Despite the severe drought conditions that reduced farm requirements for industrial mineral products, most industrial minerals markets in 1988 continued their growth or, at worst, remained flat. Earlier projections of output declines did not materialize in most segments. Preliminary estimates of demand in Europe and Asia show strong growth for most industrial minerals. Profitability in industrial minerals in North America was best in those minerals that had a significant export market or were not strongly regional. Growth and price trends in the more regional industrial minerals markets in the US such as sand and gravel, crushed stone, and cement, more closely followed the broadly disparate regional economic conditions. For example, sand and gravel and crushed stone grew strongly in the Pacific Coast and northeastern markets but not as much as in the Southeast. Total growth for sand and gravel in 1988 is projected at about 3% above 1987 levels. Combined production is up about 27 Mt (30 million st) to 2 Gt (2.2 billion st). Following the relentless trend of foreign acquisition of US cement companies (currently about two-thirds are owned by foreign interests), several aggregate operations have been purchased by foreign companies. Notable among these in 1988 was the acquisition of Rinker Materials Corp. by CSR of Australia. The acquisition of this Florida-based aggregate and concrete operation will expand the current holdings of CSR in the southeastern US, with operations consolidated under the Rinker logo. In addition, Pike Industries of New England and J.L. Shiely Co. of Minnesota were significant aggregate producers that were acquired by foreign firms. New England's only cement manufacturer, Dragon Products, was acquired by a subsidiary of Cementes del Norte of Spain. Dravo continued to expand its influence in the lime and limestone markets. It became the major supplier of construction aggregates on the inland river system with its purchase of Cyprus Minerals' limestone aggregate operations in Kentucky, Louisiana, and Texas. Although lime production continued to grow from 14 to 15 Mt (15.7 to 16.7 million st) in 1988, lime imports decreased for the fifth consecutive year to 145 kt (160,000 st). In the more export-oriented industrial minerals markets, performance was generally very good for 1988. Soda ash enjoyed an excellent year, with its price up to $102.50/t ($93 per st). This reflected the tight market situation for soda ash, particularly in late 1988. Soda ash production in 1988 was 8.6 Mt (9.5 million st), reflecting the industry's improved efficiency. Particularly significant was the increase in caustic soda prices that led to increased substitution by soda ash. The export market remained at 2.1 Mt (2.3 million st). Phosphate production recovered to the 42 Mt (46 million st) level, a 12% increase despite a soft export market. The price, however, remained soft throughout the year. W.R. Grace sold its interest in its Florida phosphate mine and its phosphoric acid complex as part of its divestiture of the agrichemicals business. The strengthening of the major producers has continued as lower cost capacity has been idled. Future permitting of phosphoric acid facilities and development of reserves will be necessary to maintain current production levels beyond the mid- to late 1990s. Despite new developments worldwide in the titanium minerals market, strong demand has continued to apply pressure to price, with concentrate and slag prices going up. The demand for high quality slag as feedstock for pigment production has resulted in process improvements in South Africa (Richard's Bay) and in plans by Canada to import high quality ilmenite by 1991 to produce a 90% TiO2 slag. Although growth in industrial silica sand applications was small in 1988, concentration in the industry continued. Unimin continued to acquire silica operations. Unimin is now the nation's leading producer of granular silica. The end users of silica have consolidated further. Owens-Illinois purchased Brockway Inc., a leading container glass producer. Three companies now control 75% of the container glass industry. ECC continued to be an aggressive purchaser of industrial minerals operations throughout the world. It acquired Cyprus Minerals' calcium carbonate business as well as two operations in Italy. In addition, ECC continued its aggressive acquisition of kaolin (Australia) and aggregate producers. 1988 was a good year for industrial minerals markets worldwide. More importantly, though, it was a year that showed continuing consolidations of reserve ownership in the industry around the world. Barite AN. Castelli, Baroid Drilling Fluids Inc. US mine production of barite decreased 9.4% during 1988. Consumption (sold or used by grinding plants) increased by 37.9%. Imports are estimated to have increased by 21.2%. World mine production decreased by 9.8%, according to the US Bureau of Mines. The value of domestically produced barite, fob mine, decreased 4.6%, according to the Bureau. The declared value cif US port of all imported ground barite during the first 10 months of 1988 increased from $37.16/t ($33.71 per st) in 1987 to $37.92/t ($34.40 per st), according to Bureau figures. Nevada continued to be the leading producer of barite with 72% of the total, followed by Georgia and Missouri. The Bureau of Mines estimates 69% of US mine production was used as a weighting agent in drilling fluids. The other 31% was used in barium chemicals, glass, or as a filler. Most of the production from Missouri, Georgia, and Tennessee was used in the non-oilfield sector. Of the total consumption used by grinding plants and chemical manufac-

