Hibbard, New York City (communication to the Secretary): The title of Mr. Sargent's paper is somewhat misleading, since the paper itself relates chiefly to various kinds of annealing and their effects, and in very small part only to heat-treatment proper. This term has a well-defined meaning in steel metallurgf, and always includes a rate of cooling faster than the material treated would have in the open air. In bringing about this accelerated rate of cooling, some medium other than air at rest is brought into contact with the heated steel. Usually a liquid (almost always either oil or water) is employed ; but for certain steels a blast of air, and for others an easily fusible or soft metal, such as led (either solid or melted), may be used. Heat-treatment usually includes also subsequent moderate heating, followed, it may be, with another accelerated cooling.

THE accompanying photograph: submitted by C. L. Bransford, assistant district manager of the Republic Steel Corp., in Birmingham. Ala., shows the remains of the old Tannehill blast furnaces, one of the first furnace plants in the South. They were built by Moses Stroup and operated during the Civil War period, when cannon balls were cast there. The record day's run of this furnace plant was said to be 30 tons of iron. The furnaces were fed by a water-wheel-operated bellows and used charcoal, a product of the neighboring forest. They were first owned and operated by the Pioneer Mining & Manufacturing Co., that later became the Republic Iron & Steel Cu., and subsequently the Republic Steel Corp. in that district.

FROM the engineer's standpoint, labor organizations are of interest in so far as they 'affect efficiency, maximum production and unit cost, and in this respect the earlier labor organizations' which existed in the age of the Guilds were ideal, inasmuch as they stood ' for competency of the apprentice and close cooperation ' between employers and employees. In later years the tendencies of the labor organizations have gone in the opposite direction and, instead of cooperating 'with the engineer, they usually oppose him on the mistaken theory, that labor-saving devices reduce forces, and costs; in this respect, the united Mine Workers of America have been particularly active and, to a very great extent, successful.

MICROSCOPIC. rnetallography has been exploited quite well enough to bring about a very general understanding that the typical metal or alloy is composed of minute crystalline particles blended into a coherent microstructural mosaic. One does not have to be a specialist in metallography to realize that the properties of such an aggregate are essentially a summation in appropriate form of individual effects derived from the shape, size, placement or orientation and cohesive characteristics of the component particles. It is clearly of great importance to consider the various forms of discontinuity which may occur at the boundaries between these crystalline particles. When a number of 'particles each possessing the same orderly arrangement of atoms are brought together into a close-fitting system of purely haphazard contacts, not unlike a handful of snowflakes compacted into a snowball, the particles are said to possess random orientation. There are no generally accepted views concerning the arrangement of the atoms or the constitutional reaction between atoms where one crystal meets another, but these contact regions are characterized by strength rather than weakness and it is customary to require the presence of many rather than few boundaries in preparing metal for useful service. Under certain circumstances all of the particles in a metal may be nearly alike in orientation. Other general tendencies of orientation may be associated with particular forms of mechanical and thermal treatment. In contrast with these cases of fortuitous or statistical diversity of orientation, we often find adjacent particles united along a plane which possesses a grouping of atoms belonging equally well to both structures. This, of course, determines a fixed relationship between the two orientations and it is always possible to derive one from the other by some form of rotation or reflection prescribed by the symmetry of the crystal structure under consideration. Particles united in this manner are known as twin crystals although the term refers to the form of association rather than the number of individuals concerned.

THIS account of a contrivance which has been found serviceable in practice may be of interest to engineers, and' especially to those engaged in hydraulic mining. In that process, one feature which seems at first sight to possess little significance, is highly important in its effects, namely, the regular supply of water to the " giants." The chief condition of this regularity is an even flow in the pipe-line from the penstock to the nozzle. This, of course, requires that the penstock be kept full. Any considerable surplus of water, overflowing at the penstock, is a simple waste, unless it be otherwise utilized in the sluices. At all events, it does not affect the delivery of the nozzles. But a deficiency at the penstock may admit air into the pipe; and this may produce hydraulic recoil, injuring the line by incessant vibrations, giving rise to leaks, and even to blow-outs, and (when a partial vacuum exists at the time of the fracture the collapse of the pipe. An accident of this sort in our main pipe-line, occasioned partly by a settling of the ground and partly by the presence of air in the pipe, led to the employment of the device here described. The line referred to is made of 30-in. pipe, successively reduced to 18 and 15 in. in diameter, for the supply of two giants. By reason of the causes above mentioned, the 30-in. pipe burst more than 1,400 ft. from the penstock, and, despite the air-valve, the 30-in. pipe was collapsed to such a degree that one length of it, next to the penstock, was squeezed together and positively swallowed by the main pipe, through which it traveled for 750 ft., piercing through a short elbow on the way. This remarkable result was undoubtedly the effect of the vacuum suddenly produced when the pipe burst.

