Indian tribes own a substantial portion of the West's minerals. More importantly, Indian reservations contain coal, oil and gas, uranium, and oil shale reserves in unusually large and unencumbered blocks. Many tribes are now prepared to intensify development of their large reserves knowing that they can offer energy partners the unique opportunity to develop major energy facilities free of overlapping local, state, and federal permitting authorities. The tribes, therefore, can offer mineral developers both substantial reserves and an unusual degree of freedom from a multiplicity of government regulation. In the past, Indians and energy companies enjoyed only partial success as business partners. Indian tribes lacked the resources and know-how to act as equal partners with large oil and gas and mining operators. The tribes relied on the Bureau of Indian Affairs (BIA) to initiate and execute reservation energy projects, and as a result the tribes never developed adequate tribal structures and the expertise to responsibly manage their energy resources. At the same time industry made little effort to understand and learn the laws, customs, and institutions existing on Indian reservations. To the contrary, industry found it easier to bypass the tribes and deal with BIA officials. But the situation has changed. In 1975 the tribes organized an effective coalition, the Council of Energy Resources Tribes (CERT), which recently acquired substantial federal assistance to bring the tribes a level of technical and business expertise that begins to equal that of industry. Because the tribes have changed the rules of the game, industry must now change and learn to work directly with tribal governments. A working knowledge of Indian law, practices, customs, and policies must be acquired by energy companies before beginning negotiations with tribal governments for development of reservation energy resources.

At the Prospectors and Developers Annual Convention (PDAC) in Toronto, Canada mining and exploration companies of all sizes were on hand to discuss the year that was and those that will be. The following is a look at some of the companies with Canadian operations that were on hand for PDAC 2009. Iamgold Corporation is a leading mid-tier gold mining company producing approximately 31 t (1 million oz) of gold from seven mines on three continents. With record revenues of $870 million ? up 28 percent when compared to 2007 ? the company is focused on growth with a target to reach 56 t (1.8 million oz) gold production by 2012. During 2008, the company acquired the Essakane project in West Africa. The project is fully permitted, under construction and will contribute more than 9.3 t (300,000 oz) of lower cost production by late 2008. Iamgold increased its reserves by 55 percent, to 385 t (12.4 million oz) and its resources in-creased by 16 percent to 821 t (26.4 million oz) in 2008. Going forward, Iamgold has three areas of focus ? West Africa, Guyana Shield and Quebec ? with seven gold operations, five advanced projects and the Niobec niobium mine included. The Rosebel Mine in Suriname is Iamgold?s fl agship property. With measured and indicated resources of 300 t (9.6 million oz), it accounts for 30 percent of Iamgold?s production. Production there was up 20 percent compared with 2007 and further production increases are expected in 2009 and 2010. Mill expansion and optimization increased throughput from 8.9 Mt/a (9.8 million st) to 10 Mt/a (11 million stpy). In West Africa, Iamgold has joint ventures at Sadiola in Mali; Tarkwa in Ghana; Yatela in Mali and Daman in Ghana. Iamgold also has 100 percent ownership of the Mupane gold mine in Botswana and the Doyon gold mine in Quebec, Canada. Also in Quebec, Iamgold has 100 per-cent ownership of the Niobec niobium mine in Quebec. Niobium is used in high strength specialty steels.

During the 1980’s, laboratories opened throughout the United States to serve the analysis needs of a rapidly growing asbestos abatement industry. The samples analyzed were either collected during the abatement of known asbestos-containing materials or were suspect asbestos-containing construction materials. Many asbestos analysts received minimal training and used analytical protocols that were industry specific. False positives (reporting a sample as containing asbestos when none is present) went unnoticed or had minor repercussions. The mindset of the industry was to err on the conservative side – it would be better to identify a non-asbestos fiber as asbestos than visa versa. With growing public awareness of the health hazards of asbestos, other materials began to be tested for asbestos content. Rock and ores began to be tested for naturally occurring asbestos by these laboratories using the same protocols or an in-house protocol. Analysts were given no additional training and accreditation, in most cases, it was not required. With no consistency in sample collection, testing protocol or expertise in analysis, significant discrepancies in final results can be expected. If we further complicate this scenario with misidentification of naturally occurring look-a-likes for asbestos, expensive false positives are likely. To avoid the repercussions of misidentification of naturally occurring chrysotile asbestos from look-a-like fibers in rock and ores, correct sampling and analysis protocols with more stringent scientific diagnostic criteria are needed.

