Requirements for minerals are on the increase globally and the deep sea offers a potential source of essential materials. Extracting these minerals from what is considered an environmentally sensitive area, and one about which little is still known, is a challenging activity, which needs careful consideration and an appropriate environmental impact assessment to be carried out. Extraction of material from the deep sea beds can cause disturbance or damage to benthic communities; impact on mobile marine species such as fish, mammals and reptiles; cause increases in suspended sediment and sediment deposition onto potentially sensitive areas or potentially release contaminants which were previously bound to the sediment. This paper discusses the potential environmental issues surrounding extraction of deep-sea deposits using aggregate dredging techniques and how those issues can be appropriately assessed. In particular issues of suspended sediments, plume transport, water and sediment quality and underwater noise impacts on potentially sensitive species and habitats will be explored.

"U.S. Mine Safety and Health Administration (MSHA) regulations require underground coal mines to use refuge alternatives (RAs) to provide a breathable air environment for 96 hours. One of the main concerns with the use of mobile RAs is heat and humidity buildup inside the RA. The accumulation of heat and humidity can result in miners suffering heat stress or even death. MSHA regulations require that the apparent temperature in an occupied RA not exceed 95 °F. To investigate this, the U.S. National Institute for Occupational Safety and Health (NIOSH) conducted testing on a 23-person tent-type RA in its Experimental Mine in a test area that was isolated from the mine ventilation system. The test results showed that the average measured air temperature within the RA increased by 9.4 °C (17 °F) and the relative humidity approached 94 percent at the end of a 96-hour test. The test results were used to benchmark a thermal simulation model of the tested RA. The validated thermal simulation model predicted the volume-weighted average air temperature inside the RA tent at the end of 96 hours to within 0.06 °C (0.1 °F) of the average measured air temperature. One of the main concerns with the use of mobile RAs is the potentially adverse thermal environment inside an RA from the metabolic heat of the occupants and the heat released by the carbon dioxide (CO2) scrubbing system. Moreover, the humidity within the RA will increase through occupants’ respiration and perspiration, and from the chemical reaction within the CO2 scrubbing system. The accumulation of heat and humidity can result in miners suffering heat stress, heat stroke or even death."

The Washington Metropolitan Area Transit Authority's Wheaton Station and tunnel design was completed and offered for bid in the Spring of 1983. The format was unique to the Authority: a four part, four fiscal year contract developed in response to funding limitations with construction divided into four stages allowing the maximum amount of work to be done each year for the funds available. The bid was based on the entire contract, but was orginally awarded for only the first year's work. Each year's work had a maximum funding limitation thus safe guarding the Authority from a grossly unbalanced bid. The Authority's estimate for this work was $83,871,524. The low bid came in at 61% of this for a total low bid of $51,512,058. The low bidder was ILBAU America Corporation whose home offices are in Austria. Following receipt of the bids (and resolution of objections cited by other bidders who felt that the job could not be done for the $51 Million dollar figure), a Notice-To-Proceed was given on October 5, 1983. The construction contract allows a Value Engineering Change Proposal, called a VECP which is initiated and developed by the contractor to change the drawings, specifications or other requirements of the contract. Among other things the VECP should decrease the contract price while maintaining the service life, reliability, ease of maintenance, and standardized features and appearance and not require an unacceptable extension of the contract time. An industrial engineering and computer simulation study was conducted on reclamation operations to evaluate the possibility of integrating mining and reclamation operations, and to evaluate the factors which influence the production potential of scrapers. The study was done in a southern Illinois strip coal mine producing approximately 2.27 M metric tons (2.5 million short tons) of clean coal annually. The main outcomes of this study are (a) it is possible to reduce reclamation cost about 20-25 percent by integrating reclamation and mining operations, (b) haul distance has the most significant effect on scraper production, (c) push-pull is the best mode of operation for wheel scrapers for topsoil/subsoil removal, and (d) historical data obtained from the mine for one year show that average dozer productivity in rock grading is about 60 percent lower than the expected production; similar data for scraper is about 25 percent less.

Several bauxite residue sands and muds produced by Bayer plants in the U.S. and overseas have been fractionated using dry and wet magnetic separators. The magnetic sand fractions typically contain about 60 wt% iron and the bulk of the radioactivity in this waste. The muds are more difficult to process than the sands, but some fractionation is possible using a combination of flotation and magnetic separation techniques.

