Although much talked about, social licence to operate (SLTO) is a relatively new concept that has been deemed as one of the four biggest business risks to a mining project over the life-of-mine. There is no accepted single definition of SLTO and this author understands SLTO to be stakeholder perception of the legitimacy of a project, a company or an industry. At a specific site, and across different sites within the same organisation, SLTO ranges through different levels according to stakeholders’ degrees of acceptance in time and space. Management of SLTO is vital for the mining sector but is difficult as it is informal and intangible. Although there are no key performance indicators, there are certain indicators that enable relative measurement of the ‘level’ of the SLTO. Because of the importance of the SLTO, information management during the entire life-of-mine, from exploration to rehabilitation, becomes crucial for the continued operation of a project. "Before the war, the United States was the world’s leading consumer of tin, the industrial applications of which had become widespread. Domestic production was negligible, and requirements were met almost entirely by imports, principally from British Malaya, United Kingdom and China. Average annual imports for the years 1925-1929 amounted to 78,009 long tons.With the advent of war in Europe and signing of the Japanese-German pact, it was realized that foreign sources of supplies were threatened, and steps were taken by Congress to forestall critical shortages of tin and other minerals. These steps in regard to tin included stock-piling, improving reclamation and conservation, increasing South American production, constructing a smelter in the United States for treatment of tin, ores, and intensifying the search for domestic tin deposits. Annual imports were raised to 140,873 long tons by 1941. On 1945, annual imports had shrunk to 37,675 long tons and consumption had been reduced to 52,100 tons of primary and secondary tin but not tin content of scrap alloy.The Strategic Minerals Act, passed by the Congress in 1939, authorized the investigation of domestic tin deposits.As Alaska had supplied virtually all of the domestic output of tin, an investigation of Alaska deposits was undertaken in 1940 and 1941 by J. B. Mertie, Jr., and Robert R. Coats of the Geological Survey.The Lost River lode tin mine on the Seward Peninsula was examined by H. E. Heide of the Bureau of Mines in 1942. Possibilities for developing a significant amount of tin appeared favorable, and exploration of the ore bodies was started in August 1942."

The present final report constitutes the total productivity of a series of contracts from the U.S. Bureau of Mines and the Institute for Telecommunication Sciences over the period 1971-1979. The emphasis on the research has been analytical. In this "executive summary" we give a succinct description of each phase of the investigation. In the first phase of the investigation that was stimulated by the National Academy of Engineering, we concentrated on the analytical studies of techniques relevant to mine rescue. Several specific procedures for locating a buried source were analyzed. In the next, but overlapping phase of the investigation, we dealt with the fundemental character of how electromagnetic waves propagate in mine tunnels. At the outset we allowed for the finite conductivity of the tunnel walls and the presence of axial conductors such as cables, pipes, and tracks. The third phase of the investigation was devoted to the analyses of various specific geophysical engineering problems. The related fourth phase dealt with the general subject of non-destructive testing of wire ropes such as used for mine hoists.

Twenty-four new fields were found in Louisiana during 1945. Of this number 15 were oil fields, eight were gas condensate, and one a dry gas field. None of these fields, with the exception of West Delhi, is as yet of any great consequence. The Weeks Island field in Iberia Parish may eventually develop into a considerable reserve.

"SUMMARYThe quality of Moose Creek coal is considered superior to that of any now being produced in the Matanuska field of Alaska. In rank it is classed as roar coking high-volatile B bituminous coal.At present the Moose -Creek mines are accessible from the Glenn highway by 6 miles of well-maintained gravel road. The nearest railroad loading point is Moose Creek siding; 7 miles by road from the Buffalo mine. Palmer, 12 miles south of Buffalo mine, is the nearest town. Anchorage is 50 miles south of Palmer by road and-railroad.Core drilling and trenching by the Bureau of Mines revealed 2,375,500 short tons of coal in the Buffalo series on the Buffalo Coal Co. leasehold. Of this, 514,200 tons is considered measured coal and 489,900 tons indicated coal. Existence of deeper beds over the same length increased the tonnage of coal of all categories to 3,279,300 tons. The property has an assumed life, of 16 to 22 years, depending on the number of beds mined, based on an output of 500 tons of coal a day and 100-percent recovery. Coal from some of the beds car be marketed without washing however, a washery is necessary if all beds are mined. Beds in the Buffalo series not mined in the ""first mining"" will be irrecoverable at any later date.The Bureau of Mines completed exploration of approximately one-third of the local coal-bearing areas during 1943. Knowledge gained from this work makes it possible to investigate the rest of the area by drilling an estimated additional 5,000 foot of hole."

