Any discussion of outside support to Latin American mineral industries must concede at once the pre-eminent role of U. S. industry and business. American capital has developed the great copper resources of Chile and Peru, the lead-zinc of Peru and Mexico, the bauxite of Surinam and Jamaica, the petroleum and iron ore of Venezuela. American consumers have provided the market for their products. U. S. companies operating south of the border have trained Latin American geologists, engineers, chemists, and skilled labor—including metal, mineral, and fuel technicians—to new and greater competence. The industrial demands of World War II drastically altered world economics and concepts of U. S. foreign mineral requirements. In this country discovery of vital mineral resources fell far behind the alarming depletion rates, and there was new appreciation of the actual and potential importance of the world's less extensively explored areas. During the war and afterward, the task of supplying the nation's mineral requirements became greater than private industry could carry alone, and the Government assumed a position of continuing support. In Latin America, as elsewhere, this support applies in three categories: banking, procurement, and technical assistance. The first two are now generally accepted as necessary Government functions; the third has often been misunderstood and misinterpreted, although it has given rise to legitimate controversy. There have been major accomplishments in all three categories, as well as some errors of judgment. Since the beginning of World War 11, U. S. Government financing, procurement, and technical assistance have been applied on a large scale to a wide range of commodities and services throughout the free world. The present discussion—under the separate headings mentioned—will concern only the support related to a single industrial group in a single geographic area. During the War Federal banking was conducted on an emergency scale by temporary agencies created to meet the abnormal circumstances. Unfortunately, there are no readily available data on these activities that would permit evaluating loans and credits extended for mineral projects in Latin America. The only agency operating in this field since World War II is the Export-Import Bank, under its own authority and to some extent from credits authorized by the Office of Defense Mobilization. The Bank can offer more capital—on more favorable terms—than is available from most Latin American banks, and its staff of engineers evidently can appraise loan applications more favorably than commercial banks in this country are willing to do. The risks seem to be justified, as defaults have been well under 1 pct of total loans. From V-J day 1945 to the end of 1957, mineral loans to Latin America have been authorized for projects totaling $541.63 million in eight countries. In order of magnitude of credits, they have been made to Brazil, Peru, Chile, Mexico, Argentina, Venezuela, Guatemala, and Bolivia. In order of magnitude by industries. they are for development and expansion of steel mills, copper, manganese, nitrate plants, iron ore, zinc plants, sulfur plants, cement plants, tungsten, coal, and lead. Loan Distribution: By far the largest loans have been $307.9 million for iron and steel projects in Brazil, Chile, Mexico, Argentina, and Peru: $100.4 for developing the great low-grade copper deposits of southern Peru; and $55.3 million for developing manganese deposits in the Territory of Amapa, Brazil. Others range from $20.8 million for a zinc smelter in central Peru to $19 thousand for iron-mine trucking equipment in Chile. It has been noted that 59 pct of the loans have been to foreign companies, 14 pct to companies of mixed foreign and American capital, and 27 pct to American mining companies. IN concentrating mills, where several millerals are recovered for realisation in more than one product, various systems are used to express the relative economic value of the work done, and, in the hope that it may prove of use to other operators, the writer will describe a system which, in his opinion, is more complete than any other that he has seen published.The controlling factor in all mill work must be based on the economic result represented by the greatest margin possible between the realizable value of the products and the cost of obtaining same.From a mill-man's point of view these are affected by the following factors:1. Metal contents of ore.2. Grade of products.3. Recoveries.4. Working costs.The grade of ore milled is usually outside the mill-man's control, but this may exercise a considerable influence on the grade of his products, metal recoveries, and revenue per ton of ore. Higher grades or recoveries may be obtained by using a more expensive process, or by additional grinding or reagents, and the economic comparison can only be arrived at by obtaining an analysis showing the monetary value of each variation within the possible limits.In the system to be described, the value of unit variations of metal contents of the ore, grade of products and recoveries are calculated in terms of a monetary unit per ton of ore with the returning charges ruling, and any suitable metal prices. A process for the recovery of cobalt from a speiss produced at Sulphide Corporation is presented. The speiss is leached in oxygenated sulphuric acid to dissolve the metallic iron at a pH of around 4. The resultant iron (11) is subsequently oxidized in the leaching vessel and precipitates as goethite. Acid is regenerated in the precipitation allowing dissolution of further speiss. Subsequent to the conversion of most of the iron in the speiss to goethite, conditions become sufficiently oxidizing to dissolve cobalt. Cobalt is not co-precipitated under the leaching conditions, yielding a pregnant solution containing the cobalt and some iron (11). The principal advantage of such a process is the significantly lower acid consumption over that obtained by complete dissolution followed by selective precipitation. An impure product of cobalt hydroxide can be obtained from the pregnant solution by neutralization.

