With the change in legislation under the Resource Management Act 1991 (RMA), the responsibility for administering the effects of blasting on the environment, has transferred from an essentially central government system to local bodies. This naturally will allow for a variety of compliance levels and control procedures which will depend on the particular local body and rather ad hoc arrangements. It is anticipated that the existing NZ Standard on blast vibration levels will soon be replaced by the Australian Standard. These changes raise the question as to what should be used as suitable compliance levels to prevent damage to structures. The paper will address the measurement, control levels and the appropriateness of current standards in relation to the overall legal framework of the RMA.

"Paste backfill has replaced cemented rock fill as one of the components to improve ground · control and mine safety at the Macassa Operation of Kinross Gold Corporation in Kirkland Lake, Ontario. It is the first operation to utilize "" flash thickening ""of very fine gold tailings to a paste consistency in the ""Paste Production and Storage Mechanism"", a joint technical development of Inco and GL&V. The tailings paste is mixed with alluvial sand to produce an engineered quality paste backfill. The development leading up to the decision to proceed with this novel technology is discussed, as well as commissioning of the backfill operation.IntroductionThe occurrence of a major rockburst on November 23, 1993 prompted a review of mining and backfill procedures at the Macassa No 3 shaft . This shaft is some 7238 ft deep and lies in a mining belt that is prone to seismic events. The recommendations were to change the mining from underhand cut and fill to mechanized long hole stopping and to look at alternatives to the rockfill backfill system in place. The Macassa cemented rock backfill operation, while producing the desired fill stiffness had drawbacks as compared to paste fill. With paste fill, placement rates are faster, more openings can be filled, it is less expensive and less prone to the occurrences of compensable incidents.Macassa mining personnel visited the Sudbury operations of Inco in 1993, where development on paste backfill was in progress. As some of the R&D was taking place with funding from the Premier's Council Technology Fund of the Ministry of Trade and Technology of the Province of Ontario , Inco personnel at that time did some feasibility and conceptual consulting on the use of paste fill for the industry. Inco had developed the use of alluvial sand paste fill, an engineered blend of alluvial sand and tailings fines and was doing development work to eliminate the ""conventional"" way of producing paste from mill tailing by thickening and filtration. This latter development work was taking place with GL&V Ontario. That work led to the filing of a joint Inca/ GL&V patent application for the PPSM, the Paste Production and Storage Mechanism with all marketing rights being held by GL&V."

The Tolukuma gold-silver prospect is located approximately 100km N of Port Moresby in the Central Province of Papua New Guinea (PNG). Epithermal "adularia-sericite" style mineralisation crops out over 1200m within an en echelon quartz veined zone 1 to lOm wide. At a 4g/t cut-off grade, a geological resource of approximately 1.47Mt @ 13.77g/t Au is indicated from 38 diamond drill holes completed since discovery by Newmont Pty Ltd in September 1986. At a regional scale, Tolukuma miner- alisation appears localised in a dilatant zone at the intersection of a 1150 magnetic structure, and the western margin of a N-S trending graben which is filled by a Pliocene volcanic complex contemporaneous with the Mt Davidson Volcanics 30km to the W. A l0km diameter circular Landsat feature, which may reflect magma emplacement at depth, occurs immediately N of Tolukuma and nearby mineralisation. Mineralisation at Tolukuma occurs in sub-vertical quartz veins at, or adjacent to the faulted contact between Pliocene basic and intermediate volcanics/intrusives, and quartz mica schists and phyllites of the Cretaceous Kagi Metamorphics. Most veins display evidence of multiple episodes of brecciation and textures indicative of cyclic boiling, including crustiform rhythmic banding and quartz pseudomorphs after platy calcite.

Liquid fuel oils possess certain advantages over solid fuels. Ease in handling, precision temperature control, and almost complete freedom from ash are among those considered when a liquid fuel is selected for use in industrial processing. In some instances these fuels are desirable because more heating units can e packed in a Given space where space is limited, as on snips. In other cases the' are chosen because of lower actual cost per British thermal unit absorbed, or for control of the flame to increase the capacity of furnaces, as in steel and refining.

