A summary of Bureau of Mines research on recycling, reuse, and disposal of mineral-, metal-, and energy-based wastes is presented, accompanied by an extensive bibliography of related publications. The Bureau's waste recycling and disposal program is directed toward the following four main areas of research and development: (1) extraction of mineral, metal, and energy values from urban refuse; (2) upgrading and recycling of automotive and related ferrous and nonferrous scrap; (3) recovery, utilization, and stabilization of mine and mill processing wastes, and (4) recovery and reuse of values from industrial waste products. This publication updates Bureau of Mines Information Circular 8529, which was issued August 1971.

The Jerry Peak, Jerry Peak West, and Boulder Creep: Wilderness Study Areas contain no identified mineral resources. Two workings, a 20-ft-long adit and a pit, were found in Paleozoic, brecciated, limonitic jasperoid in the east part of the Jerry Peak Wilderness Study Area (WSA), but no significant metallic mineral values were noted. Lenses and pods of quartz containing copper minerals occur in Paleozoic sedimentary rocks 1/2 mi north of the Jerry Peak West WSA. Similar rocks crop out along Pine Creep: in that study area but no copper-bearing quartz lenses were found.

The quantitative separation of tantalum from columbium has been obtained through several liquid-liquid extraction processes. The valuable metals are separated by selective extraction from organic feed solution using a mineral acid or by selective extraction from aqueous feed solutions employing an organic solvent. The greatest degree of separation was obtained when organic ketones, particularly methyl isobutyl ketone, were used. Approximately 200 combinations of various organic solvents and mineral acids were tested as possible separation systems in which the tantalum or columbium content was extracted from organic solutions of the anhydrous pentachlorides.

"The present world-wide demand for increased production in all branches of essential industry involves a matter of vital concern t persons engaged in the mining industry, namely, the productive capacity of the individual mine employee. This applies particularly to coal-mining, upon which other industries so largely depend.The folded and faulted condition of the coal beds in some countries, as well as the thinness and depth of the seams, the adaptability to the beds of available mining machines and equipment are factors which cannot be overlooked in determining what increase in individual output may be looked for in any given country. This subject, while of fundamental importance, can only be referred to in a paper of this length, the primary object here being merely to present a comparative tatamant of individual output under prevailing conditions.The quantity of coal produced by a miner does not accurately indicate the miner's capacity as a workman, not only because of the natural conditions referred to above that limit his annual output, but also because of human factors which may possibly, however, be controlled, such as the demand for coal, the car supply, use of labor-saving machinery, number of days worked during the year, accidents in the mine, etc. It will, however, be an aid in answering the important question as to how and where the immediate need for coal throughout the world may best be surlier, if we examine the output of the miners in the important coal-producing countries over a period of years.Complete official information for recent years is, for several countries, jacking, particularly for France, Austria, and Prussia, but partial data from unofficial sources may be used to show the individual output of the miners in these countries."

"The increase in tunneling operations that requires working under pressures greater than that of ordinary atmosphere has raised the question of the use and possible limitations of respiratory protective devices under such unusual conditions. As little, if any, information is available, there is need for a comprehensive study of this subject before specific recommendations can be made. In the absence of such data it seems desirable to make a few preliminary observations regarding the problems associated with wearing respiratory protective devices under increased air pressures.Two distinct problems must be considered--the mechanics of the apparatus used under such conditions and the physiological effects of increased pressures on wearers of respiratory apparatus. A new prototype ionization-attachment fire detector was developed by the Bureau of Mines for detecting combustion-generated submicrometer particulates. It is much more sensitive than the conventional ionization smoke detector, and it has the following added features: 1. A primary charging current of unipolar air ions is generated by a gold-coated, radioactive center electrode of a cylindrical diode. 2. Submicrometer particulates are flowed axially through the unipolar cloud where they acquire charge. The charged particles impinge upon a third electrode, located downstream, resulting in a current which is directly proportional to the particulate concentration. 3. Additional electrodes analyze the particulates in terms of their mobility and thus determine their size distribution. 4. A filter and cyclone assembly protect the ionization chamber against ambient dust. An analysis of conventional ionization smoke detector performance is also presented in terms of source strength, chamber geometry, and applied potential.