"In coal mines, handheld air, electric and hydraulic powered drills are used along belt conveyors, in single entry development, in entries where there are obstructions, and in longwall recovering bolting. In hard rock mines, pneumatically powered jackleg drills are typically used in narrow vein mining. Drilling and bolting in narrow confines has traditionally been performed with pneumatically or hydraulically powered hand-held drills or newer electrically powered hand- held hammer drills due to their low cost, simplicity of operation, and extreme flexibility due to their small size. Mechanized equipment has typically been too large, too expensive, inefficient due to the confined space, and too restrictive due to lack of flexibility for use in narrow confines.Although the handheld equipment is effective, it requires operator exposure to certain inherent hazardous conditions in use. These include falling rock from the roof, rib and face; tripping hazards; bending twisting lifting hazards; high noise levels and chemical fumes from the pneumatic exhaust. The operation of the hand held equipment can adversely affect the long-term health of the operator - continual jackleg operation frequently results in longterm damage to hearing, shoulders, arms and wrist joints and back injuries. This results in a reduction in life style for the operator and higher personnel turnover rates for the mining company.Hand-held drills also typically have limited thrust and torque capability that limits their ability to push long resin bolts, inadequate torque to properly install resin bolts or to properly torque mechanical or tensioned rebar bolts. Hand-held drills do not offer any type of protection for the operator from roof or rib falls. They do not offer any means for handling roof or rib mesh. Since the operator stands on the ground the maximum safe drilling height without use of a ladder or "riding the drill" is limited to 2.44 m (8 ft)."

DOUG HALBE: Second in our quick run-through on "Operating Ideas That Have Saved Me Some Bucks," was Debbie Laney of Rayrock Mines. Debbie apologizes. She can't be here. But she said, "Doug, don't worry. I've asked Mary Korpi to present the paper. We're both short, blond, and wear glasses. Nobody will know." [laughter] Mary, I caught it right away. You ladies can't fool us. Debbie, who wrote the paper, has spent almost her entire career in operations. She is currently metallurgical manager of Rayrock Mines in Valmy, Nevada. Mary Korpi is also a real operator (that doesn't sound right). She has been responsible for a number of operating areas at Newmont's Nevada operations, and she is currently taking a break from operations as manager of public relations/employee communications for Newmont Gold in Carlin. MARY KORPI: They told us this year at Newmont that we were going to have to work twice as hard. I had no idea it meant I would have to work for another company, too. Over the years, and many times in association with work for mid- to small-size mining companies, there have been two areas that seem to have been the focus of cost savings when looking at new facilities or new processes.

This study was designed to investigate roof falls in room-and-pillar drift coal mines and to determine geologic methods for predicting unstable roof conditions. The study area was located in Harlan County, Kentucky and the Bailey Creek (Harlan coal bed) and Highsplint (Darby coal bed) mines were selected for study. Correlations were made laterally between surface outcrops and within the mines using lithologic and trend analysis criteria. Lithologic criteria compared cyclic changes in roof strata. Results indicated that roof falls are associated with zones of weakness within or between five vertical cycles recognized. Abrupt lateral facies changes occur. In the Highsplint mine the roof was classified in four categories or conditions using 98 rib sections for control. Structure contour and isopach maps were used to project axial trends of the sandstone roof. A roof-fall zone was examined using ten NX cores taken from the roof and included lithologic, petrographic and clay mineral studies. At the Bailey Creek mine roof failure was caused by the heading direction being driven subparallel to paleochannel directions. Computer programs were used in trend analysis studies. Cross-bedding, paleo-channel trough axis and sole mark studies indicated a 350 discrepancy between surface and in-mine trough axes at Highsplint. A direct relationship between joint and "slip" frequency and direction with sandstone roll trends was found. Surface joints compared well with drainage Segments, hilt did not correlate with roof falls in areas of mines under overburden in excess of 600 feet.

