Compania Minera Disputada de las Condes S.A. (Disputada) is proactively implementing closure and reclamation planning activities at its mining and beneficiation facilities (mining facilities) in Chile where regulations governing mine reclamation are not yet fully in place. These activities are being implemented to improve currently employed measures to protect human health and the environment and to enhance reclamation and facilitate future closure with regard to these areas when mining is completed. As part of this process, Disputada, with the assistance of Shepherd Miller, Inc., developed recommendations and guidelines for future closure and reclamation of the Disputada sites. These recommendations and guidance incorporate planning and operational and post-operational design considerations and practices, and standards used by the mining industry and regulatory agencies around the world. The criteria presented in the guidance are based on achieving conditions that will be suitable for the anticipated post-mining land use. This paper discusses the process and approach taken, and the results.

GENERAL DESCRIPTION OF THE METHOD The original application of sublevel caving was in ground so weak that it would collapse even in small headings when the support was removed. Heavily tim¬bered drifts were driven across the ore body; the timber was removed at the end of the drift, and the ore caved and slushed out. When dilution became excessive the next set was removed and so on. This method gave high dilution and poor recovery and was slow, but it was the only way to mine this type of ore body at that time. In more recent times the method has been adapted to stronger ground which needs to be drilled and blasted, so it is not a caving method as far as the ore is con¬cerned. However, the method does rely on the walls to cave and so the name sublevel caving has been retained. The method as presently generally applied is shown in Figs. 1, 2, and 3. Sublevels are established at approximately 7.6 to 12.2-m (25 to 40-ft) vertical intervals. They are usually accessed from a ramp system. A haulage drift is driven down the strike of the ore body, but in the waste. Production drifts are turned off the haulage drift and driven across the ore body on about 10.7-m (35-ft) horizontal centers. This divides the ore body into a geometrical pattern. Slot raises are driven at the end of the drifts near the ore-waste contact and the slot is expanded to the shape of the fan drilling. Up holes are drilled to break towards the slot at burdens of 1.2 to 1.8 m (4 to 6 ft). They are drilled past the next sublevel to the production drift im¬mediately above. When a sufficient number of fans has been drilled, production can start by blasting one or two fans at a time towards the slot. Load-haul-dump (LHD) units are used to muck the ore, which rills out into the drift. At first, when only a small area is mined, the walls may not cave, and the operation will be similar to open stoping. Later, sloughing from the walls will fill any voids created, and the ore after blasting will be con¬tained by the caved waste and gravitate downwards as mucking proceeds. The Penjom gold mine treats highly preg-robbing carbonaceous ore by using relatively inexpensive gravity and hydrometallurgical methods. The mine is a joint venture between Avocet Gold Limited, a subsidiary of Avocet Mining PLC, a U.K listed mining company with interests in gold and tungsten, and the Pahang State Development Corporation (PKNP) who receive a 2% royalty. The operating team at Penjom embarked on a programme of innovation during 1998 following a realisation that almost all of the primary ore in the gold deposit was highly carbonaceous in nature. Earlier attempts at desliming and leaching the deslimed product through a normal CIL circuit had failed, and through shear necessity, the team turned to new technologies which were considered most suited to the ore characteristics indicated from pre­feasibility testwork. Between April and September, 1998, the mine introduced three key processes, which combined represent the elements of "The Penjom Process". The gravity circuit was boosted to maximise the capture of leachable sulphide and free gold from the relatively carbon free cyclone underflow stream, kerosene and diesel blanking was introduced to treat the cyclone overflow and RIL (resin-in­leach) technology utilised to replace the existing CIL (carbon-in-leach) circuit. Further experimentation with selective resin in partnership with Mintek of South Africa yielded a significant improvement to the process during 1999. Minix­Dowex resin was introduced mid year to replace a non-gold selective resin, which had been used in a flotation/batch leaching circuit for about nine months. Lower carbon levels in the feed at that stage led to the abandonment of flotation and the introduction of continuous RIL, which has been adopted as the major chemical process at the Penjom gold mine since September, 1999. Given the proven performance of the circuit to date, this process may be considered as a low cost option for the treatment of highly carbonaceous ores, particularly those which are not refractory and contain a reasonable percentage of free gold.

