On January 1, 1960 there were 310 petroleum refineries in the United States, with a crude-oil capacity of 9,901,424 barrels daily, according to the Bureau of Mines' annual survey. Compared with a year ago, this represents a net decrease of three in the number of refineries and an increase of 81,578, barrels per day in crude-oil throughput capacity. Continuing the trend to fewer units with greater individual throughput, the capacity of the average refinery in the United states increased during 1959 from 31,373 barrels per day to 31,740 barrels per day. Compared with the previous year, total crude-oil capacity of refineries on January 1, 1960 was lower in the Appalachian No. 1, Other Rocky Mountain, and Texas Gulf refinery districts. All other districts showed slight increases in capacity. At the beginning of 1960 the industry had under construction facilities that would increase the crude-oil capacity in the United States by 70,947 barrels per day. This was the smallest capacity increase under construction at the beginning of the year since 19460 Included in this construction of additional capacity were two new refineries, one in Michigan and another in Hawaii. In addition, the industry was constructing facilities to replace 50,250 barrels per day of existing crude-oil capacity.

One of the primary objectives of the Bureau of Mines solid waste utilization program is the recycling of the magnetic fraction of municipal solid waste called raw refuse scrap. In this investigation, several types of scrap of differing quality, including refuse and turnings, were melted in a 1-ton electric-arc furnace in various combinations to produce steel in noncritical (construction) grades. In-formation on furnace operation and on the behavior of tramp and alloying elements was obtained. The research showed that it is possible to produce acceptable steel from a variety of steel scrap. Although some scrap is routinely used in steelmaking, it was found that up to 50 to 55 pct of the scrap charge can be ref-use, provided it is combined with higher quality scrap. The chemistry of the steels was generally acceptable, and all of them were rolled without difficulty. The specification (ASTM 615) for the steels produced was grade 40 or grade 60, containing 0.30 or 0.40 pct C, with mini-mum yield strengths of 40,000 or 60,000-psi, respectively. Most of the steels met the specification requirements. In-formation on typical microstructures of some of the steels is included. The composition of some furnace dusts showed high levels of Sn, Pb, and Zn.

The U.S. Bureau of Mines studied the 63,9SS-acre Hanson Lakes study area, including the Ten Mile-East and part of the Ten-Mile West RARE II areas, plus additional acreage, all proposed at times for Wilderness designation. The study was part of a Idaho Land Assessment Program with the Idaho Geological Survey and the U.S. Geological Survey, to provide minerals information for land-use decisions, and ensure domestic mineral supplies. The area is at the north end of the rugged Sawtooth Range and includes parts of the Sawtooth National Recreation Area which is closed to mineral location. The Copper Mountain. Elk Mountain, and Observation Peak mineralized areas are in the study area, but only Copper Mountain is open to claim location. It is on the trans-Challis fault zone and contains Tertiary granite which is favorable for mineral deposits of gold, beryllium, niobium, REE (rare-earth elements), tin, molybdenum, copper, silver, and lead. Identified resources are 1.9 million tons of flake graphite at Elk Mountain, but much more graphite occurs in the vicinity REE occurs in 18 black sand placer sites along the lower reaches of study area streams just outside the study area, on Cape Horn Creek, Marsh Creek, and lower Valley Creek flood plains, and at one hydrothermal site near Observation Peak. Hydrothermal REE is commonly low in? by-product thorium. a radioactive disposal problem. Many advanced REE applications enhance the quality of life, and future uses in superconductivity may reduce energy consumption. Seventeen lode, one geothermal, and 11 placer prospects were examined. Workings totaled about 20 adits, one shaft, several open cuts, and numerous small pits. Approximately 500 mining claims have been located or relocated in the study area, including a 200-claim block for disseminated molybdenum.

