Mr. Chairman, Fellow Keynoters, Ladies, and Gentlemen: It is purposed to consider the theme of this meeting, "The 1970's - Pivotal Decade for the Mineral Industries," from the particular -- some would say peculiar -- point of view of one engaged in mineral engineering education, and this coign of vantage prompts the textbookish subtitle, "Problems and Solutions (?) in Undergraduate Mineral Engineering Education." Three interrelated problems, or problem areas, will be presented and discussed, and where solutions seem to be emerging or seem worthy to be suggested, they will be identified. The three problems are: 1. The goals, and therefore the course requirements, of the undergraduate curricula are in question, 2. The unit costs of undergraduate education appear excessive to those who bear the charges, and 3. The social ambience of the day affects for the worse the work attitudes and the career motivation of both prospective and in-course students. The Need. - Any discussion of these problems must bottom upon recognized national needs for minerals and a technologically sound minerals industry staffed by competent engineers, particularly at the exploration, development, and production levels, Fortunately, these needs have been recognized and to some extent quantified, and they are even now under further intensive study by some of the most competent members of our society and profession. The latter reference is, of course, to the current work of the National Commission on Materials Policy (U.S.A.) under the executive directorship of Dr. James Boyd. With the recent technological advances; Tunnel Boring Machines (TBM) have become a viable economic alternative to drill and blast in hard rock excavation. These machines are finding increasing use in underground mine development due to the potential benefits they offer. The successful application of TBM technology to mining depends on the selection of the most suitable equipment and cutting tools for the rock and ground conditions to be encountered. In addition to required testing and geotechnical investigations, cutterhead design optimization is an integral part of the machine selection to assure a successful application of the machines in a specific project. This paper presents and discusses the back-ground of TBM application in a mining environment and the lessons learned, the process of conducting site investigation and the necessary laboratory testing together with machine selection and performance estimation for TBM use III mine development.

The integrity of shale gas wells in longwall chain pillars under the influence of longwall mining is a safety concern for both coal and gas operators. Previous modeling studies of gas wells in longwall pillars have shown that a FLAC3D model can predict longwall-induced stresses and deformations in gas well casings with reasonable accuracy. The predicted casing deformations can be verified by multi-finger caliper survey. This study concerns the influence of longwall mining on eight shale gas wells in a shale gas well pad located in the chain pillars between two adjacent longwall panels under 1,030 feet of cover. FLAC3D modeling was performed to predict longwall-induced deformations in gas well casings based on site-specific mining and geological conditions. Small deformations less than 0.5 in were predicted in the intermediate casing above 600 ft depth, and very small casing deformations less than 0.15 in were predicted below 600 ft due to high abutment pressure and high frictional resistance along the weak bedding interfaces. After the first panel was mined, a 56-arm caliper survey was performed on one of the wells to measure the longwall-induced casing deformations in the intermediate casing. The predicted casing deformations were then compared with the measured deformations, which indicated that the prediction was generally in good agreement with the measurement in terms of deformation locations and magnitudes. Findings from this study provide valuable information not only for stability assessment of shale gas wells in longwall chain pillars but also for developing engineering guidelines to preserve casing integrity through adequate pillar and casing design.

