The Illinois State Geological Survey's program in industrial minerals is twofold-the gathering of information on mineral raw materials and the generation of data on the use of these materials. The first function is carried out by the Industrial Minerals Section and the Clay Resources and Clay Mineral Technology Section of the Geological Group, and the second is the responsibility of the Chemical Engineering Section of the Chemical Group. Gathering in formation on raw materials includes both mapping of resources and fundamental geological research. Recent and current research projects include studies relating lithologies of limestones to their physical properties, investigation of sulfur dioxide reactivity of various types of limestone, lithostratigraphic studies of limestones of Mississippian age, investigations of heavy minerals in Cretaceous, Tertiary, and Pleistocene sands, studies of the environments of clay deposition, electron microscope studies of clays and limestones, and investigation of long-term expansion in ceramic products. A relatively recent development that relates more to dissemination of information than to research is environmental geology. This affects the Survey's industrial minerals program chiefly by stimulating the study of rock and mineral resources in metropolitan areas and reporting the results for the land- use planner as well as the engineer or mineral producer. The Survey's program of research on the use of industrial minerals was expanded and diversified in 1966. Incorporating a minerals beneficiation lab, the program is designed to develop new uses for existing mineral resources and to assist producers in implementing these ideas: Projects of the minerals engineering program have included the separation of a feldspar concentrate from certain glacial outwash and river sands, recovery of kaolinite from the waste from silica sand operations, development of the use of an Illinois clay as a binder for pellets, and investigations into the use of fly ash and fluorspar mine tailings.

Shale gas wells drilled in longwall chain pillars are influenced by longwall mining. Longwall mining on each side of the chain pillars can create overburden movements and induce deformations in gas well casings. If the deformations result in a casing breach, intrusive shale gas could leak into the longwall mine with serious safety consequences. This study concerns five shale gas wells in the chain pillars between two adjacent longwall panels in the Pittsburgh coal seam under a cover depth of 670 ft and a mining height of 7 ft. The gas wells were constructed with typical casing design, but a casing cementing alternative with uncemented production casings was practiced. Four production casings were uncemented, and one production casing was unintentionally cemented with good quality cement to a 535-ft depth and low-quality cement stringers from a 444- to 535-ft depth. The longwall faces passed by the shale gas wells as each adjacent longwall panel retreated. Production casings were surveyed by a multi-finger caliper after each panel was mined. No deformation was detected in the four uncemented production casings, but small deformations were detected in the partially cemented production casing. The maximum measured deformation in the cemented production casing was 0.05 in. after first panel mining and 0.06 in. after second panel mining. The casing deformations were also predicted by the FLAC3D model set up on site-specific overburden geology. The predicted deformations were in good agreement with the measurements in terms of deformation locations and magnitudes. All five shale gas wells resumed normal production after being temporarily plugged during the period of mine-by. This study provides a successful demonstration of the effectiveness of a casing cementing alternative for decoupling production and intermediate casing, and thus minimizing the influence of longwall mining in the shale gas wells drilled through longwall chain pillars.