In 1970, the U. S. Bureau of Mines contracted with Theodore Barry and Associates, a management consulting firm, to perform a one-year industrial engineering study of working-face hazards in underground bituminous coal mines. The field data was accumulated from industrial engineering observations in fifty underground mines. Supporting data for the analysis was derived primarily from the Bureau's fatal accident reports for the years 1966 through 1970. This report, Industrial Engineering Study of Hazards Associated with Underground Coal Mine Production, consists of three main parts: 1) The Fatal Accident Reports Analysis, 2) The Industrial Engineering Analysis, and 3) Multiflow Process Charts and Standard Time Data. The Fatal Accident Reports Analysis (Volume I, Section II) is based upon individual USBM fatal accident reports for 1966-1970. These were read, coded and computerized in terms of 84 significant variables. Cross-tabulations of these variables have been used to identify major underground hazards and to quantify significant causal factors. A very strong relationship was found to exist between fatal accident occurrences and low task experience. This led to a recommendation for formalized training, certification and supervision programs for miners. Victim compliance with federal regulations, mine regulations and supervisor instructions was analyzed, indicating that supervisors provide the most crucial communication link to workers. Thus, every attempt should be made to ensure the competence of immediate supervisors in the industry. Analysis of roof fall variables revealed a fatal propensity on the part of the miners to work under unsupported roof or under support conditions that are marginal. The technical approach to the problem is to make it physically impossible for a miner to work under these conditions; the behavioral approach is to ensure adequate training and develop proper safety attitudes among the miners. The Fatal Accident Reports Analysis revealed a need for normalizing data to interpret the results more accurately.

I would like to share some observations about the mining business and place the ongoing discussion in the context of our changed world. The mining industry practices its trade in a universe defined by prices, laws and governments. Prices, as in what the industry is paid for what it produces, and the costs of goods and services. Laws that have to be transparent and fair. And governments that the industry prefers to be stable and supportive of the industry, and certainly not corrupt. However, the day-to-day realities of the mining business in 2000 are not what they were 10 years ago. Several events have occurred that have resulted in a less populated workplace that is obliged to work much smarter and faster. These include real declining prices for most mineral commodities; low and diminishing returns to company shareholders; massive restructuring of the industry through mergers, partnerships and alliances; gold’s changed role from reserve currency to just another commodity; the growing importance of native title and the startling imperatives of “sustainable development.” In addition, the “borderless world” now means that resource companies will need to pass the test of being responsible corporate guests who respect and enhance the social, moral and societal values of their host countries.

In the deformation of a metal or a single-phase alloy all the crystals composing the metal after their shape in a similar manner as the metal in bulk and to about· the same extent. This is not the case in an alloy consisting of two phases of different resistance to plastic deformation. In such an alloy the two phases take part in the deformation approximately in inverse proportion to their hardness, at least at the beginning of the deformation. (1) The hardness difference becomes less in the course of the deformation and thereby the deformation more equal. The phenomena occurring during cold-rolling of some two-phase alloys have been investigated by H. Unckel who made statistical grain measurements of the degree of deformation of the two phases after various reductions by rolling and also microscopical observations of the flow in the neighbourhood of the grain boundaries. Because of the different relative flow of the two phases, the normal flow is disturbed in the vicinity of their boundaries, and some additional plastic flow must take place in these regions, the disturbance being levelled out at some distance from the boundary. The deformation of the two phases present simultaneously in the material should thus be different from that of each phase separately. The investigation of theimportance and the effects of this interaction of crystals of different phases is the subject of this paper.The deformation of crystals occurs as a gliding of crystal layers following crystallographic laws. In consequence of this slip the crystals composing the material tend to assume a common orientation, i.e. some crystallographic axes tend to become parallel to each other in all the crystals. The type of this preferred orientation depends on the type of the crystal and the working process. Any change in the mechanism of deformation results, therefore, in a change in the preferred orientation. Such a change in kind and degree of preferred orientation will, therefore, also occur if the interaction of crystals in a two-phase alloy gives rise to a mechanism of deformation different from that in the free phases.The present paper describes a study of the preferred orientation, the microstructure and hardness in wires of brass drawn to various extents.The development of preferred orientations in the two phases with increasing reduction was followed up in various layers of the wire.EXPERIMENTAL DETAILSThe experiments were carried out with a commercial 5 S.W.G. wire (0,212 in. diameter) containing: 62·7% Cu, 37·3% Zn, very faint traces...