"The I-70 Eisenhower-Johnson Memorial Tunnel (EJMT) Fixed Fire Suppression System (FFSS) will help protect the traveling public as well as the entire tunnel itself, which is a critical asset of the Colorado highway system. This project is part of an effort to avoid any closure or long-term damage to these tunnels after a fire event. Historically, the EJMT complex has experienced two to three fires a year. While CDOT has firefighting capability at the EJMT complex, the fixed fire suppression system will provide first responders the critical time needed to safely approach the scene and take action, and is a necessary tool in combating tunnel fires, keeping the public safe, protecting the tunnel structure, and minimizing disruptions to traffic. This paper provides a case history of the first-of-a-kind design and construction of the EJMT FFSS. Major project elements include; water-only deluge fire suppression system, fiber optic linear heat detection system, updated fire alarm system and new drainage system. PROJECT BACKGROUND The I-70 EJMT FFSS was awarded to the Design Build Team lead by Barnard Construction, supported by Rondinelli Life Safety, BCER Engineering, ILF Consulting, Western States Fire Protection and Systems Group. The team conducted successful live fire tests at the Boulder Regional Fire Training Facility in November 2014, with the final design of the FFSS and other supporting infrastructure completed in the spring of 2015. Construction began in early summer of 2015 and the project was completed in December 2015. While CDOT currently has firefighting capability at the EJMT complex, this project features an intelligent linear heat detection system that can accurately identify a fire within feet of its location and subsequently activate the corresponding water-only FFSS deluge zone, bringing water in from an existing supply system on the west side of Loveland Pass. The detection system also activates cameras so the EJMT onsite control room personnel can view and better assess a fire event. The uniqueness of this design is that the majority of the installation occurred above the traffic lanes in the tunnel, which resulted in minimal impacts to motorists below. The fire suppression system will help protect the traveling public as well as the tunnel structure, a critical asset to the highway system. This project is intended to reduce damage and avoid long-term closures of the tunnel due to fires. A long-term closure could cost Colorado billions of dollars and negatively impact tourism along the I-70 mountain corridor."

This paper summarizes results from an investigation into possibly the largest coal pillar failure in the USA. The newly opened coal mine worked an 3.35 m (11 ft) seam under overburden depth that ranged from 91 to 671m (300 to 2200 ft) . The mine main entries, and the enclosed pillars, experienced a massive slow squeeze. The squeeze could not be controlled and the mains were lost. A new set of mains were driven. Entry convergence (closure) measurements were carried out behind the advancing face to monitor stability. Pillar stresses were also measured under four different depths of overburden: 229.433, 472.579 m (750,1420,1550, and 1900 ft). The strength of pillars in the new mains was calculated from the loads that triggered the failure in the old mains, using three pillar strength formulas. The stress measurements showed that the new pillars supported more load than their predicted strength, indicating that current strength formulas are inadequate under deep conditions.

Chemistry plays a more important role in milling operations than is generally recognized, particularly in fluid- solid separation processes. Chemical aspects are also very important insofar as plant water quality is concerned, and in the manner in which this water quality effects plant design and operation. Aside from the inherent chemical characteristics of plant water, the mineral preparation industry is becoming increasingly more dependent on the use of mining chemical reagents--relatively new to the coal industry, but items of I standard usage in complex metal recovery plants. These chemicals have many useful properties and can produce significant improvements in operations and metallurgical efficiencies when used properly and intelligently. They can produce poor results and sometimes severe losses when used improperly. Most reagents are relatively expensive on a per pound basis, hence costs can be excessive if they are used wastefully or inefficiently.

