While costs of most commodities and services have increased markedly over the past 25 years, the cost of electricity has steadily declined. One of the reasons for this price decline is the improved efficiencies of generating plants which is shown in Fig. 1. 1,2 Another reason for this is the decline in coal production costs. Efficiencies for the best plant increased from about 32 percent in 1540 to about 40 percent in 1962 and then decreased slightly to 38 percent in 1965. The increase in efficiency for all plants (US average) has been even more notable, progressing from less than 15 percent in 1940 to about 32 percent in 1965. The chief reason for the improved efficiency is the change in operating steam temperatures. These increased about 12 F per year until 1200 F was reached in 1962. At this high temperature excessive corrosion of super-heater and reheater tubes was experienced and steam temperatures were dropped back to 1050 F and even 1000 F in some cases. To successfully compete against other energy sources for generating electricity, this corrosion problem must be solved so that operation at higher temperatures and thus, increased efficiencies will be possible.

Water occupies a dual role in our industrial society. It is the indispensable raw material, essential to life itself. It is equally an industrial nuisance, interfering with the production of industrial minerals, making construction difficult, flooding valuable land, and generally producing problems because it is in the wrong place at the critical time. The legal position of water as a nuisance, and the counter measures to be taken, have been well established procedures for determining the responsibility for damage caused by water, and the organization of drainage districts and flood control and levee districts have been legally tested many times. Thus there is rather adequate legal doctrine concerning water, the common enemy. But recently efforts have been made to regularize the position of water as a useful, industrial, commodity. Such laws are not new to the West, where the doctrine of appropriation for beneficial use is slowly becoming the water law. Elsewhere the University of Michigan has produced a "model" water law and efforts are being made to induce all of the states to use this law, or a slight variation of it, as the basis for legislation. There are many serious criticisms of the proposed "model"-law, and the writer strongly opposes many of the provisions. But the fact remains that water is, in itself, so useful and essential that laws have been, and will be, passed to insure the orderly development of our water resources and to prevent waste. The, most important aspect of these "water-use" laws is that, wise or unwise, the existing laws and the proposed laws have been "water oriented". "Water oriented" means that it has been tacitly assumed that the beneficial use of water, either surface water or ground water, is the overriding consideration.

Novel and innovative mining methods are attracting the attention of mining engineers at an unprecedented level. Historically, the US mining industry has responded rather conservatively to new technology. The financial difficulties affecting the domestic mining industry in the early 1980s changed attitudes toward new technology. The market contraction during that period, coupled with an expanding world mine capacity, created a serious oversupply of many raw mineral products. Many mining companies found that retaining a share of world markets while making a profit required drastic cost-cutting measures.

Bio-epigenetic sulphur deposits occur in Pecos, Reeves and Culberson counties of far West Texas. Sulfate reducing bacteria, utilizing hydrocarbons as energy, transformed gypsum into replacement limestone and hydrogen sulfide. Hydrogen sulfide, retained in the pores of the replacement limestone, was subsequently oxidized by highly oxygenated groundwaters, and native sulphur precipitated. West Texas sulphur was first recognized at surface exposures by William P. Blake, a geologist attached to the Captain Pope Military/ Scientific Expedition of 1854. Attempts were made in the early 1900's to mine these sulphur vent exposures by a retort method, but the ventures met with little success. In 1967, Duval discovered a large sulphur deposit near some of the old sulphur works in Culberson County. Duval also expanded reserves in a small sulphur deposit in Pecos County. The Frasch process, developed for producing sulphur from Gulf Coast salt domes, proved successful in West Texas type sulphur deposits also. However, modifications of the process were necessary to provide economical and efficient sulphur recovery from the varied ore occurrences. West Texas conditions and logistics require the ultimate in productivity to be competitive in the domestic and foreign sulphur markets. Several companies, in addition to Duval, are producing or have produced sulphur in West Texas. As of June 1, 1984, a total of 29.87 million mt (29.4 million long tons) of sulphur had been produced west of the Pecos River. Duval corporation has produced more than 88 percent of that total.

The reagents commercially used in coal flotation and their roles are reviewed and discussed According to their function the reagents are divided into often overlapping groups: 1. Collectors 2. Frothers 3. Conditioning Reagents Frothers have by far the largest effect on the amount of coal recovered They act not only in their traditionally accepted function of “bubble makers”, but in coal flotation they serve in a seldom acknowledged role of collectors. A lab flotation study on four samples of different coal ranks shows how these react to various frother families and proves that no froher is the optimum reagent for all types of coal. The advent of new technology in flotation equipment in the past decade has resulted in various novel designs of column cells, Jameson and Centrifloat™ cells, air-sped hydrocylones, etc. All should require special frothers or blends of frothers to meet their specific needs.

