Good morning, it is truly an honor to have been invited to speak before you today Before I begin my update on MSHA's activities, I?d Like t o quickly say a few words about the American mining congress and its mission in Washington, AMC is a national trade association representing most of the producers of the nation's metals, nonmetals and coal, we also represent the manufacturers of mining equipment and supplies and the financial and consulting institutions which service the mining industry. It is the diversity of our representation which gives us our greatest strength in our petitioning efforts, the administration and the members of congress know that an AMC position is the result of the careful consideration of a vastly diverse group of mining concerns. Our president, Al Overton, perhaps has the best description of AMC when he speaks of us as "the mining industry's eyes and ears and its collective voice in Washington."

INTRODUCTION Modern mine management is constantly striving to develop improved mining methods which will not only increase productivity, but will also provide a safer work environment and make the most efficient use of our natural resources. Progress can be seen in this area by tracing mining methods through history. Work that was originally done with hand tools progressed with the age of mechanization to conventional mining, matured to continuous and longwall mining, and the advent of short¬wall mining, a combination of continuous and longwall, has recently been seen. This new method of shortwall mining provides a promising method for safe and ex¬pedient coal extraction. This study focuses upon the planning, design de¬velopment, and operation of the first producing short¬wall unit in the US which was operated in the Pittsburgh coal seam in northern West Virginia. MINE DESCRIPTION The mine is located in northern West Virginia at Grant Town in the heart of the high volatile Pittsburgh coal seam. Originally opened in 1901, the mine has be¬come one of the largest in the US, encompassing an area of approximately 103.6 sq km (40 sq miles). The seam being mined was the high volatile Pittsburgh seam which ranged in thickness from 1.8 to 2.96 m (6 to 91/2 ft). Three types of mining methods were employed: con¬tinuous mining, longwalling, and shortwalling, with each type accounting for 50%, 30%, and 20% of total pro¬duction, respectively. A total of 630 contract and super¬visory personnel were employed to produce the mine's designed annual tonnage of 1.8 Mt (2 million st). There were ten producing sections, eight continuous miners, one longwall, and one shortwall, operating a total of 22 unit shifts per day. Eight shafts, varying in depth from 80.2 to 194.2 m (263 to 637 ft) provided entrance to the Pittsburgh coal seam. These shafts were used for ventilation, portaling, coal hoisting, supply, and emergency escape hoisting. Ventilation was achieved by means of three exhaust fans which provided 707.9 m3/s (1.5 million cfm) of air to the mine and removed approximately 141 584 m3 (5 mil¬lion cu ft) of methane per 24 hr period. The room-and-pillar method was used for secondary recovery with designed barrier blocks between panels of 61 m (200 ft) in width. The “Teaching Kids” project is an educational initiative for young people and children from elementary schools. It is carried out by Mining, Geological, and Environmental Engineering students from the SME Student Chapter of the Universidad Nacional de Colombia, Medellin. The primary purpose of the Teaching Kids project is to share knowledge about geosciences and mineral resources in a didactic and attractive way, emphasizing the importance of identifying the use of minerals in daily life and responsible and sustainable mining in our society. Furthermore, this project aims to promote the importance of pursuing geoscience majors in the new generations and improve the mining industry’s public perception. Different methodologies related to early childhood education are implemented, such as gamification, in which the dynamics of games are adapted during the development of workshops to teach and learn in an active and motivated environment. Furthermore, the Montessori Method is used. It implements textbooks, sensory mineral boxes, and presentations to allow learning through experimentation itself (Montessori 2003). The implementation of this methodology has been successful; it has shown high engagement, participation, and retention of the basic concept of geoscience and mining.

