There may be three kinds, viz.: (1) Specifications in general; (2) Standard Specifications; (3) Standard International Specifications. 1. A Specification is a document used in commerce which should clearly define the qualities of material to be supplied by the producer, the tests which shall be applied for their determination, and the methods which shall be applied for the purpose of determining that the entire product shall possess such qualities, properties and finish as are desired. The terms used in such document must be applied in accordance with their strict technical definitions as used by those most conversant with them, and the language should be of such accuracy that there can be but a single interpretation of each and every clause. WHEN we consider the efforts made in Europe to promote the physical and moral well-being of the working classes, the question is suggested whether in this country, where, theoretically, every man is peculiarly the arbiter of his own destiny, we may not be too prone to expect every man to take care of himself, and neglect to make those provisions for the welfare of the employed, demanded alike by enlightened economy and humanity. In the older countries, where the disproportion between capital and labor is greater, and the working classes are more dependent, their welfare largely occupies the attention of employers. The subject is involved in the problem of the just relations of capital and labor, and we are rapidly approaching the time, if we have not already reached it, when a generous paternal interest in the welfare of the employed should be more generally manifested. It is a subject which is of special importance to mine-owners and engineers in this country, especially to those located in the coal regions. My own attention has been particularly directed to it by a visit made to the Hassard collieries, a few miles from Liege, Belgium, under the direction of M. Andrimont. This celebrated engineer has established a comfortable home for the miners near the mouth of the shaft of the mine. It has been highly successful and beneficent in its results, and may to a great degree be regarded as a, model for such undertakings. It is known as "Hotel Louise," this being the name of Madame d'Andrimont, who laid the corner-stone of the building April 4th, 1871. The structure is of brick, upon three sides of a square, and

ONE Of the most significant developments in the iron industry in recent years has been the discovery and opening of enormous reserves of low-grade ore in eastern and northeastern Cuba. The two principal fields are the Mayari and the Moa, situated on Nipe bay, in the Province of Oriente. A less well-known district of the same type is that of Baracoa, at the east of the island, and another is in Camaguey province in central Cuba. In the comprehensive estimates of the iron-ore reserves of the world, published during the summer of 1910 by the International Geological Congress in Sweden,' these Cuban deposits are estimated at about 2,000,000,000 tons. Certain it is that the reserve is a large one. The Spanish-American Iron Co., the Juragua Iron Co. (Bethlehem Steel Co.), the U. S. Steel Corporation, and others have been active in this exploration.. The Spanish-American Iron Co. has established a port for the handling of these ores at Felton, has built a railway 16 miles to the ore-fields, and has opened up deposits for steam-shovel mining. Its expenditures have reached an aggregate of about $6,000,000 in preparation for the handling of these ores. Shipment of the ore to Sparrow's Point, Md., has begun and may be expected to rise to a considerable amount in the near future. The ore reaches this point at a cost per unit of iron considerably lower than Lake Superior ores, and the presence of a low percentage of nickel gives a desirable steel. It is not the purpose of this article to consider these ores from a commercial stand-point, but rather to discuss their-origin. THE Corporation operates concentrators in four camps: Casapalca. Morococha, Cerro de Pa-co, and Mahr. The present concentrator at Cerro de Pasco is the newest having been completed in 1943. and that at Casapalca the oldest, having been built originally as a gravity concentrator, in 1889. Prior to 1925 the Corporation's milling operations were confined to the beneficiation of silver-bearing copper ores, and treatment of these ore: by flotation was started in 1918. Although fairly large deposits of complex, fine-grained lead-zinc ores existed, little progress had been made in the treatment of such ores--in Peru or elsewhere-until the early 'twentics. The Casapalca concentrator began the selettive concentration of complex leadzinc ores by all-flotation methods in 1925, or contemporaneously with the commercial development of selective lead-zinc flotation in the United State:.