In this Bureau of Mines investigation, the electrochemical polarization behavior of Fe and Fe-1BCr has been characterized in rigorously controlled 1[N] H2S04 solutions stirred with oxygen or an inert gas. Samples that under-went various levels of corrosion or passivation were examined using Auger electron spectroscopy (AES) and ion sputtering. Passivation of iron occurred at a potential of approximately 0.6 volt (1) in poorly stirred, oxygen-saturated solutions for forward polarization (scanning from cathodic to anodic potentials); (2) in pH-adjusted (increased), well-stirred, oxygen-saturated solutions for forward polarization; and (3) in well~ and poorly stirred, oxygen-and helium-saturated solutions for reverse polarization. Passivation of Fe-18Cr occurred at a potential of approximately -0.1 volt in helium-, nitrogen-, and oxygen-saturated solutions for all cases of forward polarization and most cases of reverse polarization. Elemental depth profiles obtained from AES sputtering measurements indicated that films or adsorbed species were present on iron samples in solution subjected to open-circuit, active, and transpassive corrosion, cathodic reduction, and passivation. This conclusion was reached by considering the distribution of the solution species, primarily sulfur, in the films, which were composed primarily of iron and oxygen. Sulfur was present throughout the films on actively corroding samples, in the outer regions of films of passive and transpassive samples, and on the film surfaces of open-circuit and cathodically reduced samples. For Fe-18Cr, sulfur was found on the surfaces of films on passive samples only, indicating that only the passive samples had films on their surfaces in solution. The films on electropolished and passive Fe-1BCr samples had the largest chromium concentrations, estimated to be approximately 45 at. pct, with less chromium in films of cathodically reduced, active, and open-circuit samples, in that order.

"Summary An apparent decline in fuel efficiency at refineries, which first became came evident in 1930 and continued through 1933, was checked in 1933 when the average amount of heat needed to refine a barrel of crude oil amounted to 660,000 B.t.u. This compares with an average requirement of 692,000 B.t.u. In 1932 and with a low of 639,000 B.t.u. in 1929. (See fig. 1.) The improvement in fuel economy in 1933 probably was closely related to the increase of 5 per cent in crude runs to stills. As much of the fuel burned at refineries is utilized for purposes other than under crude-oil stills and in relatively stable amounts, it is evident that a material increase in crude runs will usually reflected in a decrease in average fuel requirements. Another factor which has influences fuel economy at refineries in the past is the trend in cracking, a refining process requiring more than the average expenditure of heat. In 1933 production of gasoline by cracking increased slightly, but no appreciable rise in heat requirements resulted as an equivalent amount of fuel was saved in improved technique, particularly in the field of heat exchange.Since the beginning of the refining industry, the transition in fuels has been from solid to liquid to gaseous; in other words, the leadership was first held by coal, then passed to oil, and is now held by gas. In 1933, 54.7 percent of the total heat units generated came from gas, 39.0 percent from oil (including acid sludge), and 6.3 percent from coal and coke. The principal change in the relative importance of the various refinery fuels in recent years has been the rapid growth in consumption of refinery or still gas at the expense of all the other common fuels. Still gas owes its ascendency to its cheapness and availability, and probably it would have become the primary refinery fuel years ago if recovery methods had been perfected. The relative importance of coal showed a small increase in 1933, the first gain recorded since these surveys were inaugurated in 1925. The increase in use of coal was undoubtedly due to increased operations at plants using it,"

