Two of the open-pit, copper-molybdenum mining operations of Duval Corporation are located in the foothills of the Sierrita Mountains approximately 30 miles southwest of Tucson, Arizona. In March 1959, mining from a moderate sized porphyry deposit known as the "Esperanza orebody" was begun at a rate of 10,000 tons of ore per day. Some five years later, a sizeable group of mineral claims west of Esperanza became available to Duval. Earlier exploration and development drilling in this area by others indicated an orebody of greater size but lower tenor than that of Esperanza. A drilling program conducted by Duval not only verified the results of the prior drilling but in addition, revealed a continuation of the mineralization to the south and east. Thus was developed the Sierrita orebody. Open pit design delineated 414 million tons of ore containing an average copper content of 0.35 percent and a molybdenum content of 0.036 percent. In April 1966, the office of Emergency Planning authorized General Services Administration to undertake a program under the Defense Production Act to en¬courage additional domestic production of copper in the interest of national defense. Duval's Sierrita Project was brought to GSA's attention in May 1966 on November 28, 1967, an agreement providing for the development of the Sierrita Property was consummated with GSA. In March 1970, the first copper-molybdenum concentrates were produced in the 72,000 tons-per-day concentrator. Pre-production stripping exceeded the scheduled 105 million tons despite the comparatively short lead time available to equip the mine, build the mine plant facilities, and staff the technical, supervisory, and labor forces. Shortly before the first concentrates were produced, plans were being formulated for a program to increase processing capacity by approximately 15 percent, which entailed increasing overall mining capacity by approximately 50,000 tons per day. This program is scheduled for completion early in 1971.

The business of mineral exploration and development has become much more than simply a problem of locating orebodies and designing mines. Favorable economic analysis of mining and processing feasibility is no longer sufficient to justify the development of a mine. New laws, enacted by virtually every level of government, require comprehensive land use planning, environmental analysis, mineland reclamation, mine safety studies, and many other considerations. This profusion of new laws says in effect, that the mining company is no longer responsible only to its stockholders. Mineral development today can be compared to a partnership. As in all partnerships, the risks and liabilities as well as the benefits are held jointly by all the participants. In addition to the mining operator, this partnership consists of the public, through its many levels of government, interest groups, and individual citizens. Therefore, you'd better know your partner very well - his responsibilities and capabilities. Mining is considered a high risk venture. The risk on the part of the operator and the lending institutions has long been recognized. The risk that the public and its government take in these mining ventures has now been recognized also. The people and their government have learned that they inherit, through abandonment or forfeiture, the mistakes and problems of individuals and companies regarding these natural resources. In looking through the "Mining Engineering Handbook" recently published by the Society of Mining Engineers, I noted that in their discussion of liability for excavations, the authors quoted from the book of Exodus, 20th chap., where Moses said to his people: "When a man leaves a pit open, or when a man digs a pit and does not cover it, and an ox or an ass falls into it, the owner of the pit shall make it good; he shall give money to its owner, and the dead beast

The scheduled replacement of Inland's A & B coke batteries in Plant No.3 posed some serious problems in terms of pollution control and strained sources for medium volatile coal for a conventional blend. The state-of-the-art of air pollution control during the charging step in the conventional slot-type coke oven has been less than satisfactory. In addition, the work done at the Illinois Geological Survey showed that by preheating the coal blend prior to charging a greater percentage of Illinois coal could be used to produce a high quality metallurgical coke. To assist The Management in the- decision on A & B replacement, Inland Steel conducted a full-scale test program on coal preheating and pipeline charging utilizing the Coaltek system installed on No. 2 battery of the Semet-Solvay Division of Allied Chemical Corporation. The basic objectives of the test program at Semet-Solvay were as follows: 1. Determine the feasibility of producing high grade metallurgical coke from preheated blends containing more than 60% Illinois No. 6 coal. 2. Confirm the performance characteristics in one of the Inland blast furnaces of the coke produced with 75% Illinois coal in the blend. 3. Verify several claims by Coaltek such as: a) Pipelining the hot coal presents no difficulties while essentially eliminates the air pollution problems associated with the conventional charging system. b) Preheating of the coal blend permits the use of higher percentages of high volatile, marginally coking coals (such as Illinois No. 6) in the blend as compared to wet charging.

