The uncertain world conditions of the present time require that the United States be prepared to meet: a. all-out nuclear war with attack on the United States b. limited wars (anything smaller than (a.) c. political, economic, and/or psychological warfare. Our present position as a major world power derives in large measure from our free institutions and our great industrial productivity, and our productivity in turn depends on an ever-continuing flow of raw materials from the earth - metals, minerals, fuels, and agricultural products. The United States, with only about 6% of the world's population, uses from one-third to two-thirds of the world's annual supplies of 'most metals and minerals. The United States strategic materials stockpiling program is designed to enhance our national security posture: as stated in the preamble of the Stock Piling Act, to decrease and prevent wherever possible a dangerous and costly dependence of the United States upon foreign nations for supplies of strategic and critical materials in times of national emergency. In times past, the Good Lord himself has ordered some stockpiling. The Book of Genesis in the Bible tells how Pharaoh of Egypt was directed to set aside one-fifth of the produce of the land in each of the seven good years to meet the needs of the seven bad years that were to follow: this would be a stockpile of about two years? normal use. Our cultural heritage often reminds us of the wisdom of stockpiling, as in the case of the stories about the provident squirrels that gather their nuts in an orderly manner in the f all to prepare for the winter's cold. And the old proverb about a bird in the hand being worth two in the bush points out clearly the value of something that is directly at hand.

Dynatec Mining Limited contracted to sink a 1500 metre (4960 ft.) concrete lined shaft for Falconbridge Nickel Mines in Sudbury, Ontario, Canada. The shaft is 6.3 metres (20.5 ft) in diameter inside the concrete lining and is equipped with steel furnishings. Dynatec used the owner supplied 4.6 metre (15 ft.) diameter double-drum hoist to sink the shaft with 12.5 tonne buckets for muck removal and 4 cubic metre concrete buckets for concrete placement. One of the unique features of the shaft sinking operation is the use of a four-boom electric hydraulic drill jumbo permanently mounted in the shaft sinking stage. This paper will describe the performance obtained with the electric hydraulic drilling equipment and the high capacity muck removal and concreting equipment.

This paper describes the results of an underground coal mine trial installation of a shielded trailing cable. The cable was a three conductor, round, type SHC-GC, and was installed on a shuttle car in a conventional room and pillar mining section. The purpose of presenting the information is to prepare mine operators for proposed legislation that will require shielding on low-voltage trailing cables. Specifically, machine modifications are required to cable reels, packing glands, and couplers. Cable splicing is not as complex as expected but additional materials are needed in the kit and splice training is necessary. Even though shielding will cause some problems for the mine operator, it can reduce the hazard of electrical shock to mine workers. This paper will present information that mine operators can use to solve most of the problems that will be encountered if they are required to install shielded cables. The in-mine evaluation was funded by the U.S. Bureau of Mines.