INTRODUCTION The National Institute for Occupational Safety and Health (NIOSH) at its Pittsburgh Research Laboratory (PRC) is interested in the application of water mist sprays to extinguish diesel fie1 fires in underground mine diesel refueling areas. To this end experimental studies have been carried out on the extinguishment of diesel fuel fires at PRL's large enclosed fire suppression facility (FSP) at its Lake Lynn Laboratory (LLL). Two sizes of shallow fuel pans (3x3 ft and 5x7 ft) contained the fires, and a number of commercial mist spray nozzles (at roof locations) and spray/fire locations were tested (52 fires in all). Visual observations of the pool fire extinguishment process by the overhead sprays with an infra-red sensitive videocom suggests that there are two distinct actions involved in extinguishment due to two different transport mechanisms by which the water droplets can enter the fire plume. First, is a direct injection of water droplets into the plume from overhead. This is believed to involve larger water drops and leads to an extinguishment time of several minutes. Second, is an indirect injection process involving small water drops which are entrained in the sideways air flow that feeds oxygen to the fire. This second process apparently leads to relatively fast quenching of the fire in less than 1 minute - a highly useful attribute for a fire protection system. This paper describes a relatively simple parametric model for the indirect water injection process, and defines the critical spray conditions for achieving rapid quenching of the pool fire. While the model is consistent with the pool fire data obtained to date, the PRL studies are continuing with more complex pool fire scenarios. It remains to be seen if this simple parametric approach applies to these future fire tests. THEORETICAL Critical Drop Size In the two-dimensional representation of figure I, an oil pool fire is considered to be a cone whose base is the vaporizing liquid oil surface having an area n?, above which exists a fire plume diffusion flame) of height, L. The rising plume induces a horizontal air flow into the side of the plume supplying the oxygen necessary for propagating gas phase combustion reactions. Water droplets suspended in the air around the plume will tend to follow the horizontal air flows into the plume. "It took only 9 years from the first appearance of roof shields on the U.S. longwall mining scene to the present predominance of shield faces. An apparent consequence is the welcome downward trend in accidents related to failures in longwall ground control. The report addresses load prediction, the effects of shield geometry on support loads, factors contributing to ground control, and related techniques. The Bureau of Mines took an active part in the evolution of longwall mining, including developing one of the first shield faces in 1975, the first lemniscatetype shields in 1976, the Mine Roof Simulator completed in 1980, the first shields in steeply pitching coalbeds in 1981, and the first multilift working of a thick coalbed in 1982. The information offered in this state-of-the-art report will assist in establishing criteria for roof support selection. INTRODUCTIONIn terms of roof support technology, the introduction of shields in the seventies and eighties was a major step forward. Table 1 indicates the predominance of shield faces on the U.S. longwall mining scene and its apparent consequence, a welcome downward trend of ground-control related accidents.The rapid progress of longwall technology began in 1975 and is highlighted by a development leading from the caliper shield to the modern lemniscate type. Shields have been gaining preference over chocks since their advent to longwall mining in 1975. Safety and productivity factors favoring shields over chocks are--1. A sheltered working space requiring minimum cleanup work.2. Structural stability that allows advancing without delay even with brushing roof contact and, by controlling all lateral loads, removing the requirement for cumbersome leg restraint and restoration devices.3. Wide hydraulic range of mining height.The development of roof shields in the Federal Republic of Germany preceded and paralleled their rapid adoption by U.S. miners. In 1983, 87 pct of the total production in Germany came from shield faces (1).2 In Great Britain, the National Coal Board introduced the first shield support system in 1977 to initiate Advanced Mining Technology (ATM) and Heavy Duty Mechanization (HDM) programs; as of mid-1982, 44 shield faces were operating, or 7.5 pct of a total of 581 faces CJ_)."

The attention of this group was focussed on four through-the-earth communication systems that are presently of high interest to the U.S. Bureau of Mines; four systems for providing operational/emergency communications on the working sections of coal mines, indeed up to the very face of the section. The systems are: uplink-data, downlink-voice, sidelink-call alert coded page, sidelink-roof bolt voice page. Each of these systems makes use of the mine overburden as the signal transmission medium, as opposed to the guiding wires, cables, and tunnels treated by the operational communications working group. Each of these systems satisfies one or more of the Bureau's objectives for mine communications systems; namely • reliable links for monitoring the mine environment under both operational and emergency conditions. • reliable links for communicating with miners during emergencies. • special links for increasing the efficiency of day-to-day operations of the mine. Each of these systems has been successfully demonstrated on a limited experimental basis, and prototypes of all these systems are installed and operating in the USBM experimental mine in Bruceton, Pa. Each of these systems must now be optimized regarding its performance, and engineered for practical routine application to the working sections of actual operating coal mines, particularly those of the room and pillar type. This optimization and engineering must take place subject to the principal constraints listed by Howard E. Parkinson in his Workshop paper entitled, "Objectives and Constraints of Through-the-Earth Electromagnetic Communications Systems'' and enumerated below. • Depth of Mine Overburden • Overburden Conductivity • Electromagnetic Noise In and Above Mines • Limited In-Mine Electrical Energy (Stationary or Man Carried) During an Emergency • Intrinsic Safety for In-Mine Equipment • Practical and Rugged Equipment for Use Under Both operational/Emergency conditions • Severe Weight Limitations for Man Carried Equipment • Reasonably Low Costs Especially for Man Carried Equipment Part II of this paper provides a brief description of each system, while Part III summarizes the present status of developments related to these systems and some recommendations for future work needed to advance these systems to the practical application stage.

