Before the present company was formed, in 1916, each group of mines comprising the old organizations made its detailed daily and monthly mine cost records along the lines used before the consolidation; that is, there was no attempt made to standardize and compare the stope costs of all mines. The general cost sheets for all mines, however, were standardized, and cumulative labor cost sheets were compiled in the general superintendent's office. At most of the mines, a daily record or distribution sheet for each working place was kept, showing the number of men, hours of drilling, hours of timbering, hours of tramming, cars of ore, cars of waste, sticks of powder and feet of fuse. This information was kept by each shift boss and entered on the distribution sheet by him or, at some mines, by a tram boss. The superintendent solved his own problems under the direction of the general superintendent, but without coming in touch with other superintendents, either through records or general conferences. Probably 95 per cent. of the stopes were square-set worked by day's pay; there were some back-filling and shrinkage stopes. Many of the development places, such as shaft sinking, station cutting, drifting and raises had always been run by contract. These contracts were given, for no definite period, at so much per linear foot and were measured monthly, or when completed, the men being paid monthly. In some cases, fairness to the employee was not maintained. On the whole, there was no standardization. There were no stope contracts, because of the objections of the Western Federation of Miners to general contracting in the mines. Changes in Stoping Methods Early in 1916, W. B. A forecast of mineral demand during the remaining years of the 20th century can serve as an excellent starting point for student mining and mineral engineers in planning their professional careers. This approach of appraising demand before seeking supply is not new. of course, but, it is quite the opposite of the traditional attack on mineral resources in which adventurous prospectors, followed by practical miners and engineers, have in the past sought out and developed mineral supply with a faith that markets existed for the products they were preparing to offer. Such faith, even to this day remains fully justified if the product is gold, which still enjoys an unlimited market at $35 a fine ounce, but other mineral products must compete in markets of varying stability and capacity for adsorbing new supply. The world is in a period of rapid expansion. Most basic is the worldwide increase in the number of people which has reached proportions popularly termed "the population explosion." Conservative demographers, noting an increase from 1 ?h billion people at the beginning of the 20th century to 3 billion today, are predicting 5 billion by the year 2000; some predictions are much higher.

Since the beginning of the 20th century the world has been trying to find a new political system, even as it did at the end of the 18th century. The French Revolution instigated the destruction of absolute monarchies when Napoleon unwittingly showed the masses the advantages of freedom, as opposed to the abuses of unlimited power by the imperialists. In spite of advances in culture, science, and technology during the past 50 years, there is a hangover of laissez-faire economic principles. Failure to divert the trends of minority pressure groups has caused two world wars and is the basis for the current social unrest and turmoil. In the ebullition of ideas there have risen to the surface the dregs of ideas, old and new-Nazism, Fascism, Russian Communism-a hodgepodge of imperialistic, socialistic, communistic and capitalistic maneuverings where state monopoly of capital enables ruthless exploitation of the masses. The United States owes much of its industrial greatness to the work of pioneers in the mineral industries. The task of the pioneer was to locate and develop in a rude way the mineral resources of the nation. Today, mineral industries leaders are still in great demand, but for a different purpose-to direct intelligent utilization of the limited, waning, submarginal mineral resources. (communication to the Secretary*) :—The characteristics of Professor Home's metallurgical papers are, that he is able, from the mass of confusing evidence on the subject, to make an analysis and present hypothetical and essential principles in concrete form for consideration and discussion. I can appreciate, from the practical side of the subject, the labor of collecting and investigating the data which was essential to prepare the paper. Much of it necessarily came from material of preceding years of manufacture in which time was allowed for chemical reactions of the re-carburizer, and for the elimination of the oxidation-products before teeming the ingots. This practice gave a favorable time-element to free the metal from slag and other impurities— a requisite condition for the production of sound steel in the ingots. But, in allowing them to become cold before they were charged into the furnace, a subsequent time-element entered as a detrimental factor in the development of the pipe or shrinkage-cavities, which gave an ingot-structure deficient in soundness, at least in the upper portion. (The term slag is used in a general rather than in a strictly technical sense.) Traces of manganese sulphide are often associated with manganese silicates in the same thread or seam, and at other places they are separate and distinct. Interpretations from material thus manufactured must be made with due allowances for the methods of fabrication and the requirements of service. The only way we now have to estimate what the degree of soundness of the ingot-structure was, in the early foreign and American manufacture of steel rails, is by examination of the worn and failed material after years of service. We must remember also that the poorest material was long since consigned to the scrap-heap without any full record of its history. The rails from a given ingot cannot now be identified ; and in many