Considerable success has been achieved in recent years in reducing concentrations of respirable dust in UK coalmines; thankfully this has been reflected in significant improvements in pneumoconiosis statistics. However, continuous increases in mechanisation and in rates of working, accompanied by more stringent dust regulations, necessitate the introduction of improved and often more sophisticated methods of dust control. The increased application of exhaust ventilation and air cleaning techniques seems likely to be the most important step forward in dust control in coalmining during the next few years. A typical drivage in a UK mine is not more than 16 ft (5 m) wide and is supported by steel arches. In the past the majority of such roadways were driven by the conventional means of blasting and loading. Since the main purpose of ventilation was to clear blasting fumes and to provide adequate scouring of firedamp, not surprisingly it was usual to have 'forcing' ventilation. Present systems of operation are making increasing use of heading machines and it is not surprising that well over half of all drivages are now ventilated by exhausting methods. (1) The great majority of coal getting in the UK is from longwall faces, usually in seams of less than 6 ft (1.8 m) thickness. Although this method of min¬ing has many advantages in terms of safety and productivity, dust control is made more difficult because of the need for men and machines to work in the same ventilation stream. Much emphasis has been placed on improving the design and methods of opera¬tion of longwall machines to reduce dust production, and improved ventilation has provided greater dilution, and in consequence, reductions in dust concentration. On all machines water is now fed through internal galleries to the cutting elements. Unfortunately, one of the difficulties associated with mining thin seams is that there is some unavoidable cutting in the roof or floor and in many seams there are faults to be traversed and dirt bands which must be removed with the coal. Under these conditions it appears that the use of exhaust ventilation and air cleaning offers the most promising way of achieving satisfactory dust conditions.

A potentially cost effective technique for the reclamation of heavy metal contaminated soils and sediments involves the technique of froth flotation. Heavy metals sorbed to clays in the soil may be sulfidized by the introduction of sodium sulfide and floated using a dithiophosphate collector. Separations were obtained where up to 78% of all copper ion was removed from the system. Selected samples were floated in a column cell but little advantage was seen.

In mineral processing, the last century of the current millenium has been the century of froth flotation. The process did not result from fundamental research, but was developed over the years by empirical methods. In more recent years, our understanding of the fundamental principles of the flotation process have made significant strides. This paper reviews some of the historical perspectives of developments in flotation reagents, the development and application of experimental tools for delineating flotability and interfactial phenomena, advances in flotation fundamentals, and the development of flotation kinetics, both macroscopic and microscopic subprocesses. Through the application of surface chemistry, the flotation process has permitted economic utilization of a vast array of complex ores.

"This article describes, through the presentation of five cases-history, technological advances that the Authors together with Tunneling Contractors devised for coping with adverse geotechnical conditions. It is believed that by introducing these new elements in a method that has proven its value in Italy and abroad for the last 40 years, the umbrella arch method, due to its versatility and simplicity, can become a universal method for conventional tunneling in very poor ground conditions. After a description of common faults and mistakes in applying the method, 5 projects are presented which demonstrate that self-drilling pipes give excellent results in terms of performance a zero volume loss, while, function of the ground conditions the various grouting mixtures used, such as expansive jet-injected cement-base grouts and bi-component resins, extend the use of the umbrella-arch in variety of grounds even in presence of water-bearing lenses. The case-histories provide successful applications in different conditions.BASIC FEATURES OF UMBRELLA ARCH METHODThe umbrella arch method provides a short support of the tunnel vault just ahead of the excavation face. The method foresees the drilling and installation of peripheral, sub-horizontal steel pipes in the ground, followed by their grouting. The umbrella arch method is also known as forepoling, steel pipe umbrella, reinforced protective umbrella or simply “umbrella”. The umbrella arch method does not have a static function because the immediate stabilization of tunnel section is entrusted to the internal shell of steel ribs and shotcrete. The “umbrella” provides a pre-support of the excavation which has to be stable for an adequate length and duration permitting the installation of the next steel rib and shotcrete under conditions of safety (Figure 1).The umbrella-arch provides pre-reinforcement of poor ground around the tunnel perimeter in a simple and flexible manner that is adaptable to different ground conditions. In fact, it is possible to vary the number and length of pipes, the distance between them, their diameter and thickness as well as the overlapping length of two succeeding umbrella arches. The versatility of the umbrella arch technique allows its application to: clay deposits, granular alluvial deposits, moraine and debris materials even when containing large blocks, heavily jointed, foliated and tectonically disturbed rock masses."

This paper describes the algorithm used in a BASIC program for an IBMXT microcomputer, to simulate the underground mine climate. The program called CLIMSIM has been developed and refined over several years as a result of considerable use at operating mines. The program has been designed to be easy to use and be understood by the practicing mine ventilation engineer. It provides predictions of the work place climate, so that the optimum ventilation/cooling system can be designed to obtain a certain air cooling power or effective temperature at the work place. An example is given of the application of the program to a mechanized cut and fill stope at the Homestake gold mine in South Dakota.

