Phase I study efforts addressed: 1) acid mine drainage formation theory; 2) effects of inundation in reducing acid mine drainage formation; 3) summary information on the types of acid abatement technology currently available and the problems inherent in each; 4) analysis of two potential means of partially inundating abandoned segments of active underground mines to reduce acid formation. This subsequent Phase II Draft Final Report addresses all of the above, but concentrates on and defines Item 4. Seal construction techniques were taken through five logical steps as follows: A) Location Analysis; B) Coal Barrier Pillar Analysis: C) Ground Water Analysis; D) Design Considerations: E) Economic Analysis. The design details of both low wall dams and section seals were discussed in a series of segments: a) Case Histories; b) Feasibility Analysis; and c) Design (including representative calculations). Study efforts showed that both concepts are feasible only in certain mines where the geologic-hydrologic physical makeup is suitable to contain a mine pool. Low wall dams in particular were found to have extremely limited applicability as a means of pollution reduction. Section seals, while clearly dependent upon site specific conditions, have a some what broader range of utility and are more effective in pollution reduction. The proven dramatic reduction in acid mine drainage attributable to inundation makes this a concept that must be considered.

This report is the 26th in a series summarizing Bureau of Mines research and technologic work on coal and related investigations and the 8th of these reports to be issued on a calendar-year basis.1 It reviews briefly work in progress during 1961, and it provides references to publications by Bureau personnel during 1961 and also to a few older papers that were not cited in prior reports of this series. Details about some of the researches mentioned may be obtained by referring to the publications cited in the footnotes or in the further list in the Bibliography; other phases of work are reported here for the first time and will be covered in more detail by later publications.

The first paper is an update on fire protection for large haulage vehicles, the second paper is concerned with improved visibility systems for large haul- age vehicles, the third paper is on improved ladders for large haulage vehicles, and the fourth paper is concerned with large haul-age vehicle operator training systems.

RAILROAD GRANT-MDIERALS. Diatomaceous or infusorial earth when found in such quantity and quality as to render lands containing deposits valuable therefor are mineral lands within the meaning of the mining laws and must be excepted from grants to the Central Pacific Railway Company. RAILROAD GRANT-CLASSIFICATION, If any evidence of minerals is found upon lands within a railroad grant and the showing is sufficient in the opinion of prudent and qualified persons to warrant further exploration and expenditure, with reasonable prospects of success, then the land can not be classified as nonmineral and is not subject to the grant to a railroad company. But where there is no present indication of minerals nor any geological evidence upon which to base a mineral finding, land should not be classified as mineral, or held for further classification and reserved from the railroad's grant, upon the surmise that future prospects might disclose evidences of minerals. INDEMNITY SELECTION BY RAILWAY COMPANY, Under section 3 of the act of July 2, 1864 (13 Stat., 365), and the joint resolution of May 31, 1870 (16 Stat., 378), the Northern Pacific Railway Company could take coal and iron land within its primary or grant limits. It could not base an indemnity selection upon the claim that certain land was coal or iron in ;;haracter, as such land was not lost to it as part of the grant. But the company was authorized to select other lands in lieu of those lost because of their mineral character, but the word "mineral" did not include iron or coal, and, accordingly, the railroad company was entitled to take coal lands under its indemnity selection.