THE large iron-ore producers on the Mesabi Range are able to maintain the silica in their shipping products at from 8 to 10 per cent by mixing ores of various grades, some assaying 4 per cent silica and some as high as 18 per cent silica. For each ton of 4 per cent silica ore mined, a ton of 14 per cent silica ore can be mined and mixed with it and the average grade maintained at 9 per cent. This mixing operation has made possible the utilization of large cluantities of ore too lean to be used alone. and herein lies the advantage of the producers who operate a number of mines at the same time. As the grade of the ore from one of the properties falls off, a little high-grade ore from another property can be mixed with it and the average maintained, while if one property alone were being operated all of the ore below grade would be left behind.

BERYLLIUM is one of the most interesting of the minor metals and distinctly a modern development, for until the last two decades it had practically no commercial importance whatever. Then it was discovered that when small quantities of it were alloyed with copper, a copper alloy of unusual and valuable qualities resulted. This is by far its major use-in the manufacture of strong, heat-treated copper-base alloys in which the beryllium content varies from about 0.3 to 2.5 per cent. Its second most important use, though much smaller, is in the form of oxide or other nonmetallic products in the fluorescent lamp, X-ray, cathode ray, and television industries. Certain beryllium salts have the quality, in common with several other materials, of transforming short-wave radiation and cathode rays to visible radiation. Such materials are commonly known as phosphors, and the beryllium salts are the most important phosphors now in use. The third largest use for beryllium is for ceramics, including refractories. Beryllium is also used in small quantities in the form of the metal itself.

PRICE changes in competing fuels in the last three decades have reflected the changes in the consuming habits of the people of the United States. Prior to World War 11 the importance of fuel oil and fuel gas increased almost constantly while the relative importance of both bituminous and anthracite coal decreased. During this same prewar period coal prices increased to a much greater extent than oil prices. In fact, in many years, oil prices declined and in most cases are now no higher than they were back in 1925-26. During the war natural economic trends were entirely upset because of the tremendous petroleum requirements of the Army and Navy. Under these conditions many industrial plants were converted to the use of coal and the new installations in home heating and industrial plants of all kinds which might have used oil were practically eliminated. INTRODUCTION A computer study of excavation support loads in tunnels and other excavations in discontinuous rock masses was undertaken with the distinct element method introduced by Cundall (1971). In the distinct element method the rock mass is modeled as a composition of individual blocks of rock defined by the joint planes. Normal and shear deformation laws are ascribed to the joint surfaces; the blocks of rock themselves are considered to be rigid. The particular version of the program utilized in this study ran a mini computer and used inter, active techniques for the input of geometrical data such as joint orientation and spacing and subsequent display of rock mass deformation and other data. Two major aspects of the behavior of excavations in jointed rock masses are examined in this paper: i) the behavior of unsupported excavations in rock masses with varying joint configuration, joint properties and in situ stress fields; and ii) the modification of the behavior of similar excavations when support is provided. In the latter case the excavation behavior was examined through the use of ground reaction curves. THE DISTINCT ELEMENT METHOD The Distinct Element method introduced by Cundall (1971) is a computer based analysis that simulates the behavior of a system of discrete, semi-rigid rock blocks. Block interactions are governed by realistic friction and stiffness laws; each block may undergo unlimited displacement and rotation while progressive failure is modeled.