This Bureau of Mines report presents the initial development of a two-dimensional method of analysis for inclusions in plates in which the deformed shape of an open hole and the separate structural behavior of inclusion and plate with hole are used to obtain the stresses and strains in the inclusion only. In this report the solution for a circular inclusion is presented because a direct verification of the results with previous solutions was possible. The numerical results were in exact agreement with those obtained with the equations of Sezawa and Donnell. The equations developed are less complex than those of Sezawa and more general, for a circular inclusion, than those of Donnell. Stresses and strains in the inclusion are in terms of the elastic constants of the inclusion and the plate and the biaxial stress field applied far away. The elastic constants can be all different. An important conclusion from this work is that a difference in Poisson's ratios between inclusion and plate may be as important as a difference in Young's moduli between inclusion and plate in producing the inclusion effect. Many problems in mining and rock mechanics can be treated as inclusion problems. The understanding of inclusion behavior on a physical basis should provide the solutions to some of these problems.

This report describes work done as part of a Bureau of Mines program to appraise the titanium-mineral resources of Idaho. The work included both field reconnaissance and a spot churn-drilling program. Much general information was available, as a result of earlier work done under the Western Radioactive Minerals Exploration Program conducted between 1950 and 1954 by the Bureau of Mines for the United States Atomic Energy Commission. This particular exploration provided data as to the quantity of ilmenite (TiFe03) and accessory black-sand mineral concentrates in a number of placer deposits; however, at that time no tests were made to ascertain if the ilmenite was of marketable grade. The spot churn drilling was begun in the Gold Fork area of Long Valley, Valley County, Idaho (fig. 1), in August 1956 and was completed during October of the same year. Eleven holes (designated as the GF series on fig. 2) 35 to 45 feet in depth, aggregating 425 feet, were completed during this period. Data from other exploration drilling in 1951 was used in this report. The 13 holes in the G series shown in figure 2 were drilled by the Bureau of Mines for the United States Atomic Energy Commission; the 7 holes of the DH series were drilled by the Bureau of Reclamation. The 20 holes, ranging from 16 to 140 feet in depth, totaled 1,625 feet. The combined number of all samples recovered was 422. Those taken in 1956 were composited for each drill hole and sent to the Bureau of Mines laboratory in Albany, Oreg., for analyses.

Because coalbed discontinuities often pose serious economic and safety problems in underground coal mines, criteria were documented for the recognition and prediction of discontinuities in advance of mining. Pennsylvanian strata in Indiana and Armstrong Counties, PA, were deposited as part of fluvio-deltaic complexes with channel-phase sandstones as the predominant type of coalbed discontinuity. Coalbed isopach maps constructed for this study delineated numerous want areas (areas of no coal) with elongate to linear geometries. A comparison of coalbed isopach and corresponding sandstone isolith maps of the study area revealed many examples of a thick-sandstone, thin-subjacent-coalbed relationship. Nearly 60 pct of the want areas in the study area were found to lie subjacent to thick (> 20 ft [6 m]) sandstone accumulations. In addition to erosion of the coalbed, channels may contribute to coalbed splitting, coalbed thinning over paleotopographic highs, abnormal coalbed thick- nesses, and deterioration of coal quality. If these features are considered, then approximately 80 pct of all interruptions in the economic coalbeds in this area result from channel activity. By using the criteria developed in this study and described in this Bureau of Mines report, the occurrence of coalbed discontinuities may be predicted and anticipated in advance of mining.