1. INTRODUCTION According to the classical economic approach of the open market economy, copper supply should be regulated by market forces which are (a) demand and (b) prices. In fact, demand is of primordial importance because prices are a reflection of supply-demand balance: they go up in times of shortages of supply and down when over-supply situation exists. In the past few years, this basic mechanism of market economy has been under pressure from a number of non-market forces, such as social and monetary problems of sane important copper producing countries; structural changes in copper mining companies through mergers with oil companies; and other factors which greatly contributed to distortion of the basic supply-¬demand equation. As a result, we have faced in the last three years a situation of oversupply rarely seen in the past, with a catastrophic fall in copper prices, huge losses at mines and unprecedented indebtedness of copper producers. This has deep repercussions in the copper business and its future supply outlook. This is particularly so when taking into consideration that high indebtedness and high interest rates conspire against the very survival of some traditional producers. As we write this comment (July of 1985), close to one half of U.S. copper production capacity is closed down, sane of it for good, while the same precarious situation exists in Canada, Australia, Zambia, and some other primary producers who cannot face present low prices with equally low costs. The question is then what this situation means for the medium-¬term future, until the end of this decade, Particularly when taking into consideration the fact that some of the factors influencing it are of a long-term character. 2. SUPPLY-DEMAND SITUATION IN THE LAST FIVE YEARS Since the last boon year, in 1979, when world copper consumption reached a record of 9.8 million metric tons of refined copper, demand dropped to only 9.0 million tons in 1982, when the crisis bottomed out, and then steadily recovered to the level of 9.7 million tons in 1984. Meanwhile, copper production, which in 1979 was only 9.4 million tons, in spite of the fall in demand, grew to 9.7 million tons in 1981 and 1983 and only temporarily was cut to 9.4 million tons in 1982 and to 9.5 million tons in 1984. As a result of this imbalance, hugh copper stocks were accumulated with supply systematically out¬growing demand by over 2 million tons at one time. With the Western World refined copper demand running at an average of 115,000 tons per week, this oversupply was equivalent to between 15 and 18 weeks production, i.e. twice as large as normal. This was immediately reflected in very low copper prices. Another contributing factor to relatively low copper prices was the lack of speculator interest for this commodity. Between 1981 and 1984 the world experienced a very intensive period of wealth distribution, high interest rates and intensive restructuring off world economy and its industrial sector. Therefore, much of the available money was attracted to more lucrative and attractive investments rather than to the lack-luster performance of copper, and for that matter, of the metal sector in general. The much announced and discussed recovery of the U.S. economy since 1983, and particularly in 1984, with an overall growth of the GNP by 6.8% in 1984, happened to be more oriented to the service sector than the industrial sector and therefore this recovery was not adequately reflected in copper consumption nor to metals in general. This put serious doubts about the future demand for copper. Consequently copper prices failed to improve in spite of an apparent fall in stocks and a healthy increase in the demand for copper since 1982. At the time of this writing (July, 1985), although same analysts claim that the available stocks are running at about 8 weeks of supply, which are considered to be below normal, copper prices are still very low at between 65 and 67 cents per pound of copper. The Flambeau volcanogenic massive sulfide deposit located in northwestern Wisconsin occurs within the southern lobe of the Canadian Precambrian Shield. The steeply dipping tabular body occurs in a complex pile of cyclic schistose intermediate to felsic fragmental volcanics. No chloritic alteration pipe is recognized but adjacent rocks have undergone magnesia metasomatism and subsequently were metamorphosed to the upper greenschist and lower amphibolite facies. Although modest in size the deposit is of special interest in that it has an extensive and well preserved supergene enrichment blanket. Economic minerals found within a pyritized quartz-sericite schist are chalcocite and bornite overlying primary chalcopyrite.

Virtual reality (VR) is a concept in which the human experience of perceiving and interacting with a computer-modeled environment is achieved through the use of sensors and effectors. It is an advanced form of computer graphics. The images are generated based on where the user looks and how the user moves. As personal-computer-based (PC) instruction gains acceptance as an innovative approach to providing safety training, VR can provide a multisensory, rather than merely a multimedia, mode of presentation. New technology continues to be introduced into the mining industry to meet the productivity needs of coal and noncoal producers. There is also an increased need for more innovative training of mine workers. New technology and equipment designs often affect the basic causes of accidents. For example, the development of cabs and canopies for underground coal-mine equipment has reduced the number of accidents related to roof falls and rib rolls. However, safety-training specialists then had to focus on the machines themselves, because the modifications had the potential for causing "pinch-point" accidents. In fact, although the overall physical demands on mine workers have diminished, there has been an escalation in the concerns about trauma from repetitive physical activity. Thus, health-and-safety training specialists have shifted their atten¬tion to the recognition, evaluation and control of workplace hazards (Hancock and Hill, 1995). Recognizing that the spatial relationships of a workplace convey more information about hazards when experienced rather than described, trainers agree that simulation is the method of choice. Unfortunately, until recently, simulation systems were either simple software programs that did not come close to portraying the real experience or were complex hardware systems (such as flight simulators) that did, but at a cost of millions of dollars (Fritz, 1991). However, researchers and training specialists are excited about an emerging approach to work-force education based on virtual reality. VR is also described as cyberspace, immersive simulation, artificial reality, telepresence, virtual environment or virtual world (Meyer and Dunn-Roberts, 1992; Peterson, 1992). It represents a group of concurrent advances in computer and interface technologies. They enable an individual to interact in a multisensory way with a computer-generated environment. To achieve this, a typical VR system incorporates a computer that contains the necessary databases for producing realistic images and audio; a head-mounted display (HMD) or screen for viewing the images; and a three-dimensional controller, joystick or data glove for interacting with the computer-generated environment. If virtual reality is to become an effective tool for the safety training of mine workers, its attributes will have to be measured against other forms of delivery. Accordingly, Carr (1992) listed the following areas in which VR should be considered the method of choice: ? When training mistakes would be costly. ? When the necessary environment cannot be experienced in the real world. ? To build interfaces that are sensible and can be manipulated. ? To make training situations really "real." ?To make perceptible the imperceptible.

