The application of cost updating with the aid of cost indices is reviewed with particular regard to the mining industry. Examples of applicable cost index series are included with values given for the last ten years. The compilation of the indices is discussed with consideration given to the possible sources of error inherent in their application to specific mining cost problems.

Over recent years the trend in Australia has been towards the definitions of sustainable development which emerged from the 1992 Rio Summit of retaining a commitment to ecological integrity, but also incorporating social and economic dimensions of sustainability. Sustainable development may be seen as maintaining and enhancing:natural capital: defined as all natural resources, both environmental and those of traditional economic value; manufactured capital: made by human kind; including produced goods, infrastructure and built environment; human capital: defined as the health, well-being, intellectual capabilities and spiritual welfare of individuals; and social capital: defined as social relations and institutions within and between societies, their norms and functionality (Ameef, 2002). This paper will endeavour to assess the challenges and opportunities facing the professionals and their Institute in the minerals industry in Australia because the MMSD Global and Regional Australia Reports do not, in the authorÆs opinion, adequately address the æhuman capitalÆ input into the current or future development of the minerals industry, in particular, the sustainability of the professionalsÆ skills, knowledge and experiences in a global context.

The epithermal Au-Ag deposits of the Hauraki Goldfield have formed in the convergent plate margin setting of the Coromandel Volcanic Zone (CVZ). The deposits form as siliceous lodes in the upper parts of geothermal systems associated with andesitic and rhyolitic volcanism. Two types of low sulphidation epithermal mineralisation are recognised in these volcanic terranes. Vein deposits within the rhyolitic terrane in the east and south of the CVZ (Whitianga Province) are typified by Chalcedonic Silica-Adularia-Illite type mineralisation. The veins are hosted by both rhyolite-dacite volcanic rocks and the underlying andesitic basement. The mineralisation formed by episodic violent decompressional boiling of deeply circulating meteoric water, with some magmatic fluid contribution; this boiling was associated with hydraulic fracturing and hydrothermal eruptions in geothermal systems where the piezometric surface of the deep geothermal reservoir lay near-surface. Such episodic boiling provides chalcedonic veining, banding and brecciation textures, adularia stability, bladed calcite, and extreme loss of H2S gas from the fluid to cause major gold deposition.   Crystalline Quartz-Illite-(Adularia-Kaolinite) type mineralisation is widespread in the andesitic terrane forming the northern and western portions of the CVZ (Kuaotunu Province). There is a spatial association with weak mineralisation of the high sulphidation (Vuggy Silica-Alunite-Kaolinite-Illite) epithermal type and porphyry eu-Au type. Crystalline Quartz mineralisation is probably formed by the mixing of shallow acidic groundwaters with the ascending deep geothermal fluid in geothermal systems beneath andesitic stratovolcanoes. The piezometric surface to the deep geothermal reservoir in these systems is likely to lie at considerable depth, with acidic gases rising from the geothermal reservoir condensing within the overlying vadose zone. The cooling effect, oxidation and pH decrease accompanying mixing apparently overcomes the dilution effect, and results in quartz deposition, illite (and locally kaolinite) alteration, and precipitation of gold. A high level of base-metal sulphide precipitation also enhances gold deposition. Violent boiling of the mixing fluids may occur at local structural dilation sites, producing high grade "bonanza" gold mineralisation.