INTRODUCTION "When there is an economic need for cleaning fine coal to low ash, the technical difficulties will be solved. The utilization of fines below 28 mesh will determine the degree to which beneficiation will be carried. Whenever these "fines" will be processed into smokeless fuels or used as new materials for the chemical industry or for hydrogenation, a higher degree of cleaning will be economically justified”.(l) This quote from the 1943 edition of Coal Preparation correctly anticipates the use of fines as "smokeless" fuel or as a future component of boiler fuel and a1 so as a raw material for the chemical industry or possible new uses such as for internal combustion engines. Fines utilization depends upon an economic need and possibly neglects to say an environmental need or a government funded development program as the prime mover for development. In any event, this conference is faced with the "need" to beneficiate fine coal and undoubtedly among the processes that will be discussed are the unit processes of future coal preparation facilities. HISTORY OF DEVELOPMENT It is interesting to look at where we have been, where we are now and where we possibly will be in the future. In order to put some limitations on this presentation, we will for the most part confine our remarks to this century and particularly developments since World War II. We also will limit our remarks to the preparation of bituminous coals in the United States, and for the most part, to wet processes. In the 1943 edition of Coal Preparation, clues to the processes being used to beneficiate coal are contained in the Chapter Titles. An extensive treatment of "Hand Picking" was contained in Chapter 8. Chapter 7 contained a description of methods for "Preparation at the Face". Chapter 18 dealt with "Slurries, Sludges, Slimes and Water Treatment" and defined this size of coal as being the size at which "Jigs and Chance Cones are usually dispensed with and other methods such as the hydrator, tables, and froth flotation are employed. Generally the limit is 1.7mm to 3.4mm. In the days before World War I1 the then modern bituminous coal preparation plant contained jigs or Chance Cones for the coarse material +6.35mm, concentrating tables, launders or some classifier type of coal washer for the fines (6.35 x 0.15mm), and froth flotation as the only method of cleaning minus 0.15mm coal which was used very sparingly.

This paper describes the surgical removal of a 24 ft dia. Slurry Shield TBM entombed beneath one of the country’s busiest commuter rail interlockings, the Harold Interlocking in Queens, NY, and the construction of the interface to a cut/cover tunnel which extended the mined tunnel section. A sophisticated SOE was built around the TBM to support active track loads within 8ft. of the excavation. Once the TBM head and guts were removed, a full round CIP lining was installed connecting the existing precast tunnel liner to the C/C tunnel under construction. All this construction was done on a narrow island of land without road access nestled between 7 mainline LIRR/Amtrak rail lines.

The Tilden Mine is an iron ore mining, processing and pelletizing facility located on the Marquette Iron Range in Michigan's Upper Peninsula. It has a designed capacity to produce 8 million long tons of pellets annually from 21 million long tons of crude. It is a partnership owned by The Cleveland-Cliffs Iron Company, Algoma Steel Corporation, LTV Steel Corporation, the Steel Company of Canada, Wheeling Pitts- burgh Steel Corporation and the Sharon Steel Corporation. Cleveland- Cliffs manages and operates the Tilden. The crude ore averages 35% iron and is primarily non-magnetic iron oxide and silica. The major ore mineral is martite. Hematite, earthy hematite, goethite and magnetite are also present. The principal gangue mineral is chert. The ore grains are mostly in the 10 to 25 micron size range which necessitates very fine grinding for liberation. The concentrating process is the most complex one used in the iron ore industry. The unique technology for Tilden was developed in the mid and late 60's. The design and construction occurred in the early 70's and operation of the first phase which was of 4 MLTPY capacity began in October. 1974. Expansion of the facility to the current 8 MLTPY capacity was completed in 1979. Chemicals are the key to the beneficiation process at the Tilden Mine. The flowsheet utilizes selective flocculation - desliming, cationic silica flotation and concentrate dewatering by thickening and filtering. Nine different process chemcals are used. The control of the reagent feed systems is highly auto- mated. The entire concentrator is operated from a central control room. The concentrator flow diagram is presented in figure 1. The plant consists of 12 primary autogenous grinding lines, a common crushing circuit to handle an intermediate product within the primary grinding section, 24 pebble mill lines with cyclones and deslime thickeners, 12 flotation lines, 4 concentrate thickeners and slurry tanks, 8 lines of filters with six machines per line, and 2 tailings thickeners. A pumping system was installed in 1980 to permit the direct return of tailings thickener overflow water back to the reuse water pumphouse.

