Grefco Inc. operates two diatomite mines in the western Santa Ynez Mountains. The larger of the two mines, the Palos Colorados Mine, is located approximately seven miles southeast of Lompoc. The Miguelito Mine is located about two miles south of Lompoc on the west side of the Miguelito Canyon. Diatomite from the Palos Colorados and Miguelito mines is trucked to the Grefco plant at Lompoc for processing (Figure 1). HISTORY Grefco, Inc. evolved from the originating Dicalite Company which in 1929 began operations at the Walteria plant in the Palos Verdes Hills south of Los Angeles. In 1942 Dicalite leased the Palos Colorados mine at Lompoc. In 1944 the Dicalite Company was purchased by Great Lakes Carbon Corporation.

A greenfield open pit gold mine in Latin America suspended operations less than three years into an eight-year mine plan after a waste rock dump and heap leach facility sustained substantial damage from a deep-seated landslide. No injuries to employees were recorded because of the slow-moving failure. Due to early detection by the operations team, the owner had sufficient notice of the potential failure and successfully rinsed the heap leach facility prior to the failure event. Engineers estimated approximately 35 million cubic meters of mass movement below the waste rock and heap leach facilities. The original eight-year mine plan produced approximately 60,000 ounces of gold per year. After the failure, the owner terminated gold production, re-configured the mine site to a safe, standby condition and launched a detailed investigation into the root-cause of the failure. Approximately two years after the shutdown, legal interests filed a statement of claim and named three engineering design firms and individuals involved in the project. Several years of litigation, including discovery and deposition proceedings, followed as the legal process considered evidence spanning a 20-year timeline. Changes in project ownership and consulting firms during the development and operations phase complicated the process. In 2017, the plaintiff and last defendant settled. The author was involved as the corporate representative for one of the engineering design firms.

Under a contract awarded by the U.S. DOE-PETC, the Pennsylvania Electric Company and New York. State Electric and Gas Corporation are conducting a test program to evaluate and optimize the performance of a two-inch air-sparged. hydrocyclone (ASH) for cleaning fine coal. The test program is being conducted at the Homer City EPRI Coal Quality Development Center, utilizing Upper Freeport coal classified to minus 0.15 mm as the process feed material. A matrix of experiments has been conducted to establish the influence of significant design and operating variables (including overflow and underflow orifices, inlet slurry pressure, airflow rate, and reagent dosage) on the production of deep cleaned coal. Performance of the ASH is being compared to conventional froth flotation, utilizing advanced techniques and selected flotation reagents. This paper focuses on work completed to-date to optimize the performance of the air-sparged hydrocyclone for cleaning fine coal. INTRODUCTION The Pennsylvania Electric Company (Penelec) and New York State Electric and Gas Corporation (NYSEG) have been evaluating advanced fine coal cleaning processes for the production of compliance grade coal (1.2 pounds S02/million Btu). Laboratory bench-scale froth flotation results were compared with results of advanced flotation processes as performed by various organizations, utilizing the same coal feed. Among the processes evaluated, the air-sparged hydrocyclone (ASH) - developed by Dr. Jan Miller at the University of Utah - was considered to offer the best potential for retrofitting into an existing coal preparation facility because of the increased capacity per unit volume. The ASH has been shown to process over 100 times the throughput of conventional froth flotation cells. In May of 1988, Penelec/NYSEG was awarded a contract from the Department of Energy's Pittsburgh Energy and Technology Center (DOE-PETC) to optimize the performance of a five cm (two inch) ASH for producing compliance grade coal from raw classified minus 0.150 mm (1.00 mesh) Upper Freeport coal, and to compare its performance with conventional froth flotation utilizing advanced techniques and selected flotation reagents. The test work is being conducted at EPRI's Coal Quality Development Center (CQDC) in Homer City, Pennsylvania, utilizing a circuit processing 0.10 to 0.25 tons of coal per hour. Other members of the Penelec/NYSEG contract team include the University of Utah, Advanced Processing Technologies, Inc., Davy Dravo, Kaiser Engineers, Ebasco Services, and Management and Technical Systems. ASH DESCRIPTION AND OPERATION The ASH-2 System is a five cm ID (actually 4.76 cm) air-sparged hydrocyclone manufactured by Advanced Processing Technologies, Inc., under license from the University of Utah, for the purpose of research, evaluation and development. A schematic drawing of the air-sparged hydrocyclone is presented in Figure 1. Basically the air-sparged hydrocyclone consists of two concentric right-vertical tubes, a conventional cyclone header at the top, and a froth pedestal at the bottom. The inner tube is a porous tube through which air is sparged radially. The outer nonporous tube simply serves as an air jacket to provide for even distribution of air through the porous inner tube. The slurry is fed tangentially through the conventional cyclone header to develop a swirl flow in the radial direction. Air is sparged through the jacketed, inner porous tube wall and is sheared into small bubbles by the swirl flow. Hydrophobic particles in the slurry collide with these bubbles and, after attachment, are transported radially into a froth phase which forms on the cyclone axis. The froth phase is stabilized and constrained by the froth pedestal, thus moving towards the vortex finder of the cyclone header and discharged as an overflow product. Hydrophilic particles generally remain centrifuged in the slurry phase and are discharged as an underflow product through the annulus created by the froth pedestal.