The MacIntyre Development of the National Lead Co. is located at Tahawus, N. Y. The operations involve the mining and concentrating of a titaniferous iron ore to produce an ilmenite concentrate and a magnetite concentrate. Construction of the MacIntyre plant was commenced during the summer of 1941, when world conditions threatened to cut off the supply of Indian ilmenite. An open pit mining operation was developed and the crushing and milling equipment put in operation in July 1942. A general description of the operation was given in the Adirondack Issue of Mining and Metallurgy for November 1943. The metallurgy of the mill operation was described by Mr. Frank R. Milliken,* Plant Manager, National Lead Company, MacIntyre Development, and presented at the AIME New York Meeting, February 1948.

The phosphate ores mined in middle Tennessee typically consist of granular rock phosphate particles disseminated in a clayey matrix. In the TVA plant near Columbia, Tenn., the phosphate ore is mined, made into a slurry with the addition of a small amount of sodium hydroxide as dispersant, and treated in a hydroseparator to remove minus 10 micron material. The hydro-separator underflow, comprising a rough concentrate, is transported by pipeline to the plant; the hydro-separator overflow, comprising a tailing, is flocculated by addition of calcium sulphate and is discharged to settling ponds at a rate of about 1400 gpm. Sedimentation in the ponds produces a clarified effluent, which may be recycled for use as process water or discharged to surface drainage. This method of tailing treatment is not entirely satisfactory since poor sedimentation characteristics of the tailing result in poor ultimate utilization of pond storage volume.

(Pittsburg Meeting. March, 1010.) GENERALLY speaking, the practical study of combustion has been made mainly from the stand-point of the steam engineer. This. narrow view-point has left open a large field for scientific research on the application of combustion in other arts, where the conditions of heat-utilization are widely different from those presented in the steam-generator. The great economic importance of the boiler and the ease of measuring its performance, together with the comparative uniformity of conditions in the steam-generator, is, probably, quite largely responsible for the practical neglect of the study of the use of fuels in other arts save only on the basis of their thermal value. Yet these other arts show quite plainly that a thermal-value basis alone is Dot sufficient. For example, in burning lime, under ordinary conditions of firing, a cord of wood will do as much work as a ton of coal, though the latter affords more than twice the number of heat-units. Similar results are evidenced in burning brick, in the roasting of certain ores, in reheating billets, and in many other arts where heat is to be applied over extended areas to fragmental masses of more or less refractory materials. In these arts much is to be gained by a careful study of the application of the heating-agent in the form of the long flame, and in the production of the heat in contact with, or in direct proximity to, the object to be heated. Of necessity, in boiler-practice, combustion cannot be maintained in actual contact with, or in close proximity to, the object to be heated. Speaking in a general way, heat is imparted from burning bodies to things to be heated in two ways : directly, by radiation, and indirectly, by transfer of the sensible heat of hot gases by convection or contact; by conduction from the hot uses. (New York Meeting, February, 1912.) ELECTROSTATIC separation of ores in its present form is generally known as the Huff' process from the name of Charley H. Huff, of Boston, Mass., through whose constant and persistent labors (with the invention of Clinton E. Dolbear as a basis) the successful commercial process embracing separative machinery and the various electrifying devices has been developed step by step, and the finances for the long period of development provided, and the method finally established and recognized throughout the world as an important and successful addition to the ore-dressing department of metallurgy. The permanent field-success of electrostatic separation began in 1908 with a 20-ton Huff experimental mill built specially for the purpose by the American Zinc, Lead.& Smelting Co., in Platteville, Wis., a plant which was a success from the start and was gradually increased in capacity as the market-conditions warranted to 100 tons of concentrates per day. Much credit is due to the above-mentioned company for its initial venture, and for its assistance in applying the process to field use. Prior to 1908 electrostatic separators had been installed and operated (but for a comparatively short time, however) in a number of places; some under the patents of Mr. Dolbear by himself and associates, and some under the patents of Lucien I. Blake and Lawrence N. Morscher, by W. G. Swart, mining engineer, of Denver, who has always been a courageous advocate of electrostatic separation. Due to the difficulties experienced in the generation of the electrical charges, the primitiveness of the separators, the wooden construction instead of iron as at present, the lack of control of the electrical fields and other difficulties overcome by the later inventions of the Huff Electrostatic Separator Co.,

