WHY DO AN AUDIT? There is increased enforcement of environmental laws and regulations at State and Federal levels with attendant steep fines and even the possibility of jail sentences. We are all aware of environmental and public health and safety incidences (i.e., Love Canal, Bhopal) which have led to stringent laws and regulations (i.e., CERCLA, RCRA, SARA). In some cases, the courts have specified that a company institute an audit program as a condition of settlement of claims which related to lack of environmental control. The U.S.EPA issued an Environmental Auditing Policy Statement in the November 8, 1985 Federal Register (pp. 46504-46508) which encourages the use of environmental auditing by regulated entities. Elements of what EPA considers to be an effective environmental auditing program are outlined and briefly explained. These factors combine to indicate why there is a growing number of companies which have instituted an audit program. Briefly, the program can and should be used to monitor compliance with environmental regulations and corporate policy, to prevent violations, to improve policies and procedures, to raise the level of environmental awareness, to encourage communication among operations and all management levels about environmental problems, and to measure risks and control costs. AMAX Inc. has had an environmental audit program since the early 1970's. The AMAX Environmental Affairs Department, working with the Law Department, oversees and coordinates environmental audits and analyzes the findings which an audit reveals. Facilities are audited on a regular schedule; those having the greatest potential for environmental liabilities are audited at least annually; other facilities are audited less frequently. The question of who performs the AMAX audits was settled in favor of the audit team being independent of personnel from the facility being surveyed. Other methods of auditing could be the following: - Independent contractor (Appendix A) - Combination of independent contractor and in-house staff - Self-audit by site personnel The merits and demerits of who should conduct the audit can be analyzed to suit your particular needs. Next you need to decide on the procedure for the audit and the form for reporting and follow up. Environmental publications referenced in Appendix B can be helpful to you at this point. After deciding on the form of auditing, a schedule is prepared and followed to the closest extent possible. This schedule should be published and distributed to the sites so facilities know when they are being audited. This is not designed to be "a game of hide and seek." Various elements of the AMAX Audit Program are as follows: Team selection Pre-visit preparation Site visit Exit interview Report Using the audit Follow-up Team Selection The usual make-up of the team is the audit manager, the environmental specialist who normally provides assistance to the site or has knowledge about the operation, and a legal representative if his or her schedule allows. The legal representative will review the findings of the audit team if a personal visit is not timely or necessary. Size of the team can be expanded, but a minimum of the audit manager and the environmental specialist is best. Two sets of observations are better than one. The environmental specialist can also provide the rapport which is beneficial to creating the appropriate tone so that the site people will be as cooperative as possible. This is not to be an antagonistic exercise.

Free radicals (FRs) present in coal dust directly influence the interaction behavior between lung cells and dust particles. FRs are atoms or groups containing unpaired electrons, with strong chemical reactivity and a short lifespan. FRs which are quite persistent in natural environments, termed environmentally persistent free radicals (EPFRs), have recently received much attention as new environmentally hazardous substances. EPFRs present on coal dust serves as an active intermediary to catalyze reactive oxygen species (ROS) production by oxygen molecules endangering mine workers’ health. Many EPFR species may be bonded to the particle surface or trapped within the particle during coalification and can be modified with progressive size reduction through cutting at the mining face or crushing/pulverization in the plant. This study measured EPFRs for lignite, sub-bituminous, and anthracite coal dust at various sizes. We especially focused on EPFRs for submicron coal dust prepared by cryogenic methods. The outcome of this study will directly improve the free radical-dependent toxicity quantification and ultimately contribute to the size-dependent coal dust toxicity quantification.

