Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

The Tifalmin porphyry copper district is located in the Star Mountains roughly 35 km north-east of the Ok Tedi mine. The district is a cluster of temporally and geochemically related porphyry copper deposits and their associated skarns. It covers an area of roughly 10 × 6 km and comprises at least three intrusions (Olgal, Futik and Kum Kom) where drilling has demonstrated the presence of porphyry copper mineralisation, and another three intrusions (Rattatat, Unfin and Pad 48) where porphyry copper mineralisation is strongly suggested by surface investigations and geochemical or geophysical signatures.Copper and gold mineralisation was first discovered in the area in the 1960s as part of the regional exploration program by Kennecott that located Ok Tedi. The mineralisation is associated with poly-phase porphyritic diorites, quartz diorites and tonalites that intrude the Upper Eocene to Middle Miocene Darai limestone and underlying Cretaceous to Eocene Feing Group. Radiometric K-Ar and U-Pb zircon ages cluster between 4 and 2 Ma for both the mineralised and post-mineral intrusions. In addition to porphyry-type mineralisation, variable amounts of calc-silicate and/or magnetite skarn occur near the contact of most of the intrusions. Mineralisation in the Olgal and Futik porphyries occurs as chalcopyrite replacement of mafic minerals and in a stockwork of micro-veinlets. Mineralisation mostly occurs in the intrusions but is also observed in hornfelsed siltstones and sandstones of the Feing Group on the southern margin of the Olgal intrusive body. Quartz veining is uncommon. Secondary magnetite is commonly associated with the highest copper and gold grades. Sericitic alteration is most prominent in the mineralised hornfels. Structurally, the area is dominated by syn- to post-mineralisation thrusting from the north. The progressive development of underground mines frequently requires increased ventilation flow rates through mine shafts that were originally designed for lower rates. Where these shafts are equipped with conveyances running on rope guides, the higher air flow rates adversely affect the lateral motion of conveyances and could cause conveyances to collide with the shaft walls or with one another. Hence the safety impact of higher flow rates requires proper assessment. This can be undertaken by use of computer simulation models to predict the dynamic motion of the conveyances during hoisting. It can also be undertaken entirely by field testing, or using a combination of simulation and field testing. This paper discusses these techniques and makes cautionary remarks about setting an absolute generic maximum flow velocity for all shafts. Development of SAG liners has always been a strong focus and interest in mineral processing as SAG liners significantly impact on plant performance (throughput and grind size), material costs and plant downtime. SAG shell relines typically determine the frequency and duration of plant shutdowns. Early SAG shell liner designs relied heavily on practical experiences and were limited in their size due to weight restrictions. Significant developments in Discrete Element Method (DEM) modelling, material and manufacturing technologies and larger reline machines have resulted in new and improved liner designs. This paper discusses the evolution of SAG shell liner design and its progression to the Skip Row design. Case studies have been provided for the Skip Row design in a variety of applications such as Single Stage SAG (SSS), SAG and Ball (SAB), SAG and Ball with Crushing (SABC) and Pre-Crush at a variety of mill diameters ranging from 24 foot to 34 foot. A detailed assessment has also been carried out comparing liner service life, ease of reline and performance (throughput, power and grind size) for a large 34 foot SAG mill when compared to the previous design.CITATION:Toor, P, Swart, M and Ståhlbröst, H, 2017. The commonly used Stopes-Heerlen coal petrographic classification and nomenclature has over the years been subject to variable interpretations. This paper discusses the problem with specific reference to the inertinite maceral group. The effect of various interpretations of the Stopes-Heerlen system on maceral analysis is discussed and illustrated by means of comparative analyses conducted by a number of laboratories in Australia.An attempt is made to define the reflectance thresholds used by the authors to subdivide the inertinite group; the genetic and technological significance of these thresholds are compared.The difficulties of distinguishing structured and nonstructured macerals of the inertinite group are discussed in terms of possible improvements to the present StopesHeerlen system by extending the classification to include transitional maceral types.