Currently raw brown coal is fired in the Latrotx; 'ahcc th,iki~, Lanying with it two major penalties, (a) boiler efficiency of 65 - 70 per cent (in terms of GCV), (b) much higher boiler cost than for black coal. Drying the coal, in energy-efficient, and cost-efficient manner, opens the way to efficiencies of order 88 per cent and enables the lower cost black coal type boilers to be used. With the higher boiler efficiency goes much higher combustion temperatures and the effect of this on radiative heat transfer is a major factor in reducing boiler cost. In a fluidised-bed combustor the temperature is controlled to 800C - 900C. In a pulverised fuel combustor higher temperatures are however achieved and can increase boiler fouling due to the salt content of the coal. This is a problem which needs to be solved. Victoria has the prospect of lifting efficiency from 28/29 per cent to 35 per cent, of reducing carbon dioxide output correspondingly and reducing cost of power stations. So far as gasification is concerned, efficient removal of liquid water from the coal is important to the overall efficiency.

THE micrography and macrography of aluminum and its alloys present certain difficulties. Many of the difficulties attendant on the micrography have been removed by methods developed during the past few years, notably those of E. H. Dix, Jr.1 The development of grain size in aluminum and its alloys may be equally troublesome, yet comparatively little detailed attention appears to have been given to it. Satisfactory reagents. are available for the development of such structures in ferrous and most non-ferrous metals, but those applied to aluminum and its alloys, i. e., alcoholic or aqueous solutions of sodium hydroxide or hydrofluoric acid are not entirely satisfactory. Hanson and Archbutt,2 in speaking of these two reagents, state that "These two reagents give fairly satisfactory results, but they sometimes produce badly tarnished surfaces from which the surface deposit is difficult to remove." It has been our experience that neither of these reagents is to be entirely relied on for developing structures suitable for study or photography. This means that when the etch fails to produce satisfactory results the, specimen must be repolished, through the 000-paper at least, and then etched with another reagent. This procedure entails a con¬siderable loss of time, and the final results may not be all that might be desired. However, the reagent to be described, although not a panacea for all etching troubles, has improved results so markedly that it is felt that it is worth offering as a grain-size etch generally applicable to aluminum and aluminum alloys. Czochralski3 in 1915 mentioned the application of a solution of 10 to 20 c. c. concentrated hydrofluoric acid in 100 c.c. absolute alcohol, etching in this reagent being followed by dipping in concentrated hydrochloric-acid solution.

