"There is continued activity in connection with probable reopening of old-time silver producers, but this is largely offset by other obstacles which make metal mining in Colorado a rather precarious proposition. Discussions at the joint meeting of the Colorado chapter of the American Mining Congress and the Colorado Metal Mining Association in Denver, January 20, 21, and 22, brought out many interesting facts, among them that Colorado, once a producer of high-grade ores, and with freight rates, smelting charges, etc. to accommodate high-grade ores, is now compelled to depend almost wholly upon low-grade complex ores or abandon mining, In the face of this, the railroads threaten to advance freight charges, and smelters , because of decreasing tonnage, high labor, etc., must either advance smelting charges or close (the Globe Smelter et Denver recently closed, and it is said that the Salida Smelter will close in February). A serious menace is the possibility of increase of rates by companies supplying electrical power, and the threat of the agricultural interests, now in the saddle in Colorado, to alter the laws so as to greatly increase the burden of taxation to be borne by the mines.In order to stimulate interest in Colorado metal mining, the Colorado Metal Mining Association and Colorado chapter of the American Mining Congress have planned to have an elaborately staged exhibit in the Denver Auditorium during the latter part of the coming summer, This exhibit will reproduce an old time mining camp,including mining structures such as mills, headframes, etc., as well as the camp saloons, dance and gambling halls, etc., together with mineral exhibits from many of the old time mines, no abandoned, but possibly to be reopened. due to increased price of silver, Inasmuch as the Bureau of Mines plans a National First-Aid meet at Denver in August or September, and the Rocky Mountain Mining Institute will also hold its summer meeting in Denver, it seems advisable to hold the three meetings simultaneously and it is proposed to have this done.Labor supply is fairly abundant and apparently not inclined to be dissatisfied; few, if any, strikes or other labor disturbances being found. In some mining regions advances in wages were posted January 1 and no wage reductions are noted.The Rocky Mountain Coal Mining Institute held its meeting at Denver, January 20, 21, and 22, and much attention was devoted to methods of bringing down coal without use of explosives chiefly by undercutting and subsequent use of hydraulic processes of forcing down the coal. Some attention was given the question of labor and it was suggested that the time is at hand when labor unions should be made responsible bodies by incorporation or otherwise. It was agreed to hold the summer meeting in Denver simul-taneously with the holding of the National First-Aid. and Mine Rescue Meet.In general, coal production in Colorado is proceeding satisfactorily with occasional interruption by local strikes, and tonnage is up to that being produced before the strike, but not nearly up to the record of 1918. In general, the labor supply is plentiful, but demand for coal is by no means great and unless some cold weather intervenes, it is probable that the lignite mines will have to go to a three or four day a week basis. There have been no recent disasters, but the Pictou mine of the Colorado Fuel and Iron Company encountered a heavy supply of water, and had to be abandoned until such time as arrangements can be made to pump or bale the water out."

[A survey of the literature relating to ignition temperatures of acetylene-air and acetylene-oxygen mixtures reveals rather wide disagreement in the reported results. In some instances the ignition temperatures of acetylene-air mixtures were reported to be lower then those of acetylene-oxygen mixtures, which is contrary to experience with other combustibles. To clear up some of the reported discrepancies, the authors have investigated the ignition temperatures of acetylene both in air and oxygen, and their results are presented in this report.]

The Bureau of Mines has investigated the mineral matter content of 38 American coals using X-ray fluorescence. Measurements of the Ka intensity for magnesium, aluminum, silicon, sulfur, calcium, and iron permit the determination of those elements as well as an indirect determination of the ash con-tent of the coals. The percentage of each of the six elements was corrected for absorption by all six elements as well as by hydrogen, carbon, nitrogen, and oxygen. It made little difference whether the values used for hydrogen, carbon, and nitrogen were obtained from chemical analysis or whether average values for all coals were used. In all cases, oxygen was obtained by difference. The correction for absorption by all these elements involved the inversion of a 6 X 6 matrix and was performed by computer. Assuming that the elements magnesium, aluminum, silicon, calcium, and iron were present in the ash as oxides, the quantity of ash was determined. The results for the mineral elements as well as for ash and oxygen were in good agreement with chemical results. Particle size was found to have a significant effect on fluorescence intensities. A study of size effects was made for pyrite particles, since the sulfur content of coals is of particular interest. Theoretical equations were derived and verified relating the intensity to particle size. It was found that the coal samples must be ground to less than 2 microns. Sulfur appears in several forms in coal, and the effect of sulfur form on intensity was investigated. It was found that the Ka intensity was independent of sulfur form but the Kß intensity varied with the type of sulfur. Thus, the Ka intensity was used for determination of the quantity of sulfur present. Utilization of the sulfur KB intensity did not permit a determination of the proportions of sulfur forms present in coal. However, for synthetic mixtures of cystine and pyrite in carbon black, measurement of sulfur Ka and Kß permit determination of each constituents from measurements of sulfur intensities alone.