"A new apparatus has been devised for quickly and precisely analyzing natural gas for its helium content. The following outstanding advantages make it far superior to any equipment now available for the purpose.3/4/5/6/1. It enables more rapid determinations to be made.2. It has far greater sensitivity than previous apparatus. 3. It is portable.Fifty or more samples may be analyzed in an 8-hour day with the new apparatus and procedure. A maximum of about 10 samples per day could be analyzed with previous apparatus. In the apparatus described, the volume of pure helium obtained from a sample is determined by measuring the pressures created by that pure helium when it is expanded into a constant calibrated volume. In older methods the pure helium separated from a sample is pumped into a burette and measured at atmospheric pressure. The new apparatus and Procedure used with it reduce the average time for an analysis from about 40 minutes to less than 10 minutes,Samples containing a few thousandths of a percent helium may be analyzed as readily as samples containing 1 percent or more, This was not possible with former apparatus. Duplicate samples containing a few thousandths of a percent helium have been analyzed, results checking to one ten-thousandth of a percent. Attempts to measure a corresponding volume of helium in a burette at atmospheric pressure become futile. The ability to determine very small quantities of helium has become of great importance recently in gas- and oil-field engineering studies such Os the utilization of helium as a tracer gas in following the movement of gases through underground structures.A complete apparatus was recently carried more than a thousand miles in a passenger automobile. It arrived without breakage, was .set up and ready to make an analysis in a few hours. .Former apparatus was not portable. The portability of the present apparatus permits taking the apparatus to the field for more efficient prosecution of field engineering problems. The only services required in the field are electricity, tap water, and a source of liquid air or liquid nitrogen.The principle involved is based upon the fact that large volumes of all the constituents usually found in natural gas, except helium, are adsorbed quantitatively on cocoanut charcoal that has been cooled to the temperatures of liquid air. A volume of sample is measured and transferred to a tube of cocoanut charcoal maintained at the temperature of liquid air. After adsorption of all the constituents other than helium, the charcoal tube is connected to a sensitive pressure-measuring device, and the Percentage helium originally in the sample is calculated from two pressure readings and the volume of the original sample."

(communication to the Secretary*): The hold experiment of Mr. James Gayley in drying the blast used in the Isabella furnace has attracted the attention of the whole metallurgical world, and has given rise to a wide discussion of the reasons for its great success. Mr. Gayley and the capitalists who backed him in his work deserve congratulations on the success of the venture, not only because it succeeded, but because they have been rewarded far beyond the maximum that could be expected from theory or probability. To state the case in its simplest terms, all that could have been predicted was: (1) that the removal of the moisture from the blaet would result in the saving of the heat required for its decomposition, representing from 3 to 5 per cent. of the heat-value of the coke used; hence about that quantity of fuel might be saved; (2) that the furnace would be somewhat more independent of variations in the weather; (3) that the campaign would be a little hotter; and (4) that the speed of the blowing-eugines would be decreased, at least in amount proportionate to the reduction in temperature of the air led to them. I do not think anyone anticipated a much larger output per day. The results actually attained were: (1) the furnace made an increase of 24.86 per cent. in the output of pig-iron per day; (2) it consumed 19.6 per cent. less coke per ton of pig-iron made; (3) the blowing-engines were run 15.8 per cent. slower; and (4) the saving in power made up for the power required to run the refrigerating-plant. State-of-the-art longwall roof supports provide effective strata control, but failures of these support systems still occur. To identify failure mechanisms and the impact these failures have on the safety of the support system, the U.S. Bureau of Mines has been conducting research on shield mechanics in the Bureau's unique mine roof simulator, as well as field studies of in situ support loading and investigations of longwall failures, Three types of failures are discussed: (1) inadequate support capacity, (2) structural failure, and (3) instability. Hypothetical situations with proposed courses of action and case studies of actual longwall failures are described. This information is intended to assist the Mine Safety and Health Administration (MSEIA) and industry mining personnel in safety evaluations of longwall roof support systems.

Mine waste and mine reclamation are topics of major interest to the mining industry, the government and the general public. This publication and its companion volume are the proceedings of a conference held in Pittsburgh, April 19-21, 1988. There were nine sessions (50 papers) that dealt with the geochemistry, hydrology and problems of mine waste and mine water, especially acid mine drainage. These comprise Volume 1. The nine sessions (43 papers) that dealt with reclamation and restoration of disturbed lands, as well as related policy issues, are included in volume 2. Volume 2 also contains the ten papers that pertained to control of subsidence and mine fires at abandoned mines. Poster session presentations are, in general, represented by abstracts; these have been placed in the back of both volumes.