Twenty-nine laboratory steels were studied to determine the effects of composition and ferrite grain size on drop-weight and Charpy V-notch transition temperatures. The experimental steels covered the following ranges in composition.. 0.10 to 0.32 pct C, 0.30 to 1.31 pct Mn, 0.02 to 0.43 pct Si, md nil to 0.136 pct acid-soluble Al. Although most of the data were obtained on hot-rolled samples, some plates were heat-treated in order to cover a wider range in ferrite grain size. The experimental data were used for a multiple-correlation analysis conducted with the aid of an electronic computer. The study showed that carbon raises and that manganese, silicon, aluminum, and finer ferrite grains lower both drop-weight and Charpy transition temperatures. Quantitatively, variations in composition and grain size have a more marked effect on V15 Charpy transition temperatures than on the drop-weight transition temperature. Useful correlations were found between transition temperatures in drop-weight tests and those defined by seven different criteria for Charpy tests. Evidence was accumulated that the conditions ordinarily used for drop-weight tests are more severe for 1-1/4-in. -thick plate than for 5/8- to 1-in. -thickplate. PROJECT SR-151, to study quantitatively the effects of metallurgical variables on performance in the drop-weight test, was established by the Ship Structure Committee late in 1958 on recommendation of the National Academy of Sciences, National Research Council. This project was initiated as a result of the increasing use of the drop-weight (nil-ductility) test in predicting the ductile-to-brittle behavior of steel. Qualitative data indicated the drop-weight was not as sensitive to metallurgical variables as the Charpy V-notch test. Furthermore, the available information indicated that the drop-weight test did not show the superiority of killed steels over semikilled steels reflected by Charpy tests. This difference in sensitivity to brittle fracture is considered important because the drop-weight transition temperature has been reported1 to correlate better with service-temperature failures than the V-notch test does at a constant energy level. Therefore, this project was concerned with establishing quantitatively the effects of metallurgical variables in the drop-weight test. For comparison, Charpy V-notch data were obtained for the steels investigated. This paper summarizes the results of the investigation. Most of the steels used for the study were made and processed in the laboratory. However, some tests were also made on commercial killed steels available from Project SR-139 (SSC-141). During the course of the investigation, data were obtained on the effects of carbon, silicon, manganese, and aluminum on transition temperatures of drop-weight and Charpy specimens. In addition, the effects of heat treatment which changed the ferrite grain size and the transition temperatures were also investigated. Finally a few exploratory studies were made on commercial killed steels to evaluate the effects of plate thickness, grain size, and heat treatment on the performance of drop-weight specimens. EXPERIMENTAL PROCEDURES Preparation of Materials. A total of twenty-nine 500-lb induction-furnace heats were made and processed in the laboratory for the investigation. Carbon, manganese, silicon, and aluminum contents were systematically varied. Melting and rolling techniques proven satisfactory in a previous project2 were used as a guide for the current investigation. Composition. The composition of the twenty-nine laboratory heats made for this project are given in Table I. The steels are divided into three groups. The first group consists of ten aluminum-killed steels similar in composition to Class C ship-plate steel. The second group consists of ten semikilled or Class B type steels. In both of these groups the carbon and manganese contents were intentionally varied over a wide range. This wide range in composition was helpful in obtaining quantitative data from a limited number of steels. The primary purposes of these two groups of steels was to determine the effects of carbon, manganese, and deoxidation practice. In addition, one steel in each group (Steels 2-2 and 9-2) were made about 1 year after the start of the program in order to check consistency of melting practice. The third group of nine steels listed in Table I was intended for studies on the effects of silicon and aluminum. WITH the supply of zinc, like that of most other nonferrous metals, inadequate to meet the demand, efforts to increase domestic ore supplies and production capacity have been of primary interest. No major sources of new ore have been disclosed during the year but improvements have been reported in facilities for mining and concentrating ores from existing mines. The American Zinc, Lead and Smelting Co. has announced its intention of erecting a new mill in the Ouray district of Colorado. The Consolidated Mining and Smelting Co. of Canada is reported to be planning improvements costing $3,000,000 to its Sullivan mine and concentrator at Kimberley, B.C., where the sink-float process is to be used for preliminary ore treatment. EDWIN LUDLOW, president of the American Institute of Mining and Metallurgical Engineers for the year beginning Feb. 15, 1921, is a well-known figure in the state that was the birthplace of the Institute-Pennsylvania-although he was born and educated in New York and is again one of its residents, after years of active work in the field. Mr. Ludlow was born at Oakdale, Long Island, and was graduated from the School of Mines at Columbia University with the class of 1879. After graduation, he became a civilian worker with the U. S. Engineer Corps under General William Ludlow, his brother, and for two years did river and harbor surveying along the New Jersey coast.