"Three men lost their lives in the Black Diamond Coal Mine near Seattle, Wash., recently while wearing oxygen breathing apparatus. The press dispatches stated that these men lost their lives while practicing with the apparatus. Later reports stated that the men died while attempting to make a trip 1200 feet down a 25 degree slope which was filled with black damp, in order to measure the amount of water that had accumulated at the bottom of the mine, and the trip was attempted with oxygen in the tanks of the apparatus with dials indicating only 45 minutes supply. The oxygen in the tank was used up and the men therefore lost their lives from a deficiency of air to breathe.In spite of all the education and training done by the Government to prevent accidents, men are prone occasionally to take unnecessary chances. Every piece of apparatus, no matter how perfect, has its limitations. The Government, through the agency of the Bureau of Mines, has trained many thousands of miners in the use of mine rescue apparatus. The training has been given to all miners who requested it, and the Bureau has gone to the extreme of urging miners to join the rescue and first-aid classes. In spite of all the efforts of the Government, men occasionally attempt the impossible."

Many miners are involved in tasks at the mine site that are similar to those sub-tasks performed in general construction, maintenance and repair (CMR) type work activities. As a result, many of the injuries in the mining industry today can be traced to employees performing these CMR type work activities. Indeed, a recent analysis of a major aggregate company revealed that 65% of all injuries documented originated from performing such CMR activities. It is hypothesized that the number of injuries to miners performing construction, maintenance and repair (CMR) work activities on mine property may be reduced through improved training that focuses on better hazard recognition using the numerous visual and other cues that are available for evaluating workplace health and safety hazards. To this end, researchers at NIOSH’s Pittsburgh Research Laboratory have merged two proven methods of training miners to recognize hazards, stereoscopic (3-D) slides and the concept of degraded images, into this training program. Stereoscopic (3-D) slides have been shown in earlier NIOSH and U.S. Bureau of Mines research to be an effective training aid for improving the ability of miners to recognize various geologic and mining-induced irregularities that can cause groundfalls.3 They realistically portray the natural mine environment, and thus are an excellent training aid for teaching miners to recognize such visual cues. The degraded image concept, originally developed by the military and used for target detection training, describes scenes where the target is partially hidden by cloud cover, dust, rain, natural barriers, buildings, or other obstructions that can camouflage or confuse the target. Research had shown that flight observers who were trained with less than ideal (or degraded) pictures were more successful in subsequent identification of targets than those trained using ideal (or highlighted) pictures of targets. In order to investigate this concept for training miners to recognize hazards, NIOSH researchers developed a prototype hazard recognition training program using such mining scenes. A control program based on traditional highlighted mining scenes was also developed. Both programs were applied to subjects in a field experiment. Results indicated that miners trained with the degraded images did significantly better on a follow-up test of hazard recognition.4 This hazard recognition program teaches trainees to look for hazards in a more realistic manner than that of the control program. This specific training program for CMR activities involves using the degraded image concept and 3-D slides. The module is designed to educate workers on hazard identification techniques and safe work practices. It focuses on teaching miners techniques for recognizing visual (sight) cues, and then uses these cues to evaluate mining conditions. It should be stressed that other senses, such as sound can also play an important role in hazard detection.