The ISASMELT? top submerged lance (TSL) bath smelting process was developed in Mount Isa, Australia by Mount Isa Mines Limited (now a subsidiary of Xstrata plc) during the 1980s. By the end of 2011, the total installed capacity of the ISASMELT? technology will exceed 8 000 000 metric tons per year of feed materials in copper and lead smelters around the world. Commercial plants, operating in Belgium and Germany, are also batch converting copper materials in ISASMELT? furnaces. This TSL technology is equally effective for continuous converting processes, in which role it is called ISACONVERT?. This paper presents the recently patented ISACONVERT? process for the continuous converting of nickel and platinum group metal (PGM) containing mattes using the calcium ferrite slag system. The paper focuses on the potential application of the ISACONVERT? technology to existing nickel and PGM smelting complexes.

The difficulty of accurately sampling cyanide gold bullion for valuation is well known, and nothing new or original is claimed in presenting this paper, but it was thought that a record of differences in the composition of bullion bars found here may be of interest to others, and perhaps helpful to those who have to do with theevaluation of cyanide bullion. This investigation was made after reading Mr. Sydney W. Smith's interesting paper on the Liquidation in Molten Alloys.*A method was in use of boring each ingot in two places and mixing the two borings for the sample. More accurate values were obtained, however, when the bullion was sampled in a molten condition immediately before casting into the ingot; the sample being so taken as to preclude oxidation of base metals before solidification of the sample.In all, samples from 32 ingots were assayed, and comparisons made between the existing boring sample and the proposed dip sample. Assays were also made of two other portions of the borings from each ingot, and the results show that in the majority of cases the borings sample assays higher in gold than the dip sample of the same ingot.The largest ingot cast weighs approximately 920 troy ounces, and has the dimensions shown in the attached sketch (Fig. 1). Ingots are cast in 0.1. moulds i in. thick, smoked and heated.METHOD OF TAKING BORING SAMPLES OF BULLION BARSThe bar is cleaned from adhering slag and drilled in two places only, to a depth of i-in., one hole on the top near one end and the other in the bottom at the opposite end of the bar.

THE world's largest known oil deposit lies in northern Alberta. In fact, according to government estimates, the famous so-called 'tar sands' of the Athabaska region contain several times as much oil as all the other proved reserves of the world. S. C. Ells, of the Department of Mines and Resources, who has been the Dominion Government's authority on the oil sands since 1913, has estimated the minimum content of the deposits at 100 billion barrels(!). C. P. Bowie, of the U.S. Bureau of Mines, has published an estimate of 250 billion barrels(2). ?In comparison, the latest authoritative estimate of the proved oil-field reserves of the world is less than 35 billion barrels(3). Out of this tremendous total, perhaps 500 million barrels are commercially available at present-day costs and prices; the remainder must be considered a latent reserve to be used when development costs are materially lower and petroleum prices materially higher than they now are. Mean-while, the 500-million-barrel portion presently available contains more oil than has been found in all the rest of Canada, and constitutes one of Canada's great mineral resources. Although these deposits have been known to white men since 1788, when Peter Pond, the explorer, found the Indians stewing the oil out of the sand and mixing it with spruce pitch to caulk their canoes, they are only now coming into commercial production. The purpose of the present paper is to describe the deposits, their oil content, their present development, and the possibilities that seem to lie immediately ahead. For the sake of completeness and clarity, the writer has not hesitated to use or to paraphrase material that he has previously published elsewhere in discussing various aspects of the oil sands.

When we are beset with the economic problems the world faces today, we are always inclined to look at the shorter term future. Today I would like to take a long-term view of our industry, project historical demands for our products into the future and discuss opportunities for our members. Perhaps we could firstly look at the long-term demand trends for our metals. If I tend to use non ferrous metals as a basis for my figures it is because this data is more readily available to me. I am sure that most other products of our industry show similar trends.

The New York talc deposits of commercial importance are in St. Lawrence and Lewis counties, in the northwest Adirondack Mountains (Fig 1). All of the deposits are of pre-Cambrian age and occur within highly deformed and recrystallized marble of the Grenville series. The deposits in St. Lawrence County, near Gouverneur, are the largest and most productive of their type known in the Western Hemisphere. In 1948 the seven mines which are in operation will produce about 130,000 tons of ground talc. All talc production in Lewis County is from one mine. There the annual production ranges from 15,000 to 30,000 tons. These so called talcs of New York State include earth materials of differ- ent chemical and mineral compositions. In general the mineral talc is sub- ordinate in amount to other minerals in both the Gouverneur and Natural Bridge deposits.

