In 2004, rare earths were not mined in the United States. The major supplier, Molycorp, continued to maintain a large stockpile of rare-earth concentrates and compounds. Major uses for these commodities were in automotive catalytic converters, petroleum fluid-cracking catalysts, permanent magnets, glass-polishing compounds, ceramics, metal-alloying additives, phosphors and rechargeable batteries. Consumption of refined rare-earth products decreased. The United States was a major importer and exporter of rare earths in 2004. Yttrium was not mined or refined in the United States in 2004. Imports from China, France and Japan accounted for most of the U.S. supply of yttrium compounds for refined yttrium products.

"Ultrafine grinding of minerals has been in wide spread use in the industrial mineral field for over 30 years. Within the last 10 years the metalliferous industry has shown interest in the ability to produce ultrafine particles, as chemical, physio-chemical and physical separation processes have advanced to be able to treat ultrafine metalliferous particles. Also as the primary mineral deposits are depleted, new more difficult deposits must be mined. Existing operations are also looking to maximize economic return from existing deposits, requiring new thinking and technologies.The recent development of industrially proven and cost efficient technologies for ultrafine grinding has opened up another processing option for the treatment of finegrained metalliferous and refractory gold ores. The current commercial designs are variations of stirred mills used in the industrial minerals sector for the past 30 years. For the purposes of this paper ultrafine grinding is considered to be P80 of less than 15 microns.Attrition milling to fine grind sizes presents some challenging issues relating to scale-up including the dearth of information on the quantitative impact of feed and operating conditions, as well as the precise and accurate measurement of particle size distributions. Two examples from recent installations will be analyzed including Thalanga Copper and Century Zinc Mines. Both have diverse grind size targets for the SMD, yet both have realized significant metallurgical gains."

PROJECT DESCRIPTION Alignment The Strenger Tunnel forms part of the S16 four-lane expressway between Landeckand Bludenz. The construction of this important East-West connection started in 1973with the Arlberg Road Tunnel as its key constituent. Beginning in 1992, solutions for the section between Pians and Flirsch were investigated. Efforts to conserve nature and to avoid potential avalanche and landslide areas led to a solution detouring the villages in the Stanz valley. The starting points were predetermind by the intersections at Pians in the East and at Flirsch in the West. As a result of the expected traffic load and the comparatively high gradient of 2.9%, both one-way, two-lane tubes were constructed at once. The north tube is 5.851 m long, the south tube 5.775 m, see Figure 1. "The East West Caribou deposit with an underground mine, concentrator and ancillaries is located 30 km west of Bathurst, New Brunswick. The Restigouche deposit, an open pit mine is 30 km west of East West Caribou. The ore will be trucked from the Restigouche site to the East West Caribou minesite.History:The East West Caribou ore body was discovered in 1955 and the subsequent metallurgical programme focused on producing a bulk sulphide concentrate. However, in 1966 a Mr. P.G. Kihlstadt of Anaconda did float a Copper-Lead concentrate and a Zinc concentrate. He also reported that as the grind became finer the recoveries improved. In 1968 the Mines Branch in Ottawa produced a Lead concentrate of 30 percent at a 60.5 percent recovery and a 52 percent Zinc concentrate at an 83.4 percent recovery.Laboratory testwork proceed the 1988 start up of our current concentrator and underground mine facilities. The concentrator was designed to produce a Lead ""rich"" concentrate and a Zinc ""rich"" concentrate which were combined to make a marketable Bulk concentrate. In 1990 the operation was suspended because of declining base metal prices, increasing smelter treatment charges, increasing operating costs and operating difficulties.The 1997 operating plan is to produce a Lead concentrate and a Zinc concentrate.The Restigouche ore body was discovered in 1989. The subsequent testwork done at Lakefield Research recommended the production of a Copper, a Lead and a Zinc concentrate. The ore reserve could not support a stand alone concentrator so the project was put on hold.Laboratory testwork was carried out at Lakefield Research to confirm compatibility of the East West Caribou ore and the Restigouche ore in their processing."