"An industrial waste liquor having high sulfate concentrations was subjected to biological treatment using the sulfate-reducing bacteria (SRB) Desulfovibrio desulfuricans. Toxicity levels of different sulfate, cobalt and nickel concentrations toward growth of the SRB with respect to biological sulfate reduction kinetics was initially established. Optimum sulfate concentration to promote SRB growth amounted to 0.8 - 1 g/L. The strain of D. desulfuricans used in this study initially tolerated up to 4 -5 g/L of sulfate or 50 mg/L of cobalt and nickel, while its tolerance could be further enhanced through adaptation by serial subculturing in the presence of increasing concentrations of sulfate, cobalt and nickel. From the waste liquor, more than 70% of sulfate and 95% of cobalt and nickel could be precipitated as sulfides, using a preadapted strain of D. desulfuricans. Probable mechanisms involving biological sulfide precipitation and metal adsorption onto precipitates and bacterial cells are discussed.IntroductionIndustrial effluents from hydrometallurgical and mineral processing operations often contain high sulfate and metal concentrations posing significant disposal problems, which require urgent solution to avoid serious environmental contamination. In such waste liquors, sulfate and heavy metals such as cobalt, nickel, zinc and iron originate from the chemical or biological oxidation of exposed sulfide minerals. Reduction of sulfate and precipitation of toxic metal ions from industrial wastes is essential from the viewpoint of environmentally acceptable waste disposal and recovery of associated strategic metals.Many of these heavy metals are essential for metabolic activity of bacterial cells at low levels. But they exert toxic effects at concentrations encountered in polluted water. Removal of toxic metals through biological reduction of sulfates from industrial waste waters have been practiced for several decades. Metal remediation through common physicochemical techniques such as oxidation-reduction, chemical precipitation, filtration, electrochemical treatment, evaporation, ion exchange and reverse osmosis processes is expensive and not suitable in the case of voluminous effluents containing complexing organic matter and low metal concentrations. Further, strong and contaminating reagents are used for desorption, resulting in toxic sludge and secondary environmental pollution. Biotechnological approaches can be more efficient and cost effective for detoxification of such effluents. Biotreatment/ bioremoval offers several advantages over conventional chemical and physical treatment technologies, especially for diluted and mixed contaminants. Biological detoxification, which involves the use of microbes to detoxify and degrade environmental contaminants, has received increasing attention in recent years (Iwamoto and Nasu, 2001). In addition, valuable metals can be recovered from metal sulfide sludge (Boonstra et al., 1999)."

The shift to lower grade iron ores, e.g., magnetic taconites, resulted in a shift towards agglomeration practices which could effectively deal with the fine particle sizes generated in the liberation and concentration processes. If the iron bearing particles are not extremely fine, e.g., -1/2 in + 100 mesh, sintering is an adequate means of agglomeration.(1) For the more dispersed ores which result in fine concentrates (more than 80%,-325 mesh), the fine particles must be agglomerated by mechanical means before final hardening, e.g., pelletizing.(1) In the pelletizing process, the essentially mechanical step of balling is extremely critical since the strength of the pre-fired pellet determines the firing conditions. The ability of the proper amount of moisture to hold together a ball of the very fine ore concentrate particles has long been recognized. It is a charac¬teristic of the reaction at the interface between the ionic solid of the ore concentrate and the polar water phase which overlays the solids. The strength in such moisture laden balls, the green strength, is a strong function of the water content (Figure 1) and thus deteriorates rapidly for either a small excess or a small deficiency of moisture. For purposes of commercial practice, the control of green ball handling properties by accurate control of ball moisture is too demanding. Moreover, as the ball is heated towards its hardening tempera¬ture, e.g., 1300'C, there is a substantial drying reaction which would lead to such a low dry strength of the ball that it would not support its own weight much less the weight of other balls in a firing furnace.

The rising costs for and the possibility for limited availability of electrical energy are emphasizing the continual conflict faced in the selection of comminution circuits used in preparing ores for concentration, namely; capital cost vs. operating cost. Frequently, the circuit with the lowest capital cost is not the most efficient in the use of electrical power and wear resistant materials. The simplest circuit in terms of flow, pieces of equipment and capital cost is the single stage autogenous or partial autogenous circuit used to grinding primary crusher discharge or run of mine ore to the desired product size. (Fig. 1) From this circuit, complexity increases to multi-stage crushing circuits preparing feed for multi-stage grinding circuits. Fig. 2 showing a three stage rod mill ball mill arrangement is an example of a complex grinding circuit. Stage concentration further complicates the flow. Multi-stage circuits being the most expensive to install, often give the greatest operating flexibility and offer the best possibilities for the most efficient use of available power and wear resistant materials. Within available grinding circuits, other comparisons such as high speed vs. low speed mills, grate discharge vs. overflow discharge, metal liners vs. rubber liners, high charge vs. low charge, etc. all add to the conflict

The hydrothermal agglomerating process described (U.S. Pat. 3,235,371, (1966)) is different from the conventional high temperature processes. Green pellets or briquettes made with mixtures of moist iron ore concentrates and burned or hydrated lime fines are hardened in an autoclave at 198°C and under steam pressure for 1/2 to 5 hours, with or without previous drying. Under the neutral conditions, oxidation of magnetite does not occur as in the conventional processes. The resulting agglomerates are hard and resistant to abrasion and weathering, and they do not disintegrate in the Linder test. The equipment required for the process is not complicated, and favorable operating costs are projected because of the low temperature and efficient heat recuperation. A low capital investment makes the process attractive even when the annual pellet production is below a million tons.