Sluiceboxes can provide a much higher concentration ratio than most other gravity concentrators (up to 50 000:1) at very high overall placer gold recoveries (greater than 99 per cent). They are also very reliable, inexpensive and simple to operate. This combination is very difficult to beat and explains why the sluicebox is still the most important placer gold concentrator in northwestern Canada, Alaska and the rest of the world. A sluicebox is a rectangular fl ume containing riffles on matting, through which a dilute (<12 per cent) slurry of water and alluvial gravel flows. Sluiceboxes are actually centrifugal concentrators with settling velocity playing a minor role in gold recovery. Due to their higher density, gold particles tend to segregate to the bottom of the slurry flow where they form a streamline that is diverted by a low pressure zone into a riffle. Under ideal conditions, this ribbon of slurry will be overturned as it flows down the rear of the following riffle and will continue fl owing in a circular path to form a vortex. At the bottom of this vortex, centrifugal and gravitational forces combine to drive gold particles into or beside the matting. To remove the gold concentrates, sluiceboxes are shut down and the riffles and matting are taken apart and cleaned. The slurry velocity provides the energy that powers the vortex. If the velocity of the slurry is reduced through overloading with solids, insufficient water flows or shallow gradients it may not sustain a full size vortex. If the riffles are too close, too far apart, too tall, or if there is not enough energy available to the vortex, the vortex will not be formed properly and gold recovery will be reduced. If the slurry velocity is too high, extreme turbulence and the resulting scouring will also cause gold losses. Testing sluiceboxes with conventional sampling and evaluation techniques is very costly, time consuming and problematic. Most placer gold ores contain a very small number of gold particles in a large volume of pay gravels. Sluiceboxes can lose coarse gold particles. The presence or absence of one of these particles in a tailings sample can lead to high unpredictable errors (nugget effect) even when large sample volumes are processed with care. Every time conventional samples are upgraded, additional errors are introduced due to the inefficiency of recovery equipment. Nuclear tracer tests are more accurate, faster, cheaper and safer than conventional sampling. In 1989 through 2002, the recovery efficiency of dozens of sluicing systems was determined by mixing radioactive gold particles (tracers) into the feed streams of dozens of placer mines in the Yukon Territory, British Columbia, Alaska and Guyana. Four distinct sizes of nuclear tracers were used and their recovery was related to the design and operational characteristics of the individual sluiceboxes and their pay gravels. At clean up, scintillometers were used to detect the very low level X-ray and gamma ray radiation emitted by these tracers and locate them in the sluice runs. The effectiveness of any given section of riffles was easily diagnosed by the presence or absence of tracers. At every mine the gravel feed rates, water flows, equipment dimensions and riffle performance were measured. After the gold tracers were removed from the fi nal concentrate and counted, the concentrate was sieved and weighed. These gold recovery, weight and sieve data were used to calculate the quantities and size distributions of the gold particles in the original pay gravels and those lost in the tailings. The expired tracers were stored in a lead lined container until their radioactivity was near background levels (about two months). The standard errors from these radiotracer tests were estimated from binomial probability theory with the equation: SE = {(n + p + q) ^ 0.5}/n. Where n was the total number of radiotracers added, p is the proportion recovered and q was the proportion lost. Each overall recovery estimate would be within one standard error of the true recovery value (14 times out of 20) and almost always within two standard errors of the true recovery (19 times out of 20). The maximum standard error with 100 tracers was five per cent and occurred when the recovery approached 50 per cent. With higher recoveries, standard errors usually ranged from one to two per cent.

A large number of experiments have been carried out by many workers on the recrystallization of deformed and subsequently annealed metals and alloys. Although observations on single crystals are of great importance in the study of the recrystallization textures of deformed and annealed metals, very little of this work deals with material in this form.Since, in deformed metals, the stress concentration is greatest at the grain boundaries and along the planes of slipping, it is to be expected that recrystallization will start in these regions. For example, in polycrystalline aluminium (1),:1: (2), copper (3), a-iron (4) and brass (5), (6), which had been deformed by cold-rolling, drawing, pressing or stretching and then annealed, the new grains first appeared in the boundaries of the original crystals, whilst in the case of cupronickel (7) and iron (8), recrystallization commenced along the slip planes of the deformed material. The pyrite-sphalerite-galena and barite orebodies at the Rosebery mine are concordant with the shale host rock and have been deformed into one system of folds with an associated axial plane cleavage. The folds are tight and overturned with east-dipping axial planes. Folds in the sulphide ore are commonly disharmonic, particularly between adjacent bands of different composition.Concentric style folds occur in the competent bands, e.g. pyrite-rich bands. Similar style folds are predominant in the less competent sphalerite-galena-rich bands and also in the shale of the host rock. The trends and plunges of the fold hinge-lines are variable but axial planes are of reasonably constant orientation throughout the mine area. The folds in the orebodies are of limited axial extent, approximating to conical folds, and are arranged in en echelon patterns. The fold system was possibly formed in one period of folding by heterogeneous strain that may have been caused by the presence of a mass of tectonically mobile sulphide ore. Lineations parallel to the ore/host rock contacts appear to reflect movement between the ore and the host rock during folding.

