Longwall mining is a form of underground mining and the principal extraction method for underground coal mining in Australia. The method is used in the mining of both thermal and metallurgical coal. The primary market for thermal longwall mines is that of the export market where price is governed against the Newcastle Thermal Benchmark index (globalCOAL, 2016).Australia’s thermal coal export outlook is considered moderate due to slower demand from major importing countries, as well as slowing domestic production. However, ‘Australia is projected to increase its share of world thermal coal exports and become the world’s largest exporter over the medium term as lower prices, increased domestic use and infrastructure constraints limit growth from other key suppliers’ (Office of the Chief Economist (OCE), 2016, pp 25, 58). On the contrary, and as a result of current global coal price trends, the basic economic principles of underground longwall coal mining are heavily stressed. From a life-of-mine perspective, influencing return on investment is at its greatest during project evaluation and execution. "On 9 February 2014, bushfire embers landing on exposed coal in a disused pit at the Hazelwood mine in Victoria’s Latrobe Valley ignited a coal fire that burned for 45 days. The fire was the largest and longest burning mine fire to occur in the Latrobe Valley (Hazelwood Mine Fire Board of Inquiry, 2016). Two Victorian Government Boards of Inquiry have been held into the Hazelwood mine fire. The most recent, in 2015, included consideration of the regulation and implementation of rehabilitation practice at Hazelwood and the other two brown coalmines of the Latrobe Valley (Loy Yang and Yallourn; Government Gazette, 2015).The 2015 Hazelwood Mine Fire Board of Inquiry commissioned Accent Environmental Pty Ltd (Accent) to undertake a review of the financial mechanisms for mine rehabilitation and closure adopted in Australia and overseas (Accent, 2015). Specifically, Accent was engaged to identify ‘any practical, sustainable, efficient and effective alternative mechanisms to ensure rehabilitation of the mines as required by the [Victorian] Mineral Resources (Sustainable Development) Act 1990’ in accordance with Terms of Reference 10 (c) (Government Gazette, 2015).The review by Accent included consideration of a range of financial instruments such as bank guarantees, trust funds and insurance. It considered a number of financial assurance systems in operation in Australia, New Zealand, the European Union, Canada and the United States. These systems included: full and discount financial assurance systems predefined liability proportion systems pooled fund systems the use of post-closure financial mechanisms such as trust funds (Accent, 2015).What lessons can be learnt from other jurisdictions? The mining industry seeks to engage with and respond to stakeholders through open consultation processes during the various phases of a mining project (Department of Industry, Tourism and Resources, 2006). Two Australian Coal Association Research Program (ACARP) funded projects conducted in the Bowen Basin coalfields in Central Queensland investigated the use of a stakeholder panel for the evaluation of mine site rehabilitation. The panel members were drawn from the local and regional area, and represented neighbouring landholders, traditional owners, AgForce, local government, conservation groups and non-governmental organisations (NGOs) such as Greening Australia and the Fitzroy Basin Association. The approach of utilising stakeholders to establish rehabilitation criteria was proposed as an alternative to the established practice of assessing rehabilitated areas against a suite of quantitative completion criteria; eg >70 per cent vegetative ground cover or <5 t/ha/a soil loss. The basis of this approach recognises the reality that the definition of completion criteria has proved problematic over the last 40 years with no broad consensus reached on the suite, let alone the metrics; eg the exact cover level that will benchmark acceptance of the mine site rehabilitation.CITATION:Merritt, J L, 2016. Coal preparation is an integral part of producing coal for thermal powerplants and metallurgical processing plants. Coal processing plants use various unit processes to separate gangue and ash content from mineral coal, thus increasing the specific energy content.A flow sheet and a simulation model was established for a typical coal processing plant using Microsoft Excel. This model used the mass balance and split factors for run-of-mine (ROM) coal, tailings and water usage from a typical, generic coalmine.The common method of coal preparation initially involves several stages of crushing to reduce the size of coal. It is then sent to the processing plant for further washing. The typical method in Australia for coarse coal material processing is the use of dense medium cyclone (DMC) (Kininmonth and Baafi, 2009). Flotation cells are used for processing of fine coal. The fine products are utilised for coking coal only. In our case study, the intended coal product is for thermal powerplants. Understanding watercourses and river processes at a landscape scale is vital for managing