Every mining engineer who has engaged in prospecting for coal in flat-lying rocks understands the importance of constructing geological sections across the territory which he has to prospect. If the area is small and the time and means at his command are unlimited, he can construct such sections with the transit and level; but if the area is great and the examination hurried, as it frequently is, he will doubtless be puzzled how to proceed. Under this pressure of time and means, his work will probably be, to a great extent, devoid of any system, being simply a hap-hazard opening of such seams as show in outcrop at some point on the territory, without any determination of geologic structure or stratigraphic succession. Prospecting carried on in this manner is never satisfactory to the intelligent mining engineer, for he must realize that the information which he is able to furnish to his employer is totally inadequate to determine the economic value of the property. HE application of geology to problems arising A in coal mining engineering and coal preparation has, in general, been somewhat remote, or the geological problems have involved such simple forms of geological knowledge that the attention of specialists in this field has not been commonly thought necessary. Furthermore, the geology of coal beds and coal mining has received but scant attention in our educational system, even in mining education; so that coal mining engineers have become somewhat conditioned against geological thinking. Geologists, on the other hand, have commonly failed to realize that there are geological aspects to coal mining and coal preparation problems. A further reason why geology receives so little consideration in coal mining undertakings in this country lies in the fact that our coal supplies are, or have been thought to be, almost unlimited, have been easily accessible, and very cheaply mined. Conditions have been changing within recent years. Failures can be less easily endured. Great inroads have been made on our bonanza deposits of easily mined coal and the increasing cost of coal and the increasing difficulty of finding it in easily accessible and large quantities places greater and greater importance on accurate information and good technique in exploration. It seems probable, therefore, that the opinions and aid of geologists will be more commonly sought than in the past in the exploration for coal and in the development and operation of coal mines, and analyses of mining conditions, preparation, and utilization.

