 10 MJ, which is much lower than the burst sources. The magnitude of the seismic events can be also estimated based on the weight of damaged coal mass and human senses of vibration and sound. For the seismic intensity represented by peak particle velocity (ppv), it keeps constant within fault radius and attenuates with a speed of 1/r4 and 1/r in near and far field respectively, thus it is possible for a small seismic event to induce considerable ppv causing severe damage if the epicentral distance is small enough. There has not been a strong correlation between the ejection velocity and ppv, as seismic energy is only one of the energy sources that contribute to the kinetic energy of burst damage. A cover of inert material overlain by topsoil is required over compacted, seawater-neutralised red mud, a waste product from the refining of bauxite to produce alumina. The cover is to be revegetated, and it is necessary to demonstrate that the potential evapotranspirative-driven uptake of salts from the seawater-neutralised red mud will not impact the revegetation. An instrumented column was designed and constructed to test the evaporation-driven uptake of salts from compacted red mud into an overlying cover material with a thickness limited to 600 mm. The PVC column is 1.2 m high, with a 200 mm internal diameter. The column is instrumented with up to ten of each of moisture, suction, salinity and temperature sensors, together with a data logger, designed and manufactured at The University of Queensland (UQ) in Brisbane, Australia. The sensors were installed through the wall of the column at various depth intervals, with each set of sensors located at quarter points around the circumference of the column. Two pressure transducers were installed in the column to monitor the change of water level due to rainfall and evaporation. The column was filled with compacted red mud to a depth of 600 mm overlain by 600 mm of cover material, both sourced from the Queensland Alumina Limited (QAL) site in Gladstone, Queensland, Australia. The column is installed on a building roof at UQ, alongside a weather station, and will be subjected to the prevailing weather conditions for up to 1 year in the first instance, during which time the weather conditions and sensor responses will be continuously monitored. Recent legislation in the environmental field gives the mining industry an opportunity to take timely action to address its image. Shifting the focus away from mining (the activity) to minerals (the resource) will enable the mining industry to stand on equal footing with other industries and will help minimise the vulnerability to political and interest groupsÆ interference.

The New Zealand Minerals Industry is small but growing. Over the next 10 years it will be facing stiff international competition for skills to support this growth, particularly from Australia who are forecasting that a further 70 000 people will be employed by 2015.   The value of commodities mined and quarried in NZ continues to increase; and the value of coal, metals and industrial minerals production reached $1.505 billion in 2006, an increase of 15 per cent on 2005. Production increases will continue à. Latest Crown Minerals statistics show that national prospecting and exploration expenditure rose to $29.9 million in the year ended March 31 2006 û an increase of 46 per cent from the $20.4 million spent in the March 2005 year. The equivalent 2001 year expenditure was only $2.48 million.   The industry already experiences difficulty in recruiting the people it needs with ongoing demand for skilled underground miners, trades people, and mining professionals. This discussion paper will outline the national context with regard to labour, skills and training. It will suggest options and provide an opportunity for conference participants to discuss the way forward.

Application of the Anaconda Simplified Work Index for Multiple Test Sizes Vale uses Bond Work Index measurements extensively in a number of applications. The Bond Work Index is usually a good parameter for checking scale up procedures when sizing ball mills, as well as the basis for variability analysis whenever drill core data is available. It is typical to measure between 100 and 150 Bond Work Indexes, depending on the deposit characteristics. The Bond procedure is relatively complex and time costly. It also requires relatively large amounts of sample, which are very expensive to be obtained. The benefits of the Anaconda simplified procedure are: considerably smaller sample requirements and laboratory time. This makes it very much attractive at Vale's development centre, including geometallurgical mapping, operation efficiency control, mine to mill, etc. The Anaconda simplified procedure was implemented and evaluated at Vale's Development Centre using a number of ores and several samples of each ore totalling more than 190 measurements. The Anaconda simplified method was calibrated for several test sieves and a correlation for any test size was determined for Vale's test mill. The calibration was also extended for two sample top sizes. The relative error of the simplified procedure was found to be in the range of nine per cent which is within the expected error Bond standard procedure. The implementation of the Anaconda method at Vale's development center has been used with great success over the past years in several green field, brown field projects and operating plants.

