This paper examines the desired blast fragmentation results associated with mining fleet performance at Sidney Quarry of Pike Industries, A CRH Company by reducing cycle times and hauling less oversize material generated from the blast to the crusher to increase the overall plant throughput. We are constrained with blast patterns due to the poorly sorted and fractured seams in the quarry, which is angled at 35° NE and dipping at 80° and runs parallel to the Interstate-95 highway on the east of the quarry boundary about 600 ft, making it challenging to alter the blast patterns for optimal yield. We evaluated multiple relationships between blast patterns in conjunction with loader diggability. Results analyzed include the digging hours, fleet cycle times, and the fragment size with the optimized blast design through 3GSM software to arrive at the optimal yield to maximize the crusher throughput. Our primary objective is to focus on safety with efficient cycle times and clean floors & clean face generation for better operational efficiencies. Secondly, to optimize the crusher yield which is an integral part of quarry operation. Further, this paper provides the utilization of 3GSM blasting techniques in quarry applications with computer vision fragmentation analysis and VizaLogix, a fleet management software to analyze the cycle times sampling.

This paper is one of a series of presentations organized by the Conference of American Society of Civil Engineers with the goal of making significant progress toward an equitable and effective allocation of risks in construction undertakings among the principal parties - owner, contractor and designer. The role I have been assigned is principally one of identification of risk while others will devote greater attention to the allocation of these risks and the contractual arrangements necessary to properly make these allocations. Construction projects are joint undertakings by parties who bring different skills and interests toward a common effort, much as this conference does. A project is not an adversary proceeding and does not benefit from establishment of an adversary mode, as our lawyer friends seek in the resolution of legal issues. Accordingly, I urge upon this Conference the adoption of two basic precepts and guidelines as the criteria for sharing of the risks inherent in construction undertakings toward achievement through mutual effort the common goal of a successful project completed in the shortest time and at the least overall cost. These precepts are: (1) that all risks are rightfully the owners unless transferred to or assumed by another party for a fair compensation; and (2) that the principle guideline in determining whether a risk should be so transferred should be whether the receiving party has both the competence to fairly assess the risk and the expertise necessary to control or minimize it. The sponsors of the conference have provided certain guidelines to the authors. There is, however, no constraint in expressing one's bias and I suspect that my contractor's outlook may be inherent in my comments. The guidelines have suggested that I indicate whether the risks identified are ones that can or should be shared or borne by one party alone. In doing so, I will attempt to follow the precepts I have recommended.

The recent spate of catastrophic events at U.S. mines raises the question as to whether or not the mine safety and health system in the U.S. is broken. The prescriptive regulatory regime in the U.S. is not a cure-all for a broken system. Without totally dismissing the contribution of a prescriptive regulatory approach, this paper argues that safety in the U.S. mining industry would be enhanced if the nation adopted a scheme that provides a balance between specification standards and two alternatives: performance and systems-based standards. This would allow effective and flexible means to continuous health and safety performance improvement. Mine operators, regulators and politicians could then go beyond thinking that compliance alone equals strong safety by creating a proactive system that emphasizes continuous improvement. By adopting performance and systems-based standards, exemplary safety and health performers can be recognized, allowing regulators to focus their efforts on those without sound occupational safety systems and who have substandard safety performance. There are several limestone deposits around the Lohja area in southern Finland. Raw material for cement rock is mined from some of them. The formations are geologically complicated, and therefore selective mining is used whenever possible. One of these mines is the Tytyri underground limestone mine, which is divided into two parts; Törmä and Solhem. In addition to the selective mining system hand sorting or picking must be used at the Tytyri mine to improve the overall grade of the blended limestone. Some means were needed in order to improve the quality and to increase the feed rate by the elimination of hand sorting. Sorting machines were considered and eventually a Sortex 811MW was pilot plant tested at the Ojamo mine near Tytyri. This machine now continues to be used on production.

