Laboratory testing for flotation circuit design is carried out on a routine basis in a large number of lab- oratories throughout the world. Usually a sample of ore, assumed to be characteristic of the material to be processed in a future plant, having a mass of the order of a few kilograms, is ground in a batch ball or rod mill, in the presence of water and some re- agents (for pH control, etc. .. ); after dilution to the adequate solid concentration, the resulting slurry is transferred into a laboratory batch flotation machine, having a volume which can vary from 0.5 to 8 10 -3m3. Various types of machines are in common use, manufactured by the same companies that market industrial size flotation machines. The operation of flotation in the laboratory is carried out by an experienced technician, who uses parameters such as impeller rotation speed, air flowrate addition, froth height, froth removal rate, in conjonction with reagent addition sequence, to "test" the ore. After flotation, the froth products ("concentrates"), and the solids remaining in the cell are filtered, dried, and analyzed for the various elements of interest. For flotation circuit design, a kinetic test is usually carried out, in which the froth products obtained at various times are collected to assess the time response of the ore in the laboratory machine with the combination of reagents used. Although this description is rather sketchy, it enables to outline some of the major difficulties in using laboratory data for flotation circuit design: 1. ore sample representatively 2. feed preparation procedure (laboratory compared to industrial scale) 3. laboratory procedures (type of ma- chine, type of operation, experimental errors. . . ) 4. flotation machine scale-up 5. flotation kinetic scale-up 6. flotation circuit design using laboratory data These various points will be discussed in the present paper, in order to stress the problem areas as well as possible solutions. Some gold production was obtained from placer deposits in Puerto Rico during the period of Spanish colonial rule, but most of the gold was produced prior to 1536. There had been no significant hard rock mining, other than in quarries for road metal or construction purposes or for raw materials to make cement, prior to 1954 when the government of the Commonwealth of Puerto Rico recognized that changes in the mining code were necessary to stimulate exploration for metalliferous ore deposits. The Puerto Rican Legislature passed an act (No. 6), which was approved on Oct. 6, 1954, that reiterated that the title to all "commercial minerals" is vested in the Commonwealth of Puerto Rico. The act provided for the establishment of a Mining Commission, stipulated the power% with which the Mining Commission was vested, and provided that no one may dispose of "commercial minerals" in Puerto Rico without a Commonwealth grant issued on its behalf by the Mining Commission. Act No. 6 also provided for prospecting permits, mining leases, and grants. The Mining Commission, by authority granted to it by Act No. 6, adopted regulations effective Nov. 21, 1957, relating to prospecting, leasing, and producing commercial minerals in Puerto Rico. Royalty rates were also specified for various types of deposits at different annual tonnage production levels.

Determining the best excavation method is a critical step in successful tunnel construction. In rock tunneling, several factors can dictate the excavation method, such as: (1) rock characteristics, (2) tunnel size and length, (3) nearby utilities/infrastructure, and (4) contractor’s preferred means and methods. This paper discusses the various rock tunnel excavation methods utilized on the Doan Valley Storage Tunnel Project (DVT), a project constructed as part of the broader Project Clean Lake in Cleveland, Ohio. The differences between each method’s initial and final lining, geology, and cycle sequence will be analyzed and compared.

The United States has the largest total (364 billion metric tons) and recoverable (182 billion metric tons) coal reserves in the world.1 However, progressive coal utilization in this country has been hampered by environmental constraints, such as restrictions on sulfur dioxide, nitrogen oxides, and particulate emissions. New technologies are being pursued both to appease these environmental concerns and improve economic performance and process efficiency. These technologies, however, have not reached the level of effectiveness required for optimum operation. If more stringent emission standards are imposed, it is likely that the coal industry, and the industrial and utility sectors will look increasingly toward the successful development of new and advanced coal cleaning technologies in order to continue and promote the use of coal in this country. The EPA New Source Performance Standards In 1979, the Environmental Protection Agency in response to the amendments to the Clean Air Act of 1977 issued new source performance standards (NSPS) for utility and industrial boilers. The NSPS set emission standards for sulfur dioxide, nitrogen oxides, and particulates affecting boilers of 250 MM Btu per hour heat input or 'greater that started construction after September 1978. Plants starting construction or in operation before September 1978 remained subject to the provisions of the regulations promulgated in 1971, i.e., SO2 emissions of 1.2 15/MM Btu. The NSPS for SO2 emissions provides a sliding scale for SO2 reduction depending on the sulfur content of the run-of-mine coal, with an upper limit of 1.2 lb of SO2 per million Btu and a minimum emission level based on 70% SO2 removal. Table 1 summarizes the EPA NSPS for SO2 emission standards.