HAVIC is a collaboration of investigators from North America, Sweden, and Finland having a scientific mandate from NIOSH, to study the exposure response relationship between vibratory tool exposure and adverse health effects. Five cohorts, the Suomossalmi forest workers cohort, Volvo truck cab workers, Connecticut shipyard workers, and matriculating dental hygiene students and experienced dental hygienists have been under study. In the case of shipyard workers, there was survey and tool exposure data from 1988, although detailed subject testing was only available within the timeframe of the study. The truck cab assembly workforce was an inception cohort that had been followed from 1994 along with age-matched controls. The Finnish forest workers had cumulative health data on a cohort (n=52) that had been studied from 1976. For a subset of these subjects, there was detailed tactometry testing in 1990, 1995, and 2003. Accordingly, there was historical as well as new prospective data for the industrial cohorts. The Suomossalmi cohort was reassembled only for our study, which precluded follow-up evaluation and because of retirement is almost certainly the last time this historic group will be studied. The study features are: • Characterization of the exposure response relationship for hand-arm vibration through a study design, incorporating multiple cohorts, some having existing historical data, • Selection of cohorts to include different types of vibration: oscillatory (forest workers) impact (truck cab workers), high frequency (dental hygienists) and mixed (shipyard workers), • Inclusion of two inception cohorts: dental hygiene students and Swedish truck cab workers, • Methods for multi-site and historical integration A description follows. [ ] Methods The study included surveys, physical evaluation, and a selection of battery of “best tests” (cold challenge plethysmography, multi-frequency tactometry, segmental sensory nerve conduction velocity [SNCV]1,2,3) applied across groups to quantify responses to exposure. Exposure monitoring included exposure characterization through daylong data logging at the individual level. Workers at each site were instrumented with a microcomputer-based Vibration Exposure Monitoring (VEM) system, developed at the Biodynamics Laboratory of UCHC and about the size of a police walkie-talkie, to record user-specific tool-operating times, vibrations, and grip forces throughout all, or a representative part, of their workday. More specifically, data logging methods involved the direct monitoring of work cycles, involving tool operation time and measures of tool vibration, namely the root-mean-square (RMS), root-mean-quad (RMQ), and root-mean-oct (RMO), and grip forces, each calculated per minute. For this study, the questionnaire was homogenized with other vibration studies4,5,6. Cross-translation was directed by the multi-lingual investigators, and then reviewed by the study team. Three long horizontal holes were drilled from a directionally drilled sur¬face hole at the Emerald Mine near Waynesburg, Pa. The purpose was to adapt the technique of directional drilling for use in draining methane from coalbeds. A 504-m (1,652-ft) long, 76-mm (3-in) diam¬eter, circular arc pilot hole was drilled, using a downhole mud motor, to enter the Pittsburgh coalbed at a verti¬cal depth of 305 m (1,000 ft). The hole was reamed to 222 mm (8-3/4 in) and was cased to a measured depth of 486 m (1,595 ft). Three 76-mm (3-in) diameter horizontal drainage holes were then drilled, totaling 2,909 m (9,544 ft) of horizontal hole. Improvements in drilling methods increased the average drilling rate from 20.4 m (67 ft) to 64.9 m (213 ft) per day. The cost of drilling the directional and horizontal holes (using a Government-owned drill rig) was $1,169,530, a figure inflated by inexperience and by delays caused by lost-circulation problems and fishing operations. An estimated total drilling cost of $960,000 (including rental of a drill rig) for an improved system, was determined by a detailed cost analysis. Initial gas and water production from November 1979 through May 1980 was low because of caving of the horizontal holes drilled in shale near the bottom of the casing.