INTRODUCTION In 1957, diamond drilling on a magnetic anomaly indicated an extensive zone of copper mineralization on what is now the Craigmont Mines property. By mid¬1958, drilling established a copper ore body. Milling commenced in September 1961 at 4536 t/d (5000 stpd) and by the end of October 1977 the mine had produced 339 662.04 t (374,363.9 st) of copper. At present, two-thirds of the mill feed is derived from underground operations and one-third from low-grade surface stockpiles. Craigmont Mines is situated 209 km (130 air miles) northeast of Vancouver (see Fig. 1), 16 km (10 miles) west of the town of Merritt, a logging, ranching, and mining community of about 7000 people. It is serviced by paved highways, Canadian Pacific Railway, British Columbia Hydro, and Inland Natural Gas Co. Water is pumped from the Nicola River, a distance of 6 km (4 miles) and a lift of 244 m (800 ft). In March 1967, the open pit mining operations at Craigmont Mines reached their economic limit and were suspended. Before this, it had been decided that a sub¬level caving method of underground mining would be used to supply ore to the concentrator after the cessation of open pit production. This chapter describes the fac¬tors influencing the choice of mining method, some of the problems encountered, mining practices, and results. GEOLOGY The ore bodies of upper Triassic age are located in a limy horizon striking east-west, closely paralleling the intrusive Guichon batholith, bounded on the south by rhyolites and on the north by graywackes, and dipping steeply to the south (Figs. 2a, b). The ore bodies are relatively narrow with a maxi¬mum width of 79 m (260 ft), a combined strike length of 853 m (2800 ft), and a vertical extent of 610 m (2000 ft). Chalcopyrite is virtually the only copper mineral, and 20% of the ore zone consists of acid solu¬ble magnetite and hematite. The area has been subjected to considerable faulting and brecciation, which is a major factor in the mining operation. Total geological reserves, at 0.7% Cu cutoff, for the deposit were 22 316 743 t (24,600,000 st) at 1.89% Cu. An additional 5 236 270 t (5,772,000 st) at 0.6% Cu were mined from the open pit. Ground Conditions The waste rocks-graywacke, andesites, and diorite -are relatively incompetent due to the high degree of fracturing and jointing, and all require varying degrees of support. The ore zones are somewhat less fractured; ground support is still required, however, although to a lesser extent than in the country rock. Ground conditions in the main ore body are better than in the smaller, nar¬rower ore bodies. Clayey fault gouge is present in most of the faults; gouge zones may be up to 6 or 9 m (20 or 30 ft) wide. The main ground problems are associated with local weakness rather than pressure. Shape of Ore Bodies (Figs. 2a, b and 3a, b) The main No. 1 ore body is approximately 244 m (800 ft) long and 46 m (150 ft) wide. It extends ver¬tically from the original top of the open pit at 4200 ele¬vation to just below the 3060 level. The No. 2 ore body is approximately 304 m (1000 ft) long, varies from stringer width at the extremities up to 79 m (260 ft) wide, and extends from 3060 level to 2400 level. Both these ore bodies have extensions re¬sulting in additional small irregular bodies. Ore bodies are mostly steep dipping, though part of the Wing ore body, an extension of No. 2 ore body, dips at 0.87 rad (50'). This ore body varies in size, but is approximately 122 m (400 ft) long, 21 m (70 ft) wide, and about 213 m (700 ft) high. No. 1 Limb ore body is a narrow extension of the No. I Main with a vertical extent of 137 m (450 ft), average width of 18 ft (60 ft), a strike length of 152 m (500 ft), and dips steeply at 1.4 rad (80°). No. 1 East is an eastern extension of the No. 1 Main with a vertical extent of 183 m (600 ft), a strike length of 91 m (300 ft), an average width of 30 m (100 ft), and dips at 1.2 to 1.4 rad (70 to 80°). The salt gradient solar pond has been the focal point of accelerating international attention and interest in recent months. Only recently have most investigators in the renewable energy field come to realize the versatility of the solar pond, and its ability to overcome certain problems usually associated with solar technologies. These realizations, together with clear demonstrations in Israel and elsewhere of its technical feasibility, have combined to bring the solar pond to the forefront of renewable energy technologies. The solar pond is a natural or site-built pond, about one to five meters or more in depth, which has been altered to retard the loss of absorbed solar energy. The absorbed solar energy is usually lost through upward buoyancy of the warmed water, followed by the loss of its heat to the atmosphere. The chief solar pond technology -the salt gradient, or "nonconvective" solar pond-prevents this upward buoyancy by means of a vertical density gradient achieved with dissolved salt. The deep waters in the solar pond reach high temperatures, up to and even above the boiling point of pure water.

Underground mining method selection (UMMS) is one of the most important decisions that mining engineers have to make. Choosing a suitable underground mining method to extract a mineral deposit is very important in terms of economics, safety and productivity of mining operations. In real life, UMMS is one of the Multiple Attribute Decision Making (MADM) problems and decision makers have always some difficulties in making the right decision in the multiple criteria environment. Analytic Hierarchy Process (AHP) and Fuzzy MADM (FMADM) are the MADM tools and can be used for the selection of the best underground mining method by considering the problem criteria. UMMSMADM is a computer program which is based on AHP and FMADM and it can analyze the UMMS problems and produce the best underground mining method considering different deposit shapes and ore bodies.