"Miners worldwide use a tremendous amount of energy in producing finished minerals for the end user market. In accomplishing this goal, they incur energy costs that can range from 20% to 30% of the total cost of production, so there is fertile ground for cost savings. To unlock this huge value in cost reduction, energy analysis is the key and is broken into several segments: 1. Fuel analysis for power generation 2. Energy supply & demand 3. Opportunity cost for lack of power 4. Backup power 5. Power contracts 6. Energy efficiency 7. Renewable energy 8. Continuous energy management FUEL ANALYSIS FOR POWER GENERATION What is the first thing we evaluate when looking at power supply alternatives for the mining industry’s large power requirements? Is it 1) site, 2) engineering, procurement, and construction companies, 3) independent power producers, 4) turbine vendors, 5) grid connections, or 6) fuel supply, logistics, and infrastructure? In evaluations of power supply alternatives for mining companies with special emphasis in developing countries, there is one over-riding conclusion: reliable fuel supply drives the energy generation economic engine. Evaluating several different fuels including liquefied natural gas (LNG), natural gas, diesel, heavy fuel oil, and liquefied petroleum gases (LPG) among others, the best project outcomes are those where fuel supply, pricing, logistics, and infrastructure are given an extensive amount of time during the analysis stage. In an assessment of the twenty-year costs of generating power from multiple fuels, each fuel’s costs were placed into three separate net present value (NPV) buckets of: 1) capital, 2) operating and maintenance, and 3) fuel. Within a range of 65% to 85% for all fuels, fuel cost was the largest component of the NPV of the life cycle power generation costs. So if 65% to 85% of your life cycle power generation cost is one item, shouldn’t miners spend a corresponding amount of time in the analysis stage fully understanding this key determinant for a successful power project? In developing countries where power generation infrastructure may not exist or does not exist at the same level as is found in North America and Europe, fuel analysis becomes even more important. One of the key questions for fuel importation in developing countries is the draft at existing ports to allow larger vessels to dock at the jetty. Can larger ocean-going tankers dock at the port for off-loading, or is the port’s draft too shallow, thus forcing a Single Point Mooring (SPM) system or Conventional Buoy Mooring (CBM) system to be constructed at substantial capital expense? Once fuel can be imported, sufficient onshore storage capacity should exist, or must be built to off-load the entire fuel cargo from the larger ships. Additionally, the throughput capacity of the pipeline from SPM/CBM must allow a rapid unloading of the fuel from ship to shore to eliminate steep demurrage costs for the project."

Experience at Energy West Mines in the Wasatch Plateau Coal Field, Utah, has shown that longwall face bursts occur mostly near the tailgate when extracting the third adjacent longwall in a panel section where depths exceed 610 m (2000 ft). It is believed that this is due to a combination of cover depth and side abutment stresses created by the widening of a pressure arch formed by interlocking and bridging of large blocks of" very competent strata. The 60-m-thick (200 ft) Castlegate Sandstone probably plays a key role in pressure arching. This paper presents a back-analysis of the location and magnitude of the stresses associated with face bursts that occurred when mining the 7th Right Longwall at the Deer Creek Mine. Improvement of these conditions may be achieved by widening the longwalls to attain critical subsidence width sooner while mining the second long-wall, and to reduce stresses at the face. Wider longwall faces, however, increase the chance of sandstone channel interception often associated with bursts. Satisfactory mitigation of face bursts beyond cover depths of 610 to 670 m (2000 to 2200 ft) may be difficult without using destressing techniques. The hydraulic fracturing/liquid infusion technique seems to offer the best possibilities for application in longwall mining.

The newest addition to the Anamax Mining Company's Twin Buttes copper producing complex is a by-product uranium extraction plant which was placed into service in February 1980. The plant is unusual in that it is placed internal to the copper countercurrent decantation, solvent extraction, and electrowinning plant. The plant reached full production within a month and, to date, has produced continually above design rates.

This paper presents the results of an analysis and summary of relevant literature on the mechanism of cementation of metals in acidic aqueous media, with the aim of reconsidering the conventional assumptions. The simplicity of the process as a mere galvanic metal displacement is discussed, and the real effects of pH and hydrogen pressure in different cases assessed. Finally, an alternative mechanism scheme with respect to the role of hydrogen species, in agreement with reported data, is proposed.

