Introduction Technological advances in mining and processing have started the domestic mining and mineral industry back on the road to competitiveness. A massive trade deficit, however, coupled with foreign competition and more government regulations threaten to slow this recovery. So say mining executives in Colorado and Minnesota. These industry decision-makers agree that their challenge is to continue the technical innovations of their industry. The journey back to profitability and competitiveness means improved products, they say, but at lower production costs. At separate gatherings in January, officials in both states said that they believe their industry is up to the challenge. Worker attitudes will have to change, they understand, and management styles will need adjusting. And, while they are willing to make the necessary adjustments, they are going to need some help. Or, at the very least, less interference from the federal government. Foreign markets, all but closed to American products, must be opened up on a reciprocal basis. The nation's $170 billion trade deficit is a priority item that can no longer be ignored. And, closer to home, federal and state environmental regulations concerning mineral production must themselves be monitored. 1987 in Colorado While Colorado's service and trade industries should have a fairly good 1987, the state's mining industry can expect another disappointing year filled with layoffs and declining profits, according to the Colorado Mining Association. Once again, foreign competition and government regulations are seen as the main reasons for the mineral industry's woes. And state mining officials see little relief until at least the 1990s. Speaking to a group of reporters at its annual press briefing in Denver, CMA officials said Colorado's overall nonfuel mineral production is expected to fluctuate between a flat and declining growth trend. Mining employment in the state is expected to fall by 400 people this year, to about 7500. In 1981, Colorado mines employed as many as 17,800 people. During the 1970s and early 1980s, the employment rate in mining in the state grew by 12% annually, according to a summary report compiled by the CMA. Last year, worldwide molybdenum production continued to exceed demand US moly producers, therefore, were forced to continue their familiar path of production cutbacks, as well as workforce reductions. And some molybdenum mines in the US closed altogether, the CMA report stated. In Colorado, Amax's Climax and Henderson molybdenum mines operated at about 50% of combined capacity. Climax employed about 200 people at the beginning of 1987, producing about 5.4 kt/d (6000 stpd) or ore. Henderson employed about 700 people, producing about 24.5 kt/d (27,000 stpd) of ore. In coal, the number of licensed coal mines in Colorado has declined from 124 in 1960 to 43 in 1986, of which only 23 were producing. Once a stable source of employment and production, the metallurgical coal industry in the state has only one surviving metallurgical coal mine, Mid-Continent's Orchard Valley mine. "When confronted with the difficult decisions on advancing an exploration project to the feasibility and construction stages, it is important to know how various regions of the ore body will react in the milling and concentration processes. While bench scale test work is common and inexpensive, the results and information provided are somewhat limited due to the difficulty in accurately predicting the effects of recirculating middling streams or gradual changes in solution chemistry.Conventional Pilot Plants, processing 100 to 1,000 kg/hour of sample ore, provide the detailed engineering data required to develop a final process flowsheet and to size the equipment. They are, however, expensive to set-up and operate, and are really only viable for major projects that are well advancedIn the latter part of 1999, the Mineral Development Center at CVRD (MDC) purchased a new piece of mineral processing equipment which can run continuous flotation tests using drill core samples. To evaluate its performance, and to compare it with conventional testing methods, various types of flotation tests were carried out using two different types of copper ore. The limitations and advantages of open circuit and locked cycle bench tests, as well as the Mini Pilot Plant and the Conventional Pilot Plant were evaluated.Open circuit tests carried out at the bench scale only provide basic information. More complete and trustworthy information is obtained, in terms of the recirculation of flows and reaching a permanent and stable flotation regime, as the dynamics and complexity of the tests increases. The data obtained showed that the MPP’s metallurgical performance was equivalent to that of a conventional pilot plant."

This paper discusses the Installation of a Vibwall for the Cardiff Bay Barrage Project Wales, UK, by Kvaerner Cementation Foundations. Only the second use of the technique in the UK the wall was successfully placed to a depth in excess of 20 metres, in unique and challenging conditions. The installation of the Vibwall was a technical success, but not a financial one. The use of the technique was at its "limits" and this paper recommends some of the controls essential in the carrying out of such work in the future.