This report presents the results of an investigation conducted by the Bureau of Mines for the purpose of assisting in the establishment of a satisfactory standard method for the analytical distillation of petroleum, a problem of great importance to the petroleum industry. Experiments were performed for the purpose of studying the charac- teristics of methods typical of those in use; comparative studies were made of the efficiencies of the principal types of fractionation ap- paratus available to the petroleum chemist; and the characteristics of a type of apparatus that the results of the experiments seemed to indicate was best adapted to the purpose were investigated in detail. Also, some experiments were made to determine the effect of cracking as a factor in the analytical distillation of petroleum in still heads.

Mineral economics interfaces the mineral sciences and engineering with finance and economics in the analysis of appropriate questions facing the minerals and energy industries. Its practitioners include those trained in the earth sciences; mining, petroleum, and geological engineering; metallurgy and mineral preparation; as well as finance, information systems, economics, and statistics-most usefully in one or more combinations. Allowing for some overlap, three general areas may be identified: evaluation, economic analysis, and resource appraisal. Evaluation begins with mine investment analysis (exemplified by Gentry and O'Neil, 1984) and process costing, for which the STRAMM Handbook (Anon., 1977) provides a well-known basis for mining and beneficiation. But it extends from property appraisal, often used for the determination of taxes and royalties, through the determination and comparison of transport costs (e.g., Richer and Soo, 1977), and to benefit/cost analyses of externalities. Economic analysis, the subject of this section, is displayed in rigor and extent both theoretically and as applied to commodity classes in Vogely (1985), but it is implicit though apparent throughout Lefond (1983). The text edited by Vogely places minerals in their aggregative context with economic growth and trade, proceeds to the theoretical analysis of minerals and their markets, analyzes the structure and performance of the major mineral sectors, and concludes with policy issues: fuel, nonfuel, and environmental. Resource appraisal employs quantitative methods for the estimation of mineral and energy resources. It moves through geologic, geophysical, and geochemical properties to the identification of estimation procedures for mineral endowment and for the economic measure of stocks and flows of specific minerals (Harris, 1984). This: symposium was sponsored by the Bureau of Mines, U.S. Department of the lnterior, in order to critically examine the state-of-the-art of sulfide flotation chemistry and to define current and emerging problems that should be emphasized in future fundamental research. The topics covered through invited papers include both reviews and recent research results in the areas of thermodynamics of reagent-mineral interactions; collector adsorption processes; the effects of solid-state point defects on flotation; activation and deactivation phenomena; the electrochemical role of oxygen in sulfide flotation; environmental problems in flotation; and selective flocculation of fines. Papers riving perspectives on flotation research in relationship to our national mineral requirements and the relationships between industrial flotation research and academics are also presented. An edited summary of the symposium follows the papers.

Several recent tunnel jobs have required special adaptations of hard rock TBMs. Some of the special job conditions are ?no blast? launch requirements, small shafts or launch pits, proximity to existing underground structures, and short tunnels where the TBM must be retrieved through the primary lining. This paper describes a few of these projects, and the machine adaptations that have made TBM excavation feasible.

When the word "gas"' is mentioned in connection with mining almost invariably it is inferred that the explosive gas, methane, is in mind and that the reference is to coal mining. Although methane is likely to occur in any coal mine the metal mines of the world contain by far a greater variety of gases than do the coal mines. Often the gases in metal mines are as dangerous as the gases likely to be found in coal mines, and sometimes are even more deadly. A coal mine is more likely to contain methane than a metal mine. In rare instances it may contain high percentages of nitrogen or carbon dioxide or it may be deficient in oxygen where the air is confined in a blind end or in a sealed region. Much more rarely relatively small percentages of ethane or other hydrocarbons with an odor of ether, gasoline, or kerosene, or minute percentages of hydrogen sulphide are found in a coal mine. During a coal-mine fire or explosion carbon monoxide content is likely to be high (4 per cent or more), and if the coal contains much sulphur the high fumes may contain some sulphur dioxide.