The implementation of NAFTA in January of 1994 was expected to have small but beneficial effects for the Mexican economy, mostly through increased investment flows. Mexico's mining industry was especially likely to benefit, as mineral investment funds would be diverted to the now safer Mexico and away from similarly endowed but more risky Latin American mineral economies. The results of the past two years have shown that it is governments and macroeconomic factors that influence investment flows, rather than the fine-tuning of trade flows through so called "free-trade" agreements.

"Diesel particulate matter (DPM) remains a health concern in many underground metal/nonmetal mines, and has been regulated by the Mine Safety and Health Administration since 2002. While the NIOSH 5040 standard method for DPM monitoring is required to demonstrate regulatory compliance, the FLIR Airtec DPM Monitor can serve as complementary engineering tool. It is a handheld instrument that offers near real-time measurements. As part of an ongoing field study, the Airtec has been used to survey elemental carbon concentrations (a proxy for DPM) in an underground stone mine. Via “spot-checking” and more prolonged area monitoring, this effort was aimed at determining spatial and temporal DPM variation in several key locations. INTRODUCTION Diesel particulate matter (DPM) is the solid fraction of the exhaust emissions from a diesel engine. It is largely made up of elemental and organic carbon (EC and OC, respectively), which can be measured as proxies for estimating mass concentrations of DPM. The National Institute for Occupational Safety and Health (NIOSH) considers DPM to be a health hazard and potential carcinogen [1]. It is believed to cause and/or exacerbate respiratory illness upon inhalation, deposition, and retention in lung tissue [2]. Since DPM exists in both the micro- and nano-particulate ranges, it can surpass typical auto-immuno defense mechanisms that keep larger particles out of the respiratory system [2]. Relative to other occupations, the DPM exposure potential for underground miners is high because these individuals work in enclosed environments where diesel powered equipment is frequently used [3,4]. A variety of engineering and administrative controls have been devised to reduce DPM exposures in underground mines, and increased airflow is often a key component of control strategies. In large-opening mines, which are most common in the metal/nonmetal sector, DPM abatement via increased ventilation can be especially complex due to moving and controlling the large air quantities [5]. The Mine Safety and Health Administration (MSHA) has regulated DPM exposure in metal/nonmetal mines since 2002. The final rule limits personal exposure to total carbon (TC, which is the sum of EC and OC) to an eight-hour time weighted average (TWA) of 160 µg/m3. To demonstrate compliance, operators must use the NIOSH 5040 Method [6]. However, the Airtec DPM Monitor (FLIR Systems, Inc., Nashua, NH) was developed as an engineering tool to provide near real-time measurements of both EC and TC for tracking personal exposures [7]. The portable Airtec works by capturing DPM on a filter and successively measuring laser extinction on the filter as DPM accumulates; the EC fraction of the DPM is dark, and so as it accumulates the filter becomes darker and absorbs more laser light [8]. The laser extinction value is directly correlated to EC, but since EC and TC are generally observed in consistent proportions (i.e., TC = EC*1.3), the Airtec is also programmed to display TC as a TWA [9]. There have been multiple studies conducted to validate the Airtec and the instrument has been adopted by some mine operators as a tool for their health and safety programs [3,8]."

