Health and Safety in the work place is of primary concern to the underground coal industry. Control of dust in the underground environment is of major importance in this concern. Utah Power and Light Mining Division has undertaken extensive studies to determine and control the various sources of respirable dust in underground high production sections. Determination of dust sources has been achieved by real-time aerosol sampling and standard gravimetric sampling on individuals and in various suspect locations. Some sources are diesel roadway dust, outby crushing, and handling equipment, face sloughing, water spray roll-back, and mining equipment. Once identified, the dust sources are suppressed or controlled and/or the workers are directed from areas of greatest potential exposure.

This paper outlines patterns of methane emission in both longwall and room-and-pillar operations and the effects that these patterns have on the decision as to whether the methane is most economically handled by ventilation alone or by means of a methane drainage system in addition to ventilation. The costs of handling the methane in the ventilation system and the costs of implementing the methane drainage system will be discussed as well as the costs related to the production of coal. The important issue of production slowdowns and gas outs will also be discussed as well as the proper response of mine management to such a situation. Suggestions concerning the keeping of production records related to methane problems will be made as well as justification for more intensive economic analysis of coalbed methane extraction and utilization.

The objective of this research was to conduct field-scale experiments at an operating surface coal mine in order to determine the impact of the bucket fill factor on dragline production rate and energy consumption. Data collected from a dragline monitoring system were recorded in a specifically designed software tool and the relationship among these parameters was established. an algorithm for the determination of the ?best? fill factor was developed and integrated in the software. It was determined for the analyzed dragline in the mine that energy consumption in the digging phase can be reduced by 36% and production rate can be increased by 1.4% for a bucket fill factor of about 80%, a fill distance of 19.8 m (65 ft) (i.e., 3.1 bucket lengths) and a bucket fill time of 15 sec. the method developed and applied in this study may help dragline operators to determine the fill factor that will increase production rates and reduce energy consumption in specific surface coal mines. Our industry has developed to the skilled, experienced and productive industry that we now enjoy as a result of the visions of great engineers throughout history, but, in particular for their visions in the last 1 centuries. Unfortunately for our forefathers, the technology lagged so far behind that these exceptional visions could not be realized for decades, sometimes for a century. All that has changed in recent time and many bold and visionary projects can now be constructed and operated because of dramatic advances in technology. Before, say, 1950, tunnel technology developed very slowly. However, technology is now developing at such a fast rate that planners and decision makers are challenged to stay ahead. Moreover, new technology will develop during the lifetime of any project that can dramatically improve under-ground space projects. One of the best examples of this technological advancement is that of closed-face TBMs which now make tunneling feasible in previously impossible ground conditions. Since it usually takes a decade or more to plan, overcome environmental and political issues, construct, and put into service major projects, planners and designers are challenged by the changes in technology that occurs during the long time span of planning and construction. This is particularly true of large infrastructure projects such as transportation, water and wastewater systems and other major underground schemes. Also, since the serviceable life of many of these tunnels is often over one century, planners must consider not only lessons learned from the past but also what new concepts and innovations may develop over an extremely long time. These and other issues create a great challenge to planners and illustrate the great importance of careful but creative vision and flexibility during planning of long-term tunnel and underground space projects.

Sustainable development has brought social, environmental and energy efficiency concerns together with management and governance of natural resources. Cement manufacturing, an energy- and natural resource-intensive industry, is adapting to meet sustainable development goals. Emission standards for cement plants and increasing energy costs have lead to changes in the use of natural resources and recycled materials. Utilizing pozzolans or supplementary cementitious materials (SCMs) as mineral admixtures in blended cement or as a substitute for cement in concrete lowers energy costs and CO2 emissions. Although the western U.S. is rich in natural pozzolans, artificial products, particularly fly ash, have greater use as mineral admixtures. Pozzolans and SCMs have many beneficial properties, such as preventing alkali-silica reactivity, a common problem in the western U.S. Barriers exist for mineral admixtures in the cement and concrete industries because of past inconsistencies in quality or availability. New environmental regulations on the primary industries producing artificial mineral admixtures could adversely affect the quality and quantity of these materials in the future.