risk to mining infrastructure and operations as well as minimising future environmental impacts beyond the life of the mine. Recognising this, Iluka Resources Limited engaged Alluvium Consulting Australia to identify and characterise watercourses across several neighbouring mineral tenements in the Eucla Basin, South Australia (Alluvium, 2013, 2014a, 2014b). The objective of the studies was to inform planning for risk management during mine planning and operation and appropriate landscape rehabilitation for mine closure.Mining operations in the area are by open cut extraction of mineral sands. The extracted resource is processed on-site before leaving the site for export. Several pits are to be developed in stages with simultaneous backfilling and surface reinstatement. Physically-based landform evolution models (LEM) provide a spatial framework to forecast the long-term geomorphic stability of post-mining landscapes. When used to test the relative stability of different landform designs, LEMs may assist with the development of optimal closure designs for rehabilitated mines. However, in order to reduce prediction error, factors controlling landscape evolution must also be accurately represented by models. This requires that the correct sets of processes are represented and that driving parameters used in LEMs are, if necessary, calibrated to the landscape of interest.Vegetation exerts strong controls on the hydrologic and geomorphic processes that drive landscape evolution. Hence, the spatial and temporal scales over which typical patterns in vegetation are represented in different landscapes are important considerations in LEM calibration. However, vegetation is rarely accounted for in LEMs and even when integrated is often represented simply, without representing spatial dynamics of vegetation cover that may impact landform development.This study focuses on characterising vegetation patterns to calibrate a new vegetation module of the The Cellular Automaton Evolutionary Slope and River (CAESAR)-Lisflood LEM to be applied to a conceptual rehabilitated landform of the Ranger uranium mine located in the Alligator Rivers Region (ARR) of northern Australia. In the ARR the spatial dynamics of vegetation over time are largely driven by monsoonal rains and topography. Extensive dry season fires are also common in the region, temporarily reducing vegetation cover where they occur. Hence, hydrology, topography and fire disturbance interact to shape a distinct, yet dynamic, mosaic of different vegetation types of varying cover density. In mining, water management is an operational necessity, requiring planning and detailed engineering, as well as risk assessment. Yet, the hydrology of streams and aquifers typically extends well beyond the boundaries of mine operations and intersect with environmental and social values. Mine managers often plan, design and assess the impact of water management activities (such as dewatering, excess water disposal and flood management) with a mine site or process specific focus. The challenge is that the impacts are spatial, long-term and complex – and may be cumulative across multiple mine sites. Further, there is usually little consideration of the feedbacks and interactions between surface water, groundwater and catchment hydrology. Failure to understand these processes can lead to poor decisions and increased costs. "One of the key risks to the success of a mining operation is the accuracy of the estimates of both the economic mineral and any accompanying contaminants contained within the ore reserve. Misrepresenting the mineralogical characteristics of the ore reserve can result in considerable financial investment in an operation that is in fact uneconomic and/or carries a significant environmental risk. This in turn can result in an unplanned closure of the operation with associated financial, environmental and social legacy. One way to minimise this risk is to undertake high density resource sampling to gain a better understanding of the resource characteristics. However, such an approach is expensive, time-consuming and often impractical. The risk of not having an accurate model is typically assessed during a feasibility study utilising a Monte Carlo simulation method or some form of sensitivity analysis. Importantly, the error margins used in these types of analyses are often based on subjective or very general criteria such as ‘professional judgement’ or an ‘industry standard’. This presentation introduces a conditional simulation method for developing a range of mineralogical distribution models. Based broadly on the method outlined in Journel and Kyriakidis (2004) the proposed approach develops this work further. It combines a geostatistical analysis of the available data with automated mine design software to provide a rigorous method for assessing the confidence in the mineralogical characterisation of the ore reserve. The process is based on simulating possible mine plans based on the statistical characteristics of the available resource sample data. These plans are then assessed against high resolution resource models generated using a Sequential Gaussian Simulation method. The outcome is confidence