Underground mining of coal by longwall mining methods has not been a predominant technique in Ohio. To date, only five mines in the state utilize this method, however, the technique has sparked a certain amount of controversy. As a mining technique, longwalling was introduced into southeastern Ohio in the early 1970's but it did not attract public attention until the mines began moving into privately held surface lands. This occurred coincidentally at about the same time that the state of Ohio began to regulate the environmental impacts of underground mining. Prior to the passage of the Surface Mining Control and Reclamation Act in 1977, (SMCRA), Ohio's reclamation law, Chapter 1513 Ohio Revised Code (O.R.C. 1513) did not regulate underground coal mines. As a result of SMCRA, the Ohio Statute was amended in 1978, to include regulation of the surface effects of subsidence. The inevitable result was that existing mines were immediately subject to regulations that were not considered during the initial mine planning process. (For an excellent survey of Ohio Laws that deal with coal mine subsidence, see Zima, 1985. ) The problem faced at that time by both the coal industry and the Ohio Division of Reclamation (the agency within ODNR charged with implementing O.R.C. Ch. 1513.1, was that of attempting to superimpose permitting requirements, and design performance standards onto mines that' had been operational for a number of years.

Spiraling costs in every segment of the open-pit mining cycle is a fact of life that every operator must reckon with. The introduction of various shock absorbing devices for rotary drilling is one recent innovation that may significantly reduce overall drilling cost, increase drill availability, and lower maintenance requirements. In a recent all-inclusive test in taconite ores, shock absorbers on Bucyrus-Erie BE 60R and Gardner¬Denver GD 120 rotary drills were directly responsible for overall savings of up to $41.06 per hour. What is It? A shock absorber is simply a device installed between the rotary drive head and drill steel that cushions the two. It functions in the same manner as springs and shocks on an automobile. Some benefits associated with use of the tool are readily apparent on a daily basis; other benefits are realized over longer time intervals and through continued use. A properly designed shock absorber will: •protect the drill from severe vi¬brations, improve rock bit performance, allow application of the best weight-on-bit and rotating speed under all drilling conditions, •function effectively over a wide range of applied bit weights, • have a spring rate soft enough to perform its primary function of absorbing both rotary and vertical vibrational forces generated by rough drilling, •be reliable and subject to as little maintenance as possible, •be easy to install and remove, and • be of such an economic benefit so as to offset the added expense of its application. A shock absorbing tool developed by BJ-Hughes Inc. was used in a recent test. The "Smoothdrill" is just one of the products currently available. This unit absorbs both rotary and vertical shock loads and has no mechanical parts so lubrication is unnecessary. A rebuild of the unit consists of removing the worn rubber element and inserting a new element, an operation taking less than one hour. Minimizing Vibrations Severe vibrations on a blasthole drill operating in broken and discontinuous formations have visible effects. These vibrations often cause structural damage when allowed to' continue, resulting in fatigue cracks in the mast and related structural components in the drill. When rough running formations are encountered, drilling must be interrupted and possibly shut down. Usually, the drill operator resumes drilling using less down pressures and various rotational speeds until firmer drilling is encountered. An effective shock absorber can substantially reduce these vibrational forces so more down pressure can be applied in bad ground. It is generally accepted that longitudinal vibrations and cyclic forces are more effectively reduced if a tool is designed to incorporate a relatively "soft" shock absorber. The softness of any shock absorbing tool is best judged by its spring rate-the weight required to produce a given amount of deflection, commonly expressed in units of kg per mm or pounds per inch of deflection. Gravity separators are commonly used in multistage cleaning and scavenging circuits to improve the quality and/or recovery of the final concentrate. Unfortunately, studies suggest that many industrial plants are poorly designed in terms of equipment layout. This shortcoming can often be attributed to a failure by engineers to make use of fundamental process engineering tools for circuit design. One of the most important of these is linear circuit analysis. This powerful tool makes it possible to mathematically compare the relative efficiencies of circuit configurations in advance of experimental testing. This article provides a basic review of the linear circuit analysis concept and discusses some of the key insights it provides for the layout of multistage circuits. An industrial case study is provided to show the tremendous impact that this process engineering tool can have on the design of multistage spiral circuits in a heavy mineral wet plant.

