There is no doubt that the mining sector is considered to be the backbone of many countries. Furthermore, it has played an important role in the prosperity of nations, whether developed or developing. Saudi Arabia is one of these countries that has a large variety of metallic and non-metallic mineral resources that range in size and value occurrences of limited potential to deposits large enough to sustain profitable exploitation. Therefore, the Saudi government needs to reinforce the capacity of the sectoral institutions to better regulate and promote the sustainable development of the sector. The ability to overcome the administrative and legal complications that constrain private sector participation in the minerals sector, through new mining code which will streamline the procedures for obtaining licenses and will add more predictability and transparency to the application process, are proposed for increasing the sustainable development. This paper will outline how the Saudi government is tackling the major challenges that face the minerals industry. This paper provides the background to the Saudi Arabian mineral sector and its industrial base. Finally, the paper identifies the problems and constraints that face the minerals sector in Saudi Arabia and provides an assessment of the effects of government policies and planning efforts in the minerals sector, particularly during the period of the development plans which started in 1970.

Effects of High Pressure Grinding Rolls on Platinum-Bearing Ores and the Flotation Response as Compared to the Conventional Ball Mill Three major PGM ore types from the Bushveld Complex of South Africa: Merensky, UG2 and Platreef were comminuted with the use of the high pressure grinding rolls (HPGR). The influence of the feed characteristics and the various operational and design features of the HPGR on energy consumption, throughput, mineral liberation and PGM flotation recovery were investigated. The test work variables included two feed top sizes of 12 mm and 6 mm, specific grinding forces ranging between 3 - 7.5N/ mm2 and zero gaps of 1.5 mm and 3 mm. The results show that the influence of the HPGR operational and design features on energy consumption, throughput, mineral liberation and PGM recovery are ore dependent. The size reduction-specific energy relationships show that the most energy efficient utilisation of the HPGR for Platreef ore was at the lower specific grinding force of 3N/mm2 and the zero gap at 3 mm. For Merensky and UG2 ore on the other hand, the most energy efficient operation was at the higher specific grinding force of 7.5N/mm2 and the zero gap of 1.5 mm. At a specific energy input of 3 kWh/t, reduction ratios (F50/P50) of 6.5, 3.8 and 10 were obtained for Merensky, UG2 and Platreef, respectively for feed top sizes of 12mm. Further application of the HPGR as a pregrinding stage to a ball mill showed a 25 - 30 per cent increase in throughput for Merensky and UG2 ore. Batch flotation tests performed on selected samples appear to indicate that ore comminuted with the ball mill had superior grades compared with that ground with the HPGR. However, Merensky and UG2 ore comminuted at different HPGR operating conditions showed distinctions in PGM recovery. Platreef on the other hand did not appear to show any differences. Therefore, this study highlights the significance of ore type and operating variables in HPGR applications with regards to energy efficiency, throughput and PGM recovery.

A world-class example of sustainable development in practice, the Local Resource Development Initiative (LRDI) grew from agreements between the Ambatovy nickel mine developers and the Government of Madagascar. A program of training and community development, the LRDI aims to maximise local benefits by optimising the integration of local resources during the construction period of the mine. By local resources, we mean the local labour force as well as local goods and services. Begun in 2007, the foundation of the LRDI is to integrate local resources into the mining project and where gaps are identified, design and implement training, mentoring and other programs to fill those gaps. The principal accomplishments are: the establishment of training centres that trained over 4000 people in little over one year, 96 per cent of whom hired to work at the mine; a support program for local micro, small and medium enterprises that has led to the award of 65 contracts for goods and services with training and mentoring of over 100 local businesses; and a number of special projects that have, among other results, strengthened local agricultural development and created employment for young people. The LRDI provides unique insights into key indicators and lessons learned to strengthen the social and economic sustainability of mining projects in developing countries. The paper will discuss these in terms, among others, of: the importance to project success of upstream planning to address socio-economic issues; the role of civil society and other local partners to strengthen and expand sustainability outcomes, and to spur governments to demand that major projects promote economic and social sustainability; and the integration of mine sustainability with sustained regional social and economic development.