A 0.5 m (20 in) diameter high pressure natural gas pipeline crosses over a coal mine located in Central Utah. Ground movement induced by the mining operation could possibly place excessive strain on the pipeline causing it to rupture. The mining operation extracts coal from two seams using the room and pillar method. The seams are situated one on top of the other and both lie directly under the pipeline. At present, only the upper seam is being mined beneath the pipeline. However, in the future, the mining operation of the lower seam will also affect the pipeline. As would be expected, mining of both coal seams causes surface subsidence. This is especially true when the pillars are extracted during retreat.

Introduction The mining industry is perhaps best characterized by the numerous and abnormally high risks associated with the business of mining and by its most basic assets - ore deposits, people and technology. At the most fundamental level, it is the quality and effective utilization of these basic assets that determine a mining company's ability to compete efficiently in the international market place. The gold industry has received much attention in recent years and especially in recent months, for good reason. This commodity serves as an excellent platform for the subsequent discussion of these three basic assets and their role in mining's future. Facets of the gold industry The fate of this noble metal in recent times illustrates some of the various risks associated with the mining industry and the importance of high-quality assets, whether they be ore deposits, people or technologies. The following comments pertaining to the gold industry help place proper focus on subsequent discussions. All monetary amounts given are in US dollars. Throughout 1997, falling gold prices broke record after record: first hitting three-year lows, then a 12-year low in July and finally an 18-year low at year's end. From Jan. 1 through Dec. 31, 1997, the price of gold fell by more than $2.57/g ($80/oz), or some 22%. The decline in gold-mining profitability and stock prices was even more dramatic. At the beginning of 1997, the 20 largest gold producers in North America had a market capitalization of approximately $44.5 billion. At year's end, this market cap had fallen to $26.2 billion, a reduction of 41%. The total market cap of all the world's gold companies fell from $71 billion to $46 billion, a 35% drop (Serwer, 1998). Analyses suggest that, at a spot gold price of $9.65/g ($300/oz), only one, or possibly two, North American gold-producing companies can make money when break-even or "total costs of production" are considered. While strong hedge positions mitigate this situation in the short term, clearly, this is an industry in desperate straits. For example, write-downs for North American producers in 1997 were approximately $2.5 billion. Speculative short positions in 1997 were near historical record highs and generally exceeded long positions by factors of 9:1 or 10:1. Much of this is driven by some US commercial banks, hedge fund managers and commodity speculators who can significantly move gold prices sharply over short periods of time by selling gold they do not own in the expectation they can buy it back at a lower price before they have to deliver. These signifcant short positions are likely to continue as long as central banks are willing to sell or loan gold to financial institutions that in turn make the gold available to speculators who hope to capitalize on price fluctuations. The Far East accounts for approximately 26% of the annual demand for gold. Including India, the region accounts for 43% of total demand. More than 85% of the physical demand for gold is for investment jewelry in Asia and the Middle East. This demand is extraordinarily price sensitive. The fairly recent turmoil in Asian markets and economies, combined with currency devaluations throughout the region, have made gold more expensive (30% to 50% in local currencies) for those peoples most likely to treat gold as a safe investment haven. Higher interest rates also have reduced the amount of money they have to spend on consumer goods such as jewelry. All of these recent Asian events are deflationary in nature. One concern of the Mine Safety and Health Administration is the structural integrity of steel wire ropes used on mine personnel hoists and elevators. Failure of such ropes has resulted in loss of life and property. Although thorough and regular visual examinations are performed, hoist ropes may still fail from undetected internal wear, corrosion, and broken wires. To complement visual examinations, nondestructive rope inspection techniques have been developed to determine deterioration and removal criteria. The techniques use electromagnetic and permanent-magnet test instruments designed by a Canadian firm. This paper describes the operating principles, field and laboratory testing of these nondestructive testing instruments, and discusses the feasibility of using this type of testing as a supplement to visual examination and destructive tests.