Recent on-going efforts to develop commercial coal cleaning beneficiation processes using chlorinated solvents-as the separating media will be described. True heavy media separations were performed on raw coal feedstocks, including Pennsylvania anthracite; Western, Eastern, and Midwestern bituminous; and lignite coals. Separation techniques included bath-type devices, cyclones, and liquid/liquid partitioning. Details on separation devices, removal of solvent, and recovery and recycling of solvent will be discussed. Projected costs of full-scale plants will be given for various coal sizes. A number of the coals evaluated are good candidates for beneficiation using chlorinated solvents. Coal beneficiation is desirable to provide needed coal quality. These needs include low ash fuels for coal water slurries and low sulfur fuels to meet emission regulations. In October of 1985, a paper, "Chlorinated Solvents for Coal Beneficiating"' was presented at the fall meeting of SME-AIME at Albuquerque, New Mexico. It reported the results obtained from various coals as feedstocks and of the separations using chlorinated solvents. These beneficiation results depended on true heavy media gravity and liquid/liquid partitioning separations. This paper will include detailed descriptions of the liquid/liquid partitioning process used in "Dow's Advanced Coal Cleaning Technology?2 and of the "Dow Solvent Recovery Technology.?3

The Robinson Mining District near Ely, Nevada, is one of the major porphyry copper districts in the world. Within the district is an east-trending zone of altered porphyry, metamorphosed sedimentary rocks, and sulphide mineralization surrounded by Paleozoic limestone, dolomite, shale and sandstone, Tertiary volcanics, and Quaternary alluvium. Six major disseminated ore deposits have been exploited in this eight-mile zone. About 20% of the district production has come from disseminated ore in metamorphosed sedimentary rocks found adjacent to altered quartz-monzonite porphyry. The following brief statements summarize the inter-relationship of porphyry, alteration, metamorphism, and mineralization: 1. Disseminated copper ore does not occur in unaltered porphyry or in unmetamorphosed sedimentary rocks 2. Sedimentary rocks have been only weakly metamorphosed where intruded, by unaltered porphyry. 3. Intensely metamorphosed sedimentary rocks are found only adjacent to, altered porphyry. 4. Many hydrothermal minerals are common to both altered porphyry and adjacent metamorphosed sediments. 5. Disseminated ore is found in altered porphyry and adjacent meta¬morphosed sedimentary rocks. 6. In general, there is a direct correlation between grade of ore in porphyry and copper content in the adjacent rocks. 7. Subway tunnels proposed for the Los Angeles County Metropolitan Transportation Authority (LAMTA) East Side Extension are to be excavated below the groundwater through an area of Los Angeles, California with dissolved hydrogen sulfide concentrations in excess of 200 mg/L. To address unique construction and worker safety issues, bench scale and field pilot test studies were conducted to evaluate various mitigation alternatives including in-situ oxidation by chemical injection, slurry pH adjustment to suppress H2S evolution, and chemical treatment to remove the H2S from the slurry and muck material. The results provided the basis for detailed hydrogen sulfide control specifications for the contractor.

Digital camera and computer technologies can be used to monitor mine slopes and provide real-time warning of rock falls. NIOSH researchers assembled a surveillance system using low-cost video cameras and computer software from the security industry to test its effectiveness. The system is designed to signal an alarm when motion is detected and to record images of the scene. Masking can restrict motion detection to specific areas within the camera view; sensitivity is adjustable. The time-stamped images provide a record that can help reconstruct and quantify an event. Video motion detection can augment standard monitoring methods to increase safety in surface mines.

The theoretical model based on fluid mechanics, in conjunction with the laser-Doppler velocimetry (LDV) measurements, elucidate the size-classification mechanisms in an industrial hydrocyclone. The model has no adjustable parameters and involves solving the Navier-Stokes equations to predict the liquid-phase velocities. The spatial-concentration gradients were determined considering the particle phase in the Lagrangian frame and the classification curve was determined by balancing the forces acting on the particle. The force balance requires liquid velocities, which in turn depend on the local volumetric concentration of the particles. Hence, complete modeling work involves coupling both the concentration and liquid-phase velocity calculations until convergence is reached. Finally, the experimental and predicted classification curves were presented for 250-mm hydrocyclone operating at high-percent solids.

Thin aqueous equilibrium film studies and surface tension measurements on a mixed surfactant system consisting of polyethylene oxide (a model frother) and potassium ethyl xanthate (a model collector) enable the interaction between the two surfactants at the air/solution interface to be elucidated. For the film containing the non-ionic frother, the interface was charged and addition of low concentrations of xanthate acted as a common electrolyte and reduced the thickness of the film inducing rupture. However, at high xanthate collector concentrations, the negative charge xanthate was found to interact with the non-ionic and caused a build-up of negative charge at the air/solution. Higher frother concentrations were necessary to produce non-rupturing thin films upon increasing the xanthate concentration.