Shortly after World War II, considerable impetus was given to use of truck haulage in open pit mines by the manufacture of large off-highway trucks. Mine management was quick to utilize this more flexible approach to open pit operation and in the ensuing years much time and energy has been spent to improve the basic concept. Dramatic progress has been made in drilling, blasting, loading and hauling with much emphasis placed on equipment improvement. In general, haul roads in open pit mines and quarries have received rather perfunctory treatment in studies of surface mining operations. Their importance to the successful pit operation requires more than a brief sentence saying, "Good haul roads must be maintained." Haulage costs account for approximately one-third of total mining costs including general costs and about 90 percent of the total loading-haulage cycle time is consumed in travel, hence, good haul road planning, construction and maintenance are mandatory for a viable operation.

During Hurricane Harvey over 60% of the 39 WWTPs, including the low-lying 25 MGD Sims North WWTP, and one third of the 382 lift stations owned and operated by the City of Houston were flooded resulting in extensive facility damage, loss of service and uncontrolled release of untreated wastewater into bayous and creeks. In response, the City has embarked on an effort to improve system resiliency by consolidating at-risk facilities with a network of deep sewer tunnels. These tunnels will provide secondary benefits to the collection system of augmenting the capacity of the existing 6,000 miles of sewer mains and lowering the collection system profile in poor performing areas. Investigations on the cost to mitigate the flood damages by raising the liquid stream processes at the Sims North WWTP is estimated at nearly $450 million. Instead of spending $450 million to raise the plant, the funds will be directed to providing a more robust and resilient wastewater system for the Sims basin area of Houston. The backbone of this new system is a 4.5-mile-long, 110 inch diameter deep gravity sewer tunnel that will convert a system heavily reliant on distributed lift stations to a majority gravity system with a deep consolidated lift station at the Sims South WWTP. This will also allow the City to address the flood prone infrastructure at Sims North and consolidate its operations into a single permitted outfall for this collection system. This approach is the outcome of a team effort focused on maximizing system resiliency and sustainability for the next 100 years. By thinking outside the box, the City of Houston will not only mitigate the flooding risk at Sims North WWTP, but also solve regulatory and operational challenges throughout the sewershed and deliver a winwin on multiple levels.

This paper describes the leaching of gold with Geobrom® 3400 from a very rich (6.2 kg/tonne) black sand concentrate and its subsequent recovery by ion exchange resins and solvent extraction. The dissolution of gold from black sand ranged from 94 to 96%. Gold loadings and recoveries of nearly 100% were achieved by both ion exchange and solvent extraction methods. The kinetics and equilibrium of loading gold onto ion exchange resins and its elution from the resin were studied. The commercial ion exchange resins PAZ®- 4, DOVEX®- 21K, and Amberlite® XAD- 7, and Great Lakes Chemical experimental GLR-30 were evaluated in this work. Diethylene glycol dibutyl ether was used in all the solvent extraction work for gold recovery from Geobrom leach solution. The consumption of Geobrom was about 130 kg per tonne of the concentrate processed. Therefore, the cost of lixiviant to extract 3.11 x l0-2 kg of gold from the black sand was only about $1.00. Based on the electrochemical regeneration of bromine, the economics of bromine process vs. cyanidation were investigated.