The profitability of gold placer mining operations is determined by more factors than many placer miners recognise until too late. This study is based upon field trips to examine the efficiency of mining and transportation of gravels to a wash plant by bulldozer and truck. At the examined open pit mining operations gravels were washed using water canons, derockers or scrubber trommels. The objective of this study was to determine the relationship between unit costs and power requirements for gravel mining and processing. The author conducted a number of time and motion studies at four open pit gold mines, including the Maly Patom Creek, the Nizhny Patom, the Taimendra Creek and the Kadali-Makit in the Bodaibo District, Irkutsk Region and collected and processed field data. As a part of the study significant correlations were determined and empiric regression equations derived between: power requirements (Ep) and unit cost (Cp) for gravel processing; and total power requirements (Et) and total unit cost (Ct) for gravel mining, transportation and processing. Based on the results of the study it was proposed to modify the current mining procedure methods and to replace water cannons at the Maly Patom Creek with a PPM-5 derocker. Introduction of the proposed technology resulted in 2004 in US$385 000 mining cost reduction at the Maly Patom Creek over a short-time Siberian mining season.

The Australian mining industry is at an interesting stage in its development. Of the large number of mining companies in Australia, some are still solely domestic in their focus, others have made their first tentative forays offshore, and others are global players of significance in tile world industry.   It is not long ago that the entire industry was almost exclusively domestic in its focus. Very few companies before the early 1980s had ventured offshore, and those that did so were considered quite risque. The initial moves were made mainly by large companies who could afford to lose the funds expended in getting started in a range of offshore locations.   Almost all offshore jurisdictions were considered to be high risk compared to the safety of home - I recall the extreme difficulty I encountered in the mid 1980s in endeavouring to persuade a Board to joint venture into an attractive gold opportunity in South East Asia.   One of the problems inhibiting the offshore development of the Australian mining industry was that some mining companies had had unfortunate experiences offshore. Others had heard of those who had had unfortunate experiences offshore and, as such, 'offshore' gained a bad name and the more risk averse boards and. management of the time simply put the whole idea into the 'too hard' basket.

At the last MassMin Conference in Sudbury, Caterpillar’s vision of a continuous mining concept for block caving operations was presented on the background of global raw material demand and its continuous increase. By analysing today’s structure of mining processes in block caving, the paper (Krings, Steinberg and Frenzel, 2012) highlighted the main bottlenecks in the process chain and identified conceptual solutions by help of a case study. The main focus was the paradigm shift from discontinuous batch type operation to a continuous mining process of the blocks.In 2016, the strategic vision has taken major strides forwards and remote continuous operation has become a reality. Caterpillar’s continuous operation system – the Rock Flow system – was successfully installed in Codelco’s Andina mine and start of operation is scheduled in the first half of 2016.Based on continuous product developments, this paper sets the focus on two main aspects of continuous mining. First, field experiences of the Rock Flow system will be shared, highlighting the Andina project course from system installation, to commissioning and successful system start. The second aspect concentrates on the system and mine layout as discussed in the case study scenario in MassMin 2012 (Krings, Steinberg and Frenzel, 2012).Based on Caterpillar`s continuous product development, the Rock Flow system set-up and panel design were modified for a general roadway design and drawpoint layout. The new design allows an optimised use in block preparation phase (spreading) and full production phase (reaping), operating a fleet of load-haul-dumps (LHDs) and Rock Flow systems. The combined use of the two technologies optimises the mining process in every stage of block life and significantly increases the performance of the continuous block caving operation in the production panel to pave the road for the next generation of super caves.CITATION:Frenzel, M, 2016. Open pit mining commenced at Lihir Island in 1997 and is undertaken using a conventional drill, blast, load, haul methodology. Unique challenges at the operation include an active geothermal system, a well-developed advanced argillic blanket in the upper portions of the orebody and high rainfall. Grade control is effective utilising routine blast cone sampling. While this provides ‘just in time’ grade information for mill blending, there are opportunities to improve scheduling of mill feed, based on material classification of clay types and sulfur grades. The nature of the clay can impact on the handling properties while the sulfur grade is an important guide for autoclave blending, required for refractory gold. Drilling below the pit floor introduces hazards from the identified geothermal field. A trial Reverse Circulation (RC) program was implemented with the aim of defining four benches below the active mining bench. A comprehensive risk analysis, including the geothermal environment, was undertaken to design a drill collaring procedure with pressure diversion equipment. Operator exposure was minimised through ‘nil on foot’ principles with the driller located in an onboard cab, utilising remote rod handling. Sampling personnel operate in an elevated platform with access to protective covering. Samples from blastholes and the RC holes are processed at two site laboratories. One provides conventional Au fire assays with additional Infrared Combustion (Leco style) S analysis. The second laboratory collects material classification details from portable XRF (pXRF), near infra-red spectrometry (ASD) and Hardness Indicator Testing (HIT). An existing workflow was updated by the site to deal with the additional samples and ensure production ‘turn around times’ were retained for short-term planning. This required some changes to drying temperatures, compositing and screen sizing for the material classification. All results from the two laboratories are loaded into a centralised acQuire database for estimation into a single block model that informs the 13 week medium term planning (MTP) schedule. This paper describes some of the logistical issues faced when drilling in a geothermal area. It also discusses the selection and commissioning Quality Assurance of the sampling equipment and drill rig. Integration of the resulting assay data with existing resource models is also explained.