On behalf of the local members of the Institute, I extend a hearty welcome to the members from the other States of the Commonwealth, who have come so far to attend this meeting, and also to the non-members whom we have invited this evening. "This paper revisits data from previous studies (Hernandez-Aguilar, 2010, 2011) to better understand the link between metallurgical performance and pulp-zone bubble size (Db) in full-scale flotation systems. To obtain conclusive evidence exclusively related to the pulp (collection) zone, the experiments were designed in those studies to control both the bubble generation method and the influence of the froth zone on the overall metallurgical performance in industrial and pilot-scale flotation columns. The results showed that Db had a significantly larger effect on the recovery of coarse (> 75 µm) particles compared to the effect on fine (< 16 µm) particles. It was observed that, under certain practical conditions, the recovery of coarse particles was close to zero, but dramatically increased by reducing Db. The evidence revealed an inconsistency of the so-called “k–PSb” model: at constant froth recovery, increasing Sb (i.e., the rate of production of bubble surface area) did not always result in higher recovery, as the model predicts. Furthermore, the evidence showed that it was not the Sb but the bubble size that proved to be a more reliable link to metallurgical performance. Only in the presence of suboptimal-sized bubbles (Db > 2 mm) did the froth zone seem to play a role, possibly reflecting an effect of pulp-zone bubble size on froth stability. However, the role of the froth was negligible for Db < 1 mm.High-resolution mineralogical measurements performed on process samples revealed that, regardless of the degree of liberation, Db had a profound effect on the shape of the recovery-by-size curve, particularly the coarse particle size fraction. This observation is key as it implies that the loss in efficiency associated with floating the coarse particles was not the result of neither particle hydrophobicity nor particle detachment issues: even in the absence of mechanical agitation, liberated and highly hydrophobic coarse particles did not seem to attach to the bubbles in the first place, an inefficiency that was corrected by reducing bubble size. The data analysis suggests that poor attachment efficiency can practically affect both fine and coarse particles but via different mechanisms which are discussed here."

The author discusses the promising future of the use of pipelines for transportation of ore slurries over long distances, citing existing installations. Various criteria and factors affecting the use and size of pipelines are considered. Among the factors influencing the use of pipelines are particle size, specific gravity, abrasiveness, minimum velocities, and pumping considerations. Long-distance transportation of solids by hydraulic pipelines holds the promise of great economic benefits. Today within the confines of most mineral processing plants, the moving of solids about in slurry form by pipeline is commonplace, since the method offers great advantages when conditions are suitable. Yet, this method is surprisingly slow in being adopted on a broad scale for transportation of solids over long distances (arbitrarily the term will be applied to one over five miles long). This is especially surprising in view of the successful realization in this country within the last five years of two daring ventures in long-distance solids pipelines. A 72-mile long, 6-in. diam pipeline of the American Gilsonite Co. has been satisfactorily transporting 700 tpd of gilsonite from the mine at Bonanza, Utah, to the processing plant at Grand Junction, Colo., since April 1957. The 108-mile long 10-in. diam pipeline of the Pittsburgh Consolidation Coal Co. has been transporting about 4000 tpd of finely crushed coal from the mine at Cadiz, Ohio, to the Eastlake power plant of the Cleveland Electric Illuminating Co. on Lake Erie since January 1958. However, besides two projects in the operations of The Anaconda Co. there have been hardly any other significant solids pipeline developments in the minerals industry during the last three years. The two projects are the 14-mile long, 6-in. diam copper concentrate gravity pipeline at Anaconda&apos;s El Salvador project in Chile which has been transporting about 800 tpd since January 1959. The second is a 16-in. diam tailings pipeline at the Anaconda Reduction Works, Anaconda, Mont., designed to transport about 20,000 tpd of deslimed flotation tailings for dam building. This pipeline, which is currently undergoing tryout tests and which will be about seven miles in length, will have a maximum of three 20-in. rubber-lined centrifugal pumps in series at the starting point, each developing a maximum of 100 ft of head, to supplement gravity. It is the writer&apos;s opinion that the major reason for the hesitation in considering pipeline operations is confusion due to an inadequate understanding of the basic physical principles affecting the slurry flow process by many engineers in the industry. This in turn begets an attitude of fear and trepidation instead of confidence on the part of many management executives, which leads to a minimizing of the advantages and exaggeration of difficulties when considering the possibility of a long-distance solids pipeline. The promotion of better understanding and consequently the promotion of greater confidence in the potentials of long-distance solids pipelines when conditions are suitable is thus the main purpose of this article. To this end, after considering several examples of the possibilities for solids pipelines in the minerals field, the relative significance of the major factors affecting pulp flow, and some major aspects of slurry pumping will be discussed on a general qualitative level. Then a brief outline of the semi-empirical quantitative methods developed to date for estimating slurry flow behavior will be presented. SOME POSSIBILITIES To give an idea of the magnitude of the possible economic benefits, it should be interesting to mention briefly some of the projects currently under consideration and to suggest some likely future possibilities. At Anaconda&apos;s El Salvador Project in Chile (Fig. 1) it is eventually planned to extend the existing 14-mile pipeline by another 60 miles to bring the copper concentrates down to the coast of the Pacific Ocean. The McDonald gold project and two satellite gold deposits near Lincoln, MT were discovered in the early 1990s. They contain at least 307.9 t (9.9 million oz) of gold and 933 t (30 million oz)of silver. The McDonald gold deposit alone contains 223.9 t (7.2 million oz) of gold reserves that can be open-pit mined and processed by cyanide heap leaching at a projected cash operating cost of $6.10/g ($190/oz). The deposit is predominantly oxidized with no chance of acid production. It can be mined, operated and reclaimed with minimal permanent environmental disturbance other than the creation of an open-pit filled with a fresh-water lake that would support trout.