The beginning of 21st century has heralded the global strategic importance, as evidenced by increase in energy prices and energy generation-emission-utilization dilemmas. In January 2008, the South African energy supplier, ESKOM had tabled the concept of power conservation and acknowledged the energy crisis until 2016. The concept is required of all energy users to reduce their electricity consumption, intensify energy efficiency and cautiously proceed with new projects. The generation of energy results in by-products called ?green house gases? (GHGs). To make a positive response to climate change and their effect on the environment, every energy user must ensure efficient energy use through technical and administrative means referred to generally as energy savings. This paper identifies mine ventilation engineering, in particular the electricity consumed by main fan units, as an area of potential energy savings. For a major mining company, electricity consumed by main ventilation fans alone can be in the order of 120 MW. Although a known fan engineering technique but scantly applied technology identified as the Hermit Crab can be seen as a ?quick win? project, due to its success in other industries such as cement and steel. The ?Hermit Crab? technique® involves upgrading or replacement of an impeller - whatever its origin - with a design impeller to suit the actual ventilation requirements, resulting in increased fan efficiencies. The cash flow benefits associated with a case study and its rollout of this technology have been calculated. For a 10% increase in main fan efficiency, would have a net present benefit of US$ 16.08m over 10 years. With the inclusion of carbon credits, this benefit rises to US$ 29.40m in total. Application of other available technologies, viz., composite materials, ventilation-on-demand and variable speed drives are discussed.

Introduction US dependence on external energy sources is dangerous because of unstable political situations existing in key energy exporting countries. So, recent national energy policies call for increased reliance on domestic energy sources. Coal ranks as the most feasible domestic energy source due to its abundant reserves and continental distribution. But to efficiently extract these coal reserves, huge sums of capital funds are needed. Due to the depressed economy, lenders of capital funds are forced to be more stringent with loan applications. This results in fewer loans granted. In many cases, it is uncertain if funding can be obtained. Furthermore, the greatest level of domestic mine financing is expected to be in the coal sector. Demand for capital in the domestic coal industry is anticipated to increase 80% by 1990. The Chase Manhattan Bank in New York warns that these future needs cannot be met by the present capital markets. This article analyzes the current and expected situations of the capital markets available to the domestic coal industry, including: • current and expected future types of financing used in the domestic coal industry; • problems the domestic coal industry may encounter as it seeks capital; and • the future availability of capital funds as concluded from analysis of the first two items. Background Information Regardless of industry, all projects or ventures can be divided into four basic stages: generation; evaluation; selection; and execution. Within the mining industry, one can break down these stages to draw a clear picture of mine development, as shown in Fig. 1. Each successive stage has a corresponding risk level. This risk level defines the type of financing available to the mine operator. Mining Venture Risks A coal mining venture can be characterized by its unique blend of technical and financial risk. As the mine moves through different development stages, varying proportions of each of these risks are encountered. It is these risks that the lender evaluates to determine project suitability. For a coal mining venture, the major complexities generally occur with the technical risk. These include: • quantifying the coal reserves: • assessing the feasibility of the mining method; and • evaluating the design of the wash plant. The reserve risk is gauged by the amount of measured, mineable, and saleable reserves. The greater the latter amounts, the lower the risk. Secure title to the reserves plus title for any surface areas required are also of concern to the banker. Introduction There are 1.4 Gt (1.5 billion st) of recoverable coal under less than 914 m (3,000 ft) of cover in Colorado in pitching seams. Snowmass Coal Co., in cooperation with the US Department of Energy, introduced the longwall mining method in pitching seams to North America. This venture is a coal mining research program directed toward the profitable production of coal under difficult mining conditions as found in pitching seams of the western US. Snowmass Coal classifies pitching seams into the following categories for longwall on the strike in seams 3 m (10 ft) or less thick: • Flat = 0 to 10°: Normal continuous mines and shuttle cars work efficiently. • Slight = 10° to 22°: The maximum pitch that rubber tired equipment will function. • Moderate = 22° to 40°: The angle of repose of mined coal. • Steep = 40° to 60°: The limit of safe use of this roof support. • Vertical = over 60°. The longwall roof support covered here will work in all pitches except vertical. The shearer and conveyor will work in flat through moderate conditions. Longwalling across strike with this equipment in seam pitch over 60° could be accomplished with an inclined face. Development of the first longwall panel began in 1979 and was completed in 1981. The longwall equipment was installed and mining began on Aug. 11, 1981. Mine Planning and Development The original mine plan took advantage of old works abandoned in the 1960s. The gates were developed on a two-entry system with the entries rising 2° to the strike, allowing water to drain from the face. The mining method was by Alpine F6A road header continuous miners with bridge conveyor type coal transport into 5.4-t (6-st) bottom dump coal cars hauled on 1.1-m (42-in.) gauge track by 7.2-t (8-st) battery locomotives. The initial concept was to haul coal from the longwall by battery locomotive. Lack of discipline, however, was shown in the irregular direction of the gate entries, and local rolls in the coal seams severely limited the capacity of battery locomotives. Current mining law prohibits using an intake escapeway for belts or trolley locomotives. A two-entry system is the simplest method of panel development in a pitching seam. A continuous miner cannot be trammed from one entry to another because of steep "X" cuts. Thus, the development requires a continuous miner in each entry. The configuration of the old mine works resulted in a first panel longwall block of three 108 m x 1.6 km (355 ft x 5,400 ft). In panel development, the use of battery locomotives for coal hauling became evermore costly. When the panels were completed and the setup room finished, the lower gate entry was changed to a belt entry and battery locomotives were abandoned. A new slope was driven and the mine supply system was converted to rubber tire diesel supply. The latest generation of roadheader and standard high powered shuttle car-to-belt system is now used for development. Selection of Longwall Equipment Longwall mining across the strike on pitching seams is currently practiced in many nations. Equipment similar to that used by flat seam longwalls is available for pitching seam use in Great Britian and Germany. Face equipment includes a twin outboard armored face conveyor. It was selected to give maximum retention of coal on the conveyor due to flight rigidity and to prevent coal from sliding down the face and jamming the lower belt gate. Also selected was a 22-mm (0.9-in.) Dowty twin-outboard face conveyor for a 106-m (350-ft) face with a single 112-kw (150-hp) drive

