In two decades Turkey has emerged from the debacle of the Ottoman Empire to become one of the most modern nations in the Middle East. The numerous achievements of this period were remarkable in that they affected human and social, as well as economic, fields. Most of this progress was achieved by Turkey's unaided efforts and the utilization of domestic resources; however, since 1948 various United States aid programs3/ have made significant contributions to increased agricultural and industrial output. Turkey's singleness of purpose in favor of a strong, independent, and prosperous republic has evoked universal admiration and encouraged the hope of stability in the Middle East. Much of the development of the Turkish economy to date has been fostered by the State; however, with growing strength the leaders in 1950 considered the time appro¬priate to relax the nationalistic economic policy and permit private enterprise to play a larger role in increasing domestic output and raising the tempo of industrialization. In pursuance! Of this policy, laws encouraging investment of foreign capital in Turkey and others stimulating development of mining and petroleum enterprises were enacted in 1954. This new legislation, plus the cooperative attitude of the Turkish Government, have encouraged wide interest in the mineral resources of the country.

Coal is essential to America?s future energy needs. To meet these needs mining methods must be safe, economical, and environmentally acceptable. Belt conveyor systems for coal haulage from surface mines offer great potential in this situation. The advantages over conventional truck haulage are particularly promising for area strip mines in western coal fields such as the Powder River Basin where relatively thick, flat-lying coal seams occur. The current demand for low-sulfur coal specifically emphasizes the need for better mining methods in these areas. Underspoil haulage is the term applied to transportation of coal from the pit to the surfate in area strip coal mines by belt conveyors in tunnels under the spoil. The advantages over trucks include lower manpower requirements, greater pit safety and efficiency, and improved reclamation procedure. This evaluation includes a comparison of total mining costs for truck haulage versus six variations of the underspoil haulage concept. The more efficient of these underspoil haulage systems have economic advantages over truck haulage which become more pronounced with deeper overburden, thicker coal, and higher annual production.

On November 9, the Reynolds Metals Company cut production by 12 at its primary aluminum smelters at Troutdale, Oreg., and Longview, Wash., as a result of an earlier 25% power cutback by the Bonneville Power Administration due to lower than normal stream flow in September, the Aluminum Company of America had closed one potline at its Vancouver smelter because of the power cutback. Nearly 700 union workers at Anaconda Aluminum Company's primary aluminum smelter at Sebree, Ky., walked off the job when their contract expired or, November 15, after rejecting a proposed 3-year contract. The smelter has an annual capacity of 180,000 tons mid accounts for 50% of Anaconda's aluminum production. No talks are scheduled.

"Trials of automated technology at underground mine sites around the world have reported increased production and the potential for lower energy consumption. Autonomous mining eliminates a range of delays related to operator downtime and travel to the workface and facilitates continuous operation in conditions that are unsafe for workers. Automation also introduces complexities and safety hazards arising from equipment–personnel interactions; automated processes must be isolated from other stope-cycle–related activities such as production drilling, development, loading, and backfilling, poten¬tially requiring changes to the mine design to maintain an efficient and safe operation. Longwall mining is the term used for the underground extraction of a wide and deep panel of coal. Such a panel may be blocked out by one or more entries on either side ("head" and "tail") of a longwall face. If all the entries are pre-driven, the panel extraction is termed longwall retreat mining. With one exception, all the longwall faces in the United States are of this type. (1) prior to the general decline in the rates of production with Continuous Miners, the development of the multiple entries generally kept ahead of the longwall extraction rate. This is no longer the case: longwall extraction rates far exceed the rate of development. In addition to this problem, in newly established mines, the development of a haulage and bleeder system based on multiple entries results in a lead-time of three years or more before longwall mining can be applied. This is one reason why earlier projections and much of the optimism attached to longwall mining as a principal "savior" in the energy crisis should be viewed with some caution.