The behavior of As bioleaching using Acidithiobacillus thiooxidans (A. thiooxidans) in mine tailings containing highly concentrated As contents (i.e., As=33877 mg/kg) was systematically evaluated according to the changes in temperature (25?40°C, pulp density=0.5%, pH=1.8), pulp density (0.5?4%, temp=30°C, pH=1.8), and initial pH(1.8?2.2, temp=30°C, pulp density=0.5%). The changes in temperature and pulp density affected the As leaching behavior more than the change in initial pH did. Based on the pH and oxidation-reduction potential (ORP) results, the As leaching was attributed to solution acidification. In particular, As leaching was accelerated with increasing sulfate production in the reacting solution. After bioleaching, surface of tailings examined that many pores which dissolved As were formed by a chemical reaction due to bacteria. The As bioleaching efficiency by A. thiooxidans was enhanced by the oxidation of both the added elemental sulfur and the sulfur compounds in the mine tailings. The As bioleaching efficiency was maximized at 50.5% under conditions of an initial pH of 2.2, reaction temperature of 30°C, and pulp density of 0.5%.

A new class of thionocarbamates, O-alkyl-N-allyl thionocarbamate (III), has been found to give better metallurgy than 0-isopropyl-N-ethyl thionocarbamate (I) for a number of sulfide ores containing copper, lead, and zinc. Data on the results of flotation tests with several such ores are presented. The improved metallurgy is believed to be due to the participation of the allyl double bond in the complex formation of the thionocarbamate on the surface of the mineral.

The Bureau of Mines, U. S. Department of the Interior, is conducting research on a dewatering technique for fine particles generated during the mineral beneficiation process that will recover a portion of the water now being lost using conventional waste disposal methods and significantly reduce the time required for land reclamation. The technique utilizes a flocculant, polyethylene oxide (PEO), that forms strong stable flocs that can be dewatered rapidly on static and/or rotary screens. In field tests, phosphate clay waste has been dewatered from a nominal 2.5 percent solids to greater than 20 percent solids. In other field tests, coal-clay waste has been dewatered from a nominal 3 percent solids to greater than 55 percent solids, in addition, small-scale continuous tests have shown that bentonitic clays can be dewatered from 12 percent solids to 40 percent solids.

Only South Africa can be considered in terms of resources of amphibole asbestos. There are two asbestos producing fields, one in the Northern Cape Province (producing only crocidolite), and one in the Eastern Transvaal (producing only amosite). This chapter discusses the banded ironstone sequence in which amphibole asbestos occurs, and the genesis of the fiber is briefly reviewed. Also, the properties and characteristics of amphibole asbestos are discussed and compared to those of chrysotile. Approximately 300 000 t of arnosite and crocidolite are produced annually. Crocidolite has a potential for a fivefold increase of production chat could be sustained beyond the year 2000. An estimate of the resources of the various producing fields in South Africa is made. The mining methods are also reviewed and evaluation techniques are discussed. The only two types of amphibole asbestos exploited at present in South Africa are amosite [the white colored amphibole asbestos) and crocidolite (the blue colored asbestos). As is well known, crocidolite has been mined in South Africa from the early part of this century, and amosite since the early 1930's. Since these dates, asbestos mining has developed into a significant mining industry. The annual production of crocidolite is approximately 170 000 to 200 000 t. and amosite production is in the region of 80 000 to 100 000 t. CLASSIFICATION OF AMPHIBOLE ASBESTOS Four types of amphibole asbestos are produced economically in the world today: (1) crocidolite, the fibrous equivalent of riebeckite, (2) arnosite, the fibrous equivalent of grunerite, (3) trernolite, and (4) anthophylite. The names trernolite and grunerite apply equally to the crystal and fibrous forms of these minerals. For comparison and clarification purposes, the six known varieties of asbestiform minerals known in the world are shown in Table 1. All the asbestos minerals were originally developed as cross fiber seams in veins or fractures, or were controlled by the lithology. Post- fiber effects caused slip, sheared, and folded fiber seams. Crocidolite and amosite occur in banded ironstone of early Proterozoic age of the Transvaal Supergroup. The fiber seams are developed in certain defined lithological units in the banded ironstone sequence. The lithological units have a remarkable lateral persistence with respect to their chemical nature and physical appearance. Vertically, the banded ironstone sequence displays a heterogeneous nature. Commercial Applications The features and properties that make amphibole asbestos commercially attractive are: 1) The long average length of the fibers is good for greater wet strength in composites. 2) The high tensile strength of crocidolite makes it superior to all other types of asbestos. 3) It is characterized by dispersion in most liquid media, particularly amosite in water. 4) Since the surface charge of amosite and crocidolite is negative, the fibers produce an open lattice work in water with a high bulk volume giving excellent filtration rates and rapid drainage in a wet asbestos cement mix. 5) The insulating properties of amphibole asbestos mats are still important, particularly in a corrosive environment, despite the introduction of many other synthetic insulating materials. 6) Corrosion resistance, particularly acid corrosion resistance. 7) Due to the high modulus of amphibole fibers, resins reinforced with these fibers exhibit