A general discussion of the structure of the junk automobile recycling system shows that the generation of stripped automobile hulks and scrapped automobiles is price inelastic. As a result, it is extremely difficult for the price mechanism to automatically achieve an equilibrium that will prevent the accumulation of excessive automobile wrecker inventories and vehicle abandonment by the last owners of scrapped cars. The new shredder processing technology and the new portable flattener technology have altered the structure of the junk automobile recycling system. The shredder technology has increased the demand for processed automobile scrap. This increased demand is reflected in higher prices paid for hulks by scrap processors. The portable flattener has reduced the transportation cost of shipping hulks to processors. The two new technologies have eliminated, at least potentially, the net cost of shipping stripped hulks so frequently incurred by wreckers in the past. The elimination of this cost eliminates the economic incentive for excessive wrecker inventories. Unfortunately, the incentive for last owners to abandon their cars does not appear to have been eliminated by the new technologies. The last owner of an automobile with no spare parts value is still likely to incur a cost by delivering his automobile to the recycling system. Although a subsidy payment is probably unnecessary to reduce excessive wrecker inventories, such a payment might be one solution to the problem of automobile abandonment. However, there are a wide variety of subsidy programs that could be introduced. Before any Federal subsidy program is introduced to reduce automobile abandonment, it is recommended that the program be tested on a limited basis in many different parts of the country.

The Bureau de Recherches Geologiques et Minieres (BRGM) (a French Government-sponsored geological and mining agency), through international experience gained over many years, has become very skilled in alluvial prospection, particularly for diamonds. The research laboratories within the BRGM have also been active in creating new mineral processing equipment, some of which is directly applicable to such prospection. One such development, the mobile prospection unit, is described and its application in mineral exploration is demonstrated by a consideration of the diamond search in Australia and the general exploration of the Massif Armoricain (France). Because this latter study was fundamental in the development of the concept of 'mineral-geochemistry', and its application in mineral exploration, it is also briefly described.

AN ACT prescribing the mode of maintaining and defending possessory actions on lands belonging to the United States. The People, etc. SEC. 1. Any person now occupying and settled upon, or who may hereafter occupy and settle upon any of the public lands belonging to the United States, unoccupied, except upon lands containing mines of any of the precious metals, may commence and maintain any action for interference with, or injuries done to his possession of said land, against any person or persons so interfering with or injuring such land or such possession. SEC. 2. On the trial of any such cause, the possession or possessory right of the plaintiff shall be considered as extending to the boundaries embraced by the claim of such plaintiff, so as to enable him to have and maintain any action as aforesaid, without being compelled to prove an actual inclosure; provided, that such "claim" shall not exceed in any case one hundred and sixty acres of land. SEC. 3. Every such claim, to entitle the holder to maintain any action as aforesaid, shall be marked out, so that the boundaries thereof may be readily traced, and the extent of such "claim" easily known, and no person shall be entitled to maintain any such action for possession of, or injury to, any claim, unless he occupy the same, or shall have made improvements thereon to the value of $100. SEC. 4. A neglect to occupy or cultivate such "claim," for the period of three months, shall be considered such an abandonment as to preclude the claimant from maintaining any action as hereinbefore mentioned. Sec. 5. Any person or persons claiming the right of possession to land under this act shall have the right to defend said possession and the claim thereto, and all the rights and privileges given them by this act.

The study area, which comprises 28,443 acres within the Jacumba Wilderness Study Area, is in the California Desert Conservation Area, and along the U.S.-Mexico border 25 miles west of Fl Centro, CA. The U.S. Bureau of Mines evaluation of mineral resources is based on examination of mining claims, known mineral occurrences, and mineralized zones during the fall of 1983. Limestone resources were identified inside the study area; tungsten resources may he present. Metasedimentary rocks intruded by Cretaceous Quartz diorite predominate in the study area. Tungsten and some gold have been found in skarn zones along intrusive contacts; limestone deposits are in the pre-Cretaceous rocks. Tertiary and Quaternary volcanic flows, pyroclastic rocks, clay beds, and diatomite in lake deposits nave been investigated for possible non-metallic resources. Evidence of mining or prospecting was found at 26 sites in or just outside the study area. In 1983, 106 claims were held in 13 claim groups. One claimant was sporadically prospecting for gold on claims in the north part of the study area in 1983, and gravel was being mined from alluvium 1/4 mile to the east.