In connection with its researches on the crude petroleums of the United States, the Bureau of Mines has made a particular study of apparatus for the distillation of hydrocarbon mixtures. While this study is still incomplete it has already resulted in the development of considerable laboratory and semi-plant equipment, motet of which has been described in various publications of the Bureau. The laboratory apparatus (Hempel distillation) and method gives satisfactory comparative results in the laboratory examination of crudes and have been found applicable to crudes of all types, but the agreement of laboratory and plant distillations is not as close as might be desired. This is due, in part, to limitations in size and construction of the laboratory apparatus. Some refiners claim that the Bureau of Mines' laboratory method (Hempel distillation3) for distilling crude petroleum, does not show the full gasoline content of the oil, while others have stated that it indicates more gasoline than can be obtained from the crude commercially. This difference of opinion among refiners results largely from the great variation in stills used and methods of operating them. The Bureau's experience has shown that crude oils from different fields vary widely in character; in fact, that it is not yet possible to classify crude's adequately on the basis of their Down chemical and physical characteristics. As a result of the differences that exist among crudes, and of the difficulty of designing refinery equipment, no standard practice has yet been adopted for the commercial distillation of petroleum, and ma" types of stills are used in the refineries of this country. The data obtained from this study cover test areas that are gassy to ultragassy and pillared areas of different sizes and degrees of tightness. The methods of controlling ventilation, applying bleeders, and supporting bleeder entries varied in the different test areas. It was not possible to study all conditions likely to be encountered in coal mines. Undoubtedly, there are areas where bleeder entries, even though properly planned and maintained, might prove unsatisfactory. However, on the basis of this study, the following observations were made: 1. Tests showed that each bleeder system studied provided some movement of air through the pillared area; the quantities of air delivered to the pillar line, ranged from 23 to 82 percent, depending mainly on the extent to which bleeder re-turns were used as main returns from the section. 2. Pressure measurements taken across pillared areas showed maximum pressure drops ranging from 0.05 inch of water for a shallow gob to 2.69 inches for a very deep gob. The pressure differentials varied with the size and tightness of the gob but proved adequate to induce airflow across worked-out areas or through fringes of the gob to the bleeder return system.

The Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health conducted a study of the explosibility of various metals and other elemental dusts dispersed in air, with a focus on the experimental explosion temperatures. The data are useful for understanding the basics of dust cloud combustion, as well as for evaluating the explosion hazards in the minerals and metals processing industries. The dusts studied included boron, carbon, magnesium, aluminum, silicon, sulfur, titanium, chromium, iron, nickel, copper, zinc, niobium, molybdenum, tin, hafhium, tantalum, tungsten, and lead. The dusts were chosen to cover a wide range of physical properties - from the more volatile materials such as magnesium, aluminum, sulfur, and zinc to the highly "refractory" (very low volatility) elements such as carbon, niobium, molybdenum, tantalum, and tungsten. These flammability studies were conducted in a 20-L chamber, using strong pyrotechc ignitors. The experimental data obtained included the minimum explosible concentrations, maximum explosion pressures, and maximum explosion temperatures. A unique multiwavelength infrared pyrometer was used to measure the temperatures. For the elemental dusts studied, all ignited and burned as air-dispersed dust clouds except for nickel, copper, molybdenum, and lead. The measured maximum explosion temperatures ranged from -1 550 K for tin and tungsten powders to -2800 K for aluminum, magnesium, and titanium powders. The measured temperatures are compared to the calculated, adiabatic flame temperatures. In general, the dusts whose experimental temperatures were closer to the adiabatic values were those with the finer particle sizes, those that were more easily vaporized, and/or those that were intrinsically more reactive.