High pressure acid leach (HPAL) and pressure oxidation (POx) or pressure leaching extraction processes occur in autoclave vessels operating at elevated temperature and pressure, acidic conditions with abrasive mineral slurries. The harsh process conditions require specialized severe service metal seated ball valves to support operation of the vessels. Over several decades thermally sprayed titanium dioxide (TiO2) and chrome oxide (Cr2O3) coatings have been applied to extend the service life of the ball valves and other high wear critical components. Variability in the coating application quality control and severe process conditions can result in spalling, coating failure and premature failure of the component resulting is decreased autoclave circuit availability. In 2012 MOGAS, together with BRENCO, initiated research and development for ML-381, metallurgically bonded coating. This paper includes the historical development of severe service ball valve coatings, success of the trials and increasing industry adoption of the ML-381 coating for ball valves and other critical autoclave circuit components.

Introduction This chapter contains brief discussions of various environmental protection requirements that relate to underground mining operations. Environmental disturbances at an underground mining operation can result from subsidence; water discharges; waste dumps; construction and operation of access roads and utility lines; construction and operation of surface facilities such as maintenance shops, bathhouses, and storage yards; and emanation of dust and noise from surface crushers. Construction and operation of a concentrator or washing plant may result in the emission of air pollutants, the discharge of water pollutants, the creation of noise, and disturbance of the surface. Tailings ponds can be the source of fugitive dust.1 This chapter is not intended to provide a detailed discussion and analysis of laws and regulations dealing with environmental protection. Rather, its purpose is to provide the engineer with a basic awareness of the existence and nature of such laws and regulations, as well as the procedural requirements that must be followed in complying with them. The body of law relating to environmental protection has grow" very rapidly and should continue to do to for some time. Because many of the laws have been enacted recently, numerous court decisions are being rendered to resolve disputes over their interpretation. Hence, the reader is cautioned to be alert for subsequent modifications of statutes and regulations, and new case law. Rules and regulations pertaining to environmental protection are implemented at all governmental levels. The most widely known laws are those enacted by the federal government that have nationwide applicability. However, separate requirements exist in each state, county, and municipality. Because of their general applicability, federal laws are discussed most extensively in this chapter. Ownership of the property is the most significant factor considered in ascertaining what rules govern the conduct of an operation thereon. If the land is held under lease, reference to the lease terms must be made in the first instance to determine what obligations must be met in order to prevent default and possible loss of the property. If the land is held under a lease from the federal government, the operator is subject not only to compliance with the lease terms, but also to a large body of laws and administrative regulations that pertain generally to the conduct of mining operations on land held under federal leases. Although operations on unpatented mining claims, the legal title to which remains in the federal government, are not subject to the same rules and regulations that are applicable to operations conducted pursuant to federal leases or permits, they soon will be governed by a special set of regulations that provide for protection of surface resource.2 Operations conducted on lands leased from a state usually are subject to numerous environmental protection requirements specified in the lease terms, in addition to rules and regulations promulgated by the state agency having jurisdiction over mining on state lands. Operations conducted on privately held lands are subject to fewer such requirements. Leases from private parties sometimes have environmental protection and reclamation requirements written into them, but generally to a far lesser extent than governmental leases. Operations conducted on properties owned by the operator are subject only to those laws and regulations that have general applicability without regard to land ownership. COAL SURFACE MINING CONTROL AND RECLAMATION ACT OF 1977 Introduction On Aug. 3, 1977, the Federal Surface Mining Control and Reclamation Act of 1977 was signed into law.3 It governs coal-mine operations on private lands, as well as on public lands. The Act is pervasive in its scope and is extremely long and complex. The basic purpose of the Act is to control and minimize the environmental effects of surface coal mining. Surface coal-mining operations are defined as activities conducted on the surface of lands in connection with a surface coal mine and surface impacts incident to an underground coal mine.4 The Act is administered by the Secretary of the Interior through a new agency named the Office of Surface Mining Reclamation and Enforcement.5 The Act contains detailed environmental protection standards and reclamation requirements, and it establishes a permit system for all surface coal-mining operations. Mining in certain areas and under ceri-in conditions is restricted or prohibited, and a mechanism for enforcement by the states is provided. Stiff penalties are provided in the event of noncompliance. Implementation Schedule Nonfederal Lands: As required by Section 501 of the Act, interim regulations setting mining and reclamation performance standards based on and incorporating standards set out in Section 502(c) were adopted effective Dec. 13, 1977.6 They will. be incorporated as amendments to Chapter VII of Title 30, Code of Federal Regulations. Permanent regulatory procedures for surface coal-mining and reclamation operations performance standards, which were directed to be promulgated by Aug. 3, 1978, were published in proposed form on Sept. 10, 1978. 7 They govern surface coal-mining operations in any state until a permanent state or federal program is adopted. Refractory gold ores have been processed by bio-hydrometallurgical process at B.R.G.M. (Bureau de Recherches Géologiques et Minières), Research Centre ,Orleans,France. The liberation of gold has been studied and the following steps for gold recovery improved. The overall process flowsheet has been established comprising different ways of treatment before the final discharge of the effluent. Iron and arsenic are successfully precipitated under well controlled Eh-pH conditions. Long term stability tests have been conducted and the research programme is to be continued with the crystallo graphic studies of the precipitates. Economical studies have been performed on the base of data obtained on parameters studies.