INTRODUCTION The extension project of the East Line Subway of Atlanta's subway network includes the construction of two single track transit tunnels under Interstate Highway 285. The project will be in DeKalb County, Georgia. The length, width, and height of each tunnel are 54.25, 6.3, and 7.2 m (178, 21, and 23 ft) respectively. The ground cover above the tunnel crown ranges from 1.5 to 3.25 m (5 to 11 ft). A soil pillar about 5.5 m (18 ft) wide will remain between the tunnels. The construction of each tunnel includes (i) installation of 21 steel soil support pipes of 75 cm (30 in) diameter, (ii) jet grouting 15 soil cement shafts of 60 cm (24 in) diameter in the soil under the pipes, (iii) contact grouting behind the tunnel lining and between soil support pipes and pavement, (iv) excavation of soil inside the soil support arch, and (v) installation of steel pile foundation, steel sets, and permanent tunnel lining of cast-in-place concrete, all as shown on the cross section in Fig. 1. The soil profile can be described from top to bottom as cement/asphalt concrete pavement, a fill layer consisting mostly of stiff sandy silt/firm silty sand, a residual soil layer consisting mostly of silty sand/sandy silt, partially weathered rock, and solid rock.

The Henderson molybdenum mine, near Empire, CO, has operated since 1976 using a panel caving process and a rail haulage transportation system. After two decades of service, the rail haulage system required a substantial capital expenditure to improve operations. The timing for this worked well because Henderson was able to combine this capital need into a mine plan that addressed process bottlenecks and current mining practices as a new production level was designed and developed. This process was a logical step, following an equipment upgrade program, and became known as the Henderson 2000 project. One of the key components of Henderson 2000 is a new ore transportation system. Throughout Henderson's life, the bottleneck has been the rail haulage system. Henderson staff evaluated several transportation alternatives and decided on a truck haulage configuration feeding an underground crusher and conveyor system. This configuration will eliminate the haulage bottleneck and will allow the mine to increase capacity. The installation of this system will be completed by the year 2000. The second key component of Henderson 2000 is the development of a new 7175 production level to extract the lower reserves of the ore body. Henderson staff benchmarked other caving operations and compared their mining practices to Henderson's basic mining guidelines. It became apparent that Henderson's practices could become more efficient, particularly in the areas of drawpoint spacing and column heights. These concepts were incorporated into the layouts

There are two basic problems when one attempts to separate a solution of metal ions utilizing a chelation-solvent extraction cascade (commonly called liquid ion exchange). First, it is impossible to produce any great degree of separation unless the separation factor (also called selectivity, which is the ratio of the distribution coefficients) is very large. Second, the richest possible extracted product, using an infinite number of equilibrium stages, is at best only in equilibrium with the feed solution. These factors combined with equipment design considerations have led to a situation where only the most selective chelating agents are applicable to economic industrial operations. The authors know that distillation techniques are used routinely to separate compounds with nearly identical relative volatilities and that there should be a way of operating solvent extraction cascades in an analogous manner to obtain separations of metal ions. The advantage of this approach would be that solutions of metal ions of any desired purity could be obtained even if the separation factor was close to unity. This paper presents this idea and suggests some possible applications.