The occurrence of dusts in underground workings creates many difficult and, in some instances, contradictory and conflicting problems for workers, operators, and all others interested in health and safety in mining and tunneling. Moreover, there are many misconceptions both as to the actual effect of most dusts which may be encountered in underground work and as to remedial or alleviating measures. Although the harmfulness of mine dusts to health of miners has been mentioned by man; writers in ancient times, much of our really authentic knowledge of the effect of underground dusts upon health or safety in both coal and metal mines has been pained during the past 30 or 35 years. There has been, however, a considerable amount of generalizing from some local condition or occurrence or theory rather than arriving at conclusions after extended studies and observations made not only in mines and tunnels but also in town, camps, and plants, and comprising date on as many different mining and tunneling localities, conditions, etc., as could be secured with reasonable expenditure of time or money. This paper dives sortie observations based on the writer's 30 odd years of experience in and around both coal and metal mines, including approximately 20 years? close study of dust disease with detailed surveys and reports on dust occurrence and effects in considerably more than 100 mines in probably 20 States of the Union. The observatio are those of an engineer and in many respects conflict the with "going" ideas of doctors, pathologists, and others who have written on dust disease. Were the word dust is used in this p: per in connection with respiratory disease, it refers to solid particles which float or can float in the air breathed by workers. Although these particles are usually dry, they may be wet; in general, their dimensions are so small as to be invisible to the nailed eye. Dusts in coal mines which may be involved in the initiation or extension of explosions, are generally thought to be those which are smaller than 20-mesh in size but chiefly finer than 20-mesh; coal-mine dusts which are harmful to health of workers have essentially the same general physical characteristics as other dusts, but usually consist of smaller particles.

The United States is richly endowed with mineral resources. However, mineral recovery by its very nature, involves a destructive process, Figures 1 and 2. In the past, mining practices were all too often conducted with the purpose of removing minerals by the simplest and cheapest method possible, without plans for the preservation of land, water, and air, and with too little consideration for the rights of others. A mining company is in business to make a profit, but every company, regardless of the nature of its business, has moral obligations to reduce its undesirable effects on the environment and to safeguard the rights of others. The problem of environmental degradation caused by surface mining is widespread and serious. Minerals in some form occur in each of the 50 States and several States are extensively mined. Data on the acreage disturbed in the United States, by commodity and State are presented in Table 1. Thirty-one States have laws regulating surface mining, (Table 2). Briefly reviewed in Appendix A-1 are the basic provisions of State laws governing surface mining. It can be seen that these laws vary considerably from State to State owing largely to the mining conditions within that State. Of the 24 coal-producing States, only three (Alaska, Arizona, and Utah) do not regulate strip mining. Even the states that are often cited as models of comprehensive regulations still have problems minimizing environmental damages. Uncontrolled surface mining presents a situation as critical to the well-being of the society as any it has ever faced. Many mining activities have imposed huge social costs on the public at large. These costs are long-range and are in the form of stream pollution, floods, landslides, loss of fish and wildlife habitats, unreclaimed land, erosion, and the impairment of natural beauty. In a 1965 Department of Interior study,(1)it was estimated that of the 25,000 miles (1+0,225 kilometers) of contour bench in Appalachia, approximately 1,700 miles (2735 kilometers) are affected by massive landslides. Additionally, 1+800 miles (7723 kilometers) of streams and 29,000 surface acres (11,716 hectares) of impoundments and reservoirs have been seriously affected by coal strip mining operations in the United States.

This report describes an investigation by the Bureau of Mines of flotation techniques for the recovery of chromite from fine-grained disseminated ores. Reported work on the concentration of chromiferous materials shows that flotation has been applied almost exclusively to slime-free pulps. Therefore, chromium recoveries that could be obtained by flotation were related to the amount of slime rejected. However, results of recent studies by the Bureau of Mines showed that des liming is not a requisite to selective concentration of chromite. Laboratory-scale tests on seven ore types from the more important chromium-bearing areas of the Pacific Northwest showed flotation to be technically feasible for treatment of all but one of the samples. Concentrate grades were affected more by the composition of the chromite mineral than by the grade or character of the ore. Test results from three of the samples showed that, without prior desliming of the pulp, 78 to 91 percent of the chromium could be recovered in concentrates of 90 percent or more chromite; two samples responded to similar treatment, resulting in concentrates of more than 80 percent chromite with recoveries of 85 and 89 percent chromium. One sample of mill products, subjected to severe weathering, required removal of the primary slime to obtain a concentrate of 65 percent chromite with only 75 percent chromium recovery.