Outokumpu Tara Mines located near Dublin, Ireland is Europe's largest producer of lead and zinc concentrates. To reduce dewatering costs and to improve environmental and working conditions, elimination of the lead concentrate thermal dryer was required. This paper describes the development and implementation of the pressure ceramic technology at Tara to replace a conventional vacuum filter/oil-fired dryer system. In 1996 the pressure ceramic filter dewatered 66,600tonnes of lead concentrate, producing a cake at 6 % moisture. Substantial operating cost savings have been realized. Commissioning of a second pressure ceramic filter to handle over 300,000 tonnes/year of zinc concentrates is scheduled for the first quarter of 1997.

Outokumpu introduced Flash Flotation in the early l 980's for the recovery of floatable material from grinding circuits. The devel­opment came as a result of surveys made in the company's own concentrators, initiated to find ways of improving recoveries with increasingly complex and lower grade feeds. Hydrocyclones make a separation on the basis of particle size and mass, resulting in the "over collection" of fine grained, high S.G. particles. Minerals such as pentlandite, galena and gold are easily caught in the circulating load around the mill until they are overground and rendered more difficult to collect. In the case of downstream flotation this may simply involve a reduction in the rate coefficient due to the finer sizes or, as is commonly experienced in gold operations, the mate­rial is slimed and coated onto non-floating gangue and is eventual­ly lost to tails. At the time of Outokumpu's plant surveys, it was a relatively common practice, particularly in Pb operations, to have a flotation section fed directly from the secondaiy mill discharge. This is called unit flotation and certainly provided an improvement but very high wear rates and frequent sanding out of the cells was com­mon. The development of the SkimAir® Flash Flotation cell by Outokumpu provided a subtle but quite dramatic departure from the unit cell approach. Now it was possible to feed cyclone under­flow into a special purpose-built flotation machine and recover a final grade concentrate from the grinding circuit (see Figure I). The cell was designed to handle the coarse circulating load, per­mitting the coarsest fractions to be short-circuited back to the mill and retain the floatable sizes for a nominal time of 30 seconds to several minutes. The short retention time was possible largely due to the relatively clean content of the cyclone underflow stream. This means that the fine gangue is not present except in small quan­tities and most of the fine to mid-size paiiicles are higher S.G. and more likely represent valuable mineral. This condition provides for very high rate coefficients. Typical operations would recover 40-60% of the valuable mineral in this fashion and improvements in recovery were typically from 2-5% for sulphide minerals to the 5-20% range for gold and silver.