By offering savings in space and capital cost compared to ducted axial and centrifugal fan systems, horizontally mounted jet fans are commonly used worldwide to ventilate vehicular tunnels. They discharge high-velocity jets to transfer momentum to the surrounding airstream to induce longitudinal flow in the same direction as the jet. Vertically mounted jet fans installed in exhaust shafts have been successfully used to ventilate a large passenger rail overbuild in New York City. A comparison of shaft dimensions, vertical placement of the jet fans and measured shaft airflows is presented to evaluate optimum jet fan configurations. Measured shaft airflows are compared to airflows predicted by computational fluid dynamics (CFD) simulations of a three-dimensional model of the overbuild.

International Minerals & Chemical Corp.'s New Wales operation near Mulberry, FL, is reportedly the world's largest concentrated phosphate chemical fertilizer and phosphate-based animal feed ingredients complex. Its latest expansion represents a $191-million investment. Two Northwest draglines were put to work at the operation early last year and, according to a company spokesman, total production from the units have more than doubled that from older rigs. This article describes how the draglines are used and provides details on the New Wales operation. The principle product at New Wales is phosphoric acid, produced by reacting ground phosphate rock with sulfuric acid in large concrete attack tanks. For each ton of phosphoric acid produced, New Wales must dispose of about 4.5 t (5 st) of waste gypsum. New Wales stores the gypsum on-site, and uses durable Northwest draglines to help handle the material. Two Units Maintain the Gypsum Stack After the gypsum is separated from the phosphoric acid through 23-m-diam (75-ft-diam) vacuum filters, it is mixed with water from a 121-hm2 (300-acre) recirculating cooling pond and, in slurry form, is pumped to the top of a 121-hm2 (300-acre) gypsum stack located adjacent to the cooling pond. The slurry contains mostly gypsum (CaSO4), with small traces of silica and other elements. The water at this point is corrosive, containing from 1-2% phosphoric acid. Its pH usually ranges from 1.5-2.0. Water drains from the gypsum stack into the cooling pond. Only about 15% of the pond's water, however, comes from the gypsum stack; the balance is from various sources throughout the complex and is held in the pond to cool before being returned for reuse in the plant. About 97% of New Wales' water needs come from this recycling program. The gypsum remains on the stack, inert, ready for future processing if it becomes economically feasible. Throughout the handling process, Northwest draglines work around the stacks' rim, continually directing the waste flow and digging out dried solids to heighten the perimeter dike to provide more storage volume. When wet, gypsum is extremely soft. When dry, it compacts well and provides footing with enough bearing capacity to support the machines. Processing at New Wales started in 1975 and the gypsum storage area has already been built up 12 m (40 ft) above grade. A total of 14.8 km3 (12,000 acre-ft) of solids are now stored. 10.1 INTRODUCTION This chapter presents considerations which should be applied to heap leach pad site selection, site evaluation, and design, relative to the geotechnics of the site and ore. 10.1.1 General Guidelines are presented covering the topics encountered in design and construction of heap leach faci1ities. Because geotechnical characteristics vary from site to site, not all geotechnical topics associated with a specific heap leach facility are presented, and there may be exceptions to some of these guidelines. The general features of a heap leach facility (from Chapter 1) to be discussed in this chapter are: • Leach pad (including leach pad foundation and liner); • Heap; • Solution storage faci1ities (for pregnant and barren process solutions) ; and • Solution collection facilities (which collect and convey solutions in the heap and convey them to solution storage facilities). These general features are illustrated in Figure 10.1. Liners for these facilities are discussed in Chapter 11. Solution application systems and the sizing aspects of solution storage facilities are discussed in Chapters 6, 7, and 12. The general features listed above are constructed with and overlie naturally occurring materials (such as ore, borrow soils, and subsurface soils and rock). These natural materials are relied upon to perform in an acceptable manner as a component of the leach facility (such as the liner, drain material, and foundation).