"The seventh annual Mineral & Metallurgical Processing Division (MPD) student poster contest was held last February at the SME Annual Conference & Expo in Phoenix, AZ. A total of 21 students entered the poster competition. The students were required to submit one-page abstracts, which were reviewed by the judges, after which they prepared posters to display their work. A panel of judges went to each student and listened as the student explained his/her research in five minutes.The students worked hard at their research and then set aside time to complete all the necessary steps to enter the competition. Recognizing the effort required to participate, the MPD provided monetary rewards to all participants. First place received $1,000; second, $500; and third through seventh, $200. All remaining entrants received $100 each. The winners have their abstracts published in this issue of Mining & Metallurgical Processing. As in past years, there were separate levels of competition for undergraduates and graduates.Now for the winners:Graduate winnersJoseph Halt won first place for research on the use of additives to starch binders to create iron ore pellets. Vivek Agarwal received second for working on using solvent extraction to concentrate lanthanum. Jordan Rutledge placed third for utilizing tannins to depress calcite in fluorite flotation. Fourth through seventh places were Vu Truong, Jacob McDonald, Hunter Sceats and Doug Schriner.Undergraduate winnersLaura Nugent won first place for using high-frame-rate cameras to follow bubbles as they moved from the pulp to the froth in flotation cells. Taylor Graham earned a second-place finish by researching how to acid leach low-grade manganese carbonate.Although its cliché to say everyone’s a winner, everyone can benefit from attending the MPD Student Poster contest. All the students were able to display their work to potential future employers, and industry professionals could talk to the up-and-coming engineers. Next year, there will be another competition for more posters and networking, so get ready to attend.Thank you to all the students for participating; Lisa Schlink for chairing the session; the judges, Aaron Noble, Debra Switzer, Mohammad Rezaee, Nick Gow and Ren Bryce, for evaluating the abstracts and posters; and the MPD sponsors for supporting the competition. This has only been successful with the input of all three groups. Engineering iron ore pellets to reduce their dustinessJ.A. Halt and S.K. KawatraGraduate student and professor and chair, respectively, Department of Chemical Engineering,Michigan Technological University, Houghton, MI, USAIntroductionIron ore pellets are hard spheres made by agglomerating iron ore concentrate and binders. Pellets are the preferred ironbearing feed for blast furnace ironmaking. Starch has been proposed as a binder because it has good adhesive properties, does not contaminate pellets and is relatively cheap. However, starch binders typically lead to weak pellets with rough surfaces, and these can cause high levels of dust within process equipment and when pellets are handled and shipped (Halt and Kawatra, 2014). Our research shows that by adding a small quantity of other additives, pellets made with starch binders become smooth and strong. The newly designed binder leads to significantly lower levels of fines when pellets are handled."

Chemically, mica is a complex silicate of sodium, potassium and aluminum. There are no important uses of mica where the chemical analysis is important, except that in some uses of ground mica, the content of iron oxide present as an impurity must be kept to a very low limit. Muscovite mica is frequently found containing black and red "stain" as a homogeneous part of the books or sheets. In most cases this stain or impurity is magnetite or hematite. Some mica contains impurities deposited by infiltration. This is commonly a red stain, less often brown or white. The best mica is free from all such impurities, and the greater their content, the less value does the mica have.(1) It is because of these undesirable impurities that a large segment of the fine ground mica industry relies on weathered pegmatites and alaskite ores as a source of raw material. The mica concentrates obtained from these ores are relatively clean and require moderate beneficiation to meet color and density specifications. One need only to observe the stained and decrepitated condition of the mica recovered from mica schist to appreciate the challenge that processing this material presents. Despite these adversities there are several advantages to be gained by mining and processing mica schist ores. The mica content of these ores are considerably higher than the pegmatites and alaskite ores now being mined, often containing in excess of forty percent mica. This-higher grade mica feed should promote a lower mining and milling cost with its resulting competative advantage. With more rigid government