The train haulage system being designed for PT Freeport Indonesia’s Grasberg Block Cave (GBC) will be located within the mine at an elevation of almost 3000 m above sea level on the west side of the island of Papua, Indonesia. The developing block cave is beneath the active Grasberg Open Pit and will transport 160 000 t of ore per day from multiple chute galleries to the underground crushing plants. The design entails 28 km of rail and 119 ore chutes, which will be brought online over the course of ten years.The train haulage system will be driverless and fully automated. Sequentially, the system includes remote controlled rock breakers at the top of the chute grizzlies, followed by remote controlled chute loading of the trains, then autonomous train haulage and autonomous unloading. An overhead catenary system (OCS) will power the locomotives, which are equipped with on-board batteries to drive through the loading and unloading sections. Service locomotives with drivers move material-laden freight cars in and out of the service shaft, destined for workshops, the magazine and batch plants. Service locomotives are also used for haulage level maintenance. Highly reliable and redundant control and communications systems are required to manage 12 trains in simultaneous operation.This paper provides an overview of the train haulage system’s technical complexities and the associated support systems interactions. A significant amount of metallic iron in the world is produced in blast furnaces from iron ore pellets. To control the quality of pellets and to optimise pellet production, characterisation of both green and fired pellets is required. Optical image analysis (OIA) allows identification of different minerals, binder, remaining fluxes and porosity within pellets.For proper identification of the mineralogy, porosity and texture in pellets a high magnification is required, therefore each individual image covers only a very small portion of the pellet. At the same time the characterisation of pellets requires that the whole pellet is represented as a single object, so the size of the resulting overall image at high magnification can make it difficult to handle. A solution to this problem has been implemented within the CSIRO OIA package Mineral4 by combining images at different levels. Namely, to average out local irregularities, individual frames can be stitched during imaging into larger MosaiX images. Mineral4 further combines these MosaiX images into a single panorama image of the whole pellet.The proposed procedures allow the calculation of mineral and porosity spatial distributions, local gradients and abundance graphs based on the distance from the centre of the pellet. Fire suppression systems are now recognised by both NFPA 502 and PIARC as legitimate tools for both life protection and asset protection. The effectiveness of these tools for life protection demands extremely rapid and accurate incident detection coupled with rapid response. This rapid response must be integrated with other emergency systems such as emergency ventilation. The March 2007 fatal Burnley Tunnel incident in Australia graphically illustrates the potential of effectively integrated fixed suppression systems to protect people from harm and save infrastructure from damage. Despite the raft of technology available in that instance to the operator it was the human operatorÆs ability to effectively control the emergency equipment and not the equipment itself which so positively influenced the threat to life and property.

The key to the successful debt funding of a new mining project, whether in economically established or developing nations, is the submission of a comprehensive feasibility study. The feasibility study forms the basis from which the resource banker can construct financial models which govern the amount of available funds, the conditions which control the supply of such funds and the time period over which the loan may be repaid. The bank will wish to ensure that the feasibility study is the best representation and confirmation of reality possible because this model is the basis of the loan security package. Thus the study will be vigorously interrogated by independent experts in all its elements including the ore reserve, mineability, metallurgy, operating and capital cost profile, environmental factors and management. A well constructed feasibility study, undertaken by well recognised and respected independent consultants can save the client company a great deal of real and opportunity costs especially in relation to project timing. Once constructed and operating, the mining project may face one or more completion tests in relation to the loans provided. The genetics of such tests often relate to either the ability of the operating company to become solely responsible for the repayment of the loan or to be rewarded by lower interest rates or some other mechanism. Strong professionalism, accessible records, good checking procedures and high quality, competent site management will greatly assist the client company passing these tests. A record of well established technical competence with its bankers may well assist a company in the establishment of a mezzanine loan for the early development of its next project, thus allowing an earlier return of dividends to shareholders.

THIS tunnel, which is an adit 7000 ft. long, was undertaken by the Mount Lyell Mining and Railway Company Limited to connect its treatment works with the North Lyell mine at depth, with a view to effecting economies in transport and drainage. The work was carried out at high pressure throughout from both ends, and although the ground in the mine end was intensely hard, good progress was made, and driving was completed in less than fifteen months.The Mount Lyell mining field is situated in the west of Tasmania, about 20 miles inland, the only means of access being the Mount Lyell Mining and Railway Company's 3 ft. 6 in. gauge railway which connects with the Government railway system of the State at Strahan, on Macquarie Harbour. The region is mountainous, and presents many difficulties to the road and railway engineer. A new minerals initiative to increase the level of understanding of New Zealand's mineral resources and to promote the development of minerals began earlier in the year in a partnership pilot-project between Crown Minerals and the Institute for Geological and Nuclear Sciences (GNS). The project aims to gather a set of comprehensive geoscientific data and build a series of digital GIS packages to highlight New Zealand's mineral prospectivity. The pilot study was carried out at a regional scale, and is focussed on mesothermal gold mineralisation in the South Island. A significant amount of geological data and information was sourced from open file technical reports held by Crown Minerals and from various databases held by GNS and has now been compiled into a single GIS dataset, which will soon be made freely available to interested parties. In addition to this comprehensive data compilation, prospectivity modelling using Weights of Evidence techniques was undertaken to highlight those areas likely to contain ore deposits. It is clear from this study that the South Island of New Zealand remains highly prospective for mesothermal gold mineralisation. Many of the highly prospective areas, which also contain historic mine workings, remain open for exploration. The study not only highlights these areas, but also other areas where the potential for similar mineralisation exists, in all likelihood with no surface expression. The study has also highlighted the value of many of the open-file technical reports held by Crown Minerals and the need to carry out additional studies using this and other available data at a more detailed level, possibly as the basis for a web-based minerals information system.