The proposed 1.83km long twin bore A3 Hindhead road tunnel planned for contruction in 2008 is being delivered under a Highways Agency Early Contractor Involvement (ECI) contract. The proposed construction methodology is progressive mechanical excavation of a horseshoe shaped tunnel with shotcrete installed close behind the face using robotic spraying equipment. The tunneling medium is a ‘soft rock’ sandstone for which there was little previous tunneling experience, requiring extensive geotechnical investigations and an innovative approach to lining design. A 240m long portal section though sandy material utilising a steel pipe umbrella is also required. This paper describes the development of the tunnel planning and design including the most recent developments in UK road tunnels, and the innovation included in the ‘permanent’ primary lining design.

Two alternative processes for the manufacturing of zircon products were investigated by the South African Nuclear Energy Corporation (Necsa). These were the synthesis of doped-zircon pigments from plasma dissociated zircon, and an upgrading process to convert an inferior grade of zircon into a superior opacifier for ceramic applications. A solid-state reaction process was used to produce doped-zircon pigments. The influence on the colour intensity of the pigments on a ceramic tile were compared for milled and un-milled plasma dissociated zircon (PDZ) material, prior to calcination. Pr-yellow and V-blue zircon pigments produced from PDZ with different degrees of dissociation, were also evaluated. The second zircon beneficiation process entails the upgrading of an inferior grade of zircon to a superior opacifier for ceramic applications. A calcining process in the presence of mineralizers was used to produce the product in a conventional muffle furnace. A pre-milled inferior grade zircon concentrate, with a relatively high iron and alumina content generally not suitable for high quality ceramic applications, was used in this study. The influence of the upgrading process on the opacifying properties of the zircon material was compared to that of commercially available prime grade zircon opacifier products currently being produced in South Africa. The influence of a calcining step in the presence of mineralizers with regard to the milling characteristics of the treated zircon material was also evaluated.

"This paper analyzes mine emergency management and rescue practices in German underground coal mines and compares them to those used in the United States. The German mining industry has developed these practices over more than 100 years, and they have successfully managed numerous fire, water inundation and ground control emergencies using these techniques. The authors interviewed German mine emergency professionals about rescue team and emergency operations. These operations were then analyzed to determine which of these German principles would be of interest to United States mine rescue teams. Implementing these programs into United States mine rescue and emergency operations was analyzed. INTRODUCTION Coal mining has become much safer industry than it has been in the past. Advances in safety and health regulations and company polices have improved working conditions for miners all over the world. Even with these advances there is still a need for continued attention to safety and health. It is also important for mine safety professionals to observe practices and procedures in other countries and cultures and learn what and how to apply this knowledge in their own systems. Coal mine rescue has been an integral part in improving coal mine safety. Mine rescue procedures have evolved with time, experience and technology development. Today, coal mine rescue teams are still needed and must be continually trained and prepared for any mine emergency. Although it is hoped that improved mine safety policies and practices will eliminate coal mine disasters in the future, accidents remind us that disasters can still happen today. In May 2014, Turkey experienced a severe coal mine disaster where 301 people were killed [G.Tuysuz, 2014]. Our industry must learn from these incidents, focusing on disaster prevention and making improvements in mine rescue operations. Mine rescue procedures differ from country to country due different regulatory environments and different historical evolution of emergency response. Sharing practices and procedures from one country to another enables learning from different experiences and cultural backgrounds. Sharing is also a way of preserving information, identifying and learning best practices."

In the world of tunneling the glamour is in the large diameter, long tunnels, but perhaps the number of projects for small diameter and short length tunnels are greater and generally have higher risk factors. Reasons for these higher risks include both the ?boiler plate? contract provisions used on these types of contracts, the technical specifications related to the tunnel work (versus the pipeline construction), the bid practices including measurement and payment and the construction. This paper reviews and comments on some of the key issues the authors have observed in recent major pipe-line projects that involve a small percentage of tunneling footage of the total contract.