intervals for important characteristics of the ore reserve estimate relative to the actual resource. These confidence intervals are an objective and transparent measure important for assessing closure risks and represent an improvement over common practice.CITATION:Trembath, D, 2016. The ANZECC/ARMCANZ (2000) Water Quality Guidelines (the Guidelines) are the primary reference used in Australia and New Zealand for managing and regulating water quality. For most mining operations in Queensland, the environmental authority (EA – licence) incorporates the national default guideline values (GVs) for ecosystem protection as trigger levels (TLs). Exceedances of TLs ‘trigger’ further investigation and reporting. A review of the surface water compliance history at a metalliferous mine in North West Queensland identified minor exceedances of the cobalt GV as a common trigger for investigation and compliance reporting.The reliability of GVs is dependent on the availability and quality of ecotoxicology data for the relevant contaminant. The current national default GV for cobalt of 1.4 µg/L is classified as a low reliability GV due to the lack of available data at the time it was derived (ANZECC/ARMCANZ, 2000).The Guidelines are presently being revised and the toxicant GVs will be available as a set of web-based values and associated technical briefs. The new platform will enable the timely revision of existing GVs and inclusion of GVs for additional toxicants. Cobalt was considered a priority toxicant for the Guidelines’ revision, but was not included in the revision process.A preliminary review of the international literature indicated that at least 15 additional chronic cobalt toxicity studies had been published since 2000, sufficient to derive a high reliability cobalt GV using the protocols developed for the revision of the Guidelines (Batley et al, 2014; Warne et al, 2015). Nautilus Minerals (Nautilus) is a sea floor resource exploration and development company focused on developing the Solwara 1 Project, a copper-gold sea floor massive sulfide deposit in the territorial waters of Papua New Guinea, for which it holds a mining lease and associated environment permit.During the environmental impact assessment and project development phase, Nautilus completed a number of hydrodynamic modelling exercises in order to predict the nature, volume and extent of the plumes likely to be generated by the sea floor mining tools and return water discharge at the sea floor.The modelling was conducted using the suspended sediment fate model (SSFATE), developed by the United States Army Corps of Engineers and RPS APASA engineering consultants. The SSFATE model was originally developed in order to predict and manage dredging plumes, and has since been adapted for deep ocean sea floor mining. The model uses a Lagrangian approach to remove the limitations of grid resolution, and simulates far-field effects of sedimentation plumes by assuming that the average transport and turbulence associated with currents are dominant over the initial turbulence at the release point. The random walk procedure utilised in the model tracks particle size classes as they disperse and settle, and also takes into consideration any re-suspension that may occur following settlement (RPS APASA, 2014).CITATION:Grogan, R, 2016. In 2015, Ernst and Young (EY) ranked socio-political license to operate (SPLTO) as the fifth greatest challenge to the mining sector (EY, 2015). The EY report asserts that SPLTO will continue to present a risk to the mining sector in the context of ‘increased activism, digitally connected stakeholders and politicians who need to respond to general consensus’. While there is no consensus on a definition, SPLTO is commonly regarded as the ongoing acceptance or approval of an operation by affected stakeholders (Moffat and Zhang, 2014; Thomson and Joyce, 2008) as well as those stakeholders that can affect the operation (Graafland, 2002). Warhurst (2001) relates the process of stakeholders granting SPLTO to the establishment of meaningful partnerships between operations, communities and government based on a variety of factors that build trust between stakeholders.From these accounts, we can see that understanding stakeholder attitudes about company performance and impacts on stakeholders directly affected by an operation are important in any attempts to measure SPLTO. Understanding the level of acceptance of an operation within these stakeholders provides a good proxy or outcome measure of SPLTO. Moreover, trust seems to be a central variable in the translation of these experiences of an operation into acceptance. What the mine or company does, its behaviour, degrades or builds trust with stakeholders, and this then affects acceptance (Moffat and Zhang, 2014).In addition, a strong emphasis is placed on the nature of the relationship between companies and stakeholders as influenced by inter-group interactions. It is not just what companies do well or poorly with respect to environmental impacts, for example, that will determine trust and acceptance, but how the company relates to its stakeholders at personal and group levels.These relationships between communities of