"The term “aggregate” has a number of definitions depending primarily on the use of the material. Aggregate in some context is sand, gravel, crushed stone, slag or other material of mineral composition used in bituminous and portland cement concrete, mortar, plaster, railroad ballast, filter beds and a variety of other uses where aggregates can be utilized.Of the natural aggregates, crushed stone is widely used for most construction purposes. Crushed stone can be mined from a variety of rock types such as limestone, dolomite (dolostone), granites, and granitic type rocks, basalt, gabbro (trap rock), sandstones, schist, marble, gneiss, quartzite, rhyolite, as well as other rock types. The U.S. Geological Survey (USGS) breaks down the rocks by type sold as follows: limestone, dolomite, marble, calcareous marl, shell, granite, trap rock (basalt, diorite) sandstone/quartzite, slate, volcanic cinder and scoria and miscellaneous stone.In 2015, the USGS estimates that 1.32 Gt (1.45 billion st) of crushed stone were produced in the United States. The volume of crushed stone produced, and the numerous mines that produce it make the crushed stone industry the largest mining industry in the United States. The five leading states for production of crushed stone in 2015 were Texas, Pennsylvania, Missouri, Florida and Ohio. The size of the first two states certainly helps in output because of the large market area. The remaining states benefit from being able to barge along rivers to outside markets in adjoining states. Georgia producers rail large amounts of granitic aggregate to Florida and adjacent states devoid of crushed stone aggregate, especially skid resistant aggregate (aggregate used on the top course of asphalt roads)."

An airborne dust survey was conducted at the Arthur W. White mine of Dickenson Mines Limited by CANMET/MRL and Dickenson Mines Limited Staff in April 1990 for the purpose of evaluating environmental conditions underground and in the surface mining plants. The survey was designed to measure respirable silica, total arsenic and lead concentrations at several workplaces. In addition, settled dust and rock samples were collected from workplaces and analysed for total arsenic content. More importantly, arsenic exposure data were needed to evaluate the impact of Ontario Regulation 176/86 as amended by Ontario Regulation 23/87. A total of 165 area and personal air filter samples were collected during the study. Of these, 85, 67 and 13 samples were for arsenic, silica and lead respectively. Sampling aid analyses were performed according to the Ontario Ministry of Labour Regulations. More than 90% of the workplaces sampled for respirable silica, total arsenic and lead were below the Ontario Ministry of Labour Regulations; and 10% of the workplaces sampled for arsenic shaved concentrations above the Threshold Limit value (TLV) proposed in the Ontario Regulation 176/86 as amended by Ontario Regulation 23/87. These results were used to identify occupations and/or workplaces where more sampling and control measures were required respirable silica, total arsenic and lead. This paper describes the results of the dust sampling program conducted at Dickenson Mines Limited.

Investigators have attempted to develop lime refractories on a scale for broad applications in the metal and ceramic industries for several decades. There was a flurry of activity in the early to mid-fifties but no commercial developments were forthcoming. The literature of that period yields little information on plant trials. A major factor suppressing past interest in lime has to have been the high success with the application of magnesic and dolomitic materials. These materials, usually tar-bonded or impregnated, have become the refractories success story of the past two decades, especially in BOF applications. It is safe to say that their development and application has essentially plateaued, and that work today is focussed on finding cheaper paths to produce MgO-based refractories. For example there are efforts underway to extract MgO from mineral magnesite and to combine natural dolomite with MgO1. Beginning in the late sixties, rather intensive research began on the development of CaO brick, especially in East and West Germany, in Poland, and other communist bloc satellites, 'and also in Italy and Spain. One speculates that the motivation was a regional shortage of good magnesia and dolomitic material. Of course, There has always existed the prospect of cost savings should it be possible to use raw limestone as the starting material. Quite a large literature has appeared treating of these developments which in the early seventies had already reached full plant scale trials and uses. Some of the directions followed in the research have led to novel methods of brick manufacture.

The Cove gold-silver deposit is located 50 km southwest of Battle Mountain, Nevada and 1.5 km northeast of the McCoy Mine. Total proven and probable reserves are 48.7 Mt (53.7 Mst) with an average grade of 1.85 g/t (0.054 oz/st) Au and 87.1 g/t (2.54 oz/st) Ag. Mineralization is hosted by Triassic carbonate and siliciclastic rocks in two separate orebodies. Oxide ore consists of disseminated gold and silver in clay-altered, manganese-flooded limestone. Sulfide ore is dominated by pyrite-sphalerite-galena veins in siliciclastic rocks and sandy dolomite. Gold and silver occur in the native state, associated with the base metal sulfides. Mineralization is interpreted to be the distal expression of a porphyry system. The McCoy gold (copper) deposit is interpreted to be the proximal expression of the same system.