Study on Iron Ore Sintering with High Proportion of Specularite Concentrates Specularite iron ores have poor hydrophilicity and ballability as well as bad high-temperature reactivity, which restricts the large-scale application in the sinter and pellet production. In order to make the best use of the specularite concentrates, a novel process of Composite Agglomeration Process (CAP) is applied in this research. By the CAP, the percentage of specularite concentrates in the sinter mixture is increased to no less than 40 per cent as well as the coke breeze dosage is reduced by 0.3 per cent~0.6 per cent. Moreover, all the sintering indexes are obviously improved compared with the traditional sintering process. Researches on the metallurgical performances shows the finished composite agglomerates are high-quality burdens for blast furnaces. This investigation can provide an effective route to utilize the inferior specularite concentrates in the sintering.

Subsidence beneath the land surface has traditionally been monitored using the most accurate surveying methods of the day. Over the several hundred years of subsidence investigation, these techniques have improved, and thus the accuracy of subsidence measurements has improved. In circumstances where the subsiding surface is masked by water or rock, novel methods must be developed. This method describes the recent successes of subsidence monitoring using advanced bathymeric techniques in the Sydney Coalfield. In order to obtain subsidence profiles above submarine coal extractions, seafloor bathymetry surveys, run before and after mining, have shown that subsidence profiles can be detected, despite the primitive nature of some of the trials. Very recently, there have been considerable advances in this field, associated with the availablity of high-powered personal computers to control data collection and analyse the results. The recent surveys described in this paper have demonstrated the considerable potential for such methods. This paper describes bathymetric subsidence monitoring developed in the Sydney Coalfield, illustrated with some typical results, and summarizes the findings of the research leading to the development of subsidence design criteria specific to the Sydney Coalfield.

This report presents the results of a three-phase investigation of the feasibility of using cemented coal waste in active underground coal mines to prevent mine subsidence. Coal caste was broadly defines to include waste from both coal preparation plants and coal-fired power plants. Underground systems with potential for cemented backfill are determined through identification of current mining methods and available technologies for cemented backfilling and consideration of materials and systems constraints upon mining and backfilling integration technical concerns including operation, health and safety, materials utilization, environmental impact, applicability and techni¬cal status are assessed for six (6) systems which were identified as potentially feasible. Two (2) of these systems are conceptualized in a hypothetical case history and developed to further assess their operational and economic feasibility. Comparisons of costs among both systems and with costs of surface disposal are presented. Also presented are the conclusions reached concerning the present feasibility of using cemented backfill in active coal mines and potential avenues for further research. Appendices contain further consideration for design of cemented mixtures to be used in backfilling, the results of laboratory testing of mixtures rich varying concentrations c: waste products and cementing agents, and an annealed bibliography

Granulation systems are customarily viewed as problem areas in metallurgical operations. The inherent risk of explosion when combining a high temperature melt with water creates a safety hazard. Separation of the granulated material from the quenching medium generally involves equipment that can have significant maintenance and operating costs. Granulation systems' reliability and availability can negatively affect the plant production. Against this background, granulation systems have been treated by design firms and producers as an add-on and a necessary evil. The technology is becoming better understood and solutions to common problems are being found. This paper will discuss typical problems in common systems, and some of the improvements that have been made, with particular reference to non-ferrous applications.

Designing coal pillars to provide resistance against overburden loads has long been an aim of rock mechanics engineers. The need for accurate pillar strength models has become more urgent as greater overburdens are encountered and pillar sizes grow larger. Current pillar design models differ widely in their predictions of the trend in pillar strength with increasing pillar width-to-height ratio. The goal of this paper is to evaluate current pillar strength theories, using a comprehensive data base of stress measurements from coal pillars. The stress measurements indicate that coal pillars maintain relatively high stresses near the ribline, and that the stress gradient within the yield zone can be approximated as a straight line. Several problems are identified for further research, including calibration procedures for different types of stress cells, strain softening behavior in the yield zone, and measurement of stresses in the cores of very wide pillars.