In the magnetite iron ore pelletization process, oxidation of magnetite followed by sintering of the oxidized magnetite (hematite) is desirable. Optimum preheating time & temperature and roasting time & temperature is required to get the desired properties of the pellets with magnetite, hematite, and hematite–magnetite blend. In order to utilize the magnetite resources in a current induration furnace, which is designed for hematite resources, detailed pelletization studies have been carried out to optimize the firing cycle for magnetite concentrate as well as magnetite with hematite concentrate. Under optimum conditions, such as preheating temperature 1000–1150 °C, preheating time 10 min, roasting temperature 1250 °C and roasting time 7.5 min, the cold compression strength (CCS) of magnetite roasted pellets was 325 kg/p, and this was due to recrystallization of secondary hematite particles, and development of the strong slag bond between primary and secondary hematite particles. The strength of hematite concentrate pellets was 260 kg/p. From laboratory studies, it was found that without disturbing the induration furnace firing cycle, which is designed for hematite ore ~5%, magnetite concentrate can be used along with hematite concentrate in pellet blend and the strength of the pellets was 270 kg/p. As the magnetite concentrate increases in the blend beyond 5%, the preheating zone residence time should be increased or a supply of extra oxygen is required. Laboratory as well as plant investigation has shown that the addition of magnetite to the hematite mix blend improved the strength of the pellets compared to hematite pellet alone.

The Long Baseline Neutrino Facility Far Site at the Sanford Underground Research Facility in Lead, South Dakota will house four large detector tanks located in deep underground caverns. Construction of the supporting infrastructure required for this project is no complete including installation of a waste rock conveyance system and drill and blast excavation of several supporting drifts and chambers. This paper will discuss the design and construction of these pre-excavation and early works elements, and the overall project schedule as it closes in on commencement of cavern excavation activities.

The kaolinite presence in bauxite ores increases caustic soda consumption during the digestion step in the Bayer process. Depending on the kaolinite content, the utilization of the ore in the Bayer process may be unfeasible. This investigation addressed the variables involved in kaolinite flotation through microflotation experiments in a Hallimond tube and zeta potential determinations. The tests were performed with a pure sample of kaolinite (96%). Five collectors were tested: Duomeen T (DT), cetyl pyridinium chloride (CPC), cetyltrimethylammonium bromide (CTAB), dodecylamine (DDA) and Flotigam EDA (EDA). Four of them performed well as collectors, at a concentration of 1x10-4 mol/L: CPC, CTAB, DDA and EDA. The kaolinite isoelectric point (IEP) was determined at pH = 4.6. The IEP was shifted towards higher pH values in the collectors? presence, indicating specific adsorption onto the mineral surface.

The growth of computer and ground control technology in recent years, combined with an urgent demand for low-cost fossil fuels and mineral resources, has set the stage for full-scale utilization of computers in mine planning. Steeply rising production costs and the need to preserve the environment are placing great demands on engineers to improve their mining efficiencies, which can best be accomplished by applying the full capabilities of the computer. Pressure to develop and perfect programs with an immediate potential for improving mine de- sign, reducing mining costs and extending the viable coal reserves of the country has already come to bear in the form of exploding energy requirements, environ- mental considerations and the visible limitations of other energy sources. The computer program discussed in this paper, RAMPLAN (Rock Mechanics Applied to Nine Planning), was constructed as part of a continuing effort at Virginia Polytechnic Institute & State University under the sponsorship of the Office of Coal Research to develop a suite of programs to benefit the mining engineer in improving mine design and evaluation techniques. This program averages out structural data values obtained from randomly placed or gridded point sources across a mining property and uses these values in structural design equations. The basic purpose of the program is to provide accurate estimates of mineable tonnages, based on a realistic assessment of structural conditions existing in the deposit, for use in subsequent evaluation programs. Program output, however, also provides sound engineering data for the mine planner to use in planning and laying out new properties. Mining dimensions produced by the program provide a good starting point for initial layouts; and as more refined procedures are developed for increasing and improving the quality and quantity of information from boreholes, this information may be used with increasing confidence. The rock mechanics principles utilized in the program are generally well-established with full details provided to the user. To produce meaningful results extensive input data, obtained from exploration borehole core data, outcrop sampling points, or mine samples, are required. To assist the engineer, details of the types of tests that should be conducted have been listed. By including all of the ground control equations in the program the otherwise long and tedious calculations can be performed easily and quickly, and the work can provide the basis for a more detailed ground control study. The program is written in Fortran IV Level G to run on an IBM 3701155 ASP and requires 156K storage.

The fundamental properties of the Bureau of Mines patented dielectric separator were studied to provide insight regarding its design and operating characteristics. Force equations for mineral particles were derived and evaluated experimentally. High dielectric mineral recovery was proportional to the calculated effective dielectric force volume that surrounded each drum electrode wire. Electrode spacing was the most sensitive design parameter, requiring less than 0.4-cm electrode spacing for a good separation. Operating characteristics and ore characteristics were investigated. With a dielectric constant difference as small as 2, good separations were made on a laboratory scale at energy consumption below 12 kw?h/mt.