The expansion of hydrometallurgical operations, declining ore grades and upwardly spiralling production increases the demand for fresh and recycled water with low levels of contaminants. The minerals industry is also increasingly being forced both by regulatory and cost pressures to reduce the amount of liquid waste they produce. This requires a strong focus on waste reduction by recycling, regeneration and reuse. However, these measures are often not enough in arid countries for a forward progress and expansion of their mining activities.   It is often the case that in the arid and semi-arid countries the only available water is either sea water or underground (brackish to hypersaline) saline waters. Brackish waters can be desalted at a reasonable cost but the desalination of highly saline waters is challenging and expensive.   There are emerging reports that sea water and in some cases hypersaline underground waters are now used by various mining industries as process water. This study explores the possibility of the use of sea water in various mineral processing and hydrometallurgical processes and briefly discusses the benefits and problems related to the use of saline waters at the mine and mill site. Several cases studies and preliminary laboratory test results are presented.

THE power requirements of the Mount Lyell Mining and Railway Company at Queenstown, Tasmania, have, since the inception of smelting operations in June, 1,,896, been derived continuously from the extensive forests in the watershed of the Queen River, adjacent to -the works, the firewood being of good quality, mainly composed of myrtle or beech (Fagus Ounninghami), eucalypts, and manuka (Leptospermum ericoides).The country is very rugged and mountainous, indented by numerous ravines and gullies, and intersected by many creeks, which are subject to periodical floods, under the influence of a heavy and persistent rainfall. The areas so far exploited aggregate a total of about 42 sq. 'miles, and this denuded country gives promise of ultimately becoming very valuable pastoral ground for cattle-raising. The tonnage of wood yielded per acre varies from 40 to 100 tons on stack measurement of 80 cub. ft. per ton, 60 tons per acre being considered a good average yield. The gross amount of firewood handled during the past 13 years approximates 1,200,000 tons, the greater portion of which has been obtained by ordinary tramming methods. Reducing metal prices have forced mining operations to become more efficient and innovate in order to do more with the existing base. Much of this effort has focused on improving the efficiency of load and haul operations. The key to this is to understand and quantify where delays and missed opportunities exist. Metrics such as utilisation of availability, efficiency utilisation and asset availability are helpful indicators of performance; however, uptime-based time usage models and performance analysis tools using productive operating time models help to identify additional improvement opportunities.Phu Kham is a copper-gold mine operated in the Lao People’s Democratic Republic (Laos) since 2008 by PanAust Limited. The mine is a single large open pit of 450 m depth, running a fleet of 51 100 t class rigid dump trucks and 300 t and 200 t shovels controlled with the aid of a fleet management system in order to achieve ex-pit material movements of 56 Mt/a.Commencing in late 2014, a range of initiatives were implemented in order to improve the efficiency of the mine haulage fleet. These include hot seating of all operator changeouts via changeout ramps, split shifting of crews to minimise queuing delays, maximising blast volumes and minimising blast event days to reduce blast exclusion delay events including opportune refuelling of equipment during blasting events, inspections of trucks during refuelling events, implementation of a dedicated haul road services team to help reduce wet weather related delays and infrastructure development for haul path efficiency improvements.These and other initiatives have allowed the mine haulage fleet utilisation of availability (UofA) to be sustainably increased from 85 per cent to 97 per cent (see Figure 1), efficiency utilisation to increase from 85 per cent to 90 per cent, and productive operating time (POT) to increase from 73 per cent to 84 per cent. Frequently materials handling operations are compromised by transfer chute problems ranging from high wear rates, blockages and ineffective loading of the downstream conveyor. This paper will present the design flow implemented to overcome problems in two case studies utilising discrete element modelling incorporating material characterisation.Material testing is relevant in achieving a valid discrete element method (DEM) simulation model and subsequently a valuable design tool for transfer chute assessment and design. It is well recognised that in the current growth and demand for mineral resources, leading to ever increasing conveyor capacities associated with export terminals and mineral processing facilities that transfer chutes are a key focus point. The successful performance of the transfer chute is also dependent on operating with a ærobust rangeÆ of material flowability and handling characteristics. Blackwater Mine is in the central-southern Bowen Basin, immediately south of the township of Blackwater on the Capricorn Highway. The current open cut operation extracts coal from three main seams, designated Top, Middle and Lower, in the Late Permian Rangal Coal Measures cropping out on the eastern flank of the Comet Ridge. Complex geological structures, dominated by E-W normal faults and N-S reverse faults, have significant detrimental effects on coal mining operations. Historical exploration before 2010 involved several types of drilling only to understand structure, coal quality and washability. Hence, although drilling data was combined with limited pit mapping and observation, unknown structures were still often encountered during excavations and led to mining surprises. In 2010 BHP completed 200-line km of closely spaced 2D seismic survey to capture gross and detailed structures followed by fit for purpose structural drilling to confirm major structures in the northern part of the mine. In 2018 a high density 9.2 km2 3D seismic survey was completed in the southern part of the mine. Subsequently, a 17.2 km2 survey was completed in 2020 to cover the northern active mining area. It allowed geoscientists to successfully map previously unknown major faults and seam splits, which could potentially impact the mineability of the area. It is important to note, that faults interpreted using modern high-density 3D data can be interpreted with dramatically higher confidence in the fault dip and azimuth orientation in comparison to the legacy 2D data. Along with targeted drilling, pit mapping and structural interpretation, the outcome adds value to mine planning and operations. This paper outlines recent successful seismic 3D data acquisition and interpretation. In detail, the paper presents case studies on how the data can be incorporated into a structural model to improve geological knowledge, enable geotechnical assessment, and support safe and efficient coal mining in a large and structurally complex mine.