A study was made of the instrumentation and technique of atomic absorption spectroscopy developed by Walsh of the Commonwealth Scientific and Industrial Research Organisation (C.S.I.R.O.), Australia.The method was evaluated for the determination of silver in lead sulphide concentrate. The precision of the procedure developed is equal to that of the uncorrected fire assay method and the accuracy is greater.Brief mention is made of the use of this technique for the determination of silver and other elements in ores and concentrator products.INTRODUCTIONThe fire assay method, although accepted on a world-wide basis as the umpire method for the determination of silver in ores and concentrates, is freely recognized as yielding results which are lower than actual due to unavoidable losses.King (1934) investigated the influence of the cupelshape, size and material on silver losses during cupellation. Using 100 mg silver prills he recorded silver losses ranging between l. and 10 per cent under extreme conditions and averaging approximately 2 percent under conditions which might be considered normal. Guerin (1957) made a detailed study, under carefully controlled conditions in a furnace similar to that described by Esdaile (1952), of the effect of temperature on silver losses during cupellation. Tensile tests were conducted on pure magnesium and on four commercial alloys over a variety of temperatures and strain rates. The high positive slope of the ductility vs testing temperature curves that is found over a short range of testing temperatures for these materaturerials was shown to result from the fact that the microstructure was not stable at these testing temperatures. Pure magnesium did not display a transition temperature, although its sub-room temperature ductility was low. This poor ductility resulted from a grain boundary weakness. The aluminum-bearing commercial magnesium alloys had a higher ductility than the pure magnesium. ness.Thealuminum-bearingcommercialThese alloys did exhibit a transition temperature and grain boundaries that were stronger than the grain material. Both pure magnesium and the commercial alloys began initiating cracks at strains equal to one half of their fracture strain. MAGNESIUM base alloys&apos; enormous potential as structural materials lies in their high strength to weight ratios. At present, the high strength magnesium base alloys such as AZ-80, which will be discussed later, have about as high a tensile strength to specific gravity ratio as the highest strength wrought aluminum alloy, 75s-T6, and, of course, a much higher strength to weight ratio than structural steel. Further, since the magnesium base alloys develop their high strength to weight ratios with moderate strengths and extremely light weights, the ratio of load carrying capacity to the weight of many structures is relatively higher for the magnesium base alloys than their strength to weight ratios would indicate. This results because judicious increases in section size, such as increasing the depth of bending members or adding reinforcing ribs, can frequently increase the weight of a structure linearly while the strength and stiffness increase as the second or third power of the added weight. Strength and rigidity must be designed into lightweight structures by those techniques which establish multiaxial stress states. Consequently, strong, lightweight structures frequently also possess a greater propensity toward brittle failures. In order to insure against these catastrophic failures, an extra premium must be placed on ductility and toughness in light alloys. Current knowledge of the ductility and toughness behaviors—notched behaviors—of magnesium base alloys is limited.* Most of the magnesium base alloys * The state of present knowledge regarding the effect of testing temperature on mechanical properties has recently been summar-ized by Pritchard.&apos; crystallize in the hexagonal system, so that they are expected to exhibit a tough and ductile to brittle transition temperature. Actually, a transition temperature behavior has been reported for commercially pure magnesium in the literature, but the characteristics of this transition temperatureh uggest that it may not be a transition in the usual meaning, but simply the onset of some thermal softening, a performance much like that which face-centered-cubic lead might exhibit slightly below room temperature. If transition temperatures do exist, such important questions as the manner in which they are affected by internal variables such as chemical composition and grain size, or the effect of external variables such as rate of straining or notch severity have never been investigated. The investigation reported upon herein was undertaken in order to define some of the mechanical behaviors of the magnesium base alloys better, to gain a better understanding of the influence of some of the above listed variables, and particularly to understand their effect on ductility and toughness better. Mine fires and/or explosions continue to occur. While these are unusual events, they comprise emergency situations. Whenever one of these events occurs, the Mine Safety and Health Administration (MSHA) responds with specially trained teams, mine fire experts, sophisticated scientific instrumentation, and trained instrument operators. In order to analyze mine air samples on-site, because time is of the essence, MSHA has a Mobile Gas Laboratory. The laboratory, which is stored near Pittsburgh, is totally self-contained. Sending air samples to a laboratory would take too long. Mine fire experts need the results of the latest analyses as soon as they are finished. The mobile laboratory is housed in the box of a diesel truck. Benches line both sides of the laboratory. Gas chromatographs are mounted on the benches. There is sufficient bench space for multiple bench top gas chromatographs. These instruments and their controllers are shock and vibration isolated to protect them during transit. The mobile laboratory can operate using on board diesel generators or line power. An uninterrupted power supply (UPS) supplies power to the instruments while switching from generator to line power or visa versa. Therefore, analysis of samples can proceed without interruption if a power failure would occur. In the rear of the mobile laboratory are racks that hold compressed gas cylinders. These cylinders contain carrier gas and compressed air. An air compressor is housed under the laboratory to operate the gas chromatograph actuators. Within several hours after arriving at a mine the instruments have stabilized and have been calibrated. The mobile laboratory is ready to begin analyzing air samples. The mobile laboratory has proved itself at many mine fires and explosions since its purchase.