Environmental, social and governance issues (ESG) have become a defining feature in the marketplace to differentiate preferred investments. With the sustainability commitment and reporting landscape anticipated to evolve exponentially, it is now imperative to rapidly develop the approach taken by mineral companies to adequately identify and address ESG risks and opportunities in the reporting of Mineral Resource and Mineral Reserve (MRMR). MRMR cannot be effectively reported as technically and financially assured and realistically executable, if ESG is not integrated into the strategy, business model, input assumptions and process that defines and drives robust MRMR public reporting. Regulatory reporting codes across the globe are presently in various stages of being updated and modified to ensure ESG factors are appropriately covered as a key part of diligent and transparent disclosure. Security exchanges are making it clear that companies must not omit ESG risks from reports to investors. This paper discusses associated challenges for MRMR reporting and suggests avenues for improvement. Key themes include: the importance of procedure rather than prescription and checklists; how ESG criteria impact Modifying Factors and determination of Reasonable Prospects for Economic Extraction (RPEE); the need for financial models to account for material ESG commitments; the uniqueness of each mineral asset; the need for education, upskilling and accreditation of both ESG experts about MRMR reporting and equally Competent Persons in ESG matters; and the need for clear and balanced reports that meet the needs of end users. (RPEE is adopted here for simplicity and consistency, recognising that some reporting codes still include ‘Eventual’ in the term (ie RPEEE). Whilst RPEE and RPEEE are subtly different the intent is to point to the process of assessing ESG factors in determining reasonable prospects.) The principles of transparency, materiality and competence remain paramount when considering the impact of ESG matters on MRMR reporting, and this necessitates an inclusive, cohesive, and integrated approach to assessing ESG issues to ensure the necessary expertise and diligence is applied.

The Black Hills Mineral Atlas briefly summarizes all important data available on the mines and mineral deposits in the Black Hills that have been explored, developed, mined, or located. The purpose of the atlas is threefold; First, from available data the general potentialities of the Black Hills region can be determined, although it is not possible to calculate actual ore reserves; second, it will provide the necessary basic information regarding a given property or commodity for further detailed study; and third, the compilation is a comprehensive directory of Black Hills deposits.

This report presents a quality control approach to the derivation of strategies for monitoring a work environment; specifically, the environment in underground mines where diesel-powered equipment and blasting agents are used. The approach is presented as a series of 22 steps called the Monitoring Strategy Development Scheme. The scheme is an orderly method for selecting from a number of options a strategy or tactics to cost effectively meet the requirements of a chosen objective related to the monitoring of breathing zone air quality. The scheme provides a format to quantify many of the factors that influence the selection of on strategy or tactic over another, and to ensure that important considerations are not neglected. The premise that breathing zone air in work environment can be considered to be manufactured product and that, therefore, conventional quality control approaches are applicable, is introduced. Typical approaches to the quality control of manufactured products and how these approaches can be applied to the selection of monitoring strategies are discussed.

The original organic act establishing the Federal Bureau of Mines in 1910 and the amended act of 1913 indicated that promotion of the health and safety of mine workers was to be ore of the chief functions4/ of the Bureau. Many of the field and laboratory studies pursued by the Bureau are designed to improve conditions under dish minors must work. As the Bureau has no legal authority to enforce safety rules, it must rely upon cooperation of employer, employees, State mining or other departments, and labor organizations for success in promulgating its finding and making recommendations. The staff of the Safety Division, which is essentially a service organization of the Bureau, is composed of 28 safety instructors, 29 engineers, 18 clersk, and 7 others engaged in promotion of an educational program in an effort to improve conditions in the mining industry. The work is directed from 14 safety stations in the United States and 1 in Alaska. The work of the personnel, of the mine safety car that operates in. the anthracite region of Pennsylvania was supervised and directed by the district engineer in charge of the Wilkes-Barre (Pa.) Safety Station.

This Bureau of Mines report describes the history, characteristics, distribution, and mineral development potential of 21 lode gold deposits in or near the Chugach National Forest (CNF), AK. It includes findings from a 4-yr (1979 to 1982) mineral evaluation of the CNF conducted by the Bureau and the U.S. Geological Survey (USGS). This evaluation, undertaken to provide the U.S. Forest Service with mineral resource data for use in making decisions on land use, included site-specific mapping and sampling of more than 200-lode gold deposits. The data presented here were compiled from the findings of this 4-yr evaluation and from existing literature. Fourteen of the 21 lode gold deposits described in this report contain a combined identified resource of 117,750 short tons (st) averaging 0.55 oz/st Au and 0.2 oz/st Ag. Two mineralized felsic dikes in the Summit Lake-Palmer Creek area contain a combined identified resource of 18 million st grading 0.02 oz/st Au and 0.16 oz/st Ag. Identified resources were not determined for the remaining five deposits because of a lack of information.