Being a geologist I intend describing the renaissance of the gold industry in Australia within its geologic framework; there is a geological pattern to the numerous gold projects which have been brought on stream over the past decade. We are now about midway through our third and largest gold boom which, at a peak of 7.5 million ounces is about twice the production peaks achieved in the preceding booms. From discovery in 1851 through 1870 we saw the first boom largely based on alluvial production in NSW and in Victoria at the great Ballarat and Bendigo Goldfields. The discovery of the Golden Mile in Kalgoorlie, Western Australia, underpinned the second gold boom in the period 1895 - 1915. On that basis the present boom should last through the next decade.   It has been a golden decade for Australian gold production. From less than ten mines in 1980 with production over 10 000 ounces and the largest, Telfer, with output of about 130 000 ounces we now find over 130 deposits being worked around the country today that produce over 10 000 ounces with the largest, Boddington, having an output of over 400 000 ounces. In total these mines produced an estimated 210 tonnes of gold in 1989 and we expect this year, 1990, that a new record production of between 240 and 250 tonnes will be set. This positions Australia in third place in the Western World behind South Africa #1 and the USA #2 and fourth in the world with the Russians holding second place overall behind the South Africans.

Green policies have gained momentum since the 1972 Stockholm, Environment Conference. The environmental movement has influenced political initiatives both in New Zealand and abroad. Governments and international institutions have addressed local, regional and global environmental issues with varying degrees of success. New Zealand so far has not supported the United Nations' call for sustainable development in a consistent manner. New institutions and new rules for resource management mean there are opportunities to look after the land in different and more ecologically sensitive ways than has happened in the past. The increasing influence of regional councils in resource management planning will have important implications for mining and mineral exploration. These trends are discussed and possible future events outlined. Green policies have gained momentum since the 1972 Stockholm Environment Conference. Environmental issues are now global and the twentieth year Environment Conference planned for 1992 is likely to see new commitments made by world leaders and their national governments. Green politics may be the popular trend of the moment but green principles of managing the earth's resources are here to stay. There are many businessmen, many technologists, and many politicians who have hoped that the environmental movement was a passing fad and would fade into oblivion. The evidence is otherwise. Far from passing into oblivion, the environmental movement is growing rapidly. Each year brings further scientific data that indicates mankind is on a self destructive course unless we learn how to better manage the earth's natural resources. This information has contributed to a growing population of environmentally aware people. In the last 20 years there have been messages of concern about a population increase out of control and the energy crisis which focused on dwindling oil stocks. The issues are all interrelated including the present global issues of climate change and thinning ozone layers. The attention being given the messages by the United Nations and member states requires similar attention by industry. The problems have been identified; the challenge is to determine what should be done about them. Every challenge brings new opportunities and the future need not be doom and destruction. Mining is seen by some of the environmental action groups as unnecessarily destructive of the environment, but I do not see mining ceasing in the next few decades. Rather, the rules will be clearer with some areas excluded from mining, the methods of extraction will improve, the technology of processing will become more sophisticated and restoration of mining sites will be not only normal practice worldwide, but the end result may leave no hazards, may enhance the landscape and may result in acceptance of the industry by the general public. For that to happen, commitment and cooperation is required between the industry, the government, and society. As an Officer of Parliament my role is to review