"Advanced data acquisition and process modelling technology provides online data and decision support about different aspects of the resource extraction process. Real-time approaches have recently been applied to utilize the value of this information for improved production control in mineral resource extraction in different operational set ups including coal, polymetallic ore and gold deposits. The key concept of these approaches promotes the change in paradigm from discontinuous intermittent process monitoring to a continuous process and quality management system in the resource extraction process. The framework includes a real-time feedback control loop that rapidly links online material characteristics data acquired during extraction at the mining face, during material handling and processing with a sequentially up-datable resource model. This will allow near real-time optimization of decisions related to long-term planning, short-term sequencing and production control. The contribution reviews recent developments in the three main constituents sensor based material characterisation, rapid updating of grade control models and simulation based optimization for improved production control. Technological readiness is assessed and critical gaps for further technology development are identified. The value added is illustrated by means of selected case studies. INTRODUCTION With the depletion of known and established mineral reserves, the decrease in head grades and the continuing demand of mineral raw materials by the modern society, future exploitation will move towards extraction of deposits under geologically more complex conditions. Complex deposits are characterized by a low continuity in grade, presence of deleterious elements such as arsenic and high irregularity in the geometry of the ore boundaries. The profitable exploitation of such deposits becomes significantly more challenging. To be able to better utilize such unconventional mineral resources of the future, smart autonomous mining systems are needed, which integrate local exploration of spatially varying material characteristics in–situ and have the ability to follow and extract the pay zones in the ore body while minimizing dilution (Buxton and Benndorf, 2013). The main barriers to overcome for the successful economic exploitation are: • effective grade control which will maximize resource potential along the whole value chain, • minimization of handling zero-value material introduced by dilution, thus • reducing unnecessary expenditure of energy and financial resources and • management and control of the geological uncertainty due to limited information available,"

"Estimating and managing the costs of complex infrastructure projects – in the planning/design and construction phases, for both owners and contractors – has been a challenge for decades. The more complex and technologically advanced the project, the greater the uncertainty, including potential risks that are important to owners and contractors, such as:• Cost risks to owners – meeting budget and schedule, maintaining public credibility.• Cost risks to contractors – profit, consequences of loss, impacts to reputation/future work.This concern has been addressed in various ways by the underground construction industry for some time (Reilly, 2001). In particular, while significant advances have been made in cost estimating for the planning and design phases (Reilly et al., 2004), that are important to agencies and political decision-makers, it is not apparent that these advances have been widely adopted for construction cost estimates. The reasons for this may relate to lowbid considerations – any method that tends to increase the contractor’s cost estimate, by including risk or likely costs, could lead to an erosion of the contractor’s competitive position – if others are not similarly required to include such costs.Different cost estimating methods produce different levels of information. Specifically, there is a large difference in the character and depth of information if a deterministic (quantities times price plus a contingency) and risk-based cost methods are used. It is this difference in character and depth of information that is the reason that risk-based cost estimating has potential value for owners and contractors. Figure 1 presents hypothetical cost results from deterministic and risk-based methods and illustrates some of these differences.In Fig. 1, the results for deterministic and risk-based cost estimates are given related to the potential profit or loss for a typical project. As is evident in this example, there is significant potential for costs to be realized that are higher than the proposal/bid value estimated using a deterministic approach, with a 15 percent probability of a loss. There is a 30 percent probability that the project will have a reduced profit. There is a 55 percent probability that the project will return a good profit. Selenium (Se) in effluent waters has become a significant challenge for a number of industries. Toxicity studies and new reports of occurrence have certainly caused increased scrutiny and actions in the mining industry today (Sandy, DiSante, 2010). While initial activity in addressing selenium-laden waters were conducted in the coal mining industry, today a much broader range of mine types are beginning to search for solutions to selenium treatment of their mining waters, including both hard rock mining operations (gold, nickel, zinc, etc.) and soft rock mining (phosphate, uranium, etc.) Throughout North America, new regulations covering selenium discharge are either in place or being developed. While a number of physical/chemical approaches show promise in selenium treatment, when considering optimal cost and treatment efficacy issues, biological treatment ? particularly fixed-film biological treatment - is reported to be one of the most promising approaches to managing selenium-containing waters. Among biological treatment options, the fluidized bed reactor (FBR) has undergone extensive pilot testing for Se treatment in the last three years, including eight pilot programs, and the first FBR system is now operating at a coal mining site. In all tests, the FBR has been shown to be a highly cost-effective approach to selenium treatment based on its physical and performance characteristics. This is consistent with its history for reaching low levels of treatment in similar service for other oxyanions including perchlorate, nitrate and various metals. With the results from the most recent testing, the technology has been shown to be adaptable to an ever-broadening range of influent water conditions and flow rates, in varying terrains and weather conditions. Selenium occurs in various valence states from -2 to +6 (Sobolewski, 2005). The speciation of selenium plays a critical role in understanding the effectiveness of any approach for removal, especially to low levels. Elemental selenium is insoluble and has little effect on living organisms. Colloidal fractions are known to occur. In aqueous environments such as coal mining runoff, selenium is most often found as the oxygenated anions of selenite (SeO32-, Se4+) and selenate, (SeO42-, Se6+). Selenium is commonly found in mining waters in concentrations ranging from 3 to >12,000 µg/L. The U.S. National Primary Drinking Water Standard MCL is 50 µg/L for selenium (EU 10 µg/L; WHO 40 µg/L). The National Fresh Water Quality Standard is 5 µg/L for selenium. The U.S. Fish and Wildlife Service has recommended that the National Fresh Water Quality Standard be lowered to 2 µg/L to protect fish, waterfowl, and endangered aquatic species. Several states have followed with enforcement actions at these same low levels. In Canada, permits may require stakeholders to monitor levels in water or biota, or to comply with guidelines, at either the National or Provincial levels, which can be as low as 1 or 2 µg/L in surface waters. Treatment of selenium in all mining waters presents a series of challenges. It can be present in relatively dilute concentrations and in streams with variable and often high flow rates. It can be present in many soluble and particulate forms, which may affect process design and treatability. The conditions of influent selenium-containing waters can vary, with issues such as temperature, pH, total dissolved solids and other contaminants affecting the ability to remove selenium selectively and economically. Treatment of selenium often results in the generation of a concentrated by-product requiring disposal, and re-release from residuals can occur. Beyond these issues, the physical environment of a mining operation can offer challenges such as remoteness and harsh and/or cold weather. Currently available selenium treatment technology (Table 1) includes biological treatment and a number of physical-chemical processes ? such as ion exchange, membrane filtration and adsorption ? that vary widely in efficiency and cost. Most treatment options remain either too costly and/or unproven for selenium-containing streams for reasons that include poor removal efficiency, variability in volume and composition of influents, system sizing and logistics considerations, as well as operating requirements.