SCANDINAVIAN countries seem somehow to furnish an amount of talent and leadership far be- yond their population and among them Sweden is possibly at the top. The United States has many eminent citizens born in the latter, country or who are of Swedish descent and the engineers may claim their full share. In fact, the number is so large that a flourishing Swedish-American Engineering Society has been formed, including a number of A. I. M. E. members. Dr. Waldemar Lindgren is more scientist than engineer, though his work in economic geology has contributed directly to the development of many mines, and he is the valued- adviser of a number of our larger companies. Probably he, himself, values most highly the contributions he has been able to make to scientific theories of the occurrence and genesis of ore deposits. His fellow scientists have placed upon these the high mark of approval by electing him to the National Academy of Sciences, and Princeton University in 1916 recognized his position by conferring on him the degree of Doctor of Science.

AT the present time there are four base metals being used for automo-tive bearing alloys. Of course there are numerous variations in the amounts of alloying elements added to each base metal and nearly all of these alloys have the conventional, if not classical duplex structure; that is, they are composed of a hard constituent embedded in a soft matrix. The well-known theory is that the former will wear well, while the latter will be plastic enough to allow the bearing to be broken in and conform to the contours of the shaft. The requirements of the modern bearing have been most aptly described by W. M. Corse: In order to meet the engineering demands of today a good bearing metal must be able to carry the weight of the shaft and stand up under steady or suddenly applied loads, or even blows in some types of service. A certain amount of plasticity is desired to compensate for minute irregularities in the shaft or bearing surface, and to permit yielding, thereby avoiding dangerous stresses in bearing and shaft and pre-venting overheating and rapid wear of parts. Less plasticity is required in a bearing metal if the surfaces of bearings and journals are machined accurately, aligned, and kept in alignment. It is desirable, of course, that a bearing metal have a low coeffi-cient of friction. Under most operating conditions the friction depends on the unit pressure of the bearing, the speed, the temperature, and the properties of the lubricant. A good bearing metal must have a low rate of wear to reduce the necessity for frequent replacements, and adjustment of the bearings. It must wear more rapidly, however, than the journal or shaft running on it, because replacement of the journal or shaft is more difficult and costly than replacement of the bearing.1 The hardness of the bearing alloy is a property closely related to several of the foregoing. With a duplex microstructure, the measure-ment of hardness with any of the usual commercial devices means little. The Bierbaum method of measuring the hardness of the individual constituents was developed to fill this need.

THE meeting of the Petroleum Division at the Annual Meeting of the Institute maintained the high standard set in previous years, and attendance of member: of the Division was at a new high. The impact of the war was evident not only in the tone of many of die papers but also in the presence at the meeting of many of our members now serving in the armed forces of our-country. Ken interest was manifested in all papers presented and the discussions which followed developed many additional facts of interist and importance. The first activity of the Division was the joint meeting of the Papers and Programs and the Publications Committees on Monday afternoon; at which time definite plans were formulated for a simplification and co-ordination of the work of the committees.