the system of agencies and processes established by Government for allocating, using and preserving natural resources and to report whether the system is maintaining and improving the quality of the environment. I also have a responsibility to see that the environmental planning and management carried out by public authorities is effective. That Ineans I have a keen interest in how the mining industry is administered by New Zealand public authorities, including Ministers of the Crown and district and regional councils. Today I intend to review the approach to resource management being taken by international agencies and by the New Zealand Government, and to comment on how environmental impact assessment for mineral exploration, as well as mining, may be administered in the future.

The mining industry is experiencing change in the governance of tailings facilities (TFs). Guidance and regulations across many jurisdictions contribute to this amorphous change. The Canadian Dam Association, Mining Association of Canada, Australian National Committee on Large Dams, and the Global Industry Standard on Tailings Management, produced by the International Council on Mining and Metals, are establishing guidelines for more rigorous industry governance. Evolving guidance regarding TFs is developing concurrently with a shortage of experienced tailings engineers, which adversely affects the resource base available to support new governance. This paper presents an updated semi-quantitative estimate of the impending resource shortage of qualified tailings professionals. Updates are provided herein for the estimated number of TFs worldwide, which included available data on active and inactive TFs, as well as the estimated labor resources required to service these facilities. The tailings labor shortage is discussed in the context of academic and professional training currently available to increase the quantity of trained personnel. This paper represents a discrete moment in time as contributions to the available information and inventories accessed continue to improve, but as of today are incomplete. However, the data and information included provide insight into the resource deficiencies currently within our profession, training and education opportunities to address those resource deficiencies, and a snapshot of a recent professional training course offered on mine tailings.

The metals titanium and zirconium and their alloys occupy individually unique positions in the catalogue of metallic materials available for engineering applications. Because of the uniqueness of their usage in the aerospace industry, in the case of titanium, and in the nuclear industry, in the case of zirconium, the except- ional resistance of both the metals to the majority of corrosive media is often overlooked. The cost factor in the application of these more exotic metals has, in the past, been a major considerat- ion in the rejection of titanium and zirconium as constructional materials in areas of usage where their superior corrosion resistance strongly favoured them over more conventional metals and alloys. The cost differential, vis-a-vis austenitic stainless steels, for example, is not a trifling matter, being of the order of 6 : 1, when compared on a weight basis. However, if one considers the cost, for, say, sheet product on an area basis, the ratio is redgced to approximately 3.4:1. If one also takes into account the enhanced performance of the more expensive material and the sub- sequent increase in service life and decrease in plant down-time, the economics of the usage of materials such as titanium becomes much more attractive and, indeed, highly competitive,

Ground conditions at the Kencana mine, Indonesia, are generally poor and an underhand cut and fill mining method is used for extraction. Due to these poor ground conditions, all vertical development has been conducted using blind, top-down, sink and line excavation methods. Due to time constraints, raiseboring was considered the only viable excavation method for the installation of a return ventilation system for the K2 (Kencana extension) project. In order to achieve successful raiseboring in the poor ground conditions a number of strategies were used including: a detailed geotechnical study for optimal position of the shaft/s, splitting shaft excavation vertically, raiseboring of multiple smaller diameter shafts, extensive pregrouting, installation of drainage holes, and rapid installation of support following excavation.