On 25 August 1971, the U.S. Bureau of Mines contracted with the Aerojet Liquid Rocket Company to perform an engineering research program to be completed on 25 May 1972. The program objective was to evaluate the advantages and disadvantages of the underground use of several power sources including but not limited to a closed cycle diesel, electric cable/motor, rechargeable battery/ motor and exhausting diesel for mine shuttle cars, with emphasis on health and safety. This report, Research in Advanced Power Systems for Mining Health and Safety consists of four (4) main parts: (1) Hazards and Safety Analysis of Mine Power Systems, (2) Evaluation of Closed Cycle Diesel Power System for Mine Applications, (3) Closed Cycle Diesel Power System Consumables Compatibility, and (4) Concluding Remarks and Recommendations. The hazards introduced to a mine by shuttle car power system failure modes were evaluated and reported. A "fault tree" analysis was generated for each power system and the probability of death or injury during an eight (8) hour shift and for a week of operation (105 hours) were estimated. Advantages and disadvantages were also reported for each system studied. Aerojet's assessment, based on a "forced decisions analysis," of the four shuttle car power systems as to their relative health and safety is that the exhausting or open cycle diesel is preferred, followed by the closed cycle diesel, the electric cable/motor and the rechargeable battery/motor. The assessment was based on ten parameters pertinent to the health and safety aspects of shuttle cars. Drawing layouts of two typical mine shuttle cars incorporating closed cycle diesel powerplant concepts are included in this report. The performance parameters established for the two concepts are tabulated. A study was made of the logistics involved in transporting and replenishing the consumables needed to operate a shuttle car equipped with a closed cycle diesel. The closed cycle diesel powerplant consumables -oxygen, potassium hydroxide, and diesel fuel - were analyzed as to their compatibility with materials found normally in a gassy coal mine. Spill tests simulating inadvertent leakage of liquid oxygen in a coal mine were performed. A critical evaluation of existing oxygen sensitivity data and the relationship to the use of oxygen on a shuttle car in a coal mine environment is presented.

The utilization of silica particles originated in rice husks as reinforcements of magnesium composites was discussed. By using the solid state reaction of rice husk silica particles with magnesium powder, P/M magnesium based composites dispersed with the magnesium silicide (Mg2Si) and magnesium oxide (MgO) were fabricated. High-purity silica particles were originated from rice husks, one of the major agricultural wastes, via the citric acid leaching treatment and combustion in air. The effects of the silica particle characteristics such as size, crystalline and porous structures, on the reactivity of silica and magnesium to synthesize Mg2Si intermetallic were discussed. Amorphous silica was more useful for this reaction than crystalline one. The reactivity of rice husk silica was superior to that of the conventional mineral silica particles because of not only its amorphous structure but the larger specific surface area due to their pore structures. In the case of the green compact of the mixture of the rice husk silica and Mg powder, the silica particle size was not effective on the reactivity because the coarse particles were fractured into fine ones by cold compaction. The distribution of Mg2Si intermetallics of magnesium powder composites consolidated by SPS process was investigated by XRD and SEM-EDS analysis. Their mechanical and physical properties were also evaluated in detail.

This paper provides an overview of the concepts of citations and journal impact factors, and the implications of these metrics for the Journal of the Southern African Institute of Mining and Metallurgy (JSAIMM). Two key research literature databases publish journal impact factors; namely, Web of Science and Scopus. Different equations are used to calculate journal impact factors and care should be exercised when comparing different journals. The JSAIMM has a low impact factor compared with some of the more prestigious journals. It nevertheless compares well with journals serving other mining sectors, such as the Canadian CIM Journal. The problems associated with journal impact factors are discussed. These include questionable editorial practices, the negative impact of this concept on good research, and the problem of a few highly cited papers distorting the journal impact factor. As a consequence, there is growing resistance to the use of journal impact factors to measure research excellence. The San Francisco Declaration on Research Assessment is a global movement striving for an alternative assessment of research quality. As a recommendation, the Editorial Board of the JSAIMM should adopt a pragmatic approach and not alter good journal policies simply to increase the journal impact factor. The focus should remain on publishing excellent quality papers. Marketing of the Journal, the quality of the published papers, and its open access policy should be used to counter the perception that journals with high impact factors are better options in which to publish good research material.

This paper gives the results of a reconnaissance of the mining districts of Mineral County, Nev., made during the month of June and the first 10 days in October 1936.3/ During the field work virtually all the mining districts in the county were visited and many data were obtained relative to active and inactive properties. The report covers the location of the various mining districts, nature of deposits, ownership, information on past and current activity, data on economic conditions, and general information likely to be useful to operators and investors and others interested in mining. The geology of the deposits is discussed only in a general way. For nearly three-quarters of a century mining tin Mineral County has been the principal if not the only industry of importance. At times it has reached a very low ebb, and at other times it has been attended by the wild excitement that usually accompanies valuable discoveries of precious metals.