"History - How did you get into mining and involved with SME?Unlike many past presidents, I do not come from a mining lineage. I liked math in high school and believed I wanted to be an engineer. I told my math teacher that, and he laughed in my face. I believe that humiliation is what carried me through engineering school. At the time my ability to go to college relied on how inexpensive I could make it. My brother told me that there were a lot of scholarships in mining engineering, and I should apply to mining schools. As usual, he was right and I was off to the University of Idaho to study. My first summer break I got a job with Hecla at a mine in Arizona. I was a laborer on a shotcrete crew. I knew after the first summer that I loved underground mining, and I never considered changing disciplines. Looking back, I was working in miserable conditions (hot, humid), on a miserable job (shotcrete), where I got injured, and two summer student roommates died in a car accident on the commute home after work. I had every reason to hate the industry, as I had seen virtually everything bad about what we do. But I didn’t, I loved it. I said I was good at math, I never said I was smart.I joined SME in college because I was told to by the head of the mining school, Dr. Jack Hoskins. You did what Jack told you to do. I got involved because I went to an annual meeting and the papers in the underground sessions were terrible. I refer to bad papers as the “Tensile strength on cable bolts in sub-arctic regions on Tuesday” papers. Real snoring fodder. I don’t remember who I was complaining to, but they told me to quit my grumbling and fix it. So I chaired a session, and tried to get only good quality papers, something that has been my mantra for years with the Mining & Exploration Division. I also volunteered to help the local sections too. Then one day I woke up as president.What is your opinion of the health of the mining industry?The mining industry is in bad shape. Coal is under attack and will likely never recover to its former greatness. Our President has banned new coal leases, and the state of California is forcing people it does business with to divest their interests in coal companies. And that all happened in just in a few short weeks this January. Usually in America you get a trial before you are given a death sentence, but not with coal."

One of the results of the Earth summit (The United Nations Conference) on Environment and Development - UNDP is the statement of forest principles. Others include: the Rio Declaration which is that the human beings are entitled to a healthy and productive life in harmony with nature; Agenda 21-for achieving sustainable development in the 21st century; the convention on biological diversity and the frame work convention on climate change. In the preservation of the biological diversity, Government at various levels took series of steps such as legislation, establishment of forest reserves including strict nature reserves, Forest guards, afforestation projects and others. Omo Forest Reserves is one of the Forest reserves owned by the Ogun state Government of Nigeria. It houses the Omo Biosphere Reserve (that is Strict Nature Reserve of International standard). This biosphere reserve is surrounded by buffer zones, which are meant to serves as protection for the biosphere reserves against encroachments. This study showed that the richest plot in term of species composition (that is plot 15 with the species frequency of 123) is almost the least diverse (with Simpson diversity index of 0.9127 which is 0.0238 higher than the least). It could also be established from this study that the diameter size class of trees with the highest frequencies are the lower size classes (5cm-10cm and 10cm -20cm). These results revealed a magnanimous encroachment on the buffer zones, which is an indication of bad status for the Biosphere Reserves as well as against the spirit of the sustainable use of the natural resources.

The ability to detect and quantify ground movements in underground mine workings is of the utmost importance to the safety of miners and continuity of operations. Rib sloughage is one of the most common forms of underground deformation. Remote sensing techniques, such as laser scanning, can be used to quantify this rib sloughage, by recording precise, timelapse point clouds of mine workings. In order to determine sloughage volumes and locations, two sets of laser scans were performed 42 days apart at a working section of an underground limestone mine. During this period, significant sloughing and scaling occurred, allowing for differentiation between the initial and final point clouds. Volumetric changes of 2.3-2.6 m3 were detected on rib faces during the time-lapse study. In addition, displacement in the mine roof was, as expected, not detected, suggesting well surveyed scans and an appropriate scan resolution.