Deep-hole blasting operations in opencast mines are always associated with some annoyance to the surrounding areas in terms of ground vibration, noise, flyrock, etc. These become more severe when underground mines run parallel to them. Blasting in opencast mines may pose danger to the underground mines in terms of roof/side failures, damage of water dams, isolation/ventilation stoppings and other underground installations. The paper discusses a case study in India on the impact of deep-hole blasting in Ramagundam Opencast Project ? III on the stability of various water dams of GDK-6B Incline coal mine operating in close proximity. The stability of underground water dams of GDK-6B Incline mine was endangered due to deep-hole blasting at OCP-III. There were 15 water dams in seam 3 and 16 dams in seam 4 of the underground mine. The physical strength tests using a Schmidt Hammer instrument were carried out in all the 15 water dams of No. 3 seam and 16 water dams of No. 4 seam. The test revealed that there is a decrease in compressive strength values of three dams of seam 3, namely 6A, 6B and 7. Theose three dams were also directly connected to the water source. Water seepage was also observed from the surfaces of the three dams. However, they were found to be stable in accordance with their design parameters and damage point of view while considering a threshold value of ground vibration as 25 mm/s. It was found that the value of tensile stress generated by a vibration of 25 mm/s was much lower (i.e. 0.171N/mm2) than the tensile strength of the two weakest concrete dams (1.85 N/mm2). Ten experimental blasts were conducted at different working benches of the opencast mine and the ground vibration data were recorded in roof and pillars near various underground water dams. The maximum value of vibration data recorded was 5.9 mm/s in roof near dam no. 1 in seam 3 with the dominant peak frequency of 22 Hz. No adverse effect on either of the dams was observed after that blast. During the period of study, no deterioration/adverse impact was found in any dam of the mine. Based on the results of the study and the analyses of the data, optimized blast design parameters and explosives weight per delay were suggested for the opencast mine to maintain the safety of the underground water dams. Evaluation of Grinding Medium Wear in Stirred Mills The standard fine grinding machines in the minerals industry are stirred mills whose performance largely depends on the competency of the grinding medium. Medium wear in stirred mills is one of the key parameters for medium selection. A wear evaluation methodology is developed and applied in this paper to measure the wear rate of river sand using a laboratory batch stirred mill. The procedure is demonstrated by testing the sand medium in a 0.55 kW batch stirred media detritor (SMD). The sand wear rate determined in the laboratory batch mill is successfully scaled up to that determined on a full-scale Metso 355 kW SMD mill.

The U.S. economy grew moderately in the second quarter of 1985 with real gross national product (GNP) recording a seasonally adjusted annual growth rate of 2.0%, up from the 0.3% growth of the previous quarter but significantly below the 7.1% growth of the second quarter of 1984 (table I). Personal consumption expenditures grew 5.3%, with purchases of durable and nondurable goods rising 7.4% and 5.1 %, respectively; nonresidential and residential fixed investment--the two components of fixed investment--grew 11.8% and 5.6%, respectively; and Government spending rose 3.6%. However, these gains were tempered by a major decline in the growth of business inventories (from $19.1 billion to $8.3 billion) and the continuing growth of the net export deficit (from -$28.4 billion to -$33.3 billion). While the high value of the dollar compared with other currencies has been a major cause of the expanding trade deficit, its value, as measured by the monthly Federal Reserve Board (FRB) multilateral trade-weighted dollar index, has declined over 17 index points from its February peak to 140.94 in July. The July dollar value was still high historically. The rate of inflation, as measured by the fixed-weighted price index for GNP, remained low at 4.1%, down from 4.3% in the first quarter, and employment continued to grow at a rate sufficient to keep up with new additions to the labor force. Civilian unemployment has remained steady at 7.3% over the past 6 months. Industry Statistics The FRB recently revised its index of industrial production and changed the base year from 1967 to 1977,1/ The revised total index shows a 0.1 % higher annual growth rate between 1967 and 1984 than the previous index. In the slower growing or declining industries, such as metal mining, primary metals, and fabricated metals, however, downward revisions in the indices and rates of growth have occurred. The previous and revised annual rates of growth between 1977 and 1984 for several of the sectors of interest to the mining industry are shown in table 2.

