THE propaganda in favor of the adoption of the metric system of weights and measures in the United States is founded upon the idea of compulsory adoption. There can be no argument about this, for the metric system has been legal, by Act of Congress, in the United States since 1866. Nobody ought to oppose an educational movement, and if pro-metric activities were confined to that there might be no reason to gainsay them. I do not propose to enter into any discussion of 'the relative merits of the metric and the English systems of weights and measures. The simple case is that the metric system not having made much headway in the United States after more than 50 years of legality, 'it is now aimed to force it upon the people by legislative compulsion. The main arguments in favor of such compulsory adoption are that it would- simplify the education of our children and would promote our foreign trade, for the reason that more countries of the world, with which we do business, use the metric system than the English system. I am going to disregard,' in this contribution, the first of these arguments, for it is largely conjectural." Not so with the other, which is specific, and being so its speciousness can be, proved. It is true that the metric system is used by more countries of the world than the, English system. It is commonly stated that of the Indo-European nations only the United States, Great Britain, and her colonies, and Russia have failed to adopt it. However, if with "colonies" we equate Canada, Australia, New Zealand, Tasmania and South Africa, we have a longer list of non-metric countries, and it comprises not only the most populous, but also the most industrial nations of the world.

The revolution in equipment for blasthole drilling, ore loading, and ore hauling has been so rapid over the last ten years that it has generated an important new profit potential in the mining industry. With the new high-capacity machinery now available, it is possible for a mining enterprise to earn a profit from larger and lower grade orebodies than ever before despite the ever-increasing burden of rising costs. Just what such equipment can accomplish when coupled with improved mining practice has been demonstrated with startling success at the No. 1 mine of Minerva Oil Co. near Cave-in-Rock in Hardin County, Ill. The No. 1 is an underground operation which has been producing fluorspar and zinc ores and concentrates continuously since 1944. A few years ago, when the mine neared the familiar cross-roads where rising costs, increasing tonnages, and relatively static product prices converge, company officials decided to bolster the operation with new mobile equipment. They chose three machines which proved so effective that output at the No. 1 doubled between 1963 and 1965,while costs dropped by about 40% in the same period.

ACCELERATED programs, as discussed in this paper, refer to the year-around operation of a college or university with three sixteen-week or four twelve-week terms per year, with pauses between sufficient only to allow the administrative group to perform their functions. In most engineering schools, under such conditions, the conventional four-year course can be condensed to two years and eight months. These accelerated programs of study, which now exist in most of our technical institutions, were forced upon us under the influence of the outburst of wartime patriotism, perhaps one might go so far as to call it hysteria. Many of us felt and hoped that these programs were temporary expedients, but the cold hard threat of permanency now rears its head; consequently we should examine the merits and shortcomings of the new order, and evaluate its effect on our educational system, since it may persist in some form in the postwar years, because of the changing political and financial situation. THREE years ago the writer presented a paper on the trend of development in the wrought iron industry,1 wherein was described a process in the development of which he has been a factor, which at that time had passed through several years of progressive experimental development but which had not then been put upon a commercial scale of operation. The present paper deals with two years of observation and experience in the commercial operation of a plant by the A. A Byers Co. at Warren, Ohio. It will not enter into the controversial field of the relative merit of wrought iron and steel in various classes of service, nor will it elaborate upon the characteristic services or fields of utility to which wrought iron is particularly adapted. It is sufficient to state that the wrought iron industry is upon a substantial basis and that the material finds service in pipe, where its advantages are in superior corrosion, fatigue, welding and threading qualities; in bar iron for staybolts, engine bolts, and rivets, demanding maximum service against corrosion and fatigue; in plates for corrosion service; and in chains, because of welding and shock-resisting characteristics. In short, ability to withstand the stresses of shock and vibration, or the ravages of corrosion, to hold protective coatings, and to give maximum efficiency in welding, are its features of relative superiority. If these features were not well recognized, the wrought iron industry would have shrunk to insignificance in the face of high costs and acknowledged limitations in manufacture. To charge that this industry is built upon a structure of assumption, psychology, and improperly weighed evidence is an impeachment of the integrity or belittling of the powers of observation of users through many centuries of service experiences.

A GOOD DEAL of information concerning flotation has come out during the patent litigation of recent years, and the legal situation has cleared considerably, to the satisfaction of Minerals Separation, Limited. Hence, Mr. H. Livingstone Sulman, one of the originators of the successful process of that company, felt at liberty to explain, on Thursday, Nov. 20, his experience and his views in a "Contribution to the Study of Flotation," before the Institution of Mining and Metallurgy. He did not give technical details. He dealt with the physical problems, so simple, as he remarked, that he had wanted 96 pages to express his views. He presented much data, partly new and based on observations of his own, bearing upon the very complex flotation phenomena in an instructive wav and made frequent references to the valuable researches especially of Prof. Edwin Edser and Mr. Emil Hatschek.