Top priorities for all blasting companies and individual blasters are risk management, safety of company personnel and the general public, regulatory compliance, and liability protection. On a daily basis, hundreds of shots are detonated by well-trained, skilled, and experienced blasters without incident. Unfortunately, accidents inevitably occur, which is why blasting is considered an “ultra hazardous” or “inherently dangerous” activity from a legal perspective. Despite countless regulations, recent advances in technology, improved training, ongoing research, and improved communication in the industry, mistakes and the resulting incidents continue to occur during blasting operations. These result in dangerous or deadly flyrock, site security lapses, increased complaints, blast damage claims, and lawsuits, which lead to increased insurance costs and other financial tolls for blasting companies. In life, lessons learned the hard way are rarely forgotten. The same is true in blasting operations. Blasting missteps and the resulting events are often the best catalysts for improving risk management and thereby reducing accidents, liability, and financial tolls. This paper provides a summary of two incidents, one safety and the other liability related, and the errors that resulted in a fatality in one case and a multi property lawsuit in the other. The two incidents provide examples that serve as a case study for lessons learned the hard way in blasting operations and offer guidance for the considerations that blasters and blasting companies should incorporate into daily operating procedures.

"A preliminary evaluation, based on existing data, has been made of the implications of placing radium-barium sludge in tailings areas. The study was restricted to a consideration of possible increases in the quantities of radionuclides escaping to the environment through either groundwater or surf ace water, considering the types of tailings treated and the effluent treatment systems currently operating in Canada.IntroductionIn the recovery of uranium from ore deposits, the tailings produced by mine/mill complexes are conveyed to impoundment areas in slurry form. After settling, the supernatant is discharged to the environment together with runoff from precipitation on the tailings bas in. Currently, all operating uranium mines in Canada employ barium chloride treatment to control the release of dissolved radium to the aquatic environment. The dissolved radium in the tailings decant is precipitated with barium chloride, forming (Ra,Ba)SO4, and allowed to settle in ponds or lakes. In some instances, settling tanks have replaced ponds and flocculants have been added to aid settling. Because the Atomic Energy Control Board does not consider the precipitation ponds to be suitable for final disposal of these sludges, acceptable sites must be found. Options which have been suggested for sludge management include underground placement either in worked-out mine areas or in special chambers, or placement in the tailings areas. Conceptually, the latter alternative is attractive and probably would minimize sludge handling. This alternative would be subject to the AECB policy which requires that upon abandonment, radioactive releases from a tailings area must be within present regulatory limits and that treatment to meet these limits should not be required in perpetuity.No quantitative data exist concerning either the effect of physical and chemical conditions in the tailings on resolubilization of radium from precipitated sludges or the fraction of this additional radium which would be released."

Mr. Garrett brings up several interesting points with respect to the proposed API specification for "nontreated bentonite." However, although not explicitly stated, these specifications are being written based strictly on bentonites from the Wyoming/South Dakota area. Other sodium bentonites may be suitable for use as drill mud but will be unacceptable since the specifications are designed for Wyoming bentonites. Regardless of the API's intent that its specifications are intended only as guidelines, they are generally adhered to on an international basis and, for practical purposes, might as well be chiseled in stone. Estes (1986) notes that the quality of bentonite available from Wyoming producers has steadily declined since the early 1960's. The plastic viscosity: yield point (PV:YP) ratio was included in the current API 13A specification primarily to prevent excessive polymer treatment of lower quality bentonites to make drill mud. However, with development of polymers designed to control YP, this specification cannot ensure that only high-quality bentonites are used for drill mud. Nor will the new specifications for untreated bentonites. Other sodium bentonites are available. Bentonite produced in southeast Oregon demonstrates superior performance characteristics without addition of polymer or other chemicals. However, the exceptionally high purity of these deposits leads to a relatively high YP:PV ratio since the naturally high YP probably results from the higher purity and smaller particle size of this bentonite (Rath, 1986 and personal communication). These bentonites typically have a smectite component exceeding 90% (Rath, 1985), compared with 70% to 75% smectite for typical Wyoming bentonites, as determined by X¬ray diffraction and tests for colloid content. As evident from the accompanying table, the untreated Oregon bentonite has excellent rheological properties, though different from Wyoming bentonites due to the high purity. Additionally, this bentonite reacts well with polymers typically used in the oil industry, making it eminently suitable for use in a low-solids mud system. The extremely low grit content, less that 0.5% on a 75 mm (200-mesh) wet sieve, greatly exceeds the standards set for Wyoming bentonite. Optimum rheological properties are obtained at a higher moisture content than Wyoming bentonites. At 10% moisture, API 13A maximum, the clay is overdried, again reflecting the high smectite content. In August 1996 Barrick Gold Corporation acquired the Pierina property, an advanced stage exploration project, high in the Andean Cordillera of Peru and in November 1998, in a record time of just over two years, poured the first gold. After more than three years of a very successful operation at some of the lowest operating costs in the world, this presentation serves to briefly describe the project through design, construction and start-up and in particular to spotlight some of the challenges that have been overcome in valley heap leaching in a high rainfall, alpine setting.