Development of the Boleo Process Flow Sheet and the Direct Solvent Extraction (DSX) Circuit for Cobalt and Zinc Recovery The metallurgical process designed to treat the El Boleo Cu-Co-Zn-Mn ore involves a sulphuric acid leach in seawater under oxidative and then reductive conditions to maximise metal extraction. Copper and cobalt are recovered as cathodes by electrowinning, zinc and manganese as zinc sulphate monohydrate and high quality manganese carbonate, respectively, by precipitation after a number of separation and purification stages. One of the key purification stages of the Boleo metallurgical process is the CSIRO DSX circuit. The DSX circuit was developed using the synergistic solvent extraction (SSX) technology. Initially, a synthetic solution was studied, and by adding 0.4 M LIX63 to 0.5 M Versatic 10 in Shellsol D70, large synergistic shifts were obtained for cobalt (?pH50 4.24) and zinc (?pH50 1.62). After a single contact, the separation factor of metals over manganese reached over 6,000 for cobalt and over 380 for zinc, indicating excellent separation of cobalt and good separation of zinc from manganese, magnesium and calcium. The SSX system was further optimised with the modified synthetic pilot plant solution. The extraction of cobalt and Zn after a single contact was 93 per cent and 70 per cent, respectively, while the Mn concentration in the loaded organic solution was only 0.28 g/L. A proof of principle pilot plant operation was conducted in 2004 and a demonstration pilot plant for final engineering design in 2006 with outstanding performance of the DSX circuit. For the demonstration pilot plant, the overall recovery of cobalt and zinc exceeded 99 per cent with a raffinate containing only 4 mg/L Zn and 1 mg/L Co. The DSX organic system showed no sign of degradation during the pilot plant operation, indicating good chemical stability under the anticipated commercial operating conditions. The DSX circuit will be implemented in the future Boleo processing plant.

Oceana Gold as part of their environmental strategy are looking at various methods for cost-effective revegetation of their tailings dams. Under the concept of revegetating the tailings this study looked at several issues. These issues were; testing different methods of revegetation, arsenic (As) uptake in vegetation with respect to capping thickness, and background As levels in farmland areas above mineralised rocks. A number of plots were set up in a temporarily disused tailings dam to trial the direct sowing of ryecorn into the tailings.   Ryecorn was sown in sandy tailings (ca 1000 mg/kg As) and then covered with oxidised schist to anchor the seeds. This proved successful and ryecorn was established. Once the plots covered with oxidised schist were growing, 1 m and 2 m strips were sown on the sheltered side of the existing plots without the covering of oxidised schist. The uncovered plots also established successfully. From this set of trials a sowing plan can be developed that uses a minimum of resources to successfully establish vegetation. The maximum As content of the ryecorn was 80 mg/kg. Clover, Yorkshire fog and ryegrass plant matter was sampled from a pot trial that used different thicknesses of topsoil covering tailings material. As the thickness of topsoil increased, the amount of As taken up decreased. Soil samples were taken from farmland areas which were known to have elevated levels of As (up to 1000 mg/kg) in the top 10 cm. Vegetation samples were also taken from the same locations, and show the As levels in plants is <50 mg/kg.

Gold mining in Australia and globally has a long and variable history. In recent years, due to ongoing public concern over long-term environmental impacts, the mining industry globally has been moving towards a more sustainable framework, presented as the æMining, Minerals and Sustainable DevelopmentÆ (MMSD) framework at the Johannesburg Earth Summit in 2002. There are a number of fundamental issues and concerns with assessing the sustainability of mining. Firstly, long-term trends show that ore grades for almost all metals and minerals will continue to decline (some rapidly so), increasing waste rock is being produced due to the trend towards large-scale open cut mining and more complex ores are now commonly being developed. The impact of these trends on the resource intensity, or unit cost, of gold production is of major concern as it could lead to an increase in energy, water and reagent consumption and greenhouse emissions per unit gold produced. A detailed compilation of these fundamental sustainability indices for gold mining has been undertaken, and is presented with respect to indices over time, ore grade and ore throughput. A clear observation is that the resource intensity of gold mining is extremely sensitive to the ore grade, with energy, water and cyanide consumption and greenhouse emissions rising significantly as ore grade decreases. Based on the gold ore resources at operating mines and other known gold deposits, it is most likely that the average gold ore grade will continue to decline, leading to increased resource intensity and consequent environmental impacts (assuming no breakthrough new technologies occur). These findings are of major importance to understanding the sustainability of gold mining. The final judgement of the sustainability of gold mining therefore must take into account the sensitivity of the ore grade in the resource intensity of gold production.