INTRODUCTION. MINES are interesting by reason of what they have done for man, or of what has been done for them by nature. Not all are interesting on both scores. Many profitable mines are commonplace to the geologist; and many presenting unique geological conditions have been sad failures commercially. The Standard group at Bodie has produced in 25 years, $14,500,000, paying $5,000,000 in dividends.' On the other hand, this output has been mined (almost wholly above the 1,000-ft. level) from a system of more than 100 veins, ranging in thickness-from 0.5 in. of "specimen rock" to 30 ft. of clay and quartz; distributed through a zone about 2,000" ft. in width, and representing from three to five distinct periods of formation. This group, therefore, by reason of its industrial record as well as its geological features, may fairly be regarded as doubly interesting. The Bodie district occupies an island of recent (Tertiary) hornblende-andesite, surrounded by a complex of igneous rocks and breccias. It lies at the summit of the eastern foot-hills of the Sierra Nevada mountains, and within the Great Basin, a few miles from its western edge, marked here by Mono lake on the line of the Great Fault. The average elevation of the outcroppings of the veins may be taken at about 5,700 ft. The andesite projects from south to north in a great tongue, 12,000 ft. long and 5,000 ft. wide, reaching an extreme height at the northern end of perhaps 1,000 ft. above the adjoining small canyons. The South-Central Osa Peninsula produced around 30,000 kg (100,000 troy oz) of gold since prehistoric times. Gold freed by erosion from quartz lodes in the Mesozoic Nicoya ophiolite complex was reconcentrated through three generations of Quaternary sedimentary deposits. Resultant gold placers grade upward from 1 g/m3 (0.03 troy oz/m3) and are of moderate size.

DURING the middle 1880s, shortly after the discovery of silver-lead ores in the Coeur d'Alene district of northern Idaho, it became apparent that concentration of the ores would be necessary to obtain a profitable product. Too much siliceous material was present for direct smelting, and the majority of the ores found at depth were too low in metallic content for economic smelting processes at the time. As the ores occurred in quartzite shear zones with siderite and quartz gangue, a large quantity of waste material was present in all the mines. As the galena was not finely disseminated, this made possible relatively good extraction of the argentiferous galena by coarse concentration. The first concentrators consisted mainly of coarse crushing, screening and jigging, principally by Harz jigs, the slimes being treated on buddies. Later Wilfley tables took the place of sand jigs and vanners superseded the buddies. Because of the marketing conditions, no attempt was made until 1900 to effect a recovery on the zinc minerals present, which were found associated in varying amounts with the galena. All through this period, the greater part of the production was obtained from mines containing ore assaying high in lead and low in zinc. Parts of some ore bodies would be reversed in this respect, so that ores high in zinc were left intact. During the decade after 1910, several important mines, The Success and The Interstate Callahan, containing ores high in zinc, were put into operation and were a material aid in the needed zinc production during World War I. Gravity concentration by jigs and tables was used during this period, with bulk flotation increasing in popularity for the treatment of the fine material that had already been treated by ordinary slime concentrating machinery. No extra fine grinding for flotation concentration was thought profitable at the time. TAILINGS DISCHARGED INTO STREAMS From the start of mining and milling operations in this district until 1904, no attempt was made by the various mills in the upper district to impound or stack their tailings. They discharged them directly into the adjacent creeks or streams, to be carried away by high water. The Bunker Hill and Sullivan and the Last Chance mines, both in the relatively flat valley of the district, stacked huge piles of the coarse jig tailings on the near-by river bottom. Rain and snowfall are heavy in the Coeur d'Alene district, as it is on the heavily timbered Pacific slope of the Bitter Root Mountains. Ores containing uranium and vanadium minerals have been mined from the Salt Wash Member of the Morrison Formation from many localities in the Colorado Plateau region since about 1900. The most productive deposits are in a relatively small area in Southwestern Colorado referred to as the Uravan mineral belt. The mineral belt is a narrow elongate area in which uranium-vanadium deposits in the Salt Wash have a closer spacing, larger size, and higher grade than those in adjoining areas. Pre- 1948 ore production from the mineral belt was 655,000 tons averaging 1.91 per cent V2O5 and 0.28 per cent U3O8. Production during the 1948 to 1964 period was 7,900,000 tons of ore averaging 1.46 per cent V2O5 and 0.27 per cent U3O8. The ore deposits occur principally in the uppermost sandstone unit of the Salt Wash. This unit consists of sandstone lenses formed by a system of aggrading braided streams flowing in an easterly direction generally normal to the mineral belt. These lenses, referred to as channels, are as much as one mile in width and average about 50 feet in thickness and can be traced for several miles along their courses. Areas favorable for one deposits are recognized principally by the following criteria: ( 1) a host sandstone thickness of over 30 feet, (2) the presence of carbonaceous material in the host sandstone, and ( 3) gray mudstones and clays associated with the ore-bearing sandstone. The ore minerals are believed to have been precipitated from laterally migrating solutions; there is no apparent genetic relationship between ore deposits and tectonic structural features. Exploratory and development drilling from the surface is conducted in three phases: first, wide-spaced drilling to find and outline favorable channels; second, moderate-spaced drilling in favorable ground to locate ore deposits; and third, close-spaced drilling to block-out ore. Long-hole drilling from underground stations is used to find and delineate extensions of ore bodies being mined. Due to intense production since 1948 from shallow deposits, best potential for new deposits exists in areas where the ore-bearing unit is 600 to 800 feet deep.