Larger grinding mills continue to utilize large gear-driven drives or electrical wraparound drives. The panel will include presenters from operations with large mechanical and electrical drives. JIM HANDLEY: Before we get to the third and final session, I want to introduce my co-conspirator for this session, John Mansanti. John is manager of milling with Newrnont Gold Company, Carlin, Nevada, and was very active in securing participation in this innovative symposium. I'm Jim Handley and I'm with Cyprus-Amax Minerals at the Sierrita copper and molybdenum mine. Our third presentation is titled "Geared Up or Wrapped Up?" I hear this topic discussed, but never at great length. I think that's because the opinions are fairly strong and diverse, and people generally aren't reinforced properly in their arguments. The first person to enlighten us on this topic is Scott Bird. He has more than 20 years with Kennecott, is a graduate in metallurgical engineering from the University of Utah, and is currently operations superintendent and deals with this phenomenon every day.

Tunnel contracts often include provisions for pre-excavation probing and grouting for areas ahead of the tunnel heading. If grouting triggers are met, tunneling stops, and grouting is performed. There is substantial variation within the underground industry on what criteria are applied to the grout verification hole that is drilled post-grouting and before excavation resumes. The criteria for determination of the effectiveness should be dependent on the geology and local hydrogeologic conditions. The purpose of this paper is to present specific criteria that can be used by a practitioner to determine whether tunneling can resume or if additional grouting is required.

Jigging of the -2.8 +0.7-mm size fraction of a friable, low-grade manganese ore sample from Andhra Pradesh increased the Mn content of a concentrate by 7% to 8%, with an average recovery of 57%. The jig concentrate was mixed with the unjigged -0.7-mm size fraction and ground to -150 µm. The sample was then subjected to wet high-intensity magnetic separation (WHIMS). The magnetic fraction thus obtained showed an increase in Mn content of 6%, but with an overall recovery of only 50%. The results of hydrocyclone classification of -150- µm ground ore indicated that the method is not capable of upgrading the manganese content, as both ferromanganese oxides and aluminosilicate gangue minerals constitute the fine size fraction. However, when the nonmagnetic fraction obtained from the WHIMS of -150- µm ore is subjected to hydrocyclone classification and the underflow obtained is subjected to WHIMS again, an overall recovery of about 50% to 52% is obtained with at least a 7% to 8% increase in the Mn content of the product. The phosphorus content in the product is not reduced by either of the two combinations of methods. The complex association of phosphorus with all the major phases in the ore has been clearly demonstrated from the linear correlation between the distribution ratios of major constituent phases and phosphorus.

"SUMMARY The importance of information management was recognised in surface construction industry decades ago, and has increasingly being recognised through formal process and laws. Around the world, these laws and codes of practice are currently being drafted and enacted, to reflect the development of software tools and corresponding increasing adoption by industry. This paper deals with specifics of implementing information modelling in tunnelling business utilising BIM (Building Information Modelling) technology developed for buildings as well as similar technology developed for mining industry. Although BIM is recognized initially as a 3D digital representation of physical and functional characteristics of a facility, the real benefits come when complex capability through construction sequencing and even detailed programming (4D) and cost capabilities (5D) are included. INFORMATION MODELLING The Architecture, Engineering and Construction (AEC) industry requires the production of design and construction information, which involves the input from several teams. The tasks allocated to each team need to be carried out in a particular order and coordinated in order to benefit all those involved and the project itself; this is known as “collaborative working”. To ensure the quality, and guarantee that information can be used without change or interpretation, working processes and standards needs to be agreed upon or else it will hinder collaboration and have a negative impact on project delivery. Case studies show that the additional capital delivery costs due to uncoordinated, inaccurate and ambiguous information amounts to 20-25%. The solution to overcome these problems and improve collaborative working in a project is the adoption of BIM. It is a modern approach to the design, documentation, delivery, and life cycle management through the use of project information databases coupled with object-based parametric modelling. BIM requires traditional practices shifting from simple drafting to using 3D native models for building design environment. Additionally, it requires that models are equipped with information that has been traditionally decoupled in a text or other kinds of documents. The goal is not in creating a 3D graphic representation of design intent; rather, it is a comprehensive information management tool based on the simulation of design and construction build around a central repository."