PENNSYLVANIA 16803 To the Editor: With respect to the Fenvessy and Schwab article, I offer the following: As thorough as the study may be, it still has a glaring weakness. The presumption of constant supply in face of falling demand - their "low growth" case - is just wrong. It does not allow for the rapid migration, by transfer and change of major, from former high-demand programs, such as mining, to programs that have more recently obtained the cachet of job security. The figures that are shown for rapid growth in mining engineering enrollments in the period 1970-1981 are, no doubt, correct and reflect a rapid inmigration of students into mining. A similar out-migration, which began in 1982, from mining to other engineering and science disciplines is not factored into their study. Given 1983-84 enrollments, which can already be documented, it is clear that the low-growth case will, by 1985, be 50% or less of 1981. I wish students would pick their majors on the basis of their own individual abilities and interests rather than rushing lemming-like to programs that are reputed to have jobs. In the end, students will have better jobs and careers if their college majors match their talents and we, in the academic side of things, will have a livelier and more dedicated student. Lee W. Saperstein Professor and Chairman of Mining Engineering UNIVERSITY OF MISSOURI-ROLLA To the Editor: I write concerning the recent article on future demand for graduates in the mining industry. The article is, unfortunately, inaccurate because of the erroneous assumptions it makes in its basic premises. To cite but two of these, class sizes will not continue at their current level, but will, in fact, alter dramatically as a function of the perceived immediate job market rather than the future trend, so that enrollments are already below those predicted. Secondly, it is patently wrong to assume that everyone who gets a degree in the mining field will continue until retirement to work in that field. People who do not have a job in the industry will get work elsewhere and often do not come back. Others will later move to different areas. My major argument, however, deals with the underlying assumptions and methodology of the survey itself, with the concomitant challenge to the subsequent conclusions. It is no great secret that the technological world is undergoing a dramatic revolution. Computer use is rapidly spreading to the point where the microcomputer will be an integral part of every mine engineer's desk. Such a tool, which for optimal benefit must be operated by knowledgeable mining engineers, will make mining much more of a science than the current level. The modern coal mining industry is subject to a vast array of regulations affecting virtually all aspects of its operations. Probably the most significant over-sight role involves the Office of Surface Mining Reclamation and Enforcement (OSH) established by the Surface Mining Control and Reclamation Act, or SHCRA.1 Although complying and coping with SHCRA can be difficult for coal operators, this complex regulatory process has helped insulate the industry from ongoing efforts to extend regulation under the Resource Conservation and Recovery Act, or RCRA, 2 to aspects of the mining industry in general. The Environ-mental Protection Agency (EPA) has struggled with regulation of mining wastes under RCRA since the mid-1970's, but RCRA itself places most coal mining wastes firmly under the control of OSH and SHCRA. Despite the general exemption from RCRA regulation for waste materials that result from extraction and processing of coal itself, there may be circumstances under which coal mining operators could find themselves subject to regulation under RCRA or a number of other statutes administered by EPA. This paper will review briefly the history of mine waste regulation under RCRA, as well as touch on the policy decisions that led to the exemptions from RCRA regulation. The paper will summarize coal waste requirements under SHCRA, and also will review what operations at coal mines need to be controlled, in order to avoid potential liability under RCRA. In addition, it will mention requirements under other federal laws, including CERCLA, or the "Superfund" law,3 and describe how they may impose restrictions or liability on coal operations for waste or other materials commonly found at surface and underground coal mines.

"Since 1994 the Bureau of Reclamation has used risk analysis to evaluate dams. Risk considers both the likelihood of failure and the expected consequences should failure occur. Risk analysis relies on the detailed formulation and critical analysis of all possible potential failure modes. Potential failure modes are formulated by describing the sequence of events that must occur to result in failure, where failure is defined as the uncontrolled release of the impounded reservoir. Failure occurs in response to loadings such as water seepage through a dam (static forces), shaking from an earthquake (dynamic forces), sudden flood inflows (hydrologic forces), or accidental overfilling (operational errors). Reclamation has applied risk analysis methods to inactive and abandoned mines to evaluate tailings dams and flooded underground mines. Case histories of potential failure mode analysis as applied to mine impounded water illustrates what critical technical information is needed to determine if failure is likely, what the