A metallurgical complex to recover gold from highly refractory arsenical ore was recently commissioned by Sao Bento Mineraco. The plant, with a nominal capacity of 20 000 tonnes per month, is situated in the Minas Gerais province of Brazil. The process consists of run-of-mine milling, flotation, pressure oxidation of the concentrate, carbon-in-leach, elution and electrowinning, and effluent disposal. The paper provides an account of the investigations that resulted in the decision to install the pressure oxidation circuit, process and engineering design and plant start up. A comparison is made between the results achieved during the first two years of production and the design parameters.

A significant wollastonite resource has been discovered and evaluated near Seeley's Bay in southeastern Ontario. The deposit occurs in Grenville Frontenac Terrane granulite facies rock within a calc-silicate skarn in contact with Proterozoic-age gabbro. The steeply-dipping and tightly-folded wollastonite skarn beds are interlayered with diopside and quartz-feldspar skarns in a southwest-plunging synclinorium. More than 9 million tonnes of a drill-proven and inferred resource grading 41 % wollastonite has been identified, as well as an additional 3 million tonnes grading 30%. Mineralogical and process test work with the wollastonite from this deposit has demonstrated the potential to produce a high purity, high aspect ratio wollastonite product.

The Inland System supplies raw water to the industrial and domestic users in the City of Birmingham, Alabama. The Inland System, which is nearly 60 years old, consists of an approximately 57.9m (190 feet) high earthen dam across the Blackburn Fork of the Black Warrior River, a 39.6m (130 feet) high reinforced concrete intake structure, a 1524mm (60inch) diameter Dresser coupled steel transmission pipeline, and various distribution lines extending into Birmingham. The Inland System was owned, operated and maintained by the Industrial Water Board (IWB) of the City of Birmingham, an agency of the city government, from 1958 until 1994. In 1994, the City of Birmingham consolidated all water and distribution functions under the Birmingham Water Works Board (BWWB). In 1988, the IWB determined that the Inland System had reached a point where its reliability could not be assured without an in-depth evaluation and renovation. The IWB engaged Christy/Cobb, Inc. (CCI) of Birmingham as its consultant for the renovation work. CCI evaluated the Inland System and submitted a report to the IWB in April, 1992. The report contained several recommendations for capital improvements to the system including increasing the emergency spillway capacity, reconstructing the fuse plug, relocating public access to the lake away from the dam area, constructing a new intake structure, and constructing a tunnel through the dam abutment to deliver the water from the proposed intake structure to the existing 1524mm (60 inch) diameter supply line. The new intake structure and tunnel would provide for a future maximum demand flow rate as well as provide bypass and level control capabilities. CCI was authorized in 1992 to proceed with the engineering design for the renovation of the Inland System with emphasis on the spillway and intake structure. PROJECT DESCRIPTION The major component of the renovation of the Inland System was the new intake structure and tunnel through the dam abutment. CCI engaged Jenny Engineering Corporation (JEC) of Springfield, New Jersey as a consultant for the tunnel design. JEC was responsible for the design of the tunnel, the connecting shaft between the intake structure and tunnel, and the steel pipe final lining, while CCI was responsible for the intake structure and the connection to the existing supply pipeline as well as overall project management. CCI and JEC evaluated the project site in order to select the location for the new intake structure and set the alignment for the tunnel. A factor in the evaluation process was that the level of the lake could not be lowered to construct the new intake structure since the supply of water from the Inland System had to maintained. "Solvent extraction of copper pregnant solution (PLS) obtained from ammonium peroxodisulfate assisted leach was modeled using response surface methodology. Mixing speed, pH, reagent concentration and organic to aqueous (O/A) ratio were selected for testing. A pitched blade mixer was used in the experiment. Mixer speed contributed significantly to copper extraction significant, while pH had minimal effect on copper extraction. The response model developed has an R2 = 0.97 and Adeq precision of 28.3. A parallel kinetic comparing study using a straight blade Rushton turbine in a turbulent regime of mixing showed no difference (p-value =0.308) between peroxodisulfate assisted leach PLS and conventional ferric/sulfuric acid leach PLS- the power draw data support this conclusion. INTRODUCTION High arsenic chalcopyrite concentrates are a problem to the smelters all over the world due to high arsenic gas emissions during smelting. Therefore leaching is often the alternative for extracting the copper in these concentrates if dilution with low arsenic concentrate is not possible. High-pressure autoclave leaching is used. Alternatively, the use of stronger oxidants such as peroxodisulfate has been proposed [16, 18]. There is a concern brought up by the hydrometallurgy community about the faith of the organic extracting reagent coming into contact with stronger oxidant residue in the pregnant leach solution (PLS) and hence the efficiency of such extraction process. This work, therefore, looks to answer such concerns. PLS generated from leaching of chalcopyrite concentrate with the peroxodisulfate ion was used in this solvent extraction experiment. As a liquid-liquid extraction, solvent extraction involves contacting the aqueous PLS with organic extractant via mixing. Mixing is known to increase the interfacial area for mass transfer by decreasing the diffusion path length (Jussi et al.1997). EXPERIMENT Instruments and Reagents Reagent grade Acorga 5910 reagent was used in the experiment was supplied by Cytec (Current name Solvay), Ammonium peroxodisulfate and sulfuric acid were reagent grade obtained from Amazon. Apparatus The solvent extraction tests were carried in a 2000 ml plastic cylindrical reactor equipped with four 0.5” baffles. The Bureau of Mines measured respirable dust emission rates from overburden drilling at a surface coal mine and the transport of this dust to downwind locations. The emission rates were estimated by using multiple gravimetric dust samplers mounted on a cross-shaped tripod located immediately downwind of the drill. The transport of this dust was measured at more distant downwind locations by a combination of respirable gravimetric sampling and integrated bag sampling of sulfur hexafluoride (SF6), which was used as a tracer gas. Two modes of sampling were used: (1) At five sampling locations arranged in a semicircle around the drill. The radius of this arc ranged from 15.85 m (52 ft) to 71.32 m (234 ft). (2) In-line sampling at downwind locations with samplers located at intervals of either 10.67 m (35 ft) or 15.24 m (50 ft) for a total distance of 76.20 m (250 ft). Samples were taken 1 .22 m to 1.52 m (4 to 5 ft) above ground level. Test results for the semicircular test arrangements showed that at any downwind location, the maximum contribution of respirable dust due specifically to the drilling operation was 42%; the average for eight tests was 13.6%. In general, there was no correlation between the downwind distance of this maximum contribution and the maximum contribution itself because of changing wind direction. Test results for the in-line arrangements indicated that the transport of the dust from the drilling operation usually decreases rapidly with distance and that, even though the drill dust may produce significant health hazards for the drill operator and drill helper (or other personnel in the immediate vicinity), the exposure of downwind personnel to drill-generated dust may not be a significant problem.