This is the fourth annual tabulation that gives mineral royalty information. The table presents previous information plus about two dozen new entries. In addition to the royalty information, some entries show the cost of purchased reserves. Last year's tabulation appeared in two issues, to accommodate all of the information. This year the format has been changed slightly so the table can be printed in one issue. This year's table presents the commodities in the same sequence as last year. Sand and gravel information appears first, followed by: crushed stone for aggregate; other stone; industrial sand; other industrial minerals; energy minerals (coal, oil shale, uranium); and finally metals. As always, a caveat relates to factors that influence the reserve values. The data should serve only as a general reference. The table is not intended to present an absolute scale of reserve costs. Several factors influence the value of mineral commodities. These factors include: • location and transportation costs (especially significant for most industrial minerals); • market conditions for both the commodity and the company acquiring the right to mine it; • quality or grade of the deposit as it reflects the amount of processing and beneficiation necessary to produce the finished product; • and legislative restrictions and conditions for mining a given material at a given site. These and other factors will influence reserve costs of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity; the location (either by state, US geographic area, or Canadian province); the cost (R for royalty and P for purchased cost); and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. A review of this period shows some truly remarkable accomplishments in both system development and applications. In addition, work now under way promises results which will continue the rate of progress of the past. This paper will review the history and status of the field of computer control and point out the major breakthroughs which have occurred. It will analyze the present trends and extrapolate them to predict the early future developments in the field.

Rib brows present a significant safety hazard in underground coal mines in the United States. To address this issue, researchers at the National Institute for Occupational Safety and Health (NIOSH) and Missouri University of Science and Technology (MST) are developing a practical tool to assess both the potential of rib brow formation and the stability of any formed brows. As part of this effort, a monitoring study was conducted to assess the potential for rib brow formation in coal pillar ribs. This study was conducted in a room-and-pillar coal mine where coal pillar ribs are prone to developing rib brows. Although no rib brows formed in the instrumented pillar, data from monitoring and visual observations provided valuable insights into the loading mechanisms impacting the instrumented pillar. These findings helped identify factors that may reduce rib brow formation, including the cavability of the roof in mined areas, the applied rib support, the strength of rock partings, and the overall integrity of the coal seam. The scientific findings published in the case study aid in assessing the potential of brow formation, offering additional evidence for the need to improve rib control methods in underground coal mines.

Introduction The South African Iron and Steel Co. Ltd., in Sishen, operates a large iron ore mine in the Cape Province of the Republic of South Africa. The mine is about 600 km (370 miles) west of Johannesburg. Its annual capacity is 100 Mt (110 million st) of ore and waste. Present production is 60 Mt/a (66 million stpy). The mine operates continuously six days a week. Primary equipment includes 55 154 t (170 st) Wabco and Unit Rig trucks and 14 P&H shovels. During 1979, a feasibility study into the application of a trolley assist system was launched. This was due to the escalation in diesel fuel costs and the appeal by the South African government to reduce the use of fossil fuels. Tests and economic evaluations proved the system technically feasible. The estimated discounted cash flow return exceeded 50%. Diesel fuel consumption would be reduced by 120 ML (31.7 million gal) in the next 10 years. The construction of 7.7 km (4.8 miles) of line and the conversion of 66 154 t (170 st) trucks were completed in March 1982. System description The conventional 154 t (170 st) diesel electric rear-dump haul-truck is equipped with two direct current wheelmotors in the rear axle. They drive the rear wheels through planetary gearboxes. A 1.2-MV (1600-hp) diesel engine and an alternator is used to power the wheelmotors. The trolley assist system consists of an overhead power line, a current collector mounted on the truck, and add-on control equipment where external electric power is routed by way of the current collector to the motorized wheels. The diesel engine is used to propel the truck on level sections. On inclines, the wheel-motors of the truck are coupled by way of a current collector to the externally generated electrical power supply for propulsion. The diesel engine, having lower output than the wheelmotors, limits the truck performance. Previously, maximum output was required from an engine on inclines. By supplying the wheelmotors from a virtually unlimited outside electric energy source, the truck performance is enhanced to the extent that speed is increased by 46% and fuel consumption reduced by 75%. System design The unique operational requirements of this mine rendered the already proven trolley pole system useless. Minimum loss in truck mobility and flexibility was required. Overhead lines and substations were required to be relatively light and portable. This enables fast repositioning of a line with no loss in material. These unique specifications set the base for the design of the Sishen system. Steel I-beams, 203 x 203 mm x 52 kg/m (8 x 8 in. x 35 lb per ft) with lengths varying from 8.3 to 11.3 m (27 to 37 ft), mounted on base plates about 4 x 2.6 m (13 x 8.6 ft) were used as masts. The masts were erected at about 50 m (165 ft) and the base plates covered with about 12 t (13 st) of iron ore to keep them absolutely stable. Results from the pilot installations indicated that using single cantilever cross arms for insulator and overhead conductor suspension was not practical. The tension in the overhead varied too much with temperature changes, causing too much sag in the lines. There had to be a positive and negative conductor. It was decided to suspend each polarity on an independent cantilever and keep the conductors under constant tension by weights acting through a two-to-one pulley tensioning arrangement. For each overhead conductor, a standard 160-mm (6.5-sq in.) grooved copper railway conductor was used. To obtain the necessary current carrying capacity, two of these conductors are used in parallel per pole. Insulators are rated at 4 kV and are of the composite type. An 11-kV three-phase line, supported by the pantograph line masts on the opposite side of the dc line, feeds the rectifier stations. The rectifier stations consist of an 11-kV to 860-V, three-phase 1.46 MVA transformer and a three-phase diode bridge rectifier. "It is generally known that spontaneous combustion potential is a function of coal rank, with low-rank coals having high susceptibility to self-ignition and high-rank coals having low potential. To establish this functional relationship and use it as an engineering tool to identify the propensity of coal to self-heat, both rank and spontaneous combustion potential should be quantified. ASTM D388 is normally used to classify coals by rank, but this classification system can only serve a qualitative analysis. To classify coals by their potential for spontaneous combustion, the self-heating temperature (SHT) method originally developed by the U.S. Bureau of Mines (USBM) was used by Litton and Page (1994) to correlate coal rank with spontaneous combustion potential. In that method, the SHTs of coal determined by an adiabatic experiment are linked with proximate analysis results through a proposed concept known as the “moist fuel ratio.” This ratio is a function of moisture, volatile matter and fixed carbon, all of which have widely different content percentages in different ranks of coal and have strong relationships with coal rank. However, the method is highly empirical, and there is large standard deviation between experimental data and calculated results. The equation correlating the coal quality parameters to determine SHT should be improved with more experimental data.This paper reports on the development of a new system for predicting the spontaneous combustion potential of U.S. coals, based on coal composition data from the U.S. Geological Survey’s coal quality database. First, the user is provided with a quantified classification of coal rank. Second, based on experimental SHT data covering a wide range of ranks from lignite to low-volatile bituminous coal, the original USBM correlation for predicting SHT is improved for the respective rank of coal. The relationship between the rank and SHT of U.S. coals was developed and plotted. The plot diagram can be used for a quick estimate of the SHT of a U.S. coal and as a cost-effective tool for the initial risk assessment of a new mine development."