"Speakers and attendees of the 2016 Cutting Edge Conference could not be faulted for keeping one eye on the presentations taking place at the Hyatt Regency at LAX in Los Angeles, CA on Nov. 7 and 8 and another on the results of the historic election in the United States that took place on Nov 8. While there was certainly interest in the presidential campaign, there was also a great deal of interest in Measure M on the California ballot. Measure M, which passed easily, is a half-cent sales tax increase that will fund the most ambitious transit expansion in Los Angeles County history.In the coming years, the ballot measure will transform a traffic-choked region by funding the construction of nearly a dozen new rail lines with an estimated $120 billion raised in four decades. Among the projects that could come to fruition are a twin-rail tunnels project through the Sepulveda Pass and new connections in the city.During the update on West Coast projects, Bill Hansmire summed things up with a slide asking “How much work is there on the West Coast,” and his answer was “Billions.”From Seattle, WA south to Los Angeles, there is already a lot of work for tunneling and underground construction experts, and Measure M ensures that there will be plenty of work for decades to come.Currently, The Los Angeles County Metropolitan Transportation Authority (Metro) has three rail projects underway that were funded by Measure R in 2008 — the Regional Connector, the Purple Line subway extension and the Crenshaw/LAX Line that are designed to alleviate the traffic pressure with an eye to more solutions.Measure M is the fourth sales tax increase to fund transportation in L.A. County, bringing the base sales tax rate to 9.25 percent. In some cities, which already levy their own sales tax, the rate would be higher, The Los Angeles Times reported.About 35 percent of the revenue will fund major new transit projects, such as the subway under the Sepulveda Pass, extension of the Gold Line to Claremont, extension of the Crenshaw Line to West Hollywood and acceleration of the Purple Line Subway construction along Wilshire Boulevard to finish in 2024, 10 years earlier than scheduled.About 17 percent would fund a dozen highway improvement projects, such as widening parts of I-5 in the Antelope Valley and southeastern county, adding bus lanes to the Sepulveda Pass section of the 405 freeway and adding truck-only lanes to a section of the 710 freeway."

"These studies address the relationship between mill media sizing and its grinding efficiency. Starting with the results from a review of the literature, the issues of initial media sizing for a new ball milling circuit, and then optimal media sizing for an existing milling operation, were studied. The Functional Performance parameters “Mill Grinding Efficiency” and cumulative “Mill Grinding Rates” from both plant and test-scale equipment were used, and provide valuable new insight into this topic. A plant media sizing diagnostic tool is presented, as are newly developed testing equipment and evaluation methods, and recent case studies. REVIEW OF MEDIA SIZING LITERATURE For a plant metallurgist to answer the question “How can I maximize plant profit by manipulating this grinding circuit variable?” she must know what effect the variable has on grinding circuit efficiency. Despite the significant cost of grinding media and its potential effect on production capacity, the ‘best’ media sizing remains ill-defined for any given ball mill circuit in the industry today. The underlying reasons for this will be discussed. But the importance of this issue drove Metcom and its industrial partners to take on the challenge of how to engineer the ball charge for an existing grinding circuit. In the absence of any proven method, the first step was a review of the literature. Sponsored by Cleveland-Cliffs, Inc., a broad review of the literature was undertaken, producing “The Effect of Media Sizing on Ball Milling Efficiency” (McIvor, 1997). Among hundreds of publications that were reviewed that discuss the topics of media sizing or wear, forty-five were studied in detail. These were grouped into: plant experiences; laboratory and pilot plant investigations; media wear studies; population balance modeling studies; and general papers on ball milling which included the topic of media sizing. The reader is encouraged to refer to that review. The findings remain unchanged, although some relevant papers have been written since (e.g. Staples et al, 1997; Banasi et al, 1999; Orford et al, 2006; LaMarsh, 2015). Acid mine drainage (AMD) occurs in high sulfur coal and heavy metal mining environments. We show remediation methods using 3D numerical ground water flow models and chemical kinetics of pyrite oxidation for acid leaching of pyrite during air and ground water flow. A recently developed numerical model couples air and water flow with kinetics of iron-reactive bacteria, oxygen transport, specific chemical reaction rates, and pyrite oxidation to calculate migration control of pollution. A model is presented which considers diminution of acid mine drainage in pyrite rich ore bodies by raising the potentiometric surface through a vadose zone to reduce acid mine drainage. A ground water model is presented of an initially saturated mountain, containing an adit, with a sloping ground water table. Ground water recharge consists of snowfall and normal precipitation. Simulations indicate that the historically open adit creates a desaturated mountain above the adit. Significant air saturation ranging from 10-90% oxygen can occur to depths of the adit (-270 m). Remediation consists of plugging the adit, which fill s adit and mountain with water from recharge. Plugging the adit required <10 years for resaturation and rise of the water table in the mountain.

In two case studies we look at strategies of acceptance that the analyst can employ to gain entrance and to see his problem solution out to use. The first example comes from metal mines. The problem area was excessive usage and cost of wear parts in the concentrator and an atmosphere of crisis over frequent and unexpected breakdowns. The second case pertains to coal exploration. Better methods were being sought for representing coal quality in developing reserve tonnages. The first strategy is - Develop a detailed Human Impact Statement. The second strategy is - Write down in plain language with the keeper of the problem what he will consider as success in dealing with his problem.

We propose an advanced truck dispatching system which uses mathematical optimization approaches including integer programming, non-linear networks and the assignment problem. The system produces better operation control than existing algorithms. Furthermore, it provides planning tools for choosing equipment and finding an equilibrium between the quality and quantity of production.