The art of natural-gas compressing is now over 25 years old, and has grown at practically the same rate as the increase in domestic natural-gas consumers. There are now over 200 natural-gas compressing stations in North America, aggregating more than 320,000 hp. of compressor capacity and representing a property value of more than $22,000,000, and compressing more than 85 per cent. of all the gas used. The age and magnitude of the art make it evident that the use of gas compressors is a recognized integral part and universal custom of the natural-gas business. The public also is not without its rights and vital interests in this problem. Approximately 1,700,000 domestic natural-gas consumers in North America are dependent upon gas compressors for their natural-gas service. That is, if the use of compressors were to be prohibited, the majority of these consumers would be unable to secure adequate natural-gas service. Each consumer represents between four and five persons, and it therefore follows that the comfort and well-being—as far as natural-gas service is concerned—of at least 8,000,000 persons would be affected if the use of natural-gas compressors should be prohibited. These 1,700,000 consumers have invested, in services, house piping, fixtures, and appliances, an average of about $90 each, or an aggregate of $153,000,000, which is much more than the companies' investment in gas compressors. Furthermore, in all cases where the rate paid by the consumers is fair to the gas company—considering the value of the service rendered by the gas company—the consumers are entitled to continued service and protection of the investment they have made on the faith that the gas service would be continued in the future. Since "Customs adopted and acquiesced in, if not in conflict with federal or State legislation, have the force of positive law,"l and ('Courts will take notice of whatever ought to be generally known withxn the limits of their jurisdiction,"2 there ought to be no question as to the un-

THE education of adolescents to perform the duties and assume the responsibilities of maturity has been a characteristic of human society since the dawn of history. In the beginning the members of the immediate family performed this function, and in modern life they still have an important part in it. Possibly religion was the first field in which education began to be functional; young people were sent for instruction to a teacher who had a broader and deeper knowledge of the subject than was possessed by the family. It does not seem necessary for our purpose to attempt to determine how, when, or where instruction in the practical arts first' began to become functional, and the brief outline which follows must suffice. The discovery and utilization of mineral substances to improve and maintain the conditions of human living is a practical art, which must have had an almost accidental origin and have been developed by empirical experiments. We do not know, nor would it be useful to try to fancy, how men first learned that they could make use .of mineral substances to their benefit, but how- ever that knowledge was initially gained it was certainly trans mitted through instruction in the family. At first such activities must have been merely a .minor part of the making of a-living, but in time those who excelled found it better to devote them-

THE public generally has-become aware that there is something wrong with the coal industry and a clamor has arisen for an explanation if not a remedy for this disorder. It is only reasonable that this Institute be looked to for a diagnosis to show the way for some other .agency to prepare the patient for prescription or operation. The subject is extensive, widely diversified, and beyond the efforts of an individual to cover completely; one of the objects of this paper is the initiating of a symposium on the non- technical factors essential to an understanding of the bituminous coal industry. The present condition of the coal industry cannot be described in a few words but, in effect, it resolves itself into a simple statement: The average coal operator is losing money notwithstanding a firm conviction on the part of the consumer that he pays too much for his coal. Without enumerating the many and varied. factors which contribute to this condition, this paper will be devoted to the interrelation of taxation and ownership of coal and its effect on finance

THE responses to the request of the Finance Committee have been coming in with gratifying results, .but there have also been about a dozen letters received objecting in various ways to the voluntary subscription. These can be summarized as: First.-That the dues should have been increased, and thus impose the same burden on everyone. This would not have met the present situation, as under the constitution no increase could be effective until 1922. Second.-The Institute should 'live within its means, and reduce its expenses to correspond with its income. As far -as possible this was done by deferring the publication of Volume LXIV until 1921, although the papers published in that volume, were presented at the meeting in February, 1920. It is to avoid being obliged to do this again that the subscription is asked, as we feel that it is, a duty we owe to our membership_ to give them the papers presented at as early a date as possible.. Our financial situation is due to the very large increase in the cost of publication; owing to the high price of paper and printing. The cost of paper is now decreasing, and we hope that there will be' wage adjustments that will permit a lower cost for printing. Under present conditions each volume of our TRANSACTIONS costs three times as much as it did in 1917 and we would be able to publish only one' volume per year. Third.-That there are too many papers published that are 'of no interest to the writer of them .complaint.-This is undoubtedly true, but it must be remembered that the membership of the Institute includes all branches of mining and metallurgy and that all these branches are entitled to be' represented in our TRANSACTIONS by papers.