This paper outlines the complete failure of the U.S. in status and relevance in Rare Earth Oxides (REO). Although rare earth oxides are strategic and critical in their own right, refining these REOs into elements and alloys is even more important for the development of "Green Technologies" and advanced weapons systems. America does not have an active domestic source of rare earth oxides. America does not have any heavy rare earth elemental or alloy capabilities. The magnitude of this failure continues to become more apparent as the manufacture of REO based electronics and magnetic components moves eastward towards China. China has succeeded in outmaneuvering the United States and the world in its quest to control the rare earth oxides, elements and alloys, and the many industries dependent upon REO. What can be done?

Effective chemical grouting represents a technical and economic solution to many challenges related to soil stabilization and blocking the flow of water. Chemical grouts are facing increasing demands in durability, environmental impact and value. To better meet these challenges, a novel and cost effective process was developed to produce a sodium silicate that increases the ratio (i.e. silica to alkali) beyond what has been used in traditional silicate-based grouts. The move to a lower sodium form of silicate was anticipated to have two desirable performance enhancements; a reduction in leachable sodium and improvement in the durability of the silicate grout. An in-depth study was performed at the University of Western Ontario Geotechnical Research Centre to quantify improvement in durability as well as other performance properties such as compressive strength. The study began by first modelling the gelation time and reaction kinetics of the high ratio sodium silicate over a range of silicate concentrations using two different setting agents as well as with/without a hardener. As expected, reducing the level of sodium produced a much more water resistant grout. These same formulations also showed a four order magnitude reduction in permeability. Somewhat surprising, test results showed the higher ratio silicate having much higher compressive strength. At the time of this abstract, the high ratio silicate was moving to the trial stage for geotechnical applications while the petroleum industry was further along with several successful field trials for water blocking as well as cement remediation. This paper will review the chemistry, testing and features of this next generation form of sodium silicate. Introduction Sodium silicate based grouts have been used for decades for soil stabilization and water control. Over the years, several silicate-based systems have been tailored for specific application conditions to maximize performance and reduce cost. Past research has also focused on the selection of setting agents and hardeners for silicate grouts. A constant in the development effort has been the grade of sodium silicate. The vast majority of chemical grouts have been formulated using a ~3.2 ratio sodium silicate. As a very brief overview on the meaning of “ratio” and why it is so important to performance properties. The ratio describes the proportion of sand to alkali or SiO2:Na2O used to make different grades of sodium silicate. Comparing a 2.2 ratio to a 3.2 ratio, it is easier to polymerize and set the 3.2 ratio. Upon setting and forming a silica gel, the system has higher compressive strength values and improved durability with a reduced level of syneresis (i.e. shrinkage). This leads to the question if 3.2 is better than 2.2 why not go to 4.2 or higher?

Paper presented at the IAGOD international symposium on mineralization related to mafic and ultramafic rocks held in Orleans, France, 1-3 September 1993. The principles of shear-driven aggregation of particulate matter suspended in fluids, a common industrial method of concentration and separation, were applied to a convecting magma to estimate the time required to sparge or strip the PGE and Cr content and concentrate it into the boundary layers. It was calculated that an ore-grade (e.g. 6 ppm PGE) boundary layer about 1 m thick would require 100 000 years at most to form from a body of magma 500 m deep with a PGE content of 20 ppb. Since concentration would be most vigorous when the magma was warmest, at least half of this concentration would take place in the first 10 000 years. The effect of dispersive pressure in the boundary layer would generate a concentration high of refractories just below the top of each boundary layer and another just above the bottom. If the magma was a double-diffusive system, it might evolve by the downward cascade of enriched boundary-layer material into the hotter, lower magma layers, where depending on saturation levels chromites would equilibrate and sulphides undergo partial or total resorption, enriching PGE levels in any remaining sulphides. This cascade process would in time greatly enrich the lower regions in PGE-bearing sulphides and chromites