MODERN advances in practically all lines of industrial development have occurred in such rapid succession, and have been accepted so readily as accomplished facts, that a retrospect surprises us, by showing how comparatively few of the acknowledged factors of improved conditions may be considered as old. While these advances have not been confined to any country, they have been more pronounced in some than in others, and nowhere more so than in the United States, the population of which, having multiplied nearly three-fold between 1870 and 1910, demanded a proportionately greater increase in materials, supplies, and manufactured products. It therefore appears desirable to discuss mainly conditions in the United States, as concrete evidence of industrial progress throughout the world. Looking backward for but three generations, we may trace the introduction and development of canal- and steamboat-navigation; railroad-transportation; artificial illumination beyond that furnished by candles and lard-oil; quick communication by mail, and subsequently by telegraph or telephone; the manufacture of iron, beyond forms of small dimensions; the production and utilization of steel in large quantities; the economic use of mineral fuel, oil and gas, etc. The practical coincidence of the fortieth anniversary and the 100th technical meeting of the American Institute of Mining Engineers, offers temptation to recall and compare the conditions of mining and metallurgy in or about the years 1871 and 1911. A complete resume would cover phenomenal changes in mining-methods and equipment by which the output of individual exploitation has grown from scores to hundreds and even thousands of units in equal time-intervals. DURING the last six years, there have been many extensive investigations of the fatigue of metals. The major work of 'these investigations has been the determination of constants for fatigue strength of wrought ferrous metals; but during the past year or two there have become available considerable test data on the fatigue strength of certain nonrferrous metals, including copper, brass, bronze, nickel, copper-nickel alloys, aluminum and aluminum alloys, magnesium and magnesium alloys. It is not proposed to give here extensive quantitative tables of test results; for such tables, reference is made to the published data of various laboratories. The following general conclusions, however, seem to be fairly well established: 1. The phenomenon known as "fatigue" of metal really a progressive fracture of metals. A minute (probably submicroscopic) crack is formed in the metal, the internat stress, is intensified at the ends' of the crack, and under successive applications of load the crack spreads like a minute hacksaw cut until there is not enough sound metal left in the cross-section of the piece to stand the load. applied, and then failure occurs suddenly. 2. For wrought ferrous metals, there is .a limiting intensity of stress (as computed by the ordinary formulas of mechanics of materials) below which, a metal is able to withstand an indefinitely large number of repetitions of stress without failure. This limiting stress is known as the "endurance limit or the fatigue limit.? For reversed flexure, the endurance limit for. wrought ferrous metals is usually not far from 50 per cent. of the ultimate tensile strength.

The combined production value of natural abrasives, which consist of tripoli, special silica stone, garnet, staurolite, and emery, increased in 1987. The increase was, in certain cases, because the materials were used in nonabrasive applications, such as the increased use of tripoli as a filler and special silica stone material as a special-purpose crushed stone. The increased use of garnet as a blasting media accounts for most of its growth. Production and sales of garnet were at a record-high level in 1987. [ ]

In the following paper it is aimed to present only an outline of the geologic relations of the ores, since the Appalachian geology of Alabama has been discussed by many previous writers, but to describe rather fully the ore of the Birmingham district, and to discuss its relations and probable extent. IT. OUTLINE OF THE GEOLOGY. 1. Stratigraphy. The pre-Pennsylvanians rocks exposed in and along the borders of the valley-regions of Alabama, range from middle Cambrian to Mississippian (Lower Carboniferous), and at the SW. extremities of the valleys these rocks are overlain by coastal-plain deposits of Cretaceous and Tertiary age. The Overthrust Belt in portions of Montana, Idaho, Utah, and Wyoming, an area that has contributed generously to the Nation's mineral supply, is one of the few remaining oil and gas frontiers on the North American continent. Determination of the oil and gas potential and development of mineral resources of the area have been affected by a variety of land withdrawals and other restrictions, The purpose of this study is to determine the extent of these withdrawals and restrictions and to discuss the mineral resource potential within the study area. Statistics in this report refer to land status on January 1, 1979. At that time, of the 27.3 million acres of Federal mineral lands within the study area, applications tor Federal oil and gas leases for more than 4,4 million acres (about 16 percent) were pending; the average length of time was 2 years. Federal oil and gas leases covering 8.8 million acres were also on record. Although drilling has occurred on some of these leases, others are subject to restrictions that discourage or prevent development. Some in fact contain stipulations disallowing any development.

