INTRODUCTION Before a mine is planned in detail, a preliminary analysis is often conducted. This preplanning permits the mining engineer to make a rapid assessment as to whether or not a particular mining property warrants further consideration. In fact, a properly conducted preplanning phase can come within 10% to 20% of the actual results, thereby saving the mining engineer valuable time before committing himself to a fine-tuned analysis. The questions to be answered by mine preplanning are (1) What will be the operating conditions for the mine? and (2) How long will it take to complete the project? To answer these questions, calculations dealing with reserve estimation, production planning, man- power planning, and project scheduling are conducted. The following sections discuss these various phases of mine preplanning in greater detail. RESERVE ESTIMATION The estimation of the various characteristics of a reserve, such as quantity, grade, and thickness, is an ongoing process throughout the life of a mining venture. However, the reserve-estimation phase of mine planning is more closely associated with the preplanning phase. There are many different techniques employed in reserve estimation of solid mineral deposits; variations among them are introduced because of such considerations as ease of application or level of accuracy. In any event, each technique is developed in the following manner: (1) the mineral body is represented pictorially and then subdivided into blocks related to one or more samples of exploration data, (2) the area and volume of each block is determined, (3) the volumes are converted to representative tonnages (or, for example, grades), and (4) the results are tabulated. To illustrate this procedure, the polygonal (area-of- influence) technique will be presented due to its ease of application, flexibility in dealing with different deposits, and general acceptance. The polygonal method assumes that all characteristics of a mineral body extend halfway between a point of observation and any other point of observation. The explored portion of the mineral body is represented by polygonal prisms whose depths relate to the characteristic in question (grade, thickness, etc.) and whose plane bases relate to the area of influence of each point of observation (drill hole, etc.) as shown in Fig. 1. The polygons must be constructed in a definite order, usually clockwise and from the periphery to the center of the deposit. Table 1 can then be used to calculate the characteristics in question. Since, by definition, the polygonal method assumes that the characteristics of a mineral body extend half- way between points of observation, it becomes readily apparent that the evaluation of a vertical-drill hole exploration program requires that the sides of the polygons be formed by the intersection of perpendicular bisectors (Fig. 2). Figs. 3 and 4 show correct and incorrect construction of the polygons. The criterion for correct construction of the polygons is that all points within a particular polygon must be closer to its rallying point than those located in any other polygon. This is clearly not the case for certain points that are located in the polygon containing rallying point B in Fig. 4. Although this method can be used where the drill holes are irregularly spaced, calculations become less tedious when a square net (Fig. 5) or a chessboard (Fig. 6) grid is adopted. The numbers shown in Figs. 5 and 6 represent the relative weight for each of the shaded areas. In general, the greater the number of polygons, the more continuous the mineral body, and the more regular the grid, then the more accurate the computations will be. PRODUCTION PLANNING Before an acceptable evaluation of the production potential of a mine can be determined, a thorough exploration program should be conducted. It seems obvious that the nature and properties of the deposit and adjacent strata, the presence of impurities, and other mining conditions should be adequately determined prior to production planning and equipment selection. The lack of sufficiently detailed knowledge of the many mining parameters has led to the failure of numerous operations. For example, targeted production tonnages and equipment sizes for a coal mine are intimately related to the seam thickness. Needless to say the quality of information that is gathered from an exploration program can have a tremendous impact on the production plan. The performance of the grinding circuit, from the initial stages of operation to the present, is discussed. The mill efficiency as measured by the Bond grindability data and the operating work index is presented. The objective has been to produce a sand cyclone overflow containing not more than 6% +65 mesh. However, this has never been attained even at low milling rates. On the other hand, significant improvements in throughput were achieved by instituting some equipment changes and process modifications within the grinding circuit. The latest approach to solving the coarse grind problem is also discussed.

?We are certain there is need for research in every phase of mining." This statement by R. M. Crump of the Jones and Laughlin Steel Company (047) paraphrases opinion widespread among mining people. It is undoubtedly true. In preparation for this presentation, 193 organizations were asked to describe their mining research efforts. 60% responded, The meaning of "research" was taken in several different ways. The continual efforts of progressive companies to improve themselves were reported as research. We will call this and any effort to solve specific and immediate problems "practical research". The continuing investigation of subjects of long range interest will be called "basic research".