In this paper I use the term "industrial minerals" in its broad general sense, and I distinguish two main groups. The first consists of the bulk materials, characterized by low unit price, nearness of deposits to markets, relatively simple methods of extraction and processing, and a tendency to be closely related to the construction industries. The second group includes those materials valued for exceptional purity, or for some special property such as hardness, immunity to acids, or dielectric strength. These materials are produced in smaller amounts, at high unit values, from deposits notably restricted in. distribution; and they require more or less sophisticated methods of production and beneficiation. The applications of this second group are not closely tied to any particular part of the economy. From the way in which the commodity committees of the Industrial Minerals Division are set up, I take it that the chief interest of most members is with the first group of materials mentioned above. Hence this paper will deal mainly, though not exclusively, with such bulk commodities as sand and gravel, clay, and stone. The first word in the title of the paper also requires brief explanation. It is here given a threefold interpretation. First is the role of the industrial minerals themselves in industry; this would probably be taken as the conventional meaning of the title* The second is the role of the industrial-mineral producers as citizens of the community. The third is what may be called the scientific role of these producers.

An essential prerequisite to expanding the application of longwall mining techniques in the United States is the development of a better understanding of the mechanics of rock mass deformation near the mined seam, in the inter- burden and at the surface. The results of studies of this type will provide a basis for the development of empirical and/or numerical modeling techniques to predict the rock mass response to mining both near and far from the mined seam. This will lead to improved gate and panel design, resulting in maximum recovery, increased productivity, as well as provide a mechanism for assessing likely surface effects induced by long- wall mining. Presented here is the instrument plan to be used at Kitt Mine No. 1 in the study of rock mass response to two adjacent longwall panels.

The value of US industrial mineral output last year was $20 billion, a 12% decline from 1981. A glance at the accompanying table and a review of the comments made by several contributors reveals how poorly many industrial minerals fared during 1982. Bromine and peat posted a 6% increase in production while recovered sulfur showed only a 3% gain over 1981. Pumice, salt, and dimension stone managed to stay more or less even with 1981 production. However, most industrial minerals posted losses for the year from 3% for vermiculite, sodium carbonate, and gypsum to 49% for ilmenite. Naturally, the depressed economy is to blame for decreased production and consumption. Low steel and auto production, lower housing starts, and many other factors impacted the industrial mineral industries. Hopefully the worst is over. Interest rates are down, energy costs are decreasing, the automobile and housing industries show signs of picking up. Perhaps the 1983 annual review will be less gloomy.