The Bureau of Mines smelted samples of chromite ore and concentrate from the General Services Administration (GSA) purchasing depot at Grants Pass, Oreg., in a submerged-arc furnace to establish smelting conditions and the energy requirement to produce high-carbon ferrochromium. Raw material, in the form of ore, flux, and reductant, and electrical energy are available on the Pacific coast to smelt the chromite. The concentrate can be smelted without prior agglomeration by employing hogged wood (wood chips) as a major portion of the reductant. The energy requirement is relatively low, about 3,960 kw.-hr. per ton of alloy. The ferrochromium produced will contain about 60 percent chromium. In addition to the smelting data, a statistical summary of the grade and amount of chromite purchased during the stockpile program and estimated chromite reserves and production volume are given. It is estimated that 632,000 tons of Cr203 contained in chromite of all grades is available in the western coastal States. Of this total there appears to be sufficient metallurgical-grade and beneficiable ore to sustain a smelting operation for 25 years at a consuming rate of 25,000 tons a year, utilizing material comparable to that delivered to the Government stockpile.

The cost of reclamation can vary widely, depending on the primary objectives of the restoration activities. statistics in this study originated from State files, publications, and personal communications relating to restoration and pollution control measures for previously mined lands (orphan lands) and active mines. Reclamation of orphan lands is generally considered a public burden and constitutes an economic problem. All work reported here was completed under government contract, by the lowest bidder, with money coming from State and/or Federal funds. Cost would have been substantially lower had the reclamation been concurrent with mining. Several persons connected with some of the projects have observed that costs could probably be reduced by at least one half, if the reclamation had been conducted along with the mining. The expense of clearing and grubbing of volunteer vegetation, disposal of buried trees and brush, loosing of compacted spoil, and re-establishing access to areas could be saved. In addition, a contracting firm doing the work for a government agency would have mobilization costs and receive a profit. Mining companies also are profit conscious and would consider these costs in anticipating their profits (e.g., overhead would be less if reclamation is integrated with mining). The data presented here should serve as a guide for estimating and determining cost ranges, however, it should be recognized that variations exist. Adjustments may be necessary from the standpoint of physical conditions, economic conditions, price changes, and more restrictive requirements of recent surface mining laws. Reclamation conditions, procedures and successes in the eastern United States, particularly in Appalachia, have no bearing on conditions to be expected in the western United States. The situations are wholly different. Reclamation in the West differs from th t in the East, primarily because of aridity especially a during the summer months 1). Because of the many variables and differences between reclamation in eastern and western areas, they will be discussed separately.

"Welfare endeavor in connection with both the metal and the coal mines of Utah has shown gratifying progress during recent years, and in most mining towns of the state, both the operators and their employees deserve much credit for the efforts put forth to better the living, working, educational and recreational conditions. Progress has been and is being made, but there are still a few important towns where purer water and better sewage disposal are pressing needs.In the older metal-mining towns that are incorporated and are independent of the mining properties operating in the vicinity, less opportunity is presented for the companies to exercise efforts looking toward improved welfare conditions than in company towns controlled by the mine operators.However, even in such towns the companies can do much to better welfare conditions, as shown by the progress in Bingham Canyon during the past several years. The Utah Copper Company has spent $800,000 since 1920, in the erection of modern brick cottages, apartment houses and the Germnell Memorial Club. The cottages and apartment houses have every convenience to be found in up-to-date city homes. The Gemmell Memorial Club erected and equipped at a cost of $175,000 was provided by the company for the benefit of the Utah Copper employees living in the canyon and has been made the recreational center for the camp. Another improvement is the $100,000 fireproof hotel built by the United States Mine of the United States Mining, Smelting and Refining; Co. in the Copperfield section of Bingham Canyon. This hotel will accommodate 105 men exclusive of hotel help and has all the conveniences of a city hotel."