The presence of high-grade massive sulphides near York Harbour, Newfoundland has been known since the turn of the century. In the early 1900's a small, massive-sulphide deposit was worked by conventional hand methods and yielded about 100, 000 tons of high grade copper-zinc ore. Since that time, a number of mining companies have held options on the property and an exploration adit was driven along the fourth level of the original mine. Underground drilling revealed several additional massive sulphide lenses in the range of 10, 000 to 60, 000 tons (Fig. 1). The problem facing Long Lac Mineral Exploration Ltd. when they undertook an option on the property in 1969, was to outline any possible extensions to the known sulphide lenses which were outside the reach of underground drills and to search for new ore deposits which might double the known reserves into a feasible project for development. GEOLOGY AND PHYSICAL PROPERTIES: The geology is typical of many massive sulphide deposits within volcanic rocks in the Canadian Shield. The sulphide pods appear to occur along a complex andesite-basalt contact. Identification of the two volcanic types is difficult since they are almost the same colour. The most direct means of identification is by the slight difference in their magnetic susceptibilities. Pyrite, chalcopyrite and sphalerite are the main minerals in the sul¬phide lenses. The ore is massive, differing in density from the host rock by at least 1.0 gm/cc. There is little pyrrhotite or magnetite associated with the sulphides, so there is no appreciable difference in magnetic susceptibility between the sulphides and the basalt. To assess the value of various subsidence mitigation techniques, twelve linear foundations were constructed above a longwall mine. The structures were monitored during and after undermining, and footing curvatures at the time of cracking were compared with predicted values. An unreinforced concrete footing sustained substantial damage. Other footings received varying degrees of damage, with inclusion of a sand layer significantly affecting performance. A post-tensioned concrete foundation suffered minimal cracking. Also, a technique developed by the Bureau of Mines is presented for determining the subsidence, slope, curvature and strain of the ground surface.

The Andacollo gold mine is located near the small town of Andacollo, Chile (population 14,000) in the fourth region. It is approximately 35 miles by paved road from the coastal city of La Serena, and Santiago lies about 300 miles to the south (see map.) Site elevation varies between 3300 feet and 4200 feet. The climate at the site is moderate but arid, with an average annual rainfall of only five inches. Because there is little rain, and the temperature varies only a few degrees (57"F to 75°F); there are no freezing, solution dilution, or pad saturation problems. The climatic conditions are ideal for heap leaching.

Dwindling near-surface mineral reserves emphasize the need for the development of exploration techniques capable of greater depth penetration; geochemical techniques tradition- ally have been restricted to the search for deposits having at least a sub-outcrop expression. Rock geochemical techniques developed in Cyprus in 1967-1968 recognized anomalous conditions in volcanic rocks up to one mile from an ore de- posit. Research by the Exploration Geochemistry Group at the University of New Brunswick has shown that some massive sulphide deposits in New Brunswick have well-defined halos of major, minor, and trace elements in the host rocks extending up to 1,200 metres (4,000 feet) laterally along the same stratigraphic horizon, and up to 450 metres (1,500 feet) vertically in hanging wall rocks which apparently post-date mineralization; well-defined halos have also been found in foot- wall rocks. Some of these halos are readily identified as individual elements or as element pairs; others are so subtle as to be recognizable only through computer-calculated multivariate analysis. Research continues to extend the dimension of rock geochemical halos for regional exploration and for identification of more restrictive anomalous conditions which may closely define the location and extent of buried sulphide deposits.

Demands on available lands will continue to increase due to the projected increase in population and industrial expansion. Though there is an upper limit on the available lands, the multi-use nature of the lands will make it possible to meet these demands. However, this will not happen without adequate planning. Land uses can be broadly categorized as non-renewable and renewable. Lands with mineable resources can be dedicated at some point in time to the extraction of resources. Such a dedication, however long-term, is only temporary because of the non-renewable nature of the mineable resources. Implied here is that the land will be available before and after mining for other uses. Planning for such lands must have the objective that, as far as practicable, no non-renewable uses are pre-empted and no renewable uses are permanently destroyed. The primary aspects of this planning process will be addressed in this paper, These aspects include a discussion of planning responsibility, data needs and availability, the integration of mine planning and post-mining land use planning and a long-term plan for resource conservation and utilization. Minerals, together with agriculture and forestry products, are the primary sources of wealth. Therefore, to avoid land development that may pre-empt future mineral resource utilization, the local planning groups must be aware of the mineralization and mining potential. Much work needs to be done to identify and characterize the mineral resources. Even more work is needed in land use planning for lands with mineral deposits.

