"The development of a mining project necessarily progresses through many steps, beginning with the identification of a mineral resource and continuing through project construction. Several classifications of engineering study development are described, including preliminary economic assessment (PEA) or scoping studies, prefeasibility studies (PFS), feasibility studies (FS) and regulatory codes, each with a specific project organizational objective. This paper addresses the PEA, PFS and FS types of reports that are used by companies to evaluate projects, meet regulatory requirements and seek financing. The minimum requirements for engineering studies, focusing on the needs of financial institutions considering investment in a project, are outlined. IntroductionThe financing of mining projects in recent years has come under increased scrutiny by financial institutions owing primarily to an increasing percentage of projects whose capital expenditures had overrun project budgets or had failed to produce the economic returns anticipated during the project development process. Often, unfavorable project outcomes are not the result of widespread failures of the project engineering process but arise from inadequate engineering in limited specific areas of the project scope, such as overestimated mineral reserve, inadequate mine design, insufficient metallurgical testing or underestimated capital costs. Mill facilities and process infrastructure typically are responsible for up to 80 percent of the capital expenditures required by greenfield mining projects. They are often the project areas where capital costs are inadequately developed, and consequently are the areas highly scrutinized by financial institutions. This paper offers a perspective on the level of engineering expected by financial institutions as a prerequisite to committing support to developing mining projects.The evaluation of a mining project from exploration through development and production is a lengthy and complicated process. Mine development commitment activities for a potential project are initiated when a mineral resource is identified and continue through to the start of construction. The technical feasibility and the economic viability of each project are determined during the phases of mine development with more detailed engineering data required at each stage. The eighties are likely to witness the first commercial-size coal-to-gasoline plant(s) in the U.S., although uncertainty regarding crude prices and cautious involvement of the Federal Government in the synfuels development are evident. The formation of The U.S. Synthetic Fuels Corporation with passage of the Energy Security Act is projected to pave the way for some of the projects on a moderate scale. The corporate objectives (1) are to provide funds for supporting a number of feasibility studies and loan guarantees for the construction of at least some commercial-size plants and the possibility of product price supports or purchase commitments. There are a number of coal conversion processes (2) currently under evaluation for producing either gaseous or liquid plus gaseous fuels, the other processes such as SRC I are for producing desulfurized deashed clean solid fuel for commercial use.

Implementing a Digital Twin at the San Xavier Mine Laboratory (Sahuarita, AZ), requires a network redesign with a robust architecture. The goal is to create an ecosystem in where all personnel and equipment can be monitored in real-time from the University of Arizona campus, visualizing the site in a digital terrain model. A wireless mesh will help to test robots with autonomous features. Expected outcomes include data retrieval and analytics, the evolution of communications and safety protocols, tele-operation, and an innovated approach for managing the site with new supervision challenges. A timeline with expected commissioning benchmarks is also included.

The characteristics of comminuted hematite products using a high pressure grinding roller (HPGR) and conventional jaw crusher (JC) were comparatively studied by screening, optical microscope, scanning electron microscope (SEM) and Brunauer, Emmett and Teller (BET) techniques. Major properties investigated included product size distribution, particle cracks, specific surface areas and pore volumes. Results showed that in a closed-circuit operation with a screen opening of 3.2 mm, the HPGR and JC gave a similar P80, but the HPGR achieved a more uniform size distribution, more fines and a higher crushing efficiency. Three modes of cracks were identified, namely transgranular cracks, innergranular microcracks and intergranular microcracks. Transgranular cracks originated from shearing breakage. Innergranular and intergranular microcracks were generated by HPGR via the two main nonrandom breakage forms, preferential breakage and interfacial breakage, depending on their respective ability to endure stresses when mineral phases (particles) were loaded against each other. The BET values for the same-size fractions showed that HPGR products gave higher specific surface areas and more pore volumes than JC products. This indicates that HPGR-crushed products are easier to grind because of their high porosity and extra cracks.