How to quantitatively identify the loads on a square/arch set is a complicated issue in designing the square/arch set in an intersection/entry. From an engineering perspective, understanding the nature and support mechanism of standing support such as a square/arch set can not only help design the support structure to maintain the roof stability, but save the steel materials and costs of manufacturing, labor, and delivery. Based on the design practices in recent years and successful applications in slope bottom intersections, the authors are confident that the concept of interaction and confinement effect between the steel square/arch set and surrounding rocks is critical in designing a proper steel structure to support an intersection/entry. This paper will detail the design concept and its applications in several underground slope bottom intersection designs, reaching the goals of improving roof stability and reducing costs.

Florida Power and Light is the fifth largest investor-owned electric utility in the country. It has a service territory that covers 35 counties, or 28,000 square miles, 2.5 million customers, and serves 5.6 million people. The total installed capacity is 13,470 MW, generated by four nuclear units, 36 oil and/or gas fired units, and 48 gas turbine units. Traditionally, FPL has been an oil-based utility. In 1979, this dependency on oil became obvious when 42 million barrels of oil were burned during the year. At that time, it was also projected that, based on the current estimates of customer growth and available generation capacity through 1990, FPL's residual fuel oil consumption would increase from the 1979 level of 42 million barrels (6.7 million m3) per year to approximately 55 million barrels (8.7 million m3) per year by the mid-1990's. Concern over this was further aggravated by the fact that it was difficult to estimate both the price and quantity of fuel oil that would be available over the next decade since changes in the world market, decisions by oil producers and refiners, and international political developments would all affect the availability of oil. Also, at that time, the price of residual fuel oil had increased drastically, and there was no reason to think that these prices would soon stabilize. Thus, oil back-out became a primary objective of FPL and since then, FPL has been actively investigating ways to decrease fuel oil consumption.