The development of a process for removal of iron oxides from ilmenite is outlined whereby the Ti02 content of Western Australian ilmenites can be upgraded from 55 to approximately 90 per cent. In the first stage, the iron oxides are reduced with solid carbon (coal) to metallic iron. Experimental reductions were carried out in crucibles, a fluidized bed, and a small pilot plant rotary kiln. The reduced ilmenite was then agitated in aerated water, in the presenceof catalysts, so that the iron "rusted" away from the ilmenite grains and the precipitated iron oxide was easily separable by decantation.The influence of variables on the rates of reduction and oxidation are discussed. The oxidation rate was examined for both the physical oxygen transfer characteristics and electrochemically by reference to Pourbaix diagrams, in which redox potential is plotted against solution pH.The upgraded ilmenite is expected to be an attractive material for pigment manufacture, and the iron oxide has prospects of being a marketable by-product. The process may possibly be applied to other ores.INTRODUCTIONThere are extensive deposits of ilmenitic beach sands, Le. iron titanium oxides of the general formula FeTi03, 'occurring in the lower south-west portion of Western Australia, and although there has been considerable commercial development, local producers face keen competition on a freight-cost basis. Thus the removal of the unwanted iron oxide constituent would have the double advantage of reducing the freight differential and presenting a more attractivematerial to pigment manufacturers.

This paper uses the results of research trials by Landcare Research and Forest Research Institute and assessments of reclamation plantings at mines and other drastically disturbed sites to describe methods of enhancing restoration of native forests. The characteristics of mine and forest environments are compared to highlight the difficulties facing restoration and techniques which result in successful restoration are described. Selection of the most appropriate technique is illustrated by describing restoration of lowland beech-podocarp forest at a West Coast coal mine. The key to successful reclamation is to understand the factors controlling and limiting plant establishment and growth, then to design rooting media, surfaces and management regimes to create a favourable environment. This paper concludes with a summary of the planning and technical factors which are critical for successful restoration of native forest.

Although the Diamond that is cut and polished and made up into an article of jewellery, is so well known, there are, comparatively speaking, very few outside the industry who know this beautiful crystal in the crude state, as turned out ofNature's laboratory, and the means employed in winning this precious stone.This article is written with the endeavour to give the reader some idea of the geological formations in which the Diamond occurs, and as it is reported that Diamonds have been found in Western Australia, as well as in other parts of the Australian Colonies, a few hints as to the means employed in working the ground in South Africa may be of use to those intending to prqsecute the search in this country. The general geological formation of the South African Diamond Fields is Lacustrine shales and sandstones, intersected by dykes of various eruptive rocks, varying considerably in their character. and in places vesicular in texture, the vesicules being more or less filled in with zeolites by permeating waters.

Comminution within rod mills has been investigated by use of a matrix analysis of breakage processes. A parameter, the number of breakage stages, has been introduced and comminution within all rod mills has been expressed in terms of the number of grinding stages and a function which describes the feed rate, mill diameter, and mill speed. The effect of variation in feed rate, feed sizing analysis and mill speed on the number of breakage stages is discussed, but no general relation is proposed because more study is needed.INTRODUCTIONRod mills are normally used as the first unit of multi-unit systems for the grinding of metalliferous ores and the cost of operating rod mills may be considerable. For both economic and metallurgical reasons, it is therefore necessary that the mills should be operated efficiently and that a knowledge of the mechanism of the size reduction process within rod mills should be as complete as possible. Low displacement fault zones often comprise a mesh of interlinked faults, extensional-shear and purely extensional vein fractures. Hydrothermal mineralisation localised around such structures testifies to their importance as conduits for fluid flow. Mesh structures are most commonly developed in situations approximating bulk pure shear but predominantly simple shear meshes also occur. They appear to develop through the infiltration of pressurised fluids into a heterogeneous rock mass with varying material properties. In some circumstances, mesh formation appears to be a precursor to the development of major through going faults. Mesh formation generally involves hydrofracturing (Pf > s3, at least locally) and the condition Pf ~ s3 to be maintained for the mesh to remain a high permeability conduit, requiring fluid over pressuring at other than shallow depths in extensional-transtensional regimes. The volumetric character of earthquake swarm activity appears to result from the passage of hydrothermal fluids through mesh structures, representing a form of distributed fault-valve action along suprahydrostatic hydraulic gradients arising from magmatic intrusion, compaction overpressuring, metamorphic dewatering, etc. Fluid redistribution in the crust is influenced by maximum hydraulic gradient (not necessarily vertical), by existing permeability anisotropy arising from bedding and other forms of crustal layering, and by structural permeability developed under the prevailing stress field. Strong directional permeability develops in the s2 direction, parallel to fault-fracture intersections within the mesh and orthogonal to fault slip vectors. In particular tectonic settings, stress-controlled permeability allows strongly focused flow through fault-fracture meshes with high potential for mineralisation. Favoured localities for mesh development include short-lived link structures along large-displacement fault zones such as dilational jogs, lateral ramps, and transfer faults.