The North Singhbhum Mobile Belt (NSMB) lies between two crustal-scale shear zones, the South Purulia Shear Zone (SPSZ) at the north, and the Singhbhum Shear Zone (SSZ) at the south. The Babaikundi-Birgaon Axis (BBA) is an east-west trending secondary shear zone in the NSMB lying south of SPSZ, which is known for the occurrence of gold along with other sulfide minerals within the quartz reefs. The present study has been carried out at north of Ichadih village, which lies on the BBA. The present study attempts combined electrical resistivity tomography (ERT) and self-potential methods along a profile of 470-m length in the Ichadih area to map the potential mineralized zones. Initially, ERT sections generated by Wenner, Wenner- Schlumberger, dipole-dipole, and joint inversion of the combined array have been analyzed, and results are validated through the analysis of model resolution. A prominent low resistivity (10–100 Ωm) associated with quartz reef/limonitic quartz reef at a depth of approximately 30–85 m, encircled by a high resistive (more than 10,000 Ωm) formation associated with metasedimentary rock, has been delineated using joint inversion of the combined array. Further, analysis of self-potential (SP) anomaly using particle swarm optimization inversion also confirms the prominent low SP anomaly at a depth of 77.3 m, which is analogous to the low resistivity anomaly identified in the joint inversion of the combined geo-electric array. Subsequent analysis of a complex synthetic geo-electrical model analogous to the present field situation proves the efficacy of the joint inversion of combined arrays. As a whole, joint inversion of multi-array data is established as an efficient technique for better subsurface imaging in case of the complex subsurface structure. In-depth analyses confirm the possibility of sulfide mineral-rich deposit (quartz reef/limonitic quartz reef) which requires further geological drilling and lithogeochemical sample analysis, for possible future exploration.

Dow Water & Process Solutions (DW&PS) was approached by ASARCO Inc. to attempt to recover cobalt and copper from their copper solvent extraction (SX) raffinate. Cobalt is added to many copper electrowinning tankhouses to help to prevent lead electrode corrosion. With cobalt?s high price this can be a large expense. ASARCO has ore that contains a small amount of naturally occurring cobalt. Currently they have no way of capturing this high value metal from their leach or raffinate streams. DW&PS has some chelating resin technologies that should be able to help solve this problem.