In Japan, a small-diameter tunnel boring machine (TBM) of diameter 2.6 m applicable to a wide range of geology from hard rock to soft strata was developed with the purpose of reducing construction costs of headrace tunnels for small hydroelectric power stations. And in 1983, a demonstration test was carried out in the No. 1 headrace tunnel work of Hayakido Hydroelectric Power Station. The principal achievements in executing work are the following: (1) Although this TBM was a demonstration test unit, excavation advances averaged more than 200 m/month and exceeded the average 150 m/month with a conventional method. (2) According to PS velocity surveys after tunnel excavation the zone of loosening due to the TBM method was small enough to be ignored and was approximately one-half compared with conventional methods in rock of the same evaluation.

When the first rush of miners took place on the Molyneux River, in the Dunstan Gorge, the gold was won by means of cradling the gravel, which was shovelled from the various beaches and crevices in the rock-bound sides of the river.The above method of winning the gold was only practicable when the beaches were not covered with water, hence the work was usually carried on during the winter months, the ordinary level of the river during spring and summer months being some ten or twelve feet above winter level. The melting of the spow in the Lakes water-shed being responsible for the high summer level of the river.As the available beaches were worked out, other methods of winning the gold were proposed and worked with more or less successful results the first advance being to work the bed of the river by means of a spoon dredge. The spoon was made with a round lip or ring of iron, having a steel cutting edge on one half of the circumference, at the opposite side a socket being forged to take a long spar or boom, which was securely fitted thereto. At intervals round the hoop, half-inch holes were bored to enable. a bullock-hide bag to be laced on to same. The spoon was worked from a pontoon which carried a crab winch, tackles and the necessary washing appliances to treat the washdirt lifted. Both industries are important to the West Coast and bear many similarities, particularly at the corporate end of the mining scale. However there are very distinct structural differences which set the scene for friction at the boundaries. Examples of how mining impacts upon forestry illustrate where some of the friction arises and provides some insight as to where some solutions are or may be found.

Experience is reporled in the operation of the pilot Lurgi carbonization plant at Morwell, afler it had been reconstructed to obtain better control of the heating of the briquettes in order to produce a strong char suitable for use as a metallurgical fuel. The theoretical Ideal Heating Cycle, which had been designed from earlier laboratory research, was closely approached in the carbonizer, and up to 97 per cent of the whole dried briquettes entering the carbonizer were recovered unbroken in the char.The strength of the char produced in the pilot plant was limited by the performance of the drier where the cracking and breakage of the briquettes was more severe. Theoretical studies have indicated that this limitation could be removed by using a hot briquette feed to the pilot plant. Experience indicates that with a hot briquette feed to the drier and with ideal heating in the carbonizer, hard char could be produced from Yallourn briquettes in continuous operation.The project has been terminated for economic reasons...

Constraints on pore water evolution in the aquifers of a sedimentary basin may be realised through stable isotope analyses of present day waters, and their comparison with water compositions calculated to have been in isotope equilibrium with the products of diagenesis during burial. Integrated with detailed petrographic observations, and thermal, structural and stratigraphic analyses, fluid migration patterns at various stages in a basin's history can be identified. This has important implications for modelling basin hydrology, hydrocarbon distribution, and reservoir quality in the Latrobe Group, Gippsland Basin, and oil-prone successions Elsewhere.

The Rise and Shine Shear Zone is a mineralised low angle deformation zone traceable for at least 7 km through biotite zone schist of the Dunstan Range, central Otago. Rocks from the shear zone obtained from recent drillholes are unweathered and facilitate paragenetic studies. There is a progression of mineral deposition from semiductile foliation-parallel shearing, to subsequent folding, and brittle fracturing. Sheared rocks are dominated by microshears containing fine grained hydrothermal muscovite and rutile that has recrystallised from metamorphic muscovite and titanite respectively. Euhedral pyrite occurs within segregations in the schist and is locally brecciated by the shears.   Arsenopyrite occurs within microshears and is intergrown with hyrothermal muscovite. Fractures within relatively undeformed schist are filled with ankerite, siderite, chalcopyrite, sphalerite and galena and these veinlets also crosscut the microshears. Locally the schist is folded and zones of brecciation, silicification and vein deposition overprint the rock. Vein quartz and albite predominate and arsenopyrite and gold infill breccia matrix and crosscutting veinlets. Sulphide deposition began in the later stages of metamorphism with pyrite deposited in quartz-albite segregations. Subsequent shearing caused brecciation of some grains and accompanied deposition of arsenopyrite ¦ gold and rare sulphides along foliation-parallel microshears. Minor amounts of chalcopyrite, sphalerite and galena were then remobilised in ankerite veins that crosscut the shears. In areas of high strain, arsenopyrite was then deposited as euhedral grains in veins and breccias. Synmineralisation deformation caused the brecciation of some grains and gold was deposited infilling fractures in the arsenopyrite. The paragenetic sequence shows gold mineralisation occurred in two distinct sets of structures (semiductile and brittle) that formed at different times in the formation of the shear zone.