To study the fracture evolution of overlying strata for ascending mining in a short-distance coal seam group, a two-dimensional physical simulation model was designed based on a specific geological condition. The fracture development zone was divided into the compaction zone and active zone by monitoring and analyzing the macro fracture evolution of the surrounding rock mass during the excavation of multiple coal seams. The secondary fracture development process of the overlying strata was demonstrated with a physical model. The quantity, length, and inclination of the fracture were calculated with MATLAB software, and the results were verified by geological radar. The total number of fractures between two coal seams increased with a “parabola” shape during the excavation of the lower coal seam, the crack angle was mainly vertical and horizontal, and the number of horizontal cracks first increased and subsequently decreased; the excavation of the upper coal seam caused the secondary fracture development process of the overlying strata, and the relief range and its extent increased. The mining-induced cracks from the lower and upper coal seams connected with each other, especially the permanent vertical fracture in the cutting room side and face side. Finally, the three-dimensional gas fissure was formed.

The objective of this unique method is to multiply the advance rate of conventional tunneling while improving both ground control and the safety of the crew. The high advance rate is achieved by concurrent rock excavation and installation of concrete lining at fully synchronized work phases. The novel TACHUSMATIC system consists of a high-production, robotic cutter boom, an automated slip form and continuous mucking and conveying. This novel system utilizes the inherent bearing capacity of the rock that is activated by a small, initial deformation. The supporting resistance is then provided both by the rock mass itself and the pumped in concrete lining. During the hardening of the concrete, the hydraulic cylinders of the TACHUSMATIC automatically apply the appropriate support resistance, thus providing safe ground control. This novel tunneling system is practically a fully automated, fail-safe NATM that does not require highly skilled engineers and crew. The TACHUSMATIC can be used for construction of circular, rectangular and horseshoe-shaped tunnels. When equipped with the Alpine Multi-Tool Miner (MTM) systems, the machine can work in a wide range of ground and rock conditions. The use of novel, diamond-tipped cutter bits (picks) will increase hard rock cutting capabilities and will significantly reduce pick consumption. Because of its moderate cost, the novel system is an economic alternative to conventional tunneling even at short drivages. A new installation is cost-effective for tunnels longer than 750 meters (2,500 ft.) At a typical tunneling project, the cost permeter is about 25% lower than with conventional methods.

The request to participate on your theme panel was accepted with some reluctance but indeed as an honor. My subject was outlined to cover 'Energy Resources - both nuclear and conventional' as related to your theme 'Minerals - Treasure Trove of the West'. This is indeed quite an order and I hope you will forgive me for concentrating mainly on the nuclear-uranium portion with brief references only to conventional fuels some of which will be covered in detail later in your conference. In regard to Uranium, I am speaking on the fringe of the area containing half the uranium reserves in your country and no doubt to many who are very conversant with knowledge of these resources. Nevertheless since our two countries have been very closely allied in both nuclear developments and uranium supplies I hope an exchange of information may be mutually beneficial. Concentration on the nuclear fuel resources is I hope understandable as nuclear energy is the coming source of power which will augment the rapid demand in the industrialized countries and provides hope for economic power in many of the more underdeveloped countries. The situation regarding conventional fuel resources is more widely known and their expanding future revolves around production cost reductions, research into diversified uses, plus more assurance of imports from countries less effected by international controversies determining export policies.

The Homestake Mining Company at Lead, South Dakota is one of the few remaining gold properties still in operation, in this country. The mine is relatively deep, with a bottom production level of 4250 feet, and a bottom development of 6200 feet. 4, 800 tons of ore are produced daily from three rather large, but inconsistent ore bodies; the dip of which is easterly at about 72 degrees, and the plunge to the south is about 30 degrees. The ore is, for the most part, a chlorite schist with large veins of secondary quartz and cummingtonite schist The ore is not continuous in any direction, but is localized at the ridges of the very intricate system of anti clinal folds. This property has been in active production since its establishment in 1876, except for a period during World War II. The incentive, or contract pay system, has been a gradual process that has been developed by the trial-and-error method down through the years. In looking over the old records, hand-shoveling was paid on an incentive basis as far back as 1916. Since this time, the contract system has grown until it now includes almost all types of underground work - except haulage and maintenance work