Industry and regulatory agencies have requested guidance on safe blasting near transmission pipelines. The US Bureau of Mines (USBM) and Amax Coal Co. studied surface coal mine overburden blasting near four steel and one PVC pipeline of 15 to 51 cm-diam (6-20 in.-diam), monitoring vibration, strain and pressure. Unlike tests of small blasts simulating construction, these were up to 1 t (2200lbs) per delay in 31-cm (12-in.) blastholes. Worst-case comparisons showed that 12.7 cm/sec (5 in./s) blasting vibrations produced strains about one fourth that of pressurization and 10% to 18% of the ultimate tensile strength. No failures occurred from blasting as close as 15 m (50 ft), which produced vibrations over 60 cm/sec (24 in./s).

"BACKGROUND As of December 2015, there are roughly 475 road tunnels within the United States according to the most recent national tunnel inventory data compiled by the Federal Highway Administration (FHWA); whereas, there are more than 615,000 highway bridges on public roads. The FHWA estimates that tunnels represent nearly 100 miles of Interstates, State routes, and local routes. Tunnels are part of the national transportation infrastructure and represent a significant financial investment for the owner and, hence, the tax payers. Tunnels, that are not properly maintained, usually require more extensive repairs and consume more resources. Tunnels must provide safe, reliable, and effective transportation even as these structures age and deteriorate. Furthermore, tunnels generally remain in service for extended periods of time due to their very high construction costs. For example, many tunnels were constructed decades ago during two historic periods of highway system expansion; the first period correlated with the era of public works programs linked to the Great Depression of the 1930-40s; and the second period of expansion occurred with the building of the interstate highway system in the 1950-60s. As such, these tunnels are fast approaching 60 to 80 years old. Congress enacted the Moving Ahead for Progress in the 21st Century Act (MAP-21), which was signed by the President on July 6, 2012. This legislation followed a fatal tunnel incident on July 10, 2006 and a National Transportation Safety Board (NTSB) report1 that noted the importance of conducting regular tunnel inspections. MAP-21 authorized the Federal Highway Administration (FHWA) to develop a mandatory inspection program for all tunnels on all public roadways (Bergeson and Ernst 2015): To help safeguard tunnel users and to ensure reliable levels of service, the FHWA developed the National Tunnel Inspection Program (NTIP), which is comprised of the National Tunnel Inspection Standards (NTIS), the Tunnel Operations Maintenance Inspection and Evaluation (TOMIE) Manual, the Specifications for National Tunnel Inventory (SNTI), and the Manual for Bridge Evaluation (MBE). The data collected from the program will be stored in a National Tunnel Inventory (NTI) database. A comprehensive and refresher training program was also developed to help qualify and certify key tunnel inspection personnel to include the program manager and team leader."