The Tennant Creek goldfield is situated in the Northern Territory, 360 miles north of Alice Springs, or a tot~l distance of 1,300 miles north of Adelaide, and 600 miles south of Darwin. The auriferous area extends 20 miles north and south by 50 miles east and west. The overland telegraph line and the AIice Springs-Darwin road pass through the centre of the field.HISTORY, PRODUCTIONThe country comprising the goldfield was traversed by J. MacDouall Stuart between 1859 and 1861 in the course of his last three exploring expeditions, which terminated respectively at Attack Creek, Newcastle Waters and at the mouth of the Adelaide River. The explorer named Tennant Creek and also Mount Samuel, on which mining operations are now in progress. The overland telegraph line was completed in 1872 and a relaying station established eight miles north of the site of the present township. There was no other settlement in the adjacent country prior to the opening up of the goldfield.Gold was discovered in 1926 on what is known as the Great Northern lease, three miles north of the township. The field was remote; the nearest plant at which gold ore could be treated was at Peterborough, in South Australia, 1,186 miles distant, and it was not until 1932 that the development of the field actively commenced.The production of the field from its inception to December 31, 1939, was 57,895 QZ. of gold, valued at £522,000, recovered from 61,793 long tons of ore, won from 98 mines. In 1940 seven of these mines had reached depths between 100 ft. and 230 ft., the workings of the majority being less than 60 ft. below surface.TOPOGRAPHY, WATERThe country is traversed by parallel and sub-parallel lines of hills trending east and west and rising to altitudes varying from 50 ft. to 100 ft. above the intervening valleys. The low ranges and isolated hills owe their survival to the resistance offered by their indurated, harder rocks to erosion which has removed the softer intervening formations. Their elevation and area depend to a considerable extent upon the presence of; and, the size of, the more or less exposed haematite formations, or are due to the influence of extensive siliceous dykes which traverse the locality.Watercourses head from the hills and either flood out on the flats within a short distance, or in a few cases follow longer courses to the northward. Laboratory and field work on the use of wetting agents for suppression of colliery dust is described. Although the results were inconclusive they were not discouraging and further investigation is required. The use of certain wetting agents may constitute a healthhazard.INTRODUCTIONCoal dust presents explosion and health hazards to the coal mining industry. The problem of dust suppression is particularly acute where water alone is unsatisfactory for this purpose. A President, soon after he is appointed, sees looming ahead of him the Presidential Address; and in something approaching despair wonders what he can possibly talk about which might hold the interest of his audience. After various casts about, it occurred to me that perhaps prospecting, and more particularly prospecting in Australia, might provide a subject. This is because, 'in the first place, 'prospecting is passing from the stage of chance surface discovery to that of systematic search applying scientific methods to theproblems involved, and in the second, it is the section of the industry with which I have been concerned through much of my: working life. As it makes an address of this sort more interesting if it includes specific reference to actual experience, I hope you will bear with me in such references to actual prospecting as I may use to illustrate the argument. Prospecting has always carried the glamour of sudden wealth. The picture of the prospector engaged, perhaps for years, in fruitless search suddenly coming on riches beyondhis hopes is, deeply etched in the Australian imagination. In few other places has the fervour of prospecting run higher than it did in Victoria in the generation beginning little more than a century ago following the discovery of gold.People arrived from overseas in great numbers. Most of them proceeded to: the goldfields. They moved in thousands from new find to new find. In 'so doing' they determined much of the course of the State's development. The experience of prospectors led them to formulate all sorts of theories little impeded by awkward facts, to account for the apparently unpredictable occurrence of gold.The ideas which men followed, occasionally to success, and which they were prepared to back with all they had were strange and, various, many stories are told of them.