Legislation and Government Programs.-On February 4, 1977, the Occupational Safety and Health Administration (OSHA) issued its final environmental impact statement on the occupational use of inorganic arsenic.2 The statement examined the ramifications of the original proposed standard published in the Draft Environmental Impact Statement (DEIS).3 The DEIS proposed to limit the exposure of employees to no more than 4 micrograms of arsenic per cubic meter of air as determined on an 8-hour-time-weighted average basis; or a ceiling limit of 10 micrograms of arsenic per cubic meter of air based on a 15 minute sampling period. The purpose of the proposed regulation is to reduce the risk of smelter workers developing lung and skin cancer as a result of exposure. A comprehensive study compiled by the Committee on Medical and Biologic Effects of Environmental Pollutants concluded that "there is strong epidemiologic evidence that inorganic arsenic is a skin and lung carcinogen in man."' In April 1977, the Environmental Protection Agency (EPA) served notice to ASARCO Incorporated that its Tacoma copper smelter and associated arsenic-producing facilities were in violation of State laws which limit sulfur dioxide and particulate matter emissions. This notice followed the Washington State Pollution Control Hearing Board overturning a prior ruling by the Puget Sound Air Pollution Control Agency (PSAPCA) which had permitted a 5-year variance from the State of Washington air quality standards. In December 1977, ASARCO appealed in court the decision of the Hearing Board.

"Introduction In the course of the investigations by the Bureau of Mines into the various causes of coal-mine explosions, the fact that several gas explosions had occurred during or very soon after a mine was being un-watered, attracted the attention of the Bureau's engineers. The apparent coincidence was so marked that there appears to be an extra hazard present, whenever water, which has been standing against the face of the coal for some time, is suddenly removed either by natural drainage or by mechanical means.Actual Occurrences Case 1. - A typical illustration of this hazard is shown in a gas explosion which occurred in a mine in Central Pennsylvania. Four main entries, 50 feet apart with an average grade of 6 per cent, had been driven with the dip of the coal, and from these mains 7 pairs of entries, at intervals of 800 feet, had been turned at such an angle that their grade was slightly rising. Prom these latter pairs of entries, rooms were turned practically at right angles.The main entries had been driven for 4,500 feet and at the face there was 400 feet of cover. As far as could be observed, the roof was of sandstone and the floor of clay.The coal bed being mined was the Lower Kittanning, which has a thickness of about 4 feet. Over the past two decades, there have been significant reductions in industrial exposures to hand-arm vibration, especially when specific tools and work processes have been redesigned to incorporate anti-vibration and ergonomic principles. Nevertheless, Hand-Arm Vibration Syndrome (HAVS) remains a significant occupational health problem as disease symptoms continue to occur even when vibration exposure levels believed to incur low risks have been reached2. This inconsistency may be related to the methodology that is typically used to estimate workday vibration exposure levels, involving laboratory and/or very short duration field measurements coupled with estimates of overall eight-hour tool operation times determined from brief observations of tool tasks and/or self-reported surveys. One solution is to use small, commercially-available, personal vibration dosimeters to calculate, record, and display long-duration vector sums and energy equivalents of vibration. However, since these devices are attached to the worker and require tool-mounted accelerometers, they are incompatible with the worker performing normal duties involving putting down or changing tools. In addition, these commercial systems do not allow for the characterization of the transmission of vibration to the hand such as monitoring the mechanical coupling between the hand and the tool handle (e.g., grip forces). O’Boyle and Griffin showed that variations in applied force can alter vibration transmission characteristics by 50% or more indicating that the measurement of grip force is essential for modeling vibration transmissibility and vibration exposures5. In summary, a need exists for the development of a method and device that will more accurately characterize workday-long vibration exposures. Methods A portable, light-weight, Vibration Exposure Monitor (VEM) system was developed to record user-specific tool-operating times, vibrations, and grip forces throughout all, or a representative part, of a workday. It monitors frequency weighted and unweighted accelerations from a palm-mounted uni-axial accelerometer (Model 352C22, PCB Piezotronics, Depew, NY) and calculates exposure levels using the root-mean-square (RMS) and higher power mean values, such as the root-mean-quad (RMQ) and the root-mean-oct (RMO). Grip forces are also monitored using a palm-mounted force sensor (Model 400, Interlink Electronics, Camarillo, CA) from which average grip force levels and exerted grip extrema are calculated. At the core of the VEM system is a commercially available, battery-powered microcomputer (Tattletale, Model 8v2, Onset Computer, Onset, MA) with one megabyte of memory and eight analog channels using 12-bit sampling at a single-channel maximum of 100 kHz. Analog signal processing (i.e., anti-aliasing, with cutoffs at 4 and 1250 Hz, and ISO 5349-13 frequency weighting) is accomplished using custom circuitry that is directly interfaced with the microcomputer. The heats of formation of gehlenite and talc were determined by hydro-fluoric acid solution calorimetry. The results are reported in terms of the constituent oxides (?H298.15 = -31.1 ± 0.5 kcal/mole for gehlenite and ?H298.15 = -44.9 ± 0.3 kcal/mole for talc) and in terms of the constituent elements (?H298.15 = -952.8 ± 0.7 kcal/mole for gehlenite and ?H298.15 -1,415.5 ± 1.4 kcal/mole for talc).