The use of paste tailings as underground backfill and for surface disposal is rapidly expanding, and with it comes the requirement to understand and predict its long-term environmental stability. This paper presents the results from a kinetic testing study performed on cemented tailings paste mixtures under both subaqueous and subaerial conditions. In addition, the effects of grainsize reduction are investigated. It will be demonstrated that the long-term weathering behavior of tailings paste is controlled by its physical and chemical characteristics, as well as its placement conditions. The testing indicates that subaqueous disposal of paste inhibits acid generation, whereas the exposed samples produced acidic leachate despite the presence of cement added to meet geotechnical requirements.

Future mining systems will possess the ability to cut from crosscut to crosscut where advances could exceed 30.5 m (100ft). However, limitations arise when ventilating such mining systems. In deep advance mining, there will be no workers at the face to manually advance ventilation tubing or curtain. Additionally, traditional methods provide no means for maintaining face ventilation after the miner backs out. Problems such as these have suggested the need for innovative ventilation methods compatible with deep advance mining systems. The Bureau of Mines is currently considering a number of innovative ventilation schemes. One such method is the use of a jet fan to ventilate a deep cut. A jet fan is simply a freestanding fan using little or no ducting to direct the ventilation flow. Previous testing in large metal-nonmetal mine entries showed that jet fans provided adequate face ventilation for deep advances in large headings. Current testing will determine the application of jet fans in ventilating smaller coal mine entries. Another approach considered compatible with deep advance mining will use either exhausting or blowing tubing that can be remotely extended from crosscut to crosscut. During the mining cycle, such a device would extend automatically as the miner sumps into the face. The Bureau of Mines is considering several different operating designs using this tubing.

A current program of research on the explosibility of coal dust/methane mixtures is described. During the study an explosion test chamber based on a novel design has been developed. This 20 litre open chamber uses a rotating drum concept for dust dispersion and infra-red sensors for dust concentration measurement. The chamber design allows different initiators to be tested while varying methane gas and coal dust concentrations. A new approach to the determination of coal dust concentration is included with a description of a dielectric dust probe. The measurement technique is based on the change in dielectric constant as the proportion of coal dust in air between probe capacitor plates increases or decreases. Characterization of coal dust samples is of vital importance. The particle size distribution, coal proximate analysis and elemental analysis were studied. Coal dust was sourced from airborne collected samples, settled dust from mine sources and seam channel samples crushed and sized. Explosibility test results indicate that a very low concentration of coal dust can form an explosible mixture when dispersed in methane concentration of just below five percent. With low temperature initiators, the coal dust lean limit concentration rises rapidly as the methane concentration is reduced. An accurate knowledge of the potential explosion hazards of coal dust and coal dust/methane mixture is necessary to establish safe operating conditions in underground mines. The research results outlined extend knowledge in this area.

British Columbia's physiography - the mountains, valleys and watercourses - provides the basis for rich and varied plant and animal resources and for complex land uses. Mining alters the physical environment in a manner that may create a disproportionate impact on biological resources and land use systems. The object of environmental legislation is therefore largely the protection of the basic physical environment: land surface, water, and air. The pace of mineral exploration, placer mining, and underground and surface gold mining has recently quickened in British Columbia, testing the ability of both industry and regulatory agencies to respond to legislative requirements. Some parameters of mining activity have critical significance for environmental protection, for example: the area disturbed; the physical and chemical qualities of ore, waste and overburden; and the nature of materials handling. Acid mine drainage is a particular hazard. Provincial legislation that applies to mining includes the Mines Act, the Environment Management Act, the Waste Management Act, and the Water Act. Government of Canada legislation includes the Fisheries Act and the Metal Mining Liquid Effluent Regulations. Every new mine proposal in British Columbia is reviewed in the Mine Development Review Process, which receives its mandate from the Provincial Environment and Land Use Cabinet Committee. The proponent submits reports to the Mine Development Steering Committee in succeeding stages: Prospectus, Stage I (after which approval-in-principle may be granted by ELUC); and if necessary Stage 11.