This paper describes the technical status of the atmospheric pressure fluidized bed combustion (AFBC) process for utility steam generation. Major areas where AFBC development work is needed are discussed. Various approaches to solving these key issues are identified and the ongoing research and development programs addressing the key development areas are described. Other significant programs pertaining to the development of AFBC for utility steam generation are also discussed and needs for future work identified.

An in-mine seismic technique for detecting faults has been tested in a Western U.S. coal mine. This technique has been used extensively in the U. K. to help guide longwall mining operations. Explosives detonated on the face of a seam generate sound waves which propagate into the seam. Reflections from faults are picked up by sensors on the same face. Computer processing is then used to determine the fault locations. A known fault was successfully located in this test. Modifications to the U. K. procedures were required for the relatively thicker roan and pillar mines common in the Western U. S.

The Golden Sunlight Mine started full-scale operations in February 1983, with a conventional open-pit mine supplying 4464 tonnes (5000 tons) per day of milling ore. After crushing and grinding, the ore is leached with cyanide solution in large agitation tanks. Soluble gold values are removed from the sand portion of the leached ore with five stages of countercurrent washing cyclones. After thickening of the cyclone-wash overflow slurry, the gold is recovered in activated carbon with a six-stage carbon-in-pulp circuit and a five-stage upflow carbon column circuit. Pressure stripping, carbon reactivation, electro-winning and refining complete the gold recovery process.

Introduction This article discusses the unique range of properties of platinum and its applications as a high technology metal. World reserves of this strategic and precious metal are confined mostly to South Africa and, to a far lesser extent, the Soviet Union. An analysis is given of past trends in world platinum output. The timepath is computed for the world platinum output rate, covering a period of more than 350 years. This is based on the postulate that the industrial conversion of a virgin resource progresses according to a Sigmoid curve. This computation is performed by means of a nonlinear, three-stage optimization model employing a multiform Sigmoid function. Finally, the price dynamics are examined. Platinum is the most important of the group of the platinum metals to which it gives its name. Other platinum group metals are iridium, osmium, palladium, rhodium, and rhutenium. The metals occur in nature in close association and are chemically very similar to each other. Three members of the group - platinum, iridium, and osmium - are the heaviest metals known to man. Platinum's density is 11% heavier than gold and about twice the weight of the same volume of silver or lead. Properties Platinum is a typical grayish-white metal. Its special properties were known 1000 years ago to the American Indian craftsmen of what is now Ecuador and Colombia. From those distant beginnings, platinum is now firmly established as the most precious and distinctive metallic element known to mankind. It is shown in Table 1, platinum has a unique wide range of physical, chemical, and mechanical properties including high melting point, resistance to chemical attack, high catalytic activity, mechanical strength, and malleability. These properties make it indispensable for use in many industries. Application Platinum is first and foremost a high technology metal. During the last few decades, fertile scientific minds searched for and developed widespread cost-effective uses for this precious metal. Its unique properties render it irreplaceable in many key industrial processes. Important major fields of application include: • protection of man's natural environment (pollution control), • defense, • fuel production, • fertilizer manufacture, • glass and glass fiber manufacture, • pollution-free energy generation - replacement of nuclear and fuel operated power plants, • electronics, • dentistry, • medicine, and • jewelry. Besides these industrial markets, platinum is increasingly finding a place in investment portfolios around the world as investors switch from gold and silver holdings to this relatively scarce and strategic commodity. Platinum has a growing popularity among private investors. This is being accelerated by the predicted "big crash" of the US dollar and its associated weak currencies, which American financial analysts are expecting towards the end of the decade. Figure 1 shows the demand for platinum in various applications throughout the western world in 1986. The total demand amounted to 88.6 t (97.6 st) of which autocatalyst usage accounted for 32.8 t (36 st) or 37%, the biggest share. Catalytic converter technology is increasingly centered on rhodium-platinum three-way catalysts. These catalysts are able to deal with all three pollutants - carbon monoxide, hydrocarbons, and nitrogen oxides - in a single catalytic unit. The introduction of these three-way converters will result in a further steep rise in the platinum demand for autocatalysts. WIDCO is a surface coal mine located near Centralia, Washington. The WIDCO preparation plant processes over 7 million tons of run- of-mine coal each year with a product yield averaging 72%. In the jig type preparation plant the fine refuse amounts to approximately 130 dry tons per hour of 28mesh by 0. This fine refuse material is thickened in a 160ft. diameter static thickener with the use of lime as a coagulant and organic polymer as a flocculant. Once thickened the fine refuse, which is predominately bentonitic clays, has been dewatered and disposed of using several different methods. These methods will be discussed and include vacuum disc filters, ponds, solid bowl centrifuges, belt filter presses and experiments with electrokinetic dewatering.