A collaborative research project is undertaken by Anglo American Coal and CSIRO to develop appropriate strategies for gas and spontaneous combustion management of longer panels. Extensive computational fluid dynamics (CFD) modelling studies have been conducted and calibrated using operational longwall goaf gas data to obtain a fundamental understanding of goaf gas flow patterns in longwall panels of 1.0-km and 3.0-km lengths and a detailed investigation of the effect of various mining and operational parameters on goaf gas flow patterns. The modelling studies have also been used to investigate the performance of various gas drainage and proactive inertisation strategies during various stages of longwall panel extraction. Simulation results indicated that apart from tailgate (TG) side goaf holes, gas drainage from maingate (MG) goaf holes and the mid panel start-up goaf holes would be useful for flat seam field conditions. Operation of 8–10 goaf holes is recommended for field site conditions with high goaf gas emissions of 6000 L/s. The modelling results indicated that the traditional inert gas flow rate of 500 L/s currently used in some mines would be insufficient to achieve effective goaf inertisation in long panels. Results indicate that 3.0- km-long panels would require 1500 L/s of inert gas and there is a need for multi-point inert gas injection strategy for effective goaf inertisation. In this paper, details and results of modelling investigations and recommended strategies for gas and spontaneous combustion management in 1.0-km- and 3.0-km-long panels are presented.

The author?s paper at RETC 2007, ?Alternative Contracting Methods? addressed strengths and weaknesses of DBB+DB and introduced Construction Manager/General Contractor (Portland model) and Alliancing (Australian model). Considerable interest in these was expressed by several public agencies at that Conference and at the presentation. The author is assisting the Washington State Department of Transportation (WSDOT) and the Toronto Waterfront Revitalization Corporation (TWRC) with possible implementation of Alliancing. WSDOT is evaluating ways to do this and is considering a delivery methodology, under existing Legislation, based on the CMGC Portland model with incentives and disincentives, moving towards Alliancing. This paper will build on the 2007 paper and update implementation considerations.

Risk assessment is an essential component of mine feasibility studies. However, it is often challenging to identify the appropriate analysis and derive the required input data. The uniqueness of a mining project and the associated technical issues require customization of the risk assessment approach to meet both requirements and characteristics. The uncertainty driving the operating risk in mine feasibility studies and its assessment through Monte Carlo simulation as a component of a cash flow analysis are discussed in this paper. The paper introduces the use of the analytic hierarchy process for derivation of qualitative input and conducts quantification of the three main sources of operating performance delays, equipment, ground and schedule problems, in a cash flow simulation. A methodology for the assessment of operating risk in mine feasibility studies is presented.

The multi-gravity separator (MGS) is a novel piece of equipment for the separation of fine and ultra-fine minerals. However, the published literature does not demonstrate its use in the separation of coal fines. Therefore, an attempt was made to study the effects of different process variables on the performance of an MGS for the beneficiation of coal fines. The results obtained from this study revealed that among the parameters studied, drum rotation and feed solids concentration play dominating roles in controlling the yield and ash content of the clean coal. Mathematical modeling equations that correlate the variables studied and the yield and ash contents of the clean coal were developed to predict the performance of an MGS under different operating and design conditions. The entire exercise revealed that the MGS could produce a clean coal with an ash content of 14.67% and a yield of 71.23% from a feed coal having an ash content of 24.61%.