"Chicago’s Tunnel and Reservoir Plan (TARP) is a nearly $4.0 billion and over 30 years long program and arguably the largest and longest combined sewer tunnel and reservoir system in the world. Recently, a massive tunnel construction is underway for connection of the McCook Reservoir to the existing TARP tunnel system. Once completed in two stages in 2017 and 2019, the reservoir will hold 38 billion-liters (10 billion-gallons) of combined sewer overflows (CSO) and flood waters from the city of Chicago and over 20 communities in Cook County, Illinois. McCook Main Tunnel will connect Chicago TARP’s Mainstream Tunnel to the McCook Reservoir. Connecting two 10-meter (33-ft) diameter tunnels at 92 meters (300 feet) underground has not been a simple task for the McCook Tunnel Project participants, the project owner U.S. Army Corps of Engineers (USACE), local sponsor Metropolitan Water Reclamation District (MWRD) of Greater Chicago, designer Black & Veatch, and the contractor, Kiewit Infrastructure Company (Kiewit). Yet alone excavating and lining massive size tunnels, the team is also challenged with live tunnel conditions in TARP Mainstream Tunnel that carries CSO and flood flows from city of Chicago which runs full during rain events and must remain in service at all times. The project is a noteworthy feat for engineering and construction with the upcoming installation of world’s largest underground wheel gates for flow control within the tunnel. In this paper, we describe one of its kind elements of this major tunnel system along with key design and construction considerations, specifically for the live tunnel connection which is a rare occurrence in the tunneling industry. INTRODUCTION The McCook Main Tunnel system consists of a 10 m (33 ft) finished diameter and 490 m (1,600 ft) long hard rock tunnel constructed from a 27.5 m (90 ft) diameter and 92 m (300 ft) deep main gate and tunnel construction access shaft. The gate shaft houses six high head 4.4 m by 9 m (14.5 ft by 29.5 ft) wheel gates to be installed in the bifurcated and steel lined section of the tunnel. The tunnel also includes portal and energy dissipation structures as it daylights into the reservoir."

Acid mine drainage became a reality through the exposure of the first bituminous coal seam, either by man or by nature. At first the small amount of acid formed was quickly and efficiently neutralized by basic rock strata and by neutral or alkaline water. As soon as extensive mining operations overtaxed nature's own defensive measures, acid mine drainage became a problem of concern to government and the coal industry. It was the purpose of the studies conducted at Mellon Institute to accumulate knowledge, both applied and fundamental, relating to the formation and disposal of acid mine effluents. It was during this program that the microbiology of acid mine water was studied. Most bituminous coal mine effluents are highly acidic and contain, along with other ions, high concentrations of ferrous iron. The acid is sulfuric, and. the iron is present as the sulfate; both are the oxidation products of iron sulfides (FeS2) which are present in the form of pyrites, marcasites, or other sulfuritic minerals. Column flotation testing was conducted on the flotation feed slurry obtained from a preparation plant located in the Southern Illinois coal basin. The column flotation tests were conducted using three different bubble generating devices: a static sparger, a gas saver and a foam jet. Each of these devices was tested with three different types of frother and various column operating variables to provide maximum combustible recovery, minimum product ash and maximum pyrite rejection. The results show that column flotation provided improved flotation performance, in terms of combustible recovery as well as ash and pyrite rejection, for each of the bubble generating devices. However, the effectiveness of each bubble generating device was dependent on the type of frother used. Alcohol frothers were most effective for use with the static sparger, somewhat less effective for the foam jet and ineffective for the gas saver. Glycol frothers were effective for all three bubble generating systems, providing high combustible recovery (>90%); low clean-coal ash (4-6% ash) and high pyrite rejection (70-80%).