IT is a curious fact that while in our Transactions there are papers dealing with mining-districts in all parts of the world, in Europe, Asia, Africa, and Australia, there is not one which describes the mining possibilities of Nicaragua; our near neighbor. To be most interested in distant objects, like the moon, .and to neglect what lies at our feet, appears to be a trait of human nature. The neglect of Nicaragua is not confined to the American Institute of Mining Engineers. In no other transactions am I :able to find papers dealing with mining in Nicaragua, some parts of which are as much in need of discovery and research as the North Pole.. I hope this paper will be the precursor of many others to be printed in our Transactions, dealing not only with the mining possibilities of Nicaragua, but with the whole of Central America, where there are vast areas awaiting skill and capital for their development. Much of this capital and skill should come from the United States in the future, although it is probable that European capitalists, when they appreciate fully the possibilities, will investigate more and more the mining-resources of Nicaragua and other Central American republics. Fig. 1 is a sketch-map of Nicaragua showing the principal mining-districts. II. HISTORY. Mining in Nicaragua did not begin yesterday. It was commenced by civilized man when the Spanish conquerors penetrated into the interior and forced the natives to procure the precious metal for them. It is strange that the Spaniards did not find more gold, and work on a scale as extensive as in Colombia and other parts of South America. For years, the strategy was to contain waste and in many applications, is still the recommended method. Recently, it has become acceptable to create filters below ground for the in-situ treatment of waste. Consequently, in lieu of the waste being contained, it is desirable that the waste flow through a pervious treatment zone. For instance, subterranean pervious walls comprised of iron sand are particularly useful in treating chlorinated solvents in contaminated groundwater. The iron acts as a corrective filter to treat the contaminated groundwater. How are these impervious and pervious walls being constructed? One effective means of constructing an impervious barrier is the vibrated beam method. This method, in brief, involves the use of a fabricated steel beam, a vibrator, a pile driving crane, and a mixing plant. This method results in a 4-6" wide wall with depths up to and exceeding 100'. Over one hundred slurry walls have been installed using this method in the United States. The need for the vibrated beam method continues to escalate due to its reduced health and safety considerations, high level of quality control, lack of excavation, narrow working area, and ability to achieve depths greater than 100'. A recent project was in Marinette, Wisconsin at the ANSUL facility. The project consisted of a 28,000 square foot slurry wall and was completed in January of 1999. Another effective means of creating an impervious barrier, where structural support from the barrier is needed, is the Waterloo® Barrier System. This system involves the use of a pile driving crane, Waterloo® steel sheet piles which are patented steel sheet piles due to their groutable interlocks, and a grout plant. This system results in a water-tight barrier due to the grouted interlocks and provides structural support. A project was completed at Beta Steel in Portage, IN for a retention pond to protect Lake Michigan. Due to the new concept of "filtering", there are few accepted construction techniques available. One effective field proven construction technique is the patent pending mandrel emplacement technique. This technique involves the use of a fabricated hollow steel mandrel with a shoe, a vibrator, a heavy duty crane, and a material feeder. This technique results in a pervious wall which may be comprised of pure iron sand or any other flowable media. Using this technique, the pervious wall may be constructed in varying widths to depths in excess of 100'. A successful installation occurred in October 1997 at Cape Canaveral Air Station in Florida.

The development of a large high grade spodumene orebody, in excess of 30M tonnes containing at least 7M tonnes at 4.0% Li20, by Lithium Australia Ltd at Greenbushes, Western Australia is significantly increasing the world consumption of lithium minerals. The availability of two low cost sources of lithium, spodumene concentrates (7.5% Li20) and glass grade spodumene (4.8% Li20) has been welcomed by the ceramic and glass industries as it assists them to lower their raw material costs at a time when they are facing severe competition from alternative materials. While there is no shortage of lithium reserves in the world, there has been a shortage of high quality lithium minerals. The Lithium Australia development has filled this need. The favourable factors of high grade, low impurities, open cut mining and existing infrastructure make this an ideal low cost source for a long term downstream lithium industry. The Lithium Australia mine development has filled the need for a reliable long term supply of lithium minerals. The long term viability of this resource is ensured by the unique combination of the following key attributes of the development : High grade reserves of 7.OM tonnes of 4.0% Li20 within 130 metres of the surface, contained within a total proven reserve of 30M tonnes of 2.8 % Li20. Open pit mining with stripping ratio of less than 2.5:1 waste:ore. Low impurities levels, particularly in those elements, that have a detrimental effect on the colour of glass/ceramics i.e. iron, manganese, titanium and chromium. An existing mine infrastructure that includes an adequate water supply for all foreseeable processing requirements. A sophisticated spodumene concentrator utilizing statistical process control to produce a consistently high grade product with minimal impurities. A technically qualified stable workforce fully acquainted with spodumene processing techniques. Greenbushes high grade concentrates have found ready acceptance in the specialty ceramic and glass industries during the past four years. The consistency and high grade/low impurity level of the product has enabled its use in the production of television tubes, oven to table ware, glass fibres, specialty glasses and ceramic glazes.