The logic of regression analysis as an operations research tool is critically examined, and a formal basis for its application to mining problems is developed. The traditional view of regression analysis as a statistical discipline does not provide an adequate basis for evaluating a regression model in a specific area such as ore reserve calculation or process control. In particular, the validity of the residual-sum-of-squares criterion is questioned, and the need for a criterion based on interpolative features of the model is emphasized. Strictly speaking, a regression model is statistically supported only at points at which observations are available, yet inferences are drawn with regard to a continuum. When considered as a mathematical function, therefore, the model is observationally defined only on a domain consisting of a finite number of points. Extension of this domain to an interval of the real line must be based on physical rather than statistical argument. Vector space and function theory concepts useful as a logical framework for a physically oriented problem analysis are discussed and their usefulness demonstrated in a practical problem.

Microcomputers are becoming more convenient to use at all levels of the business world, including the mining industry and mine offices. The state of the mining industry requires that we become more productive and innovative in our analysis of deposits and operations. With the help of computers, examination of options to increase productivity can be performed quickly and inexpensively. Effective use of the computer for designing underground workings combines the calculation power and speed of a computer with the technical expertise and judgment of the engineer. Computer programs can perform calculations in minutes that could take an engineer several months. The engineer must be on guard when using the computer for any calculation because it is very easy to assume the results produced by a computer program are always correct. The computer is a sophisticated calculator but cannot recognize logical errors nor transposition of numbers. Also some intuitive or obvious decisions made by an engineer are difficult or impossible to program effectively.

The remarks that follow are based substan¬tially on experience covering 45 years, 80% of which have been in placer work, rather than on a review of available literature. Most commercial placers have been deposited by the action of water. The richer and more-difficult-to-mine placers are those in the headwater areas where gradients are steepest. The most lucrative placers are generally in intermediate areas where volumes are greater, fewer boulders are present, and gradients are from 3% to 1 ½ . The higher volume, lower grade placers are in the lower reaches of river systems where gradients are lower. Where gold-bearing rivers have discharged into the sea, wave action can concentrate values on beaches, past and present.

California's Surface Mining and Reclamation Act (SMARA) was passed in 1975 to identify and protect mineral resources in areas of high land use conflict and ensure reclamation of mined lands. Under SMARA, aggregate resource availability is quantified and compared to forecasted demand in specific market regions. Fifteen regions studied thus far cover 51,800 km2 (20,000 sq miles) and contain 45 Gt (50 billion st) of high-quality aggregate resources that have been legally designated as "regionally significant," providing a measure of protection previously unavailable. SMARA reports and state testimony at local hearings have supplied objective information and helped reduce conflict in mine permitting decisions.

The purpose of this paper is to describe two systems designed to provide estimations in stratigraphic orebodies for the purposes of detailed mine planning. The first is a completely geostatistical approach and the second is a combined geostatistical/deterministic approach. The essential features of both systems are the estimation of stratigraphic ore boundaries and the subsequent use of those boundaries to provide stratigraphic (or zonal) control for block and point grade estimation (kriging). Both systems are illustrated by application to a section of, the Hilton orebodies, Queensland, Australia.