This paper discusses the longwalling practices used at the San. Francisco Mine of Compania Minera Autlan in Mexico, in. the mining of a sedimentary, manganese deposit. Bethlehem. Steel Company is a part owner of this property. The San. Francisco Mine is located approximately 580 miles west of Mexico City, on the outskirts of the town of Autlan, in the State of Jalisco. The ore is shipped from the port of Manzanillo 120 miles southwest of Autlan. The mining method is a variation of the longwall retreat system, using friction. props that, until recently, had been used only in coal mining operations of Europe and the United States. However, due to the structure of the ore body and the modified longwall system that is practiced, there exists some unusual variations, such as: .1) friction props set by a mechanical two-step lifting device, 2) drilling and blasting, against the friction props, 3) a highly fractured and undulating, volcanic tuff roof; 4) displacement faults-up to 5 meters, and 5) a relatively stable, irregular floor.

This paper will present the results of an analysis of several abandoned coal mine projects and includes field data for over a dozen different reclamation projects recently completed in the state of West Virginia. The analysis was performed with the objective of summarizing and or classification of the environmental consequences with reference to the characteristics of the mining facilities (surface, underground, etc.). The analysis also addressed the itemized cost of remediation with respect to procedures, environmental concerns and time. The results of the analysis are that each abandoned coal mine site in West Virginia have/had many unique features and in most cases include a combination of environmental concerns that complicate comparisons. The study also revealed that the abandoned mine land program for mines abandoned prior to 1977, that is being financed by a tax on the production of coal, has produced many benefits for the state of West Virginia. This grant program administered by the Office of Surface Mining, has resulted in a high quality methodology of remediation that has been successful for many years in greatly minimizing and/or eliminating environmental concerns from abandoned coal mines.

Frozen coal creates severe handling problems. Utilities require uninterrupted supplies of coal to meet their increasing coal consumption rates. Difficulties incurred due to frozen coal result in more costly downtime for the utilities. Air cannons, vibratory hammers and thaw sheds are examples of mechanical devices used to break, crack or thaw frozen coal. Recently chemical treatments have been developed as preventive measures. The freezing of coal depends upon a number of factors, of which one of the most significant is surface moisture. The more there is, the larger the frozen coal problem. Slide 1 depicts a graph of frozen coal compressive strength as a function of surface moisture. Below a certain minimum value the coal will not freeze. Above this point, compressive strength is essentially a linear function of moisture over the range practically encountered. By surface moisture is meant the free moisture on coal having a normal vapor pressure as opposed to capillary moisture or inherent moisture. In addition to the straightforward freezing of coal surface moisture binding particulates together, frost formation occurs due to temperature gradients which develop in rail-cars and stockpiles .

Planning and estimating progress rates and costs for tunnelling is always best done based on experience and historic precedent. Much precedent is available but the use of data monitoring, data mining and other retrieval techniques on modern TBM machines can enable this to be further expanded and refined. Advance rates can be related much more closely to rock types as can associated rock bolt and mesh/ shotcrete requirements. This in turn can lead to a further refinement in best likely combinations of equipment, such as shotcrete jumbos, better selected for the anticipated conditions, rather than the potential advance rates of the machine. Efficient and timely construction of the tunnel will also be linked to times needed for finishing work, such as contact and void grouting and to how this can be initiated while the TBM is still in operation, in order to save overall construction time. Indeed, this in turn may affect the most preferable layout and construction details of the permanent tunnel. Considerable experience has been gained in the use of two large diameter TBM tunnel drives through the Himalayas at the Neelum-Jhelum hydropower project in Pakistan. All the above aspects will be discussed in the paper based on the considerable experience and data which came from that operation, including appropriate measures in highly stressed areas potentially subject to rock burst.

While there have always been mining activities on the outcrops of the copper deposits around Tsumeb, large scale mining activities in Namibia only started in colonial times. Originally focusing on the known deposits, the then German Geological Survey and independent geologists soon discovered significant deposits all over the country. This eventually lead to intensive mining operations all over the country on copper, gold, diamonds, fluorspar and finally uranium. Ever since those days, mining has been one of the major economical factors of Namibia?s development, as shown in picture 1. In the Central Namib Desert mining on base metals started in 1901, and first uranium deposits were discovered as soon as 1910, later followed by others, this did, however, not lead to any mining activities on those uranium deposits in the following decades. [ ] The upswing in the use of nuclear energy in the 1960s and early 1970s triggered some extensive uranium exploration worldwide and also in Namibia. Several airborne radiometric overviews were conducted by the Geological Survey at this stage and eventually the first uranium mine was commissioned in 1976. In the following three decades, the focus of prospecting activities in Namibia shifted away from uranium again. However, since 2000 the forecast for a developing and growing global economy and its even stronger growing energy demand have triggered a large number of nuclear energy projects worldwide, thus increasing the installed nuclear energy generation capacity from 387 GW today to more than 490 GW in 2025.