From 1984 through 1987, the Bureau of Mines investigated numerous prospects and new discoveries of columbium, rare-earth elements (REE), uranium, zirconium, and other metals associated with the multi-phased peralkaline granite at Bokan Mountain, southeastern Alaska. This report summarizes the mineral evaluations and estimates indicated and inferred resources for those prospects containing significant tonnage and grade. A total of approximately 96.2 MM lb Cb205 (43 pct of the tonnage at a grade exceeding 0.125 pct Cb205), and 11.8 MM lb U308, 27.9 MM lb Th02, 133.0 MM lb Y203, 637.6 MM lb ZrO2, and 241 MM lb REO are estimated to be contained within nine deposits totalling 37.8 million tons (at least 80 pct of resource tonnage also exceeds 0.5 pct Y203 + REO). Generally, half of the REO content is composed of the heavy yttrium subgroup. Several deposits also contain beryllium and tantalum; 2.1 MM lb of Ta205 and 8.9 MM lbs of BeO were estimated. These estimates would likely be substantially increased with additional exploration. Four deposit types were investigated; shear zones and fracture-related deposits, pegmatites, mineralized dikes, and placers. Mineralized dikes contain most of the beryllium, columbium, tantalum, yttrium, zirconium, and REE resources, whereas shear zones and fracture-related deposits (Ross-Adams mine) contain the principal of the uranium resource. Pegmatites are similarly mineralized as are dike deposits, and contain low levels of gold. Placer potential is suggested, but no deposits were found.

In the Unfederated Malay States, with the exception of Johore, the rights of suzerainty, protection, and administration were transferred by giam to the British Government in 1909. In the States of Kelantan, Trengganu, Kedah, and Perlis, the rulers are assisted by State Councils and by British advisers appointed by the British Government.3 With respect to Johore, the largest, richest, and most highly organized of the Malay States not in the Federation, the treaty of December 11, 1885, with Great Britain, defined the relations of the State to the British Govern- ment and allowed the Maharaja to assume the title of "Sultan"; an amendment to this treaty (May 12, 1914) provided that the Sultan should be advised by a British officer, the General Adviser. ...... The political organization of the States is reflected in the mining legis- lation, Johore being the only one having a comprehensive code. The objective of this study was two-fold: 1. To perform a world literature search pertinent to the analysis, selection and design of hoisting systems and their components and to codify the search into a literature compendium. The search resulted in a technical data file of over 1500 hard copy items. The compendium index was also suitable for establishing a comprehensive computer-loaded data base on the subject. 2. To develop a comprehensive system of guidelines to cover salient aspects of analysis, selection and design of electrical, mechanical and structural components of a hoisting system with a view to establish parameters for maximum safety and efficiency of operation, installation and revision of the system. 3. (a) The system design of hydrostatic drives for mine hoists, usually of special nature, is considered along with oil hydraulic component selection suitable for the application; (b) The criteria for head frames of steel and/or concrete are developed with full consideration of all operating and environmental conditions.

The following report summarizes the results of engineering feasibility studies whose purpose was to assess the probable efficiency, reliability, safety and cost of a number of possible methods for removal of radon gas from the ambient air in underground mines. Fourteen candidate techniques were evaluated. Seven of these were based on specific individual principles, and seven were based on combinations of these principles. The bagging of dry pulverized products using fluidized air packers creates severe respirable dust problems in many surface mining operations. During bag filling, excess air and product blows by the bag valve/nozzle interface. After bag ejection, dust blows out of the bag valve. During conveying and handling dust is released from the bag valve and dirty bag surface. Overexposure of the bagging machine operator and bag handlers is common. This report describes the development and testing of a new dust control system for bagging machines. The system features a new bag clamp design to reduce product blowby during filling. A controlled vacuum system removes excess air from the bag before ejection, eliminating the problems after bag ejection and during conveying and handling. The system has shown significant reductions in dust exposure for both bag machine operators and bag handlers. These reductions are achieved with no significant effect on total mill productivity.

The Bureau of Mines conducted batch-?scale tests on a sample of parphyry copper mill tailings as part of a study to determine the feasibility of rutile recovery from this source. The tailings that were tested contained 0.75 percent titanium dioxide (Ti02), with about two-thirds of the Ti02 values occurring as rutile. Mineralogical studies indicated that about one-half of the Ti02 content could be considered recoverable. Beneficiation studies of the tailings showed that best flotation results were obtained when sulfides and carbonates were removed by bulk flotation prior to rutile flotation. Rutile flotation was most effective when a petroleum sulfonate collector was used in an acid circuit. From this basic method of flotation, two alternative procedures were developed. The first procedure was to size and grind the tailings to minus 200 mesh; deslime the total pulp; and then float the sulfides, carbonates, and rutile. The second procedure was the same, except that it did not include sizing and grinding. Flotation of the sized and ground tailings yielded rutile concentrates containing 43.1 percent Ti02 and 75.7 percent of the recoverable Ti02. Rutile concentrates floated from the tailings that were deslimed but not ground contained only 34.7 percent Ti02 and 69.4 percent of the recoverable Ti02.