Introduction The gas shortage is going to be with us for some time to come. If we can set aside political and industry rhetoric (along with subjective personal opinions), we still are confronted by two serious "facts of life": (1) for almost a decade the U.S. has been consuming natural gas at a greater rate than we have been finding new reserves; and (2) there is a finite amount of natural gas present within the earth&apos;s crust. Much of the known and easily exploitable sources of gas (the so-called "conventional" sources, such as the high permeability sand reservoirs of the Tertiary sequence along the Gulf Coast) already have been developed; their production is declining rapidly. The total producible reserves from conventional gas reservoirs amount to only 216 Tcf, less than an 11-year supply. However, several large potential resources of natural gas remain to be developed. These "unconventional sources" have low permeability and/or peculiar producing characteristics. The DOE program for development of these unconventional sources of gas is called the enhanced gas recovery (EGR) program. The primary goal of this program is to provide a data base of resource characterization and production technology that will lead to commercial development. DOE will encourage and support industry participation in developing and demonstrating technologies needed to reach this goal. Unconventional Resources Four major unconventional resources of gas have a high potential for commercial development. There are other unconventional sources (such as gas hydrates) that are too poorly defined to warrant a major development thrust at this time. The four unconventional sources of gas currently included in the EGR program are: 1. The carbonaceous shales of Devonian age in the Appalachian, Illinois, and Michigan sedimentary basins are the targets of the Eastern Gas Shales Project (EGSP). 2. The low permeability, low porosity so-called "tight" gas sandstones of the Upper Cretaceous/Lower Tertiary in the Rocky Mountain areas constitute the resource target for the Western Gas Sands Project (WGSP). 3. The free methane trapped in coal beds of both the eastern and western U. S. constitute the Methane from Coal Beds Project (MCBP). 4. The abnormally high pressured, high-temperature saltwater aquifers of the Texas-Louisiana gulf coast are targets of the Geopressured Aquifer Project (GPAP). Basic implementation strategy for these EGR projects involve (1) assessing and characterizing the resource potential of the resource; (2) conducting cost-shared field testing with industry to improve, develop, and demonstrate various stimulation and production technologies; (3) coordinating EGR activities within DOE and with other federal agencies (such as the Bureau of Mines) to minimize duplication; and (4) aiming all projects toward commercial development of the gas resources. EGSP What type of "geological animal" is the EGSP dealing with? While gas undeniably is related to the occurrence of natural fracture systems within the shale, the overall producing mechanism and precise location of fractured, gas-bearing locales within each basin is still poorly understood. By developing reliable resource characterization techniques and applying effective stimulation technologies we intend to elevate the Devonian shale from the status of a potential gas resource to that of a proven gas reserve. Once we have done this the private sector can take over the large-scale commercial development of the Devonian shale gas resource. WGSP The second largest project (both in terms of complexity and level of funding) is the WGSP. The primary targets for this project are the low permeability (< 1 md) gas sandstones of the Piceance, Uintah, and Greater Green River basins and the Northern Great Plains Province. Project success in these four primary geologic locales will permit investigating additional low permeability sandstones in 16 other sedimentary basins. It appears that the only practical means of increasing permeability and resultant flow rates from these sandstones lies in the use of massive hydraulic fracturing techniques. Unfortunately, it is still too early to design such jobs with predictable results. MCBP The MCBP is to be involved in producing and utilizing methane derived from coal beds. "INTRODUCTION Located in the state of Colima, Peña Colorada is one of the largest iron ore operations in Mexico. The project is owned in equal parts by ArcelorMittal and Ternium. Though boasting a production capacity of 4.5 million tons of concentrate per year, Peña Colorada is faced with declining ore grades. In order to respond to this situation, Peña Colorada had to expand production even further. This expansion created various challenges that were overcome by the adoption and application of new technology. Examples of these technological innovations are discussed in detail in this paper and include improvements in geo-modeling, mine planning and mine operations. The successful implementation of these technologies paid for itself many times over, and has led to significant improvements in production and performance, while lowering the operating costs and reducing the variance between planning and execution. PROJECT OVERVIEW Peña Colorada is a mining company which produces about 30% of the iron ore in Mexico. This project generates about 1,200 direct jobs and 3,000 indirect jobs, making a significant contribution to the local economy. Similarly, Peña Colorada invests in its local communities through numerous educational programs, scholarships, university agreements, social development, environmental agreements, etc. Peña Colorada’s operations consist of an open pit mine located in Minatitlán and a pellet plant located in the port city of Manzanillo, as shown in the location map below:TECHNOLOGICAL INNOVATIONS Most mining projects around the world typically follow the logic of “mining the next best ore”. Consequently, head grades tend to decline over the life of the mine. In the case of Peña Colorada, a decline in head grade combined with a decline in iron ore prices forced the operation to adapt to a new business environment and adopt new technologies to face these challenges. However, the first step along this process was to increase the confidence and reliability of the resource model. This task involved additional drillhole campaigns coupled with more detailed modeling techniques. Once the block model was completed, new optimization studies and production schedules were evaluated with new optimization tools that unlocked significant project value in many aspects of the mine plan.