White Pine Copper Company operates a mine in the Upper Peninsula of Michigan using a modified room-and-pillar system for extracting ore.1 Mine production averages 15, 500 tons per day. The terrain is predominantly level and the depth of cover varies from 500 to 800 feet over the present workings with depth increasing as mining progresses down the dip. The deposit is situated on a low angle plunging, anticlinal structure composed of sedimentary beds. Local terminology for the stratigraphic units which contain the ore horizons, named in ascending order, is as follows: lower sandstone, parting shale, upper sandstone and upper shale. The ore zones of copper enrichment are, contained in the parting and upper shales. The parting shale will vary; from 6. 5 to 9.0 feet thick; the upper sandstone from 2 to 10 feet; and the upper shale from 1. 5 to 6. 5 feet. Two variation of the room-and-pillar system are used to extract the ore depending on grade and local ground conditions. One system is called the parting shale method and recovers the parting shale only. This system requires a mining height of 8 1/2 feet to accommodate large-scale, high-capacity equipment and this working height is obtained by removing approximately 1 to 2 feet of the barren lower sandstone with the ore. Under the second system, locally termed full column, the mining height is about 14-1/2 feet and this system removes the parting shale, the upper sandstone and the lower mineralized zone, approximately 1-1/2 feet, of the upper shale at which point it is possible to maintain a competent back (Fig. 1).1