In 2017, the North Texas Municipal Water District (NTMWD) initiated the design of the Sister Grove Regional Water Resource Recovery Facility (SGRWRRF) to provide additional treatment capacity for future population growth within the Lavon Lake watershed. To provide a discharge location for SGRWRRF approximately 4.5 miles of 2.4- meter (96-inch) internal diameter pipeline will be constructed, including 2.3-kilometer (7,800) feet and 487-meter (1,600 foot) long tunnel segments. This paper will discuss the anticipated geology of the two tunnel segments, selection of the tunnel alignment, the anticipated initial tunnel support requirements and other aspects of the project design

An algorithm is presented for optimizing the classification of surface mine material subject to excavating constraints. High-resolution, expected-profit models are optimized to classification maps subject to site-specific excavating constraints. This optimization problem defies traditional closed-form analytical solutions. A practical heuristic algorithm quickly determines the optimum final destination for material subject to realistic selectivity constraints. The expected profit could be calculated from an estimated model if the value calculations are all linear; otherwise, simulation could be used. In both cases, a single expected profit for all destinations on a high-resolution grid is the starting point for dig limits optimization. Maximizing expected profit in a risk-neutral manner is correct given the repeated nature of grade-control decisions over relatively short timeframes.

This paper describes the results of a comparative study of the geostatistical ore reserve estimation method over three conventional methods; the polygon method, the inverse of the distance squared (IDS) method, and ELIP which is similar to IDS. Each method was evaluated on its ability to accurately predict individual block grades for one bench of the Pima Nine, located near Tucson, Arizona. Results at the Pima Mine indicate that the geostatistical method is no better nor worse in predicting block grades and total tonnage than the ELIP or IDS methods in contrast, the polygon method is clearly inferior. All of the methods would have given better results if geology had been included in the block model. At already producing mines ELlP or IDS may be good choices since they involve substantially less cost in computer time. For prospective or new properties, the geostatistical model is more attractive, due to its ability to construct confidence limits on the estimates.

Rock mechanics models are “data-limited,” i.e., one seldom knows enough about a rock mass to use computational models unambiguously. Statistical methods, however, are capable of being applied where there are good data but a limited understanding of certain natural phenomena, such as the creep of rock salt or elevated risk domains associated with violent failure of strata commonly referred to as coal bumps and coal bursts. Important to these evaluations are (1) having statistically valid data collected consistently and (2) incorporation of analytical calculations for quantifying geologic, mining and particularly geotechnical variables. By combining the strength of the statistical and analytical models, an improved “hybrid” model is created and utilized. To demonstrate the use of hybrid statistical-analytical techniques in rock mechanics problems, three case studies are used. The first case study involves a historic examination of a nuclear waste repository in rock salt, where mathematical models are built using excavation con- vergence data to identify significant variables and estimate future deformation and stability. This case study uses the convergence rate at up to 121 locations of different ages and geometries using monitoring data over the facilities' footprint excavated through 1998. The second case study focuses on ongoing analysis of coal burst mechanics and associated factors. Within the last three decades, a hybrid statistical-analytical methodology has been applied for identifying significant factors affecting coal bursts. This final hybrid model utilizes data from 30 case studies from Utah, Colorado, Kentucky, and other Eastern U.S. mines providing predictive capability for the entire United States coal fields. The last case study is the assessment of Castlegate Sandstone escarpment stability using historic data collected over 17,000-ft of sandstone escarpment exposure in the vicinity of longwall operations in Utah. Results from all three case studies are used for demonstrating the utility of the method in solving ground control problems.

The difficult and often harsh working environment of the mining industry can stress both personnel and equipment to the extreme. Often, the unintended consequences of this environment lead to confrontations between departments, as each goes about its tasks of mining, maintaining or supporting these activities. On occasion, the confrontations may result in criticism of other departments for perceived or real sins or omissions. The offended department may not be able to change the circumstances, but can only complain while frustration persists. The most effective solutions are the actions of the mine manager. By establishing mutually supporting roles of each department and specifying conditions for the interactive conduct of maintenance, the mine manager can better assure that the inherent problems of the mining environment are neutralized.