In furtherance of this development Carl F. Dietz, President of the Company and a member of the Institute, has contributed the novel plan for the objective presentation of business economics, described herein. All of the officers of the corporation are active in its management and they together with many other workers filling both executive and subordinate positions have a substantial financial interest in the enterprise. The viewpoint of this organization is fairly reflected by the following quotation from Roosevelt's "The Foes of Our Own Household."

THE 130th Meeting of the Institute was held in Birmingham on Oct. 13 to 15, with visits to other mines and districts before and after. The last visit of the Institute to Birmingham was made in 1888, thirty-six years ago, and vast development has been made in' the district since then. With proverbial southern hospitality compounding over this period of years the welcome given to the Institute was such that .it is difficult to express properly the gratification and appreciation of the visiting members and the officers of the Institute. The Birmingham News in an editorial said: Birmingham is duly appreciative of the presence of these gentlemen, not because they are all distinguished in their great services in the mining and metallurgical world, but for the further reason that our interests are very largely wrapped up in their deliberations. Birmingham is one of the great industrial centers of America. Their discussions are of vital concern to all of us.

The unit agreement for the Wertz Dome field, Wyoming, was approved by the Acting Secretary of the United States Department of the Interior on November 4, 1937, effective on December 1, 1937. The stated objectives of the agreement are to conserve and put to beneficial use all oil and gas produced; to make possible a uniform withdrawal of oil and gas in order to maintain equalized reservoir pressures; to provide for an orderly determination of the structural features of the productive horizons; and to permit the injection of gas for pressure maintenance. The purpose of this paper is to show by a discussion of the problems involved and the engineering practices employed by the unit operator, how well the objectives of the unit agreement have been accomplished in the development and production of oil and gas from the field. HISTORY AND DEVELOPMENT The Wertz Dome oil and gas field is located 88 miles southwest of Casper and 38 miles north and westerly from Rawlins, Wyoming. It is served by a state secondary oiled road connecting with U. S. Highway No. 220 at Lamont, a distance of 3 miles from the field. It has been a producing field for 27 years, first as an important producer of gas and more recently of oil. The Producers and Refiners Corp. completed Well No. 1, NE1/4SW1/4 sec. 7, T. 26 N., R. 89 W., the first productive well in the field, in September. 1921, in the Muddy sandstone of Upper Cretaceous age, at a depth of 3435 feet for an initial production of 42,000,000 cu. ft. of gas per day. In 1922 pipe lines were laid to Casper, Wyoming, for supplying fuel to the Standard of Indiana refinery, 'the adjoining town of Mills. and the Producers and Refiners Corp. pump station No. 6 in Mills; and to Parco (now Sinclair), Wyoming, for supplying that refinery with fuel. The gasoline content of the gas was extracted in an absorption plant located near the town of Mills. No compressors were used as the line pressure was sufficiently high to flow the gas through the absorbers. As high as 30,000,000 cu. ft. of gas per day were treated in the plant extracting 6000 gallons of gasoline. In September 1937, the pipe line was discontinued and the plant was dismantled at which time 61,000,000,000 cu. ft. of gas had been produced from the seven Muddy, Cloverly, and Sundance gas wells drilled in the field. Of this volume of gas 800,000,000 cu. ft. were produced from the Frontier formation, 34,200,000,000 cu. ft. from the Muddy sandstone, 24,000,000,000 cu. ft. from the Cloverly, locally called Dakota, and 2,000,000,000 cu. ft. from the Sundance formation. The pipe line was discontinued because of the near depletion of the gas reserves in Wertz and nearby fields, and hecause of the local field requirements demanding the retention of the remaining gas reserves. In December 1936, the Sinclair Wyoming Oil Co. completed Well No. 10, SE1/4NW1/4 sec. 7. T. 26 N., R. 89 W., at a depth of 5886 feet. as the first Tensleep sand producer with an intial of 1700 barrels of oil per day. The well was originally drilled only 14 feet into the sand and in August 1939 was deepened to a depth of 6161 feet, 289 feet in the sand, and the daily produe tion increased to 8350 barrels of oil. In February 1948 Well No. 22, SE1/4 SE1/4 sec. 1. T. 26 N., R. 90 W., was deepened from the Tensleep to the Basal Amsden sand and completed at a depth of 6635 feet for an intial of 600 barrels of oil per day in the Basal Amsden. In April 1948, Well No. 2. SW1/4 NE1/4 sec. 1, T. 26 N., R. 90 W.. was deepened from the Tensleep to the Madison limestone and was completed at a depth of 7193 feet for an intial of 1145 barrels of oil per day in the Madison. Well No. 26, SE1/4SE1/4 sec. 1, T. 26 N.. R. 90 W., was deepened from the Ten-sleep to the Cambrian and in October 1948 it was completed in the Cambrian for an intial of 277 barrels of oil per day. GEOLOGY AND PRODUCTIVE ACREAGE The surface is Steele shale of Upper Cretaceous age, covered in part by gravel beds. THE metallurgist, chemist, and physicist are blazing trails that lead far afield. Pushing on into an "Alloy Age" they see a non-ferrous era over- taking iron and steel. Delving into the nature of the physical world, they break down a supposedly indivisible element, hydrogen. Not content with terrestrial problems, they peer back along the cosmic ray into iaterstellar space, glimpsing forces that are, apparently, still busy with the task of atom-making. Mastering and organizing the material and physical, they advance steadily toward that borderland of science where the concept of matter itself seems abandoned, and force is the substance left.