Coal mine ventilation systems are often subject to high leakage rates. As a result, changes in airflow resistance will strongly affect the efficiency with which air is delivered to the working place. One major source of airflow resistance is the line brattice used to direct air from the last open crosscut to the working face. Because it is a great distance from the fan, the resistance of the line brattice can result in more overall leakage than an equivalent resistance closer to the fan. Substituting auxiliary fans for brattice eliminates this source of resistance, with improvements in system efficiency and cost. Also, in some mines, the leakage that leads to spontaneous combustion can be reduced. The benefits obtained by several different brattice and fan substitutions have been studied by Mine Ventilation Services, Inc., Lafayette, CA, under contract to the U.S. Bureau of Mines. Changes in main fan duty were compared with additional costs associated with auxiliary fans. Results indicate that in some circumstances, considerable leakage reductions and cost savings are possible.

"SUMMARY AND CONCLUSIONSTests conducted at Mount Weather indicate that clear water is the best bit coolant and cuttings-removal medium for diamond drilling. All of the mediums tested did show that drilling speed increased when drilling with the faster feed ratios (greatest pressure on the bits). In no case, how¬ever, did the increased drilling speed amount to over 16 percent, and even in a long hole the slight increase in drilling speed would be more than offset by the extra time consumed in setting up.Bit wear was excessive when lubricating agents were used, the most footage per bit was obtained when drilling with clear water in the normal manner, and the next best footage was obtained when drilling with circulated water containing no lubricating agent. The diamonds showed little or no wear in any of the bits, and all bits cut well throughout the tests. They were only taken out of service when erosion of the cast metal had progressed to the point where the diamonds were about to roll out. The lubricating agents evidently hold some of the cuttings in suspension, which in turn help to cut the rock but also wear the metal of the bit.No hard-matrix bits were tested, and it is possible that one or more of the lubricating agents might increase the efficiency of such a bit by keeping it sharp and doing away with the necessity of sharpening by sand blasting. Some tests are planned with hard-matrix-type bits and the same lubricating agents used in the tests under discussion, but it is realized that any drilling advantage gained by the bits sharpening themselves may but at least partly offset by excessive wear of the Pump parts."

NEW theoretical data are presented for the intensity of X-rays diffracted from randomly oriented aromatic and alicyclic molecules and diamondlike structures such as are found in coals, cokes, and carbonaceous materials. Data have been computed using the Debye interference function. Computations for the smaller molecules have been made with the Univac 1204 computer: those for large structures, with either the IBM 704 or Bendix G-20 computer. A brief theoretical introduction of the Dobye interference function is given, and an outline is made of the treatment of experimental data so that the experimental interference function can be obtained.

Refuge Chamber Expectations Training was created by a multidisciplinary team at the National Institute for Occupational Safety and Health (NIOSH) to inform miners of what to expect psychologically and physically if it became necessary to use a refuge chamber in a mine emergency. The presentation can be used either for one large group or for individual miners. The training is a multimedia Adobe Flash presentation containing pictures, audio, video, and interviews with miners who have used a refuge chamber in an emergency. It must be run on a computer with Adobe Flash Player installed (refer to the computer system requirements section).