Mexico's mineral wealth has long been recognised and indeed has played a historically significant role on a world scale. The dynamics of the Mexican mineral industry have experienced a dramatic transformation especially over the last two decades. This transformation has mainly been instigated by the high growth rates and industrialisation of the Mexican economy since the 1960's. This paper focuses on the base metals sector of the industry which represents one of the major contributors to this transformation. The objective is to present a brief base metals review and to discuss some recent occurrences which pertain to this sector of the industry. This is followed by a discussion of mining's relevance in the current economic situation in Mexico. With this overview as background, the investment climate, primarily from a domestic investor's perspective and secondly in terms of foreign investment, is discussed. Finally, some recent government initiatives, including tax and accounting changes, are outlined. Any one of the sections of this paper can easily be developed into an extensive and indepth analysis; however, the intention of this paper is to provide the reader with a broad overview of the topics discussed.

Surface water quality is determined by complicated interactions between water and land. Runoff--the flow of waters in surface streams and rivers-¬represents the total amount of water collected in a drainage basin or watershed that appears at the outlet of the basin. As the water flows through the basin, it is in contact with land and can pick up impurities from the land. Thus, surface waters are not pure--they contain impurities, or "pollutants," in vary¬ing concentrations determined by the nature of the land which they drain. The composition of surface waters thus tends to represent a steady state equilibrium between interactions of water and land. However, when man utilizes the land in the drainage basin or watershed, the natural equilibrium between water in the runoff and the land is disturbed. Such disturbances usually effect adverse changes in surface water quality, as new equilibrium conditions between land and water are established. These adverse changes in surface water quality can be thought of as "nonpoint pollution." Esti¬mation of nonpoint pollutant loads thus ultimately reduces to determining the magnitude of the differences between water qualities before and after man's disturbance of land within a watershed. The important key in making such an estimation lies in the determination of water quality in the natural or "back¬ground" condition of the watershed. In subsequent discussion in this paper, tools for making an estimation of background water quality will be described.

In the crushing and grinding of metallics for beneficiation, the sizing is normally done to liberate the metals or sulphides for further processing to improve recoveries of the basic metals or minerals. The objective is to reduce the ore in size through various closely controlled stages to that degree of fineness which gives an economic liberation of valuable mineral, but which avoids as much as possible the production of sliming fractions. A different philosophy applies to the crushing and grinding of Gypsum. Our requirements normally demand controlled grinding and/or crushing of the material not only to a fineness suitable for further processing of the mineral into end products, but to produce various sizes of material which are them- selves saleable products. The majority of our tonnage ultimately ends up in stucco for Wallboard. Therefore, our mineral reduction is normally designed toward this end, but it is done in a manner that permits drawing off inter- mediate products to meet various Customer requirements. This forces us into compromises at times in our equipment installations, and our equipment must sometimes be more versatile and complex than we would like it to be. We try to process our basic rock, Gypsum, for the most efficient size reduction. We market 5 to 6 different sizes intermediate to the end product, which generally is the fineness of material to be used for stucco for Wallboard, and we do this with controlled crushing, grinding and sizing cycles of the material. To summarize, we use a different philosophy of crushing and grinding than the metallic field which uses comminution or crushing and grinding to improve recovery, whereas we choose our equipment to crush and grind primarily for product performance.