A.B. Rushton The work and resulting publications of the Committee on Underground Coal Mine Safety and The President's Commission on Coal were appropriate at the time of publication. The statistics cited in the publications appeared to be valid, and the actions proposed by the committee had merit. Although the actions proposed to achieve further improvements in safety may have been worthy of repeating, to associate statistics (Table 1) that are seven to eight years old with company names is bad. Statistics are readily available from the Mine Safety and Health Administration (MSHA) and are usually within three months of being up to date. A review of the most recent Coal Controlling Co. Report will reveal significant changes in the rankings. The more recent statistics should have been cited, or at least compared with those used in the article. Westmoreland Coal Co. is listed as having a 21.1 disabling injury rate for the period (1/78-12/80). The disabling injury rate for the Company for the year ending 1985 was 7.4 for the underground mines and 6.25 for the total facilities. Through March 1986, the dis- abling rate for the underground mines was 2.86. The management and employees of Westmoreland Coal Co. are committed to safety. The improvements achieved over the past five years attest to that commitment. We are justifiably proud of the achievement and dislike being misrepresented as in the April 1986 article Reply by E.M. Spokes I regret that the lapse of time since the original work gives a picture of safety practice that is no longer true today. That Westmoreland has reduced its disabling injury rate by 65% to 7.4 in 1985 is most commendable, and I congratulate you for this accomplishment. It is typical of the progress sought by the National Academy of Science and National Research Council when they funded the original study and published "Toward Safer Underground Coal Mines" in 1982. If a significant number of companies do as well as Westmoreland, the report will have served its purpose. Since the paper was primarily a condensation of the original report, it would not have been appropriate to seek access to later statistics. The purpose in seeking its publication at the time of presentation was to reach those who might have missed the original report. The fact that publication was delayed has not voided that purpose and may have reminded some who were aware of the original that its recommendations still apply to improvement of underground coal mine safety

The microtunneling project for the State of Hawaii's Natural Energy Laboratory (NELH) facility in Kona, Hawaii, was awarded to Nova Group Inc., Napa, California. Nova has developed both microtunnel and deep pile cofferdam experience. Both of which would be required for this project. The project was designed by Makai Ocean Engineering of Honolulu as a continuation of the Ocean Thermal Energy Project (OTEC). The world's first OTEC plant has been successfully operational at NELH since 1982 netting approx 50 kw of usable electric power from a gross generation of 210 kw. A second plant designed to draw 39°F cold water from 3,000 ft below sea level and produce a gross output of 1 mw with a net 500 kw of usable power required 2 - 54 in. finished diameter pipelines. An ongoing problem with earlier offshore pipelines has been the damage to the near-shore pipes within the surf zone. The necessity for a deeper connection between the land based pipe and submerged sea pipeline was obvious. Earlier pipelines had been drilled and shot through the shoreline. This process was only practical at shallow depths. Makai Ocean Engineering and the NELH scientists looked at different methods to get the pipeline through the shoreline at a depth of 80 ft below sea level. Introduction Asamera Minerals (US) Inc. and its joint venture partner, Breakwater Resources Ltd., discovered ore grade gold mineralization on their 20 km2 (5000 acre) Wenatchee, WA land position in February 1983. Due to the high grade nature of the discovery ore and the known reserves of ore in the "B Reef' and "B West" zones previously outlined by other companies, a decision was made to construct a mine/mill operation near the known ore occurrences. Further drilling in the discovery area quickly expanded known gold occurrences to more than 3.6 Mt (4 million st) with tentative in-place ore grade of 7 g/t (0.25 oz per st) and minor silver values. Based on existing knowledge of the ore body and the rapidly increasing ore reserve, a decision to build a 1.8-kt/d (2000-stpd) mine and mill complex was made in the second quarter of 1983. A schedule was devised to begin immediate mine development, shaft sinking, environmental and land use permitting, and mill and tailings dam construction (Fig. 1). Meeting the scheduled startup date, April 1, 1985, required a fast track schedule in all areas. To this end, Asamera purchased the Oracle Ridge Partners concentrator. This was an assemblage of new equipment designed for use as a copper concentrator in southern Arizona. The purchase contained all of the major mineral dressing equipment - crushers, screens, rod and ball mills, etc. and an engineering package. It did not include most of the other required items, such as buildings, conveyors, pipelines, tanks, and pumps. At the same time, core samples were sent to two independent process development laboratories for initial flowsheet development. Due to the refractory nature of the carbonaceous ore, cyanide leaching was not feasible. Flotation was selected as the concentration process. Further testing showed that autoclaving of the flotation concentrate followed by cyanidation would result in overall recovery of about 85% gold. A mine manager was hired to begin assembling an operations staff, hire an environmental consulting firm, and begin mine development. Environmental and land use concerns were major obstacles due to the mine's close proximity to a city of 20,000 people. These concerns had to be rapidly defined so as to mitigate any adverse impacts from and mining processing operations. Baseline data dealing with weather, air and water quality, and sound were measured before start of mine construction. Concentrator and flowsheet development remained static until October 1983 while definition drilling and mine development proceeded. In late October, a process engineer was hired to coordinate development of a process flowsheet, purchase the remainder of the concentrator equipment, prepare a concentrator construction contract, finalize concentrator detail engineering, and combine environmental and process requirements with a tailings dam design. Process development There were only 17 months remaining to mill start up from the hiring date of the process engineer. Therefore, the process flowsheet had to be finalized rapidly. To accomplish this, samples of drill core from the highest grade (and therefore potentially the most commercial) ore zones were sent to an outside metallurgical laboratory to confirm beneficiation tests on the flotation process. Test results again showed that flotation would provide about an 86% gold recovery. Therefore, all further testing was concentrated on flotation and autoclave/cyanidation of flotation concentrates. Focusing on a well known process such as flotation was important in accomplishing the rapid design and construction of the concentrator. If, during these next phases, we were continually changing design concepts, layout, and process flow, the mill startup would have been delayed many months. Once a process flowsheet is selected the process engineer must obtain the process criteria needed to design the beneficiation system. For example, it was known in early December that the Oracle Ridge rod and ball mills were too small to grind 1.8 kt/d (2000 stpd) of Wenatchee ore. A decision had to be made to purchase a large, used ball mill and convert the Oracle Ridge ball mill to a rod mill. The process engineer must be cognizant of the process criteria needed to size and select equipment. If not, the process engineer must use the professional services of the equipment manufacturing companies to review the requirements that the equipment is asked to perform. For the Wenatchee system, this resulted in the adaptation of a ball mill to a rod mill with a weight limit of grinding rods to protect the mill bearings and drive trains. When a decision is required, the process engineer has to present the facts and options in a manner that allows a rapid decision. This information must include costs, equipment availability, and effect on the construction schedule. At the Cannon mine, there were process development details that resulted in decisions similar to the ball mill purchase. These included an increased flotation residence time from eight to 25 minutes, an increased thickener area requirement, a high pressure tailings pumping system, and area constraints in plant layout. All of these decisions had to be timely and required assistance from manufacturers' service engineers, and knowledge of the alternate costs and effects on construction completion. The economic developments and industrial behavior patterns that led to a lasting excess capacity in the world non-ferrous metals industries from the aid-1970s are explored. Detailed attention is devoted to analyzing and defining crucial concepts like "capacity", "excess capacity", "capacity maintenance" and "investments". Empirical evidence of capacity utilization and capacity growth in the industries under study is provided. The coincidence of excess capacity and low prices on the one hand, and investments in capacity maintenance and capacity expansion, on the other, is seen as a consequence of substantial declines in the metal industries' investment and production costs during the period studied.