"A novel on-line visualization system, previously developed at Syncrude Canada Ltd., has been modified to characterize rising bubbles, particles and particle-bubble aggregates in a flotation process. With this system, the bubble size and rise velocity in a laboratory flotation cell can be determined. The technique allows the loading of solids on bubbles to be visualized, thereby providing an in-depth understanding of sub-processes of flotation. A step-by-step data processing procedure is presented. The applicability of the developed system to mineral flotation and bitumen extraction is discussed. Under batch flotation conditions in a laboratory Denver cell, three main bubble-particle attachment patterns are observed. They are: i) single particles attached to single bubbles, ii) particle aggregates loaded on single bubbles; and iii) a group of particles aggregated with a group of bubbles. The results demonstrate that the on-line visualization system is a powerful tool for understanding and diagnosing flotation processes.INTRODUCTIONAir (Gas) bubbles are an indispensable component in a flotation system. Both industrial practice and theoretical analysis indicate (Yoon, 1993; Diaz-penafiel and Dobby, 1994) that the size and population of bubbles are two important process parameters in modeling flotation. More recent investigations (Finch, et al., 1999; Gorain, et al., 1997) suggest that for a given flotation system, bubble surface area flux, defined as the air liquid interfacial area per unit time and unit cross-sectional area of flotation cell, showed a better correlation with the flotation rate constant. As a result, the bubble surface area flux is now being considered as a key parameter to account for the combined effect of bubble size and population in evaluating the performance of flotation machines and modeling flotation processes. However, the success of using bubble surface area flux in flotation process modeling largely depends on how accurate it can be determined or estimated (Finch, et al., 1999)."

The consideration of environmental constraints and issues is a fundamental component of all stages of planning, development, operation and decommissioning mining and quarrying projects. Provision needs to be made at all stages for the cost of environmental components since it is of fundamental importance that they be recognised as an integral component of any project. This paper presents an approach to environmental costing, suggested levels for budgeting, and the cost benefits.

The recent paper by Bain (1981) contains an unfortunate, and potentially misleading typographic error. On page 9, second paragraph, Bain states that, "some samples of drill core from the (Candlow) Formation ... contain up to 90 ppm gold and 2 000 ppm arsenic". The gold value should read 90 ppb. In fact, in the original version of the paper (Bain, 1980), the gold value quoted was actually 60 ppb.Bain also refers briefly to some geochemical data which is attributed to me, and which I feel require some clarification.In addition, the paper contains some factual errors relating to the occurrence of carbonate and potential host rocks to Carlin-type gold deposits in the Candlow Formation.

The following minerals found in the residual black sands from gold mining in El Bagre Antioquia (Colombia) were identified as having major economic interest: Ilmenite (FeTiO3), with an average of 49% of TiO2, frequently altered presenting crowns; lamellaes of rutile and alteration textures; titanomagnetite with up to 25% of TiO2; magnetite (Fe3O4) in individual grains or associated with others minerals as hematite and ferromagnesian silicates rutile (TiO2) with considerable quantities of Nb2O5(0.1-3.7%Wt); zircon (ZrSiO4) with 66%Wt of ZrO2 and monazite with an average of 63.43%Wt of REE, this frequently associated to xenotime and thorite forming textures as little drops. Analysis in EPMA and SEM/EDS showed percentages of minor elements and traces, thereby clearly establishing the applications of these minerals in diverse industries. Furthermore, a detailed granumetric study of the different minerals and textural relationships among them also allowed for establishing the basis for possible processing and exploitation.

Metal powder compaction offers unique advantages in the manufacture of net-shape components using techniques such as laser sintering, conventional press and sintering, metal injection moulding, direct rolling, direct forging, and hot isostatic pressing. If the output from the primary metal production process is in powder form, then considerable cost and energy savings can be realized by direct conversion to semi-finished or final shapes. This possibility exists for titanium and possibly also for Ta, Zr, Hf, and Nb metals. However, these attractive benefits are associated with some significant risks. The high surface-to-volume ratio of powder particles coupled with the reactive nature of these metals means that special care must be taken when handling them. Powder explosions are unfortunately still a regular occurrence internationally and these often result in serious injury and loss of life. Even seemingly 'safe' compounds such as sugar, flour, and grain can be extremely hazardous when handled or milled and dust clouds are produced. In addition, exposure to airborne particles can have adverse effects on the human body, especially when particles are inhaled on a regular basis. Furthermore, the medical consequences of these are not fully understood, especially in the case of nanoparticles. The impact is often not observed immediately and debilitating illnesses may emerge only years or decades later. As far as is known, there are no South African guidelines for handling of metal powders. This paper attempts to provide an awareness of the risks associated with metal powders (including those produced indirectly by other metalworking/finishing operations) as well as some guidelines for their safe handling, based on international best practices.