consequences of failure are likely to be, and what are the highest risks that should be addressed first. INTRODUCTION Impounded water, and high water content wastes, at mining and industrial processing sites are potential threats to public safety and the environment. Recent failures such as the TVA Kingston flyash impoundment failure in Tennessee in 2008 (5.4 million yd3 released), the Mt Poly Tailings Dam failure in British Columbia in 2014 (5.8 million yd3 released), and the Smarco Fundao Tailings Dam failure in Brazil in 2015 (78 million yd3 released) has renewed attention to this issue. Potential risks from impounded water at mining and industrial sites originates not only from tailing dams, but also from water in process ponds and conveyance pipelines, sediment retention dams, water retention dams, mine pit lakes, and flooded underground mine workings. Conventional water retaining dams also have a record of failure. Notable examples of failure include Vajont Dam in Italy in 1963 (2,600 lives lost), Banqiao and Shimantan Dams in China in 1975 (171,000 lives lost), and Machhu-II Dam in India (10,000 lives lost). After the 1976 Teton Dam failure in Idaho, the Bureau of Reclamation (BOR) established a Dam Safety Program. By 1984 the agency developed and began using risk analysis methods. Reclamation operates and maintains an inventory of hundreds of aging dams which were designed and constructed over a period of one hundred years. Many of these facilities were constructed using engineering design and construction methods which would not be considered good practice according to present day standards. Diligent observational monitoring, detailed site investigations, and the application of risk evaluation to the BOR dam inventory has identified many deficiencies resulting in significant demands on available funding for remediation efforts. The application of risk analysis has allowed the agency to rank sites by risk. By giving priority of remedial efforts to high risk sites, significant improvements to dam safety have been achieved. BOR has also applied risk analysis to evaluate and reclaim inactive and abandoned mining and industrial sites. The application of risk analysis methods in the mining industry is not new, the methodology was transferred to the mining industry more than 15 years ago as discussed in ICOLD Bulleting 121 (ICOLD, 2001), yet failures persist. This paper is meant to convey the lessons learned from BOR’s use of risk analyses in its work on mine sites."

I have availed myself of the opportunity to prepare, and to give this talk because, as incumbent Chairman, I am directed by the Bylaws of the Council of Education to make an Annual Report of the Council activities which have transpired during the past year. In addition, and inasmuch as I have this captive audience, I am taking the liberty to express also some beliefs I hold about various other elements of Mineral Industry education. First, my report is that constructive progress has been achieved in the Council of Education during 1960-61. These advancements have been particularly notable through projects carried on by the Committee on Meetings and Programs, by the Student Chapters Committee, by the Accrediting Affairs Committee and by the Committee for Securing Better Representation of Mineral Industry Colleges. I believe each of these groups will report concerning details of their respective programs at the Business Meeting of the Council. On the other hand, not as much has been done in some areas of work as I had hoped would be the case when I took office as Chairman last February. Let me make clear that these delinquencies, for the most part, have resulted through my ineptness in handling of affairs; they are not caused by the failure to perform various assignments which I have given to council members.

INTRODUCTION In most cases, the design of an underground mine is based upon the premise that the ground either will cave or will be stable. This chapter concerns the design of a mine in ground that will cave readily or with some as¬sistance, such as by long-hole drilling and blasting. Some of the more widely used caving systems of mining are panel caving, block caving, sublevel caving, and large pillar recovery. Some of the less widely used systems are glory-hole, top slicing, and induction caving. Al¬though the common practice of pillar robbing is not usually considered to be a caving system, this subject will be treated as a part of this chapter. BASICS OF CAVING Caving systems are most successful in ground that will cave in sizes that will flow through openings and grizzlies, and will easily load in cars or on belts for haul¬age. The ground most likely to cave well is highly frac¬tured and contains breaks, flaws, or other discontinui¬ties that form planes of weakness. Also, caving action can be greatly enhanced if the host rock itself is low in compressive, shear, and tensile strength. Ideally, a cav¬ing system of mining is best employed when the criteria for caving is a feature of the ore body and the develop¬ment drifts, haulageways, and drawpoints can be mined in a highly competent rock beneath the mineralized zone. However, the development is often