The Bureau of Mines is currently developing methods for reclaiming the metal and mineral values contained in unburned urban refuse. One important phase of this research deals with recovering Mastic from shredded refuse using in electrodynamic separation process. The results of this study have indicated that mixed plastic concentrates analyzing 99.4 percent plastic can be consistently recovered from the light material fraction of shredded refuse, leaving a mixed paper traction analyzing 99.9 percent paper. Recovery of the plastic exceeds 99 percent.

The Bureau of Mines conducted laboratory batch and pilot plant flotation tests to determine the technical feasibility of recovering commercial-grade mica from a California micaceous schist. Best results in the laboratory batch tests were obtained using sodium carbonate and sodium silicate for pH control and quartz depression, and a combination of fatty acid and cationic reagents as the mica collector. In continuous pilot plant flotation tests, an alkaline fatty acid-cationic method recovered about 70 percent of the mica in a concentrate analyzing 95.6 percent mica.

The standard heats of formation (?Hf°) of holmium trichloride and terbium trichloride were measured by solution calorimetry. Heats of solution of holmium and terbium metals and their anhydrous chlorides were measured in 4.360 molal HCI at 298.15° K. From these measurements ?Hf° for HoC13 (c) was calculated as -240,290 ±1,700 cal/mo1e, and ?Hf° for TbC13 (c) was calculated as -238,330 ±1,500 cal/mole at 298.15° K.

An improved maximum-bubble-pressure system using the Sugden twin-capillary method for measuring the surface tension and density of molten metals is described. Improvements include (1) internally ground capillary tips, (2) electronic pressure transducers, (3) micrometer adjustment of immersion depth for density measurements, (4) valuing arrangements to allow operation at other than atmospheric pressure, (5) temperature range to 1,100° C, and (6) recorder readout of pressures. Data for surface tension of mercury from 20° to 300° C are given.

The breakage of rock by explosives depends largely on the ability of an explosive to transfer its stored potential energy to the rock as strain en- ergy. Therefore, the relative rock-breaking abilities of explosives can be determined indirectly by determining the relative amounts of strain energy transferred to the rock at the time of detonation. This report presents experimental data on the strain energy contained in explosion-generated strain pulses in a granite gneiss. Six explosives were tested. The scaled total radial strain energy E/W flowing outward through a spherical shell of scaled radius R/W1/3 surrounding the point of detonation was found to follow an exponential decay propagation law of the form Analysis of the data showed that the intercept parameter H depended upon the type of explosive used but that the absorption coefficient B was practi- cally independent of the type of explosive. Comparison of the intercept pa- rameter H and the calculated energy of the explosive showed that the percent- age of explosive energy transferred to the rock increased linearly as the ratio of the characteristic impedance (product of density and propagation velocity) of the explosive to that of the rock increased toward unity. From 5 to 9 percent of the calculated total energy released by the explosive was transferred to the rock as radial strain energy.

It is a common misconception that all yellow stones are topazes and that all topazes are yellow; but neither statement is true. The real topaz is a rather rare mineral, and a large number of yellow stones that masquerade as topaz are nothing more than yellow quartz, known as citrine, but almost universally called topaz. The true topaz is often called "Brazilian" topaz by the jeweler to distinguish it from yellow quartz; nevertheless, both terms are freely applied in trade to other yellow stones. Topaz is considered the most popular yellow stone for jewelry and is often used as the principal stone in brooches or pendants, especially in old-fashioned ornaments. However, many other species yield pretty yellow stones, some of which are far more numerous and less costly than the topaz.