Numbers, arithmetic, mathematics. Where did it all come from? Who needs it? We all do, but many school children would not agree. Engineers, physicists, accountants, tax collectors, and most of the general public are well aware that modern society in large part is founded on mathematics and could not exist without it. Mathematics developed over thousands of years as part of the everyday life of man. No one area, tribe, or race can claim discovery. In fact, from the records that do exist, it is evident that many facets of mathematics were discovered independently of others who made similar discoveries. While proof may be lacking, the earliest concepts of mathematics may be some 250,000 to 300,000 years old. The first use of numbers as written records is unknown. However, a bone of a young wolf deeply cut with 55 notches-arranged in two rows, one of 25 notches, the other of 30-was found in Czechoslovakia. Dated to be about 30,000 years old, it is perhaps an early record of some kind of counting system. It is assumed that mathematics was developed as an answer to man's practical needs, but anthropological studies suggest that the art of counting may have developed in connection with the needs of primitive religious ceremonial rites. Fingers probably were first used to designate sets of from one to five objects. Using both hands, up to 10 items could be indicated. As civilization developed, so did the need for more flexible systems to record items of trade, measure land, and figure taxes. Aristotle noted that the development of the decimal system comes from the fact that most people are born with 10 fingers and 10 toes. In spite of this obvious fact many early civilizations used binary, ternary, and quinary systems while vigesimal systems (with 20 as a base) and even sexagesimal systems (with 60 as a base) were used by others. A form of writing was in use in both the Mesopotamian and Nile valleys as early as 3000 to 4500 B.C. In Mesopotamia, wedge-shaped marks were impressed upon soft clay tablets that were hardened in ovens or by the sun. Many thousands of such tablets have survived. When the tablets were finally deciphered, some were found to be records of items shipped in trade, inventories, tax accounts, and mathematics exercises for teaching. Mesopotamia is also the source of an interesting board game dating back to about 2500 B.C. Its buttonlike men and triangular dice were apparently used with squares of shell, inlaid with lapis lazuli and red sandstone. Unfortunately, rules of play were not found. In Egypt, record preservation was somewhat better. Discovery of the Rosetta Stone in 1799 eventually led to deciphering the Egyptian hieroglyphics that included a numbering system at least 5,000 years old. These records show a competence in counting and numbering. A calendar of good accuracy may have been in existence as early as 4,200 years ago. GENERAL STATEMENT The primary objectives of any field data gath¬ering effort should be to (1) identify and gather the data necessary for the project and (2) obtain the data in a state-of-the-art manner. All too often the initial field data are collected both areally and tem¬porally in an illogical manner without the guidance of a conceptual model of the ground water flow systems involved or even a review of existing geo¬logic literature on the area of interest. The initial data collected frequently are of limited value while necessary basic reconnaissance information is miss¬ing. Initial field data should be collected with the intent of developing a hydrologic overview of the potential mine site and surrounding area. Ob¬viously, one of the initial objectives is to define the area requiring a hydrologic investigation. The data requirements should be identified by the time frame in which collection should be made and by the corresponding increase in sophistication of the data requirements with development and operation of the mine. The data requirements are summarized in Table 1. INITIAL LEVEL SITE INVESTIGATION Area Determination The initial task of any hydrogeologic investi¬gation is to determine the boundaries of the area requiring study. Obviously, the site of the proposed mine is included in the study area. The areal extent beyond the site may be determined from an eval¬uation of existing geologic and topographic maps. Those formations that overlie the ore body, the formations containing the ore body, and the formation(s) that lies immediately beneath the ore body are of direct concern for proper site recon¬naissance. Additional formations below the ore body may require study depending upon their thick¬ness, hydraulic conductivity, and degree of inter¬connection with the mine workings. This initial viewpoint identifies hydrostratigraphic units based strictly on geologic concepts such as mineralogy and structure. Formation outcrops, synclines, an¬ticlines, faults, and fracture and joint patterns are used to delineate the area of the site reconnaissance. The simplistic hydrogeologic environment (il¬lustrated in Fig. 3, chapter 2) requires that field data be collected via test wells and/or geophysical techniques. This approach is necessitated by the lack of surface features such as formation outcrops, streams, and springs. Fig. 5 (chapter 2) illustrates a slightly more complex hydrogeologic regime. The potential mine sites at locations A, B, C, D, and E each intercept a different ground water flow sys¬tem or combination of flow systems. Therefore, each mine location requires that a different area and size of area be investigated. A more complex geologic setting as illustrated in Figs. 6 and 7 (chapter 2) may be approached differently. The area included for the site recon¬naissance should encompass sufficient surrounding area to include the outcrops of those formations suspected of being influenced by the future mine. Even adjacent areas not suspected of being influ¬enced may be investigated if the formations of in¬terest crop out in those areas. Such an extension of the area of investigation would provide a greater regional understanding of the hydrogeologic properties of the formations (hydrostratigraphic units) of interest. Geologic Investigation The initial step before conducting the site re¬connaissance is to review all existing literature on the geology of the area. Existing information should be augmented with new exploration data on the dip, strike, thickness, and lateral extent of the for¬mations in the area. Exploration hole logs should be reviewed for indications of lost circulation, rub¬ble zones, and water producing zones. "The decline of the “super cycle” has placed an end to a decade of production-focused strategies, with operating cost growing at rates higher than production. Today, the sector is placed on a tough ride and forced to shift focus to cash preservation and efficient cost management. However, most cost management systems in the minerals industry are not conceived as value driving tools but to meet financial accounting and reporting needs. This research draws from a the development of an innovative cost management methodology that applies Activity-Based Bottom-Up cost budgeting and continuous improvement tools to develop a value-driven cost management system for sustainable improvement of operational efficiency and cost reduction. The methodology was successfully tested in the Andina underground mine III Panel sector of Corporation del Cobre (CODELCO), in Chile. INTRODUCTION Cost management is fundamental to profitability of any industrial project. Even more essential in mining, an industry that deals with commodities, which prices are dictated by the market and are beyond the management capacity of the company. The end of the mining “super cycle” and the advent in 2008 of the Global Financial Crisis (GFC), placed an end to a decade of production focused strategies, with operating cost growing at rates higher than production. The sector was placed on a tough ride and forced to shift focus to cash preservation and efficient cost management. Many mining companies have seen themselves into the urgent need of cost management systems capable of achieving sustainable productivity gains and consistent profitability. Cost management is composed of three main processes: estimation, budgeting and control [1]. A number of conventional techniques have been used for cost estimation and budgeting for many years. However, most cost control systems in the minerals industry cannot be referred to as “cost management” since they are conceived to fulfil accounting and reporting needs, rather than to improve operational efficiency [2]. In general, conventional cost budgeting and control systems in mining use a “top-down” methodology, which lacks of necessary details, and fail as a management tool leading to undesirable results [3]."