The main industrial minerals produced are non-metallic - clay, dolomite, limestone, pumice, salt, serpentine, and silica sand. The other minerals, some with minor production, include diatomite, feldspar, magnesite, sulphur, asbestos, and perlite. Energy and metallic minerals and aggregate are excluded from this account. These industrial minerals occur in a wide range of rock types and geological ages. For example clays are known from the weathering products of Cretaceous rhyolite and leaching of Eocene coal measures; from Quaternary weathering of contemporary loess and shallow marine sediments, and of greywacke of Triassic-Jurassic age; and from the hydrothermal alteration of Late Cenozoic acidic volcanic rocks.

A NIOSH study on occupational deaths between 1980 and 1989 indicated that in the United States, mining had the highest average annual fatality rate (3 1.9 per 100,000 workers) of any other major industry. Since "lack of training" was often cited as the primary cause of accidents, NIOSH has been investigating new methods for effective training. One such method is the use of low- cost, desktop computers to simulate a virtual mining environment. Computer-based training offers several advantages over conventional training because the computer programs provide a three- dimensional environment that allows the trainee to practice using evacuation routes, encounter mining hazards, and view mining operations without being exposed to any real danger. One major focus of the project is mine escapeway multiuser training using desktop virtual reality programs. Researchers have imported mine maps into the software for the purpose of practicing actual evacuation routes and procedures. Various scenarios for evacuation can be practiced in a three-dimensional computer simulation of the mine in a disaster situation, complete with smoke, fire, and other dangers. Depending on the trainee's job description (i.e., foreman, shift boss, beltman, etc.), certain tasks need to be performed in addition to navigating primary and/or secondary escape routes. Each scenario allows for individual or team-based training and provides a means to educate mine workers in hazard recognition and hazard avoidance. Using this program, mine workers can practice evacuating various mine layouts without the danger and expense associated with escapeway training in an actual underground mine. Each scenario can be changed to test the trainee's reaction in a variety of circumstances and run many times so the trainee can practice concepts. This training experience will help reinforce the knowledge acquired during more conventional classroom instruction, and the inherent flexibility of the program allows training materials to be tailored to meet the specific requirements of individual mines.

This paper presents the results of an extensive study concerning a series of roof falls in a room-and-pillar coal mine located in West Virginia. Three dimensional finite element modeling was employed to identify the possible causes for the roof falls. The effectiveness of possible roof control measures for alleviating or eliminating the adverse roof conditions is analyzed, discussed, and compared. The best mining alternatives are recommended. It has been found that large overburden depth and typical roof geology are the major reasons for the roof falls. Angle bolting may not solve the problem encountered in the mine studied. Changing the mine layout currently used in the mine appears to be the best alternative. The recommended pillar size and entry width which will eliminate the problem completely are 90 ft. x 90 ft. and 14 it., respectively.

Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone's welfare.' Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island's resources are owned by Friday as in the case where they are under Crusoe's control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. The Technology Application Center, in conjunction with the U.S. Bureau of Mines Liaison Program, is studying the use of Landsat data for the monitoring of coal surface mine reclamation activities. Landsat may provide sufficient information to reduce the number of on-site inspections now required. The focus of the project has been the Navajo Coal Mine located in north- western New Mexico and operated by Utah International, Inc. On October 15, 1977, a field team recorded spectral measurements at the mine during the time of Landsat's overpass and a corresponding aerial photographic flight. Training sets were selected from the ground and aircraft data representing vegetated, graded, ungraded and natural environments. A supervised classification of the data was performed by the Stanford University Remote Sensing Laboratory then correlated to aerial photos and mine maps. The results, to date, have been very encouraging.