Experience from Australia had identified what is referred to as nonconventional surface subsidence behavior. This occurs under irregular surface topography, resulting in valley closure, valley floor uplift or “upsidence,” and far-field horizontal movements, occurring even beyond conventional “angle of draw” limits. This paper discusses such behavior recently observed in Pennsylvania and focuses on the 2005 case of Duke Lake Dam in Ryerson Station State Park. In July 2005, there was a significant increase in water leakage through a number of growing cracks in the dam, leading to the dam being breached to avoid an uncontrolled failure. An underground longwall mine was located approximately 900 ft to the north, mining at depths of 330 to 720 ft. Investigations, including a subsequent ground movement monitoring program, found a range of evidence in the vicinity suggesting that valley closure and farfield horizontal movements may have occurred, resulting from the adjacent mining. Besides discussing the phenomenon of nonconventional subsidence behavior and the Ryerson State Park case study, this paper includes an assessment of the mining, geology and subsidence impacts and suggested ground behavioral mechanisms.

A placer ore jig, typically used to recover fine gold, tin and diamonds from alluvial ores, has been modified to remove fine pyrite from minus 6.4 mm (-114 inch) coal. In parallel tests, it proved to be far superior to two conventional coal jigs, the Baum and the Baum-feldspar, in removing fine pyrite from coal. The Pan-Am placer jig was found to remove essentially all of the +28 mesh pyrite and from 99% to 90%, decreasingly, in the 28 to 200 mesh range. This jig also showed a superior performance to the Baum-Type jigs in removing fine coal from its associated refuse. The superiority of the Pan-Am placer jig is related to the strong emphasis given on the suction stroke and, hence, on consolidation trickling, whereas the Baum jigs principally emphasize the pulsion stroke during jigging.

What is your personal view and assessment of the overall health of the industry in the current global economy? The economic outlook remains soft for the near future and, although the global economy is showing signs of recovery, uncertainty has tempered the pace of recovery. In addition to uncertainty, we are still facing significant economic challenges in many parts of the world, including Europe and the United States. The rapid expansion of China?s economy has recently slowed, further contributing to the sense of uncertainty in the overall health of the global economy. This situation is both a blessing and a curse, depending on which sector of the mining industry we are considering. For example, coal, industrial minerals, aggregates, base metal and precious metals markets are impacted by different forces and drivers and will experience different outcomes within the same economic environment. Let me give a few concrete examples to illustrate this concept. The prevailing economic uncertainty that I have just described tends to drive investors toward safe havens. Gold has historically been viewed as a safe haven and as long as investors shy away from traditional investments, gold prices will remain high and gold mining companies will continue to expand and invest capital in their operations. The same sluggish economy that drives gold prices higher has the opposite effect on other segments of the minerals industry. A great example of this is industrial minerals and aggregates used in construction. The markets that consume these minerals have contracted significantly over the past five years. The outlook for this segment is poor, as the glut of available housing continues to inhibit demand for new construction and, thus, many industrial minerals. In addition to this, the federal government?s lack of political will to enact long-term legislation funding transportation and infrastructure projects continues to be a drag on the U.S. aggregates industry.

This paper describes laboratory techniques and subsequent results of Bureau of Mines research to produce chlorination-grade feedstock from an abundant, low-grade, domestic, rock ilmenite ore. The research is part of the Bureau-effort to devise technology that may help decrease U.S. dependence on imported raw materials. A rock ilmenite containing about 46 wt pct Ti02 was smelted in an electric arc furnace with coke, woodchips, and Na2C03 to separate most of the iron as pig iron and to form a low-iron, titanium-enriched slag. The slag was ground, pelletized, oxidized, and then sulfated with mixtures of SO2 and air in a continuous 4.5- to 9.1- kg/h apparatus at 1023 to 1223 K. The sulfated slag, containing 60 to 65 pct TiO2, was reground and leached in water at ambient temperature to decrease the combined levels of the troublesome Ca, Mg, and Mn impurities from 7.0 to 1.7 wt pct. At levels of more than 3 wt pct, these impurities contribute to operating and disposal problems, The final product was upgraded to about 84 wt pct TiO2. This material potentially is suitable for chlorination in a fluidized-bed reactor. The most favorable results were achieved with leached slag sulfated at a feedrate of 4.5 kg/h and at temperatures of 1073 to 1123 K.