When studying the feasibility of using autogenous or semi-autogenous grinding, operating and engineering companies frequently request assistance from the mill manufacturers in three areas - 1. Recommendations for studying the suitability of autogenous or semi-autogenous grinding for the specific ore. 2. Mill sizing, to accomplish required grind. 3. Recommendations on mill design and operation. Rod mills and ball mills are selected by the use of bench scale standard grindability tests and established calculation procedures, of which the most frequently used are the Bond Grindability tests and the Bond Work Index equation(1). The accuracy of these have been reviewed by C. A. Rowland in his papers, showing the correlation of work indices calculated from plant operating data and laboratory grindability tests(2)(3). The selection of autogenous and semi-autogenous primary mills has not reached the stage where mill size selection can be made from bench scale tests. Considerably more extensive testing will be necessary than required for selecting rod mills and ball mills.

This paper will present the results of an analysis of several abandoned coal mine projects and includes field data for over a dozen different reclamation projects recently completed in the state of West . Virginia. The analysis was performed with the objective of summarizing and or classification of the environmental consequences with reference to the characteristics of the mining facilities (surface, underground, etc.). The analysis also addressed the itemized cost of remediation with respect to procedures, environmental concerns and time. The results of the analysis are that each abandoned coal mine site in West Virginia have/had many unique features and in most cases include a combination of environmental concerns that complicate comparisons. The study also revealed that the abandoned mine land program for mines abandoned prior to 1977 that is being financed by a tax on the production of coal, has produced many benefits for the state of West Virginia. This grant program administered by the Office of Surface Mining, has resulted in a high quality methodology of remediation that has been successful for many years in greatly minimizing and/or eliminating environmental concerns from abandoned coal mines.

Introduction Borne out of the need for reductions in capital expenditure and increased production, several new and innovative carbon systems have been developed for small precious metal heap leach operations throughout the United States. Perhaps the most important aspect of these systems is the carbon column. Though diverse in design, these columns can be categorized into three basic types. The first is known as the gravity flow type or Cortez type. As the name indicates, solution flows via gravity, throughout 4 to 6 columns which are arranged in a normally stepped con- figuration which is conventionally upflow in design. The second type, known as the vertical column, is an arrangement whereby flow is established through pressurization in an upward manner, throughout 4 to 6 columns in a vertically stacked configuration. This arrangement is typically intended for use with small portable heap leach operations and employs a semi-continuous mode thus preventing gravity from occurring. The third type and newest development in carbon columns is an arrangement whereby the solution flows throughout 4 to 6 columns placed in a side by side configuration and pressurized by a single feed pump (Figure 1). A unique aspect to the third type, is that the adsorb and desorb cycles are accomplished in the same column, due to a fixed carbon charge. An in-depth analysis is warranted due to numerous advantages of this arrangement, and is therefore the subject of this paper. Advantages and Variations One advantage to the third type of carbon column is the fact that initial capital expenditures and operating man- power requirements are reduced. Another advantage is that the system can be made fully portable up to a 0.0315 m3/s (500 gpm) capacity. Systems of this nature are operational at several sites. Above this flow rate, the system's portability is one which can be maintained, but disadvantages (i.e. larger diameter carbon column and greater weights) far outweigh the advantages. There are several variations in each of these systems which allow for unique operation. For example, carbon columns made highly portable, can be moved from unitized heap leach operations to central stripping facilities. Although this method has been used in Colorado, transportation of these units has been known to be quite cumbersome. If distances exceed 5 km (3.2 miles) then special front-end loaders are required. This limits heap locations to within 5 km (3.2 miles) of the central processing facility. Another example transports the carbon charge from the heap leach locations to a centralized processing facility; this method is quite effective. For the past 5 years one mine has employed this technique of transporting carbon in 907 kg (1 ton lots), in DOT containers, towed by company pick-ups. This operation uses a vertical column with a 907 kg (1 ton) carbon charge. A third example uses static carbon columns with fixed carbon charges. Carbon Adsorption System The carbon adsorption system (Figure 1) is fed by a single preg solution feed pump. This feed pump pushes the preg solution through all four to six fixed charged carbon columns, which are on line. The sequencing of the carbon columns is achieved using valves. Expansion of the carbon charge is dependent upon the carbon selected. The carbon typically used is a 6 x 12 mesh size, with a nominal flow rate of 0.00135 - 0.00138 m 3/s (22-25 gpm) per square foot of carbon, based on a 40% bed expansion. With 8 x 16 mesh size,