luring the past two years the Bureau of ?,lines has been receiving from 100 to 150 coal mines in various States a report of each accident causing death, permanent total disability, permanent partial disability, or temporary disability lasting beyond the remainder of the day or shift on which the accident occurred. For each 100 accidents in these groups, there are perhaps from 35 to 45 accidents that do not disable the employee beyond the remainder of the day, and of these fraction-of-a-day accidents the Bureau has compiled no statistics. Information revealed by the reports is to the effect that falls of roof and coal in bituminous coal mines are responsible for 28 per cent of the temporary injuries to underground workers and 33 per cent of the days lost from all temporary injuries underground; they also indicate that falls caused 59 per cent of the deaths from all causes underground. Figures compiled by R. N. Hosler, of the Pennsylvania. Mine Rating Bureau, and covering accidents in bituminous; minis in that State, chow that 61 per cent of the deaths underground during the years 1917-1921 wore due to falls. Neither of these percentage figures includes deaths in major explosions; figures for all bituminous mines in the United States during the five years 1920-1024, inclusive of deaths in major explosions, show that 52 per cent of the deaths underground and in shafts were due to falls of roof and coal.

Experiments were undertaken to evaluate the flammability of typical noise abatement materials used to line the cab interior of mobile mining equipment. The experiments were conducted using three different experimental configurations: 1. A ventilated tunnel test. 2. A full-size cab test where the interior surfaces were lined with the sample material and then ignited near the floor using a methane-air burner. 3. Standard ASTM E-162 tests using a radiant panel test apparatus. This paper describes the tests and presents the results obtained for 15 to 20 different materials of various chemical compositions and thickness. With one exception, materials that did not exhibit flame spread in the tunnel test also performed well in the full-scale cab test. All materials that had passed only a small-scale flammability test, such as SAE J369, failed dramatically in all three of the above test configurations. With one exception, all materials that performed well in the full-scale cab test had flame spread indices < 25, based upon the ASTM E-162 results. The lone exception had an ASTM E-162 flame spread index of 68. With regard to samples that failed the full-scale cab test, the carbon monoxide levels within the cab reached lethal concentrations in the range of 1.8% to 3.8% within 2 minutes from ignition of the sample—dramatically illustrating the severe fire environment that can result within the cab space.

"The Workman's Compensation Law of Indiana, enacted in 1915, amended in 1917, 1919, 1923, and 1927, and in 1929 named the Indiana Workmen's Compensation Act of 1929, provides for a weekly compensation for disability due to accidents of 55 per cent of the average weekly wage of the employee, to start on the eighth day of disability. Compensation is computed from a maximum and minimum weekly wage of $30 and $16, respectively. Thus, the maximum weekly compensation is $16.50 and the minimum $8.80; the total compensation paid is not to exceed $5,000.In addition to the compensation the employer is required to pay all medical, surgical, hospital, and nurse fees for a period of 30 days and may be required to pay such fees for an additional 30 days at the direction of the Industrial Board of Indiana. In the case of fatalities the employer must contribute $100 toward funeral expenses.The law also stipulates that ""the employer shall keep a record of all injuries, fatal or otherwise, received by his employees in the course of their employment,"" also that the employer shall report within one week of their occurrence all accidents that cause either the death of the employee or the loss of more than one day's work. However, no standard form is furnished or required by the industrial board on which the employer shall keep a record of accidents, neither is he required to report the time of return to work of the injured employee unless the period of disability exceeds seven days and the accident thus becomes compensable. Hence, no record is kept of noncompensable accidents other than the first report sent to the industrial board by the employer.If the employer were required to keep a complete and concise record of all accidents, in duplicate, on a special form either furnished or required by the board, giving all of the essential data in regard to the accidents, and if he were required to submit a copy of this record to the board at the end of the fiscal year, the data thus assembled would not only be of material assistance to the board, particularly in making up its annual report, but would also furnish information of much value in the study of accident causes and what may be done to remove them.Those industries that have made marked progress in reducing accidents keep such records, as it is only through a full knowledge of how accidents occur that intelligent steps can be taken to prevent their recurrence. Unfortunately, the mining industry as a whole in Indiana has not kept pace with many other industries in reducing accidents, and it is urged as an aid to improvement that a thorough and complete record of mining accidents be kept."