Recent changes in the field of ore and bulk commodity handling has forced a reevaluation of previously conceived notions. When vessels were small, and sources of raw material were reasonably close to areas of need, the role of the shipping terminal was of secondary importance. Now terminals must be built to take advantage of the economic benefits of the supercarriers. The shipping rates of the 80's will not be determined by the 60,000 DWT or even 150,000 ton capacity bulk carrier, but rather by the supercarriers in the 250,000 DWT class or larger. When the Suez Canal was closed, the shipping industry took a hard look at the economics of the large bulk carrier. Naval architects overcame the problems and successfully designed large supertankers, which today are plying the seas in excess of 350,000 DWT. Orders have been placed for tankers of 480,000 DWT. The shippers of dry bulk materials are now coming to similar conclusions about the economics of supercarriers. As of today, over 40 orders have been placed for vessels in the 250,000 DWT class, representing an investment of over 11/2 billion dollars, and many more are being considered. These vessels are being designed as combination ore/oil (0/0) or ore/bulk/oil (OBO's) carriers. The oil industry has seen the need for terminals which can accommodate these supertankers. The dry bulk shippers, and particularly ore shippers, must now act.

Researchers from the U.S. Office of Mine Safety and Health Research (OMSHR) of the U.S. National Institute for Occupational Safety and Health (NIOSH) completed field trials during coal mine rescue contests using simulated gas detectors in place of placards. The gas monitor simulator (GMS) devices replaced static, paper placards to deliver gas concentration data. Eleven teams were observed during the field contest, which was approved by the Mine Safety and Health Administration (MSHA). GMS devices were given to three team members (the captain and both gasmen). Observation of teams revealed that team members changed behavior by acknowledging and sharing information more often while using the GMS. As a result of this research, it has been demonstrated that under the existing contest format, the newly developed GMS device may be used with no adverse impact on team contest performance. Furthermore, when GMS technology advantages are used, contest realism is improved. In the future, competency assessment may be incorporated.

With most of the mining industry emerging from the deepest business recession in 50 years, primary attention must be given to surviving in a business climate where dominant foreign competition, depressed prices, and potential overcapacity hang heavy over much of the industry. While already shackled with regulatory constraints, restrictive work rules, and high labor costs, mine operators are faced with the difficult task of reducing costs and improving productivity while operating at less than full capacity. To counter these nearly over-whelming factors, the mining industry must continue at the national level to seek regulatory relief and a rational policy toward foreign competition from government-controlled mines. In addition, dialogue with labor organizations must continue to minimize the impact of labor costs, cost escalators, and antiquated work practices. Although national and international actions have a tremendous impact on the future of domestic mining operations, local actions by mine operators to dramatically improve mining productivity will strengthen the industry's competitive stance. Before any substantial progress can be made, however, mine operators must recognize and define areas that depress productivity and establish goals and measures for improvement. Once problem areas are defined, a combination of technological and motivational concepts can be applied to improve productivity. Timing of Improvements While there is an immediate need for productivity improvements, only certain concepts offer near-term improvement potential while others must, of necessity, fit into a mid-range or long-range time frame. Near-term solutions (immediate to one year) likely will involve motivational concepts - work incentives and training - coupled with available technological concepts that require little capitalized development or site testing. Mid-range solutions (one to three years), by contrast, will include technological improvements in mining equipment, techniques, and systems automation. These concepts require a longer period of capitalized development and site testing before use. Long-range solutions (three years or more), which include adoption of new mining methods and computerized control systems, will appear only after prolonged research and capitalized development programs. The East Bay Municipal Utility District is undertaking seismic upgrades of the Claremont Tunnel in the San Francisco Bay area. The tunnel carries treated water across the active Hayward Fault to supply a major metropolitan area. Studies indicate the tunnel could be severed by fault offset during a major seismic event. A design approach to achieve limited operation of the tunnel following fault displacement has been established and design details are currently being evaluated. This paper describes the project, the design approach, and summarizes significant construction constraints.