in the same, or similar, fractured rock and the openings require sub¬stantial artificial support to assure stability. Several clues can be assembled to identify potential caving ground; however, for borderline cases, no sure method has been devised to date. The diamond-drill cores taken for exploration can provide an excellent clue provided drilling is performed carefully by experienced drillers. For example, if the ground is cored in such a manner that the breaks in the core are caused more by failure of the rock than by whipping core barrels, plugged drill bits, or other drilling causes, and the intact core lengths are consistently long [say, 0.6 to 3 m (2 to 10 ft) of unbroken core], there is little reason to believe the ground will cave without considerable as¬sistance. This is especially true for rocks with compres¬sive strengths above 34.5 MPa (5000 psi) and tensile strengths above 2.1 MPa (300 psi). On the other hand, if core recovery is low (below 80%) and the recovered ore is broken in small pieces and the breaks are along obvious weaknesses in the rock, the chances are excel¬lent that the ground will cave. This is true even when the rock between the defects has high compressive and tensile strength. Another clue has already been mentioned, that is, the measurement of the physical properties of the rock and the natural planes of weakness or defects in the rock. The planes of weakness in the rock can often be detected from outcrops, cores, or other exposures of the rock under consideration. Some rock types are known to be strong and will sustain large, unsupported open¬ings and would be difficult to cave intentionally. Yet the same rock type can also contain unbonded or weak planes of weakness or fractures, and in these locations the rock would undoubtedly cave with little assistance. Therefore, although the inherent strength of the rock is a factor in caving, the natural defects in the rock are more often the deciding factor. DESIGN CONCEPTS For the most part, the design of openings for caving ground is a problem of the interaction of openings over a relatively large area of the mine. To illustrate, Fig. 1 is a simplified section of a series of openings along the grizzly level or draw level of a block caving or panel caving development, and above this opening is a simpli¬fied section of a room-and-pillar arrangement on the undercut level. At this stage of the development, the stresses around the openings on the grizzly level are only moderately influenced by the openings on the undercut level and vice versa. Therefore, the stresses around the openings are approximated by the stresses around single or multiple openings in rock, the values of which are de¬scribed in the literature (Obert, Duvall, and Merrill, 1960; Obert and Duvall, 1967). Once the pillars on the undercut level are blasted (Fig. 2), the situation changes abruptly. The undercut opening (prior to caving) now can be approximated as an ovaloidal opening above the grizzly drifts and this opening tends to shield the vertical stress field. As the caved stage is drawn the stope approximates a much larger rectangular or square opening filled with rock, and if the rock is not sustaining a major portion of the stress field, this opening can be considered (for en¬gineering purposes) to be empty and the stresses that interact between the larger and the smaller openings take on a totally new perspective (see Fig. 3). Next, let the material cave to the surface, and let the caving ma¬terial sustain some stress, but much less than if the ma¬terial were intact. This condition is similar to a soft inclusion in a rigid body and has been treated in the literature (for example, Donnell, 1941). The Red Dog massive sulfide deposit is located in the western Brooks Range of Alaska 100 miles north of the village of Kotzebue. It contains the largest zinc reserve in the world. Reserves were doubled in 1995 with the discovery of the Aqqaluk deposit and significantly increased in 1996, with the discovery of a deep zone of mineralization to the north. At present the global reserve and resource is 143 million tonnes of 16.1 % zinc and 4.3% lead. Red Dog is a silica + sulfide synsedimentary replacement deposit hosted in barite and black shale of the Mississippian Kuna Formation. Red Dog was thrust northward during the late Mesozoic Brookian orogeny. Understanding the setting of the deposit at the time of formation and its subsequent deformation history is critical to current exploration efforts and to future discoveries in the district.

Following lip on a USBM-sponsored research project, the authors have utilized the knowledge-base structure and system concepts from the Sun Sparcstation-based worker scheduling system of the Mine Management Support System to develop a PC-based application. The new software adopts the nested-window concept to facilitate data collection and modification on personnel, their availability on a shift, and work priorities for a shift as well as to allocate manpower optimally on a work shift and delineate supervisory training responsibilities. The various components of the software are described in detail, along with enhancements made to the original system.