Phase designs are the foundation upon which all open pit mine sequence optimizations and budgets should be built. Unfortunately, at times, mine engineers skip the step of developing realistic pit phase designs - designs that include access ramps and mineable widths. Without mineable phase designs, their optimized schedules are based on theoretical pit shells or ?quick-and-dirty? plans with no ramps. The output from such optimizations is almost always overly optimistic. Without mineable designs, the production estimates are misleading, because they overestimate ore, and underestimate waste stripping requirements. Worse yet, when plans are not based on realistic phase designs, they can point to exactly the wrong decision in feasibility studies (i.e. ?go? when it should be ?no-go?). This paper discusses the importance and features of good pit phase design, and demonstrates the pitfalls of relying on optimized production sequences that are not based on properly designed pit phases.

Geologically simple deposits can be modeled quickly and easily with inexpensive gridding and mapping software. Hundreds of mines around the world use RockWorks99 and Surfer 7 for generating contour maps, producing log plots and cross sections, and performing other useful geological calculations. These programs are used by many mining operations as their only modeling and graphical software or they are used in conjunction with larger systems. The investment in learning time is low and the programs produce reasonable quality results with standard computing equipment. RockWorks99 and Surfer 7 provide a good level of capability while maintaining high quality technical integrity. Both programs are used for many applications in mining, oil and gas, environmental and other fields that require analysis of spatial data.

Separation of dolomite from phosphate is the most challenging problem in phosphate mineral processing. Over 50% of the future phosphate reserve in Florida contains too much dolomite to process using the current industry practice. The current phosphoric acid production practice requires less than 1% MgO in the phosphate concentrate as the feed material. The Florida Industrial and Phosphate (FIPR) Institute has collaborated with worldwide experts in the field to address this issue. As a result, the industry is now offered three feasible options. Option 1 offers three methods for reducing MgO content in the concentrate from the Crago process, including adding a dolomite depressant in the rougher flotation step, dolomite flotation of the cleaner concentrate, and scrubbing the cleaner concentrate in quartz sand. These methods could reduce MgO content in the final concentrate by 20–40%. Option 2 involves crushing and grinding of high-dolomite phosphate pebbles followed by dolomite flotation at slightly acidic pH using a new collector that does not require phosphoric acid as a phosphate depressant, achieving a final concentrate analyzing less than 0.9% MgO at about 87% P2O5 recovery. Option 3 is a gravity separation technique using an innovative separation jig, and its full potential remains to be demonstrated.

ABB offers complete electrical revamps of mining shovels with ac or dc drives, drive control, frequency converters with insular gate bi-polar transistor technology, intelligent control packages and visualization. Many of the world’s shovel excavators and draglines (walking excavators) were built in the1980s. After 15 to 20 years of round-the clock operation in openpit mines, these machines start to feel their age. Electrical parts are particularly vulnerable. Their performance deteriorates and availability and productivity fall. Even with regular ser-vice and maintenance, a machine of this age will accumulate 400 hours of unscheduled downtime a year. The need for a replacement becomes pressing, but the expense is often prohibitive.