The Fort Lawton Parallel Tunnel was built in 1990 - 1991 by Morrison Knudsen Corporation (MK) as an integral part of Seattle METRO's planned expansion of the Westpoint Treatment Plant. The project included a concrete lined 2542 m (8,340 ft) long tunnel bored in sands and clays under the presence of methane gas and over 27.4 m (90 ft) of ground water table. The tunnel roughly paral¬lels an existing and still operating 3.65 m (12 ft) diameter tunnel originally completed in 1909. The parallel tunnel was constructed using a Lovat 4.72 m (15 ft-6 in) earth pressure balanced TBM with ribs and timber lagging as primary support. The tunnel alignment crossed under as much as 91.4 m (300 ft) of overburden as well as twin mainline railway tracks; terminating in a shaft adja¬cent to the Seattle ship canal. The project was completed in June, 1991 after a final "wet-tap" tie-in to the existing brick-lined sewer; over five months ahead of the contract schedule. This paper will describe the construction methods, job site conditions and difficulties encoun¬tered on this very challenging and successful project.

The Fabrica Mine of the Brazilian iron ore company Ferteco mines on an extremely inhomogenous ore deposit. A large amount of the crude ore consists of fines minus 100 micron which cannot be sold without further treatment because of its chemical and physical properties. In order to make full use of the mined crude ore an expansion program has been realized which incorporates among others a concentrator to produce classified blast furnace ore , sinter feed and pellet feed. The pellet feed is converted in a 2.5 million tons per year Lurgi Dravo plant into high grade pellets. The paper discusses the selection of the concentration process, the pelletizing process and describes the experiences with the operation plant during the startup and the first years of operation.

Neutron capture prompt gamma-ray analysis provides the best method for on-line analysis of the elemental composition of large volumes of bulk material. This paper summarizes the Monte Carlo models which simulate the radiation transport within two such analyzer systems; namely, the borehole configuration and the conveyor belt configuration. The models are useful in the design optimization of the analyzer systems, in minimizing the amount of experimental calibration data for calibrating these analyzers, and in investigating the detection sensitivity for different elements. The computational scheme in these models is made extremely efficient by the use of various powerful variance reduction methods and by efficient data management. Experimental verifications of the two models carried out in the laboratory indicate very good agreement with the Monte Carlo results.

Hydraulic Transportation of Phosphate Ore from, a 40,000 Cubic Yard per Day Strip Mine IMC is transporting 1500 yards per hour of phosphate ore in a water slurry a distance of approximately five miles from a strip mine to a flotation beneficiation plant at their Noralyn Operation. in Barrow, Florida. This ore, which consists of approximately 1/4 phosphate, 1/2 silica sand, and 1/4 clay slimes, is being pumped through a 20 inch O. D. pipeline using seven 20 and 18 inch GIW metal pumps direct connected to electric, motors. This paper details some of the problems involved and the specific methods used to accomplish this bulk material handling requirement.

Experimental studies of the axial distribution of particles along dry ball mills are described. The results, for mills ranging in diameter from about 10 cm to 1 meter and operated in both the batch and continuous modes, indicate a consistent pattern of significant migration of particles away from the ends of the mill. In some, but less frequent, cases axial migration of the grinding media is also observed. Analysis of the data suggests that particle migration results from end-effects which extend for a distance of about one mill diameter along its length. End-wall roughness appears to play a significant role in the particle migration phenomenon. Media migration is generally associated with continuous mills operating at relatively high powder flow rates.

The recently completed major modifications and additions to Reserve Mining Company's taconite concentrating process incorporate a totally new control system. Design of the new control scheme is centered on reliability, versatility, centralization, and optimization. The design objectives were achieved through a distributed control system based on a network of independent field located micro-processor based control systems connected to a central control room. Operation of each micro-processor can be interrogated and modified from the central control room by the operator or by either of two computer systems. The two computer systems handle logging, alarming, specialized sequenced controls, and complex process optimization routines.

At the outset, I believe reference should be made to comparatively recent world developments in copper which have an important bearing upon the Canadian position. COPPER SITUATION No one can doubt the marked change for the better compared with not so long ago when less than adequate attention was paid to marketing and to uses of the metal. I need not show you graphs of world copper prices, which except for relatively brief periods and war conditions were, until about three years ago, not unlike the topography of the Canadian Rockies. There remain, of course, some non-industry factors who yearn for the old days of "roller-coaster" copper prices.