INTRODUCTION The purpose of this paper is to describe in engineering terms the singular and basic operational kinematics of all excavating and bulk handling equipment. The safe and efficient use of equipment will be fostered by enabling the engineer to conceptually duplicate the operators' "tasks" in directing and controlling it. A simple graphical and notational scheme will be introduced to define the essential gross repetitive motions. The significance of this effort includes filling a vital analytical gap at the work face, and in establishing direct communications between the engineer and equipment operator. Since all types and sizes of earth- moving equipment are covered, a major concern has been to integrate equipment specialties into d single encompassing discipline. Equipment types are closely related to the working conditions, and their selection and evaluation are also considered. The extension to human factors analysis is natural and predictable. Since human [actors are involved, the operational analysis can also be considered a catch-all for many subtle vagaries. BACKGROUND Symbolic modelling linked to a notational system will be developed and intensively used. This constitutes the "language of science," providing a shorthand method which gives immediate recognition, is fluent, explicit, reinforcing, unequivocal and provides limitless associations. Many examples of symbolic modelling exist in chemistry, physics, the military, engineering sciences and it is a major tool in mapping. Its use is so ubiquitous that it often goes unnoticed. On the other hand it must be realized that something is lost in simplifying and idealizing what is an extraordinarily complex occurrence. The components describing the basic operational kinematics of equipment include: (1) the vehicular motions as a rigid body and (2) the job-end motions focussing on excavating (Adler, 1985). These provide all of the components in the load-haul-dump sequence (L-H-D) , and will yield three dimensional expressions. Complex patterns can also be assembled from these simple elements. An existing equipment designation employed in earthmoving will be integrated into this approach (Carson, 1961). Along with the basic motions, corresponding working conditions will be noted.

A technique was developed to determine the fraction of air recirculated from the scrubber exhaust toward the face and the fraction of gas captured by the scrubber. To determine these two values, a series of tests was required. In the first test, gas was released at the face area and concentrations measured at the scrubber exhaust. In the second test, gas was released directly into the scrubber with concentrations again measured in the scrubber exhaust. The simultaneous solution of two independent flow expressions gave values of recirculation and scrubber capture. A series of tests was conducted with various combinations of scrubber flow, curtain flow, setback distance, and machine location. Statistical analyses then were conducted to determine those factors which influenced the levels of scrubber recirculation and scrubber capture in a deep cut. INTRODUCTION As cutting depths increase, the trend is toward the use of blowing face ventilation systems. With these ventilation systems, the potential exists for recirculation between the scrubber exhaust and the intake air stream. One concern is that methane gas, having been removed from the face area, is subsequently recirculated back into the intake airflow. Under these conditions, methane-laden air could be substituted for fresh intake air, leading to increased methane concentrations at the face. There is currently no standard for recirculation between the scrubber and intake airflows. The implied understanding of the Mine Safety and Health Administration (MSHA) is, and has always been, that any recirculation of ventilation air is unacceptable. To minimize recirculation potential, MSHA suggests that operators maintain scrubber and curtain flows within 0.47 m3/sec (1000 cfm) of each other. Given that recirculation may occur in some circumstances, the question arises as to how much recirculation constitutes a hazard for the face workers. Unfortunately, there is currently insufficient information to answer this. Emphasis must instead be placed on means to quantify the amount of recirculation between the scrubber and face area. Methods must also be examined to control this phenomenon. This paper presents a technique for quantifying recirculation and scrubber capture levels in a blowing face ventilation system. Several ventilation parameters are investigated to determine their effects on these levels. DEVELOPMENT OF RECIRCULATION EXPRESSIONS One way to measure airflow quantities at a point near the face would be to measure the gas flow rate Qgas, and gas concentration c at that location. The airflow Qair, would be simply the ratio of these two values, Qair, = Qgas/c. Although gas concentration values, c, can be obtained easily with existing gas monitoring equipment, it is more difficult to obtain gas flow readings, Qgas, at specific locations. To obtain these values of Qgas, another method was needed. Previous work in this area was conducted by Kissell and Bielicki (1975). However, the calculations in their model assumed a constant gas concentration in the region around the continuous miner. In a deep cut, it is questionable that gas concentrations would remain constant or uniform around the mining machine. The technique presented here does not rely on this assumption. It instead assumes that the gas concentration in the scrubber exhaust remains constant. A quantity of gas released at the cutting face either flows into the scrubber inlets or bypasses the inlets and flows around the off-curtain side (in this example, the right side) of the continuous miner (Figure 1). Among the wide variety of modern surface chemistry analytical techniques, contact angle measurements still remain attractive for wetting characterization of solid surfaces. The captive-bubble and sessile-drop techniques are the most popular methods for the examination of flotation systems. Systematic measurements of advancing and receding contact angles for several three-phase systems using the captive-bubble and sessile-drop techniques show that the contact angle measurements depend on the technique used and may differ significantly for some heterogeneous and rough solid surfaces. Importantly, it was found that these discrepancies in contact angle measurements depend on the bubble (drop) size. Contact angles as measured with the static captive-bubble technique are compared with those measured with the dynamic captive-bubble technique, in which the capture of a bubble at the solid surface results after buoyant transport and attachment The dynamic captive-bubble technique allows for the formation of much smaller bubbles than is possible with the static placement technique in which a bubble is placed at the solid surface with a microsyringe. Although this dynamic technique cannot be recommended for the systematic wetting characterization of solid surfaces, its significant advantage is the ability to examine the contact angle/bubble size relationship over a wide range of bubble sizes, from several micrometers to several millimeters in diameter.