[Liquid oxygen explosives are ordinarily made from a carbonaceous absorbent and from liquid oxygen of high purity. These explosives have a limited but definite field of usefulness; their properties have been described in the literature, which includes several publications of the Bureau of Mines, the most recent dealing with fire-retardant treatments.3/ It seems generally conceded that the outstanding hazards in the use of these explosives are their high inflammability and their relative sensitivity to mechanical action. Each of these topics has been studied, and some interesting practical results have been obtained. Treatments have been described that render liquid-oxygen explosives prepared from granular carbonaceous absorbents practically immune to the action of igniting agents representing or exceeding practical hazards in violence.]

Design plans and detailed cost estimates of mining and treating ore from Maggie Canyon deposit by two alternative methods which can be used in the event of a sudden need to exploit this resource are given . Lower costs are estimated for the operation employing oil - emulsion flotation . The total capital investment required for this operation is estimated at $ 11,750,000 . Assuming an 85 percent recovery in mining , 55.6 pct of the manganese in the ore reserve would report in 153,333 tons of ferromanganese containing 75 pct manganese . The production cost for the 5 - year operation would be about $ 245 per ton of ferromanganese . The total annual operating cost would be approximately $ 7.5 million , distributed , in pct , as follows : Mining 11.9 , milling 24.4 , sintering 9.9 , smelting 47.2 , hauling ore and sinter 2.8 , and general offices 3.8 . Recovery and costs are both higher for the operation employing dithionate leaching . In this operation the required investment is about $ 17,220,000 . Manganese recovery would be 67.6 pct in 186,160 tons of ferromanganese . Production cost would be about $ 284 per ton of ferromanganese . The total annual operating cost would be about $ 10,575,000 , distributed , in pct , as follows : Mining 8.4 , milling 44.4 , sintering 7.4 , smelting 34.7 , hauling ore and sinter 1.3 , and general offices 3.8 . Potential process modifications might reduce the operating cost of the first operation by as much as 7 pct and that of the second operation by as much as 9.5 pct , but exploitation of the deposit by the techniques studied is not economical today .

The Victorville cement plant of the Southwestern Portland Cement Co. is located about 1 mile from the city of Victorville, Calif. Two transcontinental railway systems, the Atchison, Topeka & Santa Fe, and the Southern Pacific Railroad, afford shipped facilities. The plant is modern and well kept, as the officials, especially the higher operating officials, take pride in the appearance of the place. Dust has been practically eliminated by the installation of dust collectors and wet grinding. The plant has a rated capacity of 5,000 barrels of cement daily.

This paper describes the location and general features of the ?Red Bed? or sandstone copper deposits in southeastern Colorado and New Mexico. Most of the areas containing this type of deposit were visited, and many deposits were examined. Some deposits were not visited because of lack of information as to their location. In the large area covered a great variety of climatic, geographic, and topographic conditions exists. Some of the deposits are in arid areas, whereas others are in heavily forested regions. Altitudes range from 3,400 to 9,200 feet, and the terrain varies from flat plains to rugged mountains. Transportation is a difficult problem in most of the districts, involving long truck hauls to a railroad and long rail hauls to a smelter.