The Brightwater regional wastewater treatment facility, under construction in King County, WA, includes an extensive conveyance system that will feature deep, soft-ground tunnels and shafts. Excavation of the Ballinger Way Receiving Portal to 65.8 m (216 ft) below grade through challenging geology was accomplished by means of artificial ground freezing. This paper discusses freeze design development, system installation and monitoring, and the contractual and construction challenges that were overcome, including work sequencing and excavation means and methods, together with lessons learned.

The U.S. Bureau of Mines conducted a study to evaluate support interaction between conventional bolts and the rib at two Western coal mines. The principal goal was to develop guidelines for designing rib support under various conditions. At mine A, seven rib bolts were installed with load cells and monitored over a 4-month period. Fifty-seven pull tests were conducted with two types of anchors at various depths. At mine B, 163 pull tests were conducted. Results showed that during the 4 months of monitoring bolt load, tension in the bolts decreased over time in some situations and that anchorage capacity was reduced in a yielded zone. Load-versus-deformation plots from pull tests in the rib showed fundamental differences in anchorage behavior at the two mines, particularly when comparing results of tests in old pillars at mine A and tests in new ribs at mine B. Numerical modeling experiments indicate that coal bonding strength was the most significant factor in determining postyield anchorage capacity. Correlation of anchor yield point with anchor depth were more pronounced at mine A than at mine B; measuring torque may be a reasonable method of monitoring deteriorating anchorage capacity in a rib undergoing fracturing and yield.

The Hauraki goldfield is located east of Auckland in the North Island of New Zealand. It includes Great Barrier Island, the Coromandel Peninsula and the Coromandel and Kaimai Ranges as far south as the town of Te Aroha and south east to Te Puke. It has a total north-south extent of about 180 km and an area of 3000 km2. The goldfield is the most productive in New Zealand, and while production at present is negligible, the area has undergone continuous exploration over the last seven years.

Mineralisation was identified at Gladstone Hill as far back as the late 1870s-early 1880s, shortly after the initial discovery of mineralisation at what is now the Martha Mine. Indeed, early recovery problems associated with the Martha mineralisation led to the preferred development of ore bodies within what is now the Union Hill Joint Venture tenement; ore bodies such as Silverton, Amaranth, and Union to name a few. Gladstone Hill forms the basis of the Union Hill Joint Venture, a 50:50 joint venture managed by Au-Ag Resources Ltd (a fully owned subsidiary of Otter Gold Mines Ltd), and Welcome Gold Mines Ltd (a fully owned subsidiary of the Normandy Group). The joint venture participants also operate the adjacent Martha Mine. Mineralisation of Gladstone Hill, as with mineralisation at the adjacent Martha Mine, has been interpreted as a low sulphidation epithermal Ag-Au system hosted within hydrothermally altered andesites of the lower Coromandel Group. Drilling in recent years has successfully identified extensive mineralisation associated with a number of vein sets throughout the tenement including the Gladstone Vein set, the Moonlight Lode and more recently along a north-easterly trend towards the historic Favona workings. A wide range of vein styles is apparent, ranging in character from thin stock works to broader lode-style banded chalcedonic to cherty quartz and have been interpreted as representing multiple phases of emplacement. At shallower levels mineralisation is often hosted by vein clasts within vent breccias. Visible gold is rare, with mineralisation generally associated with very fine-grained pyrite, arsenopyrite and minor electrum. Percentage levels of combined sphalerite-galena-(+/- chalcopyrite) have been intersected at depth however these have been gold poor to date. The potential for the Gladstone Hill area remains to be clearly defined as drilling to date has yet to close off mineralisation both along strike and down dip. If further drilling is successful, the joint venture partners believe Gladstone Hill could contribute significantly to the economic future of current operations.