Germany as an industrial nation is highly dependent on the import of mineral or metal resources. Sources which have not been considered until now are the marine mineral resources (MMR), which in recent times are enjoying more and more increasing interests and which might provide in the future a considerable contribution to the supply security on metal resources not only for the industrial countries. Backed up by the German government’s "National Masterplan Maritime Technologies" (NMMT) and corresponding industrial R&D-activities, the idea and the advantages of deep-sea mining is gaining more and more interests and supporters with respect to industrial and political considerations on strategic raw material resources as well as on the development of deep-sea mining technologies. The NMMT aims to initiate growth and increase the competitiveness of the German maritime industry on international markets and covers about 10 different marine and ocean technology sectors including deep-sea mining.

A clay binding agent has been investigated to enhance flotation recovery of bitumen from Canadian high fines oil sand in the Clark Hot Water Extraction (CHWE) process. Selective adsorption on fine particles and subsequent agglomeration are critical for the success of clay binder enhanced oil sand flotation. A number of flotation tests have been performed at different reagent dosages under different operating conditions such as pulp pH to evaluate the reagent performance. Dissipative Quartz Crystal Microbalance (QCM-D) analyses of clay binder adsorption on quartz were carried out to better understand process mechanisms. It has been found that use of clay binder in flotation resulted in an absolute bitumen recovery increase of 18%, 25%, and 11% for the high-, medium-, and low-grade oil sand samples, respectively. The QCM-D analyses have revealed that the clay binder was strongly adsorbed on the SiO2 surface.

A dump edge and vehicle proximity warning system is being developed at the Colorado School of Mines using GPS and wireless local area networks to improve the safety of off-highway trucks in open pit mines. After two years of research, software development, and testing in the laboratory, field tests are currently being carried out at operating limestone quarries and open pit mining operations to evaluate the effectiveness of the system under rugged operating conditions. This paper describes the progress made on this NIOSH-funded project and discuss, tests carried out recently, at the Morenci open pit copper mine in Arizona.

Underground mining method selection (UMMS) is one of the most important issues in mining engineering. Underground mining method should be primarily selected to make use of underground resources optimally. It is nearly impossible to change the mining method once selected by the reasons of rising costs and mining losses. Because of these reasons, UMMS process is extremely important in mine designs and economics. The strategy of underground mining method selection has been studied by different researchers in the literature. Boshkov and Wright (1973) proposed a classification system; Morrison (1976) suggested a selection chart; Laubscher (1981) proposed a selection methodology; Nicholas (1981) presented a classification system; Hartman (1987) developed a selection chart and Miller-Tait et al. (1995) modified the Nicholas? system and developed the UBC mining method selection process. In reality, UMMS is one of the important Multiple Attribute Decision Making (MADM) problems and mining engineers have always some difficulties in making the right decision in the multiple criteria environment. To make a right decision on UMMS, all known criteria related to the mining method selection should be analyzed and the problem solved according to suitable decision making techniques. A review of the literature reveals that decision making techniques have been used for UMMS applications. Kesimal and Bascetin (2002), Bitarafan and Ataei (2004), Bascetin et al. (2006), Alpay and Yavuz (2007), Karadogan et al. (2008) and Samimi Namin et al. (2008) used decision making techniques in UMMS applications. In this paper, two different MADM methods: Analytic Hierarchy Process (AHP) and Fuzzy Multiple Attribute Decision Making (FMADM) are applied to select the optimal underground mining method for a chromite mine and final solutions are then compared. THE AHP METHODOLOGY The AHP method developed by Saaty gives an opportunity to represent the interaction of multiple factors in complex unstructured situations (Triantaphyllou, 2000). The method is based on the pair-wise comparison of components with respect to attributes and alternatives. A pair-wise comparison matrix n×n is constructed, where n is the number of elements to be compared. The method is applied for the hierarchy problem structuring. The problem is divided in to three levels: problem statement, object identification to solve the problem and selection of evaluation criteria for each object. After the hierarchy structuring, the pair-wise comparison matrix is constructed for each level where a nominal discrete scale from 1 to 9 is used for the evaluation as shown in Table 1 (Saaty, 1980; Saaty, 2000). The next step is to find the relative priorities of criteria or alternatives implied by this comparison. The relative priorities are worked out using the theory of eigenvector. For example, if the pair comparison matrix is A, then, [Amax=××- [1] ] To calculate the eigenvalue ??max? and eigenvector w=(w1, w2,..., wn), weights can be estimated as relative priorities of criteria or alternatives. [ ] Since the comparison is based on the subjective evaluation, a consistency ratio is required to ensure the selection accuracy. The Consistency Index (CI) of the comparison matrix is computed as follows: [CImax--= [2] ] where ?max is maximal or principal eigenvalue, and n is the matrix size. Mine production crews and drill-and-blast crews may be exposed to unexpected movement of ground when working under pit slopes. Without specialist geotechnical advice and appropriate measurement systems, mine crews are faced with conducting risk assessments and relying on subsequent controls that may or may not be adequate to ensure their safety. Mine crews need an ?early warning? monitoring system to give them the confidence that they will have time to walk out of the danger zone if the pit slope begins to move. Slope stability radar technology is used by mine geotechnical engineers to assess overall slope stability over an extended period, typically days or weeks, and to critically monitor slopes that are actively moving and may become unsafe. The complexity of slope stability radar allows for geotechnical engineers to assess movement types and movement rates across multiple work areas of a mine from long ranges, with alarm capability to a central location. However there are many mine work areas where production and drill-and blast crews are not adequately covered or alarmed by slope stability radar systems. What is required is an easy-to-use, short-range, fast-scanning tool that can be operated directly by a work crew and can provide a local alarm with sufficient warning when a wall movement occurs within the work area. The Work Area Monitor (WAM) concept has been developed specifically to be operated by a mine production crew. The system comprises a sensitive, fast-scanning radar coupled with a high-resolution camera, built into a mine-standard light vehicle. The system has been designed specifically for ease of use with the output being a local area alarm to warn workers of slope movement in their vicinity, as opposed to the broader pit monitoring and long-term deformation measurements of the known slope stability radar systems.