The effect of a near-saturation unidirectional magnetic field was to decrease slightly the endurance life in Armco iron in the annealed condition. This is expected since the energy-absorbing mechanism associated with domain wall movemenfs is inhibited bv the strong field. THE factors determining failure under dynamic loading are not yet clearly recognized. One of the properties of a metal which might be thought to influence fatigue life is its damping capacity. Foppl1 conducted an alternating torsion test at a frequency of 700 cpm continuously for a period of 3 years, without the test piece breaking or showing any sign of deterioration after 1100 Million cycles of stress; the rate of dissipation of energy was sufficient to maintain the test piece at about 100°C above the ambient temperature. cazaud2 concludes from this, and others follow him, that ('the capacity for dissipation in the form of heat by internal damping is unlimited" and that therefore "damping is not directly related with fracture by fatigue." Synthetic rock with predictable porosity and permeability has been Prepared from mixtures of sand, cement and water. Three series of mixes were investigated primarily for the relation between porosity and permeability for certain grain sizes and proportions. Synthetic rock prepared of 65 per cent large grains, 27 per cent small grains and 8 per cent Portland cement, gave measurable results ranging in porosity from 22.5 to 40 per cent and in permeability from 0.1 darcies to 6 darcies. This variation in porosity and permeability was caused by varying the amount of blending water. Drainage-cycle relative permeability characteristics of the synthetic rock were similar to those of natural reservoir rock. INTRODUCTION The fundamental behavior characteristics of fluids flowing through porous media have been described in the literature. Practical application of these flow characteristics to field conditions is too complicated except where assumptions are overly simplified. The use of dimensionally scaled models to simulate oil reservoirs has been described in the literature. 1-3 These and other papers have presented the theoretical and experimental justification for model design. Others have presented elements of model construction and their operation. In most investigations the porous media have consisted of either u ncon soli da ted sand, glass beads, broken glass or plastic-impregnated granular substances—materials in which the flow behavior is not identical to that in natural reservoir rock. The relative permeability curves for unconsoli-dated sands differ from those for consolidated sandstone. The effect of saturation history on relative permeability measurements is discussed by Geffen, et a1.4 Wyga15 has shown quite conclusively that a process of artificial cementation can be used to render un consolidated packs into synthetic sandstones having properties similar to those of natural rock. Many theoretical and experimental studies have been made in attempts to determine the structure and properties of unconsolidated sand, the most notable being by Naar and Wygal.6 Others have theorized and experimented with the fundamental characteristics of reservoir rocks. This study was conducted to determine if some general relationship could be established between the size of sand grains and the porosity and permeability in consolidated binary packs. This paper presents the results obtained by changing some of the factors which affect the porosity and permeability of synthetically prepared sandstone. In addition, drainage relative permeability curves are presented. EXPERIMENTAL PROCEDURE Mixtures of Portland cement with water and aggregate generally are designed to have certain characteristics, but essentially all are planned to be impervious to water or other liquids. Synthetic sandstone simulating oil reservoir rock, however, must be designed to have a given permeability (sometimes several darcies), a porosity which is primarily the effective porosity but quantitatively similar to natural rock, and other characteristics comparable to reservoir rock, such as wettability, pore geometry, tortuosity, etc. Unconsolidated ternary mixtures of spheres gave both a theoretically computed and an experimentally observed minimum porosity of about 25 per cent.7 By using a particle-distribution system, one-size particle packs had reproducible porosities in the reproducible range of 35 to 37 per cent.6 For model reservoir studies of the prototype system, a synthetic rock having a porosity of 25 per cent or less and a permeability of 2 darcies was required. The rock had to be uniform and competent enough to handle. Synthetic sandstone cores were prepared utilizing the technique developed by Wygal.5 Some slight variations in the procedure were incorporated. The sand was sieved through U. S. Standard sieves. Numerous designs of linings and accessories, including dams, lifters, and heat exchangers, contribute greatly to kiln efficiencies. Greater conductivity is achieved with basic brick than with fireclay and high-alumina refractories, depending largely upon the use of steel plates in radial joints between adjacent brick to increase heat transfer through the lining. Refractory lifters expose all portions of the load to radiant or convective heat and raise some portions to higher temperatures by cascading the load down through the path of the hot gases.

INTRODUCTION The demand for aluminum metal and thus for alumina and bauxite (the primary sources), is expected to increase at an annual rate of about 6% through the year 1980. It appears that about 90% of the future aluminum metal requirements could be produced at domestic plants but the production would remain dependent on the use of imported bauxite and alumina. The U.S. dependence on foreign bauxite and alumina is of considerable economic and strategic concern because availability and prices are very sensitive to changes in the political climate in the exporting countries. Dependence of the United States on foreign sources of bauxite closely parallels its dependence on foreign sources of oil, particularly since ten countries, including most of the world's major bauxite exporting countries, recently have formed the Inter- national Bauxite Association (IBA) for the specific purpose of increasing revenue for the participating countries. Although it is clear that long-term aluminum requirements cannot be fulfilled by domestic resources of bauxite,; the U.S. has an almost unlimited supply of aluminous resources such as Kaolinite (38% Al203), Alunite (37% Al203), Dawsonite (35% A1203), and Anorthosite (29% A1203)

THE questions as to what grades of ore it pays to conserve for the future, and the valuation of low-grade reserves, are becoming immediate and definite as applied to individual ore deposits, and seem to call for some sort of quantitative answer. Both opinion and practice involving these questions differ widely. The number of variables in this problem is so large that final solution will perhaps never be agreed upon, yet there seem to me to be certain controlling factors which can be placed in quantitative relation and serve to reduce the number of variables which it is necessary to consider in a given instance. I assume that it will not pay either for the individual or for the State to conserve any ore when the present cost of conservation (by stock piling or otherwise), when compounded at 6 per cent. interest for the number of years which would elapse before this ore is used, will exceed the profit which the ore will yield when it is used. It may be urged that any loss to the individual may be made up in gain to the State. This might be true if there was any definite limit to the amount of iron ore, but when we remember that iron makes up .4 per cent. of all the rocks of the earth and the amount of rock carrying iron in excess of 20 per cent. is for practical purposes, unlimited, it is apparent that posterity is assured of its iron ore. The changes will be mainly in methods and cost of extracting the ore. Therefore, any expenditure of money or effort now, which when compounded will exceed the worth of the effort or money needed in the future to utilize the iron, is a net loss both to the individual and to the community.