Introduction The use of diesel engines as an alternate power source in US underground coal mines has been a controversial step towards more efficent mining practices. Three areas of potential benefit are foreseen. First, diesel-powered mining equipment is believed to be more efficient, resulting in less occupational risk for any given amount of production. Second, diesels are believed to pose fewer intrinsic hazards, especially those related to fires and ignition of combustibles. Finally, several other health and safety advantages are foreseen for diesel units. Each of these issues will be discussed separately. Diesel Efficiency Proponents of the use of underground diesel-powered mining equipment point to increased production efficiency due to greater maneuverability, speed, power, and payload (Bradbury, 1973; Jorgensen, 1982; Ogden, 1978; Wenberg, 1979; Olsen, 1980). Units most suitable for diesel power include LHD vehicles, shuttle cars, personnel carriers, and maintenance vehicles. Estimates of increased efficiency vary from 60%-300% and more (Wenberg, 1979). Increased diesel mining efficiency is usually viewed as making it practical to mine lower grade seams. Diesel units can also operate over a wider range of floor pitches and distances than electrically-powered units, thus allowing mining of seams with special mining problems (Olsen, 1980). Diesel application is not a universal substitute for electrical power. For example, continuous miners are unlikely diesel candidates. Reduced Intrinsic Hazards Proponents of diesel use have pointed to the increased safety potential due to a reduction in electrocutions, arcs, burns, underground cable fires, and methane ignition (Ogden, 1978). Diesel units are frequently employed in maintenance activities for lifting and moving, and for coal cleanup. Thus the case is made that diesel use, by making powered operations more conveniently available, reduces the incidence of lower back injuries and related causes for days lost due to disability (Olsen, 1980). Several other issues relating to diesel safety have also been suggested. Diesel units can continue operation even during power outages allowing, for example, personnel evacuation. The maneuverability of diesel units make them particularly attractive in difficult physical conditions, such as long haulage from the face to the belt and in areas where water is deep. The case for diesel use focuses heavily on the potential for a "per worker" reduction in accidents, or a reduction in the severity of accidents. Since accidents are a major part of the health impact of mining, a reduction in accidents and resulting injuries would make a major contribution to the health of coal miners. Opposition to Diesel Use Opposition to the use of underground diesel mining equipment in the US seems to have started with the United Mine Workers of America. Some opposition to US diesel use has been based on a widely publicized 1976 letter from NIOSH to Mine Enforcement and Safety Administration administrator Robert Barrett (NIOSH, 1982). In essence, this letter warned that while insufficient evidence existed as to diesel effects on underground coal miners, NIOSH had concerns based on prior knowledge of separate diesel exhaust constituents and the potential for interaction between these constituents and coal mine dust. Current opposition to underground diesel use has focused on respiratory health effects related to diesel emissions, particularly nitrogen dioxide (NO,), carbon monoxide (CO), and particulate content (Barrett, 1982). All of Canada's older uranium mining areas have been intensively prospected and known outcrops have been repeatedly examined. The only ground in these areas which has not been explored is that which is covered by water or other overburden. The discovery of new mines in these areas will, in the author's opinion, depend on the development of new geophysical or geochemical tools capable of locating uranium deposits which are-buried beneath tens to hundred of feet of overburden. Such tools would be extremely useful in Saskatchewan's Cluff Lake and Wollaston Lake areas. Uranium has recently been discovered in significant quantities in these regions but exploration is made extremely difficult and expensive by an almost uniform overburden cover. The author's experience has been confined to Canada but apparently a subsurface uranium prospecting method could be widely exployed in the