The objective of this study is "to assess the impact of surface mining on soil compaction in the Midwest". The study revolves around a unique field sampling program targeted at four mine sites utilizing four distinct types of soil movement of midwestern prime land. Through the preparation of a final report for use as a guidebook, an assessment is made of the degree to which surface mining operations contribute to the soil compaction problem. The final report is formulated through the use of field study data as well as information gathered in an intense literature review. The final report centers on applying collected data to practical field applications. Soil sampling on the four mine sites centers on a comparison of natural and replaced soils for moist bulk density. This characterization evaluates changes in density and texture throughout the soil profile to a depth of 48 inches. Fertility of the topsoil is also assessed for natural and replaced soils. During field sampling and observations, a base of information has been gathered to compile a case study on each mine site. The report accesses the regulations in the prime farmland areas through the use of a matrix. The regulatory matrix allows easy access of mining personnel to State and Federal regulations.

A systematic study of the mechanism of interaction of 218Po(RaA) armed by the decay of 222Rn with airborne particulate matter has been made. The rate of attachment of RaA to particles in the diameter range of 0.1 µm to 10.0 µm has been measured as a function of particle size, concentration, and composition, radon concentration, time of interaction, relative humidity and temperature. It was found that under the conditions in these experiments the attachment rate was proportional to the square of the particle diameter and varied with temperature and relative humidity. The composition of the particles apparently has no effect on the attachment. The variation in attachment rate was related to a sticking probability coefficient of approximately 0.02 that varies systematically with temperature and humidity. In addition, the rate of deposition of RaA on the wall of the attachment kinetics system was measured and also found to change with temperature and relative humidity.

Along with the humanitarian need for preventing accidents the cost of injuries must be considered. As a means of bringing the facts concerning the prevalence of accidents in mining and their direct cost before the operating officials and others interested in accident prevention in the mining industry, the United. States Bureau of Mines ha as recently made studies and published reports dealing with these subjects in several States 4. This report gives available data on the causes and direct costs of accidents in Virginia coal mines for the 4-year period 1929 to 1932, inclusive. Mounting compensation costs and insurance rates resulting from mine injuries indicate the necessity of measures to decrease the number and severity of accidents. These direct costs, as well as additional losses of an indirect nature, can be eliminated from the cost of production to the extent that accidents are prevented or reduced in severity.

The technologies of contemporary iron and steel production and of direct reduction processes have been studied to identify and estimate the potential effects of direct reduction on mineral consumption and the problems raised thereby for the Nation's mineral supply to the iron and steel industry. Contemporary patterns of mineral raw material and energy consumption were determined from a study of the 1964-70 period. Major changes were observed in requirements for 14 of 20 principal commodities. Average practice in 1970 was compared to best practice to estimate the potential effects of implementing existing technology without recourse to direct reduction. Potential effects of direct reduction were estimated by comparing the mineral requirements for 95 percent reduced pellets with 1970 best practice technology for two cases of use: (I) complete substitution for hematite pellets in blast furnace burdens, and (11) partial substitution (40 percent) for scrap in electric furnace steel charges. Effects upon mineral supplies are described; important collateral factors are analyzed, and the principal metallurgical, industrial, and environmental consequences of implementing direct reduction are discussed. Major effects of direct reduction on the domestic steel industry and its mineral supply system are foreseeable. Direct reduction will (1) create a large demand for low-gangue iron ore; (2) relieve the dependence of the steel industry on coking coal, and (3) permit great increases in furnace productivity, both in blast furnace ironmaking and electric arc furnace steelmaking.

For the purpose of comparing the amounts of dust produced by various mining operations, samples of atmospheric dust were collected during a complete cycle of drilling, blasting and mucking at or near the face of the Bureau's Mount Weather testing adit while the efficiency of several types of stemming in metal-mine blasting was being investigated. This report summarizes Bureau of Mines contract research on the disposal of retorted oil shale. A data base has been developed describing the physical-chemical properties, geotechnical engineering properties, and natural cementation characteristics of spent shale. Results of field compaction tests and seepage pond tests are presented, along with results of a partially saturated finite element seepage model used to predict infiltration and seepage rates. Preliminary engineering analyses are presented for underground disposal systems, which include material transport methods, and for a surface disposal system, which includes stability analyses.