Benson Mines low-grade iron ore reserve is a replacement deposit within the Grenville gneisses of the Adirondacks. The average grade of the crude ore is about 23 per cent iron. The iron minerals are principally magnetite and hematite disseminated throughout the gneisses as discrete grains about 1 mm in size. Both the ores that are beneficiated by magnetic means and the non-magnetic ores that are treated by a gravity method of concentration are found in stratigraphically different positions but are mined from one open pit, which is about 2.5 miles long and 800 feet wide and are treated separately. The gneisses are described and named according to the distinctive mineralogy of each. Recognition of the gneissic types permits the interpretation of the structure as a northward-plunging syncline overturned to the west. A large subsidiary anticline-syncline complex occurs on the east limb of the major syncline. Iron minerals in sufficient quantity to be considered ore are confined to areas where the footwall rock has been overturned to become the hanging wall.

DATA in this report enable comparisons to be made within the bituminous coal industry and comparison as well with copper and steel in respect to capacity and overdevelopment. The conclusions reached from the data will tend to correct numerous current misconceptions. The data have been prepared by various members of the Coal and Coke Committee of the A.I.M.E., from the most authentic sources avail¬able, and cover the period 1913-1924 wherever possible. CAPACITY AND OVERDEVELOPMENT Table 1 shows statistics for the industry, mainly from the U. S. Geological Survey sources, but partly from the U. S. Coal Commission reports. The mine capacity with equipment and labor as of given date is calculated for each state by obtaining the total man days worked as reported by the operators, and dividing this figure into the total production, getting the production per man day; this figure times the number of men employed times 308 (a theoretical full working year) equals estimated full-time capacity. Two major objections are made to this method-one that the total number of men employed is used instead of the number actually working, and the other that the number of days used only deducts Sundays and five holidays. Covering the first, the same number of men is used in estimating capacity as is used in actual production, and this condition exists at all times. Regarding the second, the opinion is general among coal men that 280 days is as great a figure as should be used, as it is practically impossible to keep any mine working full time at the same daily rate as when it is working part time. AS with Phil Kraft, referred to on this page last month, travel has always held a great fascination for Raymond Frank Baker and for that reason he determined to become a geologist. He had heard that geologists travel and that was what he wanted to do. Now as chief geologist for The Texas Co. his early wish has been fulfilled-he spends almost one third of his time journeying' from one oil field to another. Mr. Baker was born in New Haven, Conn., on Jan. 11, 1892, and went through the public schools in New Britain. A stalwart New Englander, he attended Yale and in 1912 received a degree in civil engineering. For a year following this he worked as a civil engineer for the New York Central Railroad, but his early urge to travel widely could not be satisfied here. So in 1913 he re-entered Yale and until 1916 studied mining and economic geology. He had a little taste of field work, which later became so enjoyable to him, in the summer of 1915 when he worked with the U. S. Geological Survey as a geologic aid. In the mining operations of The Canyon Corp., Deadwood. S. D., the use of mucking machines has been of definite advantage. The type used is that which depends upon the traction of the motor-driven wheels to crowd the dipper into the muck pile, while the car in which the muck is received is coupled to the mucker and moves forward or back with it. This general arrangement is entirely satisfactory on a substantially level track. The ores which occur in this district are a replacement of dolomite and the beds are now tilted to an inclination of about 7-1/20. In our operations it is necessary to drive inclines down-hill on this slope, which makes a difficult hand-mucking job even if water were not present. With these facts in mind, an attempt was made to use the mucking machine for driving down the in- cline, but as expected, the traction was insufficient to handle the machine and the necessary car. The means used to correct this condition will perhaps impress most readers as too complicated and cumbersome to effect any economy, but the idea may be of service to some who have a similar condition.