Conveyor systems persist in being a source of injuries and fatalities in the mining industry. To reduce these incidents, better methods are needed to enhance the monitoring of probable hazards and improve situational awareness during the normal operation and maintenance of conveyor systems. To address these issues, researchers from the National Institute for Occupational Safety and Health (NIOSH) continue to investigate emerging technologies that show the potential to improve miner safety around conveyors. This paper presents a feasibility assessment by NIOSH researchers of a fully integrated, commercially available wireless Internet of Things (IoT) system to improve situational awareness around conveyor systems. Included are discussions of a full-scale laboratory test bed that was designed to simulate a working conveyor system as well as the challenges and successes of integrating the IoT system with the test bed.

The paper describes prediction, control and validation of face pressures, and special TBM features for the bored tunnels of the New Metro Rail City Project, Perth, Australia. The selected EPB-TBM passed below a heritage bridge and the operational Perth Railway station in ground conditions consisting of fully saturated uniform sand combined with shallow overburden and a horizontal alignment radius of only 135m. Therefore, strict control of volume loss, TBM operations and ground movements was vital requiring continuous evaluation and adjustments to TBM operation parameters. The paper discusses the effectiveness of applied TBM face pressures and the used foam/polymer soil conditioning which was measured against achieved volume loss and the predicted range of ground settlements.

"The development of mining safety and health management as a recognized profession has been long in coming. Over the last 150 years, the mining industry has evolved from having individuals randomly involved in safety related work with no specific responsibilities or qualifications, on to the designation of individuals responsible for safety, regardless of knowledge, qualifications and experience and finally to today’s expectation that virtually every mine and mining company has designated individuals operating as safety and health professionals. Further, with the complexity, risk potential and moral expectations surrounding safety, people who address mine safety and health management are justifiably expected to function in a professional capacity including:1. Rendering a specialized service based on advanced knowledge and skill.2. Maintaining a high degree of obligation to those most affected by mine safety outcomes.3. Bound by an ethical code in working with the public, employers and miners.4. Maintaining confidentiality with an employer or client. This historical change parallels thedevelopment of other professions, e.g., attorneys, engineers, physicians, etc., with the exception that those professions require a license granted by a governmental agency, which is justified on the basis of public protection, in order to practice. Likewise, decisions made by today’s mine safety and health professionals, both directly and in association with other managers, clearly have a significant impact on the life and welfare of miners throughout the world.CertificationIn light of this, there is growing need to improve standards of competency and professionalism for those who work in mine safety and health management. An effective mechanism to accomplish this, other than licensure, is the use of accredited professional certification programs. There are many professional certification programs for safety and health throughout the world (Hale & Harvey, 2012). However, there is only one certification specific to mining —the Certified Mine Safety Professional (CMSP). The International Academy of Mine Safety and Health (ISMSH-SME) was formed with the purpose of developing and managing mining safety and health certification programs for the Society for Mining, Metallurgy and Exploration (SME). In 2016, following the discontinuation of the International Society of Mine Safety Professionals (ISMSP), which developed the Certified Mine Safety Professional (CMSP) credential in the 1990s, the IAMSH-SME began the process of updating and relaunching the CMSP program. Among other work required to gain third-party accreditation both domestically and internationally, the IAMSH-SME has developed a new Body of Knowledge associated with mine safety and health management (Table 1)."

Before we can attempt to answer the question of what can be expected from coal research, let us examine why research is done in other fields and what others expect for the money they spend on research and development. Up to 1900 almost all organized research was carried out at universities. Most of the support came from the university, and by present standards the amount of research was extremely small. The motivation for university research was basically discovery of new phenomena, with the objective of advancing knowledge. Side by, side with this organized effort was that of individual inventors who were primarily responsible for applying this new-found knowledge to useful purposes. During this period inventors were rarely supported by anyone, and experimentation was carried out either in their spare time or at the expense of earning a living. Men like Edison, I believe, were the first to demonstrate on a large scale that one could systematically apply newly discovered scientific principles to inventions that would serve useful purposes and would return a profit to those engaged in the effort. The tremendous expansion in research therefore began with the realization and demonstration that the scientific discovered could be applied in such a way as to return a' handsome profit to those who invested in it. The motivation of many of the research personnel however, remained the satisfaction associated with new discoveries, The money to support their efforts came from those interested in a return on their investments. Since the First World War and a rapidly accelerating rate since the Second World War another important motive for supporting research has appeared--the needs associated with national defense; this type of research has been supported almost exclusively by the Government.