Introduction The issue of coal mining safety plays an important role in the United States' growing dependence on coal to supply its future needs. This article will address the federal government's role, principally the US Bureau of Mines, in meeting this challenging growth and demand while reducing the social and economic costs attributed to injuries and fatalities in underground mining. Some interesting facts and projections with respect to the nation's energy picture will be discussed. This includes the distribution of its reserves and the projected role of coal in the energy and economics of the nation's future. Underground mining will continue to be an important means of providing this coal. The author will discuss how the Bureau of Mines' research program addresses the problems of health and safety that grow out of the demand for more coal. Future projections First, a synopsis of salient facts and projections concerning the US's situation with respect to energy and the economy. Figure 1 depicts the relative quantities of recoverable energy reserves in the United States by their type. Most people are aware of the nation's use of oil. We hear a lot about natural gas. And we are aware of the controversy over the use of nuclear energy. But, while looking at Fig. 1, the question becomes, "Where will our fuel to meet the demand for energy in the future most certainly have to come from?" With 82% of the nation's recoverable fuel reserves being coal, the answer is irrefutable. Coal will be that source. Figure 2 is the present market for coal. It shows that 77% of the coal mined goes to supply electric utilities. Therefore, the coal industry as a whole is most sensitive to the trends and demands for electricity. It is less affected by what happens in other markets, such as export and direct industrial use. In fact, the coal industry is three times more sensitive to the electric utility market than to all other markets combined. Therefore, the trend in the demand for electricity must be examined. Electricity demand is expected to increase steadily over the next 15 years. It is projected to grow from its present 2.3 trillion kWh per year to 3.5 trillion kWh per year by the year 2000. The fuel to supply this increase in demand must come from somewhere. The question is "How much of this extra fuel will be coal?" Although the demand for electricity is predicted to increase, the demand for coal does not necessarily follow. Coal must maintain its fraction of the energy sources used for electricity generation if its demand is to increase at the same or greater rate as electricity. Except for a near-term dip in demand due to a slight increase in nuclear capacity, the domestic electric generation accruing to coal will go from 56% in 1985 to more than 60% in 2005. Thus, the predicted trend is for coal to become a larger part of the fuel mix for electric power generation. Similarly, looking at the most recent forecast for total coal consumption trends, it can be seen that for electric power generation alone, the coal industry must be able to supply an additional 316 Mt/a (348.5 million stpy) by the year 2000 (Fig. 3). It must be stressed here, though, that without significant improvements in mining safety, it can also be easily predicted that injuries and fatalities will increase in proportion to the increase in coal production. Will society consider that acceptable? This author does not believe so. Figure 4 examines the effect of coal prices on the price of electricity. The projections show that the already high proportion of fuel cost will become a greater fraction of the consumer price for electricity. Specifically in 1985, 36% of the price of electricity was the cost of the fuel. In 1995, 46% of the price of electricity will be the fuel cost. That implies that the price of coal will have an increasing influence on the consumer price for electricity. Thus, as coal is used more to generate electricity and as fuel becomes a greater

Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing that has been used in other contexts. The International Seabed Authority or another entity will need to coordinate and promote this licensing regime through governance of intellectual property derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.

Development of a three-dimensional mine visualization model for a section of the mine is addressed first. Discontinuity orientation and location information was taken from this visualization model for use in slope stability analyses. Estimated shear strength properties of discontinuities and mechanical properties of intact rock from the rock mass samples obtained from the mine are discussed next. The paper is then focused on the calculated maximum safe slope angles based on the performed kinematic and block theory analyses using the mapped discontinuities at the mine. Finally, the effects of water that exist in the rock mass, tension cracks, slope face inclination, overall wedge height and double benching on factor of safety of wedge stability are illustrated through limit equilibrium slope stability analyses.

Appalachia is an increasing concern, as unnaturally high TDS and/or associated specific conductivity (SC) may contribute to deteriorated stream ecosystem health. The aim of this preliminary study was to explore the efficacy of accelerated leaching as a means of minimizing long-term TDS/SC generation by problematic overburden materials. Five spoil samples were collected and leached using simulated rainwater solutions under ambient and acidified pH conditions. SC and pH were monitored during each leach cycle, and inductively coupled plasma-mass spectroscopy (ICP-MS) was used to determine how leaching conditions affected the release of specific ions. This paper highlights the results of both jar and column leaching tests. Among the most significant findings was that for certain spoil materials, the SC in the leach column effluent was effectively reduced when the spoil was first leached with acidic rainwater followed by ambient rainwater, as opposed to leaching with ambient rainwater alone. This suggests that accelerated leaching might aid in the long-term stabilization of some materials.

INTRODUCTION This paper summarizes the result of a two and a half year research program. The objective of the research was to develop a fundamental understanding of the Rib-in-Roc method. Through the development of a new model technology, namely three-dimensional physical models which powerfully exploit the results of dimensional analysis Stillborg, Stephansson and Swan (1), it has been possible to establish the contribution to both permanent and immediate stabilization of a large underground opening pre-reinforced by the Rib-in-Roc method. Using the results from these physical models and earlier work by Stillborg and Stephansson (2) and Åkesson (3), a conceptual synthesis is given in this paper so demonstrating the Rib-in-Roc method to be a practical working system of pre-reinforcement. DESCRIPTION OF THE RIB-IN-ROC METHOD To give the reader an idea of how this method of pre-reinforcement is performed, a short description will be given, Figure 1. Before any full-scale excavation takes place an entry is made in the host rock and rib raises are driven around the proposed opening. These raises are made at a spacing that is dependent upon rock quality; an opening in poor rock needs more ribs per length of opening. As the ribs are driven they are used as a site from which very competent rock bolting can be done. As a rib is excavated it is filled with reinforced concrete. Finally after having in this way reinforced the zone around the proposed opening, (a reinforced arch is formed) the displacements are automatically controlled as the opening is being excavated. Using this method openings with a span of 50-60 meters (160-200 ft) and a height of 60-80 meters (200-260 ft) are likely to be realised.