stakeholders and extractive companies are dynamic. Brown and Fraser (2006) recognised the importance of industry being able to respond to the changing nature of societal approval and acceptance, arguing that ‘business must have regard for evolving social attitudes and expectations if it is to maintain its ‘social licence’’.This paper will describe a series of five pilot projects conducted by CSIRO with Anglo American in Australia and South Africa to generate a real-time understanding of SPLTO to guide more reflexive and effective social performance strategies.CITATION:Moffat, K, Boughen, N, Brooks, L and Zhang, A, 2016. The circular economy concept, as defined by the Ellen MacArthur Foundation (2015) and quoted by the recent International Council on Mining and Metals (ICMM) Guide to Responsible Sourcing, calls for shifting industrial systems from a linear take-make-waste model to a circular model (ICMM, 2015). In this model products are designed to optimise product and material recovery and reuse, and by-products of one system are used as inputs into other product systems. While the mining industry to date has made a limited contribution to the circular economy, the current market conditions, which are prompting calls for greater innovation, make the timing right for the industry to boost its contribution by utilising and generating value from mining waste, or making it available as a feedstock from which other industries can harness value.The first part of this extended abstract discusses the way the circular economy concept can be adapted to metal mining activities, contributing to a more sustainable resource extraction at the mine site level. The second part of this extended abstract presents a circular economy based framework revolving around non-renewable resources conservation. Various Australian and international regulatory bodies (Environmental Protection Authority, 2015) require an early assessment of the geochemistry of waste rock. This usually includes estimates of the locations and volumes of potentially acid forming (PAF) materials and requires sampling of the waste rock zones as well as submitting the samples for a series of tests. We know that the required number of samples will vary depending on rock type, mean sulfur levels and spatial variability of sulfur as well as total volume. "Mining is an inherently risky business: from the technical, environmental, social and economic uncertainties associated with advancing an exploration concept to a viable project; to the risks associated with the operating, market, and safety risks and uncertainties attached to a developed mine; and the final mine closure process.Investors and other stakeholders assessing the risk, opportunity and relative value associated with a resource project need to appreciate the project in its correct context. Errors, omissions, biased reporting or conflicting information in reporting may result in a misinterpretation of technical and financial results, leading to biased estimates or assumptions on project value (Noppé, 2016).Simplistically, a project can be assessed on three key areas for positioning the project in its correct relative context, namely: the project development stage the confidence in the estimated quantities and qualities of the resource, reserve and/or product the level of accuracy, precision and confidence in the technical and economic studies supporting the project.In the latter case, the ‘technical and economic’ information includes assessing the necessary social, environmental and commercial/legal/governmental approvals for the project.Responsible management of a resource project through its full life cycle relies on competent and dependable control and direction being effectively provided by the technical, business and board leadership of the organisation. Social licence to operate is not a new concept for the mining industry, referring to stakeholder approval or acceptance for the activities and impacts of a project, company or industry. It is intangible, dynamic and non-permanent, hence it needs to be earned and then maintained (Thomson and Boutilier, 2014). It has also been argued that social licence extends beyond building approval or acceptance, into engagement for long-term development (Owen and Kemp, 2012).There are many examples where stakeholder opposition – or withdrawal of social licence – have increased capital and operating costs, extended schedules and impacted reputation. At its extreme, the withdrawal of social licence to operate can also contribute to or be the catalyst for mine closure.The key benefit of obtaining a social licence is a reduction of risk. Stakeholder support and advocacy, as well as the implementation of social performance programs that contribute to social licence, can be beneficial in terms of schedule, costs and other benefits.While decisions to close a mine are generally driven by resource availability or economic conditions, the social, economic and environmental legacy remaining post-closure is of importance to many stakeholders. With a number of significant mines now approaching closure within Australia, we are seeing heightened community concern about the economic and social impact of mine