In 1978, the U.S. Bureau of Mines and the U.S. Geological Survey completed a joint mineral survey of the Chemise Mountain and King Range study areas as mandated by the Federal Land Policy and Management Act of 1916, Public Law 94-579. The U.S. Bureau of Mines examined all identified mineral prospects and deposits; the results of these examinations are included in this report. The U.S. Geological Survey studied the regional geology, geochemistry, and geophysics; the results of these studies are available in USGS Map MF-1196. No mineral resources were identified in either the Chemise Mountain or King Range study areas; however, a high-grade silver and base-metal occurrence, and minor manganese resources were identified in between the two study areas, within the King Range Conservation Area. The only mining activity in either area was a placer gold prospect on Honeydew creek in the northeastern part of the King Range study area. Three samples from this prospect contained no gold. The Chemise Mountain and King Range study areas are in a mountainous region along the coast of northern California, 230 road miles north of San Francisco, and 70 miles south of Eureka by way of U.S. Highway 101, through Garberville and Redway. The Chemise Mountain study area consists of 3,941 acres; it includes the 2,598-ft Chemise Mountain, and the cliff-lined seacoast southeast of Shelter Cove. a resort and fishing village. The King Range study area consists of 39.764 acres northwest of Shelter Cove, and includes the northwest-trending King Range with elevations above 4,000 ft. The Chemise and King Range study areas are underlain by deep-water marine sandstones, shales, and minor pillow basalts of the Late Cretaceous and early Tertiary Franciscan Subduction Complex. Mineral production was 1,650 tons of manganese ore within a manganiferous bed overlying pillow basalt at the Queen Peak mine southeast of the King Range study area. However, no significant manganese resources were found in the Queen Peak area. The Point Delgada area, directly south of the King Range study area, has prospects with high grade copper, lead. silver, and zinc. Exposures are inadequate to estimate resources; however, the metals may be associated with Franciscan volcanism (volcanogenic). The Chemise and King Range study areas may contain similar economic silver-rich, base-metal deposits.

This is the first of a series of reports dealing with development of a method of strengthening bituminous-coal-mine roof. Later reports will describe the progress made with injecting high cohesive and adhesive bonding agents into bedding planes and mine tests of roof strata strengthened by the bonds formed. The concept of strengthening roof strata in coal mines by inserting steel rods in the form of bolts has been widely accepted by the coal industry. The benefits of increased production and safety derived from this type of roof support has more than justified the increased cost of roof bolting. However, not all coal-mine roof structure is amenable to this type of support, and failures occur owing to the heterogeneity and variable character of mine-roof strata.3/

This paper, describing the mining methods and practice at No. 2 mine of the American Zino Co. of Tennessee at Mascot, Tenn., is one of a series of papers issued by the Bureau of Mines presenting the mining methods and costs in various districts throughout the United States. Its purpose is to summarize methods recently put into practice whereby increased efficiency has been effected. These improvements have to do principally with mill-hole mining, slushing, contract labor, and bonuses. In general, this paper supplements earlier articles and brings them up to date. [The oil-producing district, "Southern Oklahoma," is generally considered to be that part of the: State lying; southwest of the Arbuckle Mountains. It includes six counties: Carter, Cotton, Garvin, Jefferson, Kiowa, and Stephens. At present cost of the oil is produced from formations of Pennsylvania age. The individual crude oils resemble those produced in other parts of the State, except that the sulfur content is rather high. This report is a continuation of a study of Oklahoma crude oils3/ being made, by the Bureau of Mines, Petroleum Experiment Station, Bartlesville, Okla. in cooperation with the State of Oklahoma. Analyses are given of 27 samples obtained from 21 fields in the southern part of the State, end the physical and chemical characteristics of these crude oils are discussed briefly. Analyses of crude oils from other Oklahoma areas and publications in which these analyses may be found are listed in tables 2 and 3.]

The Government of New South Wales has granted approval for Hunter Valley Aluminium Pty., Ltd" and Alcan Australia Ltd. to proceed with the building of an aluminum smelter at Lochinvar and the expansion of a smelter at Kurri Kurri. Construction of the smelters is expected to start as soon as the consortium is finalized in early 1982. The smelters are part of a plan to increase Australia's aluminum capacity fivefold to 1.5 million tons by the mid-1980's. CHILE Construction of a $61 million lithium carbonate plant in northern Chile will be started in early 1983 by Sociedad Chilena del Litio Ltdao Production is scheduled to begin in 1984 with an initial capacity of 6,350 tons of lithium carbonate produced from a brine deposit. The firm is owned 55% by Foote Mineral Company, of Exton, Pennsylvania, and 45% by Corporacion de Fomento de la Produccion-CORFO.