Ledcap Pty Ltd has developed two software tools for assisting in the determination of life-of-mine (LOM) trucking requirements. The first tool generates haul paths and the second calculates truck travel time over these paths. The two step approach allows the paths to be viewed and if required edited, to better represent the actual site haul routes.The first tool automatically creates haul paths between the mine bench and the dump. To do this the user supplies a master haul route and a scheduled block model. The master haul path and the block model are interacted to create multiple haul routes, one for each pit/dump bench pair in each scheduling period. Each path carries with it a record of the scheduling period it represents and the dry tonnage hauled over the path in that period.The second tool calculates truck travel time over the path. Data from the manufacturer's rimpull and retarder curves are used to calculate accelerations and speed over each segment of the haul path. As the paths are derived from digitised representations of mine haul routes the path f les often have over a hundred segments. This detailed representation of the haul route allows the software to automatically adjust speed for different radius corners and accurately simulates the changing accelerations over the gradient changes that occur in real life mine ramps. Rolling resistance can be specified at a global level, at a segment level and at a period level. This allows rolling resistance to be changed seasonally as well as spatially.Life-of-mine trucking studies attempt to calculate an accurate answer from extremely variable inputs. This paper will detail the features of the two software tools and how the tools provided in the software can assist the mine planner to have greater confidence in their life-of-mine trucking requirements and the subsequent production capacity inputs to their scheduling calculations.

The Pike River Coal Company is set to develop the Pike River Coal Mine in the Paparoa Ranges of New ZealandÆs South Island. The mine will be developed to extract a coking coal deposit of the Brunner Seam, some 46 km north-east of Greymouth, using a combination of continuous miners and hydraulic extraction.   The mining area is located within Department of Conservation (DOC) land and is adjacent to the escarpment of the Paparoa Range and the Paparoa National Park. As such, the major restriction to planned extraction is protection of:   +        the western escarpment, +        vertical and sub-vertical rock faces, +        permanent water courses, +        significant vegetation, and +        steep slopes.   The mine will use its elevation advantage to hydraulically flume coal from the working faces to the pit bottom area where it will be slurried to approximately 35 per cent density of solids and pumps down a slurry line to the coal prep plant some 10.5 km down the Pike River Valley. The coal will be sold on the export market as a high quality coking coal for international steel making.

There have been enormous changes in mineral processing in the past four decades. For example grinding mill power has increased by an order of magnitude, regrinding is done to -10 microns and flotation machines are 100 times bigger. Operating staff have unprecedented opportunities for online monitoring and performance control of mineral processing plants. Sophisticated instruments can provide a plethora of data characterising the mineralogy and surfaces of particles. Digital computers allow complex calculations on huge amounts of data including modelling and simulation of machine and plant performance. However, all these changes have not necessarily lead to better metallurgical results. An analogy can be drawn with the thoroughbred racing industry in Australia. Significant advances in scientific knowledge in animal genetics, physiology, biomechanics and nutrition applied to the business have resulted in only a two per cent reduction in winning times for the Melbourne Cup and Caulfield Cup since the 1920s. A critical look at some mineral processing metrics suggests similar failures to improve performance despite putting in more resources. In fact certain parameters such as operating times and plant start-up performance are considered to have remained static or even deteriorated. There has been an emphasis on 'process' at the expense of 'outcomes'. The industry's strength has been in finding technical (or 'hardware') solutions while its weakness has been at the people end of the business in maximising and consolidating the gains from the technologies. Some trends in plant design over these years have exacerbated the apparent deskilling of operating and technical staff. Despite unparalleled options for communications, some staff are embarrassingly uninformed about technical developments in their fields. The 'boom and bust' cycles of the industry, together with trends in tertiary education and the effects of fly-in, fly-out (FIFO) operations, raise serious questions about the sustainability of human capital in the mineral processing sector. This paper by two experienced mineral processing engineers, with contributions from other senior practitioners, reviews these trends. While there may be an element of 'the older we are, the better we were', it is an attempt to identify the issues and propose solutions.