[Many factors impact the selection of one mining method over another for deep seated, thick seam coat deposits. Generally if an operating mine is recovering coal at high volumes from thick seams then a truck/shovel fleet is required for coal loading. The next consideration is how to remove the associated burden. If an operation has relatively small amounts of burden associated with the coal then a truck/shovel fleet may be employed for burden removal simply to standardized the entire mine equipment concept. On the other hand large amounts of burden associated with the coal can justify employment of draglines for burden removal. Specific economic, productive, and physical factors contribute to the final decision.]

The RiverRenew Tunnel System project in Alexandria, VA forms part of a CSO scheme aimed at reducing overflows of combined stormwater and sewage into the Potomac River during storm events. A major piece of the project is a 12-foot internal diameter tunnel of approximately 12,000 feet length lined with a single-pass precast concrete segmental liner and excavated by an Earth-Pressure Balanced Shield TBM. The tunnel lies between 120 to 140 feet below grade in the clays of the Upper Potomac Formation with occasional dips of more granular, saturated soils of the Terrace Formation and the Alluvium. The TBM is launched from a figure-8 configuration Pumping/Screening Shaft located within AlexRenew’s operational Water Resource Recovery Facility. This paper discusses the challenges encountered during the launch of the TBM in short mode within a highly congested site and from narrow deep shafts.

Jim Walter Resources Blue Creek No. 3 Mine was opened in one of the most gassy coal beds in the United States. Although face ventilation requirements exceeded 14,000 cfm (6 .6m3/s) air, continuous miner sections experienced an unacceptable frequency of frictional ignitions. Modifications offered primarily by the U. S. Bureau of Mines such as diffuser fans, water spray fans, and slow speed cutting motors were used with little success. However, laboratory tests conducted at the U. S. Bureau of Mines indicated that an increase in bit attack angle from 50° to 55°-57° significantly reduced the chances of the bit causing a frictional ignition. An experimental miner drum was built using this concept coupled with a new bit designed by the Bureau and manufactured by Hughes Tool Company that better protected the bit steel shank with a carbide cap. It was installed on a continuous miner and placed in an area of the mine prone to ignitions. 50,000 tons (45,500 metric tons) of coal were cut without a frictional ignition. When the miner was withdrawn for rebuild and a machine with an unmodified cutting drum placed in service, two ignitions occurred before 10,000 tons (9,100 metric tons) were mined. Other machines have been rebuilt and are in service, and to date none have been known to cause an ignition.

The Mineral Resources Institute of The University of Alabama conducted research on the removal of sulfur from coal using a combination of gravity concentration and flotation methods. The research utilized the gravity and centrifugal force capabilities of the Humphreys spiral to remove part of the pyritic sulfur and ash. Flotation of the Humphreys spiral coal concentrate removed additional sulfur and ash to yield products that conform to Federal air quality standards for sulfur oxide emissions. The clean coal products recovered by the combined process contained 7.7 to 8.0 percent ash, 0.12 to 0.16 percent pyritic sulfur, and 0.78 to 0.96 percent total sulfur. Pyritic sulfur rejection by the process was about 95 percent. In addition to obtaining good recoveries of high quality coal the tests demonstrated that the pyrite in the wastes could be isolated as enriched flotation products by the combined gravity - flotation apporach. Pyrite concentrates analyzing 25 to 33 percent sulfur were recovered. Potential benefits of the pyrite flotation step are recovery of a product of possible market value and the elimination of the pyrite from the waste ash which could be a potential acid water problem when impounded.

Meramec Mining Company, owned 50% by St. Joseph Lead Company and 50% by Bethlehem Steel Corporation,- is engaged in the mining, concentrating and pelletizing of iron ore from the Pea Ridge Mine which is located in the rugged, wooded Missouri Ozarks about 15 miles from the town of Sullivan or 75 miles southwest of St. Louis. The orebody was delineated in the middle 1950's by the St. Joseph Lead Company during the Company's intensive exploration program to discover new lead orebodies to replace the declining reserves of the famous Southeast Missouri Lead Belt. An airborne magnetometer survey was run by the U.S. Geological Survey, the Missouri Survey and several mining companies, (of which St. Joseph Lead Company was the principal supporter). The survey was published in 1950 and disclosed an anomaly in the vicinity of Pea Ridge. In 1950 test drill holes disclosed that under some 1300 feet of sediments there did exist an iron deposit of probable commercial significance. No further action was taken until 1956 when additional drill holes confirmed beyond reasonable-doubt-that this was a major iron ore discovery.