"As part of the new 2nd Ave Subway Project, an existing tunnel constructed in the 1970’s will be connected to the new subway and used as new running tunnels. The existing tunnel had to be modified to comply with newer structural and fire life safety codes and to be connected to the new cut and cover station at 96th St. This paper will discuss the complexities of tying an existing tunnel constructed over 40 years ago into the new station and allowing for movements due to the unloading of the existing tunnel and the differential settlement of the two structures during both the construction and permanent condition. Topics that will be discussed include structural analysis, ground improvement techniques, selection of support of excavation walls, working in contaminated soil and instrumentation and monitoring of the structures. It will also cover retrofitting the tunnel to comply with updated Fire/Life/Safety requirements. PROJECT OVERVIEW The Second Avenue Subway (SAS) will be the first major expansion of New York’s subway system in over 50 years. To be constructed in four phases, it will run from 125th St. in Harlem to Hanover Square in the Financial District (see Figure 1). For most of its length, the alignment is directly under the Second Avenue roadway."

Slope stability in Barrick’s Pierina Mine open pit is significantly influenced by the structural geology, the variably argillized rock mass, and locally by perched groundwater. Development of an extensive surface water diversion network continues at Pierina, which is necessary to minimize highwall and adjacent natural landslide movement and erosion during the wet season. Slope movements are effectively monitored using optical survey methods, strobe light extensometers, gap monitors, and piezometers. The slope stability program at Pierina is focused on improving the understanding of the stability mechanisms in order to ensure continuous safe operating conditions. Priorities are placed on developing an accurate detailed engineering geological model, enhancing groundwater depressurization, and optimizing highwall controlled blasting procedures.

"In recent years, the demand for rare earth elements (REEs) has grown due to increasing demand and global supply shortage. The supply deficit of these critical elements has encouraged the search for new sources, with coal and coal byproducts as possibilities. Coals from certain parts of the world can be rich in REEs and can approach a total concentration of 1,000 ppm. Two Alaskan coal samples, from Healy and Wishbone Hill, were investigated for the effects of density and particle size on REE concentrations for three selected size fractions, and flotation tests were conducted on finer fractions. Additionally, bottom ash and fly ash samples from a power plant were examined for their REE concentrations. The results show that the upgrade potential for REEs on an ash basis from a whole-coal basis ranges from 2:1 for the Wishbone Hill samples to 4:1 for the Healy coal samples. Flotations of the finer fractions of the two coal samples, conducted under similar conditions, revealed higher concentrations of REEs in the tailings. Both coal samples had comparatively higher contents of light-group rare earth elements (LREEs) than heavy-group rare earth elements (HREEs). REE content trends for the power-plant products on an ash basis indicate that fly ash has slightly higher concentrations of both LREEs and HREEs than bottom ash. IntroductionRare earth elements (REEs), also known as rare earth metals, and their compounds are vital components in industrial, automotive, petrochemical, defense and medical applications. Dysprosium in combination with other elements is used in laser materials and nuclear control applications. Neodymium is present in magnets that are used in the manufacture of wind turbines and hybrid cars. Europium, terbium and yttrium are used in devices that have visual displays such as computer screens and laptops (Haxel, Hedrick and Greta, 2002; Bunzli, 2013). REEs pose fewer environmental problems of disposal and recycling than their conventional heavy metal counterparts (Haxel, Hedrick and Greta, 2002). They are key materials for radar systems, avionics, modern national defense and satellites (Cammarata and Sieradzki, 1994; Hedrick, 2010; Martin, 2010; Szumigala and Werdon, 2011; Cordier, 2011; Bunzli, 2013). REEs are often classified into light-group rare earth elements (LREEs) and heavy-group rare earth elements (HREEs). This classification is primarily based on the electronic configuration in the outermost shell. LREEs, ranging from lanthanum to gadolinium, have a single or no spinning electron in the outermost 4f shell while HREEs, ranging from terbium to lutetium, have paired electrons in the 4f shell. This difference in electronic configuration is responsible for the differences in physical and chemical properties of REEs."

Land use planning is not a new concept in the United States but the emphasis has changed drastically since the early 1960&apos;s. Under the old interpretation we tried to expand our frontiers and develop our land, but as society has become more affluent and mobile the demand has grown to preserve those parts remaining undeveloped. There is something of a paradox inherent in this change of emphasis. While affluence has motivated our support to preserve the quality of the natural environment, industrial development is needed to support the affluence. Because we cannot accomplish all of each, sound planning and compromise will be necessary since it is unlikely that, the American people will want to surrender much of their life-style or their awakening environmental concern. Any industrial society, whether a goal reached or an aim yet ahead, is built largely on the use of mineral raw materials and energy, the physical base of nearly all activities and products. The standard of living which is important to us all is growing more dependent upon these minerals, metals, and energy fuels. Although reduction in consumption of raw materials may be acceptable to those at a certain economic level of a society, those who have not reached that level cannot be expected to accept a lowering of their present or anticipated standard of living.