"Online elemental analysis is the basis of optimal flotation control in mineral concentrator plants. Traditionally XRF analyzers have been used as the online analysis method. However, online XRF analyzers struggle to measure elements below calcium in atomic number (Z=20). For many processes lighter element assays would be beneficial to improve control of grade and recovery. Processes where elements below Ca are required include P, Mg and Si in phosphate concentrators, Si, Mg and Al in iron concentrators, and S and C in gold concentrators. Laser-Induced Breakdown Spectroscopy (LIBS) based elemental analysis can readily be applied to these processes. LIBS is based on generating plasma in the slurry sample by a high energy laser and analysis of the plasma by optical emission spectroscopy. Capabilities of a new Courier® 8 analyzer based in LIBS technology are demonstrated for elemental analysis starting from lithium (Z=3). Results of a plant installation in a sulfide gold concentrator provide a good agreement with the analyzer and laboratory assays.IntroductionEffective process control can be regarded as one of the fastest paying investments for a mineral processing plant. Process optimization in flotation circuits requires constant feedback of the process state. If only manual laboratory samples are available, this optimization becomes difficult due to the long delay between taking the sample and acquiring the laboratory result. If the element grades are available in online basis, the operator or automatic process control system can make corrective actions in real time.Online X-Ray Fluorescence (XRF) analyzers have been in use at concentrators for decades. The XRF analyzers can provide a fast, accurate and precise analysis from slurry streams. However, the drawback of XRF analyzers is their lack of capability to measure elements below Ca (Z=20) in atomic number. The low energy X-rays of the low atomic number elements get absorbed by water in the sample, protective window of the analyzer, or air between the sample and spectrometer."

THE BUREAU OF MINES began an investigation of tungsten resources of Montana in September 1953. This report presents information obtained from July 1955 to September 1957 on tungsten deposits in and near the Mount Torrey batholith. The batholith comprises part of the Pioneer Mountains of Beaverhead County in the southwest corner of Montana. Included in the report are assays and preliminary-examination data on 22 properties. Tungsten minerals are known to occur in 19 of the properties. The major producer is the Brown's Lake mine which has produced more than 625,000 tons of ore. Nearly all of the deposits are in the Lost Creek, Utopia, and Bald Mountain mining districts along the east and south margins of the Pioneer Mountains. The districts are less than 27 miles from Dillon, Mont.

The paper is aimed to assess the possibilities of usage of pyrometers and thermal cameras to study ventilation and environmental conditions in underground mines. Surface and underground thermovision tests were carried out in the Rudna mine and included channels and diffusers of some selected fan stations, shaft crest closures, engines of central fans and their instrumentation. The thermovision underground tests in the Rudna mine consisted of ventilation barriers, underground fans, temperature of rocks, ventilation machines, parts of belt-conveyors and electric machinery.

Premier Mine is a large underground diamond mine, situated at Cullinan in the Gauteng Province of South Africa. The mine hoists over 3 millions tons of diamond bearing kimberlite per year, from a modern, mechanized panel retreat block cave mining operation. Troughs sited at the base of the cave are developed into the overlying caved ore, allowing loading access to the ore through draw points. Trough opening is therefore a vital aspect of the mining operation. Most of the production is dependent on fast, reliable and safe trough opening. Successful trough openings are achieved under difficult mining conditions due to restricted void, long up-holes and the inherent properties of kimberlite?soft, elastic rock with a high swell factor. Early in 1998, Premier Mine undertook a joint development project (with an electronic initiation system supplier) to determine whether the use of a fully programmable electronic detonator system would enhance the mining cycle in the trough opening process. Blasting commenced in February 1998, initially with blasts of a similar size and duration to those that had been previously blasted with shock-tube systems, to confirm the operational capabilities of the blasting system. The accuracy, reliability and flexibility of the electronic delay detonators (EDDs) minimized associated risks for re-engineering of the trough opening process. Further, as blast timing was optimized, larger blasts were successfully initiated. To date over 20 troughs have been opened successfully with the use of EDDs. Not only did it take less time to open troughs, but also drilling and blasting operations have been optimized, as well as an overall improvement in safety. This paper details the benefits that EDDs have delivered to Premier Mine in this area.