Efficient and cost effective blasting is achieved by closely matching the explosive energy to the strength of the material in which it is being used. Although there are many empirical relationships wich approximate this situation complete the blast optimization can only be achieved by quantitatively assessing explosive/rock interactions and explosive performance. The performance of an explosive is essentially governed by its velocity of detonation or the rate at which the detonation wave travels through the explosive column.

IMFA Group is the largest producer of Charge chrome not only in India but also in Asia. This Group has plants situated at Therubali and at Choudwar. They also have a Thermal power plant at Choudwar which not only caters to the power requirement of Choudwar plant but also supplies power to Therubali. The plants are fed for Chromite ore through the captive mines namely Nuasahi Chromite mines (40.47 Ha) , Bangur Chromite mines(37.34Ha), Sukinda chromite mines (116.76 Ha), Mahagiri Chromite Mine(73.777 Ha) and Chingudipal Chromite mines (26.62 Ha). Nuasahi Chromite Mine, which is situated in Keonjhar district, is an underground mine and is based upon best technological advancements in the industry. The underground mining operation is certified under ISO-9002, ISO-14001and OHSAS 18001. This not only shows the concern for the quality, environment but also for the health of the employees. The Nuashahi is the first chromite mine to backfill the opencast excavations created during the last 50 years and carry out the production from underground area below the opencast workings. This paper deals with the state of art technology of sub-level open stopping in thin ore bodies. The under-ground mine openings was started in the year 1997. In next four years the production of chromite from underground was started.(2001). At present the mine is in a good shape with several running stopes. Today it is producing around 10,000 Mt per month of chromite. The development of the mine is carried out with an average of 200 mtr per month of tunneling. The mine is having a mechanical ventilator having a capacity of24000 M3 per hour at 50mm water gauge, thus feeding sufficient air for the persons working in underground. The mine is being dewatered through a most modern positive suction sump, having a capacity of 500 cum and operated with 120 HP pumps. After commissioning of this sump in the year 2003, the mine has taken a quantum jump in production with remarkable saving in power consumption.

Although several studies in combining and bifurcating flows in two-way junctions and splits are reported, deviations persist in the estimated shock loss coefficients (SLCs). Due to their complex nature, more work has to be done to be able to correctly predict flow losses at these locations. In two-way splits, the flow at bifurcation is known to be characterized mainly by two recirculating zones in the downstream branches, whereas, in a junction one recirculating zone is observed immediately downstream of the main branch. The relative flow rate in the branches (quantity ratios) is treated as the only parameter defining the losses at these locations. However, the effect of wall roughness, if any, on SLCs becomes important for mine ventilation. This paper presents the critical determinants of shock losses at splits and junctions at varying quantity ratios. The flow at 90º split and junction was examined both experimentally and numerically for Reynolds number in the range of 1.0×104 to 1.6×105. With a well designed laboratory setup, using precision instruments, velocity and pressure measurements were carried out, by using two scales of wall roughness. 3D numerical simulations for these experiments were conducted by using ANSYS CFX modeling tool. CFD simulations yielded results that are reasonably close to experiments, providing high degree of satisfaction in numerically predicting losses across the splits and junctions. However, comparisons of these numerical simulation results with existing literature standards showed significant under-estimation of shock losses by the standard literature by as much as 50%. A clear rise in the magnitude of shock losses was noted in both the approaches, with increased wall roughness. Based on the current studies, predictor equations incorporating quantity ratios are developed for accurate estimation of shock losses. Further investigations on roughness are needed, before one is able to incorporate wall roughness into the prediction of SLC.

Despite the assertion above, this paper is not about to provide delegates with the answer to whom they ought to consult or identify the expectations that Maori might have in regard to the consultation process. It would be a very brave person indeed who would venture an opinion on such a sensitive subject. There are no short cuts to finding out what expectations Maori might have on any given situation. Nothing can be taken for granted. What this paper will attempt to do however is provide practical insights into what might be on the minds of Maori interests as they deal with the issues associated with mineral resources, particularly those under Treaty of Waitangi Claim. The Treaty of Waitangi has a significant bearing on the current debate between Maori and the Crown regarding ownership of mineral resources in New Zealand. The Waitangi Tribunal is currently hearing a case presented by a number of Iwi over the ownership of oil and gas resources in Taranaki and Hawkes Bay. Others will follow. The Crown and Maori have never been able to settle differences over ownership rights without resorting to legal action and it looks like this scenario is about to be repeated in regards to minerals. The Crown has a duty to actively protect the Maori interest. This is a fundamental expectation in the relationship between Maori and the Crown. In the case of minerals, Maori have yet to see the Crown do its duty. The impact on developers has become evident through Maori objections to consent applications as the issues of mineral right remain unresolved.