western United States and Australia as well. Radon-222 measurements have been used for more than a decade on practically a worldwide basis in an attempt to obtain a useful method for subsurface uranium prospecting. It is well known that ha-222 produced by buried uranium deposits can diffuse through an overburden cover so that it can sometimes be detected at surface. An advantage of this method of prospecting is that Rn-222 can be detected with a simple scintillation, ionization or semiconductor detector. One of the essential weaknesses of the method is that the mean diffusion path length of Rn-222 is limited by its very short (3.8 days) half life. For a deeply buried deposit, vitually all of the Rn-222 atoms will decay before reaching surface and, therefore, such deposits cannot be expected to produce a detectable radon anomaly. Thus, except in unusual cases where groundwater or ground air flow assists the movement of radon towards surface, the depth of exploration is probably limited to ten or twenty feet of overburden cover. The high solubility of Rn-222 in water is also a source of difficulty. In an area where overburden covers bedrock with water saturation of the lower overburden levels, the radon will simply dissolve in the groundwater, and soil gas readings at surface will indicate falsely low

The Don River & Central Waterfront Coxwell Sanitary Bypass Tunnel Project in Toronto extends approximately 10.5 km from Ashbridges Bay Treatment Plant west under Lake Shore Boulevard, north under Bayview Avenue and east through the Don River park area to the Coxwell Ravine Park. This project includes the installation of five intake shafts connected by 10.5 km of 6.3 m internal diameter tunnel and eleven drop shafts and vent shafts, connected to the tunnel by a series of adits. During the excavation of one of five intake shafts (20 m in diameter and 52 m deep), significant volumes of free phase oil and hydrocarbons were encountered. Due to the heavy inflows of the contaminants, excavation was stopped at the transition depth. The initial support of excavation needed to be redesigned, shaft had to be backfilled with CDF and installation of deeper secant piles are in progress to cut off contaminants. This paper outlines the initial plan for excavation as well as the design changes to the plan. The current status of the shaft excavation and lessons learned will be discussed.

How many times have you said or heard someone say, 'What are you doing right now?" And how many times have you heard the reply, "Breathing air!" Probably never, or at most only a few times in a facetious vein. Breathing air is absolutely necessary to sustain human life, and yet most of us take it completely for granted. Beginning ten to fifteen years ago there was growing concern on the part of the general public that pollution of the air is a threat to man's health and welfare. Concurrently much thought and effort was devoted to the task of defining and resolving the problem of air pollution. In the course of this effort it has become quite clear that our National policy in this regard should be founded upon three basic axioms: (1) Action should not be postponed until emergency conditions make it compulsory; (2) The air cannot be purified after it is polluted, and (3) Air pollution control cannot be accomplished without close cooperation among all levels of government, industry, and the public.

ABSTRACT Lateritic bauxite deposits of economic size and grade in Sierra Leone occur on granulites of the Kasila series. The high grade trihydrate ores of Mokanji are exploited by SIEROMCO since 1964. Remaining reserves are small (2 million tons) and operation moved over to the Gondama deposits of similar grade. Port Loko bauxite reserves are estimated at 100 million tons and are of relatively lower grade. It is planned to treat this ore locally into alumina. Guinea's bauxite reserves exceed those of any other nation. They occur as hard lateritic bauxite covers on plateaus of the Pre-Cambrian sedimentary formations and on doleritic intrusions. The genesis is still controversial. The Sangaredi mine has produced high grade ore for the last 10 years. Friguia exploits a relatively lower grade ore at a rate of about 2 million tpy to be treated in their local alumina plant. Kindia ore is mined at a yearly rate of 2,5 million tons since 1974. Untouched reserves at Ayékoyé and Tougué/Dabola are estimated at 6,000 million tons.