IT appears now that the conflict with the totalitarian states will be a long-drawn-out struggle. The course of this war up to now indicates that this may well be the first major conflict where man power has not been the vital and determining factor. Mechanized warfare has made it possible for relatively small, well-equipped groups to outmaneuver and defeat large armies which lack the necessary modern equipment. Under these circumstances, ultimate victory becomes a matter of resources and productive ability. The important question is not how many soldiers can he put into the field, but the volume and speed in producing the armaments essential to ensure a victory. The resources available to the opposing nations and the efficiency of their systems of enterprise and production will be primary factors in determining the ultimate outcome. Germany had a head start of eight years in the armament race, and it is not easy to overcome such an advantage overnight.

DURING the past few years numerous references have been made in the technical press and Bureau of Mines Bulletin 270 to sponge iron' and so-called "direct metal" processes. The idea has been prevalent that sponge iron and "direct metals" are cheap commodities. In many instances it has been proposed that these processes be used to treat low-grade ores, utilizing low-grade coals as reducing agents. It is questionable whether or not high-grade sponge iron can be made from low-grade materials. Particles contain¬ing iron oxide and gangue become, upon almost complete deoxidation, particles containing metallic' iron and gangue. The possibility of mechanically separating the metallic iron from the gangue in these particles depends . on the physical characteristics of the particular ore under treatment. Some ores, in which the minerals constituting the gangue break free from the iron oxide upon crushing, may be concentrated magnetically after the iron oxides have been reduced to metal. The finely disseminated ores are least amenable to concentration. In general, high-grade sponge iron can only be made from high-grade raw materials. I recently gave a talk at a seminar on mine development in the Eighties. I had to present CRU' s long-range market outlook for copper, lead, zinc, nickel, molybdenum and silver. In reviewing the recent history of each metal, and our projections, I tried to find some common pattern of behavior that could prove a guide in projecting future market behavior. When you sweep aside your input-output models and econometric equations, what you seem to be left with is this: "When a market goes through a prolonged period of price weakness, you can usually look forward to a period of considerable improvement. " "When a market goes through a prolonged period of price strength, you can always anticipate a prolonged period of price weakness." Stated another way, "The better things are, the worse they will get."

AMONG the European nations Germany is the center of interest economically as well as politically, and of prime importance for Europe as a whole is Germany's capacity to produce mineral products for armament and for export in exchange for the import of the essential supplies to maintain its industries. So far as minerals are concerned, Germany is worse off than any other great power except Italy, and deficiencies are being met by attempts to increase output from local deposits and by greater use of substitutes derived from domestic raw materials to replace imported metals, petroleum products, and other minerals.