There are those in the Colstrip, Mont., area who can still remember the opening of the Rosebud mine in 1923. For 35 years it was a steady employer of 80 or 90 residents who produced coal for the railroad. In 1958, though, mining ceased as diesel locomotives supplanted steam engines. The mine was purchased in 1959 by Montana Power, the parent of Western Energy Co., and production resumed in 1968. Long Construction Co. was chosen as operator of the mine equipment. At that time, reserves appeared virtually unlimited. The thick Rosebud seam coursed through alternate sections of railroad holdings and federal land-then came the federal moratorium on coal leasing in 1971. About the time Western Energy completed the special leasing procedure to extend reserves from an existing mine, a new federal monkey wrench was thrown into the works with passage of the Surface Mining Control and Reclamation Act of 1977.

THERE is not the slightest doubt that the present recoveries of valuable minerals by the Broken Hill mills could be improved, and that further machinery would be installed for the purpose if it could be assured that a high price of metals would be maintained; but concentration, like all other com¬mercial propositions, is a question of profit and loss, and no sensible metallurgist would carry out his work in such a manner as to obtain high recoveries at a financial loss to his company. There is a point in all concentration at which the added money obtained from the higher recovery of minerals is balanced by the extra cost of obtaining the last part of the recovery; a wise metallurgist will be content with his work before his working-expenditure reaches this point. To a casual observer, the work being done by the various Broken Hill mills is identically the same. A closer investigation will show that this is far from being the case, for it is a remarkable fact that, although the larger mines extend over a length of approximately only 2 miles, such a difference in the physical and chemical properties of the ores exists that, from the first reduction downwards, special treatment is necessary in each case, and hardly any two mills are identical in operation. The details of this paper refer directly- to the work of one . particular mill in Broken Hill, for the reason that the ore from each mine presents special difficulties and requires its own special treatment. I have selected the mill referred to because it has been constructed and modified under my supervision.

Published literature regarding the nation's oil reserve has been largely concerned with the estimated quantities in sight in known producing fields. This proved reserve has never been large in relation to demand. It has been the practice to consider the total future reserve (beyond that in sight within known fields) in the light of the broad potentialities of vast areas of partially explored sedimentary rocks, which are regarded as possible oil territory. Until recently, but little attention has been given to the rate at which the unexplored potentialities may be. converted into the proved reserve classification. To a certain extent, therefore, our contemporary viewpoint on the subject of national oil reserves is characterized by a pronounced contradiction. On the one hand, we measure known reserves as sufficient for only a few years of consumption—i.e., relative scarcity; on the other hand, we are confident that millions of unexplored acres will yield many new oil fields and that countless deeper productive formations underlie many of our known productive fields—i.e., infinite abundance. Of greater significance than the quantitative measure of either of these reserve classifications is the rate at which reserve replenishment must be accomplished in order to maintain an adequate time supply of proved oil reserves. The accumulation of geological data covering broad areas supports the belief that the remaining undiscovered oil reserve is exceedingly large. The distribution of oil in sedimentary formations of practically all ages, from Cambrian to Recent, is suggestive of almost unlimited possibilities; and the relatively small proportion of these possible areas that has been intensively explored in this country is a further index of the probable magnitude of the undiscovered future reserve. The implication that may reasonably be drawn from these observations is that oil, though distributed with less regularity and concentration than its related hydrocarbon, coal, nevertheless is a relatively abundant natural commodity of which the exhaustion appears remote.