The major health concern for uranium miners is the release of radon gas and the resultant ingrowth of the short lived daughters in the mine atmosphere. Present methods of control are the utilization of mine ventilation systems for dilution and control of ingrowth time to maintain working levels below those set by regulations. This study examined pressure cycling efforts on the radon emanation. The mechanical ventilation systems were altered to allow pressure changes throughout the mine to increase radon influx during the off shifts and thus deplete the sources of radon gas. Continuous radon working level and environmental monitors, developed by the Bureau of Mines, were employed to monitor radiation and physical parameters in the mine workings. The mine ventilation system was then varied to induce radon flows during off shifts, thus, depleting the radon sources during normal production shifts. Electro-static precipitators were also tested to determine radon daughter collection efficiencies. Both radon and radon daughter concentrations were monitored and evaluated. Major problems were found in the simple mechanical operation of cleaning these units.

The metallurgical processing involved in the produc-tion of the new Canadian one dollar coin is reviewed starting with the hydrometallurgical production of pure nickel powder, followed by the powder metallurgy process for the production of nickel strip and coinage blanks, and concluding with the Aureate bronze electroplating and heat treatment procedure. Coinage requirements are then reviewed with regard to economic, public acceptance, and service requirements. Finally the properties of Aureate nickel coinage are presented in the light of the many and varied coinage requirements, and it is concluded that the new Canadian dollar coin exceeds the requirements admirably.

Buoyed primarily by growing consumer spending, the economy rebounded from a weak second quarter. According to preliminary estimates released by the Department of Commerce, real gross national product (GNP) grew $2 1.9 billion during the third quarter, producing a seasonally adjusted annual growth rate of 2.4%, compared with a rate of 0.6% in the second quarter of 1986 and 4.1% for the third quarter of 1985 (table 1). Third-quarter real personal consumption expenditures and Government purchases of goods and services rose $42 billion and $7 billion, respectively, but those gains were partially offset by the continuing decline of gross private domestic investment, off $16 billion, and the growing trade deficit, up $11 billion. Three quarters of the growth in consumer spending occurred in the durable goods sector as consumers responded to discounted financing offered by automobile manufacturers attempting to lower inventories of 1986 vehicles, Increased purchases of other durable goods, such as furniture and home furnishings, also contributed to the strength of the durable goods sector. The success of the automobile inventory reduction program as well as weak factory output led to a $20 billion decline in inventory growth. Investment for housing and producers' durable equipment expanded, however, and mitigated some of the impact of slower inventory depending on gross private domestic investment, Capital spending for nonresidential structures declined for the third consecutive quarter. The declining capital spending and the growing trade deficit continued to be significant and interrelated problems for the economy. Real capital spending for new plants and equipment during 1986 is expected to decline 2.5% after rising 8.7% in 1985 and 15.8% in 1984 (table 2). It is likely that capital expenditures bottomed out in the second quarter and that they will expand in the third and fourth quarters. The first-half decline was partially attributed to uncertainty arising from the pending tax- overhaul bill. Furthermore, there is little impetus for corporations to invest in new capacity since factories are operating at less than 80% of capacity (table 3) largely because of the continuing growth of imports. The growth rate of the trade deficit dropped sharply in the third quarter to less than half that of the previous quarter. Low oil prices, declining auto- mobile and steel imports, and increased exports of agricultural goods contributed to this decline. The continued low growth of the economy caused the Federal Reserve System to reduce the discount rate for the fourth time this year (in late August), drop ping it to 5,596, the lowest level in about 9 years. Inflation, as measured by the fixed- weighted GNP price Index, continues to remain low, but rose from the revised second-quarter level of 1.7% to 2.596, mostly because of rising food costs.