Raman Spectroscopy has become increasingly popular as a method to rapidly identify and characterize minerals, gem stones and other inorganic materials. Raman spectroscopy provides valuable information about the chemical bonds and structure of materials. In fact, the peak locations and intensities observed in a Raman spectrum can often be used to confirm the presence or absence of particular species in a sample. Some modern Raman spectrometers have been designed to analyze samples less than a micron in size while others are designed to rapidly screen bulk material with no sample preparation. Recent advances in software and automated instrument control have greatly reduced the complexity of Raman spectral analysis and provide an easy-to-use tool for analyzing minerals. We will describe the application of several multivariate statistical analysis techniques that have been developed to make use of the spectral libraries. In these techniques the spectrum is treated as a vector and sophisticated mathematical techniques are used to determine which spectral representations in the reference library best match the spectrum from the sample. The DXR Raman microscope was used to 1) Identify minerals by spectral searching, 2) Identifying several species in a sample using multi-component analysis 3) Mapping different species in an aggregate sample and 4) identifying inclusions in a sample.

An intensive study was started in 1968 to determine the most economical process for winning nickel and cobalt from an extensive de- posit of complex, low grade nickel-cobalt ore (1.6% Ni, 0.10% CO) designated "the Greenvale ore." In 1974 the commercial plant at Yabulu, in Queensland, Australia, began processing the ore. In the interim, a great deal of laboratory and pilot-plant effort was applied to develop technical, process and commercial design data to demonstrate to potential financial backers and customers that a full-scale plant was feasible. The laboratory test work, pilot plant facilities and pro- gram are briefly reviewed in this paper.