Mining accidents due to inrushing water are caused by sudden changes in seepage owing to structural damage to key strata of the aquiclude. The backfill mining method can be used to control the movement of the strata, weaken the evolution of fractures owing to damage by key aquiclude strata (KAS), and control the channel for inrushing water. This study develops a mechanical model of a composite beam on a non-uniform elastic foundation of the KAS by analyzing the coupling relationship between the filling body and the key water-resisting layer of the aquiclude. Equations of the deflection-induced deformation, bending moment, and maximum tensile stress of the KAS are analyzed, formulae to calculate the allowable tensile stress and backfill materials’ compaction ratio (BMCR) to ensure structural stability are derived, and are used to provide the critical BMCR for their structural instability. The results of field measurements show that the subsidence of the roof was 600–700 mm with an average BMCR of 80.63%. Damage to the overlying strata was controlled to ensure safe mining and the disposal of solid waste from the aquifer. The research here is useful for ensuring safety during mining while protecting water resources.

The Steeple Rock district is a major epithermal .gold-silver district in New Mexico that exhibits district zoning. Five types of ore deposits occur in the district. The base-metal veins (with Au and Ag) form the center of the district and occur along the Carlisle fault. The gold-silver veins occur along northwest-trending faults outward from the base-metal veins. The margins of the district are formed by copper-silver, fluorite, and manganese veins. In addition, areas of older acid-sulfate alteration occur throughout the district and also exhibit zoning: massive silica/chert zone (inner), silicified zone, and clay zone (outer). This alteration overlies regional; alkali-chloride (propylitic to argillic to sericitic) alteration. Synthesis of available data suggests the acid-sulfate alteration is related to a shallow but older epithermal hot springs system. Subsequently, younger epithermal veins formed along faults.

Effective risk management in major subsurface projects involves ways to mitigate adverse impacts to final design and construction approaches due to changed subsurface conditions. An Early Contractor Involvement (ECI) collaborated with Observational Method will be an effective contractual tool to address risk developed due to encountering differing site conditions. Observational Method (OM) can further be supported with artificial intelligence (AI) technologies with automated data-driven decision-making features in risk mitigation and implementation of proper design and construction approaches. This paper presents collaborative applications of ECI, OM, machine learning, and risk baselining in risk management and productivity enhancement in tunneling projects.

Strip mining with draglines and other surface equipment has traditionally been the method of choice for mining shallow deposits. This is particularly true for soft deposits that require little or no blasting. High rates of productivity and low operating costs have set this standard. However, these methods can be improved. Strip mining methods are batch processes and difficult to accommodate in processing. Moreover, they are encumbered with overburden removal, reclamation expense, and human inefficiencies. This paper describes the invention of a novel shallow earth mining technique called the Softwall Mining Method. Softwall Mining is an adaptation of longwall mining for loose earth conditions. The method was specifically invented for recovering phosphatic clay ore from beds in North Central Florida, but is likely to be suitable for a number of other minerals as well. Potential deposits for which the method may be well suited include placers, disseminated deposits in soft host rocks, bauxite, soft coals and lignite deposits, and other deposits where overburden will subside readily and where the ore can be hydraulically broken and slurried. Unit operating cost advantages are expected over the current dragline systems used. The Softwall mining advantages are its high rates of productivity, control and automation of the mining process, reduction of dilution and waste, and elimination of the majority of stripping and reclamation.

Natural materials can be used successfully in the construction of heap leach pads. The use of these materials usually result in the least expensive approach for such facilities. Sufficient geotechnical experience has been gained in the design and construction of clay heap leach pads so that they can be used with confidence. A number of operators presently use clay pads in their heap leach facilities; these include Alligator Ridge, Ely, Nevada (gold), and Union Carbide, Gas Hills, Wyoming (uranium). This paper describes the construction and field investigation of a clay pad for the heap leaching of agglomerated precious tailings. The project is located in the Mojave Desert, Southern California. The design had to satisfy operational requirements as well as regulatory requirements. The California Water Quality Control Board (WQCB) was one of the agencies which had to issue a permit for the project. Their biggest concern was the discharge or escape of cyanide into the environment. Rather stringent requirements were therefore placed on the pad design criteria, especially in terms of permeability.