In a proposed rulemaking regulating asbestos, nonasbestos varieties of Tremolite, Anthophyllite and Actinolite would be excluded from the regulations controlling permissible exposure to asbestos fibers. This proposed rulemaking is perceived as improving the scientific basis of the regulation of asbestos because it recognizes that there are no scientific data, either mineralogical or health related, which support the regulation of nonasbestos Tremoiite, Anthophyllite and Actinolite in the same manner as asbestos fibers. However, the proposed regulation, while representing a major advance in the treatment of AT A for regulatory purposes, does not provide an adequate analytical method for distinguishing between asbestos and nonasbestos particles, nor an adequate description of the regulated minerals. This paper addresses those topics, recommending that OSHA include an appropriate mineralogical definition, and implement a discriminate counting procedure to distinguish asbestos from nonasbestos particles.

This paper describes the formulation of mine ventilation network optimization as a standard nonlinear programming problem and the solution of the problem using the generalized reduced gradient (GRG) method. In general, the GRG method is regarded as one of the most effective and efficient methods for solving large-scale nonlinear programming problems. The variables considered in the network optimization include air quantity, regulator pressure loss, and fan pressure for each branch. Each of the variables is constrained by lower and upper bounds. This facilitates proper assignments of ventilation requirements and provides a great flexibility to include various situations encountered in mine ventilation. The objective of the network optimization is to minimize the overall air power consumed by or supplied to the network; whereas the constraints are, in addition to the variable bounds, the two fundamental network laws: Kirchhoffs voltage law and Kirchhoffs current law. A computer program has been developed based on the GRG method for the network optimization. An example of network with 18 branches, 8 regulators and 3 fans is included for illustration.