closure and the success of land rehabilitation. Large-scale open cut mining in the Bowen Basin has been undertaken for over 40 years. During this period, improved mechanical capability and economics have allowed extraction to greater depths, resulting in post-mining landforms of increasing height. Rehabilitation practitioners face significant challenges in stabilising these landforms and require a comprehensive understanding of the Bowen Basin Coal Measures strata likely to be disposed of during mining. For more than four decades, rehabilitated lands in the Bowen Basin have been planted with buffel grass (Cenchrus Ciliaris), which is often used to provide rapid, stabilising and erosion reducing cover to reshaped landforms (Erskine and Fletcher, 2013; Harwood, Hacker and Mott, 1999; Grigg, Shelton and Mullen, 2000; Naidu et al, 1997). Historically introduced to Central Queensland and encouraged by pastoralists in the early 1900s (Humphreys, 1967), the species has been extensively used by mine managers in seeding mixes (Coaldrake and Russell, 1970; Edye, 1975), and the invasive nature of the grass has led to the monodominance in rehabilitated areas of semi-arid Central Queensland. With 40 open cut coalmines in Central Queensland (Department of Natural Resources and Mines, 2015), a considerable amount of land is either disturbed mine footprint (156 200 ha) or rehabilitated (29 200 ha) (Dale, 2015), and the bulk of rehabilitation consists of relatively young (<30-year-old) developing ecosystems, with demonstrated biomass fuel loads up to 20 t/ha (Grigg, Shelton and Mullen, 2000).Uncontrolled fire poses a significant risk to rehabilitated landforms that are located in close proximity to mining infrastructure, neighbouring communities, open pits with exposed flammable coal seams and flammable stockpiled coal resource. Mine lease holders in Queensland have the added responsibility of managing and protecting any endangered regional ecosystem communities, and flora and fauna listed federally under the Environment Protection Biodiversity and Conservation Act 1999 or the State Vegetation Management Act 1999; as well as, any culturally significant sites such as scar trees or middens that are found on-site. Additionally, uncontrolled fire in rehabilitated landscapes poses a significant risk to mine site closure goals, with the potential to create altered states and stalled ecological trajectories (Grant, 2006). Coalmines, like any other mine, generally involve the classic three-staged approach to mining studies; namely concept, pre-feasibility study (PFS) and feasibility studies (Cusworth, 2012). Subsequent to these studies, and in instances parallel to these studies, the commitment to an environmental impact statement (EIS) is made in order to secure both state and federal development consent. In recent times, the sentiment to both mining and coal is changing whereby the traditional approaches to mine planning and economic evaluation is complicated by evolving environmental legislation, expectations and time frames. It is all too common to take shortcuts in the development of projects in order to create the perception of cost savings and expediting the delivery timeline. Atkins (2016) points out that: boards of so many small to mid-tier mining companies, and a few majors, focus on relentless project delivery too early in the project process, with so little time and effort applied to risk analysis and option development. Unforeseen risks can cost any timeline or budget far more than the effort required assessing and mitigating these. The influence of the life of a mine extends beyond its immediate vicinity both in geographic and temporal terms. Decisions around mine approvals are generally made based on economics, for the mine owner and immediate environmental and social impacts by governments and communities. The value from life-of-mine planning can also be viewed in a holistic frame across the entire value chain from mine to product user. Nickel phytomining is a low cost alternative to traditional nickel mining and a complementary process to existing mining operations in areas with low-grade nickel soils or nickel waste material. The process of nickel phytomining consists of growing selected hyperaccumulator plant species (‘metal crops’) on Ni-rich (ultramafic) soils, followed by harvesting and incineration of the biomass to produce a ‘bio-ore’ from which Ni salts or Ni metal may be recovered (Chaney et al, 2007). The ‘metal crops’ are selected on the basis of high biomass yield combined with high Ni concentrations (>1 per cent) in the above-ground biomass (Chaney et al, 2007). Currently, Alyssum murale and A. corsicum have been used for Ni phytomining trials, mainly undertaken in Albania and USA (Bani et al, 2015; Li et al, 2003), while the agronomy of <10 species has been tested in temperate regions (Nkrumah et al, 2016). Nickel phytomining has high economic potential; however, large-scale demonstrations are needed to provide ‘real-life’ evidence for commercial operations (van der Ent et al, 2015). Unrealised opportunities exist in tropical regions for commercial scale Ni phytomining. To date, the agronomy of tropical ‘metal crops’ has not been tested.