Fires in metal mines have resulted in some of the worst disasters in American mining history insofar as loss of life is concerned. One fire caused the death of 163 miners and individual less spectacular fires have cost the lives of scores of workers. Metal mines are often very deep, and the men working on numerous levels far removed from direct communication with the surface. In many instances they cannot be warned quickly of an emergency or a mine fire by telephone or other usual method of communication, or by messenger, flashing lights, gongs, sirens, or whistles. Telephones are not paricularly effective as a means of warning unless placed at all strategic points and with attendants always on duty; though telephones well placed have a definite value in any well-pla.mied emergency procedure in mines of all kinds. Messengers are slow and men working in remote parts of a mine would not receive a warning quickly enough. Most metal mines are not electrically lighted, except at or adjacent to shaft stations and in principal haulageways, and this limits the effectiveness of flashing lights. Electric gongs and sirens or whistles have been tried as warning signals, but the sound is quickly deadened and does not travel upward into the stopes, especially those of an extensive volume. Shutting off the compressed air is by no means satisfactory as a warning, as not infrequently it is stopped accidently, so that it loses its value as an alarm. The introduction of water into compressed air lines is undesirable as a fire warning and necessitates considerable care, especially in deep mines; pressure-reducing valves must be provided to reduce pressure that otherwise would break connections or split the pipe. A quick, effective method of warning miners underground of the existence of an emergency requiring them to leave the mine immediately, such as a fire on the surface or underground, is provided by the introduction of stenches in the compressed-air lines. This Bureau of Mines study estimates typical capital investments, operating costs, and selling prices for two bituminous coal strip mines in the Eastern and Interior provinces and a subbituminous coal operation in the Northern Great Plains province. The annual productions were based on tonnage required to fuel a 250-MM-scfd, high-Btu gas plant. The annual tonnage for the Eastern province mine is 4.8 million tons; for the Interior province mine, 6.72 mi 11 ion tons; and for the Northern Great Plains province mine, 9.2 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of May 12, 1974, under the terms of the Bituminous Wage Agreement of 1971, and costs for material and equipment are based on 1973 and early 1974 indexes . Initial capital investment varies: $45,358,600 for the 4.8-million- ton-per-year (MM tpy) mine in the Eastern province, $54,603,000 for the 6.72 MM tpy mine in the Interior province, and $29,871,000 for the 9.2 MM tpy mine in the Northern Great Plains province. Total capital invest-ments for the Eastern province mine, the Interior province mine, and the Northern Great Plains province mine are $61,070,000, $76,753,000, and $56,286,000, respectively. Corresponding selling prices for the coal, per ton, are $4.79, $4.23, and $2.66, assuming a 12-percent discounted cash flow rate of return after Federal income taxes. These studies are considered typical for the areas involved. Costs will vary depending on specific locations in these areas.

This paper will be of interest to those who are actually developing a mineral prospect or planning to do so, as well as to investors who are considering the problem of financing the development of the prospect, so that they may know what the risks are and what capital expenditures are necessary before a prospect may become a mine. The term "prospect" used broadly, as it is in this paper, is defined as any property that has a mineral showing of sufficient interest to warrant development, irrespective of prior work, Such previous exploration, however, may be extensive and consist of several tunnels or adits connected by raises, or of shafts with several levels. There may also be a small mining and milling plant on the prospect which, because of the lack of capital for development or the lack of markets for the products, is now idle. Such prospects may warrant further capital investment for development work or for a mine plant to raise to the stage of profitable production.