Laboratory and small-scale continuous pilot-plant investigations made at the Tucson Metallurgy Research Laboratory of the Bureau of Mines have demonstrated that the copper segregation process is applicable to the treatment of oxidized and mixed oxide-sulfide copper ores regardless of the gangue constituents. The process comprises heating the ore to a temperature of 750° C. with small quantities- of sodim chloride and coke to produce metallic copper, which then is recovered by flotation. Tests were made on' 23 copper ores of different types containing 0.8 to 5 percent Cu, .The copper recoveries ranged from 73 to 96 percent in concentrates assaying 10 to 62 percent Cu, depending on the grade and type of ore, The direct operating cost for a 1,000-ton-per-day furnace and flotation plant is estimated at about- $3 per ton of ore.

The past year has been a strange one for the fertilizer industry of the world and the United States. Listening to news stories, you would think the sky is falling on the world's agriculture and probably conclude that we should have had an exceptionally poor fertilizer season. In some respects, we did. Prices were low, profits were low, and in some cases nonexistent, but volume was good. We heard much in the press about the farmers' credit crunch. The truth of the matter is that only 6.6 percent of the U.S. farmers have debt-equity ratios of 70 percent or more, and a large percentage of our farmers have absolutely no debt but operate entirely on their own cash assets.

"In the 1990’s metal prices were trending in a long term decline and the usual cost cutting exercises were adopted. Cuts to research and development made innovation difficult and the outlook was grim. But necessity is a strong motivator, and these conditions spurred the Mine-to-Mill movement which optimised across organisational “silos” and utilising new technology tools, innovative software and increased computing power. Many applications of Mine-to-Mill exploited the fact that comminution is usually the site processing bottleneck, and that blasting is more efficient at breaking rock than grinding. This approach sought to: • Understand and characterise rock breakage from mining to the mill • Develop models and simulators for blast design, fragmentation, crusher and mill circuits • Develop tools to measure in real time the particle size distribution of rocks on conveyors and Run of Mine (ROM) muckpiles • Ensure effective communication across the silos between geologists, blast design engineers, mining engineers and metallurgists These methods and the technology tools available in the 1990s were widely adopted at numerous sites around the world with significant benefits. SAG mill throughput increases of 10-20% were common. This was the advance the industry desperately needed. It was low capital cost; it was obvious. It was here to stay. Except, in too many cases, it didn’t. In the minerals price boom of the 2000’s Mine-to-Mill was no longer necessary to “survive”, even though it was still good business. Some operations, including some of the early success stories, slipped back to old habits of optimising within organisation silos instead of across them. Fortunately, other operators still embraced Mine-to-Mill and developed new techniques. Mine to Mill was still successful, but it not as widely adopted as we had expected it to be.Now the boom has ended and operations are again under cost pressure. Since these are the same circumstances that created Mine-to-Mill, it seems time to achieve the wider adoption. Since the 1990s many new or advanced technology tools are available for Mine-to-Mill projects: blast-hole sensors, new explosives formulations, new blasting techniques and modelling, ore tracking devices, improved image analysis to determine size, texture and colour of coarse ore, grade sensors, whole-stream simulation tools, even more powerful computing hardware and data analysis software. If we could achieve so much in the 1990’s, how much more can we achieve today when we have the same imperative, the same potential and a larger number of high technology tools?"

If components of a gas-liquid stream react with each other and with stationary solids, involving parallel and sequential, reversible and irreversible, and slow and instantaneous reactions, the process can be defined by a set of simultaneous differential rate equations and simulated as multistage semibatch re¬actors. Each stage is divided into finite time increments. Within each increment, even the simultaneous reactions are treated as sequential. The proposed method follows process evolution from non-steady state startup to normal operating conditions. It allows computing byproduct buildup in recycles, tracer response curves and, in case of underground processes, expansion to adjacent parts of the deposit.