While not a new construction technique "top/down" construction is seeing increased use in high rise building construction. Using diaphragm wall, drilled shaft and mining construction techniques, top/down construction enables construction of both the below grade basements and high rise structure simultaneously. To date the top/down method has been used on at least four major building projects in the United States. This paper will review the economic, engineering, construction and schedule issues associated with top/down technology on two projects -Olympia Centre, Chicago, and One Westwood, Los Angeles. Top/Down construction is currently under consideration on several additional projects in the United States.

A mathematical model to represent the expansion and fragmentation of copper matte particles oxidized under flash converting conditions is presented. The model assumes that the particles are initially nonporous, have a constant mass prior to fragmentation and travel at a constant velocity throughout the reaction chamber. The model requires the specification of the following five parameters: the particle expansion rate, a fragmentation diameter factor, a fragmentation size distribution parameter and the fractions of the finest and the coarsest particles in the feed that undergo fragmentation. The model predictions show good agreement with the experimental data collected in a laboratory furnace over a wide range of experimental conditions. The evolution of the size distribution of the particles along the reactor length was computed, and the model parameters were correlated with the experimental operating variables. Model predictions indicate that particle residence time is an important factor in the generation of dust. The presence of two maxima in the particle density function may be attributed to turbulent conditions prevailing in the furnace, which cause particles to follow different trajectories within the furnace even if they are injected at the same location.