About 70% of the world?s total boron reserves are located in Turkey. Boron minerals are typically concentrated by attrition scrubbing followed by screening and classification to remove clay minerals and other impurities. These wet concentration methods, however, result in a considerable amount of accumulated tailings in large tailings dams. The tailings are approximately 28% solids and contain 14% B2O3. Problems caused by these tailings can be minimized by employing dry beneficiation techniques involving heat treatment. This method has been successfully tested on laboratory and pilot scales. During heat treatment, borax undergoes expansion in volume. The amount of expansion is dependent on the particle size, temperature and duration of heat treatment. Because the optimum temperature and the duration of the heat treatment are not well defined, the boron ore acts as a calcined clay mineral and is discarded along with the gangue. It is important to predict such parameters using mathematical formulations. Thus, a mathematical model is used to predict the required temperature and duration period prior to heat treatment. In the experimental study presented here, a series of systematic thermal tests was carried out in a muffle furnace. Two variables, temperature and time, were studied in a response surface design. A quadratic regression model was chosen and regression coefficients were calculated. Using a regression equation, the volume expansion of the particles in various circumstances can be predicted. The mathematical test results are then correlated with the experimental results to relate the optimum expansion of borax with heating time and temperature and with borax grades and recoveries.

Stillwater Mining Co. (SMC) is engaged in developing, extracting, processing and refining palladium, platinum and associated metals (PGM)from the J-M Reef. This geological formation is located in Stillwater, Sweet Grass and Park counties in southern Montana. Associated byproduct metals include rhodium, gold, silver, nickel and copper. SMC’s current mining operations are near Nye, MT. The company is currently developing a second underground palladium and platinum mine, the East Boulder project, about 21 km (13 miles) west of the Nye operations. A 5,650-m (18,550-ft) tunnel is required to gain access to the ore-bearing horizon (J-M Reef).

With construction underway on the 22.5 km (14 mile) Initial Segment of the Link Light Rail transit system in Seattle (including the one-mile EPB-driven running tunnels and mined station at Beacon Hill), the Sound Transit Board on May 20, 2004 voted on selection of a preferred route for an approximately eight-mile extension northwards from the central business district to Northgate, and authorized immediate start of advanced conceptual/preliminary engineering and geotechnical exploration programs scheduled to be completed in Spring 2005. The extension includes approximately914 m (30,000) route-feet of bored running tunnels, a mined station with platform level approximately 60 m (200 ft) below grade, three (possibly four) cut-and-cover stations and a cut-and-cover cross-over structure, as well as an aerial terminal station at Northgate and other line-section below-grade and aerial structures. All tunneling will be in glacial soils.

Proximity detection systems (PDSs) for mobile machines have the potential to decrease injuries and fatalities. Early adopters of the technology have identified some challenges, which present an opportunity to explore and improve the integration of mobile PDSs in underground coal mines. The current research study applied the task-technology fit framework to investigate the fit between mobile PDS technology and mining relative to health and safety, from the perspective of leaders at two coal mines. Quantitative results from the study show that mine leaders evaluated mobile PDS favorably for training and ease of use, system feedback, user authorization and experience, and less favorably for safety, compatibility, task completion, and reliability. Qualitative results reveal specific task, mine, and system characteristics that may have influenced leaders’ evaluations. The study includes considerations and suggestions for safe technology integration

Upon completion of the 6,200 m (20,340 lineal ft; lft) North Tunnel drive for the Portland East Side Combined Sewer Overflow (CSO) Tunnel project in Portland, OR, the slurry tunnel boring machine (TBM) had to be returned from the Port Center shaft at Swan Island to the Opera shaft at the main mining site for the 2,700 m (8,860 lft) South Tunnel drive. At the Port Center shaft, the main 513-t (565-st) TBM and TBM tailshield were hoisted out of the shaft in two pieces using four 200-t (220-st) strand jacks mounted on a 635-t (700-st) hydraulic boom gantry system supported by Emmert International?s custom gantry tracks designed to span the shaft. After lifting the TBM components out of the shaft, the gantry system loaded the TBM components onto two Goldhofer platform trailers, which then transported the TBM and tailshield to a barge using a roll-on/roll-off method.