Introduction Most subsidence monitoring to date has been surface monitoring to develop empirical relationships of the magnitude and extent of subsidence effects. Federal regulations are forcing a better understanding of subsidence. Empirical methods of subsidence prediction may not be adequate, since the empirical relationships may not be valid between or even within coal fields. A better understanding of the mechanics of subsidence is required in order to develop and verify analytical models. This paper presents some of the results of surface and underground monitoring in longwall faces of a coal mine. The seam thickness in these mines ranges from 5 feet to 6 feet at depths of 600 to 1100 feet.

Magma Copper Co.'s San Manuel solvent extraction/electrowinning (SX-EW) facility has operated since May 1986. The original facility had a design capacity of 22.6 kt/a (25,000 stpy) of electrowon copper cathode produced by processing pregnant leach solution from an open pit-heap leach operation. In 1988, the plant was expanded to 45.3 kt/ a (50,000 stpy) to incorporate processing in-situ leach solutions. This pager focuses primarily on the heap leaching area with regard to exploration, testing, feasibility, permitting, design and construction, and operating practices. Research using surfactant leaching aids to enhance copper recovery is also discussed.

The US Bureau of Mines compared column flotation using either fine or coarse bubbles with conventional flotation on a Montana chromite ore. On deslimed ore, fine-bubble column flotation produced a &.7% Cr2O3-grade rougher concentrate with 87% recovery, compared with 43.8% and 43.5% Cr2O3-grade rougher concentrates with 85% and 77% recovery for coarse-bubble column flotation and conventional flotation, respectively. On undeslimed ore, coarse- and fine-bubble column flotation produced rougher concentrates containing approximately 41.5% Cr2O3 with 95% recovery, exceeding conventional flotation, which produced 35.6% Cr2O3 -grade concentrates with 87% recovery.

Laser-Induced Breakdown Spectroscopy or LIBS can be used to provide exploration companies with precise and accurate chemical analyses in the field, in real-time, resulting in major time and cost savings. Using a Field-Portable Analyzer(FPA), anomalies can be followed up immediately while crews are still in the field. Lower limits of detection (LLDs) are element dependent, but many are sufficiently low to be useful in exploration. LLDs in ppm for selected elements of interest are: Be-2, Cu-3, Zn-20, As-200, Sb-500, Pb-30, Ag4,Mo-100, B-33, Ti-500, V-350, and Cr-l. LIBS analyses require little or no sample preparation.

One of the most costly factors in the production of aluminum is the consumption of energy in the form of electricity. Energy consumption is increased as refractories in the Hall-Heroult reduction cells are corroded by penetration of the fluxes cryolite (Na3AlF6) and villiaumite (NaF). To decrease thermal conductivity and refractory waste, protective barrier linings are installed. Dry powder barrier linings form stable reaction products at cell operating temperatures. Four dry powders composed of vermiculite, corundum, wollastonite, and anorthite are characterized mineralogically by X-ray diffraction, reflected light microscopy, scanning electron microscopy, and cathodoluminescence microscopy in this research project.

To allow recovery of gold values from ore which cannot be economically processed by the mill, Pinson Mining Company has developed a run-of-mine heap leaching facility. In order to estimate production scale recovery rates, reagent consumption and percolation problems, a series of pilot scale tests were performed. These tests typically consisted of 3,630 metric tons (mt) (4,000 tons) leach ore at a grade of .94 to 1.56 grams per metric ton (g/mt) (.03 to .05 oz.) Au/Ton. Test heaps were loader stacked to approximately 4.3 meters (14 feet) high. Information from these pilot scale tests was employed in the design and construction of the production scale facility. Parameters such as spray rate, leach cycle, sprinkler placement, and barren solution chemistry were determined by the pilot tests.

This proposal, based on the CIEMAN Cajamarca - Hualgayoc initiative, focuses on “Transforming Abandoned Mine Lands’’ We aim to study and assess the feasibility of an innovative rehabilitation method. Contaminated soils will be moved from the upper to the lower site, encapsulated with geosynthetic barriers, and covered with topsoil. The decontaminated upper area will be used for planting trees and large-stemmed plants for hiking and tourism, while the lower encapsulated area will support livestock and short- stemmed crops. This study will evaluate the economic viability and multi-use potential of this technique, promoting sustainable land recovery in Cajamarca, Peru.