The Waste Isolation Pilot Plant (WIPP) is a U.S. Department of Energy research and development facility designed to demonstrate the permanent, safe disposal of U.S. defense-generated transuranic waste. The waste storage horizon is 655 m (2150 ft) below surface in bedded salt. To date the WIPP project has not emplaced any waste. There are three intake shafts used to supply air to the underground. All air is exhausted though a single return shaft. The total design airflow during normal operations is 200 m3/s (424,000 cfm). The ventilation system is designed to provide separate air splits to construction, experimental, and storage activities. Separation is achieved by isolating the storage circuit from the construction or experimental circuits with bulkheads. Any air leakage must be towards the storage area of the facility. Field studies have shown that the pressure differential necessary to maintain the correct leakage direction is susceptible to the effects of natural ventilation; therefore, extensive studies and analyses have been conducted to quantity the natural ventilation effects on the WIPP underground airflow system. A component of this work is a monitoring system designed to measure the air properties necessary for calculation of the natural ventilation pressure (NVP). This monitoring system consists of measuring dry bulb temperature, relative humidity, and barometric pressure at strategic locations on surface and underground. The psychrometric parameters of the air are measured every fifteen minutes. From these data, trends can be determined showing the impact of NVP on the ventilation system during diurnal variations in surface climate. Both summer and winter conditions have been studied. To the author's knowledge this is the first reported instance of automatic and continuous production of time and temperature variant NVPs. This paper describes the results of the initial monitoring study. INTRODUCTION The ventilation system at the Waste Isolation Pilot Plant (WIPP) in Carlsbad, New Mexico, is designed to perform two distinct functions. First, it supports normal mine ventilation requirements complying with all state and federal mine regulations. Second, the system is designed to prevent an uncontrolled release of radioactive contaminants from the storage and transportation areas of the facility. Although a nuclear radiation release in the facility is considered unlikely, many special features are implemented in the ventilation system to prevent the possible spread of contamination. The facility is constructed with the waste transportation and storage areas separated from the mining and non-radioactive experimental areas. The ventilation system is designed such that air leakage is from the mining and experimental areas to the storage areas. Furthermore, radiation detectors are located throughout the storage and waste transportation areas underground and an exhaust filtration building is installed on surface to prevent the possible release of radiation to the environment. For over two years the underground ventilation system has been rigorously tested and balanced. It was during this period that the adverse effects of NVP were noticed and subsequently quantified. From extensive field studies and computer models, several mitigating features were designed and constructed and special operational procedures were implemented to control the impacts of NVP. To quantify more accurately the NVP at the WIPP, a continuous monitoring system was installed. This monitoring system consists of measuring dry bulb temperature, relative humidity, and barometric pressure every fifteen minutes at strategic locations on surface and underground. From this psychrometric data, the NVP is calculated. Fan operating pressures and flows and strategic differential pressures are recorded from the site Continuous Monitoring System (CMS). The monitoring system provides a means of evaluating how the ventilation system behaves in regard to climatic conditions and to judge the efficacy of the mitigating features and operational procedures. To the author's knowledge, continuous calculation of NVP as a function of time and surface temperature has not been previously reported. Overview of the Waste Isolation Pilot Plant The U.S. Department of Energy determined that the plastic nature of bedded salt may provide the best solution to isolate transuranic (TRU) waste from the biosphere. Initial evaluations at the WIPP site began in 1974. In 1979, the United States Congress enacted Public Law 96-164 for the construction and development of the WIPP project. The mission of the WIPP is to demonstrate the safe, long-term disposal of TRU waste generated by the national defense programs of the United States. TRU waste is classified as a low to medium level waste. The waste is stored in drums and does not produce significant heat (not greater than 1 W per drum). The WIPP site is located approximately 47 km (29 miles) east of Carlsbad, New Mexico in the Chihuahuan Desert. The repository is located in the 630 m (2000 ft) thick Salado Formation. This Permian Basin salt deposit is about 225 million years old and appears to have been minimally disturbed by earthquake, faulting, and ground water activity since it was deposited. Remarks of Aurel Goodwin, Chief, Division of Health, Metal and Nonmetal Mine Safety and Health, Mine Safety and fEealth Administration, U. S. Department of Labor, before the Society of Mining Engineers of the AIME, Littleton, Colorado, on October 18, 1979. I appreciate this opportunity to speak before the Society of Mining Engineers of the AIME. The topic of my presentation is the Mine Safety and Health Administrations's (MSHA) concern and obligations with regard to asbestiform minerals. Asbestiform minerals - the magical group of hydrated, silicate minerals which possess a fiber like structure capable of being woven, like and into cloth. Their unique combination of properties, such as resistance to heat and chemical attack, high tensile strength, and flexibility was recognized centuries before Christ. Pausanias, the early Greek geographer, speaks of golden lamps made about 430 B.C. with incombustible wicks of "Carpathian flax." The Romans used asbestos as cremation clothes to conserve the ashes of deceased persons of rank. Charlemagne had an asbestos table cloth that he used to pass through fire to clean (1). Early recognition of the health hazards associated with exposure to asbestos was documented in the first century by Pliny the Elder, a Roman naturalist, and Strabo, a Greek geographer. Bath wrote of slaves with sickness of the lungs, whose occupation was that of weaving asbestos into cloth. This concern for the health of asbestos workers disappeared over the ages.

A mobile-modular carbon adsorption mill design and operation for small to medium sized heap leach precious metal mines is presented. In the mobile-modular strategy, charcoal columns with adsorbed metal move from small strategically located carbon adsorption loading stations to a central stripping facility and back. The design has many advantages: 1) It scales-up from pilot plant to full production. 2) It has low capital requirements. 3) Operational costs are competitive with other systems. 4) Mill production can react quickly to changes in ore grade or property area. 5) The solution circuits are simple and easy to maintain. 6) Charcoal damage is reduced.