Editor’s note: This is the second part of a two-part series on how mine geologists added about 141t (4.53 million oz) at Newmont Mining’s gold operations in Nevada during 2003. Part one (ME, July2004, pp. 19-26) showed how cross-functional teamwork among mine geologists, engineers, metallurgists and operators added $65 million in revenues at Newmont’s Gold Quarry Mine. Part two deals with how this same cross-functional team added about 25.8 t (830,000 oz) of gold reserves and two years of life at the company’s LoneTree Mine. This was done through improved reconciliation methods, pit optimization designs and updated geotechnical parameters. Part two also discusses how Newmont’s Nevada mine personnel added about 62.2 t (2 million oz) of gold reserves at its Twin Creeks Mine, extending the mine’s life by several years. The theme of the 2012 North American Tunneling conference (NAT) was ?Tunneling: Driving Value.? This theme best reflects where the tunneling and underground construction industry is to-day. Major advances that have been made in technologies have provided tremendous improvements in productivity, which, in turn, have allowed the industry to deliver more cost-effective and less disruptive solutions to the nation?s infrastructure needs. Despite a weak economy, domestically and globally, cities and states continue to spend billions on infrastructure improvements. For the underground construction industry, that means more transportation and water, wastewater, storm water projects and other underground structures. And, for each project completed, underground construction and tunneling technology grows. The NAT conference, put on by the Underground Construction Association (UCA) of SME, provides an outlet for technology transfers among professionals. This year?s conference, held in Indianapolis, IN June 24-27, attracted 918 attendees, up from 803 at the last NAT in 2010. The accompanying exhibit also featured 116 exhibitors occupying 140 booths. That was up from 108 booths in 2010. So, the meeting continues to grow as underground construction professionals throughout the world seek to learn from their peers.

Until 1956, drill and blast was the only way to excavate rock. In that year, a tunneling machine using disc type cutters economically bored a small Toronto tunnel. Its amazing 105 ft/day set a new world record and set the stage for a new industry. The Disc Cutter Role in Excavation Mechanical excavation of hard rock is by now deeply ensconced in the heavy civil construction industry. All over the world, from the Swiss Alp Melange to Hong Kong Granite, to New York Gneiss, huge Tunneling Boring Machines (TBMs) create transportation, water and sewer tunnels. Powerful machines, boasting as much as 6000 hp, bore through rock, excavating in excess of 1400 tons per hour. The tool that makes this tunneling phenomenon possible is the single blade, rolling disc cutter. These hardened steel discs, from 15 1/2 to 19 inches diameter are arranged on a rotating cutterhead, to cut concentric circles in the rock. As the machine is propelled forward under great pressure, rock below each cutter is crushed. But the efficiency of the cutterhead is derived from the science of cutter spacing (distance between cutter paths). The majority of the rock excavated is not crushed, but flakes off in chips and chunks. No pick, tooth, or drag type cutting tool can duplicate the performance of a disc cutter. The economic use of drag type tools is limited to as low as 5,000 psi UCS rock strength in massive formations. In weakly bonded, foliated rock, drag tools do better, but are still limited to rock generally less than 15,000 psi.

From 2001 to 2007, the Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) conducted studies to develop alternative methodologies to full-scale explosion testing for deter-mining the ultimate strength of mine seals. As a result, the PRL developed and proposes an alternative seal-strength evaluation method based on a hydrostatic pressure-loading concept. The researchers suggest pressure loading a seal using water to twice the expected dynamic design load. The hydrostatic chamber test offers a means of validating seal designs, establishing appropriate resistance functions and determining the ultimate strength of seals through testing to failure. This article contrasts the full-scale explosion and hydrostatic testing of mine seals using a simple dynamic system model and principles.

For the first half of the 21st century, the United States will rely on the same mix of fuels it has for the past 50 years. Petroleum for the United States will cost more and availability will decline as developing nations modernize. Increased use of natural gas for electric power generation will result in stress on the gas supply. Coal will be the fuel of last resort. More than half the petroleum used is imported, about the same amount as used for transportation. Only coal can provide relief by fueling railroads through electrification while encouraging “piggy-back” trailer haulage, co-generation for manufacturing and expanded passenger service.

The mining industry has had three difficult years. Commodity prices have remained low and investor confidence in the industry has been shaken. And even though the Asian economy appears to be improving, it will be some time before this improvement will translate into better commodity price conditions for mining. In addition, increased environmental and social restrictions that have been placed on the industry in developed and developing countries have made mining a more difficult proposition. And, if that is not enough, the global mining industry has found itself in fierce competition with Internet businesses for investor capital. Despite that gloomy picture, more than 10,500 mining industry professionals from about 70 countries gathered in Toronto, Ontario March 5-10, 2000 for the Mining Millennium 2000 conference. This meeting was a joint effort between the Canadian Institute of Mining, Metallurgy and Petroleum(CIM) and the Prospectors and Developers Association of Canada (PDAC).The joint meeting also featured two trade exhibitions and more than 150speakers. PDAC’s trade show attracted about 400 exhibitors and an additional 200 in the concurrent Investors’ Exchange. CIM’s exhibition attracted about 600 equipment and service companies.