Tunneling in carbonate sedimentary rocks such as lime stones and dolomites can be difficult when solution channels or voids are anticipated. Addressing the risk aspects associated with these formations can be done effectively through the Geotechnical Baseline Report (GBR) by properly characterizing the ground and ensuring that the Owner?s and the Contractor?s interests are represented and protected. This paper presents a review of tunneling difficulties in these rocks and includes a review of site investigations, geologic characterization, and presentation in the GBR. Key construction issues are also discussed, including appropriate excavation technology, mechanisms of face support and groundwater control, and quantifying grout takes.

Public Law (PL) 95-87 contains explicit demands for land use planning in its reclamation and designation sections. Both sections require recognition of local land use plans; however, they are not well integrated. Accommodation to these planning requirements affords an opportunity to create better links among local land use planners, the state's permitting authority and designation office, and mine designers. Mining companies should take a more positive interest in local land use plans and in resource inventories. States should consider handing down to local government the responsibility for accepting mine permit applications and designation of unsuitability petitions.

This study tests the ability of a new air nozzle system, located under the drill deck shroud, to improve the dust capture of the drill deck shroud. The system consists of three air nozzles supplied with regulated pressurized air and located midway down the shroud in the off-inlet corners of the shroud. Laboratory testing produced operating curves for the system that showed an optimum operating point of 207 kPa (30 psi) and generated respirable dust reductions of 48% to 52% from the drill deck shroud.

Spokane Research Center personnel have been investigating the use of seismic tomography to monitor the behavior of a rock mass, detect hazardous ground conditions, and assess the mechanical integrity of a rock mass affected by mining. Seismic tomography can be a valuable tool for determining relative stress in deep ( > 1220 m) underground pillars. If high-stress areas are detected, they can be destressed prior to development or avoided. High-stress areas can be monitored with successive seismic surveys to determine if stress decreases to a level where development can be initiated safely. There are several benefits to using seismic tomography to identify high stress in deep underground pillars. The technique is reliable, cost-effective, efficient, and non-invasive. Also, investigators can monitor large rock masses, as well as monitor pillars during the mining cycle. By identifying areas of high stress, engineers will be able to assure that miners are working in a safer environment.

Valley-fill structures built of blasted rock overburden from Appalachian mountaintop surface mines pose many reclamation challenges. The steep mountainous terrain, short valley lengths, and straight stream channel profiles create significant challenges to implementing fluvial geomorphic landform design in terms of both form and function, and from a safety and constructability perspective. The fluvial geomorphic landform design approach balances erosive and resistive forces by considering long-term climatic conditions, soil types, slope profiles and vegetation types. Commercial geomorphic landform design software tools do not specifically analyze the stability and factor of safety for the computer-designed landform slopes. This research investigated slope stability parameters and factors of safety between a traditional valley-fill design with a geomorphic landform alternative. Slope stability assessments were performed on two profile geometries. Finite-element modeling of a permitted valley-fill and a geomorphic design alternative indicated that slope angle and internal angles of friction associated with the gradation of the overburden greatly affected the designed factor of safety for both designs. The geomorphic designed slopes yielded the highest factors of safety out of 14 models analyzed with all cases having factors of safety over 2.0. The high factors of safety are attributed to shallow slopes and beneficial surface and internal drainage.

The United States continued to depend on imported bauxite during 1995. Domestic bauxite mine production remained at about the same level as in 1994. It amounted to less than 1% of total world production. All of it was used for nonmetallurgical products, such as abrasives, chemicals, proppants and refractories. Metallurgical grade bauxite was imported from 12 countries. Principal suppliers for this 10 Mt (11.1 million st) of ore were Guinea (39%), Jamaica (35%), Brazil (17%) and Guyana (8%). The average value of imports, c.i.f. US ports, was $31/t ($28/st). Calcined refractory-grade bauxite imports totaled235 kt (259,000 st). It had an average value of $112/t($102/st) c.i.f. US ports. China supplied 61%, Guyana30%, Hong Kong 4% and France 3%. Imports of other grades of calcined bauxite, primarily for the abrasives market, totaled 259 kt (286,000 st).They were supplied by China (59%), Greece (20%), Brazil (14%) and Australia (6%). The average value was$74/t ($67/st) c.i.f. US ports.

The abstract highlights the importance of determining the optimum line of extraction in continuous miner workings for improved safety and productivity. The study investigates three extraction techniques (diagonal, straight line along strike, and straight line along dip-rise) using 3D numerical modeling. The dip-rise extraction technique is found to be optimal due to lower stress and displacement, leading to a higher safety factor. The research also develops a continuous miner stability index (CMSI) to predict working face stability based on mining depth and pillar width-to-height ratio.