Surveying and mapping are used to locate and visually portray objects, lines, or areas in relation to a reference point or line. The actual making of the measurements to locate the objects and points falls under surveying while mapping is concerned with putting the survey information into a graphical form. Generally, the type or class of proposed survey depends on the precision required. Some surveys may need only approximate measurements which can be obtained by simply pacing or by using an ordinary measuring tape; others may require much accuracy, thus calling for the use of an engineer's transit or theodolite along with a graduated steel tape for horizontal measurements, or a level and a graduated rod for measuring vertical distances. Mapping is likewise dependent on accuracy requirements. For example, a general layout showing the relative position of surface facilities may not call for a large scale of dimension or great precision whereas for detailed work, a large scale plus care in plotting points and drawing lines and curves are important factors.

The exploration geologist is frequently confronted with the problem of allocating his resources, i.e., exploration effort, among various areas. Although geologic, financial and logistic considerations influence the allocations, no objective criterion is usually given which determines the optimal allocation. Maximizing the gain in information, subject to the constraint of a limited exploration budget, is used as the objective criterion to allocate reconnaissance effort. The information function, I(x), quantifies the expected gain in information, where x is the scale of exploration. To calculate the information function the following data are necessary: 1. The probability that an area contains a target must be estimated. 2. For each scale of exploration, four probabilities must be estimated: the probability that an anomaly is produced by the target; the probability that an anomaly is not produced by the target; the probability that an anomaly is produced by a barren area (false signal); and the probability that an anomaly is not produced by a barren area. Alternatively, the barren area can be replaced by other targets. To illustrate the allocation model, the optimal number of line kilometers/line spacing per area is determined for an aeromagnetic survey for iron in Egypt.

Since the discovery of high temperature superconductors has led to extensive interest and conjecture regarding their potential to change contemporary technology, discussions of the impact on the metallurgical and other industries have naturally arisen. In this paper we present data showing the possible impact of these developments on the materials related to the fabrication and proliferation of devices based on superconductor materials. We observe that the largest volume of effort with LTSC will be for the demonstration of high power devices while applied research relating to processing will remain the principal HTSC activity. We also note that in the next decade copper consumption in the US is expected to remain essentially at the current level while the need for Nb and Sn,; two major components of LTSC, will grow at a faster rate both in the US and the world. Although the use of superconductor-based magnetic separation is anticipated to increase, no major impact of these components on the metallurgical industries is expected.

The Mercur Mine, developed and operated by Getty Mining Company, is designed to process 3,000 tons/day of gold ore from the historical Mercur Hill mining district. The mill process involves crushing, grinding, and cyanide carbon in leach for recovery of gold ores ranging from 0.08 to 0.10 oz/ton. During the mining of normal grade ore, a substantial tonnage of material containing 0.02 to 0.05 oz/ton is mined and would be available for heap leaching. Also, Getty Mining is developing methods to test and prepare lower grade material for heap leaching by rejecting a course rock fraction from the grinding circuit SAG mill. This lower grade fraction is suitable for heap leaching, and its removal will upgrade the regular mill feed. Other test methods are directed toward leaching techniques on some 4.0 million tons of tailings that resulted from roasting and/or cyanide leaching Mercur ores in the early 1900s. The natural carbons associated with the Mercur deposits require special treatment to reduce their gold adsorption effects when leached with cyanide.