Located on the Wabash River in the central portion of the state, the city of Lafayette, IN is relatively small compared to most cit-ies that incorporate tunnels into their combined sewer overflow (CSO) systems. The original CSO plan for the city was to replace two aging lift stations that were built in the 1950s. The original con-cept was to build a new sewer using conventional cut-and-cover construction to eliminate one of the lift stations ? the Parking Lot Lift Station ? and build a new regionalized one at the location of the Pearl River Lift Station. The initial sewer design was sized just to handle the flow that would eliminate the Parking Lot Lift Station. The planning for this project was being developed as part of the city?s CSO long-term control plan (LTCP) that focused on reducing the overflows from the city?s 14 overflow points. However, during the development of the CSO LTCP, a major industrial user indicated it would be increasing its flows to the system, which required additional conveyance capacity to meet the city?s CSO LTCP. After reviewing the design concepts with city representatives during the planning phase of the project, the mayor indicated that he wanted to minimize impacts to downtown businesses; therefore, trenchless alternatives were considered. The last piece of the puzzle that drove the project away from a small diameter pipeline was discovered during a flow monitoring program to collect flow data for the CSO LTCP project. This study revealed a major restriction in the 100-year-old Pearl River Trunk Sewer, located beneath four active railroad tracks. To eliminate this flow restriction, provide more overflow storage and reduce the impact to local businesses, a new 2.7- to 3.6-m- (9- to 12-ft-) diameter tunnel sewer became the most viable solution.

The National Mining Hall of Fame will induct five mining greats on Saturday, Sept. 17, 2005 at the Museum Convention Center in Leadville, CO. The 18thAnnual National Mining Museum and Hall of Fame Induction Banquet will begin with an open house and reception at 5:30 p.m., followed by the dinner and program at 7 p.m. The five inductees are Nathaniel Peter Hill, John Munro Longyear, John McDonald, Julius Eckhardt Raht and John Dennis Ryan. Nathaniel Peter Hill (1832-1900) built the first successful smelting operation in the Rocky Mountains in1867 at Black Hawk, CO. From 1879 to 1885, he was a U.S. senator. He also taught courses at the Colorado School of Mines.

Continued market pressure on the US coal industry was the overriding factor affecting developments in underground mining in 1986. An oversupply of coal in the spot market kept prices low throughout the year and caused a number of operations to close their doors. Operators stepped up their efforts to improve productivity at existing operations. They made technology advances and improved their relations with employees. A continuing market-related development during 1986 was the divesting of coal properties and operations by major oil companies, which were faced with economic pressures in both the oil and coal industries. Further increases in contract mining production resulted as some larger operators were unable to compete in a tough economic environment. Longwall mining is still seen by many as the technology that will provide the necessary productivity to remain cost-effective. But the number of active faces in the US declined in 1986, as reserves were depleted and economics forced some closures. At the first Longwall USA meeting in June, much attention was placed on improved technology, as electro-hydraulic controls for roof supports gained acceptance. Other recent developments include shearer initiation of roof supports, automatic horizon control for shearer drums, and collection and storage of machine data for predicting maintenance requirements. The government and academic communities continued their research on dust control at longwall faces. Jankowski, Kissel, and Daniel, (October 1986, Mining Engineering), gave an overview of progress in longwall dust control. And Mukherjee, Singh and Jayarman (November 1986, Mining Engineering), recommended design guidelines for improving water spray systems for dust control. Surface subsidence Increasing attention is being given to surface subsidence. This is primarily because of longwall mining and the Surface Mining Control and Reclamation Act. Improved methods of prediction of surface subsidence, especially computerized methods, are being continually developed. Mining engineering faculty at major universities such as Virginia are helping develop public policy and regulations concerning subsidence. As part of this effort, Unrug and Johnson identified major subsidence areas of Western Kentucky. Peng and Chen (February 1986, Mining Engineering), gave an overview of history and research of surface subsidence. And Elifrits and Aughenbaugh, (February 1986, Mining Engineering), discussed effects of moisture variations and overburden on subsidence. This research culminated in a Symposium on Surface Subsi¬dence at the SME 1986 Fall Meeting in St. Louis and the 2nd Workshop on Surface Subsidence at West Virginia University. Ground control in coal mining continued to be an item of major research interest. Some 30 papers were presented at the 5th International Conference on Ground Control in Mining at West Virginia University. And six sessions were related to coal mining at the 27th US Symposium on Rock Mechanics at the University of Alabama. At the 4th Annual Workshop, Generic Mineral Technology Center, Mine Systems Design and Ground Control emphasized efforts of the participating universities to improve ground control. Peng and Chiang summarized results of studying support capacity and roof behavior with longwall shield supports. And Unrug, Johnson, and Nandy analyzed the process of deterioration of shale roof in a case study of a room-and-pillar coal mine. The importance of geologic conditions in determining mining productivity is receiving increased attention in coal mine design in the US. Mullenex related, through case studies, the benefits to be derived through analyzing the depositional system of coalbeds as an integral part of mine design. Improved technology in this area was related by Lloyd, Semborski, and Stolarczyk. They discussed a case study of using radio imaging to indicate coal-seam discontinuities in advance of mining. Improved coal mining technology in general is being researched more heavily, to help improve US coal competitiveness. However, much of this research and development process has yet to be widely implemented. Equipment manufacturers are devoting more resources to development of continuous-haulage systems, mobile roof-supports, mine-monitoring systems, and predictive-maintenance systems using computers to extract machine data.