Thiele Kaolin Co. has invested much time and money in achieving and maintaining its IS0 9002 certification. Through a regimen of process control and documentation, routine audits and a commitment to quality management, this kaolin producer is a competitive pigment supplier in a worldwide market. Background In 1987, the International Organization for Standards developed the ISO 9000 quality management system. This series of standards is used as a means to ensure customers that a quality management system is in place. Certification of a company does not mean that an individual product is of high quality. Rather, it demonstrates a supplier's ability to meet its customers' product and service needs. It also shows that a company has documented records to assure product consistency. The ISO 9000 system was begun in England during the early 1980s. During the mid-1970s, the British manufacturing industry was experiencing low quality. In an attempt to boost quality standards, the British government established the BS 5750 standards system. In 1987, BS 5750 was incorporated into ISO 9000. The ISO 9000 series consists of three levels of certification. ISO 9001 is the model for quality assurance in "design/development, production, installation and servicing." This standard applies to companies that rely on research and development to bring products that frequently change to market. ISO 9002 involves "production and installation" only. This standard is relevant to industries that produce a specific product according to specifications - either their own or their customer's. ISO 9003 is the model in "final inspection and test." This standard is the least detailed of the 9000 series. It is also the most applicable to companies that purchase, inspect or sort and resell. The quality system requirements for certification are outlined in the 18 elements of ISO 9002. These include: 4.1 - Management responsibility. 4.2 - Quality systems. 4.3 - Contract review. 4.4 - Design control. 4.5 - Document and data control. 4.6 - Purchasing. 4.7 - Control of customer-supplied product. 4.8 - Product identification and traceability. 4.9 - Process control. 4.10 - Inspection and testing. 4.11- Control of inspection, measuring and test equipment. 4.12 - Inspection and test status. 4.13 - Control of nonconforming product. 4.14 - Corrective and preventive action. 4.15 - Handling, storage, packaging, preservation and delivery. 4.16 - Control of quality records. 4.17 - Internal quality audits. 4.18 -Training. Continuous improvement, though implied in maintaining these requirements, could potentially be included in the quality system requirements in the next revision. Numerous underground coal mine ventilation seals have been installed in the United States of America prior to 2006 and after implementation of the Mine Improvement and New Emergency Response (MINER) Act. Seal engineering, design, placement, and construction is regulated in industry, but post-construction monitoring of seals is limited to visual inspection of the outby face and seal perimeter, convergence measurement, and atmospheric monitoring. To monitor seal integrity and to provide safe working conditions, a form of non-destructive testing (NDT) is necessary to accurately reflect the health of the seal by detecting post-construction changes, deterioration, or defects within in-situ seals in underground coal mines. Previous research from the National Institute of Safety and Health (NIOSH) has indicated the potential for utilizing ground penetrating radar (GPR) for assessing in-situ mine seals. This paper provides an update to the assessment of proposed NDT methods for seal evaluation using commercially available GPR technologies and systems. Full-scale free-standing seals and large-scale seal specimens were analyzed with an array of GPR units from various manufactures using multiple frequencies.

This paper presents a succinct overview of the Canadian coal situation. The topics treated specifically are: the rates of growth of coal supply and demand; the relationship between the coal and electricity generation industries which form its dominant market; the unique impact of nuclear generation on coal demand in Canada; and finally, a view of the developing technologies which will create opportunities for growth in the coal industry of the future. Resources The most important element of coal supply is the resource. The disposition of Canada's coal resources has a marked effect on their utilization, since industry in Canada has not generally developed around coal-fields. The distance from the major industrial centres of Ontario and Quebec to the major region of coal supply in Alberta and British Columbia has crested an economic barrier to the expansion of the use of domestic coal.

The Cross City Tunnel comprises 2km of a new underground traffic route in Sydney, Australia. The route is very complex, involving some six separate tunnels and three underground Y-junctions. For almost 200m the six tunnels run parallel at different level sunder William Street, Sydney. Almost all of the route runs adjacent to the City Business District of Sydney and adjacent to or below many major buildings and services. The planning and design of this project is described. The geometric arrangement is achieved with a strong dependence on 3D road design packages. Road alignment constraints include land acquisition and proximity to existing tunnels and basements as well as maintaining separation from the other tunnels in the scheme. Geotechnical and hydrogeological studies are described. Findings discussed include the high horizontal stress field in the Sydney area and investigation of incised palaeochannels on the route. Methods of design for the tunnels and Y-junctions are described, as well as methods of settlement prediction for the buildings and services. The latter includes the settlement assessment for more than 200 buildings, many in excess of 20 storeys, as well as services including all of the city railway lines in Sydney.