Fire in a coal mine can be disastrous on many levels. In most cases, when a fire is detected, mining operations cease and all personnel are evacuated. Underground coal-mine fires are difficult to extinguish, can burn for a long time, and often result in an extended period of lost production. In a worst-case scenario, the mine is permanently sealed and abandoned, resulting in lost jobs, lost natural resources, and possible devastation of the local economy. In some cases, seals placed within the mine to isolate the fire could eliminate the need for sealing the entire mine and the subsequent extended delay in returning the mine to full operation. Previous attempts to place remote seals to extinguish mine fires in active mines have been largely unsuccessful. The West Elk mine experienced an underground fire in early 2000. The fire could not be accessed and extinguished from the active mine workings. A method of constructing seals remotely by drilling boreholes into the affected area was needed to help isolate and extinguish the fire. This paper describes the process by which remote seals were constructed that successfully isolated the fire and provided a means of extinguishing the fire by flooding the area with water. The period of lost production in the West Elk mine was considerably shorter than is typical in similar situations.

A water balance model with deterministic and stochastic components was developed and used for the Gilt Edge Mine Superfund Site, South Dakota, to evaluate risks of contaminated runoff discharging to surface waters based on assumed water treatment plant (WTP) rates for different remedial alternatives. The objectives of the modeling were to use a stochastic approach for analysis of precipitation based on historic records, and for probabilistic estimation of annual and monthly runoff from primary disturbed/mining activity areas that currently requires, or will need, treatment at the WTP, water storage and changes in a major pit, and risk of contaminated water bypass of the WTP to a downstream drainage. Subareas/source areas generating contaminated runoff requiring treatment were delineated. A simple water balance model was used based on precipitation inputs and evapotranspiration and groundwater losses. Annual and monthly precipitation records for Lead, South Dakota were used to estimate precipitation at the mine site. A lognormal distribution was estimated for monthly precipitation. The stochastic software package/Excel add-in “@Risk” was used to generate random monthly precipitation values using a Monte Carlo method based on the distributions. The average annual and monthly distribution of pan and lake evaporation, and groundwater losses were also estimated for the site. Stochastic outputs from the model for the end of each month and year included contaminated runoff requiring treatment, water storage in mine pits and the risk of WTP bypass given different assumed WTP rates. The probability of the time required to dewater the pits was also modeled.

One of the biggest challenges for the mining industry is, quite literally, how to the keep the equipment rolling. There is a limited amount of companies that manufacture the 4.2-m- (14-ft-) tall, 5,670-kg (12,500-lb-) tires needed for the haul trucks that are approaching the 362 t (400 st) pay-load class, such as Terex?s MT6300-AC and Caterpillar?s 797F. And, while these might be the most impressive tires, they are not the only ones that are in short supply. The shortage of tires has affected just about every kind of machine, and the demand for those tires has been extremely high for more than five years with no end to the shortage in site. American Tire Corp. (www.americantire.us) is one of the companies working to supply tires to the mining industry. It announced that the demand for its 1.6-m (63-in.) tires that have a zero failure history globally is great and that the company signed contracts worth more than $500 million at MinExpo. A relatively new player in the field of large tires for mining equipment is Titan Tire Corp., (www.titan-intl.com), a subsidiary of Titan International Inc. The Late Paleocene–Middle Eocene phosphate nodules of Solan District of Himachal Pradesh belong to green facies of Subathu Formation of Sirmur group. Field observations indicate sporadic distribution of phosphatic nodules in the yellow brown to rusty brown, buff-colored bleach shales. Phosphatic nodules are dull earthy to dark grayish in color and break with sharp and conchoidal surfaces. Studies of phosphatic nodules using petrological microscope, X-ray diffractometry, and scanning electron microscopy (SEM) attached with energy dispersive X-ray (EDX) reveal that cryptocrystalline apatite (fluorapatite) is the dominant phosphate mineral. Silt sized silica is the dominant gangue, whereas pyrite and muscovite are present as minor gangue. The phosphate minerals occur as oolites, pellets, and cryptocrystalline apatite in the groundmass. Silica veins form a network replacing the original phosphatic matrix. Brown to brownish black color may be attributed by the organic matter in the phosphatic nodules. Completely phosphatized radiolaria and partially pyritized planktonic foraminifera are observed. There is corroboration of organic matter in the form of microbial filaments in the groundmass of apatite. The findings in the present investigation indicate that the different forms of the minerals, their texture, and distribution in the phosphatic nodules might be due to environmental vicissitudes in oxidizing to reducing conditions followed by replacement processes. Presence of microbial filaments may be due to the active role of microorganisms during the formation of these phosphatic nodules.