"The McCook Main Tunnel system consists of a 10-m (33-ft) finished diameter, 490-m (1,600-ft) long, hard rock tunnel constructed from a 27.5-m (90- ft) diameter and 92-m (300-ft) deep main gate and tunnel construction access shaft. The gate shaft houses six, high-head 4.4 m by 9 m (14.5 ft by 29.5 ft) wheel gates to be installed in the bifurcated and steellined section of the tunnel. The tunnel also includes portal and energy dissipation structures as it daylights into the reservoir.The construction of the tunnel system has been divided into two contracts. The gate and construction access shaft was completed in August 2011. The tunnel excavation and concrete and steel lining was completed in September 2014. The remaining and undergoing construction include the tunnel connections to the reservoir and the Mainstream Tunnel and installation of gates and hydraulic cylinders. This article focuses on the live connection of the McCook Main Tunnel to the Mainstream Tunnel that was initiated in November 2014 and will continue through the seasonal drier weather conditions in Chicago approximately from October through April. Chicago TARP systemThe MWRD has been addressing combined sewer overflows (CSO) and flooding in Chicagoland since the late 1960s and formally adopted the tunnel and reservoir plan in 1972 to protect the region’s most precious drinking water supply, Lake Michigan. Phase I of TARP, which included construction of 175 km (109 miles) of deep storage and conveyance tunnels with diameters up to 10 m (33 ft), was completed in 2006. In addition to protection of Lake Michigan from CSO discharges, Phase I resulted in substantial improvements in surface water quality as well as the quality of life for lake and riverfront communities in Chicago. Water quality improvements and flooding mitigation will be further enhanced as Phase II reservoirs are placed in service, including the three large reservoir systems, McCook, Thornton and Majewski (Fig. 1).The McCook Reservoir is the largest reservoir in the TARP system. Once completed, this $700-million reservoir facility will receive 38 billion L (10 billion gal) of CSO and flood water via the McCook Main Tunnel, which connects the TARP Mainstream Tunnel to the McCook Reservoir, and from distribution and Des Plaines inflow tunnels which will bring flow from the Des Plaines Tunnel of TARP."

The Tren Urbano project in Puerto Rico includes a 19 m diameter tunnel constructed by the stacked drift method, which involves installation of a pre-supported concrete arch using multiple tunnels. Geotechnical conditions consisted of weak rock and highly weathered, unstable alluvial soils. Due to low cover, reinforcement of the arch was required. Ground behavior ranged from firm ground to mixed-face to raveling and flowing ground. Consequently, construction of the individual drifts involved many different soft-ground techniques such as steel set supports, shotcrete support, shield tunneling, forepoling, and consolidation grouting. During construction, the design was modified to improve constructability. Although settlement was experienced during excavation of the drifts, arch movements were within predicted limits and minimal surface settlement was observed upon excavation of the interior.