"India’s economy is expanding with rapid urbanization. Improvement in infrastructure is a keystone to the Indian government’s economic plans, including expansion of transit systems. Most of these systems are designed with elevated and underground sections. New Delhi, a city of 23 million people, suffers from heavy traffic congestion and pollution. The transit (metro) system is seen to be of critical importance. Phase 3 of the Delhi transit system project is 140 kilometers (km), with 40 km of twin-bore tunnels requiring 35 tunnel boring machines (TBMs) for construction. Transit systems are also under design or construction in Chennai, Bangalore, Kolkata, Hyderabad, Jaipur and Mumbai. Most have twin-bore tunnels. At present, 55 TBMs are operating on underground metro construction, and future projects will increase this number. This paper highlights the unique challenges of construction of underground metro systems in highly congested urban environments, using Kolkata and Delhi systems as examples. INTRODUCTION The first transit system in India was constructed in Kolkata (India’s third-largest city by population.) This line is 28 kilometers (km) in length, has underground and at-grade sections, was built in phases, runs north/south, and has 24 stations. This project was sanctioned in 1972, started construction in 1984, and was completed in 1995. The tunnels were constructed primarily by cut and cover methods with some open-face, compressed air shield tunneling. In 2006, the urban transport policy recommended construction of transit rail systems in all urban cities with a population exceeding 2 million. Further, in 2014 the central government stated that it would assist in financing transit systems in all cities with a population of over 1 million. In 2015, the central government approved the development of transit systems in 50 additional cities across India with a budget of $75 billion (see Figure 1). Transit development is just part of a huge expansion in planned rapid transport systems, which include metro, bus, high-speed rail, and monorail systems. Metro systems will include elevated and underground sections with twin-bore tunnels and underground stations. In the Delhi/National Capital Region (NCR), now the largest city in India by population, Delhi Metro Rail Corp (DMRC) was formed in 1995 as a joint venture company between the central government and Delhi state. DMRC operates the Delhi metro system. (see the case studies described later in this paper). DMRC has developed an external function to carry out studies and to offer consultancy to other cities planning transits. Since its inception, DMRC has produced Detailed Project Reports (DPRs) for every metro and monorail project in India. In 2012, DMRC became a partner in the management consultancy for Jakarta Mass Rapid Transit System, its first project overseas. DMRC became a model organization for other cities to follow. These cities have included Chennai, Hyderabad, Kolkata, Bangalore, Jaipur, Mumbai, Ahmedabad, and Nagpur. Other cities (e.g., Lucknow and Patna) are in the metro planning phase. Metro systems are under construction or partially operating in Hyderabad, Bangalore, and Jaipur."

25.1-THE PURCHASING FUNCTION The word "purchase" means "to obtain by paying money or its equivalent; to buy for a price." This definition is all too simple to properly describe the word "purchase." One should consider the basic objectives of purchasing-to procure the right material, of the right quality, in the right quantity, at the right time, from the right source at the right price. Here it should be noted that in purchasing it is recognized that the best quality or grade of materials may be the only grade to purchase for a specific job. However. there are other jobs where the medium, standard or poor grade of materials is the right quality, as the lesser grade will perform adequately. In some companies the purchasing department makes the decision as to the right quality, while in others this function is shared with other departments. Years ago in business the owners controlled the purchase of required materials and services by performing the task themselves. The owners obtained the type materials and services they needed and paid the price demanded. This function was performed along with all the other duties requisite to the owner of a business, namely, clerical, hiring and firing of personnel, financial management, etc. As companies grew in size, clerical duties were assigned to other personnel and the owner usually retained the purchasing authority. This same division exists today in many small companies. However, in the larger companies, the purchasing function has been assigned to a separate department. Importance of the Purchasing Function-The larger the company the greater the need for a separate department to perform the purchasing function. Today the purchasing agent for most larger progressive companies has policy-making authority. Therefore, it is reasonable for him to report to the president or vice president of his company. Studies of several hundred companies show the purchasing department head reporting to top management 87.5% of the time. This fact in itself is indicative of the importance of recognizing that effective purchasing requires a department staffed with specialists in the field of procurement with knowledge and experience sufficient to perform in today's complicated business atmosphere. In the manufacturing field it is a common axiom that usually half of the company's dollar expenditures are for materials. If a purchasing department functions properly and the right product or service is purchased and a savings accomplished, the contribution to the net profit of the company is much greater, as opposed to sale dollars, where only a small portion is carried forward to net profit. Thus, the importance of the purchasing department and the contribution it can make to the success of the company are obvious. 25.1.1-THE PURCHASING FUNCTION 1.
